Livestock is a considerable but often overlooked economic driver in poor countries

Women livestock keepers are key to global food security. Those working to support women in livestock development have just received some support of their own.

About 752 million of the world’s poor keep livestock to produce food, generate income, manage risks and build up assets. In rural livestock-based economies, women represent two-thirds (some 400 million people) of low-income livestock keepers. In the Gambia 52% of sheep owners and 67% of goat owners are women. In the mountains of Chiapas, Mexico, sheep husbandry is mainly women’s responsibility, providing 36% of household income through wool processing and sale. In Afghanistan, traditional backyard poultry activities are carried out entirely by women, who manage an average of 10 hens that produce some 60 eggs a year, sufficient for household consumption. And across the world’s regions and cultures, milking and milk processing are mainly undertaken by women.

In spite of their heavy involvement in livestock farming, customary gender roles are often biased, hindering women’s access to resources and extension services and their participation in decision-making. One result is that women get less household income than their menfolk do from livestock farming.

To help redress this, staff of the United Nations Food and Agriculture Organization (FAO) have worked with the International Livestock Research Institute (ILRI) other organizations to support gender analysis in livestock projects and programs worldwide.

This group has just produced a booklet—Understanding and integrating gender issues into livestock projects and programmes—A checklist for practitioners—that identifies the main challenges faced by women in managing small stock, particularly poultry, sheep and goats, and in dairy farming. The booklet is an outcome of a consultative training workshop held in November 2011 in Addis Ababa, Ethiopia, involving four East African countries. The workshop participants shared and critically analysed country-specific experiences from a gender perspective. The booklet compiles this knowledge with the aim of helping livestock experts in the field to identify and address the main constraints faced by women and men both in managing small livestock and dairy farming.

The booklet includes a set of tips and gender analysis tools and a checklist that, through all the stages of a project cycle, offers gender-sensitive guidance.

The Addis Ababa workshop was such a success that FAO is holding another regional training workshop this week (4–6 June 2013) in Bangkok attended by representatives from eight countries from Southeast Asia and Bangladesh; a second booklet, generated by the Bangkok workshop, is planned.

Significant inputs to the Addis Ababa workshop and subsequent booklet were made by gender experts from the International Livestock Research Institute (ILRI), including Jemimah Njuki, who facilitated the workshop. Njuki has since left ILRI and is now based in Dar-Es-Salaam, where she leads a 6-country ‘Women in Agriculture (Pathways)’ program for CARE. Other inputs were provided by staff of the International Fund for Agricultural Development (IFAD), the Global Alliance for Livestock Veterinary Medicines (GALVmed) and representatives of ministries of livestock, agriculture and fisheries in Kenya, Uganda and Tanzania.

Livestock ‘goods’ and ‘bads’: What are the published facts?

Yesterday’s post on this ILRI News Blog, Livestock, poverty and the environment: A balancing act and a balanced account, highlighted the overviews and conclusions provided in a new science paper on the roles of livestock in developing countries.

The paper, written by scientists at the International Livestock Research Institute (ILRI), also provides a wealth of research-based livestock facts little known (and less cited) in current global debates on the roles farm animals play in reducing or promoting global poverty, hunger, malnutrition, gender inequality, ill health, infectious disease and environmental harm.

The authors of the paper argue that no single, or simple, way exists to view, approach or resolve issues at the interface of livestock and these big global problems.

Consider the following facts / complicating factors cited in the new paper.

LIVESTOCK AND POVERTY
Up to 1.3 billion people globally are employed in different livestock product value chains globally (Herrero et al. 2009). Milk and meat rank as some of the agricultural commodities with the highest gross value of production (VOP) in the developing world (FAOSTAT 2011). Nearly 1 billion people living on less than 2 dollars a day in South Asia and sub-Saharan Africa keep livestock (FAO 2009). More than 80% of poor Africans keep livestock and 40–66% of poor people in India and Bangladesh keep livestock (FAO 2009). Some 68% of households in the developing world earn income from livestock (Davis et al. 2007). Across the developing world, livestock contribute, on average, 33% of household income in mixed crop-livestock systems and 55% of pastoral incomes (Staal et al. 2009). The growth in demand for milk and meat, mainly driven by urban consumers in developing countries, has been increasing in the last few decades and is projected to double by 2050 (Delgado et al. 1999, Rosegrant et al. 2009).

LIVESTOCK AND HUNGER
‘Livestock contribute greatly to global food security: they directly provide highly nourishing animal-source foods; they provide scarce cash income from sales of livestock and livestock products used to purchase food; their manure and traction increase household cereal supplies; and increases in livestock production can increase access by the poor to livestock foods through lower prices of livestock products.’

  • Livestock systems in developing countries now produce about 50% of the world’s beef, as well as 41% of our milk, 72% of our lamb, 59% of our pork and 53% of our poultry future (Herrero et al. 2009); all these shares are expected to increase in future (Bruinsma 2003, Rosegrant et al. 2009).
  • Most meat and milk in the developing world comes from so-called ‘mixed’ crop-and-livestock systems [which] . . . are central to global food security, as they also produce close to 50% of the global cereal output (Herrero et al. 2009 and 2010).

LIVESTOCK AND MALNUTRITION
‘Although livestock and fish clearly make important contributions to overall food security, there is an even more important role of animal source foods in achieving nutrition, as opposed to food, security. Animal source foods are dense and palatable sources of energy and high-quality protein, important for vulnerable groups, such as infants, children, pregnant and nursing women and people living with human immunodeficiency virus with high nutritional needs. They also provide a variety of essential micronutrients, some of which, such as vitamin A, vitamin B12, riboflavin, calcium, iron, zinc and various essential fatty acids, are difficult to obtain in adequate amounts from plant-based foods alone (Murphy and Allen 2003). Animal source foods provide multiple micronutrients simultaneously, which can be important in diets that are lacking in more than one nutrient: for example, vitamin A and riboflavin are both needed for iron mobilisation and haemoglobin synthesis, and supplementation with iron alone may not successfully treat anaemia if these other nutrients are deficient (Allen 2002). Micronutrients in animal source foods are also often more readily absorbed and bioavailable than those in plant-based foods (Murphy and Allen 2003).’

LIVESTOCK AND GENDER INEQUALITY
‘Almost two-thirds of the world’s billion poor livestock keepers are rural women (Staal et al. 2009). . . . Livestock are an important asset for women because it is often easier for women in developing countries to acquire livestock assets . . . than it is for them to purchase land or other physical assets or to control other financial assets (Rubin et al. 2010). . . . Livestock assets are generally more equitably distributed between men and women than are other assets like land (Flintan 2008). . . . Women generally play a major role in managing and caring for animals, even when they are not the owners. . . . Despite the role of women in livestock production, women have lower access to technologies and inputs than men and there are gender disparities in access to extension services, information and training throughout the developing world due to women’s long workdays, a neglect of women’s needs and circumstances when targeting extension work, and widespread female illiteracy.’

LIVESTOCK AND ILL HEALTH
‘In developing countries, human health is inextricably linked to the livestock, which underpin the livelihoods of almost a billion people . . . . Livestock have an essential role in contributing to good health through providing animal source food, manure and draft power for plant source food, as well as income to buy food and health care. At the same time, livestock can lead to poor health if animal source foods contribute to poor diet and through providing a reservoir for diseases infectious to people (zoonoses). The relationship between livestock, human nutrition and human health are complex, with multiple synergistic and antagonistic links . . . . For example, poor livestock keepers worldwide face daily trade-offs between selling their (relatively expensive) milk, meat and eggs to increase their household income and consuming the same (high-quality) foods to increase their household nutrition. Because animal source foods are so dense in nutrients, including micronutrients that help prevent ‘hidden hunger’, decisions in these matters have potentially large implications for the nutritional and economic health of households. Livestock contributes to food security and nutrition in various ways.’

LIVESTOCK AND INFECTIOUS DISEASE
‘In poor countries, infectious disease still accounts for around 40% of the health burden in terms of years lost through sickness and death (WHO 2008). Livestock directly contribute to this through the foodborne diseases transmitted through animal source foods, the zoonoses transmissible between livestock and people, and human diseases emerging from livestock. A recent estimate suggests that 12% of the infectious disease burden in least developed countries is due to zoonoses, and the majority of this is transmitted to people from livestock hosts through consumption of animal source foods, vectors or direct contact (Grace et al. 2012). More indirectly, keeping of livestock affects agro-ecosystems in ways that influence their ability to provide health-provisioning services. This may be positive or negative. In some circumstances, livestock act as a buffer, for example, between trypanosomosis-carrying tsetse or malaria-carrying mosquitoes and people; in this case, livestock act as alternative hosts, effectively protecting people. In other cases, livestock are an amplifying host, for example pigs harbouring and multiplying Japanese encephalitis and thus increasing the risk it poses to people.’

  • Food-borne disease is the world’s most common illness and is most commonly manifested as gastrointestinal disease; diarrhoea is one of the top three infectious diseases in most developing countries, killing an estimated 1.4 million children a year (Black et al. 2010).
  • In countries where good data exist, zoonotic pathogens are among the most important causes of food-borne disease (Thorns 2000, Schlundt et al. 2004).
  • Animal-source food is the most risky of food commodities (Lynch et al. 2006), with meat and milk providing excellent mediums for microbial growth.
  • Most human diseases come from animals, with some 61% being ‘zoonotic’, or transmissible between animals and humans, including many of the most important causes of sickness and death.
  • Endemic zoonoses that prevail in poor countries are among the most neglected diseases.
  • Zoonoses (diseases transmissible between animals and man) and diseases recently emerged from animals (mostly human immunodeficiency virus [HIV]-acquired immunodeficiency syndrome) make up 25% of the infectious disease burden in the least developed countries (Gilbert et al. 2010).
  • Currently, one new disease is emerging every four months, and 75% of these originate in animals (Jones et al. 2008).

LIVESTOCK AND ENVIRONMENTAL HARM
‘The impacts of livestock on the environment have received considerable attention as the publication of the Livestock’s Long Shadow study (Steinfeld et al. 2006). This study helped draw attention to the magnitude and scale of livestock’s impact on land use, greenhouse gas (GHG) emissions and pollution among others, and it created a thrust for the sector’s stakeholders to develop research agendas geared towards generating better data for the environmental assessment of global livestock systems, and to develop solutions for mitigating environmental livestock problems, and policy agendas more conducive to a greening of the sector by promoting regulation, increases in efficiency and others.’

Land: For grazing or fodder?

  • Livestock systems are one of the main users of land; livestock use some 3.4 billion ha for grazing and 0.5 million ha of cropland for the production of feeds (33% of arable land), globally (Steinfeld et al. 2006).
  • Of the world’s 3.4 billion ha of grazing lands, 2.3 million ha (67%) are in the developing world, with expansion of pastureland at the expense of natural habitats in the developing world in the order of 330 million ha in the last 40 years (FAO 2009).
  • The world will require an additional 450 million tonnes of grain to meet demand for animal products by 2050 (Rosegrant et al. 2009).

Climate change: Decrease livestock numbers or increase livestock efficiencies? (or both?)

  • Livestock are an important contributor to global greenhouse gas emissions causing global warming; current estimates range from 8.5% to 18% of global anthropogenic greenhouse gas emissions (O’Mara 2011), with the range reflecting methodological differences (inventories v. life cycle assessment), attribution of emissions to land use (Herrero et al. 2011, O’Mara 2011) and uncertainty in parameter values (FAO 2010).
  • Livestock in the developing world contribute 50% to 65% of the total emissions from livestock in the world. (Herrero et al. 2013).
  • The higher the productivity of farm animals, the lower the emissions per unit of their products (FAO 2010).
  • While livestock systems in general terms generate significantly more greenhouse gas emissions per kilocalorie than crops, the potential for the livestock sector to mitigate such emissions is very large (1.74 Gt CO2-eq per year, Smith et al. 2007), with land-use management practices representing over 80% of this potential (Smith et al. 2007) and with most of the mitigation potential (70%) lying in the developing world (Smith et al. 2007).

Livestock manure: Waste or resource?

  • Livestock wastes—considered a serious problem in the developed world—are a critical agricultural resource in large parts of Africa, where soils are inherently poor (Petersen et al. 2007, Rufino et al. 2007).
  • Manure contributes between 12% and 24% of the nitrogen input in nitrogen cycles in cropland in the developing world (Liu et al. 2010).
  • Recycling of animal manures is practiced in most mixed crop-livestock systems, although efficiencies are rarely close to those of the developed world (Rufino et al. 2006).
  • Synthetic fertilizers are unaffordable for most small-scale farmers, who depend on the (poor) fertility of their soils to produce food crops, or on livestock to concentrate nutrients from the relatively large grazing lands (Herrero et al. 2013).
  • In many farming systems, the production of food crops directly relies on animal manures to increase effectiveness of fertilizers applied to cropland (Vanlauwe and Giller 2006).
  • Although animal manure can be a very effective soil amendment, its availability at the farm level is often very limited, so designing technologies for soil fertility restoration only around the use of animal manure is unrealistic.

Payments for environmental services: Exclude or include livestock keepers?

  • Despite the fact that livestock is widely distributed in virtually all agro-ecosystems of the developing world, few ‘payment for environmental services’ schemes have targeted livestock keepers; most have focused on such services as climate, water and wildlife (Landell-Mills and Porras 2002, Wunder 2005).
  • Enhancing the role that rangelands play in maintaining ecosystem services through improved rangeland management could be of essential importance for enhancing global green water cycles (Rockström et al. 2007).
  • In Africa, where close to half of the pastoralists earn less than US$1/day, it’s estimated that even modest improvements in natural resource management in the drylands may yield gains of 0.5 t C/ha per year, which translates into US$50/year, bringing about a 14% increase in income for the pastoralist (Reid et al. 2004).

Livestock, poverty and the environment: A balancing act–and a balanced account

Territory size shows the proportion of worldwide meat consumption that occurs there (map by Worldmapper). Meat consumption per person is highest in Western Europe, with nine of the top ten meat-consuming populations living in Western Europe (the tenth in this ranking is New Zealand). The most meat is consumed in China, where a fifth of the world population lives.

Authors of a new paper setting out the roles of livestock in developing countries argue that although providing a ‘balanced account’ of livestock’s roles entails something of a ‘balancing act’, we had better get on with it if we want to build global food, economic and environmental security.

‘The importance of this paper lies in providing a balanced account [for] . . .  the often, ill-informed or generalized discussion on the . . .  roles of livestock. Only by understanding the nuances in these roles will we be able to design more sustainable solutions for the sector.

‘We are at a moment in time where our actions could be decisive for the resilience of the world food system, the environment and a billion poor people in the developing world . . . . At the same time, . . . the demand for livestock products is increasing, . . . adding additional pressures on the world natural resources.

Not surprisingly, the world is asking a big question: what should we do about livestock?

The paper, by scientists at the International Livestock Research Institute (ILRI), provides ‘a sophisticated and disaggregated answer’.

‘The sector is large. There are 17 billion animals in the world eating, excreting and using substantial amounts of natural resources, mostly in the developing world, where most of the growth of the sector will occur. The roles of livestock in the developing world are many . . . . [L]ivestock can be polluters in one place, whereas in another they provide vital nutrients for supporting crop production.’

The picture is complex. Whether for its positive or negative roles, livestock are in the spotlight. . . . [M]aking broad generalizations about the livestock sector [is] useless (and dangerous) for informing the current global debates on food security and the environment.

So what are these ‘nuanced, scientifically informed messages about livestock’s roles’ that the authors say are essential? Well, here are a few, but it is recommended that interested readers read the paper itself to get a sense of the whole, complicated, picture.

In a nutshell (taken from the paper’s conclusion), the authors say that ‘weighing the roles that livestock play in the developing world’ is a ‘complex balancing act’.

On the one hand, we acknowledge that livestock is an important contributor to the economies of developing nations, to the incomes and livelihoods of millions of poor and vulnerable producers and consumers, and it is an important source of nourishment. On the other side of the equation, the sector [is a] . . . large user of land and water, [a] notorious GHG [greenhouse gas] emitter, a reservoir of disease, [and a] source of nutrients at times, polluter at others . . . .

‘Against this dichotomy, [this] is a sector that could improve its environmental performance significantly . . . .’

This paper argues that we will help ensure poor decision-making in the livestock sector if we do the following.

Continue to ignore the inequities inherent
in the debate on whether or not to eat meat
‘This debate translates into poor food choices v. the food choices of the poor [and remains] dominated by the concerns of the developed world, [whose over-consumers of livestock and other foods] . . . should reduce the consumption of animal products as a health measure. However, the debate needs to increase in sophistication so that the poor and undernourished are not the victims of generalisations that may translate into policies or reduced support for the livestock sector in parts of the world where the multiple benefits of livestock outweigh the problems it causes.’

Take as given the projected trajectories of animal
consumption proposed by the ‘livestock revolution’
These trajectories ‘are not inevitable. Part of our responsibility is to challenge these future trajectories, and ensure that we identify levels of consumption and nutritional diversity for different parts of the world that will achieve the best compromise between a healthy diet that includes livestock products (or not), economic growth, livelihoods and livestock’s impacts on the environment. No mean feat, but certainly a crucial area of research.’

Continue to promote large-scale consolidated farms over efficient
and market-oriented smallholders as engines for feeding the world
‘Advocates of large-scale farming argue in favour of the higher efficiencies of resource use often found in these systems and how simple it is to disseminate technology and effect technological change. True, when the market economy is working.’ Not true when the market economy is not working. Investment in developing efficient value chains is essential ‘to create incentives for smallholders to integrate in the market economy, formal or informal.’

Continue to hurt the competitiveness
of the smallholder livestock sector
‘Formal and informal markets will need to ensure the supply of cheaper, locally produced, safe livestock products to adequately compete. This implies a significant reduction in transaction costs for the provision of inputs, increased resource use efficiencies, and very responsive, innovative and supporting institutions for the livestock sector in developing countries (FAO, 2009).

Continue to give lip service to paying for environmental services—
and continue to ignore livestock keepers as targets of these services
‘Proofs of concept that test how these schemes could operate in very fragmented systems, with multiple users of the land or in communal pastoral areas, are necessary. Research on fair, equitable and robust monitoring and evaluation frameworks and mechanisms for effecting payments schemes that work under these conditions is necessary. The promise of PES [payment for environmental services] schemes as a means to . . . produce food while protecting the world’s ecosystems is yet to be seen on a large scale.’

Don’t help small-scale livestock farmers and herders
adapt to climate change or help mitigate global warming
In a low carbon economy, and as the global food system prepares to become part of the climate change negotiations, ‘it will be essential that the livestock sector mitigate GHG [greenhouse gas emissions] effectively in relation to other sectors. Demonstrating that these options are real, with tangible examples, is essential . . . .’

Don’t modify institutions and markets to reach smallholders—
and continue to ignore women livestock producers
‘Underinvestment in extension systems and other support services has rendered poor producers disenfranchised to access support systems necessary for increasing productivity and efficiency’ or safety nets. Increased public investment in innovation and support platforms to link the poor, and especially women, to markets is essential.

Continue to protect global environmental goods
at the expense of local livelihoods of the poor
‘. . . [S]tern public opinion in favour of protecting global environmental goods, instead of local livelihoods, could create an investment climate’ that hurts smallholder farmers. The informal and formal retail sectors must ‘gain consumers trust as safe providers of livestock products for urban and rural consumers’.

Bottom line: Need for nuanced information / narratives / approaches
The authors conclude their paper with a plea for greater tolerance for ambiguity and diversity rather than fixed ideas, and a greater appetite for accurate and location-specific information rather than simplistic generalities.

Balancing the multiple roles of livestock in the developing world and contrasting them with those in the developed world is not simple.

‘The disaggregated evidence by region, species, production system, value chain, etc. needs to be generated. Messages need to be well distilled, backed by scientific evidence and well articulated to avoid making generalisations that more often than not confuse the picture and ill-inform policy. Livestock’s roles are simply not the same everywhere.

The roles, whether good or bad, need to be accepted by the scientific community.

‘Research agendas need to use the livestock bads as opportunities for improvement, while continuing to foster the positive aspects. These are essential ingredients for society to make better-informed choices about the future roles of livestock in sustainable food production, economic growth and poverty alleviation.’

ILRI adopts strategy and plan to mainstream approaches for gender equity in livestock development

This month, management of the International Livestock Research Institute (ILRI) adopted a ‘Strategy and plan of action to mainstream gender in ILRI’.

The document was developed by a task force led by Jemimah Njuki, leader of ILRI’s Poverty, Gender and Impact team.

This strategy and action plan define the role that ILRI will play to stimulate and facilitate efforts, both in-house and with partners, to take advantage of opportunities to promote gender equality and equity within the livestock subsector and the agriculture sector in general.

It has three main objectives:

  1. To promote equality of opportunity and outcomes between women and men in the livestock subsector at local, national, regional and global levels;
  2. To increase the quality, efficiency and impacts of ILRI’s work in livestock development;
  3. To ensure that equality, equity and rights are respected across gender, that there is good gender representation in ILRI staffing and decision-making positions and that there is active and balanced participation by both women and men in ILRI’s work.

The action plan is designed to contribute to the ongoing development of a new strategy for ILRI. To make it operational, Jimmy Smith called on ILRI staff to ‘work together to translate this commitment into actions that make a difference on the ground’.

Best ways to manage responses to recurring drought in Kenya’s drylands

Those working to mitigate the impacts of the current drought in the Horn of Africa and to help prevent severe hunger and starvation from occurring here in future will profit from a close reading of a 2010 report by the International Livestock Research Institute (ILRI). This report—An Assessment of the Response to the 2008–2009 Drought in Kenya: A Report commissioned by the European Delegation to the Republic of Kenya—reviews the effectiveness of livestock-based drought response interventions during Kenya’s devastating 2008–2009 drought and suggests ways to improve the current drought management system and to incorporate climate change adaptation strategies into the country’s drought management policies.

Major findings of the report

The overriding importance of mobility
Without a single exception, all pastoralist groups interviewed consider mobility and access to natural resources as the most potent mechanism for coping with drought. Ironically, this is also the activity that is increasingly the most impeded. Interventions that facilitate and/or maintain critical migratory movement and/or allow access to unused grazing areas will continue to serve as the most powerful way to mitigate livestock losses during a drought. Often the funds required to achieve this are minimal compared to other interventions and as such it is also the most cost-effective intervention. Interventions targeting the removal of restrictions to mobility and access should be considered as prime activities during preparedness.

The importance of functioning livestock markets
Participants of a one-day workshop on commercial destocking in Marsabit District said that a successful commercial de-stocking intervention is next to impossible if the district does not already have a functioning, fully fledged, dynamic livestock trade as an ongoing activity during ‘normal’ times. ‘Emergency’ commercial de-stocking, they said, should in that case not be necessary because the commercial sector, if functioning, should be capable to up-scale its activity if and when there appeared a drought-related market surplus of stock.

Drought responses are falling behind
Although the drought responses presented here appear to be more effective and timely than responses to earlier droughts, these recent responses are not keeping up with an ongoing decline in many pastoral households in livestock assets and coping capacities. Furthermore, poor governance, lack of political will and mismanagement of funds plague efforts to move from relief responses to longer term development interventions. And conflicts over land, closely linked to a rapid population growth in Kenya, remain largely unresolved, with indications that these conflicts are only increasing and severely restricting pastoral mobility.

Lack of involvement of local communities
Local communities were not involved in the design and implementation of most interventions to help them cope with the drought. The single community to be consulted was in Laikipia, and that consultation was restricted to just one topic: livestock off-take. A Kajiado Naserian community that wanted support with finding alternative livelihoods so that it could stop relying on relief food actually found a goat distribution project that involved the community to be more successful than any relief interventions. Another community, in Isiolo’s Merti location, prefers a viable livestock market to any government-funded livestock off-take program and sees investments in pasture management as one way to solve the feed problems during drought.

Lessons learned
The good news
Increased semi-permanent presence of key non-governmental organizations in critical areas that are able to encompass a realistic drought management cycle approach has substantially improved information and speed of response. This, in combination with improved collaboration between agencies, together with improved coordination has at face value improved both the quality and timeliness of responses to droughts. The continued implementation of a basket of suitable preparedness activities remains the most cost-effective approach to reduce the impact of shocks. Activities such as those implemented by a regional ‘Drought Preparedness’ program of the European Commission’s Humanitarian Aid department (ECHO) and a project on ‘Enhanced Livelihoods in the Mandera Triangle’ funded by the United States Agency for International Development (USAID) are beginning to show a marked impact.

The bad news
But this good news is largely negated by other factors, such as reduced line ministry capacity, administrative/institutional changes such as the relentless creation of new districts, and conflicts. In some arid districts and in overall humanitarian terms, drought emergencies are no longer caused solely by prolonged periods of rainfall deficit; rather, such emergencies are increasingly provoked by many factors acting in concert, with the most important contributing factor being reduced access to high-potential grazing lands. This situation is itself caused, and heavily exacerbated, by a relentlessly increasing demographic pressure that is creating whole populations with scarce access to any animal resources at all. These dryland communities are left highly vulnerable to shocks.

Other major findings

The problems underlying dryland livestock-based livelihoods cannot be solved by relief interventions alone; their solutions require long-term research and development strategies and programs that build on and strengthen rather than undermine local institution, livelihood strategies and coping strategies.

Population growth and the continued and unplanned creation of settlements without access to permanent water continue to put a huge burden on humanitarian sources during a drought.

Communities found corruption and mismanagement to be bigger problems than ineffective interventions.

A Livestock Emergency Guidelines and Standards (LEGS, 2009) handbook, summarizing livestock-specific interventions, is an excellent toolkit supporting relief practitioners, but much remains to be improved regarding the appropriate timing of such interventions.

The lack of a coordinated approach in, and access to, reliable livestock statistics, both numerical and distribution wise, remains a huge constraint in the overall management of Kenya’s arid and semi-arid lands.

To prevent delays in the release of emergency funds, drought contingency plans should be regularly updated and contain agreed-upon quantitative triggers for the release of funds to implement interventions and creation of a sufficiently endowed national drought contingency fund deserves the highest priority.

In late 2009, at the conclusion of Kenya’s 2008–2009 drought, the European Union delegation funded this review of responses to the drought to help Kenya improve its drought management system by recommending more appropriate, effective and timely livestock-based interventions. The report begins by characterizing the severity of the two-year drought and assessing how well its impacts were forecasted. It then reviews 474 livestock-based interventions carried out during the 2008–2009 drought in six arid and semi-arid districts in Kenya. It recommends which livestock-related interventions to implement during drought (including specific advice on commercial destocking) and provides a checklist of advised livestock-based interventions for different scenarios. It offers guidelines for effective monitoring and evaluation. And it identifies where the drought response intervention cycle is hampered by policy constraints and how these might be addressed.

About drought in Kenya
Drought is the prime recurrent natural disaster in Kenya. It affects 10 million, mostly livestock-dependent, people in the country’s arid and semi-arid lands; remarkably, these non-arable lands cover more than 80 per cent of the country’s land mass. While reducing the country’s economic performance, recurring droughts particularly erode the assets of the poor, who herd cattle, camels, sheep, goats over the more marginal drylands. This regular erosion of animal assets is undermining the livelihoods of Kenya’s pastoral herding communities, provoking many households into a downward spiral of chronic hunger and severe poverty.

About Kenya’s drought management system
Since 1996, the Office of the President in Kenya, supported by the World Bank, has been implementing an Arid Lands Resource Management Project (ALRMP) in the country’s drought-prone and marginalized communities. The ALRMP, further supported by the European Union, funded a Drought Management Initiative and consolidated a national drought management system with structures at the national (Kenya Food Security Meeting, Kenya Food Security Steering Group), district (District Steering Group) and community levels. This drought management system includes policies and strategies, an early warning system, a funded contingency plan and an overall drought coordination and response structure. The main stakeholders involved, in addition to the Government of Kenya and its line ministries, are various development partners and non-governmental organizations. The most far-reaching changes to Kenya’s drought management system since its inception are now under way and include major institutional changes through the creation of a Drought Management Authority and a National Drought Contingency Fund.

About the drought of 2008–2009
The results of this study confirm that the 2008–2009 drought was extreme not only in meteorological and rangeland production terms, but also in terms of its devastating impacts on livestock resources. It is estimated that some 57 per cent of cattle and 65 per cent of sheep, for example, perished in Samburu Central District in 2009; in Laikipia North District, it is reported that 64 per cent of the cattle and 62 per cent of the sheep died over the 2008–2009 period. (Note that these estimates, being mostly subjective, give more of an impression than a reliable estimate of the impacts of the drought on Kenya’s livestock populations.)

What’s in this report?
Chapter 3 provides a general characterization of Kenya’s 2008/2009 drought. Chapter 4, assesses the drought responses in six arid and semi-arid districts of Kenya (Kajiado, Isiolo, Samburu, Laikipia, Turkana and Marsabit), incorporating feedback from a variety of stakeholders at district and national levels. Chapter 5 provides a checklist for drought-response scenarios; Chapter 6, guidelines for monitoring and evaluating responses to drought; and Chapter 7, a plan for commercial destocking in one of these districts. Chapter 8 summarizes climate change forecasts for Kenya and assesses the need for incorporating climate change adaptation policies into the country’s drought management strategies. Chapter 9 discusses the implications of the findings and makes recommendations. Chapter 10 distils lessons learned. This report is similar to an evaluation of responses to the 2000/2001 drought in Kenya (by Y Aklilu and M Wekesa) and reviews to what extent their recommendations were effectively implemented.

The report’s findings in a nutshell
The number of livestock interventions made increased dramatically between the 2000/2001 and 2008/2009 droughts. The total expenditure was also greater in 2008/2009 (USD4.6 million for 6 districts) than in 2000/20001 (USD4 million in 10 districts). ALRMP and the Kenya Government were the main funders of the efforts. Unfortunately, most livestock-related interventions began very late, in early to mid 2009, well past the optimal timing closer to the onset of the drought, in mid-2008. The ALRMP interventions started earliest, reportedly because it was the only organization with funds readily available through its Drought Contingency mode, when the drought became apparent to all. A total of more than 1.5 million people benefited directly from the interventions made in 2008/2009. The cost per individual reached was Kshs3,362, ranging from Kshs163 for water trucking to Kshs8,652 for emergency destocking. An estimated 15,873 tropical livestock units were purchased as part of emergency off-take. Over 5.7 million animals were reached by health interventions between July 2008 and December 2009. Over 1.5 million people were reached by interventions, 413,802 with traditional livestock interventions (destocking, animal health and feeds).

Practical lessons learned

Lesson 1
The most effective interventions were those that facilitated access to under-utilized grazing and watering resources. Those districts in Kenya with little new access to these natural resources are the most vulnerable.

Lesson 2
So-called ‘commercial de-stocking’ remains the least cost-effective drought intervention in Kenya. Long distances to markets, poor timing of interventions and lack of economies of scale all play important roles in making this kind of de-stocking unviable. But more than anything else, lack of an existing dynamic marketing system virtually precludes a commercial de-stocking operation from being cost-effective.

Lesson 3
‘Livestock-fodder-aid’ comes a close second in terms of poor cost-effectiveness. Shipping substantial quantities of bulky commodities such as hay to remote locations is extremely costly and moreover has had little if any measurable impact.

Lesson 4
Slaughter off-take, preferably carried out on the spot, with the meat distributed rapidly to needy families, is a popular intervention with beneficiaries and can provide substantial benefits. Those that sell a live animal often benefit also from the distribution of its meat. And the availability of this high-protein food can benefit household nutrition while allowing the selling households to maintain a little purchasing power a little longer.

More specific findings

The number of livestock-related interventions and the funding associated with these both increased considerably over the interventions carried out during the last drought in Kenya, in 2000/2001.

Once established, risk management systems tend to become static, but effective risk-management systems need to be adaptive and to build in mechanisms for people to ‘learn’.

Few interventions were made by mid-2008, when the drought was already apparent. Early interventions are preferable as they are more effective. Yet 63 per cent of all interventions, and all destocking programs, were conducted after June 2009, when the drought was at its peak.

Centrally managed interventions from Nairobi, such as the provision of fodder and the Ministry of Livestock Development-funded market off-take through the Kenya Meat Commission, had little impact and would have been many times more effective if funds had been made available through Drought Management Structures. (Considerable harm was done when publicized sales of stock never materialized, with large numbers of the animals herded to specified collection points suffering horribly and dying for lack of water and fodder.)

Unmanaged resource-related conflicts among ethnic groups were reported to be a major constraint to an equitable use of the diminishing natural resource base.

Bringing in water with tankers, maintaining and developing boreholes and destocking by slaughter in the affected areas were generally considered to be the most effective interventions. Most ‘other water’ and animal feeding interventions were considered ineffective.

Being more effective is not simply a question of spending more money; significant gains can be made by improving the way current resources are spent. (Across all types of interventions, no significant relationship was found between the effectiveness of a given intervention and its cost per individual reached.)

The problems of many unsuccessful interventions, such as animal feed and health, were due largely to inefficiency of implementation and/or poor timing.

A third more animals were moved in 2008/2009 than in 2000/2001. As disease killed many of the animals that migrated, animal health interventions should be included in future migration strategies.

Hay provisioning, which when well done might be an appropriate intervention, was generally too late and too little to have any significant impact on supporting animal herds through the drought.

Apart from Turkana and Samburu districts, no information on livestock marketing was disseminated or off-take exercises publicized, resulting in late off-takes and a greater expenditure of resources for off-take during the emergency stage than during the alert/alarm stage.

Bulletins put out by EWS (Early Warning Systems) provide overly generalized information, with no specific livestock focus, making the information inappropriate for livestock interventions. The information also often appears late, is too generic for district-specific interventions, and defines no thresholds for the release of contingency funds.

A lack of publicly available near-real-time and historic rainfall data hampered the real time analysis of rainfall anomalies. From a timeliness perspective, rainfall data is the most appropriate source of information for early warning, as it allows the longest response time to scale up relief operations. A number of organizational issues in the hands of government could improve this situation.

Analysis of monthly vegetation greenness anomalies does not appropriately reveal rangeland drought conditions relevant for livestock, as livestock manages to cope with shorter periods of reduced forage availability. A twelve-month running average of NDVI (normalized difference vegetation index) detected historic droughts much more precisely, indicating the usefulness of running average techniques for rangeland early warning purposes.

Satellite imagery allows near real time to screen opportunities for migration and identify for remedial conflict resolution in areas of high insecurity.

The reporting on livestock body condition, milk production and productivity proved to be inconsistent across districts, frequently incomplete and with units of measurement unspecified, indicating the need to harmonize the collection of livestock statistics.

This study assesses the impacts of the Arid Lands Resource Management Project (ALRMPII), a community-based drought management initiative implemented in 28 arid and semi-arid districts in Kenya from 2003 to 2010 to improve the effectiveness of emergency drought response while at the same time reducing vulnerability, empowering local communities, and raising the profile of ASALs in national policies and institutions.

(3) Livestock drought management tool. Final report for a project submitted by ILRI to the FAO Sub-Regional Emergency and Rehabilitation Officer for East and Central Africa, 10 Dec 2010, by Polly Ericksen, Jan de Leeuw and Carlos Quiros.

In August 2010, the Food and Agriculture Organization (FAO) sub-Regional Emergency Office for Eastern and Central Africa contracted ILRI to develop a prototype livestock drought management decision support tool for use by a range of emergency and relief planners and practitioners throughout the region. The tool, which is still conceptual rather than operational, links the concepts of ‘drought cycle management’ with best practice in livestock-related interventions throughout all phases of a drought, from normal through the alert and emergency stages to recovery. The tool uses data to indicate the severity of the drought (hazard) and the ability of livestock to survive the drought (sensitivity). The hazard data has currently been parameterized for Kenya, but can be used in any countries of East and Central Africa. The tool still lacks good-quality data for sensitivity and requires pilot testing in a few local areas before it can be rolled out.

Getting gender issues into people’s heads and hearts–An expert assessment for agricultural development

The gender-specific disadvantages and inequities faced by rural women in poor countries create challenges for the research and development specialists working to help them empower themselves. Political, social and cultural environments all need to change before most women will be able to take a larger role in generating incomes. Men and women both need to be involved for that to happen. And when that does happen, men and women both will benefit from women’s empowerment.

The views of four women experts in the area, shown in this short (3 minute: 40 second) film, were recorded at a February 28–2 March workshop held at the International Livestock Research Institute (ILRI), in Addis Ababa, Ethiopia, where a group of experts assessed the current state of gender-related agricultural research in Africa, particularly the experiences of a 5-year joint ILRI-Ethiopian government project called ‘Improving Productivity and Market Success of Ethiopian farmers (IPMS).

One of the major constraints that we saw that came in the way of helping women to take part in market-oriented agricultural activities is their lack of technical skills and knowledge.

The project that we are looking at now from IPMS with ILRI has done a lot of experimenting on how to target women, how to target the household, how to get them engaged and how in some ways make people see the other side of things.

One of the things that we tried to do was to make sure the women have more access to knowledge and skill development through a number of trainings—and also bringing actually both the husband and wife together for the training so that they have a shared knowledge. We have demonstrated that this is a good way of approaching knowledge and skill sharing with women and men.

What we have recently done in ILRI in terms of women and livestock is tried to put together what is it that we know at the moment on women and livestock and how to use livestock as a pathway out of poverty for women.

That I think is one of the gaps in this country—there isn’t much research happening. And on gender specifically, I think we look to ILRI for some of the research it’s done. And I think the approach that they are using, working with their development partners in getting those research works done, is excellent and it should be strengthened.

I’m a bit surprised, I must say, to come to a workshop now in 2011 and to hear actually many of the same things being said that were said back in the early 1980s. We published this 30 years ago but publishing wasn’t enough. We obviously didn’t manage to get into people’s heads, into their hearts and into the materials that they are dealing with day to day our messages about the important role of women in agricultural development.

We are hoping that this then becomes a starting point from which development partners can then start saying this has worked before, this has not worked and research organizations can then say, these are the further questions that we need to address in terms of generating evidence.

Seblewongel Deneke
Education is important. The more educated the women are, the more they will have control over the number of family members they can have. Reproductive health, the population pressure, all those things—there are many factors out there: it’s not just agriculture in isolation. For the research side of things that interlink—inter-linkages between sectors may be looked at, and then, maybe the answers would come from different angles.

Ranjitha Puskur
There have been a number of projects, often localized—projects working on specific issues in specific areas and at specific times. So there’s all these pieces of the puzzle scattered everywhere, and this workshop is an attempt to bring all this together.

Seblewongel Deneke
Yes, IPMS has done quite a bit of work on making research linked with the development aspect, and we have other projects that are doing similar approaches, where research and the development partners have come together to actually do the work together. And I think that is the best way to go forward.

Jemimah Njuki
We have made a lot of progress in terms of at least understanding what the gender issues in agriculture are, of even identifying some of the strategies that could be used to address these gender inequalities. I think what remains to be done is to see how those strategies, how those interventions, can be done at a scale that’s large enough to reach millions of women—which we need to do!

To celebrate the centenary of International Women’s Day, 8 March 2011, ILRI produced and web-posted on 8 March the following eight very short filmed interviews of four women on where we are in gender-related research for agricultural development in poor countries.

The interviews were made at a recent conference, ‘Gender and Market-Oriented Agriculture: From Research to Practice’ (31 January–2 February 2011), held at the Addis Ababa, Ethiopia, campus of the International Livestock Research Institute (ILRI) and organized by ILRI and a project conducted by ILRI on behalf of the Ethiopian government: Improving Productivity and Market Success of Ethiopian Farmers (IPMS).

Can complex gender issues be translated into enabling policies for women?
Susan MacMillan (ILRI) says that if we do not manage to find ways to place our understanding of gender issues in the context of environment, economy, agriculture, education and health, our well-meaning research might end up doing more harm than good. While gender is now on the agenda of every government and every big development project in the world, we don’t yet know what policies manage to empower women or how to implement them.

Evidence is needed to improve women’s development
Seblewongel Deneke (Canadian International Development Agency [CIDA]) says there are still misconceptions about rural women in developing countries, such as the idea that most farmers are men. The evidence that ILRI is providing will help to address these misconceptions.

Gender mainstreaming is just beginning
Seblewongel Deneke (CIDA) says that although many people are now talking about mainstreaming gender by including gender issues in research and policymaking, new laws around gender in Ethiopia are rarely enforced and research projects find it hard to expand capacity within extension workers and trainers and so meet the complex needs of women.

Rural women miss opportunities due to heavy household duties
Anne Waters-Bayer (Ecology, Technology, Culture Foundation (ETC) Netherlands) argues that gender research still struggles to help women manage their household and childraising work. Without targeting training in these areas, women will continue to miss out.

Women farmers held back by traditions
Jemimah Njuki (ILRI) explains that two facts have hindered women’s development in agriculture: lack of ability to inherit land and other rules stemming from traditional cultures and the fact that most policymakers are men; changes are now occurring in both areas.

Training men and women farmers together could help both make more money
Susan MacMillan (ILRI) says that when businesses become profitable, they tend to be taken over by men. This is one reason why women find it hard to make money from agriculture. Training male and female household members together may allow both to see that it’s in everyone’s interest to reduce gender inequities so that households can improve their income and nutrition.

30 Years of gender research—Are the conversations still the same?
Anne Waters-Bayer (Ecology, Technology, Culture Foundation [ETC] Netherlands) says the gender challenges faced by agricultural scientists in the 1980s are, unfortunately, similar to those we face today. Many women are still living in material want, struggling to send their children to school, to get good health care and to generate and control an income from their agricultural work.

‘It takes an orchestra to play a symphony’: Jemimah Njuki on making market-oriented agriculture work for women

Agricultural intensification in many parts of Africa has meant that traditional food crops such as bananas and beans have entered sophisticated market chains which, though they provide benefits, also carry certain risks for smallholder producers, most of whom are women.

Jemimah Njuki, a Kenyan sociologist and gender specialist at the International Livestock Research Institute (ILRI), says that ‘despite women’s involvement in agricultural development in rural parts of Africa, how they benefit from this involvement is often unclear, because as commodity market chains become increasingly commercialized, they often end up marginalizing the women they sought to help in the first place.’

In a keynote speech at the opening of a workshop on ‘Gender and Market-oriented Agriculture: From Research to Action’ (#AgriGender2011) being held at ILRI’s campus in Addis Ababa, Ethiopia, Njuki noted that ‘with the emergence of regional and export markets, as soon as women’s crops become profitable, they are no longer women’s crops. And we can end up doing as much harm as good.’

Cautionary tale
Njuki told a story to illustrate this. It’s about a farmer named Mercy that she knew and worked with in Malawi. Mercy is a smallholder bean farmer from Chinseu Village who often intercropped her beans with maize on her small plot of land. Using little fertilizer or other farm inputs, Mercy produced between 50 and 100 kilogrammes of beans in a good year. Her family consumed half her bean crop at home and she sold the remainder on the roadside near her village. She used the money she earned from the sale of the beans to buy food and clothes for her family.

When a new farming project was started in Chinseu, Mercy got access to improved bean varieties and markets. Because the new bean variety could not be intercropped, she had to grow the beans on a different plot of land from her maize. The investment paid off, however, and in the first year she produced nearly one ton of beans. To sell the increased produce, she needed to find new markets, and these were far from her village. Her husband thus started to transport the surplus beans to the city for bulking and sale there. He began spending less and less time at home, and sometimes he spent the income from the beans before he reached home. Meanwhile, Mercy remained at home, often with less bean income than she had before she began to adopt the ‘improvements’.

Doing right by women does right by everyone
Njuki believes that market-oriented agriculture will succeed in helping women only if it moves beyond ‘doing right for women.’ ‘We should not include gender development in agriculture to help women only; we ought to focus on women because if we do not, there will be adverse repercussions for the incomes, nutrition and empowerment not only of women but also of households, communities and countries.’

To get market-oriented agriculture to work for women, Njuki suggests the following ways of raising the often under-recognized role of women in agricultural production.

Increase women’s decision-making in agricultural projects to enable them play a role in identifying markets and commodities in specific value chains. ‘We should not push any one commodity at women to bring about change; we must first understand from them what they need.’

Work with both men and women because women live in households and communities that include their husbands, brothers and other men. ‘If we do not put money in pockets of men, we will not manage to put money in the pockets of women.’

Raise women’s assertiveness and leadership skills by linking them directly with (especially urban) consumers who buy their products so that the women producers understand at first hand how markets work and what kinds of products their clients prefer.

Encourage women to come together in groups, which give them better bargaining power to access banking and other financial services.

Increase women’s access to technologies and inputs and services to ensure that they can on-goingly adopt production practices needed to meet new and changing market needs and demands.

Njuki recommends that projects widen their indicators of success beyond just increases in women’s income. ‘We need to expand our indicators to look at the distribution of this income. We need to know which households and individuals are benefiting. We need to pay attention to labour issues.’

Finally, Njuki warns that success in work aiming to redress gender imbalances depends on a multitude of actors working together. ‘No one (woman) can whistle a symphony. It takes an orchestra to play it,’ she concluded, quoting Halford Luccock. ‘These initiatives need to be driven and replicated by many individuals and organizations working together to scale up community successes regionally.’

Empowering women in agriculture means sharing benefits with men–ILRI TEDx Talk

On 14 December 2010, Jemimah Njuki, a Kenyan sociologist and gender specialist at the International Livestock Research Institute (ILRI), gave a TEDxWashingtonCircle talk in Washington, DC, organized independently of TED events by the International Food Policy Research Institute. Njuki joined IFPRI's Agnes Quisumbing and Ruth Meinzen-Dick in a conversation, 'Igniting change: The gender match', arguing that gender remains the 'missing ingredient' in many development policies and programs.

In her talk, Njuki agrees that gender is still the missing link in agricultural development. But while gender mainstreaming has become 'a standard discourse' in agricultural development, she says, we have moved from gender-blind approaches to focusing exclusively on women. 'We have forgotten,' says Njuki, 'that women are situated in societies, that women live with men in their households, that women have to get power from those that are holding power within these communities.'

Focusing exclusively on women to advance their development is a mistake, says Njuki. A mistake for women. A mistake for men. A mistake for families. A mistake for their communities. A mistake for development projects aiming to empower women.

'Men have to be part of the solution', says Njuki. If we're going to put money in the pockets of women, she says, we have to put money also in the pockets of men. We won't elevate women without elevating whole households and communities.

Njuki provides a cautionary tale from Malawi, where a project to empower women through better marketing of their bean crops was soon taken over by men, disempowering women's involvement in, and benefits from, this traditionally female crop. She describes taking home that lesson in a subsequent project in Africa 'to change the face of women in agriculture' that made its starting point not problems (there were too many of them) but rather with opportunities—opportunities for both women and men. The project managed to improve food security and women's empowerment, but not at the expense of men.

Leadership and assertiveness training for women? Check. Training for women in group organization skills? Check. Gender training for households and villages? Check. But also—training in gender equality rather than 'women's empowerment'.

Unusually, and, if truth be said, thrillingly, the Nairobi headquarters of the International Livestock Research Institute and BecA—a Biosciences eastern and central Africa Hub that ILRI hosts and manages—have, within the space of 12 months, been visited by two very seriously important persons: Bill Gates, co-chair of the Bill & Melinda Gates Foundation, in early December 2009; and Mwai Kibaki, president of the Republic of Kenya, early this month (November 2010).

Both VIPs expressed excitement in, and support for, BecA’s recently launched state-of-the-art biosciences facilities, which they happily toured, donning crisp white lab coats to inspect BecA’s ultra-modern, super-molecular laboratories, including a half-million-dollar ‘454’ DNA sequencer, a space-agey-looking biosafety containment facility and a shiny brand-new greenhouse.

The feminization of biotech
While the entourages of both Gates (who was on a private visit) and Kibaki (on a State visit) were mostly male, BecA’s director, Ethiopian Segenet Kelemu; as well as a key initiator and supporter of BecA, Australian Gabrielle Persley; and some half the students and African scientists the VIPs met and interviewed while they toured the labs, were female. On both visits, our male VIPs appeared impressed by the high 'girl power' in these high-tech labs. And so they should have been, both VIPs coming of age (Gates is 55 this year, Kibaki, 79) when such visible expression of the closing of the gender gap was rare.

Closing the gender gap
Fortuitously and aptly, then, on the morning of President Kibaki’s visit to ILRI on 5 November 2010 to officially open the BecA Hub, another meeting, arranged by research groups much earlier than the State visit was arranged, was starting in another venue on the same ILRI campus, far from the imposing presidential dais, marching band, schoolgirl choir and guest and refreshment tents erected and assembled down the hill, in front of ILRI’s Mara House office building.
 
Back up the hill, then, in a meeting room adjacent to a quiet quad and out of the fray, a group of (mostly) women experts on gender and agriculture in developing countries opened an ‘inception’ workshop for a new scientific project aiming to reduce inequalities between men and women (and boys and girls) in agricultural development.
 
We know that Bill Gates supports this work, because his Bill & Melinda Gates Foundation is funding the project. And we suspect that President Kibaki would also be supportive. (Upon learning that a schoolgirl choir, standing near the presidential dais, had awaited his arrival from the labs for several hours to sing for him, Kibaki admonished his staff that the girls ought to be in school, this being a Friday, and instructed them to have all the schoolgirls immediately seated under the tents.)

Historic beginnings for closing the gender gap in agricultural projects
The gender research project being quietly kicked off in ILRI’s N’Dama Lounge was, in its way, as much an historic beginning as the advanced labs being opened further down the hill. Scientists at ILRI and elsewhere have known for years that more—much, much, much more—should be done to address women’s issues in agricultural development. And they have struggled for years to incorporate women’s issues into their research programs. With little success.
 
Women continue to have fewer assets than men
If small-scale agriculture remains the backbone of most developing-country economies, women remain the stuff that makes up that backbone. Across nationalities, cultures and religions, women more than men tend to invest their time and energy and income in the stuff that matters most to most of us, with the greatest benefits provided to the greatest numbers of poor. Yet women have fewer assets than men—whether we look at land, natural resources and other tangible assets or less tangible ones like human capital. This gap between men’s and women’s assets not only reduces agricultural productivity, but also restricts women’s decison-making power, which affects such vital matters as sustainable food production, children’s nutrition and education, and economic development. 
 
That’s what we know. Not what we do. And the disconnect between what we know to do in ‘gender’ issues in agricultural development and what we do do has been getting bigger and more glaring every year.
 
When pigs fly, we used to say, not so long ago, we will all be working to help women help the rest of us in development—just because that’s what women tend to do, regardless of their material circumstances. The disjunct between what women do for agriculture and what we in agricultural research and development do for them, we said, was a disgrace. And then we would sigh and crawl back into a ‘what to do?’ cynicism. What our staff lacked, we said, was the training and technical assistance needed first to identify and then to address disparities in agricultural development and in assets. That’s now changing. At ILRI the change is due to the institute’s recent hiring of people who know what to do—and are ready to do it.
 
These new staff and positions include some of the best scientists in the world who are champions of gender research in agricultural development. These relatively new ILRI staff include Jemimah Njuki, a Kenyan leading sociologist in gender and agriculture studies; Nancy Johnson, an American agricultural economist and poverty analyst; and Canadian Patti Kristjanson, a long-term ILRI economist who just two years ago launched a 'Women and Livestock Challenge Dialogue'. (In January of this year, Kristjanson moved to the World Agroforestry Centre, across town from ILRI, to lead a research team that is part of a new global climate change initiative involving all 15 centres of the Consultative Group on International Agricultural Research, to which ILRI belongs.) These three women formed a Gender, Poverty and Impacts research team which, despite starting only one-and-a-half years ago, has already created the momentum across ILRI for re-focusing on gender and agriculture.

Can a few women make a difference?
Can a few committed women and some supportive men make a big difference in gender research for development? With institutional support, we're betting on it. ILRI’s seriousness about, and new serious expertise in, empowering women farmers and marketers got the attention of other groups working toward the same goal. The ILRI group has joined forces with the International Food Policy Research Institute (IFPRI) team of Ruth Meinzen-Dick and Agnes Quisumbing, long-time researchers on gender and agriculture.
 
This inception workshop for the ‘Gender, Agriculture and Assets Project,’ held from 5–7 November 2010, is a 3-year initiative of IFPRI and ILRI funded by the Bill and Melinda Gates Foundation. The overall aim of the initiative is to improve rural livelihoods in sub-Saharan Africa and South Asia by helping agricultural development programs significantly reduce inequalities, including disparities in assets, between men and women.
 
The workshop brought together research and development partners from different organizations. In addition to IFPRI and ILRI, these included BRAC, CARE Bangladesh, East Africa Dairy Development project, Fintrac Inc, Grameen Foundation, Helen Keller International, International Rice Research Institute, Kickstart International, Land O’Lakes, Rural Development Institute, Tropical Soil Biology and Fertility initiative at the International Center for Tropical Agriculture, and the World Vegetable Centre (AVDRC), as well as the Bill and Melinda Gates Foundation, the International Fund for Agricultural Development and the United States Agency for International Development.
 
As part of the initiative, the team will evaluate some 10 agricultural research and development projects funded by the Bill and Melinda Gates Foundation, the United States Agency for International Development, the World Bank, and others to identify the impacts of these projects on women’s assets and to clarify which strategies have been successful in reducing gaps between men and women in access to, and control of, assets.

The project is based on several premises: (1) that control over, and ownership of, assets is a critical component of well-being, (2) that increasing control or ownership of assets does more to help create pathways out of poverty than increasing incomes or consumption alone and (3) that the different kinds of assets addressed by a project—whether tangible or intangible, for example, or whether defined as natural, physical, financial, human, social or political ‘capital’—matter. Project staff are investigating the control of assets because who controls assets in households matters a lot. Household members typically do not pool all resources or agree on what their scarce resources should be used for. The benefits of policy changes in any given household or community are determined largely by who in the household or community is the main beneficiary of the new resources. And we now have evidence from many countries that increasing the resources under the control of women not only improves the nutrition and health of children, but also increases agricultural productivity and household incomes.
 
Astonishingly, although women make a significant contribution to agriculture in developing countries and are much more likely than men to use their (scarce) resources to improve the nutrition, welfare and well-being of their families, they are still neglected in most agricultural research and development programs. At a Global Conference on Agricultural Research for Development, held in Montpellier, France, last March (2010), IFPRI’s Ruth Meinzen-Dick argued that accounting for gender in our research and development work is not an option but a necessity if we are going to reduce world poverty and feed the world’s growing populations (which are expected to peak at mid-century, falling after that): ‘Changing agricultural research and development from male-dominated to gender-equitable is not merely an issue of political correctness or ideology; it is a matter of development effectiveness that can benefit everyone.’
 
Although getting reliable, accurate and timely statistics disaggregated by gender remains a formidable challenge for most countries (in 2010, the United Nations found that no census had been carried out in the last three decades in 41 per cent of the countries in sub-Saharan Africa), what we know is probably enough to be getting on with. The following should give a flavour of the depth and scope of the issues.
 
More women than men:
  • own no land
  • are poor and hungry
  • are illiterate
  • are refugees
  • are living with HIV (in Africa)
  • are caring for those living with HIV/AIDS.
Most women:
  • work longer hours than men
  • work in jobs with lower pay, status, power and authority than men
  • get paid less than men for doing the same work
  • provide most of the family labour and are unpaid for that labour
  • bear double responsibility for household and farm work
  • receive a fraction of the agricultural extension and support services provided to men
  • have half the education levels of men
  • have less access to health care services than men
  • have fewer legal rights than men.
Flying pigs?
Fortunately, as detailed and dissected in this inception workshop, projects from South Asia (Bangladesh, India, Nepal) and sub-Saharan Africa (Burkina Faso, Cameroon, DR Congo, Ghana, Kenya, Madagascar, Malawi, Mali, Mozambique, Nigeria, Uganda, Rwanda, Sierra Leone, Tanzania, Zimbabwe) have potential to address such asset disparities.
 
These projects are working across the spectrum of women’s rural livelihoods and concerns in these regions, from animal husbandry to vegetable genetics, from nutrition and sociology to agricultural economics and development management. An enumeration of some of the more obvious specific topics tackled in the projects presented at this workshop gives some idea of the broad disciplinary expertise demanded by those working to help women use agriculture to better their lives. These include dairy development, land transfer to girls, vegetable production, development and dissemination of nutrient-rich foods such as orange-fleshed sweet potatoes, value addition and processing, market information systems, high-value horticulture, crop management and irrigation.
 
Some of the opportunities described in overviews of these projects include the following.
  • Fully 94 per cent of the vendors in vegetable markets in sub-Saharan Africa are women.
  • Twice as many women as men in Uganda cultivate sweet potatoes, most sweet potato traders in towns as well as villages are women, and women tend to be less risk-averse in crop choice than men.
  • Contrary to previous reports, information tips delivered by mobile phone delivery of market and other agricultural information in Uganda show female farmers are very interested in receiving, and acting on, timely market information.
  • Legumes, once considered a 'woman's crop in much of Africa, can directly benefit the nutrition of poor households.
  • With increasing migration of men from rural to urban areas in South Asia, the roles of women are shifting from unpaid farm labourers to de facto farm managers.
  • Seedling nurseries are an opportunity for women because they require relatively little labour and can be established close to homesteads.
  • East African women dairy producers have most control of the milk they sell informally in the evening.
According to this group of scientists, the gender research areas in greatest need of addressing are:
  • Training in methods to integrate gender and asset-based approaches in agriculture development programs.
  • Evaluating agriculture development programs to understand what works and what does not work in building women’s assets and scaling out those strategies that work.
  • Collecting gender-disaggregated data. 
  • Initiating, and training in, gender-sensitive monitoring and evaluation work. 
  • Expanding measurements of income and consumption to include evaluations of how projects build assets.

The gender and agricultural assets initiative wants to learn from the most promising successes in these projects so as to help redress imbalances in power. The project leaders are dreaming and thinking big. They aim no less than pushing a ‘paradigm shift’ in agricultural development programming from ‘gender exploitive’ to ‘gender accommodating’ to ‘gender transformative’. This will of necessity mean taking on a lot, including ‘challenging the ideological, socio-cultural, economic, political and institutional frameworks and structures that create and recreate gender inequalities’. The project leaders are well aware of the danger that such targeting, if not done well, can lead to a backlash that further marginalizes rather than supports poor women. And they recognize the role of men in achieving gender equality.
 
This project will train teams of experts in how to use tools to assess the assets held by men, women and households as a whole and in how to integrate and measure the effectiveness of strategies for increasing the assets of women. To this end, IFPRI’s Ruth Meinzen-Dick proposed a conceptual framework for analyzing assets while ILRI’s Jemimah Njuki presented different strategies for addressing gender in agricultural programs, explaining why and how to complement quantitative tools in monitoring and evaluation with qualitative tools. IFPRI’s Dan Gilligan described methods for evaluating quantitative impacts and ILRI’s Nancy Johnson and IFPRI’s Agnes Quisumbing discussed different types of assets, data needs and data collection instruments. Project implementers and evaluators in this initiative are expected to work hand in hand over the life of the selected projects, using both qualitative and quantitative methods  to assess and document changes from baselines in levels of control and ownerships of assets.
 
And pigs, then, will perhaps have a chance to start to fly.
