Agricultural interventions for food safety and nutrition: Livestock reports at this week’s CGIAR Science Forum

The following is a report on livestock-related presentations at the on-going three-day CGIAR Science Forum, 23–25 Sep 2013, in Bonn, Germany.

From yesterday’s session on food safety is this brief from veterinary epidemiologist and food safety expert Delia Grace, of the International Livestock Research Institute (ILRI), on the case for agricultural interventions for food safety.

Agriculture has allowed massive expansion of people and their animals.

Yet in a world of more than 7 billion people, more than one billion are hungry and more than 2 billion are sickened each year from the food they ate.

Agriculture is exacting a heavy biological cost, but health policy and programs often stop at the clinic door.

A consensus is growing that the disconnect between agriculture, health and nutrition is at least partly responsible for the disease burden associated with food and farming.

‘The new CGIAR Research Program on Agriculture for Enhanced Nutrition and Health is attempting to bridge this disconnect and the International Livestock Research Institute (ILRI) leads the component focusing on diseases related to agriculture. This session uses the case of fungal toxins to explore how research can contribute to game-changing innovations, powerful incentives and enabling institutions that improve at the same time food safety, food accessibility for poor consumers and access to markets for smallholder farmers.

Towards new ways of managing food safety in developing countries
* Incentives for risk management: In poor countries, where public and private standards are weak and where consumers’ choices are limited by income and information, incentives to safe production are lacking. Novel incentives need to be found to encourage farmers and other value chain actors in poor settings to produce quality and safe products.
* Innovations for risk management: Informal markets and food produced and consumed by smallholders typically have high levels of hazards. Innovations, whether technology, social or market-based, can change the game.
* Institutions for risk assessment: Food safety regulations in developing countries are characterized by complexity, inappropriateness for informal and smallholder production, lack of translation of policy into practice, and frequent negative impacts of policy. Both evidence and effective influence are needed to improve food safety institutions.

Controlling aflatoxins as an example of agriculture based interventions for human health
‘Among staple crops (maize, groundnuts, sorghum), the most serious food safety problem is toxins produced by fungi. ‘Using the example of fungal toxins, especially aflatoxins, we make the case for research investors to support research into agricultural approaches for enhancing food safety in value chains.’

From today’s session on economic implications
‘The objective of the session is to understand better the economic impacts of shifting investments towards more nutrition dense foods for healthier diets. Agricultural interventions in low income countries have often either focused on raising incomes for the poor assuming that nutrition and health benefits follow automatically or focused on improving diets through promotion of specific highly nutritious foods but do not often consider the economic sustainability of the programmes once intervention monies are removed. Furthermore, they may overlook other complex cultural and environmental issues which may be key to their success. For investment to effectively increase nutritional levels and incomes, a multi-dimensional approach including nutrition education, technical assistance, environmental awareness and community organization support may be needed to address the complex economic and social linkages between nutrition and agriculture

‘The session will present results from field research projects aimed at improving nutritional and income outcomes. Among the research questions to be addressed are:

  • How do initiatives to improve dietary and income outcomes need to be structured to reap benefits of both at present and over time?
  • How can the multi-dimensional nature of the nutrition-income linkage be integrated into investment projects in this area?
  • What are the knowledge gaps in developing and implementing these strategies?
  • Are new research approaches needed in developing interventions aimed at double objective outcomes?’

Tom Randolph, ILRI agricultural economist and director of the CGIAR Research Program on Livestock and Fish, will make a presentation on Supporting the pro-poor transformation of smallholder-based animal-source food systems.

‘The presentation focuses on how food systems could be designed to contribute more directly to the nutritional security of poor rural and urban communities. In particular, how might investments to professionalize smallholder livestock and aquaculture production and informal market systems improve incomes and nutritional food security? The presentation explores the implications of such an objective, and provides an example from a dairy development project.’

Dairy farming = ‘dairy education’: The sector that is educating Kenya’s children – filmed story

This 3:25-minute film shares how keeping cows has enabled Margaret Muchina, a dairy farmer from central Kenya, to support and educate her four children, who include Edward Kimani, who sat for his high school exam in 2010 and emerged as one of the country’s best students.

This single mother from Kenya’s Kiambu District started keeping dairy cows on her 2-acre farm in 1985. Her regular dairy income, mostly through daily milk sales, has been critical in enabling her to support her family, including the schooling of her children. Her dairy income is now supporting Kimani’s education at the University of Nairobi, where he is studying for a bachelor’s degree in geology.

Between 1997 and 2005, Margaret was one of many Kenyan farmers who participated in an award-winning Smallholder Dairy Project that carried out research to help improve the country’s smallholder, and largely informal, dairy sector, which trades mostly in ‘raw ‘ (unpasteurized) milk and was then being more harassed than supported by regulatory authorities.

The Smallholder Dairy Project supported a move towards towards a more favourable policy environment that paved the way for significant increases in the number of raw milk traders in the country, which helped milk producers like Margaret sell more milk leading to wider economy wide benefits for small-scale farmers.

Like many other Kenyans keeping one or two dairy cows to help them feed their families and send their children to school, Margaret Muchina is grateful to the Smallholder Dairy Project for information on best farm management and milk handling practices. Mrs Muchina now operates her small dairying with greater freedom and with new support from her government.

The Smallholder Dairy Project was led by Kenya’s Ministry of Livestock and implemented by the Kenya Agricultural Research Institute and the International Livestock Research Institute (ILRI).

Kenya livestock ‘on show’: A thriving dairy farm, a breeders show and a national resource for improved genetics

Participants at last week’s (26-28 June 2013) Africa Livestock Conference and Exhibition (ALiCE2013) were offered field visits to Kenyan livestock farmers, producers and industry experts in and around Nairobi. Staff of the International Livestock Research Institute (ILRI) took this opportunity to visit a dairy farm, a livestock breeders’ show and a livestock genetics resource centre.

One of the visits was to Tassells Farm, a dairy smallholding owned by husband and wife Kenyan farmers Moses Muturi and Susan Kasinga in Ruiru, just north of Kenya’s capital, Nairobi. Muturi and Kasinga started dairy farming, separately, when they were young, after seeing the many benefits of selling milk from other farmers who were able to take their children to good schools and live comfortably from dairy incomes.

When they married and joined their assets (16 animals), they were determined to succeed as dairy farmers and committing themselves to learning all they could about the dairy business. Today, some 16 years later, what began as a fairly small-scale dairy farm is now a thriving dairy business, with nearly 400 cows kept on five farms across Kenya. On their three-quarter-acre farm in Ruiru that ILRI visited, this couple’s visible passion for their family, their community and their dairy cows is an inspiration.

On this farm, the couple manages 70 Holstein-Friesian cows in a ‘zero-grazing’ system with the help of four farm workers. Apart from daily milking, the farm also breeds and sells high-grade dairy cattle.

‘We had little knowledge of dairy farming when we started’, says Kasinga, ‘but we gained experience by observing successful farmers, what they do and how they do it; we learned how to make the right decisions’, she says.

Their 5 farms produce about 3000 litres of milk each day.

‘On this farm, we produce 15 to 25 litres of milk per cow, about 1000 litres in total. We sell this milk to the Brookside Dairy, says Muturi, who says the following factors have been critical for their success.

Choosing and improving breeds: This is the first step towards getting cows that are well adapted to the farm environment, which guarantees high milk yields.

High-quality feeds: These should be affordable but also of good quality. The couple maintain a barn full of hay. They also grow forage and buy hay cheaply during the rainy season (sometimes by offering to cut the grass in their neighbours fields). Muturi says it’s important for dairy farmers to buy high-quality feeds and not store them for too long, which lowers their nutritional value. Their cows consume 30-32 kilos of hay each day in addition to molasses, concentrate feeds and mineral supplements. It’s crucial also, he says, to have an adequate supply of water and to collect grasses from areas free of parasites.

Managing diseases: This includes ensuring appropriate veterinary support and learning about animal diseases (they have lost 40 cows to foot-and-mouth disease). The farm now has in place a strict and regular de-worming regime, which, they say, seems to control 70% of diseases. Access to the farm is also restricted to prevent contamination.

Capacity development: Ensuring farm workers are educated about animal management and farm operations has also been key to their success. Workers from other farms now regularly visit their farm to learn with and from them.

‘Taking advantage of economies of scale is very important in the dairy business’, says Muturi. He suggests a minimum of 10 cows as a starting point for small-scale dairy farmers who want to move into wider-scale milk production and sales. ‘The more animals a farmer has’, he says, ‘the better their chance of negotiating better prices for feeds and veterinary services, increasing their profit margins.’

In future, the couple hopes to expand their business through some ‘added value’ ventures and to join like-minded farmers in setting up a milk processing facility.

Kenya Livestock Breeders Show & Sale

Held 26-28 Jun 2013 at Nairobi’s Jamhuri Park, the Kenya Livestock Breeders Show & Sale is an annual event in Kenya’s livestock sector calendar that brings together livestock breeders and industry players from across the country to exchange information in seminars, presentations and demonstrations. The event also doubles as an animal auction. This year’s exhibits included breeds from well-known ranches in Kenya, such as Ol Pejeta and Solio, north of Mt Kenya, and an association of goat breeders from Meru, east of the mountain.

The Kenya Animal Genetic Resources Centre is located on a 200-acre piece of land in Nairobi’s lower Kabete area. Started in 1946 by the Kenya Government, the centre produces and distributes bull semen for use by the country’s livestock farmers. With time, the centre’s mandate has grown to include providing artificial insemination (AI) training to farmers and supplying equipment for AI services in the country.

‘We also serve as a genebank for livestock tissues, semen and DNA of all the important livestock and emerging livestock breeds in Kenya,’ said Henry Wamukuru, the centre’s CEO.

Currently, more than 120 Ayrshire, Guernsey, Holstein-Friesian, Sahiwal and Boran bulls are reared at the centre to supply semen for the country’s AI needs and for export to other countries in Africa and the Middle East. The centre works closely with Kenya’s livestock ministry and the Department of Veterinary Services to improve national herds and productivity.

About the conference
ALiCE is the largest convergence of stakeholders in the livestock sector in Africa. This is a platform specifically aimed at stimulating trade in livestock and livestock products in Africa and beyond and facilitating technology and knowledge transfer and sharing. The event brings together producers, processors and traders of livestock and livestock products and suppliers of technology, solutions and services in the entire value chain.

From 2008, the East Africa Dairy Development (EADD) project has been working in Kenya, Rwanda and Uganda with the aim of transforming the lives of 179,000 families (about 1 million people) by doubling household dairy income in 10 years through integrated interventions in dairy production, market access and knowledge application.

The project is funded by the Bill & Melinda Gates Foundation and implemented by Heifer International, African Breeders Services—Total Cattle Management, the International Livestock Research Institute (ILRI), TechnoServe and the World Agroforestry Centre.

With the first phase of the project ending in June 2013, two members of the project team—Isabelle Baltenweck, agricultural economist at ILRI, and Gerald Mutinda, the EADD regional manager in charge of dairy productivity, gender and youth—recently had the opportunity to take stock of some of the project’s key achievements during a ‘livestock live talk’ held 26 Jun 2013 at ILRI’s Nairobi campus.

Livestock live talk is a seminar series at ILRI that aims to address livestock-related issues, mobilize external as well as in-house expertise and audiences and engage the livestock community around interdisciplinary conversations that ask hard questions and seek to refine current research concepts and practices.

The talk began with a description of the project, its value chain approach, vision and objectives, and followed by an overview of its achievements and lessons learned.

The speakers then highlighted the project’s innovative ‘hub approach’ which was adopted to help overcome the challenges small-scale dairy farmers often face in accessing farm inputs such as feeds as well as animal breeding and health services.

The hub approach takes advantages of economies of scale and enables service providers to have a wider customer base, thereby making it more efficient for them to operate. Through the hub approach, farmers organize themselves into dairy farmer business associations that make it easier for individual farmers to access inputs and services as well as facilities for bulking and cooling of raw milk.

It was noted that the hubs should not be viewed as a ‘model’ per se, but rather as an approach that can be tailored and adapted to suit different regions and countries. For example, the project found that many hubs can be successful by providing milk bulking services alone while others can offer both milk bulking and cooling. For the second phase of the project, the hub approach planned for Tanzania is centred around the provision of inputs and services.

Another key learning point was the importance of ensuring that the due attention is given to gender aspects during the design and implementation of the project. The speakers admitted that key aspect was overlooked during the design of the first phase of the project. As a result, some key gender-based indicators were not properly tracked.

However, this oversight has been corrected and the team now has a comprehensive gender strategy in place to guide the project design for the second phase to ensure that gender mainstreaming is incorporated through gender analysis at various levels of the value chain as well as monitoring and evaluation of thematic gender-based studies.

Roots and tubers to the fore: How a Tanzanian crop and goat project is helping farmers

Last week (18-20 Jun 2013) the Nairobi campus of the International Livestock Research Institute (ILRI) hosted partners in a crop and goat project working to improve food security in Tanzania. The meeting reviewed research results from the two-year-old project.

This project is helping Tanzanian farmers integrate their dairy goat production with growing root crops. It’s raising incomes by improving the milk production potential of dairy goats, introducing improved sweet potato and cassava varieties and improving marketing options for goats and crops in Tanzania’s Kongwa and Mvomero districts.

Led by Tanzania’s Sokoine University of Agriculture and the University of Alberta in Canada, the project also involves collaboration with an agricultural research institute in Kibaha, the Kongwa and Mvomero district councils and the Foundation for Sustainable Rural Development, a non-governmental organization in the country. ILRI is serving as knowledge-support partner for the project and is providing expertise on goat production, gender issues and monitoring and evaluation.

Started in March 2011, the project is funded by the Canadian International Development Research Centre (IDRC) and the Canadian International Development Agency. The project brings together farmers and scientists in setting up community-managed breeding programs for dairy goats and introducing improved varieties of cassava and sweet potato in agro-pastoral area of the two districts. Previously, dairy goat keeping was restricted to wetter areas of the districts.

‘This is one of few projects whose achievements so far the IDRC is proud of and it stands a good chance for being considered for funding for scaling-up under the Food Security Research Fund,’ said Pascal Sanginga, of IDRC.

The program’s interventions have focused on understanding women’s roles in livestock activities such as feeding and milking, getting more women involved in livestock keeping and increasing women’s access to, and control over, benefits from livestock rearing and farming.

‘This project highlights the central role of partnerships in ILRI’s work in Tanzania, which is a focus country for the CGIAR Research Program on Livestock and Fish,’ says Amos Omore, the project’s coordinator at ILRI.

Participants in the meeting, who included graduate students and faculty from Sokoine and Alberta universities and researchers from ILRI, shared 16 research presentations, which will now be reworked as papers for submission to scientific journals. Feedback from these presentations guided a project evaluation and planning session that followed the workshop.

‘We’re learning about the challenges in establishing root crops and dairy goat production in marginal environments where there is a high variability in rainfall and stiff competition from pastoralism,’ said John Parkins, of Alberta University.

The project, which is reaching more than 100 farmers, has conducted a baseline study and has developed gender and monitoring & evaluation strategies.

Findings from this workshop, which included determination of specific environmental constraints and the costs and benefits of adopting new varieties of sweet potatoes and cassava, guided preparation of a proposal to scale up the project’s interventions. This proposal will be used to implement the final phase of the project, which ends in August 2014.

‘This meeting revealed a need to focus on doing a few things well—like facilitating fodder production, animal health and disease control,’ said Parkins.

Better grass for better smallholder dairying in East Africa

An impact case study on Getting superior Napier grass to dairy farmers in East Africa was published on 1 Mar 2013 by the European Initiative for Agricultural Research for Development (EIARD), the International Livestock Research Institute (ILRI) and the Kenya Agricultural Research institute (KARI). Excerpts follow.

To meet demand for high-yielding, disease resistant fodder from smallholder dairy farmers in East Africa, scientists from the Kenya Agricultural Research Institute (KARI) and the International Livestock Research Institute (ILRI) worked together to select and distribute smut-resistant varieties of Napier grass.

‘Napier grass has become the most important fodder crop in Kenya, but 20 years ago head smut disease began to have a devastating impact, turning valuable fodder into thin, shrivelled stems. With the cost of disease control using systemic fungicide beyond the means of most smallholder dairy farmers, KARI began work to select smut-resistant varieties.

‘With access to Napier grass germplasm from ILRI’s genebank, KARI developed two resistant varieties — Kakamega I and Kakamega II. Favourable laboratory results were confirmed in farmer’s fields and work began to multiply planting material. Within a year, cuttings were distributed to over 10,000 smallholder farmers. The new varieties are not quite as productive as the best of Kenya’s local Napier grass varieties, but have still proven popular in smut-affected areas. By 2007, 13 per cent of farmers were using Kakamega I for zero grazing systems in smut prone areas.

‘The chance of head smut resistance breaking down in the new varieties is high, so KARI is screening more materials from ILRI, which is continuing to build its Napier grass collection to have germplasm available to screen for new resistant varieties. In 2012, ILRI provided the Brazilian Agricultural Research Corporation, Embrapa, with Kakamega I and II to enable researchers to use them to develop higher yielding and more nutritious resistant varieties. . . .

Background
‘Dairy farming, Kenya’s leading livestock sector activity, is vital for the livelihoods and food security of millions of Kenyans. More than 80 per cent of milk produced and sold in Kenya comes from smallholder farmers, typically raising just one or two dairy cows on small plots of land. Women perform half of all dairy related activities in Kenya, which improves household welfare, primarily through increased household income and milk consumption.

‘With a growing population and shrinking areas for pasture, cattle are increasingly being fed on crop residues, cultivated fodder and some concentrates. Ninety per cent of farmers now produce on-farm feeds. Being able to provide enough good quality fodder is by far the most important factor in achieving high milk quality and yield, with a well fed animal producing two or three times more milk than an averagely fed one.

‘The high yielding fodder, Napier grass — Pennisetum purpureum — has become by far the most important due to its wide adaptation to different regions, high yield and ease of propagation and management. Napier grass constitutes between 40–80 per cent of the forage for more than 0.6 million smallholder dairy farms. With fodder in high demand, selling Napier grass as a business has good potential for improving smallholder livelihoods. According to a recent survey, up to 58 per cent of Kenyan smallholder farmers already sell fodder, including crop residues, straw or grass.

‘However, in the early 1990s, head smut disease, caused by the fungus Ustilago kamerunensis, began to have a devastating impact on Napier grass. Spread rapidly by wind and infected plant material, smut turned valuable Napier grass into thin, shrivelled stems and reduced yields by 25–46 per cent. For smallholder farmers, the threat was very serious.

‘Disease control using systemic fungicide in fodder crops is very expensive and therefore beyond the means of most smallholders. Using tolerant high yielding varieties is a cost effective solution and avoids the additional costs of moving to a different feeding system. ILRI maintains an international collection of forage germplasm under the auspices of the International Treaty on Plant Genetic Resources for Food and Agriculture. The state of the art genebank, based in Ethiopia, holds over 19,000 forage accessions, including 60 genotypes of Napier grass. . . .’

Funding
ILRI received direct funding from the European Union, Germany, Switzerland and the United Kingdom to support their forage diversity work and forage genebank in addition to funding from CGIAR.

The ‘cream’ from more efficient dairying: Kenya to pilot scheme to pay smallholders for their environmental services

In collaboration with the Food and Agricultural Organization of the United Nations (FAO) and the Kenya Ministry of Livestock Development, researchers at the International Livestock Research Institute (ILRI) are assessing the feasibility of the Kenyan dairy industry obtaining payment for its environmental services through productivity gains. (See this ILRI position paper for more information on ‘payment for environmental services’ schemes).

Reducing the level of greenhouse gases generated per unit of milk produced by smallholder farmers could be attractive to environmental markets. While this project will not provide direct money transfers to Kenya’s dairy farmers, it will support agricultural extension for better cow nutrition and other interventions made to increase milk production while also reducing emissions of greenhouse gases per unit of milk.

The concept gained momentum at an interim preparatory committee meeting of the Global Agenda of Action in Support of Sustainable Livestock Sector Development held in Rome in September 2012.

The Global Agenda is committed to broad-based, voluntary and informal stakeholder actions improving the performance of the livestock sector. It ambitiously aims to protect natural resources as well as to reduce poverty and protect public health. The Agenda’s stakeholders have agreed initially to focus on the following three objectives: Close the efficiency gap in livestock production systems, restore value to grasslands’ environmental services and sustainable livelihoods, and recover and recycle nutrients and energy contained in animal manure. The Agenda is working to achieve these objectives largely through consulting and networking, analyzing and informing, and guiding and piloting.

Progress on the Kenya dairy pilot ‘payment for environmental services’ project was presented at the third multi-stakeholder platform meeting of the Global Agenda, held in Nairobi, Kenya, 22–24 January 2013. This project provided a practical example of the Agenda’s core activity in piloting novel approaches to ‘close the efficiency gap’. Following the progress update provided at the mid-January 2013 Global Agenda meeting, a stakeholder workshop was held later in the month (29 Jan 2013) engaging representatives from the Kenya Dairy Board, the Kenya Agricultural Research Institute, the Kenya Dairy Processors Association, Kenyan livestock and cooperation ministries, development organizations and ILRI. The workshop was attended by Julius Kiptarus, Director of Livestock Production in Kenya’s Ministry of Livestock Development.

Stakeholders of the pilot ‘payment for environmental services’ project for Kenya’s dairy industry discussed the intricacies of such schemes, particularly carbon markets; site selection; potential greenhouse gas mitigation activities; and the design of a feasibility study. This pilot project is the first to access markets for payment for environmental services schemes through productivity gains in smallholder livestock enterprises. With the setting of this precedent and development of an internationally recognized methodology, development organizations will be able to replicate this pilot project and draw funding from the carbon market and other providers of ‘payment for environmental services’ schemes.

Cows in the cloud: Kenyans are registering their cows, and increasing their milk yields, on their mobile phones

On Tue, 11 Dec 2012, Kenyan social entrepreneur Su Kahumbu gave ILRI’s fourth ‘livestock live talk’ seminar, titled ‘Livestock and mobile technology’, at the International Livestock Research Institute (ILRI), in Nairobi, Kenya.

Kahumbu founded Green Dreams Ltd and Green Dreams Tech Ltd companies, which are focused on creating solutions for small-scale organic farmers in Africa. She has 14 years experience across the whole of the organic value chains in Kenya, from production to consumption and policy to advocacy. Kahumbu is a TED Fellow and is spreading her passion through the TED network; her ambition is to help ‘Build a better Africa from the ground up’.

Kahumbu is also the creator of an Apps4Africa Award-winning app known as iCow, a mobile application officially launched in June 2011 that she developed to help small-scale dairy farmers track their cow’s fertility cycle. It prompts  farmers on vital days of cow gestation period, helps  farmers find the nearest vet and all service providers, collects and stores farmer milk and breeding records, and sends farmers best dairy practices.

A mother of three, Kahumbu started her presentation by confessing to her largely scientific audience that she knew little cows when she started and know little about technology . “What I feel I do know about is what smallholder farmers need to help them mitigate the big risks of farming. My presentation will take you through the development of iCow.

What keeps her up at night
‘There are a few things that keep me up at night. One billion people on the planet suffering from malnutrition. And climbing. Largely due to unsustainable agriculture and ecological practices. . . . We do produce enough food for the planet, but we only consume half of what we produce. Millions of tonnes are lost in post-harvest, transport, processing and retail.

‘That’s worrying. More worrying is that more than one in four Africans—218 million people—on this continent are suffering from undernourishment.

‘The current solutions I feel that we’ve been delivering to small-scale farmers and to farmers in general have been at the expense of our ecosystem and is resulting in dependence on very heavy, expensive inputs: fertilizers, adapted and modified seeds that generally the farmers cannot afford.

‘In working with farmers over the last few years, I’ve seen this continual vicious cycle, with farmers being pushed to adopt new technologies, and to spend more, and to get money from banks. And I don’t see this as sustainable, especially when the core problem is that we’re not focusing on the fertility of our soils.

‘On top of that, who is it that we call a farmer? Farmers in industrialized countries are mechanized, industiralized, subsidized, compared to farmers here who are, literally, unsupported, yet, in our case in Kenya, supply 80% of the national food. It’s quite shocking.

‘Farmers risks [here] are enormous. If I were to say to you, “Let’s all of us get out there and go get a job where we’re going to have weather on our doorsteps, poor storage, poor infrastructure, high inputs”, how many of us would actually say “That’s great, let’s go do it”? Yet we depend on these same smallholder farmers to feed us.

Going forward, one of the things I think we really need to focus on is what I’m largely doing with iCow, and that is focusing on reducing the risks of the smallholder farmer. . . .

It became quite evident that what farmers needed was knowledge, markets and finance. . . .

Mobiles in Kenya: A ‘huge, huge, huge opportunity’
‘We have today 80% mobile phone penetration across the country, with 100% penetration among 20 to 29 year olds. On the African continent, we have 700 million mobile phones using many mobile phone plans. That is a huge, huge, huge opportunity to get information out to farmers.

‘And that leads me to iCow. iCow is an agricultural information platform accessed primarily via mobile phones, although we do do some stuff on the web. You don’t have to have a smart phone. We started out using sms [short message service]. The objectives were to increase farmer productivity through increased knowledge.

‘I describe iCow as a pipe, with one end the farmers. . . . Farmers register their cow on the date the animal is served and we start to push sms’s to them along the gestation period of that animal, reminding the farmer when she’ll come into heat again. We continue to drip-feed information on best practices right up until the animal gives birth. If it’s a lactating animal, when tell them when and how to dry the cow off without it getting mastitis, etc.

‘To get a vet or AI, farmers simply send the word “vet” or “AI” plus the short code—the short code is 50-24—over one of the three largest networks in the country. When they send the word “vet”; they get a response asking them where they’re located, and they receive the telephone numbers and the names of the vets in their locality. Same with AI. This service is offered 24/7.  The system is automated so they can receive the information whenever they like. Both these features are quite popular.

‘As we took the product to market, we had to build in a customer care centre . . . . We found that many farmers knowing that there is a voice at the end of the system helps them adopt new technologies.

‘As we started to roll out the platform, on 3 June 2011, . . . we had to build another feature quite quickly, and that is what we call Mashauri. That is where farmers register to receive three sms messages a week, at this point in time across the value proposition of the cow. And so they get information on feeding, on vaccinations, on calf care, etc. But they don’t have to have registered their cow.

‘Soon after that, farmers started saying “I want to buy a cow”, “Where do I get  a heifer calf”. Or “I want to buy a dairy goat”. So we built a marketplace [called Soko]. Very, very easy. Just like Craig’sList [an online classified ad service in many cities and countries throughout the world], but on a mobile phone [rather than the internet]. Through a series of steps, a farmer posts what it is he wants to sell, and through a series a steps whoever is looking for that will simply get his telephone number. So if you’re selling a Toggenburg goat, you will put in “Toggenburg goat” and farmers looking for Toggenburg goats will get your number. . . .

‘As our database started to grow—today our database is 42,000 farmers—we put on a feature called Sauti. Again, farmers register for it, and if anything critical comes up, we can send them that information on their authority. . . .

‘And then Videos. An sms is only 160 characters long; you cannot put too much information in an sms. So we’ve put up 2-3-minute videos on our website and we’ve shown farmers who are registered what to do when they get to the nearest cybercafe; we send them short links where they’ll find short videos about  the information they’re looking for. . . .

‘What we found was that as we were dealing with farmers, other people started getting interested—the other end of the pipe—the NGOs, government, practitioners on the ground, etc. We started getting requests from them to help reach farmers, in some cases just to do surveys, so that they could see very quickly how their programs were impacting on the ground. So both ends of the pipe are now actually working.

Virtual vets
‘We also found that sometimes farmers were requesting things from us that we couldn’t answer. And they weren’t very happy about the vets on the ground. So we thought, “What can we do about that?”. So we started looking at using vets in the virtual sense.

‘We formed a very simple system using Google Docs. We upload any question that we can’t deal with or that the farmer didn’t get an answer to on the ground to a few vets, and the vets send the messages among themselves and come up with the best answer that they send to us, that we then forward to the farmer.

‘It’s really interesting because we have vets in Uganda answering questions from farmers in Kenya. And we’ve had requests from Senegal, where they had only four vets on the ground, asking whether they can use the same system.

‘Long-term, it makes it very interesting how expertise and skills using the cloud can actually network and reach out across borders quite easily, if it is planned right and there is political support.

Amazing maize story
‘An interesting thing happened on April 10th, when the first information started coming out about maize disease in the country. Farmers were up in arms—they weren’t getting any responses from government. They wanted to know “What is the solution? What can we do?” Government was being quite, everybody was being quiet, because nobody knew what to do.

‘But we heard from some farmers on Facebook that one of the seed multiplication centres of KARI [the Kenya Agricultural Research Institute] had some good-quality disease-free seed. So we took that information, put it on our system and sent it to 11,000 farmers, using iCow. And literally, within minutes, the phone in that centre was ringing off the hook and farmers started to buy the seed using MPESA [Kenyan mobile phone financial service] and having it sent by matatu [Kenyan taxi]. Within three days, there was no seed left in that centre.

‘We called KARI and asked “What was the reaction?”. They said, “How did that happen? We now have to bulk up three times as much seed as we thought we needed. They expected to sell the seed over a six-month period and they sold it, literally, within days. So again, using technology to make those links, make those connections work. It was 6 weeks later that the seed problem hit the headlines in Kenya. I was so happy that at least we could do something that much earlier for farmers.

East Coast fever vaccine: 99% of Kenyan farmers want it
‘Many of you know, especially here in ILRI, that the ECF [East Coast fever] vaccination has just been launched  in Kitale. We worked with GALVmed to do a survey using iCow to find out what farmers felt about the vaccination. And 99% of those surveyed said they want the vaccination and said “When can we have it? Let us know straight away.”

‘We were invited to the launch and I’m happy to say that this is going to be a huge thing for the farmers in Africa. This is an awful disease killing up to 1.1. million livestock a year on the continent.

‘That brings me to the end of my presentation.

What iCow is doing, I believe, is turning our farmers, our survivors, our people on the land, whatever you want to call them, into knowledgable farmers. We currently have farmers in 42 different counties; we have 42,000 farmers in our database using different features of the platform.

India’s booming livestock sector: On the cusp?–Or on a knife edge?

A partnership dialogue organized by the International Livestock Research Institute (ILRI) and the Indian Council of Agricultural Research (ICAR) on livestock, research and development was held yesterday (7 Nov 2012) in New Delhi.

India’s booming livestock sector
With 485 million livestock and 489 million poultry, India ranks first in global livestock population. Livestock keeping has always been an integral part of the socio-economic and cultural fabric of rural India. In recent years, India’s livestock sector has been booming. India has become the leading exporter of buffalo beef and it has turned from a milk-deficient nation into the world’s largest dairy producer, accounting for close to 17% of global production.

While the contribution of agriculture to the country’s GDP continues to fall with industrialization, the contribution of the livestock sector to India’s agricultural output only continues to increase. Livestock now contribute 28% of the output of the agricultural sector and the sub-sector is growing at a rate of 4.3% a year while that for the agricultural sector as a whole is growing at just 2.8% a year. Last year, India’s livestock sector output value was estimated to be over USD40 billion—more than all grains combined.

With over 80% of livestock production being carried out by small-scale and marginalized farmers, the benefits livestock generate for India’s poor are enormous and diverse. But while livestock are a prime force in this country’s economy and the well-being of hundreds of millions of its people, the sector has not yet been given the level of attention it warrants.

Livestock are both central to India’s development and a threat to it
Environmental impacts: While millions of people in India are benefiting from better incomes and nutrition due to livestock, there are great environmental and public health risks associated with the country’s livestock sector. For starters, India’s projected spike in demand for milk and meat—176% by 2025—will have tremendous impacts on the environment; already, for example, global livestock production accounts for up to one-fifth of human-generated greenhouse gas emissions.

Zoonotic diseases: And India’s fast-growing human population and resulting increasing animal-human interactions, combined with changing environmental conditions and inadequate sanitation and regulation, have made India one of the world’s top hotspots for livestock diseases, including zoonotic diseases—those that pass from animals to humans and which make up 75% of all human diseases. Controlling zoonoses is particularly important in developing countries, where the absolute burden of these diseases is up to 130 times greater than in rich countries. An ILRI global report released in July of this year, Mapping of Poverty and Likely Zoonoses Hotspots, ranked India near the top of the list globally for the highest burden of zoonoses—in terms of both absolute numbers of those infected with zoonoses and the level of intensity of the  zoonoses infections.

Classical swine fever, a highly contagious pig disease, poses a threat to rural farmers in India’s northeastern states of Assam, Mizoram and Nagaland—80% of whom keep pigs and 46.6% of whom identify pig farming as the most promising source of income. ILRI’s research has shown that nearly USD40 million in income is lost to the disease annually in these three states. As a result of targeted advocacy at the national ministry level, the government is allocating new funds for dealing with classical swine fever.

India’s Operation Flood, which started in the 1970s, has helped to increase national milk consumption by 30% over the last two decades. However, 80% of all sold milk is still marketed by informal traders, often perceived as unreliable, which discourages the investment into more productive animals and better inputs. What should India be doing to reach those farmers still living on the margins and who have yet to reap the benefits of India’s milk boom?

Livestock ‘goods’ and ‘bads’: The roles of livestock globally–both positive and the negative—must be better understood, particularly why researchers and policymakers must draw a distinction between the developed and developing world when it comes to the future of livestock. The current public debate on livestock is dominated by concerns of the developed world on the negative environmental and health impacts of livestock. Experts at ILRI argue that this one-sided focus can leave the poor as victims of generalizations and justify the neglect of research needed to improve the sector’s environmental performance and management of disease risks, especially in parts of the world where the benefits of livestock, which provide most poor household’s with livelihoods, regular incomes and good nutrition, outweigh its problems.

The ILRI-ICAR Partnership Dialogue
Among those who led the Partnership Dialogue from ILRI are Jimmy Smith, a global expert on livestock production for developing countries who heads up ILRI in Nairobi, Kenya, and Purvi Mehta-Bhatt, who is head of ILRI’s Asia program and based in New Delhi. All of ILRI’s international board of trustees and senior management participated in the Dialogue, as well as the director general of ICAR, the directors of ICAR’s animal science institutes and several vice chancellors and deans, with a total of 12 countries represented. The high-level meeting was inaugurated by MS Swaminathan, India’s foremost geneticist renowned for his role in India’s ‘Green Revolution’, member of India’s parliament and chairman the MS Swaminathan Research Foundation. The Dialogue was ably facilitated by S Ayyappan, director general of ICAR and secretary of the Department of Agricultural Research and Education, and KML Pathak, deputy director general of animal sciences at ICAR.

Leaders in government, non-governmental, research and private-sector organizations made presentations and three thematic sessions generated discussions on smallholder dairy and small ruminant value chains, animal health and animal feed and nutrition. A high-profile white paper will be produced from the proceedings of this dialogue to distill the major recommendations made and serve as a basis for pro-poor and sustainable livestock policy interventions in the country.

Jimmy Smith, director general of the International Livestock Research Institute (ILRI)
Jimmy Smith, a Canadian citizen, was born in Guyana, in the Caribbean, where he was raised on a small mixed crop-and-livestock farm. He was appointed director general of ILRI in April 2011. Before joining ILRI, Smith served for five years at the World Bank, leading the its Global Livestock Portfolio. Before that, Smith held senior positions at the Canadian International Development Agency (2001–2006). Earlier in his career, Smith had worked at ILRI and its predecessor, the International Livestock Centre for Africa (1991–2001). At ILCA and then ILRI, Smith was the institute’s regional representative for West Africa, where he led development of integrated research promoting smallholder livelihoods through animal agriculture and built effective partnerships among stakeholders in the region. At ILRI, Smith spent three years leading the CGIAR Systemwide Livestock Programme, an association of 10 CGIAR centres working on issues at the crop-livestock interface. Before his decade of work at ILCA/ILRI, Smith held senior positions in the Caribbean Agricultural Research and Development Institute (1986–1991), where he embarked on his career supporting international livestock for development. Smith holds a PhD in animal sciences from the University of Illinois, at Urban-Champaign, USA.

Purvi Mehta-Bhatt, head  of ILRI Asia
Purvi Mehta-Bhatt is the head of ILRI’s work in Asia and is based in New Delhi, India. Mehta-Bhatt has been involved in many capacity development, outreach and technology transfer initiatives in India and around the world and brings over 16 years of experience in designing and implementing capacity development and stakeholder networking interventions. As director of Science Ashram in India from 1997 to 2005, she worked with more than 60,000 farmers and as country coordinator for the South Asia Biosafety Program. She serves on the board of several organizations, including the International Centre for development-oriented Research in Agriculture, the International Association of Ecology and Health and the Roadmap to Combat Zoonosis in India.

KARI agricultural innovations big hit with young smart business farmers: ‘Those are OUR people’

The 13th Biennial Scientific Conference and Exhibition at the Kenya Agricultural Research Institute (KARI) took place last week at KARI’s headquarters in Nairobi’s leafy suburb of Loresho.

This correspondent—enamoured of the sea of white tents erected across KARI’s rolling green lawns to showcase hundreds of exhibitors of ‘Agricultural Products, Technologies & Innovations’—never actually made it to the proceedings of the conference itself. But if the conference was anything like the exhibits, it must have been a great success.

My organization, the International Livestock Research Institute (ILRI), tried to distinguish its exhibit on livestock forage research and capacity building from the hundreds of other tents just like it with decorations of African artefacts—wooden bowls, woven baskets and traditional cloths and the like—as well as safari chairs inviting passersby to come inside for a conversation. So successful were we that many people upon entering the ILRI tent promptly asked to buy some of the display items (and were promptly disappointed when we told them they weren’t for sale.) The big cattle and camel bells were also a big hit, with the visitors having to explain to ILRI staff the difference between the bell sounds appropriate for cows and those for bulls!

We were at KARI to promote opportunities for young Kenyan scientists to train at ILRI, the headquarters of which are located just a 15-minute drive from KARI. And we showcased our collaborative research with KARI scientists, including Solomon Mwendia, on disease-resistant varieties of Napier grass, aka ‘elephant grass’, on which so many Kenyan smallholder farmers depend for feeding their milk cows.

Visitors showed great interest in ILRI printed materials about improved forages and feeds (lab lab, oats, vetch), seed samples and Napier grass cuttings and leaves, and a research-based feed assessment tool for selecting appropriate feeds for different regions.

‘The demand for information was huge’, says Alexandra Jorge, who heads ILRI’s Forage Genebank, in Addis Ababa, Ethiopia, and came down to Nairobi to answer questions and provide expertise at KARI’s week-long event. ‘We had questions about the best feeds for dairy goats, how to maximize forage production for feeding dairy cows, the best methods for raising pigs, the best breeds of chickens to keep, how to transition to stall-fed (‘zero grazed’) dairy animals, how to start hydroponic and screen-house forage production, and what climate change is likely to change in Kenyan agriculture—and what livestock farmers can do now to cope with it.’

‘I really enjoyed participating in this exhibit,’ Jorge says ‘having real contact with our users and clients and chatting about their challenges and projects. It made me think hard about what we researchers do and the impact and benefits we can bring to farmers. It also made me realize how little I know about the work that many colleagues are doing and that we should make this information much more available.’

‘It was amazing to see the amount of interesting and innovative work KARI and many Kenyan universities are doing. Many people had stories to share, or tasty food, like the amazing sorghum sausages that taste just like meat!’

ILRI research manager Sandra Rwese was most impressed with the number of young entrepreneurs at this event looking for agricultural innovations and good ideas. ‘Scores of youth finding few jobs in urban areas appear to be calling city life quits and heading to rural farming villages. The numbers of these young new farmers that I met at the KARI event are much larger than I’d expected. This young generation is clearly keen on taking agriculture and livestock farming to the next level.’

Jane Gitau, a communications officer at ILRI, agrees. ‘Many of the visitors to ILRI’s tent inquiring about better methods of livestock keeping appeared to be in their thirties and early forties. They wanted information to take away with them; they wanted to learn more efficient methods of farming. It was refreshing to witness this drive to make agriculture a knowledge-based business.’

‘Walking from booth to booth’, Gitau said, ‘I was amazed to see all that KARI had to offer from its 22 centres countrywide, from Kibos to Kiboko, Muguga to Thika, each with a different mandate in agricultural research. Staff from KARI’s Kiboko Research Station, located about 150 km southeast of Nairobi and the institute’s drylands station, exhibited various imported and hybrid rangeland grasses they are trialing. KARI’s Muguga Station was exhibiting some of Kenya’s important plant and livestock genetic resources. And an improved rice variety grown under irrigation at Kibos, in western Kenya, was on display, along with rice flour, rice cakes, rice doughnuts and rice cookies!’

Finally, Gitau remarked on the close connections KARI has to its constituency. ‘Those of us manning the ILRI booth often directed visitors to the many KARI booths to get their specific farming and livestock keeping questions answered. These people sought practical help and region-specific recommendations we didn’t have’, Gitau said. ‘When I asked people if they knew where to find KARI, I several times got the reply, ‘Hao ni watu wetu’, colloquial Swahili for, “Those are our people”.

 

Roots and tubers to the fore: Cassava and sweet potato may improve dairy goat production in Tanzania’s drylands, but will women benefit?

Researchers in Tanzania are exploring how small-scale farmers might better integrate production of root and tuber crops, such as cassava and sweet potatoes, with rearing dairy goats to improve the food and nutritional security of their households.

Surprisingly, few programs in Tanzania have yet focused on integrating these crops with small ruminants, such as goats. This is despite the fact that sweet potato and cassava are among the most important root and tuber crops grown by the country’s farmers, most of whom keep goats. Cassava and sweet potato provide human food in periods of hunger, provide feed for ruminant animals (leaf meal from cassava and vines from the sweet potato plant), and can be grown in semi-arid areas.

With farmers, the scientists are setting up community-managed breeding programs for dairy goats and introducing improved varieties of cassava and sweet potato. Both dairy goats and root crops are new to the study region, the Mvomero and Kongwa districts of Morogoro and Dodoma regions, respectively, where project staff distributed Toggenburg and Norwegian improved breeds of dairy goats to 107 farmers in February 2012.

Drought-tolerant varieties of cassava and sweet potato have never before been farmed at large scale in the region and dairy goat keeping has previously been restricted to the wetter areas of the districts. ‘This is changing now,’ says Faustin Lekule, a professor with Sokoine University of Agriculture, ‘because with the use of these crops, we can now introduce dairy goats in dry agro-pastoral areas.’

Led by Tanzania’s Sokoine University of Agriculture and the University of Alberta, in Canada, the project also involves collaboration with the agricultural research institute in Kibaha, the Kongwa and Mvomero district councils and the Foundation for Sustainable Rural Development, a non-governmental organization. The International Livestock Research Institute (ILRI) is serving as knowledge-support partner for the project and is providing expertise on goat production, gender integration, monitoring and evaluation, and assessing food and nutritional security.

‘We’re combining project- and community-based indicators to ensure that farmer decisions guide the project’s implementation,’ said Pamela Pali, a scientist at ILRI who is leading the monitoring and evaluation component of the project. The project is using a web-based monitoring and evaluation system, set up by ILRI’s Research Methods Group, to collect and share information on how farmers are responding to the project’s interventions.

A gender analysis has been applied from the start of the project, including in its research design. ‘We analyzed gender roles, time use, labour allocation and other gender-related factors associated with raising dairy goats and cultivating root crops,’ said Pali. This information was used to refine the distribution of goats and planting materials to households.

Results from the study sites show that few women own goats or have control over the milk produced and sold from dairy goats. As the demand for milk and milk products increases in cities and milk points, men’s role in milk marketing has taken centre stage. ‘But we also know that livestock activities for women in Africa increase with intensification of production’, says Pali. ‘Seasonal and gender differences in livestock activities such as feeding, watering and milking must be well understood so that we avoid the extra work load on women but ensure that their control over the benefits is increased.’

A key input of the project has been capacity building. Both Sokoine University of Agriculture and the agricultural research institute in Kibaha are training farmers how to raise dairy goats.

‘I received a goat in February this year. As a result of the training, I now understand how to feed the animal, construct a better goat house and identify signs of diseases for my goat. This project has improved my farming skills,’ said Subeida Zaidi, a woman farmer in Kongwa District.

Farmers like Zaidi, who keep goats and grow root crops on small plots typically about one-quarter of an acre, both consume the milk produced by their animals at home and will start to sell it to meet their cash needs. Sustainability is built into this project: once a goat produces offspring, its owner gives a female kid to another farmer, thus ‘passing on the gift’, to use the term made popular by the American non-governmental organization Heifer International.

The project’s monitoring and evaluation trainings have helped farmers clarify their objectives, which include increasing the number of goats they keep, the amount of milk their goats produce and the amount of dual-purpose food-fodder root crops they cultivate. The farmers keep records of their milk production, and this information is supposed to be regularly fed into the web-based monitoring and evaluation system. The researchers are using the information generated to put checks against interventions that are likely to impact women and men, especially those that will narrow the gender, nutrition, income and asset gaps between men and women. The information is also helping project staff and the community members to better understand, and make better use of, the informal markets and ‘value chains’ in the region that the farmers use.

In particular, the University of Alberta is using the project to assess the economic impacts of informal markets, trading and gift giving between households at the village level. Knowing how these informal markets for root crops and goats work will broaden understanding of, and inform, ongoing initiatives in the project.

Milk markets as ‘the great equalizer’ in East Africa?

Making agriculture profitable for poor farmers builds self-sufficiency

Remarkably, more than 80 per cent of the milk produced and sold in Kenya comes from small-scale players, typically farmers raising one or two dairy cows on small plots of land and milk hawkers plying their trade on bicycles on streets and in villages.

The fast-growing dairy sector in this East African country could help tens of thousands of people climb out of poverty. But this will require supporting small-scale milk producers and traders in gradually entering the country’s formal milk markets.

Until recently, Kenya’s informal milk producers and traders were harassed rather than supported by officials because they were unregulated and were perceived to be a threat to public health.

A chapter in a new book, Towards priority actions for market development for African farmers, describes how Kenya’s small milk producers and sellers are being integrated into formal dairy markets. Authors Amos Omore and Derek Baker, from the International Livestock Research Institute (ILRI), say that what was needed was ‘recognizing and embracing’ the big contributions of dairy’s informal producers and traders and the potential role played by the informal milk markets in fighting poverty. According to the researchers, the removal of policy barriers to allow price-based competition to govern milk trade is enabling this informal dairy industry to significantly improve the welfare of the poor.

Using lessons and examples from a highly collaborative research and development Smallholder Dairy Project, the authors point out that training and certifying small-scale milk traders helps draw the informal milk producers and traders into a more ‘formal’ trading environment. This training also raises consumer confidence by improving and guaranteeing the quality of milk produced for market. With this training, which also teaches business and entrepreneurial skills, the small market players are increasing their incomes as well as milk consumption among poor communities.

‘This dairy project was instrumental in bringing about “mind-set and policy changes” and an impact on the profits made by milk producers in Kenya,’ say Omore and Baker. ‘It also provided a new model of incorporating these small producers into the formal sector.’

Carried out between 1997 and 2005, the Smallholder Dairy Project was led by Kenya’s Ministry of Livestock and Fisheries Development and implemented by ILRI and the Kenya Agricultural Research Institute. It was funded by the UK Department for International Development.

Kenya’s dairy industry, one of the largest in Africa, is supported by over 1.8 million mostly small-scale cattle producers who at the time of implementing the Smallholder Dairy Project supplied over 86 per cent of the country’s milk through direct milk sales from producers to consumers and from dairy farmer groups and over 40,000 small-scale farmers.

The chapter argues that small-scale milk traders trained and certified by the Kenya Dairy Board improved their hygienic practices in milk production and handling. These efforts have brought about ‘direct and sustainable benefits’ for dairy-dependent livelihoods, including making more milk available in the market and higher prices. More licensed small-scale vendors now to operate in the country contributing to more competitive prices that encourage farmers to produce more milk.

The success of the dairy project in mainstreaming Kenya’s the informal milk producers into Kenya’s dairy industry led to a revision of the country’s licensing processes, which then began to start recognizing these informal milk sellers. A 2004 dairy policy change paved the way for significant increases in the number of traders adopting milk testing methods, greater enforcement and compliance in milk quality control and an on-going regional harmonization of dairy policies and standards aiming to transform informal milk markets in Rwanda, Tanzania and Uganda along the lines of the Smallholder Dairy Project in Kenya.

For the tens of thousands of small milk producers in Kenya, these policy changes have made a great difference. Evidence suggest that without the Smallholder Dairy Project, these benefits would have taken another two decades to come to small-scale dairy sector players.
