Agricultural research, climate change and ‘social learning’: How did we get here?

Untapped potential
All humans possess the fundamental capacity to anticipate and adapt to change. And of course experts argue that it is change — whether the end of the last Ice Age or the rise of cities or the drying of a once-green Sahel — that has driven our evolution as a species. If we’ve progressed, they say, it’s because we had to. And we can see in the modern world that, with supportive and encouraging environments, both individuals and communities can be highly resourceful and innovative, serving as agents of transformation. The agricultural, industrial and information revolutions were the products of both individual inventiveness (think of Steve Jobs) and social support (Silicon Valley).

Some of the major changes today are occurring fastest in some of the world’s slowest economies. The two billion or so people in the world’s developing countries who grow and sell food for a living, for example, are adjusting to huge changes — to their countries’ exploding populations and diminishing natural resources, to a rural exodus and rush to the cities, to higher food prices, to new lethal diseases, to a single global economy, and, on top of all of that, to a changing climate causing unpredictable seasons and more extreme and frequent ‘big weather’ in the form of droughts, floods and storms.

The problems generated by climate change requires larger scale, collaborative responses — that is, social learning, requiring collaborative reflection and learning, at scale, and engaging community decision-making processes. 
Collective action, at scale, to systemic problems caused by climate change is the area of interest that came out of a workshop on climate change and social learning held in May 2012.

When it comes to the food systems that support all of us, that enable human life itself, we’re squandering our innate potential to innovate. What will it take to unleash the potential within all of us — consumers and farmers and farm suppliers, food sellers and agri-business players, agricultural scientists, policymakers, thought leaders, government officials, development experts, humanitarian agents — to make the changes we need to make to feed the world? And what will it take to do so in ways that don’t destroy the natural resource base on which agriculture depends? In ways that don’t leave a legacy of ruined landscapes for our children and children’s children to inherit?

You don’t hear much about what can be done about it. We need to see major changes in how food is grown and distributed. In Africa and Asia, where millions of families live on one to five hectares of land, we need to see improved farming systems. We  need to see transformative changes, not small changes. But to transform food systems, we also need to transform how the research that supports these transformations is done. We need to think more about partnerships. And learning.

How did we get here?
Before attempting to answer those questions, it might profit us to take a look at how agricultural development got to where it is now. Alain de Janvry, a professor of agricultural and resource economics at the University of California at Berkeley, and others argue as follows.

For decades, development agencies put agriculture at the forefront of their priorities, believing it to be the precursor to industrialization. Then, starting in the 1970s and early 1980s, the bias for agriculture began to be seriously eroded, with huge economic, social, and environmental costs.

The good news, de Janvry says, is that ‘In recent years, a number of economic, social, and environmental crises have attracted renewed attention to agriculture as both a contributor to these problems and a potential instrument for solutions. . . . A new paradigm has started to emerge where agriculture is seen as having the capacity to help achieve several of the major dimensions of development, most particularly accelerating GDP growth at early stages of development, reducing poverty and vulnerability, narrowing rural-urban income disparities, releasing scarce resources such as water and land for use by other sectors, and delivering a multiplicity of environmental services.’

The bad news, he says, is that ‘renewed use of agriculture for development remains highly incomplete, falling short of political statements.’

Let’s now return to our questions about what’s missing in agricultural development today, and what that has to do with ‘social learning’, or lack of it.

Unlocking the human potential for innovating solutions
Agricultural scientists are important actors both in instigating change and in helping people anticipate and adapt to climate and other agriculturally important changes. They have played a key role so far in spearheading major agricultural movements such as the Green Revolution in Asia. Yet one billion poor people have been left behind by the Green Revolution, largely because they live in highly diverse agro-ecological regions that are relatively inaccessible and where they cannot access the research-based information, technologies and support they need to improve, or ‘intensify’, their farming systems.

The complex agriculturally related challenges of today require going way beyond ‘business as usual’. And they offer agricultural scientists unprecedented opportunities to play major roles in some of the major issues of our time, including reducing our greenhouse gas emissions and adapting to climate change. But we’re not going to make good use of these opportunities if we don’t recognize and jump on opportunities for joint societal learning and actions.

POTATOES IN THE ANDES
Take this example from Latin America, where agricultural researchers set about documenting the biodiversity of potato varieties in the high-elevation Andes. An unanticipated consequence of this activity was learning from local farmers about numerous varieties previously unknown to science. And the scientists realized that traditional knowledge of these hardy varieties and other adaptive mechanisms are helping many households deal with climate variability at very high elevations. Further learning in this project showed that women and the elderly tended to have much better knowledge of traditional varieties and their use than the owners of the land. This kind of knowledge is now being shared widely in an innovative Andean regional network.

RICE IN VIETNAM
Here’s another example. Rice is now being grown by over a million farmers in Vietnam using a new management system that reduces water use and methane gas emissions while generating higher incomes for farm families. This happened through farmers — both men and women — experimenting and sharing experiences in ‘farmer field schools’ that had strong government support. It turns out that the women farmers are better trainers than men. After participating in a farmer field school, each woman helped 5–8 other farmers adopt the new approach, while every male participant helped only 1–3 additional farmers. So making sure women were a key part of this effort led to much greater success in reducing poverty and environmental damage.

New opportunities for doing research differently
Back to de Janvry for a moment. ‘Crises and opportunities’, he says, ‘combine in putting agriculture back on the development agenda, as both a need and a possibility. This second chance in using agriculture for development calls for a new paradigm, which is still largely to be consistently formulated and massively implemented. . . [A] Green Revolution for Sub-Saharan Africa is still hardly in the making.’

In the new paradigm, process thus matters along with product if the multiple dimensions of development are to be achieved. . . . As opposed to what is often said in activist donor circles, it is a serious mistake to believe that we know what should be done, and all that is left to do is doing it. . . . Because objectives and contexts are novel, we are entering un-chartered territory that needs to be researched and experimented with. Extraordinary new opportunities exist to successfully invest in agriculture for development, but they must be carefully identified. . . . Innovation, experimentation, evaluation, and learning must thus be central to devising new approaches to the use agriculture for development. This requires putting into place strategies to identify impacts as we proceed with new options.

The biggest mistake one could make about using agriculture for development is believe that it is easy to do and that we already know all we need to do it. It is not and we don’t. . . . Lessons must be derived from past mistakes, and new approaches devised and evaluated.

So how do we derive lessons from past mistakes? How do we devise new approaches and evaluate them on-goingly?

LIVESTOCK IN EAST AFRICA
One way is to take a proactive social learning approach — learning together through action and reflection, which leads to changes in behaviour. Researchers from ILRI, for example, learned by interacting closely with pastoral groups in East Africa that intermittent engagement is not as powerful a force of social change as is continual engagement, which they achieved by instituting ‘community facilitators-cum-researchers’. This led to transformative changes in land policy and management, with long-lasting benefits for wildlife populations, pastoral communities and rangelands alike.

Public-private partnerships that include researchers can also help. Through active learning together we can reach more people, more efficiently and effectively than before — this approach is further supported through widespread access to the internet and smartphones that allow greater engagement from communities and individuals spread far and wide. We can map the soils and water resources needed to grow food, and try new ‘crowdsourced’ approaches to identify needs for different types of seeds and seedlings. We can democratize research, and make scientists much more responsive to the needs of different groups of people.

Why bother?
What’s the incentive for researchers to do things differently? For all of us, it lies in the opportunity to sharpen our edge, to become better solvers of bigger, more complex problems, or at least to ask better questions about ‘wicked problems’. For scientists in particular, the opportunity to make our research, including fundamental and lab-based research, more relevant and targeted to meeting demand — user-inspired rather than supply-driven research — is tremendous.

RICE IN AFRICA
When researchers at two international rice research institutes, IRRI and AfricaRice, started to include women in participatory varietal selection, different preferences emerged. Women focused more on food security than yields. Through working directly with women as well as men, the nature of research challenges and questions changed to accommodate different needs, values and norms. The use of farmer-to-farmer learning videos accelerated the transfer of different types of learning. Evaluations show that this approach has led to an 80% greater adoption rate of different technologies and practices than previous dissemination techniques.

In these ways, socially differentiated and participatory research approaches hold the promise of making our research more central to the major agricultural problems we’re facing — and to anticipate future problems, issues and questions by sharpening our critical questioning through ongoing learning.

How do we learn and make this happen?
We learn by using, by doing, by trying, by failing, by modeling, through engagement, dialogue and reflection. Knowledge links to action more effectively when the users are involved from the problem definition stage onwards, when they ‘co-own’ the problem and questions that could lead to solving it. So a shift towards joint observation, trials, modeling and experimentation is key. CGIAR and its partners have used learning approaches to catalyze transformative change in the ways in which food is grown, distributed and consumed.

LEARNING ALLIANCES IN LATIN AMERICA
CIAT has been taking a ‘learning alliance’ approach, partnering with intermediaries such as the Sustainable Food Lab, global food and commodity corporations, local farmer associations and international development-oriented non-governmental organizations. Innovative networks have been formed that link local producers (rural poor) with global buyers. Executives from global food companies have gone on learning journeys where they hear first-hand from small farmers about 3-month periods of food insecurity; they responded by supplying alternate seed varieties for food security over this period. Global companies have reoriented their buying patterns to accommodate local producer needs. These new alliances are generating longer-term networks that are building the adaptive capacity of both food sellers and producers.

What are we asking people to do?
We want to see more people embracing the idea of joint, transformative learning, the co-creation of knowledge. This is not a new idea. But the imperatives we’re facing now demand a more conscious articulation, promotion and facilitation of this approach by a wide range of people, especially scientists from all disciplines. More relevant science leads to social credibility and legitimacy, which in turn should lead to the ability to mobilize support — a win-win for researchers.

To enable social learning, incentives and institutions — the rules of the game — have to change also. This includes our changing how research is planned, evaluated and funded. We need much longer time horizons than those currently in play (with 2–3 year projects the norm). And we need to share this critical lesson with governments and other investors in agricultural research for development.

Our vision of success includes many more scientists engaged in broad partnerships; producing more relevant, useful and used information; doing less paperwork and more mentoring of young people and more interactive science; and more generously sharing their knowledge. This helps us to see — much more clearly than before — our scientific contributions to improved agricultural landscapes, sustainable food systems, profitable and productive livelihoods, and improved food security globally.

‘Health is not the absence of disease (and too important to be left to doctors)’–Keynote address

Increasing livestock production to meet rapidly growing demands in a socially equitable and ecologically sustainable manner is becoming a major challenge for the Asia-Pacific region. To discuss the challenges and a practical response, the United Nations Food and Agriculture Organization (FAO), together with the International Livestock Research Institute (ILRI) and the Animal Production and Health Commission for Asia and the Pacific (APHCA) organized a Regional Livestock Policy Forum in Bangkok 16–17 Aug 2012.

The Asia and Pacific region has experienced the strongest growth in milk and meat over the last two to three decades. In three decades (1980 to 2010), total consumption of meat in the region grew from 50 to 120 million tonnes, and milk consumption grew from 54 to 190 million tonnes. By 2050, consumption of meat and milk in the region is projected to exceed 220 and 440 million tonnes, respectively. While this growth is creating new opportunities and better diets for many poor people, managing it will be a tall order and involve: stimulating income and employment opportunities in rural areas, protecting the livelihoods of small farmers, improving resource use efficiency at all levels of the livestock value chain, minimizing any negative environmental and health consequences of the growth, and ensuring adequate access by the poor to the food they need to live healthy lives.

The Aug 2012 Regional Livestock Policy Forum was held to find solutions. The 80 stakeholders in livestock development who attended represented governments, research agencies, civil society and multilateral organizations, think tanks, private-sector industries and regional and global networks.

Three keynote addresses highlighted environmental, social and health aspects of uncontrolled livestock sector growth. The director general of ILRI, Jimmy Smith, delivered the keynote on ‘health at the livestock-policy interface’. He described three kinds of health human, animal and ecosystem and the close interactions among them. Livestock and nutrition
‘Livestock provide about a third of human protein. Even small amounts of animal protein greatly enhance the poor-quality diets of very poor people, many of whom subsist largely, for example, on sorghum and millet. But while 1 billion people are hungry, some 2 billiion are over-nourished, which is often attributed particularly to over-consumption of meat.

HEALTH ONE: Livestock and human health
‘Remarkably, 60% of human diseases, and 75% of emerging diseases (such as bird flu), are ‘zoonotic’, or come from animals, and 25% of all human infectious diseases in least-developed countries is zoonotic. A 2012 study led by ILRI veterinary epidemiologist Delia Grace estimates that the ‘top 13’ zoonoses each year kill 2.2 million people and make 2.4 billion people ill. The same study found that emerging zoonotic diseases are associated with intensive livestock production systems, with hotspots of these being in western Europe and USA, but that the high burden of neglected zoonotic diseases is associated with poor livestock keepers, with hotspots identified in Ethiopia, Nigeria and India.

HEALTH TWO: Livestock health
‘In developing countries, largely in contrast to developed nations, we still struggle to control what are known as ‘transboundary’ livestock diseases, which include, for example, Newcastle disease in chickens and foot-and-mouth disease in cattle. As important, however, are the common endemic diseases of low-income countries, such as parasitic infections, viral diarrhoea, respiratory and reproductive diseases. While we pay considerable attention to transboundary diseases, and emerging infectious diseases with pandemic potential, we are neglecting endemic diseases that hurt the world’s poor the most, and which some estimate are even more costly than transboundary diseases.

HEALTH THREE: Agro-ecosystem health
‘The downside: As many people are now aware, livestock are a significant source of the greenhouse gases warming our planet; they compete for water with staple grains and biofuels, and their diseases can spill over into wildlife populations. On the upside, livestock manure is an important source of organic matter needed for soil fertility (about 50% of the nitrogen used in agriculture in India comes from manure), permanent pastures are potentially an important store of carbon, and the current carbon ‘hoofprint’ can be greatly reduced through more efficient livestock production.’

Jimmy Smith then laid out some ‘prescriptions’.

Prescriptions for human health

  • Manage disease at its (early animal) source, not when it shows up (later) in humans
  • Invest in ‘one-health’ systems for preventing and controlling zoonotic diseases
  • Promote risk- and incentive-based (not regulatory- and compliance-based) food safety systems

Prescriptions for animal health

  • Support smallholder systems to improve livestock production and productivity
  • Use technology and innovations (e.g., vaccines) to improve animal health services
  • Take a whole value-chain-development (not piecemeal) approach

Prescriptions for ecosystem health

  • Manage externalities
  • Close large gaps in ruminant production
  • Reduce livestock-induced deforestation
  • Manage manure
  • Implement payment schemes for livestock-based environmental services

Advice for policymakers
And Smith had some advice for policymakers.

  • Invest in surveillance (re-incentivize disease reporting)
  • Better allocate resources between emerging and endemic diseases
  • Support innovations at all levels in the health sectors
The livestock director concluded his talk by saying:
It is our belief that we can feed the world, we can do so in environmentally sustainable ways, we can do so while reducing absolute poverty, and we can do so while improving the health of people, animals and the planet.
Health is not the absence of disease’, Smith said, quoting his scientist Delia Grace. ‘And it’s too important to be left to doctors.’

Livestock livelihoods for the poor: Beyond milk, meat and eggs

The science journal Animal Frontiers this month (Jan 2013) focuses on the links between livestock production and food security.

Maggie Gill edited the issue. Gill is an animal nutritionist by training who has spent years as a senior member of research institutions in the the UK (Natural Resources Institute, Natural Resources International, Macaulay Land Use Research Institute, Scottish Government) and presently divides her time between work for the UK Department for International Development and the University of Aberdeen while also serving on the CGIAR’s Independent Science and Partnership Council. She is a former board member of the International Livestock Research Institute (ILRI).

In her introductory editorial to this issue, which focuses on livelihoods for poor owners and food for rich consumers, Gill reminds readers of the vast differences in livestock systems between the world’s poor and rich people and nations.

‘The relationship between livestock and food security is often portrayed by the media in emotional terms such as “Go vegetarian to save the planet”. Yet the relationship is not so simple. There are positive impacts of livestock on “the planet,” not the least in terms of the economy, with trade in live animals and animal products contributing 40% of the global value of agricultural output (FAO, 2009), but also in terms of the 1 billion poor people in Africa and Asia who depend on livestock for their livelihoods. The challenge is that there are also negative impacts of livestock, and they tend to be good headline grabbers!

‘I was pleased, therefore, to be invited to serve as guest editor of this issue of Animal Frontiers . . . [and] to have the opportunity to include papers about some of the lesser publicized facts about livestock and food security. . . . [A second issue on this topic will be published in Jul 2013.]

‘This issue takes a high-level perspective, exploring the relationship between people and animals (including fish) in developing countries, through trade and particularly in terms of nutrition. It then looks ahead to the challenge of climate change and considers how one traditional system (pastoralism) has evolved to cope with environmental instability. It ends with a paper on breeding strategies as an illustration of how scientific advances can help the livestock sector to make the best use of resources in a dynamic world. . . .’

One of the seven papers featured in this issue is by Jimmy Smith, ILRI director general, and his ILRI colleagues. The article focuses mainly on the impacts and implications of livestock on food and nutrition security in poor countries, which go well beyond being a source of milk, meat, and eggs.

‘The paper by Smith et al. (2013)’, Gill says, ‘highlights, for example, the indirect benefits of livestock to the food security of poor livestock owners through income from the sale of their livestock products, enabling the purchase of (cheaper) staple foods and thus improving the nutritional status of members of the household, albeit not in the way many researchers expect! . . .’

Below are a few of the facts noted in Smith’s paper, ‘Beyond meat, milk and eggs: Role of livestock in food and nutrition security’.

Farm animals both increase (smallholder systems) and decrease (industrial systems) food supplies
‘Livestock contribute to food supply by converting low-value materials, inedible or unpalatable for people, into milk, meat, and eggs; livestock also decrease food supply by competing with people for food, especially grains fed to pigs and poultry. Currently, livestock supply 13% of energy to the world’s diet but consume one-half the world’s production of grains to do so.’

Livestock directly enhance the nutrition security of the poor
‘However, livestock directly contribute to nutrition security. Milk, meat, and eggs, the “animal-source foods,” though expensive sources of energy, are one of the best sources of high quality protein and micronutrients that are essential for normal development and good health. But poor people tend to sell rather than consume the animal-source foods that they produce.’

Livestock enhance food security mostly indirectly
‘The contribution of livestock to food, distinguished from nutrition security among the poor, is mostly indirect: sales of animals or produce, demand for which is rapidly growing, can provide cash for the purchase of staple foods, and provision of manure, draft power, and income for purchase of farm inputs can boost sustainable crop production in mixed crop-livestock systems.’

Smallholder livestock production and marketing can be ‘transformational’ for the world’s poor
‘Livestock have the potential to be transformative: by enhancing food and nutrition security, and providing income to pay for education and other needs, livestock can enable poor children to develop into healthy, well-educated, productive adults.’

A new program to help deliver improved nutrition to Africa was recently designed at a workshop in Nairobi on 10–11 September 2012. The expert panel defined research priorities for Australian investments in the sphere of food and nutritional security in sub-Saharan Africa.

The workshop helped advance progress on what Hilary Clinton and others argue is the issue of our time—food security.

More than one billion people remain malnourished, and another billion suffer from hidden hunger due to lack of essential vitamins and minerals in their diets—this while another 1.5 billion people are overweight or obese and are in need of Testosterone booster supplements to help them loose weight.

The agricultural sector rarely has ‘enhancing nutrition’ as an articulated objective. Delia Grace, a veterinary epidemiologist and food safety expert at the International Livestock Research Institute (ILRI), in Nairobi, Kenya, says: ‘A consensus is growing that the disconnect between agriculture, health and nutrition is at least partly responsible for the disease burden associated with food and farming’. The Australian International Food Security Centre (AIFSC), a new Australian Government initiative announced in October 2011, and ILRI hosted the 1.5-day workshop to help address this disconnect.

Experts in nutrition, national and subregional food policy, food safety, agricultural production and value chains from across Africa and the world participated.

Participants in the meeting discussed gaps between research on food security, agriculture and nutrition, in line with African priorities and how the  Australian International Food Security Centre can best complement work being undertaken by other organizations. The centre will use the outcomes of the workshop to shape its nutrition program by identifying where to make its initial investments in African food security.

The Australian centre aims to help bridge existing gaps between agricultural innovations and development so as to speed adoption of those innovations for better food and nutritional security of poor people.

Mellissa Wood, director of the Australian International Food Security Centre, says Australia has a role to play in this area. ‘Australia has many similar environments and challenges common to African agriculture. Our expertise in agriculture can help play a role in achieving food security in Africa, including developing more nutritious food,’ Wood said.

Australian agricultural science has experience with climatic variability and extreme climatic events that affect farming, forestry, fisheries and livestock. While eventually working in developing countries across Africa, Asia and the Pacific, the Australian International Food Security Centre is focusing its first efforts in sub-Saharan Africa.

The new Australian centre will work specifically to:

  • increase the nutritional quality, safety and diversity of food
  • reduce food losses after harvest
  • improve access by the poor to markets and other business opportunities
  • build the capacity of local institutions and individuals
  • promote gender equality

The Australian International Food Security Centre (AIFSC), a new Australian Government initiative announced in October 2011, and ILRI hosted the 1.5-day workshop to help address this disconnect.

Experts in nutrition, national and subregional food policy, food safety, agricultural production and value chains from across Africa and the world participated.

Participants in the meeting discussed gaps between research on food security, agriculture and nutrition, in line with African priorities and how the  Australian International Food Security Centre can best complement work being undertaken by other organizations. The centre will use the outcomes of the workshop to shape its nutrition program by identifying where to make its initial investments in African food security.

The Australian centre aims to help bridge existing gaps between agricultural innovations and development so as to speed adoption of those innovations for better food and nutritional security of poor people.

Mellissa Wood, director of the Australian International Food Security Centre, says Australia has a role to play in this area. ‘Australia has many similar environments and challenges common to African agriculture. Our expertise in agriculture can help play a role in achieving food security in Africa, including developing more nutritious food,’ Wood said.

Australian agricultural science has experience with climatic variability and extreme climatic events that affect farming, forestry, fisheries and livestock. While eventually working in developing countries across Africa, Asia and the Pacific, the Australian International Food Security Centre is focusing its first efforts in sub-Saharan Africa.

The new Australian centre will work specifically to:

  • increase the nutritional quality, safety and diversity of food
  • reduce food losses after harvest
  • improve access by the poor to markets and other business opportunities
  • build the capacity of local institutions and individuals
  • promote gender equality

A series of nine policy briefs have been prepared as part of the scientific preparations for the Planet Under Pressure conference, now in its second day of deliberations (26–29 Mar 2012) in London. The briefs specifically target policymakers in the Rio+20 Earth Summit process, aiming to give them access to the latest scientific thinking on sustainable development issues. Each brief tackles an issue of importance to the Rio+20 conference, with a focus on the ‘green economy’ and the ‘institutional framework for sustainable development’.

Food security policy brief

Two of the seven authors of the Food Security policy brief (full title is ‘Rio+20 Policy Brief #2, Food Security for a Planet Under Pressure: Transition to sustainability—interconnected challenges and solutions’) are Pramod Aggarwal, of the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) and Polly Ericksen, of the International Livestock Research Institute (ILRI). A 2011 study by Ericksen commissioned and published by CCAFS, Mapping Hotspots of Climate Change and Food Insecurity in the Global Tropics (CCCAFS Report no. 5) is one of eight studies used to compile this PUP Food Security policy brief.

The other authors of this new Food Security policy brief come from the UK Natural Environment Research Council (John Ingram), East Malling Research (Peter Gregory), the United Nations Development Programme (Leo Horn-Phathanothai), South Africa’s University of KwaZulu-Natal (Alison Misselhorn) and the Food and Agriculture Organization of the United Nations (Keith Wiebe).

Food security, say authors of the brief, is met when ‘all people, at all times, have physical, social and economic access to sufficient, safe and nutritious food to meet their dietary needs and food preferences for an active and healthy life’ (FAO, 2002).

‘Despite a marked increase in global food production over the past half century, around one billion people do not have enough to eat, and a further billion lack adequate nutrition. Continuing population growth over the next 50 years, coupled with increasing consumption by a wealthier population, is likely to raise global food demand still higher. Meeting this demand will be complicated by changes in environmental factors (collectively termed ‘global environmental change’, GEC), including climate, biodiversity, water availability, land use, tropospheric ozone and other pollutants, and sea-level rise. These changes are themselves caused partly by food system activities (e.g., excessive use of nitrogen fertilizers leading to eutrophication of freshwater and coastal systems, greenhouse gas emissions, and loss of “wild-land” biodiversity leading to reduced ecosystem services such as pollination, biological control, etc.). The effects of these food system “feedbacks” on the environment are exacerbated by GEC interacting with competition for resources from such changing land uses as production of feedstocks for biofuels. . . .

‘While there is scope to increase global food production, future approaches and technologies must be based on sustainable approaches to intensification, with the public goods provided by natural ecosystems (e.g., water and carbon storage) taken into account wherever possible. The complex interactions within and between the food system, natural resources and socioeconomic factors mean that close coordination among multiple sectors is vital. Stronger links must be forged between sectors relating to agriculture, fisheries, environment, trade, energy, transportation, marketing, health and consumer goods. In taking forward action agreed internationally, including through the G20 Action Plan, countries should adopt a sustainable and integrated approach to promoting improvements in productivity. This implies adopting a particular research focus on key crops, including those most relevant for vulnerable countries and populations.

‘A more joined-up approach should involve integrated analyses of food, climate, environment, population and socio-economic systems. The results will guide cross-sectoral decision making and the integrated responses needed to address food security and support sustainable and resilient livelihoods for future generations.’

Changing consumption patterns
‘As people in the rapidly developing nations (e.g., China) become wealthier, they increase demand for processed food, meat, fish and dairy products. Such food often has a larger environmental ‘footprint’ than less processed food, and the larger volumes demanded by more affluent people cause even greater environmental impacts. The changing nature of demand offers both opportunities and threats to farmers, with those having better access to information, resources and markets set to benefit most. Multinational food retailers are becoming more powerful in negotiating prices with farmers and other suppliers. For the rural poor, the key challenge is to match supply and demand across the seasons, which calls for improvements in post-harvest handling, storage and distribution as well as better access to insurance and credit.’

Speaking on ‘Sustainable food systems for food security’, Marianne Banziger, a scientist at the CGIAR maize and wheat centre (CIMMYT), this afternoon gave a ‘Rank Lecture’ at the Planet Under Pressure Conference in London.

She began with a bald statistic: To meet the food security challenges converging over the next 50 years, she said, we will have to produce as much food as has been consumed over the entire history of humankind.

Things did not get better after that.

We can expect more food price hikes, she argued, like those the world experienced in 2008 and 2010. Those peaks were due to low stocks; food prices went up three-fold and food prices have never returned to 2006 levels.

A large part of the changing food situation, Banziger explained, is due to the many people in developing countries that are newly incorporating into their largely starch-based diets meat, milk and eggs. However, most people gaining a bit of disposable income for the first time and using it to buy animal-source foods are still consuming far less of these foods than people in rich countries.

Biofuels are complicating the situation further: some 40% of the US maize crop now goes to biofuel, which is more than what is produced for animal feed.

Food price increases push people back into poverty, she reminded her audience. As food prices increase, and people find food less and less affordable, the proportion of their consumption of staple crops increases. If we do not act, food and energy price inflation will exceed income growth of the poor—pushing them further into poverty.

Living on borrowed resources
What goes up must come down: As fertilizer prices go up, the profitability and yields of smallholder farmers in developing countries go down.

Some 300 million people in India and China are sustained with grain grown from the over-pumping of water (that is, water resources not renewed by rainfall).

Social unrest is likely to come back again and again; deforestation, water scarcity and human migration are all likely to increase,

We still have the time to act.
Science usefully provides us with options.

We could reduce our consumption of food. How many of us now recycle and conserve water? Reduce food wastage? Eat less meat? These actions reduce demand. Those people now climbing out of poverty have as much right as we do to eat well.

On the other hand, we could increase our production of food.

The more we delay investments in this, the steeper will be the challenges we face.

Among new opportunities for increasing productivity are use of precision agriculture and cell phones (for conducting financial transactions, buying crop and input insurance).

We should not make the same mistakes as in the past by focusing on higher productivity alone. Farmers also need to generate greater income, to build greater resilience to shocks, to conduct sustainable farming, and to access viable markets and value chains.

Eyes wide open
Closing the yield gap among today’s marginalized farmers will not be enough, Banziger said. Farmers in the Indo-Gangetic Plains now grow wheat for 700 million people. But the encroachment of heat on these plains is expected to reduce yields 20–30% by 2050.

We need to explore the untapped biodiversity of staple crops. Drought-tolerant maize varieties have succeeded in the past. We’re looking for heat tolerance in wheat. Will transgenics be needed? The challenges are extreme, so ‘we need to keep our eyes open’.

Catch 22
At the close of Banziger’s presentation, a population expert in the audience asked what he might have presumed to be a rhetorical question: Why had Banziger omitted all reference to reducing the human population as a main method of ensuring food security?

Banziger responded forthrightly: It is not the increasing numbers of people per se that is the greatest factor in our food challenges, she said. Rather, it is the great numbers of people who are escaping absolute poverty (especially in India, China and Southeast Asia), and who are improving the quality of their diets as they do so by adding animal-source and other highly nutritious foods to their daily meals.

The implications are that reducing the numbers of people on the planet will not solve our food problems if great numbers of those people that remain keep moving out of poverty–a trajectory that many of this conference’s delegates are spending their professional lives working to advance.

Towards a more coherent narrative for the global livestock sector

High-level leaders in the livestock world have agreed on major ways to fulfill on an ambitious global livestock agenda to 2020 that would work simultaneously to protect the environment, human health and socioeconomic equity. The heads of ten agencies met earlier this week in Nairobi to hammer out the outlines of a consensus on strategies for a global livestock agenda to 2020. This High-Level Consultation for a Global Livestock Agenda to 2020 was co-hosted by the World Bank and the International Livestock Research Institute (ILRI).

Three ‘pillars’ for the future of livestock were discussed: the environment, human health and social equity.

Henning Steinfeld, chief of livestock information and policy analysis at the United Nations Food and Agriculture Organization (FAO), gave a presentation on the livestock-environment interfaceGlobal environmental challenges [and livestock].

Bernard Vallat, director general of the World Organisation for Animal Health (OIE), spoke on issues at the livestock-human health interfaceGlobal animal health challenges: The health pillar.

Carlos Seré, chief development strategist at the International Fund for Agricultural Development (IFAD), described livestock and equity issuesGlobal poverty and food security challenges: The equity pillar.

A major issue raised repeatedly throughout the 1.5-day consultation was the need to work in closer partnership not only to create synergies in institutional work programs but also to begin creating a more coherent narrative for the livestock sector. This new narrative is needed, it was said, both for some simple messaging to counter misunderstandings about the essential role livestock play in the lives and livelihoods of one billion poor people (e.g., dairying in poor countries feeds hungry children and pays for their schooling) and for more nuanced communications that help decision-makers and their constituencies better distinguish among livestock production systems, which vary vastly according, for example, to the different species kept (e.g., the rearing of pigs vs goats vs chickens), the environments in which the animals are raised (remote mountains vs fertile plains vs dry grasslands) and the particular livestock production system being employed (pastoral herding vs mixed smallholder farming vs industrial farming).

Developing an enabling global livestock agenda for our lives, health and lands

Can our global livestock systems meet a triple bottom line—protecting health, the environment and equity? Can 14 high-level leaders and thinkers outline and agree on a strategy that can help the world fulfill on that ambitious livestock agenda to 2020? Can all this be done in one and a half days?

Three weeks after Bill Gates announced at a meeting of the International Fund for Agricultural Development (IFAD) in Rome new grants of USD200 million from the Bill and Melinda Gates Foundation (BMGF) to support the world’s smallholder farmers—a meeting in which Gates called on the big United Nations food-related agencies to work together to create a global productivity target for those small farmers—those agencies are meeting this week in Nairobi to hammer out the outlines of a consensus regarding strategies for a global livestock agenda to 2020.

This High-Level Consultation for a Global Livestock Agenda to 2020 is being co-hosted by:

Among the ideas rising to the surface for these leaders of global livestock departments and institutions are the need to shift focus from livestock per se to livestock-based lives and lands. The discussions are centering initially on three pillars of livestock development: health, environment and equity.

David Nabarro, the UN special representative for food security and nutrition, in a filmed presentation for this high-level consultation, said:

There is a movement for the transformation of food systems throughout the world. Livestock is an essential part of this equation. ILRI and the World Bank are key actors in seeing that science is applied for effective action for improved livestock systems. This meeting is important and happening when it should.

ILRI director general Jimmy Smith then gave an overview of the trends, opportunities and challenges of livestock development.

Feeding the world is possible, Smith concluded, as is sustaining our natural resource base and reducing absolute poverty.

Our challenges in achieving these, the livestock director said, include ‘improving our methodologies to develop more reliable assessments of the hard trade-offs involved in choosing ways forward for livestock development, managing those trade-offs at multiple scales, and ensuring institutional innovations, which will be as important as technological innovations—and perhaps harder to achieve’.

Among the trends Smith highlighted are:

  • Demand for livestock products continues to rise
  • Livestock systems will continue to produce much of the world’s food
  • There remains a vast divide between developed and developing regions in kinds of livestock systems and their costs and benefits, but those different worlds are increasingly interconnected

Smith stressed the need for more reliable evidence-based assessments of the hard trade-offs implicit in our choices for the livestock sector, which will differ greatly in different regions and circumstances, especially in light of the fact that livestock impact so many important global development issues (e.g., human health, environmental protection, global food security)

An example of how critical livestock issues are for human well-being that Smith pointed out is the interface between livestock and human health.

Animal source foods are the biggest contributor to food-borne disease, Smith said. Diseases transmitted from livestock and livestock products kill more people each year than HIV or malaria. Indeed, one new human disease emerges every 2 months; and 20 percent of these are transmitted from livestock.

This consultation on a global livestock agenda comes at an appropriate time for Jimmy Smith, who started his tenure as director general of ILRI only late last year and who has instituted a task force, headed by ILRI’s director for institutional planning Shirley Tarawali, to refresh ILRI’s long-term strategy for livestock research for development. As several of the other institutions represented at this meeting are also in the thick of rethinking their strategies, this 1.5-day intense consultation is able to harvest the fruits of much recent hard thinking that has already been done in these global and regional institutions.

Jimmy Smith, director general of the International Livestock Research Institute, made the following remarks on the occasion of the first payouts of index-based livestock insurance policies ever made to livestock herders in Africa in a region that has been afflicted by the drought that has reduced herds in the drylands of the Horn by a third.

‘Today ILRI’s Index-Based Livestock Insurance (IBLI) project provides 650 livestock herders in Kenya’s remote Marsabit District with the very first payments of index-based livestock insurance claims ever made on this continent.

‘That makes this an important as well as historic moment.

‘The success of any insurance scheme depends on its clients being confident that payments will be made if and when an insured event occurs. I hear that many have been reluctant to purchase the livestock insurance policies being offered to Marsabit’s livestock keepers in August and September of this year [2011] because the herders first wanted to be assured that this insurance product works and—in this time of great drought and livestock losses here and elsewhere in the Horn of Africa—if it will payout. Now that the appropriate payments are being made and in a timely manner, we hope we have earned the trust of people here, trust that will generate more widespread awareness and interest in this livestock insurance product.

‘We are celebrating today not only the first payouts but also that the livestock index that predicts mortality in this region seems to be working well; several of our on-the-ground partners in Marsabit are in agreement with the figures. Our relatively inexpensive way of estimating livestock deaths in a time of drought and forage loss appears to be reliable and could now open the door to making livestock insurance widely available in Marsabit and similar areas in Kenya’s northern drylands, which are home to many of its pastoral peoples.

‘For all its initial success, this insurance project remains a work in progress. We’re aware of the challenges of raising awareness of the program in the more distant areas of Marsabit and making sales across the entire district. And even as we trust that those who purchased this livestock insurance will receive their payments in the shortest time possible, we recognize that many clients will have to be paid manually, a process that involves costly driving to areas as far as Loiyangalani and Illeret, where some pastoralists also bought contracts. That said, over the last three insurance sales periods since January 2010, Equity Bank’s Point of Sale systems and UAP’s telephone scanners have made the process more efficient. Over the next several seasons, on-going efforts will continue to improve the technology platforms delivering IBLI services, making them increasingly more cost-effective and accessible.

‘The most important sign of success is the response of the client. So even as payments are being made, we at ILRI want to know what impact the payments are having and how valuable the insurance product is. You will see the ILRI team in this area conducting research to understand how IBLI is benefiting the community and those households that bought livestock insurance. We worked with members of the community to design and develop this product, and we are keen to receive your suggestions about ways to improve it.

‘‘A project such as this is necessarily a product of collaboration. ILRI and our commercial partners Equity Bank and UAP Insurance—those who actually market and sell the product—are quite visible, but there are several others that must be recognized. Cornell University and the Index Insurance Innovation Initiative (I4) based out of the University of California at Davis have been instrumental in the development of the IBLI product and supporting the research agenda behind it. Closer to the ground, members of the Marsabit District Steering Group have offered invaluable support and advice to the project team, as has Food for the Hungry International. The project has also received tremendous support from the Ministry of the Development of Northern Kenya and the Ministry of Livestock and the Provincial Administration, from the District Commissioner to chiefs and counsellors across Marsabit. Finally there are the hundreds of young men and women across all divisions of Marsabit who have worked tirelessly conducting surveys and product education and extension.

‘We’re now working to see if IBLI can be sustained by commercial partners such as Equity Bank, UAP and others that may be interested. Currently, however, the research, design and implementation of the IBLI project has been funded by numerous donors who believe in its potential. For this we must thank the European Union, the Global Index Insurance Facility, the Microinsurance Facility, the World Bank and the United States Agency for International Development.  The British Government, through UKAID, has been one of the largest supporters of the project and, together with the European Union, will be funding the second phase of scaling up.’

American agricultural economist Tom Randolph to lead new CGIAR Research Program on Livestock and Fish

Tom Randolph has been named director of a newly established CGIAR Research Program on Livestock and Fish. Jimmy Smith, new director general of the International Livestock Research Institute (ILRI), a position he took up on 1 October 2011, announced Randolph’s appointment on 13 October 2011.

ILRI leads this CGIAR research program, which is one of several new multi-institutional research programs initiated by the Consultative Group on International Agricultural Research (CGIAR). In this program, which aims to provide more meat, milk and fish by and for the poor, ILRI will be collaborating with other scientists and staff from three of its sister CGIAR centres—the International Center for Tropical Agriculture (CIAT), based in Cali, Colombia; the International Center for Agricultural Research in the Dry Areas (ICARDA), based in Aleppo, Syria; and the WorldFish Center, based in Penang, Malaysia. Many other strategic partners will play key roles in implementing the program in several ‘livestock value chains’ and countries targeted by the new project.

Randolph helped lead the collaborative processes employed over the last two years to develop the concept and subsequent full proposal for this research program.

Before this appointment, Randolph headed a team conducting research on smallholder competitiveness in changing markets under ILRI’s Market Opportunities Theme. His research interests and contributions at ILRI have been varied, including studies at the interface of animal and human health and assessments of the impacts of agricultural problems and the research conducted to address them, including evaluations of the impacts of tick and tick-borne diseases, animal health delivery systems, ILRI’s East Coast fever vaccine development research, the contributions economics and epidemiology can make to animal disease control and the control of bird flu in sub-Saharan Africa.

One of the projects Randolph led has helped to reduce parasite resistance to drugs used to control trypanosomosis (animal sleeping sickness) in the cotton belt of West Africa. This project established a clear picture of the distribution of potential resistance across a zone from eastern Guinea to western Burkina Faso, highlighting the importance of tsetse ecology, farming systems, accessibility to veterinary services and pharmaceutical products, and cattle breed in influencing drug use and misuse. Under Randolph’s leadership, this project evolved from a primary focus on the biological issue to a holistic understanding of the complex epidemiological and socioeconomic factors at farm, local, national and regional levels that influence the problem and determine the ability to address it.

Among his more recent projects is a groundbreaking assessment of the relations between dairy intensification, gender and child nutrition among smallholder farmers in the Rift Valley Province of Kenya; this project is investigating the pathways between dairy intensification and child nutrition.

An American from upstate New York, Randolph received an undergraduate degree in Chinese studies in 1976, after which he spent six years teaching English in Zaire with the Peace Corps. On his return to the United States, Randolph pursued an MSc and PhD in agricultural economics from Cornell University. His doctoral dissertation was based on field work he conducted in Malawi with the Harvard Institute for International Development, looking at the impact of agricultural commercialization on child nutrition in smallholder households. His thesis earned the American Agricultural Economics Association’s Outstanding PhD Dissertation Award. He subsequently joined the West African Rice Development Association (WARDA, now Africa Rice Centre), in Senegal, as a Rockefeller-funded post-doctoral fellow, later becoming policy economist and policy support program leader at WARDA’s Côte d’Ivoire headquarters.

Randolph joined ILRI in 1998 and will remain based at ILRI’s Nairobi, Kenya, headquarters as he directs this new multi-country and multi-institutional CGIAR Research Program on Livestock and Fish.

CGIAR research coalition approves six programs to boost global food security

The developing world’s supplies of wheat, livestock, fish, roots, tubers, and bananas, along with the nutrition of its poorer communities and the food policies of its governments, should be enhanced in the coming years by new funding approved by the Consultative Group on International Agricultural Research (CGIAR), the world’s largest international agriculture research coalition.

The CGIAR has approved six new programs, totalling some USD957 million, aimed at improving food security and the sustainable management of the water, soils and biodiversity that underpin agriculture in the world’s poorest countries. The newly created CGIAR Fund is expected to provide USD477.5 million, with the balance of the support needed likely to come from bilateral donors and other sources.

The six programs focus on sustainably increasing production of wheat, meat, milk, fish, roots, tubers and bananas; improving nutrition and food safety; and identifying the policies and institutions necessary for smallholder producers in rural communities, particularly women, to access markets.

The programs are part of the CGIAR’s bold effort to reduce world hunger and poverty while decreasing the environmental footprint of agriculture. They will target regions of the world where recurrent food crises—combined with the global financial meltdown, volatile energy prices, natural resource depletion, and climate change—undercut and threaten the livelihoods of millions of poor people.

‘More and better investment in agriculture is key to lifting the 75 per cent of poor people who live in rural areas out of poverty,’ said Inger Andersen, CGIAR Fund Council chair and World Bank vice-president for sustainable development. ‘Each of these CGIAR research programs addresses issues that are fundamental to the well-being of poor farmers and consumers in developing countries. Supporting such innovations is key to feeding the nearly one billion people who go to bed hungry every night.’ CGIAR Fund members include developing and industrialized country governments, foundations and international and regional organizations.

Each of the research programs, proposed by the Montpellier-based CGIAR Consortium of International Agricultural Research Centers, is working on a global scale by combining the efforts and expertise of multiple members of the CGIAR Consortium and involving some 300–600 partners from national agricultural research systems; advanced research institutes; non-governmental, civil society and farmer organizations; and the private sector. By working in partnership on such a large scale, the CGIAR-plus=partners effort is unprecedented in size, scope of the partnerships and expected impact.

The six new programs, each implemented by a lead centre from the CGIAR Consortium, join five other research endeavours approved by the CGIAR in the past nine months (on rice, climate change, forests, drylands, and maize) as part of the CGIAR’s global focus on reducing poverty, improving food security and nutrition and sustainably managing natural resources. Each of the six programs described below was approved with an initial three-year budget.

CGIAR Research Program 3.7 on livestock and fish

Meat, Milk and Fish (USD119.7m) will increase the productivity and sustainability of small-scale livestock and fish systems to make meat, milk and fish more profitable for poor producers and more available and affordable for poor consumers. Some 600 million rural poor keep livestock while fish—increasingly derived from aquaculture—provide more than 50 per cent of animal protein for 400 million poor people in Africa and South Asia. This program will be led by the International Livestock Research Institute (ILRI), based in Africa.

Agriculture for Improved Nutrition and Health (USD191.4m) is designed to leverage agriculture improvements to deal with problems related to health and nutrition. It is based on the premise that agricultural practices, interventions and policies can be better aligned and redesigned to maximize health and nutrition benefits and reduce health risks. The program will address the stubborn problems of under-nutrition and ill-health that affect millions of poor people in developing countries. Focus areas include improving the nutritional quality and safety of foods in poor countries, developing biofortified foods and generating knowledge and techniques for controlling animal, food and water-borne diseases. This program will be led by the International Food Policy Research Institute (IFPRI), based in the USA, with the health aspects led by ILRI.

Wheat (USD113.6m) will create a global alliance for improving productivity and profitability of wheat in the developing world, where demand is projected to increase by 60 per cent by 2050 even as climate change could diminish production by 20 to 30 per cent. Accounting for a fifth of humanity’s food, wheat is second only to rice as a source of calories for developing-country consumers and is the number one source of protein.

Aquatic Agriculture Systems (USD59.4m) will identify gender-equitable options to improve the lives of 50 million poor and vulnerable people who live in coastal zones and along river floodplains by 2022. More than 700 million people depend on aquatic agricultural systems and some 250 million live on less than USD1.25 per day. The program will explore the interplay between farming, fishing, aquaculture, livestock and forestry with efforts focused on linking farmers to markets for their agricultural commodities.

Policies, Institutions and Markets (USD265.6m) will identify the policies and institutions necessary for smallholder producers in rural communities, particularly women, to increase their income through improved access to and use of markets. Insufficient attention to agricultural markets and the policies and institutions that support them remains a major impediment to alleviating poverty in the developing world, where in most areas farming is the principal source of income. This initiative seeks to produce a body of new knowledge that can be used by decision-makers to shape effective policies and institutions that can reduce poverty and promote sustainable rural development.

Roots, Tubers and Bananas (USD207.3m) is designed to improve the yields of farmers in the developing world who lack high-quality seed and the tools to deal with plant disease, plant pests and environmental challenges. Over 200 million poor farmers in developing countries are dependent on locally grown roots, tubers and bananas for food security and income, which can provide an important hedge against food price shocks. Yet yield potentials are reduced by half due to poor quality seed, limited genetic diversity, plant pests and disease and environmental challenges.

‘These programs mark a new approach to collaborative research for development,’ said Carlos Perez del Castillo, CGIAR Consortium Board Chair. ‘They bring together the broadest possible range of organizations to ensure that research leads to development and real action that improves people’s lives.’
