‘It takes an orchestra to play a symphony’: Jemimah Njuki on making market-oriented agriculture work for women

Agricultural intensification in many parts of Africa has meant that traditional food crops such as bananas and beans have entered sophisticated market chains which, though they provide benefits, also carry certain risks for smallholder producers, most of whom are women.

Jemimah Njuki, a Kenyan sociologist and gender specialist at the International Livestock Research Institute (ILRI), says that ‘despite women’s involvement in agricultural development in rural parts of Africa, how they benefit from this involvement is often unclear, because as commodity market chains become increasingly commercialized, they often end up marginalizing the women they sought to help in the first place.’

In a keynote speech at the opening of a workshop on ‘Gender and Market-oriented Agriculture: From Research to Action’ (#AgriGender2011) being held at ILRI’s campus in Addis Ababa, Ethiopia, Njuki noted that ‘with the emergence of regional and export markets, as soon as women’s crops become profitable, they are no longer women’s crops. And we can end up doing as much harm as good.’

Cautionary tale
Njuki told a story to illustrate this. It’s about a farmer named Mercy that she knew and worked with in Malawi. Mercy is a smallholder bean farmer from Chinseu Village who often intercropped her beans with maize on her small plot of land. Using little fertilizer or other farm inputs, Mercy produced between 50 and 100 kilogrammes of beans in a good year. Her family consumed half her bean crop at home and she sold the remainder on the roadside near her village. She used the money she earned from the sale of the beans to buy food and clothes for her family.

When a new farming project was started in Chinseu, Mercy got access to improved bean varieties and markets. Because the new bean variety could not be intercropped, she had to grow the beans on a different plot of land from her maize. The investment paid off, however, and in the first year she produced nearly one ton of beans. To sell the increased produce, she needed to find new markets, and these were far from her village. Her husband thus started to transport the surplus beans to the city for bulking and sale there. He began spending less and less time at home, and sometimes he spent the income from the beans before he reached home. Meanwhile, Mercy remained at home, often with less bean income than she had before she began to adopt the ‘improvements’.

Doing right by women does right by everyone
Njuki believes that market-oriented agriculture will succeed in helping women only if it moves beyond ‘doing right for women.’ ‘We should not include gender development in agriculture to help women only; we ought to focus on women because if we do not, there will be adverse repercussions for the incomes, nutrition and empowerment not only of women but also of households, communities and countries.’

To get market-oriented agriculture to work for women, Njuki suggests the following ways of raising the often under-recognized role of women in agricultural production.

Increase women’s decision-making in agricultural projects to enable them play a role in identifying markets and commodities in specific value chains. ‘We should not push any one commodity at women to bring about change; we must first understand from them what they need.’

Work with both men and women because women live in households and communities that include their husbands, brothers and other men. ‘If we do not put money in pockets of men, we will not manage to put money in the pockets of women.’

Raise women’s assertiveness and leadership skills by linking them directly with (especially urban) consumers who buy their products so that the women producers understand at first hand how markets work and what kinds of products their clients prefer.

Encourage women to come together in groups, which give them better bargaining power to access banking and other financial services.

Increase women’s access to technologies and inputs and services to ensure that they can on-goingly adopt production practices needed to meet new and changing market needs and demands.

Njuki recommends that projects widen their indicators of success beyond just increases in women’s income. ‘We need to expand our indicators to look at the distribution of this income. We need to know which households and individuals are benefiting. We need to pay attention to labour issues.’

Finally, Njuki warns that success in work aiming to redress gender imbalances depends on a multitude of actors working together. ‘No one (woman) can whistle a symphony. It takes an orchestra to play it,’ she concluded, quoting Halford Luccock. ‘These initiatives need to be driven and replicated by many individuals and organizations working together to scale up community successes regionally.’

Livestock and­ the environment: As the hard trade-offs look to get only get harder, more nuanced approaches to livestock development are needed

Researchers say that poor countries can protect both livestock livelihoods and environments by promoting measures such as sustainably intensifying mixed crop-and-livestock farming, paying livestock keepers for the ecosystem services they provide, helping pastoralists diversify their sources of income and managing the demand for livestock products.

Researchers from the International Livestock Research Institute (ILRI), the Food and Agricultural Organization of the United Nations and the Animal Production Systems Group at Wageningen University, in the Netherlands, report in a proceedings published last November (2010) that there are ‘significant opportunities in livestock systems for improving environment management while also improving the livelihoods of poor people.’

The publication, titled The Role of Livestock in Developing Communities: Enhancing Multifunctionality, was co-published by the University of the Free State South Africa, the Technical Centre for Agricultural and Rural Cooperation and ILRI. The authors say that even though livestock production is already harming some environments, with such damage likely to increase in some regions in coming years due to an increasing demand from rapidly expanding populations in the developing world, new research-based options for livestock production can help improve both the livelihoods and environments of hundreds of millions of very poor people who raise farm animals or sell or consume their milk, meat and eggs.

The researchers propose shifting the debate on livestock and environment from one that focuses solely on the negative impacts of livestock production to one that embraces the complexity of livestock ‘goods’ and ‘bads’, particularly in developing countries, where livestock serve as a lifeline to many poor people.

The researchers say a good understanding of the environmental impacts of livestock production depends on distinguishing these impacts by region and production system and by addressing environmental problems along with problems of food insecurity and inequity.

The authors, who include ILRI scientists Mario Herrero, Phil Thornton, An Notenbaert, Shirley Tarawali and Delia Grace, recommend making a ‘fundamental shift’ in how demand for livestock products is seen and in adapting production systems to meet this demand. They suggest, for example, that policymakers consider ways of reducing demand for livestock products in (mostly industrialized) countries where (1) people are damaging their health by consuming too much meat, eggs and milk and (2) intensive ‘factory’ farming is damaging the environment.

The scientists also recommend finding ways of improving water management in livestock production. Recent findings show that livestock water use represents 31 per cent of the total water used for agriculture. The authors report that ‘in rangeland systems, water productivity can be improved by better rangeland management, which has the potential to reduce water use in agriculture by 45 per cent by 2050.’ Another promising idea is to begin paying livestock farmers for the rangeland water purification and other ecosystem services they maintain for the good of the wider community.

To reduce greenhouse gases from livestock systems, the authors recommend that efforts be put in place to intensify production systems in developing countries to produce more livestock products per unit of methane gas. ‘We need to provide significant incentives so that the marginal rangeland areas, often rich in biodiversity, can be protected for the benefit of farmers.’ Other options for reducing livestock-associated greenhouse gasses include improving animal diets, controlling animal numbers and shifting the kinds of breeds kept.

Although diseases transmitted between livestock and people also need to be addressed by research, the book notes that the ‘net effects of livestock on human health are positive,’ particularly due to livestock’s role in providing nourishing food for the poor and the contribution livestock herders make to regulating vast rangeland ecosystems, with their wildlife populations, which often helps prevent animals diseases from spilling over to human populations. Better use of disease control methodologies and investments will also help prevent the spread of these diseases.

The authors acknowledge that such changes in the way that livestock production is viewed will require a ‘subtle balancing act’ and commitments by a wide range of players in the scientific, development and policymaking communities. But without a more nuanced understanding of livestock production in the face of hard trade-offs between livestock and the environment, we could jeopardize the livestock livelihoods of many of the world’s ‘bottom billion’.

ILRI genebank manager elected ‘Fellow’ of the prestigious Society of Biology

Alexandra Jorge, the genebank manager at the Addis Ababa, Ethiopia, campus of the International Livestock Research Institute (ILRI), is one of four Africa-based scientists elected, this past December, to join the Society of Biology, a leading professional body that represents individuals committed to biology from academia, industry, education and research.

With over 80,000 members, the Society of Biology promotes advances in biological science across the world and awards fellowships to individuals who make ‘contribution to the advancement of biological sciences, and who have over five years experience in positions of senior responsibility’. The society is a particular supporter of work done by scientists in developing countries.

Jorge, a plant physiologist, works under the People, Livestock and Environment theme at ILRI, where she is managing the study, documentation and conservation of forage seeds in a forage genebank located at ILRI’s campus in Addis Ababa. The genebank, together with Ethiopian field sites in Soddo, Ziway and Debre Zeit, contains over 20,000 types of tropical grasses, legumes and tree forages, which are routinely tested to ensure they remain healthy and viable for use in farms.

‘To be invited to become a Fellow of the Society of Biology is a great honour to any scientist and I am very proud of this achievement,’ says Jorge, ‘I thank the African Women in Agricultural Research and Development (AWARD) program for nominating me for this fellowship and I look forward to working with the large network of scientists in the Society.’

Other Fellows elected to the Society of Biology in December 2010 are Stella Asuming-Brempong, Waceke Wanjohi and Sheila Okoth. These four women are also fellows of AWARD, a Gender and Diversity Program of the Consultative Group on International Agricultural Research.

For African women scientists, such recognition is significant.

‘It can be a struggle for scientists from the developing world to network successfully and maximize the benefits of international collaboration due to geographical and financial reasons,’ said Vicki Wilde, director of the Gender and Diversity Program and AWARD, ‘These scientist’s voices—and the unheard voices of millions of farmers, particularly women, in sub-Saharan Africa—will now be heard and their work taken seriously.’

US$32-million joint initiative to boost food production in sub-Saharan Africa and South Asia announced

Research funders from the United Kingdom, the United States and government departments from the United Kingdom and India have announced a UK£20 million (US$32 million) joint research initiative to relieve constraints to food production in sub-Saharan Africa and South Asia.

The Sustainable Crop Production Research for International Development program, which was announced on 11 January 2011, will fund research teams from sub-Saharan Africa, South Asia and the UK working to improve the sustainable production of vital food crops. Funding will be awarded to teams that show their research can improve food security and increase crop yields within the next 5 to 10 years.

Food security is a key concern across the world as countries face the challenge of producing and supplying enough safe and nutritious food in sustainable ways for their growing populations. Climate change, urbanization and rising food prices also are reducing access to food by many of the world’s poor people in developing countries.

The program aims to establish mutually beneficial partnerships between researchers in the United Kingdom and developing countries through intellectual collaboration and also to enhance the scientific capabilities of its partners in the South.

A joint multi-national initiative of the UK’s Biotechnology and Biological Sciences Research Council (BBSRC) and Department for International Development, together with the Bill & Melinda Gates Foundation (through a grant to BBSRC) in the USA, the Department of Biotechnology of India’s Ministry of Science and Technology, and the Indian Council of Agricultural Research, the program will focus on research conducted to counter the effects of stresses that are ‘abiotic’—e.g., drought, temperature, salinity, nutrient deficiencies—and/or biotic—e.g., pathogens, pests and weeds in nature—in nature.

The program is offering standard research grants for projects of up to five years led by a principal investigator from any eligible institution. The program is also funding ‘Projects for Emerging Agricultural Research Leaders’, in which some 5–10 grants of up to £2 million in total will be awarded to four-year projects whose principal investigator is an early- to mid-career scientist from a developing country of sub-Saharan Africa or South Asia and employed in a national research program, institute or university.

Successful proposals will focus on biological or biotechnological research and are to be submitted by 31 March 2011.

The Biosciences eastern and central Africa (BecA) Hub, a regionally shared research facility hosted and managed by the International Livestock Research Institute (ILRI) in Nairobi, invites African researchers and scientists interested in exploring use of the Hub for this project to contact Jagger Harvey (crop research and related microbes: j.harvey@cgiar.org) or Rob Skilton (livestock research and related microbes: r.skilton@cgiar.org).

‘I invite African scientists to take advantage of the world-class facilities that BecA offers to participate in this program,’ said Segenet Kelemu, the Director of the BecA Hub. The BecA Hub provides a common biosciences research platform, research-related services and capacity building opportunities to the region and beyond. The Hub aims to increase access to affordable, world-class research facilities and to create and strengthen human resources in biosciences and related disciplines in Africa.

Investments needed to help poor people take advantage of an on-going boom in livestock production in developing countries

Following the 2008/9 global food price crisis, agricultural experts agree that more investment in food production is needed to meet increasing world food demand. Global food security, however, is unlikely to be achieved unless livestock production is made more efficient.

Farm animals fulfil an important role in developing communities, where many people depend on mixed crop-and-livestock farming systems or live in marginal areas where animal agriculture is the only means of producing food. For most of the world’s poorest, about 600 million people, animals provide not only milk, meat and eggs but are also a source of draught power and manure for crop farming, resources that help livestock keepers diversify their income.

For many of these livestock keepers, greater investment in livestock production would make a significant difference in helping them come out of poverty by increasing their sources of food and income. 

The role of livestock in developing communities: Enhancing multifunctionality, a new book co-published by the University of the Free State South Africa, the Technical Centre for Agricultural and Rural Cooperation (CTA) and the International Livestock Research Institute (ILRI), argues that a better understanding of the multiple roles played by livestock in developing communities will help decision-makers and development practitioners not only improve the livestock sector’s efficiency and productivity but, through that, accelerate economic development in poor countries.

Livestock production in the developing world faces the challenge of how to meet an increasing demand for meat, milk and eggs with limited land, water and other natural resources, say two of the book’s authors, Siboniso Moyo, ILRI’s representative in southern Africa, and Frans Swanepoel, senior director of research and professor of sustainable agriculture at the University of the Free State, in Bloemfontein, South Africa.

Examining trends and drivers in livestock production in developing communities, the authors say that the smallholder livestock sector needs to adapt to increasing population and urbanization and the other changes coming in the wake of these changes, such as rapidly changing livestock systems, environments, climates and consumption patterns. All these changes, they say, require stronger policies and institutions.

The authors propose strengthening institutions and policies, providing livestock owners with credit, improving veterinary services, increasing the delivery and uptake of livestock technologies and improving the infrastructure of livestock markets.

The increasing demand for livestock in developing countries due to rising populations and incomes offers many poor livestock keepers new opportunities to raise their incomes by increasing the production and marketing of their livestock products. The main questions are how to include poor people in this livestock boom, and how to help smallholders increase their livestock production while making more efficient use of their land, water and native stock.

Three other big challenges of the fast-changing livestock sector in poor countries are finding ways to feed the increasing numbers of animals in the face of diminishing natural resources, developing diagnostics and vaccines to better protect animals against neglected tropical diseases of livestock as well as zoonotic diseases, which are shared by livestock and people, and finding optimal ways for small-scale livestock keepers to adapt to climate change and reduce their production of greenhouse gases.

The authors, however, note that rising prices of livestock products can open up new market opportunities for small-scale producers, though this alone will not guarantee their competitiveness. Without support, many smallholder livestock producers, especially those in marginal areas, with limited access to information and knowledge, will find it difficult to compete with larger livestock operations in meeting the increasing demand for livestock products while also meeting the more stringent food quality and safety standards the new market is demanding.

‘The livestock sector is an important part of developing communities and the multiple roles that livestock play in meeting the livelihoods of people need to be enhanced for the sector to continue contributing to poverty reduction,’ the book says. ‘Research and development agencies need to come together to address these challenges comprehensively.’

Biosciences in and for Africa: A round-up of reports about the official opening of Nairobi’s Biosciences eastern and central Africa Hub

On 5 November 2010, Kenya President Mwai Kibaki officially opened the Biosciences eastern and central Africa (BecA) Hub, a world-class biosciences research facility based in Africa and working for Africa.

Located at, and managed by, the International Livestock Research Institute (ILRI) in Nairobi, Kenya, the BecA Hub provides a common biosciences research platform and related services and capacity-building to the science community in Africa and beyond.

The laboratory facility at the Hub brings to par Africa’s research capability with that of the world’s most developed countries. Africa’s scientists, students and global partners can now conduct advanced biosciences research, and get advanced training in biosciences, without leaving the continent. The Hub is a focal point for the African agricultural research community and its global partners.

The BecA Hub began in 2004 as part of an African Biosciences Initiative of the African Union/New Partnership for Africa’s Development. This initiative was part of a framework of Centres of Excellence for Science and Technology in Africa and the Comprehensive African Agricultural Development Programme.

The Hub is supported by many partners and donors. The Canadian International Development Agency funded renovation of laboratories already existing at ILRI’s Nairobi campus as well as construction of new facilities. The Syngenta Foundation for Sustainable Agriculture is helping to fund the BecA Hub’s operations through 2014. Other investors are supporting specific research and training projects at the Hub.

The official opening at ILRI brought together government officials, donor representatives, researchers and the local community in a colourful celebration of the contributions agricultural research is making in addressing some of Africa’s most pressing problems.

A new book co-published by the University of the Free State South Africa, the Technical Centre for Agricultural and Rural Cooperation (CTA) and the International Livestock Research Institute (ILRI) calls for more investment in livestock production to fight poverty and promote human health in developing countries.

The role of livestock in developing communities: Enhancing multifunctionality was launched on 9 November 2010 at the University of the Free State, in Bloemfontein, South Africa.

Farm animals continue to play several central roles in the livelihoods of the people in developing countries, ranging from providing households with high-quality foods, good nutrition and regular incomes to providing labourers with jobs, community members with social status and farmers and herders with ways to sustain food production.

This book highlights the livestock sector’s contribution to the social and economic progress of developing communities and advocates public- and private-sector investments in livestock production.

The publication is a product of a satellite symposium that was part of the 10th World Conference on Animal Production, held in Cape Town in November 2008. The symposium, jointly organized by ILRI and the University of the Free State, focused on livestock livelihood strategies for meeting the United Nations Millennium Development Goals.

‘We were pleased with the chance to work together with the University of the Free State in a side event during the World Conference of Animal Production 2008, which led to the production of this book,’ said Siboniso Moyo, ILRI’s representative for southern Africa, during the launch.

Moyo, along with Frans Swanepoel, senior director of research and professor of sustainable agriculture at the University of the Free State, Bloemfontein, South Africa, and Aldo Stroebel, director of international affairs and associate professor at the Center for Sustainable Agriculture and Rural Development at the same university, provided editorial oversight for the book.

John McDermott, ILRI’s deputy director general for research; Canagasaby Devendra, a tropical animal production specialist who formerly worked at ILRI, and Akke van der Zijpp, another former ILRI staff member who is now professor in livestock production systems at the Wageningen University and Research Centre, in the Netherlands, served in the editorial advisory committee that steered production of the book.

‘The “multifunctionality” of livestock is an important concept to understand when working with developing communities,’ said Moyo. ‘Viewing research and development challenges through a livestock lens,’ she said, ‘can help us make even greater use of the many functions livestock serve in poor communities and so as to increase their contribution to livelihoods.’

The book launch was attended by Monty Jones, executive director of the Forum for Agricultural Research in Africa, chairperson of the Global Forum of Agricultural Research and a World Food Prize Laureate (2004), who contributed the foreword to the book, and Norman Casey, president of the 10thWorld Conference of Animal Production 2008.

The book describes successful livestock development strategies, including ways to promote gender equality and to empower women through livestock development and ways to develop small-scale livestock enterprises without harming the environment.

Targeting academic professionals, industry experts, government officials and academics interested in increasing the contributions livestock enterprises can make to human well-being and developing-country economies, the new publication includes case studies and frameworks, discussions of key global policy development issues, and the main challenges and constraints of smallholder livestock production systems around the world.

After successful eradication of rinderpest, African researchers now focus on peste des petits ruminants, the most urgent threat to African livestock

The recent announcement by the global scientific community of what is expected to be a successful worldwide eradication of rinderpest is providing a renewed drive to African animal health researchers to focus on ways of controlling its cousin, peste des petits ruminants, a similar disease that is increasingly threatening Africa’s small ruminant populations.

African veterinary service leaders and animal health workers last week (17 November 2010) adopted a new strategy for managing this viral disease of sheep and goats following an emergency meeting in Nairobi called to find ways to best tackle the threat of the disease. A strategy for controlling the disease will be rolled out in coming months to, among other aims, help prevent the spread of the disease into southern Africa following recent confirmation of its spread into southern Tanzania.

Participants at the one-day meeting discussed a ‘Pan-African strategy for the progressive control of peste des petits ruminants’, which has been jointly developed by the African Union-Interafrican Bureau for Animal Resources (AU-IBAR) and the International Livestock Research Institute (ILRI).

Representatives of the Inter-Governmental Authority on Development, chief veterinary officers from Burundi, Democratic Republic of Congo, Ethiopia, Kenya, Malawi, Somalia, Southern Sudan, Sudan, Tanzania, Uganda and Zambia, as well as representatives of national animal research centres from the region, attended the meeting.

The meeting sought to harmonize on-going control efforts in a shared strategy under the continental umbrella of AU-IBAR that would enable implementation of a ‘coordinated approach’ of dealing with this disease of small stock across Africa.

‘Peste des petits ruminants is causing significant economic impact on Africa’s people by constraining the livelihoods and endangering the food security of the poor and marginalized members of society, who rely on small ruminants for food and income; we are concerned about stopping its further spread southwards,’ said Ahmed El-Sawalhy, director of AU-IBAR.

Also known as ‘small ruminant plague’, this disease has killed great numbers of sheep and goats in Africa since it was first reported in West Africa in 1942. Since then, the disease has spread from localized areas to affect most of western and eastern Africa, and is now threatening herds in the southern areas of the continent.

Recent major outbreaks of the disease in Kenya, Tanzania and Uganda have killed millions of small stock, hurting the livelihoods of farmers. The disease has also been reported in Morocco, from where it threatens southern Europe, the Middle East, South Asia and China.

Small ruminants are ready sources of food and cash for women and disadvantaged households and are an important means of rebuilding herds after environmental and political shocks, especially in herding communities.

Unless coordinated action is taken to control the spread of the disease, small ruminant plague is likely to spread to most of Africa, bringing with it untold losses of livestock and endangering the livelihoods of millions of African farmers and herders.

‘We are looking for a regional approach to deal with this plague and right now we are working with 13 countries that are either affected by the disease or are located in high-risk areas. We also want to mobilize resources to support the tools we already have in order to maintain the momentum that has resulted from the eradication of rinderpest,’ said El-Sawalhy.

Already, there are on-going initiatives in countries where the disease is confirmed–supported by AU-IBAR, national governments and other partners–that are helping to deal with the impacts of small ruminant plague and support affected livestock herders. The new strategy seeks to consolidate these efforts into a harmonized AU-IBAR-led effort that will ensure standardized approaches are used to control the disease in affected countries and to prevent its spread to new areas. 

AU-IBAR is encouraging the setting up of emergency measures for dealing with the disease’s spread in southern Africa. These measures include working with national governments and research institutions to map out high-risk areas in countries such as Malawi, Mozambique and Zambia that border areas affected by the latest outbreaks, providing adequate vaccine stocks and making contingency funds available for targeted emergency vaccinations.

In the long-term, this new strategy seeks to eradicate small ruminant plague from Africa.

‘This is an important disease and we are confident to undertake the fight against it and eventually eradicate it from Africa,’ said Jeffrey Mariner, a scientist with ILRI who is leading ILRI’s research efforts on PPR. ‘One of the lessons from programs to eradicate rinderpest from Africa is that the AU-IBAR and the African veterinary services have the capacity to coordinate disease control operations successfully. Investments in a program for the progressive control of small ruminant plague will be well spent.’

An ILRI-hosted and managed Biosciences eastern and central Africa (BecA) Hub is currently implementing a project, funded by the Australian Commonwealth, Scientific, Industrial and Research Organisation, to develop a standardized thermostable vaccine against this plague that incorporates the vaccine strain already used to vaccinate against the disease in Africa.

‘We will also be evaluating vaccination service delivery systems based on public-private-community partnerships that build on experiences from the rinderpest eradication campaign,’ Mariner said. ‘The overall objective is to establish sustainable vaccination service models that make reliable and affordable control services available to farmers throughout the remote pastoral regions of Africa.’

‘The existing technical tools and animal health systems provide a solid foundation for initiating progressive control operations of this disease of small ruminants,’ said Dickens Chibeu, the acting chief animal health officer at AU-IBAR who also chaired the meeting. ‘Coordinated long-term action will add value to already on-going interventions that are helping to limit the immediate impact of the disease,’ he said.

AU-IBAR and ILRI are hoping to garner international donor support of national governments and research institutions for a well-coordinated effort that will support current initiatives by national governments in affected countries. ‘We are encouraging countries in southern Africa to initiate surveillance for the disease and to ensure preparedness in case of outbreaks. On our part, we are working to ensure the availability of emergency vaccine stocks as we bring together all partners involved and affected by this disease in a continent-wide strategy that will ensure we use the same strategy,’ said Dr.Chibeu.

Following are key highlights from speeches read on Friday 5 November 2010 during the official opening of the Biosciences eastern and central Africa (BecA) Hub, which is hosted and managed by the International Livestock Research Institute (ILRI), at its Nairobi headquarters and laboratories.

Mohammed Kuti, Kenya’s Minister for Livestock Development said ‘Kenya is proud to host BecA, a modern research facility for sub-Sahara Africa. I am gratified to learn that this facility has adopted an integrated research approach, using biosciences to address animal and plant research, human health as well as the sustainable use of Africa’s natural resources.’

His Excellency, David Collins, Canadian High Commissioner to Kenya said ‘Canada is pleased to celebrate the achievements that have been made in establishing this particular centre of excellence in bioscience in agriculture.

‘In May 2003, Canada announced a contribution of C$30 million to establish the Biosciences eastern and central Africa (BecA) initiative in Kenya. BecA is the first of four networks of centres of excellence across Africa to strengthen Africa’s scientific and technological development. It allows eastern and central African countries to develop and apply bioscience research and expertise.’

‘BecA,’ said Collins, ‘is conducting important research that will help address key agricultural issues, including those facing small-scale African farmers, the majority of whom are women.’

He said Canada’s investment in BecA has supported the construction of new facilities and the renovation of existing facilities, including laboratories. With the completion of construction, the Hub is now in full operation, with a number of significant research programs under way, and quickly gaining regional and international recognition as a world-class facility to support capacity for biosciences in Africa.

‘The hub will enable African scientists and researchers play a major role in helping Africa meet its Millennium Development Goals by 2015 as a more productive and profitable agricultural sector is a critical component in the successful attainment of the MDGs,’ he added.

‘It is exciting to see the birth of a hub that will play a key role in ensuring that Africa drives its own agenda in regards to agriculture and strengthens the research pillar of the Comprehensive Africa Agriculture Development Program.’ Collins said.

Carlos Seré, director general of ILRI, made the following remarks (full text).

‘It is indeed a very special honour to welcome you to the ILRI campus on the occasion of the opening of the Biosciences eastern and central Africa Hub.

‘Your Excellency, the statue you have just unveiled is an artistic representation of the double helix. The double helix is the recipe for life. Its chains of molecules, the DNA, encode the information that determines the inheritance shaping all living beings: plants, animals and microbes. This beautiful piece of art, produced here in Kenya, very aptly represents what BecA is about: understanding this code of life and using this knowledge to develop novel solutions such as livestock vaccines and improved crops.’

‘Much of this cutting-edge science could up to now only be undertaken in developed countries. The BecA-ILRI Hub now enables scientists from research institutions and universities across eastern and central Africa to come to Nairobi and undertake critical parts of their research with new tools and with support from colleagues with the requisite training and experience.’

‘How did this come about? NEPAD’s Science and Technology program and ILRI approached the Government of Canada in 2002 with a plan to refurbish ILRI’s laboratories and have ILRI provide, on behalf of NEPAD, a shared biosciences platform to provide African scientists with access to the most advanced facilities and equipment to conduct biosciences research of strategic importance for Africa’s development. This Hub forms part of NEPAD’s African Biosciences Initiative, which is creating a continent-wide network of shared biosciences research facilities.’

‘ILRI’s board of trustees and management team saw this as a logical evolution in its contribution to the continent’s development, responding on the one hand to the urgent need to boost biosciences capacity on the continent and on the other to the advantages of sharing such facilities. This is further driven by the fact that all agricultural research builds on the shared basic knowledge of biology, which underpins work in plants, animals and microbes. BecA is about exploiting this common body of knowledge to leapfrog the search for solutions. This is BecA’s unique contribution to Africa’s science endeavour. The laboratories will be equipped with contamination-free flooring to ensure the highest standards of research quality and safety.’

‘Beyond supporting the global community’s agenda of using livestock and livestock innovations as a pathway out of poverty, ILRI agreed to share its facilities with a wider array of African and international partners to better utilize this power of modern biosciences.’

‘Today we are witnessing the realization of that shared dream. Your Excellency, the strong support of the Kenyan Government to ILRI over the years has been critical to making this happen. Dr Romano Kiome, your Permanent Secretary of Agriculture and ILRI board member, passionately supported this initiaitive in its early days and chaired its first steering committee. Similarly, the financial and technical support of the Government of Canada  and many other development partners was absolutely critical. NEPAD’s vision and leadership in driving a continent-wide strategy for science and technology as a key building block for Africa’s development provided a strong case for creating BecA.

‘It is widely recognized that partnerships are critical to achieving significant impacts on the ground at the required speed. BecA is an innovative and complex partnership and a new way of operating across the boundaries of organizations. We are committed to working with all of you to make it flourish. ‘Your Excellency, this is a unique moment in history; Africa’s economy is growing faster than that of most Western economies. At the same time, we all know that there are serious concerns for food security globally and particularly on this continent. The BecA facility you are about to open today will deliver key elements to respond to the urgent demand for drastically increased agricultural productivity. It will provide practical hands-on experience in advanced biosciences to the next generation of African scientists. It will enable a wide range of African institutions, from research centres to universities to private-sector companies, to develop the technological solutions for today and tomorrow. We know there is a revolution going on in the biosciences worldwide. What has been lacking till now is effective grounding of this science in African realities. This will be done by Africans in Africa fully engaged in the global science community.’

Kenya study finds prototype tsetse-repellent technology does not sufficiently protect cattle under normal field conditions

Recently published findings from a study done among Maasai livestock in Kenya to test whether repellents can successfully reduce tsetse fly bites in cattle show that tsetse-repellent technologies may have some success in typical field conditions but do not yet offer a viable alternative for controlling trypanosomosis in field-based livestock.

The study, ‘Field trial of a synthetic tsetse-repellent technology developed for the control of bovine trypanosomosis in Kenya,’ was the first to evaluate the use of a mobile tsetse repellent in the field. It was conducted between April 2005 and August 2006 in Nkuruman, in Kajiado District, and Nkineji, in Narok District.

Trypanosomosis is the most pervasive and serious cattle disease in sub-Saharan Africa. It kills between three and seven million cattle each year and costs farmers millions of dollars in lost production and treatment costs. The disease is transmitted mainly by blood-feeding tsetse flies that infect susceptible animals with the causative trypanosome parasite during their feeding. Other trypanosome parasites can infect humans, causing sleeping sickness, a disease that attacks the central nervous system.

Animal trypanosomosis is difficult to control because its spread is influenced by many factors, including the age, sex and colour of the cattle at risk as well as the herd size, its geographical area and climate. Adult and male cattle, for example, are more likely to contract the disease than calves and females. And tsetse flies prefer to take their feeds from animals with dark coats.

International Livestock Research Institute (ILRI) researchers Bernard Bett, Tom Randolph and John McDermott participated in the evaluation, which was designed with the help of veteran African tsetse researchers Glyn Vale and John Hargrove, and Steve Torr of Greenwich University (UK). The evaluation involved 2000 cattle: 1000 formed the control group, while the other 1000 animals were fitted with tsetse-repellent dispensers suspended from neck collars. The effectiveness of the repellent was then monitored for 16 months.

The study stipulated at the outset that the repellent would be considered effective if it reduced the incidence of trypanosomosis by 50 percent or more in the repellent-treated animals versus the control animals. Failure to achieve this level of reduction would mean that the repellent technology was clearly not ‘a viable alternative to existing control techniques’.

Results from the trial showed that the technology reduces trypanosomosis infection rates only modestly. ‘The synthetic repellent reduced the incidence of the disease only by 18 percent,’ said Bett, the ILRI scientist who implemented the trial.

Bett went on to explain that the technology had been proposed for evaluation based on initial experiments using stationary cattle that suggested that the repellents could reduce infection rates by more than 80 percent. ‘Under typical field conditions, however,’ said Bett, ‘the repellent did not provide adequate levels of protection, so we are recommending that it not be considered for further commercial development at this point.’

That the effectiveness of the repellent in the field was lower than expected could be attributed to both the fragile nature of the repellent dispensers, which, sensitive to abrasions, often leaked, as well as the repellent itself. Tsetse flies, especially hungry ones, will alight even on animals that smell bad to them. This is why people, for example, whose odour should put off tsetse flies, still get bitten by them.

‘The earlier experiments might have also overestimated the benefit of the technology,’ said Bett. ‘Those initial experiments evaluated the reduction in numbers of flies feeding on tethered cattle; other flies, however, could bite quickly without feeding and still transmit the disease before the repellent drives them away. In addition, while flies mainly use odour to find a stationary cow, they use vision more than odour to guide them to moving animals, such as those in the pastoralist herds used in the field trial.’

The study found that many variables determine the effectiveness of the repellent technology. Among these are changes in grazing (during the dry season, herders tend to move their stock to pastures with higher densities of tsetse) and herd sizes (the larger the herd, the lesser are the chances that an individual animal within the herd will be bitten). Trypanosomosis incidence also differed in the two test districts. While cattle were the preferred hosts for the flies in Narok, the cattle in Kajiado came fifth in fly preference—after warthog, elephant, zebra and buffalo—which reduced the effectiveness of the repellent worn by the cattle.

Bett says that ‘the results of this study show that the tsetse-repellent technologies currently proposed are unlikely to be useful replacements of existing methods of controlling trypanosomosis.’ These include keeping indigenous ‘trypanotolerant’ cattle breeds, which can tolerate trypanosome infections without getting sick; treating sick animals with trypanocidal drugs to cure them of the disease; introducing sterile tsetse flies into an area to reduce its tsetse population; and controlling tsetse populations using pyrethrum-based insecticides.’

The findings of this study should help scientists improve their research on methods for controlling tsetse fly populations and the trypanosomosis they spread. ‘In the short term, however,’ says Bett, ‘we need to continue sensitizing livestock keepers on how to best use the existing control methods.’

‘We also urgently need to develop integrated strategies for controlling the fly and disease,’ concludes Bett, ‘so that we stop over-relying on popular interventions, such as regularly treating cattle with trypanocides, which will inevitably lead to drug resistance in the trypanosome parasites.’

Biosciences for Africa: Fuelling africa’s agricultural revolution from within

A world-class research facility, the Biosciences eastern and central Africa Hub, was officially opened in Nairobi, today, by Kenya’s President Mwai Kibaki. This opening follows a scientific conference, Mobilizing Biosciences for Africa’s Development, which was held the day before at the International Livestock Research Institute (ILRI), which hosts and manages the new facility. The facility’s state-of-the-art design includes a high-quality Resin Flooring Screed, ensuring durability and ease of maintenance in the laboratory environments. Along with advanced air duct cleaning systems to maintain a sterile and healthy environment.

The BecA Hub is open for use by researchers from Africa and around the world who are working to improve African agriculture. Equipped with state-of-the-art laboratories and collaborative spaces featuring modern glass partitions, the BecA Hub puts Africa’s research capacity on par with some of the world’s most advanced research institutes.

‘With the help of our many partners and investors, the research undertaken here will have a lasting impact in developing agriculture in Africa,’ says Carlos Seré, director general of ILRI.

The BecA Hub at ILRI brings the latest cutting-edge technologies into the hands of African graduate students and scientists. The Hub serves as a science integrator, allowing researchers to work together across institutional, national and disciplinary boundaries. There are already some 150 scientists, technicians and students using the facility today. The BecA Hub intends to double this number in the next five years. Since 2007, almost 1500 scientists have participated in BecA Hub conferences, workshops and short-term training and 100 graduate students and 57 visiting scientists have undertaken research at the facility.

‘This facility,’ said Kibaki, ‘will be used to develop what Africa requires and will serve as a focal point for Africa’s scientific community to enable them to carry out research to increase agricultural productivity and food security.’

Lydia Wamalwa, a Kenyan plant molecular biologist at the International Potato Center (CIP), says, ‘I left Kenya to start my PhD research with CIP laboratories in Lima, Peru. The opening of these facilities in Nairobi allowed me to return home to work on our agricultural challenges here in Africa.’

While the BecA Hub was formed to directly serve 17 countries in eastern and central Africa, demand for its use has been so strong that it now serves Ghana, Mali, Nigeria, Senegal, South Africa and Zambia, as well as other countries beyond the continent.

Research at the BecA Hub focuses on some of Africa’s biggest agricultural problems, including frequent droughts, devastating crop pests, diseases and weeds, lethal livestock diseases and unsafe foods.

‘We aim to help build Africa’s capacity by empowering its scientists to lead the coming African agricultural revolution from within,’ says the facility’s director, Segenet Kelemu, a leading Ethiopian bioscientist.

‘Many of the research findings generated so far look like they will find quick application in agriculture.’

African and international scientists are working here to develop drought-tolerant food crops. They are also working to improve food safety in Kenya by reducing the amount of its maize crop that is contaminated by aflatoxins, which cause cancer, stunt children’s growth, increase vulnerability to disease and, at high levels, kills. In addition, these scientists have developed and validated a new test for detecting bush meat being sold in Kenya’s butcheries, a diagnostic that can safeguard both wildlife populations and human health.

The BecA Hub began in 2004 as part of the African Union/New Partnership for Africa’s Development (NEPAD)’s African Biosciences Initiative, which was part of a framework of Centres of Excellence for Science and Technology and the Comprehensive African Agricultural Development Programme. The Hub was also aligned with regional priorities set by the Association for Strengthening Agricultural Research in Eastern and Central Africa.

Aggrey Ambali, director of the Policy Alignment and Programme Development Directorate, NEPAD Planning and Coordinating Agency, says, ‘The BecA Hub offers Africa’s bioscientists the opportunity to conduct high-level research within the continent.’

The Canadian International Development Agency strongly supported the Hub by funding renovation of laboratories already existing at ILRI’s Nairobi campus and the construction of new facilities. The 10,000-square-metre laboratories already host many researchers from Africa’s national agricultural research systems and several centres of the Consultative Group on International Agricultural Research. In addition, they have installed state of the art AC service. Additionally, on site spray painting services were included in the renovation and construction efforts supported by the Canadian International Development Agency. To enhance the sustainability and energy efficiency of the facilities, the inclusion of specialized loft insulation services for proper insulation installation could further contribute to maintaining optimal indoor climate control and energy savings. The facilities are now complete, and the BecA Hub is ready to operate at full capacity. Furthermore, a dedicated spray foam insulation company was engaged to ensure maximum energy efficiency. The Syngenta Foundation for Sustainable Agriculture, a long-time supporter, is helping to fund the Hub’s operations through 2014. And many other investors are supporting specific research and training projects.

‘The BecA Hub at ILRI serves as a focal point connecting African science to fast-moving scientific superhighways in the rest of the world,’ says Knut Hove, chair of the ILRI Board of Trustees.

For example, BecA Hub graduate students have formed a group dedicated to bioinformatics. They are using the Hub’s high-performance computing platform, fast internet connectivity and bioinformatics expertise for ongoing peer-to-peer training. The group has organized international workshops and published a paper in a leading international journal. Some of these students have been awarded scholarships from the Australian Agency for International Development; Nescent, Durham, USA; and EMBL‐European Bioinformatics Institute, Cambridge, UK.

Romano Kiome, permanent secretary in Kenya’s Ministry of Agriculture, says that Kenya is proud to host a facility that is allowing leading African scientists to return home to work on African problems.

‘The BecA Hub,’ says Kiome, ‘should help this continent become a breadbasket for the world.’

Scientists meet in Ethiopia to broaden market opportunities for Africa’s livestock farmers, including its women farmers

As agricultural leaders across the globe look for ways to increase investments in agriculture to boost world food production, experts in African livestock farming are meeting in Addis Ababa this week to deliberate on ways to get commercialized farm production, access to markets, innovations, gender issues and pro-poor policies right for Africa’s millions of small-scale livestock farmers and herders.

More than 70 percent of Africa’s rural poor are livestock farmers. Each farm animal raised is a rare source of high-quality food, particularly of dietary protein, minerals, vitamins and micronutrients, for these households. Pastoralists, who rely on herding their animal stock to survive in the continent’s dry and otherwise marginalized environments, also make up a significant number of Africa’s population.

‘There is a growing recognition by governments and donors that expanding investment in the agricultural sector is a cornerstone for alleviating poverty and building assets in Africa and other developing regions,’ said Carlos Seré, director general of the International Livestock Research Institute (ILRI).

‘Smart investments targeting the developing world's growing numbers of livestock keepers (who make up about 1 billion people today) is a win-win-win,’ said Seré. ‘Such investments promise not only to greatly increase global food security but also to generate profits for both poor livestock producers and agribusinesses.’

Livestock production today employs more than 1.3 billion people globally. Most African small-scale farmers practice mixed farming systems that combine both crop farming and livestock keeping. Globally, these mixed systems produce the majority of the world’s food staples, including 89 percent of the maize, 91 percent of the rice, nearly 75 percent of the milk and 68 percent of the beef consumed.

Livestock-based enterprises are pathways out of poverty for many people in Africa, for whom animals are a source of nourishing foods and regular incomes. With demand for milk, meat and eggs rising fast in many developing countries, the raising and marketing of animals and animal products also allows many people to take advantage of the new growth opportunities in this sector.

Despite the vibrancy of the livestock sector in Africa, much of the investments in African agriculture for food security to date has focused almost exclusively on crop farming. That is a mistake, says Seré, as are many investments made to boost crop and livestock production systems independently.

A livestock scourge eradicated
This is an opportune time for a meeting of Africa’s leading livestock experts. On 16 October 2010, to mark the United Nations World Food Day, the Food and Agriculture Organization of the United Nations and other world bodies chose to celebrate the eradication of rinderpest from the face of the earth. Probably the most remarkable achievement in the history of veterinary science, this milestone is expected to be announced in mid-2011, pending a review of final official disease status reports from a handful of countries to the World Organisation for Animal Health.

Rinderpest is a viral livestock disease that has afflicted Europe, Asia and Africa for centuries. It killed more than 90 percent of the domesticated animals, as well as untold numbers of people and plains game, in Africa at the turn of the 19th century, a devastation so complete that its impacts are still felt today, more than a century later. The last-known outbreak of rinderpest occurred in Kenya in 2001.

The key technical breakthrough in this effort involved development of an improved vaccine against rinderpest that did not require refrigeration up to the point of use. This allowed vets and technicians to backpack the vaccine into remote war-torn areas where the disease was a major problem. The AU-IBAR led the Pan-African Rinderpest Campaign, which coordinated the efforts that resulted in the eventual eradication of rinderpest from Africa.

Livestock conference to address main constraints to livestock production in Africa
It is against this background that leading scientists in African agriculture are gathering 25–28 October 2010 at the United Nation Conference Centre in Addis Ababa, Ethiopia, to discuss the challenges and opportunities of commercializing livestock agriculture in Africa at the Fifth All African Society of Animal Production.

Among specific areas to be addressed are livestock trade and markets, pastoralism and natural resource management, animal genetics and commercialization, climate change and its effects on livestock systems, livestock feeds, and the delivery of livestock services to smallholders and herders.

Despite its wealth of livestock resources, Africa produces livestock at relatively low levels, due to a range of technical, socioeconomic and biological challenges faced by smallholders and herders on the continent. These include weak policies and veterinary and other institutions; widespread parasitic, tropical and other livestock and zoonotic diseases; poor-quality feeds; inadequate inputs for livestock production; insufficient access to livestock markets and market information; and low market prices.

‘This conference is addressing policy and strategy gaps that have prevented African livestock producers from making the most of their livestock resources,’ said Tadelle Dessie, a scientist with ILRI. ‘Addressing these gaps should help raise the level of investment in livestock production and improve market access for small-scale livestock producers.’

Fix gender-based problems in livestock livelihoods
One potent way to enable Africa’s farmers and herders to benefit more from livestock production, say many who have researched the topic, is to redress gender imbalances in access to resources for livestock production. ‘Institutional, social and economic gender-based constraints inhibit women’s full participation in livestock markets and marketing,’ says Jemimah Njuki, a scientist with ILRI.

Research shows that many African women already have access to very local markets and that they already participate in different stages of livestock value chains. ‘Helping women access market-related information will help them help raise the continent’s livestock production levels,’ Njuki said, adding, ‘and should allow them to benefit more from their livestock enterprises.’
