Livestock dairy scientist and former director general of ILCA John Walsh: An obituary

John Walsh, an Irish dairy scientist and former director general of the International Livestock Centre for Africa (ILCA), headquartered in Addis Ababa, Ethiopia, and one of two predecessors of the International Livestock Research Institute (ILRI), died on 31 January 2011, peacefully in his home in County Cork, Ireland. He is survived by his wife Marie, sons Brendan and Kevin, daughters Maeve and Emer, and six grandchildren.

John Walsh was appointed director general of ILCA in December 1986, following the departure of Peter Brumby (New Zealand), ILCA’s former director general. Walsh left ILCA in July of 1993, succeeded by Hank Fitzhugh (USA) that August.

Under Walsh’s tenure, a collaborative program between ILCA and the Kenya Agricultural Research Institute (KARI) was established in August 1988 at KARI’s Mtwapa Regional Research Centre, near Mombasa, Kenya. This program went on to play a major role in an award-winning ILRI-KARI-Kenya Ministry of Livestock Development Smallholder Dairy Project, under the direction of ILCA-ILRI scientist Bill Thorpe. ILCA also at this time established strong collaboration with the Ethiopian Agricultural Research Organisation (EARO), such as in smallholder dairy at the Holleta Research Station.

In September 1989, ILCA’s Semi-Arid Zone Programme was established in Niger at the Sahelian Centre of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). In 1991 — the year in which the Ethiopia Government was overthrown — a joint ILCA-ILRAD African Trypanotolerant Livestock Network project, which had begun in 1980, was concluded. In 1992, ILCA launched a project to help conserve Africa’s indigenous animal genetic resources, which became a major program at ILCA and then ILRI under the leadership of ILCA-ILRI scientist Ed Rege.

‘Walsh brought to ILCA a strong emphasis on strengthening national agricultural research systems (NARS) of Africa’, says Hank Fitzhugh. ‘Training African scientists and extension agents and running collaborative research networks were given high priority. Among the collaborative research networks ILCA spearheaded at this time were the Small Ruminant Research Network, the Cattle Research Network and the Feed Resources Research Network. Many consider this emphasis on NARS, acknowledged by the Third External Program and Management Review of ILCA, to be Walsh’s legacy.’

Jean Hanson, a former and long-standing ILCA-ILRI scientist who headed ILRI’s Forage Genebank, and Fitzhugh both remember John’s kind heart, especially his concern for the disadvantaged.

‘John had a strong background in livestock science in Ireland and strong administrative skills. One of the first things that John did when he joined ILCA was to put in place administrative policies and guidelines to bring order into the running of the institute. He liked things to be done in a very orderly way and led by example. He would walk up to the main gate and observe the time that staff arrived to make the point that he expected them to keep the working hours and he would pick up any waste paper lying on the ground and drop it into the bin to encourage others to keep the place tidy.

‘He was very hands on and used to walk around and drop into staff offices for a chat about how the work was going and what the challenges were and if as director general he could do anything to move the work forward. He was very proud of the compound and the image of ILCA and was responsible for the purchase of a sculpture at the front entrance of ILCA, which depicts a calf  being fed a special type of salt bar (‘amole chow’) by a woman, from the Art School at Addis Ababa University just before his departure in 1993.

‘He led ILCA through its period of expansion in sub-Saharan Africa and the difficult transition of power in Ethiopia in 1991. He was out of the country on official travel when things started to unfold and flew back to do what he could to ensure the safety of the staff and continued running of the research. He was very concerned about staff safety directly after the transition. He only gave me permission, for example, to go out to the field sites to pay staff and see how things were doing if I took his personal driver as my bodyguard.

‘John was very egalitarian and was deeply concerned about the rural poverty in Ethiopia. One year he asked the ILCA photographer to go out in the countryside on ‘International Christmas Day’, which is a normal working day in Ethiopia because the Orthodox Christmas falls on 7 January, to document a normal day in the life of poor livestock farmers as a contrast to the excesses on that day in many developed countries. He cared about his staff and instigated an annual thank you lunch for the housing and catering staff where senior management served them on that one day of the year.

‘John was a staunch supporter of ILCA’s Zebu Club and he and the children played tennis there. He was very attached to Ethiopia and was so excited when the Olympian distance runner Deratu Tulu won the first gold medal for Ethiopia at the Barcelona Olympics that he invited her to visit ILRI to meet our staff.

‘After he left ILCA, John returned to Ireland and was active in livestock research there for some time. He was on the organizing committee of the International Grasslands Congress that was held in Ireland in 2005.’

The ILRI family extends its condolences to John’s wife Marie and family.

Livestock research at ILRI: A view from the North

Dieter SchillingerDieter Schillinger joined the board of trustees of the International Livestock Research Institute (ILRI) in 2009. This week he attended his second meeting of the board, held in Addis Ababa, Ethiopia.

He first got to know one of ILRI's forebears, the International Laboratory for Research on Animal Diseases (ILRAD), in the 1980s. He was then head of a German project developing new pharmaceuticals for trypanosomosis, a tsetse-borne disease that causes major problems for Africa’s livestock farmers. ‘We didn't have any success for trypanosomosis in cattle, but we did better with camels,’ he recalls, ‘and I still think of myself as a “camelophile”’.

A veterinarian by training, he now works as head of public affairs for Merial, one of the world's largest animal health companies, and chairs the Food Chain Committee of the International Federation for Animal Health.

One of the first things to impress Schillinger at ILRI was the broad range of interests represented on the board. ‘This came as a welcome surprise,’ he explains, adding that ILRI is a very different beast to ILRAD. ‘ILRAD was very focused on animal health research, whereas ILRI has a more balanced approach, integrating a range of different research activities related to livestock farming,’ he explains.

According to Schillinger, ILRI has an important role to play not just in providing solutions to the problems facing livestock farmers in the developing world, but in alerting people in the North to the importance of animal health issues. ‘Nowadays, everybody in Europe—politicians, the public, nongovernmental organizations—looks at livestock from the point of view of animal welfare,’ he says. ‘That's a good thing, but without good animal health, you don't have good animal welfare, and the research conducted by ILRI is therefore leading to better animal welfare.’

Schillinger also believes that ILRI's research can provide significant benefits for human health in the North. ‘Here’s an institution that’s working on diseases in Africa that could spread to Europe, including zoonotic diseases that can be transmitted from livestock to humans,’ he says. With the increase in travel and trade, and the likely effects of global warming, the risk of diseases spreading from one continent to another has risen.

‘If we can control livestock diseases in Africa, they are less likely to spread, and I think there will be more funds for this sort of research in the future,’ he says. ILRI can legitimately claim to be conducting research that benefits not only the rural poor in Africa but also the wealthier populations in the North.

Award-winning ILRI geneticist takes up prestigious UK appointment

After 13 years with ILRI, geneticist Oliver Hanotte is taking up a new appointment at the University of Nottingham.
ILRI geneticist Olivier Hanotte starts his new position as professor of population genetics and conservation at the University of Nottingham, UK on 1st January. He will also be the director of a charity based at the university called Frozen Ark. The charity is concerned with the ex situ conservation of endangered animals, including wildlife as well as livestock.

Hanotte joined ILRI in 1995 when the Nairobi-based International Laboratory for Research on Animal Diseases (ILRAD) merged with the Addis Ababa-based International Livestock Centre for Africa (ILCA). Since then ILRI has shifted from a predominantly African focus to a global focus, with ILRI offices not only in East, West and Southern Africa but also in South Asia and South East Asia, providing new opportunities for Hanotte’s research focus.

Research highlights
In his 13 years at ILRI, animal geneticist Olivier Hanotte has worked to unravel the diversity of developing-world livestock using the latest molecular technologies of DNA sequencing and genotyping.

ILRI deputy director general – research, John McDermott, says ‘In 1995, when Hanotte began his work at ILRI, we knew that the world’s livestock diversity was shrinking fast, but no one knew exactly what was being lost and where we should target conservation efforts. Africa and Asia’s genetic diversity was largely unknown and unmapped.

‘We now have a much better picture of the livestock diversity hotspots in Africa and Asia and where the world needs to focus its conservation and genetic improvement efforts. This is due in large part to Hanotte’s scientific leadership, commitment to scientific excellence, innovative partnerships and capacity building activities across two continents’ says McDermott.

In 2003, Hanotte became leader of ILRI’s project on Improving Animal Genetic Resources Characterization. He has supervised project members working in Nairobi, Addis Ababa and, since 2005, in Beijing at a joint laboratory established with the Chinese Academy of Agricultural Science on livestock and forage genetic resources. He has established long term collaborations with several research institutes such as Trinity College at the University of Dublin (Ireland), Rural Development Agency, RDA (South Korea) and the joint FAO-IAEA division in Seibersdorf and Vienna (Austria).

Seminal work by Hanotte and his team has disclosed the origin and distribution of genetic diversity of livestock species including cattle, sheep, goat, yak and chicken in Africa and Asia. These findings are now providing a rationale for targeted conservation and utilization programs for developing-country livestock breeds at risk of extinction. This work also gives us a glimpse into the distant past of the peoples and civilizations of Africa and Asia.

Hanotte’s research has been published in leading scientific journals, including Science, PNAS, Animal Genetics and Molecular Ecology. He has produced over 80 scientific publications and received several international awards, including the CGIAR Science Award in 2003 for Outstanding Scientific Article. He has also supervised and co-supervised research projects of over 50 students and scientists.

Hanotte and colleagues at ILRI continue to break new ground. Current work includes research to better understand and characterize the adaptive traits of indigenous livestock to their local production environments, specifically the genetic and adaptive mechanisms for resistance and tolerance to infection and disease. Research includes tolerance of trypanosome infections in ruminants, resistance to gastro-intestinal worms in sheep and resistance to avian viral infection in poultry. Their work supports the new field of ‘livestock landscape genomics’, which has the long-term and ambitious aim of exploiting advances in the genomics and information revolutions to reliably match breeds to environments and sustainably increase livestock productivity.

Recognized as a leading expert in livestock diversity, Hanotte was invited to write the opening chapter, on the Origin and History of Livestock Diversity, for a major FAO-led study, ‘The State of the World’s Animal Genetic Resources for Food and Agriculture’, released at a Swiss conference in September 2007. He serves on the editorial boards of two major livestock journals (Animal Genetics and the Journal of Animal Breeding and Genetics), and as a regular scientific referee for major scientific journals. His group collaborate with ILRI’s sister CGIAR institution ICARDA in the characterization of the genetic resources of small ruminants.

Hanotte says, ‘I’m very much looking forward to my new position, but leaving ILRI is bittersweet. I have spent the greater part of professional life here in Kenya. I will greatly miss my colleagues and the rich culture of Africa. But I also know that there will be opportunities for collaborations in the future’

‘When you are studying or working in the North, you can get distorted information about Africa and Asia. And you can become removed from the realities. One of the big advantages of working with ILRI is that you’re based in a developing country. That means you’re never too far away from the people that you’re working for. ILRI is an open door to African and Asian farming societies and cultures’

The promise of science for development

Doherty Lecture by Dame Bridget Ogilvie urges Africa not to follow Britain’s example but rather to help its science and scientists to flourish.

The brain drain can be stopped and redressed in Britain as well as Africa. But two things must happen: one, governments must do more to create an environment where science can flourish; two, scientists and technicians must be nurtured, developed and rewarded for their talents and contributions.

This was the key message of Dame Bridget Ogilvie who delivered the Peter Doherty Distinguished Lecture on 24 November 2004, at the Nairobi headquarters of the International Livestock Research Institute (ILRI).

Dame Bridget emphasized the importance of people development and career development in research institutes. She placed great importance on training and developing the scientists and graduates who do the work. The success of any research institute is dependent on the expertise of staff.

‘My first and my most important message to anyone interested in accelerating scientific innovation is the need to ensure that the appropriately trained, talented and supported workforce is available as nothing can happen without it.  My experience suggests that this is neither easy nor cheap to achieve, but it is essential.’

She recalled her work at the Wellcome Trust, which she directed from 1991 to 1998, and how difficult it was to entice veterinary graduates into research. Salary differentials of academic and practicing scientists created further challenges, so polices were introduced to increase salaries of the academics to stem any brain-drain. The UK has already witnessed this, and she urged Africans to learn from these mistakes and take proactive stops to nurture their intellectual capital.

In closing, Dame Bridget said: ‘The extraordinary scientific revolution…..will continue to bring great benefits to the public.  However, this will occur where governments not only provide the funds that are necessary but also exhibit leadership by providing the regulatory, social, fiscal and working conditions that make a nation an attractive place in which scientists and the innovative industries that depend on them can function well.’

ILRI’s Distinguished Lecture series is named after Australian Peter Doherty, 1996 Nobel Laureate in Medicine or Physiology, who from 1986 to 1992 chaired the program committee of the board of trustees of ILRI’s predecessor, the International Laboratory for Research on Animal Diseases (ILRAD).
