Next week, staff of the International Livestock Research Institute (ILRI) and many other CGIAR centres and research programs are attending the 6th Africa Agriculture Science Week (AASW6), which is being hosted by the Forum for Agricultural Research in Africa (FARA) and the Government of Ghana and runs from Monday–Saturday, 15–20 Jul 2013.
CGIAR is a global partnership for a food-secure future that conducts and disseminates research to improve the lives, livelihoods and lands of the world’s poorest people. CGIAR research is conducted by 15 of the world’s leading agricultural development research centres and 16 global research programs, all of them partnering with many stakeholders in Africa. More than half of CGIAR funding (52% in 2012) targets African-focused research.

The theme of next week’s AASW6 is ‘Africa Feeding Africa through Agricultural Science and Innovation’. CGIAR is supporting African-driven solutions to food security by partnering with FARA and the African Union, the Comprehensive Africa Agriculture Development Programme (CAADP), sub-regional organizations, national agricultural research systems and many other private and non-governmental as well as public organizations.

ILRI and livestock issues at AASW6

Ten ILRI scientists and staff will briefly speak and then engage with other participants in a side event ILRI is organizing at AASW6 on the topic of Livestock research for Africa’s food security. This three-hour morning side event will be facilitated by ILRI’s knowledge management and communication specialist, Ewen Le Borgne, and will be highly participatory in nature.

Among the speakers at the ILRI side session will be the following.

Jimmy Smith, a Canadian, became director general of ILRI in Oct 2011. Before that, he worked for the World Bank in Washington, DC, leading the Bank’s Global Livestock Portfolio. Before joining the World Bank, Smith held senior positions at the Canadian International Development Agency. Still earlier in his career, he worked at ILRI and its predecessor, the International Livestock Centre for Africa (ILCA), where he served as the institute’s regional representative for West Africa and subsequently managed the ILRI-led Systemwide Livestock Programme of the CGIAR, involving ten CGIAR centres working at the crop-livestock interface. Before his decade of work at ILCA/ILRI, Smith held senior positions in the Caribbean Agricultural Research and Development Institute (CARDI). Smith is a graduate of the University of Illinois at Urban-Champaign, USA, where he completed a PhD in animal sciences. He was born in Guyana, where he was raised on a small mixed crop-and-livestock farm.

John McIntire (USA) is ILRI deputy director general for research-integrated sciences. He obtained a PhD in agricultural economics in 1980 from Tufts University using results of farm-level field studies of smallholder crop production in francophone Africa. He subsequently served as an economist for the International Food Policy Research Institute (IFPRI), in Washington, DC, and the West Africa Program of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), in Burkina Faso and Niger, and the International Livestock Centre for Africa (ILCA), one of ILRI’s two predecessors, in Ethiopia. He is co-author of Crop Livestock Integration in Sub-Saharan Africa (1992), a book still widely cited 20 years later. McIntire joined the World Bank in 1989, where he worked (in Mexico, Côte d’Ivoire, Senegal, The Gambia, Cape Verde, Guinea, Tanzania, Uganda and Burundi) until his retirement in 2011. In 2011, he became the second person to receive both the Bank’s ‘Good Manager Award’ and ‘Green Award for Environmental Leadership’.

Shirley Tarawali (UK) is ILRI director of institutional planning and partnerships. Before taking on this role, Tarawali was director of ILRI’s People, Livestock and the Environment Theme, with responsibilities spanning sub-Saharan Africa and Asia. She holds a PhD in plant science from the University of London. Previously, Tarawali held a joint appointment with ILRI and the International Institute of Tropical Agriculture (IITA), based in Ibadan, Nigeria. Her fields of specialization include mixed crop-livestock and pastoral systems in sub-Saharan Africa and Asia.

  • Delia Grace: Food safety and aflatoxins

Delia Grace (Ireland) is an ILRI veterinarian and epidemiologist who leads a program at ILRI on food safety and zoonosis. She also leads a flagship project on ‘Agriculture-Associated Diseases’, which is a component of the CGIAR Research Program on Agriculture for Nutrition and Health, led by the International Food Policy Research Institute (IFPRI), USA. Grace has broad developing-country expertise in food safety, risk factor analysis, ecohealth/one health, gender and livestock, participatory methods, randomized trials and health metrics.

  • Polly Ericksen: Vulnerability and risk in drylands

Polly Ericksen (USA) leads drylands research at ILRI and for the CGIAR Research Program on Drylands Systems in East and Southern Africa, where, in the coming years, the program aims to assist 20 million people and mitigate land degradation over some 600,000 square kilometres. That CGIAR research  program as a whole is led by the International Centre for Agricultural Research in the Dry Areas (ICARDA), Syria. Ericksen also leads a Technical Consortium for Ending Drought Emergencies and Building Resilience to Drought in the Horn of Africa. Her broad expertise includes food systems, ecosystem services and adaptations to climate change by poor agricultural and pastoral societies.

  • Iain WrightAlan Duncan and Michael Blümmel: The biomass crisis in intensifying smallholder systems

Iain Wright (UK) is ILRI director general’s representative in Ethiopia and head of ILRI’s Addis Ababa campus, where over 300 staff are located. He also directs  ILRI’s Animal Science for Sustainable Productivity program, a USD15-million global program working to increase the productivity of livestock systems in developing countries through high-quality animal science (breeding, nutrition and animal health) and livestock systems research. Before this, Wright served as director of ILRI’s People, Livestock and the Environment theme. And before that, from 2006 to 2011, he was ILRI’s regional representative for Asia, based in New Delhi and coordinating ILRI’s activities in South, Southeast Asia and East Asia. Wright has a PhD in animal nutrition. Before joining ILRI, he managed several research programs at the Macaulay Institute, in Scotland.

Alan Duncan (UK) is an ILRI livestock feed specialist and joint leader of the Nile Basin Development Challenge Programme. Duncan joined ILRI in 2007, also  coming from Scotland’s Macaulay Institute. Duncan has a technical background in livestock nutrition but in recent years has been researching institutional barriers to feed improvement among smallholders. He also works on livestock-water interactions, which are a key issue in Ethiopia, where he is based, particularly in relation to the competition for water occurring between the growing of livestock feed and that of staple crops. Duncan manages a range of research-for-development projects and acts as ILRI’s focal point for the CGIAR Research Program on Integrated Systems for the Humid Tropics, which is led by the International Institute of Tropical Agriculture (IITA), Nigeria.

Michael Blümmel (Germany) is an ILRI animal nutritionist with PhD (1994) and Habilitation (2004) degrees from the University of Hohenheim, in Germany. He has more than 20 years of experience in research, teaching and development in Europe, the US, Africa and Asia. Blümmel’s major research interests include feeding and feed resourcing at the interface of positive and negative effects from livestock, multi-dimensional crop improvement concomitantly to improve food, feed and fodder traits in new crop cultivars, and optimization of locally available feed resources through small business enterprises around decentralized feed processing.

  • Ethel Makila: Mobilizing biosciences for a food-secure Africa

Ethel Makila (Kenya) is ILRI communications officer for the Biosciences eastern and Central Africa-ILRI Hub. She is a graphic designer expert in development communication, media and education. At the BecA-ILRI Hub, she is responsible for increasing awareness of the Hub’s activities, facilities and impacts among African farmers, research institutes, government departments, Pan-African organizations and the international donor and research communities.

  • Suzanne Bertrand: Vaccine biosciences

Suzanne Bertrand (Canada) is ILRI deputy director general for research-biosciences. With a PhD in plant molecular biology from Laval University, Bertrand began her career as a scientist with Agri-Food Canada, working on forage plants. Her focus shifted rapidly from laboratory-based research to application of modern agri-technology in the developing world. Her overseas assignments included spells in the People’s Republic of China and Tunisia. She spent six years in the USA, first as research assistant professor at North Carolina State University, and then as a founding principal for a biotechnology start-up company. She then joined Livestock Improvement (LIC), a large dairy breeding enterprise in New Zealand, where she managed LIC’s Research and Development Group, delivering science-based solutions in the areas of genomics, reproductive health, animal evaluation and commercialization to the dairy sector. In 2008, Bertrand became director, International Linkages for the Ministry of Research, Science and Technology in New Zealand. She was later chief executive officer for NZBIO, an NGO representing the interests and supporting growth of the bioscience sector in New Zealand.

New ILRI study maps hotspots of human-animal infectious diseases and emerging disease outbreaks

Greatest Burden of Zoonoses Falls on One Billion Poor Livestock Keepers

A new study maps hotspots of human-animal infectious diseases and emerging disease outbreaks. The maps reveal animal-borne disease as a heavy burden for one billion of world’s poor and new evidence on zoonotic emerging disease hotspots in the United States and western Europe.

The new global study mapping human-animal diseases like tuberculosis (TB) and Rift Valley fever finds that an ‘unlucky’ 13 zoonoses are responsible for 2.4 billion cases of human illness and 2.2 million deaths per year. The vast majority occur in low- and middle-income countries.

The study, which was conducted by the International Livestock Research Institute (ILRI), the Institute of Zoology (UK) and the Hanoi School of Public Health in Vietnam, maps poverty, livestock-keeping and the diseases humans get from animals, and presents a ‘top 20’ list of geographical hotspots.

From cyst-causing tapeworms to avian flu, zoonoses present a major threat to human and animal health,’ said Delia Grace, a veterinary epidemiologist and food safety expert with ILRI in Kenya and lead author of the study. ‘Targeting the diseases in the hardest hit countries is crucial to protecting global health as well as to reducing severe levels of poverty and illness among the world’s one billion poor livestock keepers.’

‘Exploding global demand for livestock products is likely to fuel the spread of a wide range of human-animal infectious diseases,’ Grace added.

According to the study, Ethiopia, Nigeria, and Tanzania in Africa, as well as India in Asia, have the highest zoonotic disease burdens, with widespread illness and death. Meanwhile, the northeastern United States, Western Europe (especially the United Kingdom), Brazil and parts of Southeast Asia may be hotspots of ’emerging zoonoses’—those that are newly infecting humans, are newly virulent, or have newly become drug resistant.

The study examined the likely impacts of livestock intensification and climate change on the 13 zoonotic diseases currently causing the greatest harm to the world’s poor.

The report, Mapping of Poverty and Likely Zoonoses Hotspots, was developed with support from the United Kingdom’s Department for International Development (DFID). The goal of the research was to identify areas where better control of zoonotic diseases would most benefit poor people. It also updates a map of emerging disease events published in the science journal Nature in 2008 by Jones et al.[i]

Remarkably, some 60 per cent of all human diseases and 75 per cent of all emerging infectious diseases are zoonotic.

Among the high-priority zoonoses studied here are ‘endemic zoonoses’, such as brucellosis, which cause the vast majority of illness and death in poor countries; ‘epidemic zoonoses’, which typically occur as outbreaks, such as anthrax and Rift Valley fever; and the relatively rare ’emerging zoonoses’, such as bird flu, a few of which, like HIV/AIDS, spread to cause global cataclysms. While zoonoses can be transmitted to people by either wild or domesticated animals, most human infections are acquired from the world’s 24 billion livestock, including pigs, poultry, cattle, goats, sheep and camels.

Poverty, zoonoses and markets
Today, 2.5 billion people live on less than USD2 per day. Nearly three-quarters of the rural poor and some one-third of the urban poor depend on livestock for their food, income, traction, manure or other services. Livestock provide poor households with up to half their income and between 6 and 35 per cent of their protein consumption. The loss of a single milking animal can be devastating to such households. Worse, of course, is the loss of a family member to zoonotic disease.

Despite the danger of zoonoses, the growing global demand for meat and milk products is a big opportunity for poor livestock keepers.

Increased demand will continue over the coming decades, driven by rising populations and incomes, urbanization and changing diets in emerging economies,’ noted Steve Staal, deputy director general-research at ILRI. ‘Greater access to global and regional meat markets could move  millions of poor livestock keepers out of poverty if they can effectively participate in meeting that  rising demand.’

But zoonoses present a major obstacle to their efforts. The study estimates, for example, that about one in eight livestock in poor countries are affected by brucellosis; this reduces milk and meat production in cattle by around 8 per cent.

Thus, while the developing world’s booming livestock markets represent a pathway out of poverty for many, the presence of zoonotic diseases can perpetuate rather than reduce poverty and hunger in livestock-keeping communities. The study found a 99 per cent correlation between country levels of protein-energy malnutrition and the burden of zoonoses.

Many poor livestock keepers are not even meeting their own protein and energy needs’, said Staal. ‘Too often, animal diseases, including zoonotic diseases, confound their greatest efforts to escape poverty and hunger.’

Assessing the burden of zoonoses
The researchers initially reviewed 56 zoonoses that together are responsible for around 2.5 billion cases of human illness and 2.7 million human deaths per year. A more detailed study was made of the 13 zoonoses identified as most important, based on analysis of 1,000 surveys covering more than 10 million people, 6 million animals and 6,000 food or environment samples.

The analysis found high levels of infection with these zoonoses among livestock in poor countries. For example, 27 per cent of livestock in developing countries showed signs of current or past infection with bacterial food-borne disease—a source of food contamination and widespread illness. The researchers attribute at least one-third of global diarrheal disease to zoonotic causes, and find this disease to be the biggest zoonotic threat to public health.

In the booming livestock sector of developing countries, by far the fastest growing sectors are poultry and pigs.

As production, processing and retail food chains intensify, there are greater risks of food-borne illnesses, especially in poorly managed systems’, said John McDermott, director of the  CGIAR Research Program on Agriculture for  Nutrition and Health, led by the International Food Policy Research Institute (IFPRI). ‘Historically, high-density pig and poultry populations have been important in maintaining and mixing influenza populations. A major concern is that as new livestock systems intensify, particularly small- and medium-sized pig production, the more intensive systems will allow the maintenance and transmission of pathogens. A number of new zoonoses, such as Nipah virus infections, have emerged in that way.’

Intensification and disease spread
The most rapid changes in pig and poultry farming are expected in Burkina Faso and Ghana in Africa and India, Myanmar and Pakistan in Asia. Pig and poultry farming is also intensifying more rapidly than other farm commodity sectors, with more animals being raised in more concentrated spaces, which raises the risk of disease spread.

Assessing the likely impacts of livestock intensification on the high-priority zoonoses, the study found that livestock density is associated more with disease ‘event emergence’ than with overall disease burdens. Both the northeastern United States and Western Europe have high densities of livestock and high levels of disease emergence (e.g., BSE, or ‘mad cow’ disease, and Lyme disease), but low numbers of people falling sick and dying from zoonotic diseases. The latter is almost certainly due to the relatively good disease reporting and health care available in these rich countries.

Bovine tuberculosis is a good example of a zoonotic disease that is now rare in both livestock and human populations in rich countries but continues to plague poor countries, where it infects about 7 per cent of cattle, reducing their production by 6 per cent. Most infected cattle have the bovine form of TB, but both the human and bovine forms of TB can infect cows and people. Results of this study suggest that the burden of zoonotic forms of TB may be underestimated, with bovine TB causing up to 10 per cent of human TB cases. Human TB remains one of the most important and common human diseases in poor countries; in 2010, 12 million people suffered from active disease, with 80 per cent of all new cases occurring in 22 developing countries.  

Massive underreporting

We found massive underreporting of zoonoses and animal diseases in general in poor countries’, said Grace. ‘In sub-Saharan Africa, for example, 99.9 per cent of livestock losses do not appear in official disease reports. Surveillance is not fulfilling its purpose.’

The surveillance lacking today will be even more needed in the future, as the climate changes, she added. Previous research by ILRI and others indicates that areas with increased rainfall and flooding will have increased risk of zoonoses, particularly those diseases transmitted by insects or associated with stagnant water or flooding.

The main finding of the study is that most of the burden of zoonoses and most of the opportunities for alleviating zoonoses lie in just a few countries, notably Ethiopia, Nigeria, and India. These three countries have the highest number of poor livestock keepers, the highest number of malnourished people, and are in the top five countries for both absolute numbers affected with zoonoses and relative intensity of zoonoses infection.

‘These findings allow us to focus on the hotspots of zoonoses and poverty, within which we should be able to make a difference’, said Grace.

Hands on the plough: Kofi Annan and Forum promise to pool resources for African ‘agricultural growth corridors’ combining crops and livestock

An inaugural African Green Revolution Forum has moved Africa forward in its quest to transform agriculture and tackle food security. 

Closing the Forum in Accra, Ghana, on 4 September 2010, the Forum's chair, Kofi Annan, praised efforts to accelerate a green revolution in Africa. The Forum's executive co-producer, Akin Adesina, said the meetings kick-started a new phase in an African green revolution. The Forum agreed to pool efforts and resources to scale up breadbasket project plans and investment blueprints for agricultural growth corridors. Ghanaian Minister for Agriculture, Kwasi Ahwoi, invited new partners to join the Ghana breadbasket initiative. The Prime Minister of Tanzania, H.E. Mizengo Pinda, agreed to finalise a blueprint for the Tanzania Southern Corridor by January 2011.

The Forum participants specifically agreed on the following actions:
· empower women by accelerating their access to technologies, finances and markets
· scale up farmer and agri-business access to finances
· invest in science, technology and research for food and nutritional security
· increase access to improved seed via plant breeding, seed companies and seed distribution systems
· improve fertilizer supply systems and build more efficient fertilizer value chains
· link agri-business to commercial farms and smallholder farmers
· manage water resources better
· make better and wider use of 'mixed' farming systems that raise animals as well as grow crops
 

The director general of the International Livestock Research Institute (ILRI), Uruguayan agricultural economist Carlos Seré, participated in the Forum and led a panel session of livestock development. A report on that livestock session will be posted here later this week.

The African Green Revolution Forum issued a detailed plan of action to the delegates. Government and development groups, including the African Union and the Alliance for a Green Revolution in Africa, will conduct peer review assessments.

'We pledge ourselves to work with all other key partners to ensure that capacity is not a limiting factor in the green revolution,' said Namanga Ngongi, President of the Alliance for a Green Revolution in Africa, the organization that founded the Forum alongside Yara.

Mr Annan thanked the government leaders, including H.E. Mizengo Pinda, H.E. Olusegun Obasanjo, former President of Nigeria, and the Hon. John Dramani Mahama, Vice President of Ghana, who had taken part in the African Green Revolution Forum. 'These gracious, impassioned leaders threw their political weight behind this shining moment of transformation for Africa,' said Mr Annan.

And he urged governments and parliamentarians to help eradicate poverty and realise the dream of a green revolution. 'The time for action is now. For as you leave this forum, you are carrying upon your shoulders the vibrant hopes of a generation and a continent. We will not dash the dream of the African farmer,' said Mr Annan. 'With our hands on the plough, we will till this beautiful land’s soil together, and help Africa reap a bountiful harvest.'

The African Green Revolution Forum brings together African heads of state, ministers, farmers, private agribusiness firms, financial institutions, non-governmental organizations, civil society and scientists to an African-led forum to promote investments and policy support for driving agricultural productivity and income growth for African farmers in an environmentally sustainable way.

This public-private network it is a catalyst for the African Green Revolution called for by former UN Secretary General Kofi Annan in 2004. The Forum gathered momentum during three successful African Green Revolution conferences in Oslo, Norway. This year it was held 2–4 September 2010 in Accra, Ghana, co-chaired by Kofi Annan. The African Green Revolution Forum is supported by the Alliance for a Green Revolution in Africa, Yara, the Rockefeller Foundation, the International Fund for Agricultural Development, the New Partnership for Africa's Development, the African Development Bank and Standard Bank.

US$4.4 million awarded for research to build a climate model able to predict outbreaks of infectious disease in Africa

Scientists at the University of Liverpool, in the UK, and the International Livestock Research Institute (ILRI), in Kenya, are working with 11 other African and European partners on a US$4.4-million (UK£3 million-) project to develop climate-based models that will help predict the outbreak and spread of infectious diseases in Africa.

The researchers are working to integrate data from climate modelling and disease-forecasting systems so that the model can predict, six months in advance, the likelihood of an epidemic striking. The research, funded by the European Commission Seventh Framework, is being conducted in Ghana, Malawi and Senegal. It aims to give decision-makers the time needed to deploy intervention methods to stop large-scale spread of diseases such as Rift Valley fever and malaria, both of which are transmitted by mosquitoes.

It is thought that climate change will change global disease distributions, and although scientists know a lot about the climate triggers for some diseases, they don’t know much about how far into the future these disease events can be predicted. This new project brings together experts to investigate the links between climate and vector-borne diseases, including ‘zoonotic’ diseases, which are transmissible between animals and humans.

ILRI veterinary researcher Delia Grace says that diseases shared by people and animals are under-investigated although they are critically important for public health. ‘Fully 60% of all human diseases, and 75% of emerging diseases such as bird flu, are transmitted between animals and people,’ she said.

ILRI geneticist Steve Kemp said that the project is making use of ILRI’s advanced genomics capacities to analyse pathogens from the field and to integrate the data collected on both pathogen distribution and climatic factors. ‘From ILRI’s point of view,’ Kemp said, ‘this project is particularly exciting because it brings strong climate and weather expertise that complements systems recently built by ILRI and its partners to detect outbreaks of Rift Valley fever and to determine its spread.’

The new project also complements ILRI’s ongoing work to better control trypansomosis in West African livestock, a disease transmitted by tsetse flies. Trypanosomosis, which is related to sleeping sickness in humans, causes devastating losses of animals—along with animal milk, meat, manure, traction and other benefits—across a swath Africa as big as continental USA. Members of the new modeling project will conduct research in some of the same locations as ILRI’s West African trypanosomosis project, Kemp explained, and work with some of the same partner organizations, which should generate synergies that benefit both projects.

The risk of epidemics in tropical countries increases shortly after a season of good rainfall—when heat and humidity allow insects, such as mosquitoes, to thrive and spread diseases. Matthew Baylis, from Liverpool’s School of Veterinary Science, explained how this works with Rift Valley fever: ‘Rift Valley fever can spread amongst the human and animal population during periods of heavy rain, when floodwater mosquitoes flourish and lay their eggs. If this rainfall occurs unexpectedly during the dry season, when cattle are kept in the villages rather than out on the land, the mosquitoes can infect the animals at the drinking ponds. Humans can then contract the disease by eating infected animals. Working with partners in Africa, we can bring this information together to build a much more accurate picture of when to expect epidemics.

Andy Morse, from Liverpool’s School of Environmental Sciences, said the project combines historical and contemporary climate data with disease incidence information, including that for vector-borne diseases, as well as integrating monthly and seasonal forecasts. The resulting single, seamless, forecast system, Morse said, should allow projections of disease risk to be made beyond the conventional predictable time limit. ‘All this information will be fed into a decision-support system to be developed with decision-makers on national health issues’ in the three target countries.

The project was launched at a conference at the University of Liverpool on 19 April 2010.

West Africa’s regional livestock trade

Regional livestock trade in West Africa is suffering due to lack of policy integration and illegal cross-border “taxes”.

Livestock trade policies differ widely between countries in West Africa. Burkina Faso, Mali and Niger are livestock exporting countries, and want to strengthen livestock marketing and processing and promote regional trade. Livestock importing countries such as Côte d’Ivoire, Ghana, and Nigeria, promote policies that protect local livestock producers, boost internal production, and ensure food security in livestock products. A recently released report investigating livestock policies in six West African countries has urged that regional policies be streamlined, harmonised and implemented in a coordinated way to avoid bureaucratic bottlenecks. The report also noted that transportation of livestock across borders and illegal “taxes” represent significant additional marketing costs that impact negatively on regional livestock trade.

  • In West Africa, cross-border transportation can cost a staggering 300% more than the equivalent transfer of beef from Europe to West Africa’s coast. Meantime, regional cross-border transfer of cattle costs twice as much as domestic transportation, despite better transportation infrastructures.
  • Intra-regional trade in live animals attracts certain costs which are unlikely to be incurred if meat products are traded. For example, livestock drovers (people who drive herds of animals to market) are paid handling fees during the 2-3 day trip.
  • Some governments in the region are not fully committed to the implementation of agreed trade policy reforms concerning trade liberalisation and facilitation, exchange and payments systems and investment facilitation. This negatively affects costs of livestock trade and regional integration.
  • Illegal road taxation at numerous checkpoints can be as much as 10% of total marketing costs. Here, traders are required to make non-receipted payments to public agents for no obvious reason (see box below)
Illegal “taxes” at checkpoints hurt regional livestock trade

Numerous checkpoints exist along the highways where non-receipted payments are systematically made to police, customs, veterinary and other officials per truckload of cattle.

    Along the main cross-border trading routes, the checkpoints at Ferkessedougou and Bouake, both in Côte d’Ivoire, have the most notorious reputation, harbouring up to three different agents, namely: police, customs and gendarmerie. The checkpoint in Zegua, Mali is also reputed for frequent payments made to officials. Depending on the itinerary, total non-receipted payments can range from 12,000 FCFA on the Bittou to Accra route to 71,000 FCFA from Sikasso to Abidjan, translating respectively to 1.7 and 10.5% of cross-border marketing costs for cattle in the two routes. Illegal “taxes” between Sikasso to Abidjan are nearly twice as high as the government imposed fuel taxes for the same route.

Abolishing illegal cross border “taxes” would result in significant cost reductions and minimisation of delays that lead to deteriorating cattle health and sometimes death.

Recommendations include:

  • Protocols on regional livestock trade and regional integration introduced by the Union Économique et Monétaire de l’Afrique de l’Ouest (UEMOA) and Economic Community of West African States (ECOWAS), need to be streamlined, harmonised and implemented.
  • Regional livestock trade should shift its current focus from live animals to meat.
  • Regulations that provide for the free movement of people and goods in the region should be implemented by reducing the number of roadside checkpoints, curbing the excesses of conveyance companies (sociétés de convoyage), and actively fighting illegal road taxation.

Livestock markets that are strategically located along the border of neighbouring countries to ease cross-border trade were studied to identify livestock marketing channels from farm gates to terminal markets. Economic operators and livestock flows within these channels were also examined along with seasonal variations and other factors affecting livestock prices. The findings indicate that producers and operators can realise significant economic benefits by increasing meat production and livestock trade value through improved credit access and better market information.
