When charity is not enoughAcross much of Ethiopia today, the grass and crop fields are green, the oxen and chickens fat and sleek, and the goats and cows roaming outside the traditional round mud huts, called ‘tukuls’, where smoke rises from cooking fires inside, healthy.

When charity is not enoughThe first of the year’s crop harvests are just now coming in—too late to save the most vulnerable. Livelihoods have been seriously effected in parts of Ethiopia’s Afar, Amhara, Oromiya, SNNP (Southern Nations, Nationalities and Peoples), Somali and Tigray regions with the failure of seasonal crops, large losses of livestock and skyrocketing market prices.

The situation is beginning to improve in some areas where rainfall has been received. However, the full recovery of lost assets and future agricultural productivity will require sustained support from government and humanitarian partners in the areas of seed support, supply of veterinary drugs and training of veterinary staff. The rate of livestock sickness in Somali Region has reached critical levels in pastoral communities. NGOs in the region are carrying out small-scale slaughter destocking exercises to improve access to water and pasture for core breeding stock.

Ethiopia’s State Minister for Agriculture and Rural Development, Dr Abera Deresa, says drought emergencies like this one, which the Ethiopian Government and United Nations agencies agree are affecting pockets of Ethiopia’s most vulnerable peoples and marginal farming areas, are a common, recurrent phenomenon in Ethiopia.

‘What is being under-reported’, says the minister, ‘is that Ethiopia’s farm production has recently been increasing by a healthy 10% every year. Unfortunately, this doesn’t necessarily mean that demand and supply are compatible. Thus we have the current food crisis in Ethiopia, which is caused (as in the rest of the world) by climate change (drought), the international shift of food crops to biofuel, and incompatibility of demand and supply.’

The Ethiopian government has been working closely with humanitarian organizations to mobilize timely humanitarian support for the worst-affected regions and peoples. In this work, Abera said, Ethiopia relied on an Early Warning System set up within the Ministry of Agriculture and Rural Development.

When charity is not enoughHunger is hitting other countries here in the Horn of Africa, which are reeling from the triple blows of drought and soaring food and fuel prices. The United Nations estimates that more than 14 million people urgently need food aid, including 2.6 million in Somalia, more than 1 million in Kenya, and 6.4 million in Ethiopia (the latter up from 4.6 million estimated earlier).

Aid programs are responding to this and other crises. The United States, for example, will this year give Ethiopia more than US$800 million—$460 million for food, $350 million for HIV/AIDS treatment, and just $7 million for agricultural development. No one wants a repeat of the great Ethiopian famine of 1984/5, which killed a million people.

‘We need to help countries like Ethiopia to create and sustain livelihoods as well as to save lives, says Carlos Seré, director general of the International Livestock Research Institute (ILRI), which has a principal campus in Ethiopia’s capital, Addis Ababa. ‘That requires something longer term than food aid. It requires helping the country build skills, infrastructure and policy instruments that support equitable development of smallholder agriculture, the backbone of the Ethiopia’s economy. Pastoralists and small-scale farmers should to be able to feed their families while building assets for the future.’

The Ethiopian Government agrees. Realizing that humanitarian support is not a long-term solution to the country’s food security problems, it is working to help its farmers improve and sustain their food production by, for example, improved ways of managing the country’s heavy clay Vertisol soils and controlling invasive weeds and termites in crop fields. The Government is also supporting market-oriented development of smallholder farmers at all levels, in recent years training some 60,000 extension workers who work directly with farmers.

‘The Government works closely with a wide variety of partners,’ says the minister. ‘One good example is the IPMS Project.’

Improving productivity and market success

Seré and Abera agree that development work should be homegrown wherever possible. That’s why in 2005 ILRI teamed up with the Ethiopian Ministry of Agriculture and Rural Development and the Ethiopian Agricultural Research System and other centres of the Consultative Group on International Agricultural Research (CGIAR) to implement an action-oriented research project to “Improving the Productivity and Market Success” (IPMS) of Ethiopian Farmers. This 5-year project, funded by the Canadian International Development Agency (CIDA), works on market-led agricultural development in ten pilot learning districts as well as at regional and federal levels.

This initiative works to help smallholder farmers transform their subsistence-based farming
practices into market-oriented agricultural systems. The IPMS project works with farmers, cooperatives, private-sector market agents, credit agencies and public-sector service providers to develop such a new system through a process of testing and learning.

Knowledge management, innovation capacity development and participatory commodity development approaches are cornerstones of the strategy. Both crop and livestock commodities are considered in the project’s 10 pilot learning districts,

The rising price of food
When charity is not enoughWhile the food price index of the United Nations Food and Agriculture Organization, which captures trends in major food commodities, rose by 56 per cent between March 2007 and March 2008, it increased only 39% in Ethiopia, 20% in Burundi and Kenya, and just 11% in Tanzania. In several other countries in the region, including Madagascar, Malawi, Rwanda, Uganda and Zambia, the increase was less than 10%. Experts consider that this is because of the varied “food baskets” in the region, with teff being a staple in Ethiopia, local maize in Kenya, plantain in Uganda and beans in Rwanda. Even so, the UN World Food Programme estimates that in some places in Ethiopia, the price of maize increased 83 per cent, sorghum 89 per cent and wheat 54 per cent between September 2007 and February 2008.

Livestock owners these days are getting higher prices for their livestock commodities. That would appear to be a good thing for the poor, because the higher prices for livestock commodities should be benefiting households that are net sellers rather than buyers of food. But contrary to conventional wisdom, most poor households in this region, including those in rural areas, are net buyers rather than net sellers of food, and thus are, at least initially, hurt rather than helped by rising livestock and other food price rises.

Can poor farmers benefit from rising prices?
In many circumstances, higher livestock prices should, over the longer term, help more than hurt poor livestock producers, and that is why ILRI is encouraging subsistence farmers in Ethiopia and its neighbouring countries to take a more market-oriented approach to their production systems.

Even so, ILRI and its Ethiopian partners are well aware that not all small farmers will benefit from the rising prices of livestock commodities, that not all small farmers will enter the market economy—or should try, and that provision in policies should be made for those farmers who for various reasons will continue their subsistence production methods and those who will drop out of farming altogether.

When charity is not enoughThe IPMS project is testing different ways of providing market information on the price and quality of livestock products, introducing small-scale processing of dairy and other livestock products, and new ways to link livestock producers and sellers. Use is made of a credit innovation fund to encourage existing credit institutions to develop new financial products, such as lending/repayment procedures that include collateral requirements to support the introduction of these interventions. ILRI and other research institutions supply the project with knowledge, help it build indigenous capacity in agricultural development, and provide technical advice and documentation of lessons learned. The livelihoods of many of Ethiopia’s small farmers have already been greatly enhanced by their adopting the practice of short-term fattening of large and small ruminants. 

Earlier this year, Ethiopia’s Prime Minister H.E. Meles Zenawi presented the IPMS project with a Development Hero Certificate from the government of the Regional State of Tigray.

 The livestock development efforts of IPMS focus on sales of meat or live animals and milk and other dairy products. 

The project tests market-oriented production interventions:

• improved housing for farm animals
 (supplementary) feeding systems
 Improved use of crop residues
 planted forage species
 community-based grazing and control of ‘sleeping sickness’ (trypanosomosis)
 community-based breeding and insurance schemes for short-term fattening
 input supply/service interventions
 private bull stations
 decentralized artificial insemination service
 use of synchronization to improve the efficiency of artificial insemination
 private-sector involvement in feed and forage seed supply
 development of a ‘paravet’ animal health system

for livestock and the production of methane gases by cattle, a factor in global warming.

Do higher meat and milk prices adversely affect poor people?

Based on new projections for global food demand, higher prices mean that a larger number of poor consumers will have reduced access to food. This is a key finding in the latest issue of id21 insights.

The February 2008 issue of id21 insights focuses on ‘The growing demand for livestock’.  Population and economic growth in developing countries are increasing the demand for food, particularly meat and milk. The growth in food consumption is shifting from industrial to developing countries. As global demand for meat and milk increases, many policies will focus on promoting international trade in livestock and livestock products.

This insight paper contains eight short articles exploring who will benefit from the expanding global markets.

In the article, ‘Do higher milk and meat prices adversely affect poor people?’ division director and policy economist at the International Food Policy Research Institute (IFPRI), Mark Rosegrant and ILRI agricultural systems analyst, Phil Thornton, explore what rising prices will mean for the poor.

One of their key findings is that a larger number of poor consumers will have reduced access to food. Poor livestock keepers will be hit hard and higher cereal prices will impact negatively on all poor people. This is based on new projections for global food demand, produced by IFPRI’s ‘IMPACT’ model and linked to ILRI’s livestock spatial location-allocation model (SLAM).

Thornton warns ‘while there are considerable opportunities for livestock growth, there is a danger that smallholder producers and other poor livestock-dependent people may not be able to take advantage because their access to markets and technologies is constrained.’
The expected growth in demand and supply of livestock-related products will mean profound changes for animal production systems. While there are many opportunities, there are also risks that need to be considered and managed:

• If appropriate food standards and regulatory systems are not implemented, expanded market activity and a rise in exports of livestock and livestock products could threaten food safety and increase the risk of animal disease transmission.
• Declining resource availability could lead to the degradation of land and water resources in livestock systems, as well as loss of animal genetic resources/indigenous livestock diversity.
• In grassland-based systems, grazing intensity is projected to increase by 50% globally as early as 2030, which may result in resource degradation in places.

Pro-poor international trade policies needed

Rosegrant and Thornton conclude that long-term policies will be necessary to ensure that the development of livestock systems plays a role in reducing poverty, as well as mitigating negative environmental impacts, encouraging income equality and supporting progress towards reducing malnutrition.

‘People are increasingly recognising the need to promote pro-poor international trade. We need policies to ensure that small-scale farmers can produce safe livestock products and sell them in appropriate markets. Unfortunately, there are not many examples of this happening in practice’ concludes Rosegrant.

Rising prices worldwide meant that new export opportunities were opening up for Kenya’s dairy sector. Kenya has about 1.8 million rural households keeping some 6.7 million dairy cows.  These small-scale farmers and traders handle more than 80% of all the milk marketed in Kenya.

The ‘big five’ African vintage cows

We are losing the genetic resources locked up in the world’s domesticated livestock at an unprecedented rate
 
Of the 7,616 breeds of domestic livestock reported to FAO, 1,491, or 20%, are classified as being ‘at risk’. What’s at stake in this ‘livestock meltdown’ is nothing less than the animal basis for world food security. If we are to adapt food production systems to radically changing conditions in the coming decades, animal as well as plant genetic diversity will be critical resources for doing so. Traditional breeds offer diversity, which is the only base for future selection and adaptation. The on-going loss of our livestock genetic heritage is tantamount to losing a road map for survival—the key to food security, environmental stability and improving the human condition. Here are five rare ‘vintage cows’ of Africa that could be part of that road map.

SHEKO

SHEKO

Only some 2,400 Sheko cattle remain alive. These relatively small animals, which are related to West Africa’s ancient N’Dama cattle, are found only in the remote corner of southwestern Ethiopia, near the Sudanese border, where the Sheko people bred them for millennia for their natural resistance to disease, particularly tsetse-transmitted trypanosomosis. The Sheko are believed to be the last remnants of Africa’s original humpless shorthorn cattle, which were probably first domesticated in this region of eastern Africa.

ANKOLE

ANKOLE

There are about 3.2 million Ankole cattle in five countries of East and Central Africa. The Ankole are drought-resistant and beloved by their keepers also for their uncommon gentleness, beauty, rich milk and tasty meat (believed also to be low in cholesterol). Rapidly expanding human populations, infrastructures and markets, however, are forcing more and more farmers to replace their indigenous African Ankole cattle with exotic breeds such as the black-and-white Holstein-Friesians dairy cows, which produce much more milk. At their current rates of decline, these hardy, graceful animals will disappear within the next 50 years.

RED FULANI
RED FULANI
This large bony and typically red-coated animal has extremely long lyre-shaped horns. It is kept by pastoral Fulani people, who herd the animal across open semi-arid rangelands of the Sahel that criss-cross five countries of West and Central Africa. This is a dual-purpose milk and meat animal prized for its ability to cope with heat, ticks, insect bites and great water and feed scarcity.

KURI

These hamitic longhorn humpless cattle inhabit the hot, humid shores and archipelagos of the Lake Chad Basin in Cameroon, Chad, Niger and Nigeria. They are large-bodied, typically white, and carry highly distinctive bulbous horns. The breed is adapted to the hot and humid climate and can survive long droughts. They are managed under traditional systems, feeding on grass on the small islands of Lake Chad. They are excellent swimmers and follow their herdsmen through the water as they travel from an island to another; their bulbous horns are considered useful in floating. The Kuri are highly fertile animals and excellent milk and meat producers. ILRI estimates the remaining population of Kuri, now threatened with extinction, to number only some 10,000 head.

IMPROVED BORAN

The semi-nomadic Borana tribe in southern Ethiopia and northern Kenya herd the Boran, a medium- to large-sized and long-legged zebu animal that has considerable potential as a meat breed. On acquiring them early in this century, Kenyan ranchers judiciously crossed the original Ethiopian Boran with European breeds. This scheme to maximize the potential of an indigenous breed rather than attempt to replace it with exotic types has been highly successful. Today, the Improved Boran is one of Africa’s top beef breeds. Docile and well-adapted to hot, dry ranching conditions and to sparse pasture, these valuable animals have been exported from Africa to other continents, such as Australia, and from there to the USA.

Genebank community wins science partnership award

Research centres are honoured for their work to preserve the diversity of the world’s key food and forage crops.

Twelve centres of the Consultative Group on International Agricultural Research (CGIAR) recently won the CGIAR’s Outstanding Partnership Award for their management of genebanks and effective stewardship of plant genetic resources they hold in trust for the world community.

The Partnership’s genebanks are vital for achieving food security and protecting plant genetic diversity and represent the most important international effort to safeguard the world’s agricultural legacy. ILRI and the other 11 centres of the CGIAR hold more than 600,000 samples of crop-plant diversity. These include wild relatives and more than half of the global total of farmer-created varieties, which are a rich source of sought-after characteristics.

Base genebanks are used for long-term security storage of original germplasm collections. They act as a repository of materials that have been reasonably characterized and which may or may not have current interest or use by plant breeders. Collected materials are preserved until such time as there are enough resources available for them to be characterized and evaluated. Active genebanks are used for current research and distribution of seeds, with all seeds in active collections freely available in small quantities to all research workers and distributed both directly and through networks.

Jean Hanson, a plant geneticist working at the Addis Ababa campus of the International Livestock Research Institute (ILRI), said, ‘This Outstanding Partnership Award recognizes almost 20 years of collaboration between staff of the CGIAR genebanks, first as an ad hoc working group and community of practice and later as the formal steering committee for the CGIAR System-wide Genetic Resources Programme.

‘Partnerships involving staff of 12 CGIAR centres are rare. This award recognizes an active and collegial partnership that has stood the test of time and changes in staffing and funding within the CGIAR genebank community.’

This Outstanding Partnership Award, announced at the CGIAR’s Annual General Meeting in Washington, DC, in December 2006, recognizes the teamwork that provided stewardship of global public goods central to the CGIAR’s work and also provided leadership to the whole plant genetic resources community. While discharging its duties as custodians of the CGIAR in-trust collections, the Partnership has advanced research in the many scientific disciplines providing leadership for germplasm conservation and use, raised awareness world-wide of the importance of genetic resources to development, and represented the CGIAR in important international fora, from the Earth Summit, held in Rio in 1992, to the first meeting of the Governing Body the International Treaty for Plant Genetic Resources for Food and Agriculture, in 2006.

Collective action by the Partnership generated common policies and practices with which to administer the CGIAR collections under legal agreements governing their in-trust status. Employing these common policies and practices has ensured the highest standards in germplasm conservation and dissemination of that germplasm and related information. Achieving these two objectives demanded combining conservation and information science with smart legal and policy know-how, skillful negotiation and tactful diplomacy.

To secure the in-trust collections, the Partnership took an open, self-critical approach to meet the highest international standards. The Centres continue their work to take conservation technology forward by convening meetings to explore methodologies; publishing guidelines on field and in vitro genebank management and regeneration and other topics; scoping new areas for action, such as research on underutilized species and holistic approaches to agricultural biodiversity; and tackling research bottlenecks such as difficulties in storing clonal material. The Partnership has also conducted upstream research, examining the application of molecular genetics to genebanking, which led to wider developments such as the CGIAR initiation of a Generation Challenge Program.

Pulling technical, economic, policy and information components together, this Partnership helped materialize a vision of a co-ordinated global system for the conservation and use of plant genetic resources. This Partnership is providing coherent leadership of a global genetic resources system underpinning food security for humanity into the future.
Last October, world leaders in agricultural research signed agreements to guarantee long-term access to some of the world’s most important collections of agricultural biodiversity by placing all their ex-situ genebank collections under the International Treaty on Plant Genetic Resources for Food and Agriculture. The agreements require commercial users to share benefits with the global community. Eleven centres belonging to the Consultative Group on International Agricultural Research (CGIAR) were party to the agreements, which will allow breeders and other researchers to tap the collections for solutions to some of the world’s most pressing development problems, including drought, desertification and food and nutritional security. ‘World’s Most Diverse Forage Collection Comes under New Treaty’. African animal feeds: Two decades of research now freely available on the web

The most comprehensive and authoritative web-based resource on the nutritional values of livestock feeds in African agriculture has just been launched.

This month sees the launch of the ‘Sub-Saharan Africa Feed Information System’. This new web-based resource provides free access to a comprehensive database providing the nutritional values of feedstuffs used by small-scale farmers in 14 countries in sub-Saharan Africa. SSA Feeds provides data on 14,571 samples of 459 livestock feeds, including herbaceous forages, fodder trees and shrubs, cereals and legumes, roots and tubers, other food crops, concentrate feeds and agro-industrial by-products, mineral supplements and other less common feeds. These feeds were analyzed in the animal nutrition laboratories of the International Livestock Research Institute (ILRI) in Addis Ababa, Ethiopia, and the information made available through an initiative of the Systemwide Livestock Programme (SLP) of the Consultative Group on International Agricultural Research (CGIAR).

 

SSA Feeds: Authoritative, comprehensive and freely available online
This unique resource is the culmination of 26 years of extensive research and data collection. The newly launched product makes available twelve years of initial data collection that started in 1981. This resource is now being updated with thousands of additional entries encompassing 14 years of subsequent research. This makes SSA Feeds the Web’s most comprehensive and authoritative resource on the nutritional values of livestock feeds in African agriculture.

Salvador Fernández-Rivera, a Mexican livestock nutritionist based at ILRI’s principal campus in Addis Ababa, Ethiopia, who coordinates SSA Feeds, is excited. ‘This is the first time that we have pulled together more than two decades of our research on animal feeds. SSA Feeds will be an invaluable resource for extension and development agents as well as livestock researchers. SSA Feeds will help them design optimal and scientifically based feeding systems for meat, dairy and draft animals. Better nourished and healthier livestock will enable Africa’s small-scale farmers improve their food and economic security.’

What the experts have to say about SSA Feeds
SSA Feeds was developed in conjunction with world experts in animal nutrition. These experts are already using the new resource and benefiting from having access to such depth and breadth of critical information on African animal feeds.

Adugna Tolera, an expert in animal nutrition and associate professor at the University of Hawassa, Ethiopia, advises his country’s feedlot industry on use of local feed resources. 

SSA Feeds is an important and rich source of information on the nutritive value of a wide range of sub-Saharan African feed resources. It is user-friendly for searching and summarizing the data on a given feed and enables the user to see the average value as well as the variability (range and standard deviation).

It would be useful if the database were further enriched by including similar data accumulated in many of the national agricultural research systems in this region of Africa.

Hank Fitzhugh, former director general of ILRI and its Addis Ababa-based predecessor, the International Livestock Centre for Africa (ILCA), is an animal geneticist and livestock production systems specialist. He is leading a project to improve meat and livestock exports from Ethiopia. The project, which is funded by the United States Agency for International Development (USAID) and implemented by Texas A&M University, will fund the upgrading of the SSA Feeds database.

This important database moves over 20 years of research off the shelf and into use by African livestock producers responding to the ‘livestock revolution—the huge increase in demand for meat and milk by consumers in developing countries.

David Hutcheson is a worldwide expert on beef cattle nutrition, involved in projects in several countries in Africa, Asia and Latin America. With a long and distinguished career in the university system and US beef industry, he also served on the Committee of the National Research Council (NRC) of the United States that established the current “Nutritional Requirements of Beef Cattle".

 

I have used SSA Feeds to develop a “Best Cost” ration concept for Ethiopia Feedlots. The database is user friendly and easily adapted to the “Best Cost” Excel program. The arrangement of the nutrient analyses and summary statistics allow for easy manipulation and export of the data into different programs, for applications in both research and producer situations.

African animal feeds: Two decades of research now freely available on the web

The most comprehensive and authoritative web-based resource on the nutritional values of livestock feeds in African agriculture has just been launched.
 
This month sees the launch of the ‘Sub-Saharan Africa Feed Information System’. This new web-based resource provides free access to a comprehensive database providing the nutritional values of feedstuffs used by small-scale farmers in 14 countries in sub-Saharan Africa. SSA Feeds provides data on 14,571 samples of 459 livestock feeds, including herbaceous forages, fodder trees and shrubs, cereals and legumes, roots and tubers, other food crops, concentrate feeds and agro-industrial by-products, mineral supplements and other less common feeds. These feeds were analyzed in the animal nutrition laboratories of the International Livestock Research Institute (ILRI) in Addis Ababa, Ethiopia, and the information made available through an initiative of the Systemwide Livestock Programme (SLP) of the Consultative Group on International Agricultural Research (CGIAR).

SSA Feeds: Authoritative, comprehensive and freely available online
This unique resource is the culmination of 26 years of extensive research and data collection. The newly launched product makes available twelve years of initial data collection that started in 1981. This resource is now being updated with thousands of additional entries encompassing 14 years of subsequent research. This makes SSA Feeds the Web’s most comprehensive and authoritative resource on the nutritional values of livestock feeds in African agriculture.

Salvador Fernández-Rivera, a Mexican livestock nutritionist based at ILRI’s principal campus in Addis Ababa, Ethiopia, who coordinates SSA Feeds, is excited. ‘This is the first time that we have pulled together more than two decades of our research on animal feeds. SSA Feeds will be an invaluable resource for extension and development agents as well as livestock researchers. SSA Feeds will help them design optimal and scientifically based feeding systems for meat, dairy and draft animals. Better nourished and healthier livestock will enable Africa’s small-scale farmers improve their food and economic security.’

What the experts have to say about SSA Feeds
SSA Feeds was developed in conjunction with world experts in animal nutrition. These experts are already using the new resource and benefiting from having access to such depth and breadth of critical information on African animal feeds.

Adugna Tolera, an expert in animal nutrition and associate professor at the University of Hawassa, Ethiopia, advises his country’s feedlot industry on use of local feed resources. 

SSA Feeds is an important and rich source of information on the nutritive value of a wide range of sub-Saharan African feed resources. It is user-friendly for searching and summarizing the data on a given feed and enables the user to see the average value as well as the variability (range and standard deviation). 

It would be useful if the database were further enriched by including similar data accumulated in many of the national agricultural research systems in this region of Africa.

 Hank Fitzhugh, former director general of ILRI and its Addis Ababa-based predecessor, the International Livestock Centre for Africa (ILCA), is an animal geneticist and livestock production systems specialist. He is leading a project to improve meat and livestock exports from Ethiopia. The project, which is funded by the United States Agency for International Development (USAID) and implemented by Texas A&M University, will fund the upgrading of the SSA Feeds database.

David Hutcheson is a worldwide expert on beef cattle nutrition, involved in projects in several countries in Africa, Asia and Latin America. With a long and distinguished career in the university system and US beef industry, he also served on the Committee of the National Research Council (NRC) of the United States that established the current “Nutritional Requirements of Beef Cattle".

I have used SSA Feeds to develop a “Best Cost” ration concept for Ethiopia Feedlots. The database is user friendly and easily adapted to the “Best Cost” Excel program. The arrangement of the nutrient analyses and summary statistics allow for easy manipulation and export of the data into different programs, for applications in both research and producer situations.

World’s most diverse forage collection comes under new treaty

On Monday 16 October 2006, world leaders in agricultural research signed agreements that guarantee long-term access to some of the world's most important collections of agricultural biodiversity.

In a ceremony that took place on World Food Day, 11 centres belonging to the Consultative Group on International Agricultural Research (CGIAR) placed all their ex-situ genebank collections under the International Treaty on Plant Genetic Resources for Food and Agriculture, now ratified by 105 countries.

A livestock forage genebank maintained by one of these CGIAR centres, the Africa-based International Livestock Research Institute (ILRI), conserves more than 18 thousand accessions of forages from over 1000 species. This is one of the most diverse collections of forage grasses, legumes and fodder tree species held in any genebank in the world and includes the world’s major collection of African grasses and tropical highland forages. In 1994, the germplasm collection held by ILRI was placed in trust under the auspices of the Food and Agriculture Organization of the United Nations (FAO) as part of their international network of ex situ collections. Now, 12 years later, this trust collection comes under the purview of the International Treaty on Plant Genetic Resources for Food and Agriculture following the 16 October 2006 landmark agreement between CGIAR Centers and the governing body of the treaty.

As part of its commitment to maintaining the collection as a global public good, ILRI claims no ownership nor seeks any intellectual property rights over the germplasm and related information. Rather, ILRI conserves its diverse forage collection to make it and relevant information freely available to scientists and the national agricultural research systems of developing and other countries.

ILRI maintains both an active and base genebank at its site in Addis Ababa.

Active and base genebanks

The active genebank is used for current research and distribution of seeds. Seeds are dried in a dehumidified drying room and packed in laminated aluminium foil bags for storage in the active genebank at 8°C. All seeds in the active collection are freely available in small quantities to bona-fide forage research workers and distributed both directly and through networks.

The base genebank is used for long-term security storage of original germplasm collections. The base genebank acts as a repository of materials that have been reasonably characterized and which may or may not have current interest or use by plant breeders. Collected materials are preserved until such time as there are enough resources available for them to be characterized and evaluated. Materials are stored in the base genebank at -20°C.

Forage diversity as a global public good

ILRI and the other centres of the CGIAR hold more than 600,000 samples of crop-plant diversity. This includes wild relatives and more than half of the global total of farmer-created varieties, which are such a rich source of sought-after characteristics, for example to meet the challenge of climate change.
‘This really is an investment in food security,’ said Emile Frison, Director General of International Plant Genetic Resources Institute (IPGRI), which is responsible for the world’s banana collection. ‘The genetic diversity created in the past by farmers and researchers is the foundation of improvements to meet the challenges of the future.”’

’Unless we can meet those challenges,’ Frison added, ‘there will be no food security.’
Mahmoud Solh, Director General of the International Centre for Agricultural Research in the Dry Areas (ICARDA), said that the new agreements would ‘allow breeders and other researchers to tap the collections for solutions to the most pressing problems, such as drought, desertification, and food and nutritional security.’

Centre directors ‘warmly welcome’ the agreements and ‘commit themselves to supporting and implementing the Treaty’. A statement issued by the Alliance of CGIAR Centres sets out the centres’ common understanding of certain provisions of the agreements and indicates some actions that the centres will be taking to implement them.

‘Healing wounds’ in the Horn of Africa

Two livestock projects show how research can help emergency agencies deliver more relief per dollar.

Mitigating the effect of drought on livestock and their keepers in northern Kenya

The Horn of Africa is one of the poorest, driest, most conflict- and disaster-prone regions in the world. Livestock provide 25 percent of the region’s gross domestic product and up to 70 percent of household income. As drought intervals shorten and crop farmers plough up more and more former relatively wet rangelands, which were crucial dry-season grazing grounds for nomadic herders, the pastoralists are squeezed ever tighter. They lose their primes assets as animals die and every time they begin to recover it seems another drought or war strikes, knocking them another step down the poverty ladder.

In 2005, livestock scientists got together with a group of NGOs involved in emergency aid in northern Kenya to do something to keep those ‘living assets’ alive and productive.

ILRI scientists teamed up with two Italian NGOs—Cooperazione Internazionale, or COOPI, and Terra Nuova—as well as Vétérinaires Sans Frontières(VSF)-Belgium and VSF-Switzerland to run a Drought Response Program delivering essential animal health services to vulnerable pastoral communities across nine of Kenya’s most arid districts in the north. With the Department of Veterinary Services of the Government of Kenya, this Program in 2005 vaccinated over 2 million head of livestock (20 percent of the livestock population of the area), treated over 1 million animals and rehabilitated or constructed more than 35 water sources along livestock routes. The Program focused on sheep and goats, since small ruminants provide most of the cash and high-quality foods available to poor pastoralists.

‘We are targeting animal health because animals are the backbone of the pastoral economy,’ says COOPI’s Andrea Berloffa. ‘We want to do more than to intervene in a drought with food relief. We want to help people help themselves by supporting their traditional systems for overcoming drought and related emergencies.’ By reducing death and disease among their ruminant animals, the Program is helping pastoralists raise the productivity of their animal husbandry, and thus improve their livelihoods and nutritional status at the same time. The objective of the COOPI-VSF-ILRI Drought Response Program in northern Kenya is to keep the occurrence of infectious diseases among small ruminants under 20 percent.

This Program is funded by ECHO, the European Commission Directorate for Humanitarian Aid, the world’s largest source of humanitarian aid. ECHO has funded relief to millions of victims of natural and man-made disasters outside the European Union.

Belgian scientist Bruno Minjauw, who is the ILRI collaborator in this Program, strongly believes that researchers need to join hands with emergency as well as development workers if they want their products to speed benefits to people facing disasters. ‘We researchers want to be relevant!’ he says. ‘Too often research is totally separate from development and emergency work. Researchers have analytical tools that can improve drought relief’, he says. ‘ILRI, for example, has models for monitoring and evaluating emergency programs—and for reliably assessing their impacts. We have tools that are allowing COOPI to obtain the data they need quickly. For example, we provided high-resolution maps that this Program used to target its immunization campaign in northern Kenya.’

COOPI’s Berloffa agrees. ‘We need research centres to get reliable information on the impact of our projects. It’s easy to link development and research projects; what’s difficult is to link emergency and research programs because the window for action after an emergency is very short, while research is long-term by its nature.’

ILRI director general Carlos Seré says that the urgency of relief action often prohibits informed intervention. ‘Aid agencies are supposed to know, for example, where the most vulnerable pastoral communities in northern Kenya are located. However, there is no disaster so fortunate as to have at hand lots of pertinent information when it is needed. That’s where research institutions can help.’

Building early warning systems to help pastoralists cope with disasters in the Horn of Africa
Another ILRI project is working with partners to develop ‘early warning systems’ to mitigate the effects of drought on pastoralists in northern Kenya and neighbouring countries.

Concerned that its relief aid in the Horn of Africa was fostering a culture of dependency rather than development, the United States Agency for International Development’s Office for Disaster Assistance (USAID/OFDA) asked researchers to help them find a better way. A network run by the Association for Strengthening Agricul¬tural Research in Eastern and Central Africa (ASARECA), known as the ASARECA Animal Agriculture Research Network (A-AARNET), has worked with ILRI and staff at Texas A&M University working on a GL-CRSP LEWS project (Global Livestock-Collaborative Research Support Program on Livestock Early Warning Systems) to better understand how pastoralists in the Horn of Africa deal with drought on their own, and how their systems could be reinforced instead of being replaced by handouts.

Project staff first determined what are the traditional coping mechanisms already employed in pastoral systems in Kenya, Tanzania, Uganda and Ethiopia. Staff also undertook a compre¬hensive resource mapping initiative to develop a GIS-based Crisis Decision Support System. This system will provide timely and accurate information to enable policymakers and affected communities to reduce losses occasioned by drought.

By conducting socio-economic surveys of critical areas along the Ethiopia-Somali border and in Burundi, the team constructed a detailed picture of the situation as pastoralists see it.  They learned how sales of livestock forced by drought can erase years of hard work, because large numbers of simultaneous sellers cause livestock prices to plunge. Many animals that had been donated to help rebuild herds were instead sold by herders to meet emergency food and income needs: farmers selling at any price just perpetuated the cycle of their poverty. Aid donors often bought animals for restocking within the same merchant channels, creating an illusion of restocking when actually the same animals were just being recycled, benefiting merchants the most.

Migrating herds and herders are plagued not only by shortages of water, pasture and fodder, but also by livestock diseases, to which exhausted and malnourished livestock easily fall prey. Diseases in a drought from 1995 to 1997 in Africa’s Horn, for example, killed an astonishing one-third to one-half of the all cattle of pastoral communities of southern Ethiopia and northern Kenya.

The improved understanding of the nomad’s dilemma obtained in this research revealed a number of opportunities being missed. Early-warning systems could help herders prepare for droughts by enabling them to sell animals in a coordinated fashion rather than in distress sales. Improved health care could save many animals stressed by drought. Working together, pastoralists could manage their herds to avoid over-grazing. This research project uses a biophysical model to predict forage availability; the forage map is updated every 10 days and forage availability is predicted three months down the line. The disaster-to-development transition

The two reports above illustrate how livestock research is aligning with emergency and development projects in the Horn of Africa. The reports are encouraging. In agriculture, as in life, prevention is better than cure. Studies show that for every dollar spent on disaster preparedness, between US$100 and $1000 are needed after the event. Part of being prepared for a disaster is the ability to diagnose the problems. ‘Medical doctors don’t operate, even in an emergency, without first diagnosing the problem and applying the best science they can’ says Dr Carlos Seré, director general of the International Livestock Research Institute (ILRI). ‘Agricultural researchers need to team up with aid agencies to help guide relief aid so it does the most good.’

Around the world, from New Orleans to Mogadishu, the poor are the most vulnerable to disasters, whether natural or human-made. The poor in East Africa, for example, have no access to insurance to help them withstand otherwise catastrophic livestock losses in severe and long-lasting droughts. The rural poor are the most vulnerable, being located furthest from public services. ‘Reducing the vulnerability of the poor to disasters and conflicts should be approached through agriculture, because most of the poor are farmers’, says Dr Dennis Garrity, who directs ILRI’s sister centre in Nairobi, the World Agroforestry Centre (ICRAF).

The ‘Healing Wounds’ initiative of the CGIAR
The statements above were made by a panel of experts that met in Nairobi last October to discuss whether and how to pair emergency aid with research. The experts were brought together by the Alliance of Future Harvest Centres, 15 non-profit institutions, including ILRI and ICRAF, supported by the Consultative Group on International Agricultural Research (CGIAR). The panelists focused on a report called Healing Wounds published earlier in 2005. This book analyses the impacts of twenty years of CGIAR and partner research to bridge relief and development work in 47 countries across Africa, Asia and Latin America.

This Healing Wounds panel discussion, facilitated by popular Kenyan news moderator Wahome Muchiri, was convened by ILRI on behalf of the CGIAR on 13 October 2005. Initial presentations provided case studies of the role research has played in helping countries of the Horn of Africa rebuild their agricultural sectors after natural disasters and human conflicts. The discussion helped raise awareness among aid agencies, research and development organizations, the relief aid community and the general public about the ways in which research can contribute to disaster relief. Nairobi was chosen for this event because, as ILRI’s director general pointed out, Kenya is a ‘hot spot’ for CGIAR activities, with 13 of the 15 centres belonging to the CGIAR conducting work in the country and the East Africa region as a whole.

The panelists, in addition to the director generals of the two CGIAR centres ILRI and ICRAF, included Glenn Denning, Director of the Nairobi-based Millennium Development Goals (MDG) Centre of the UN Millennium Project, and Mark Winslow, an international development consultant and co-author of the Healing Wounds study.

Community animal health services beat disease and poverty in Ghibe Valley, Ethiopia

Sleeping sickness transmitted by Africa’s tsetse flies is arguably the major livestock disease and one of the major constraints to crop production across the fertile lowlands of Ethiopia. This wasting disease maims and kills dairy cows that provide households with regular income, food for children and draft oxen that allow farmers to open up and work the land. The nearest animal health facilities are far from the Ghibe Valley, in southwestern Ethiopia, where the disease has been endemic, and cannot provide the communities that live there with veterinary services when their animals get sick. This vast and fertile land, once held hostage to this disease, has ‘come back’, with crop production and animal husbandry intensified by control of animal sleeping sickness.

Twenty years of work by ILRI in the region, which started as a research project, has recently been transformed into community-led livestock disease control. A three-year ILRI project funded by COMART, a private Canadian foundation, in the Ghibe Valley has resulted in the formation of animal health ‘cooperatives’. Four communities have developed their own animal health services. Members contribute money to a revolving fund used to buy veterinary drugs to control animal sleeping sickness. ILRI and the Wereda Bureau of Agriculture have been helping the new cooperatives prepare work plans as well as to buy and apply the drugs. The scheme is highly successful. Hundreds of farmers line up every month to pay for the treatments, the drugs demonstrably improve the health of their livestock, and neighbouring communities are asking for support to set up similar services in their areas. A network that formed early among the participating communities and cooperatives allows stake­holders in the project to learn from each other quickly. This farmer-to-farmer knowledge transfer is now speeding the scaling out of these community-based schemes to control livestock disease.

Canadian and British research investments pay off for Africa

Research is allowing African farmers to overcome old problems and exploit new opportunities. The debate is raging on as to how best Africa can set itself on the road to growth and renewal, and whether blanket debt relief for all African countries is the best solution. African leaders recognise that agriculture is Africa’s engine for growth, and that there is a need to take a long-term view and build science and technology capacity within Africa to help Africans solve Africa’s problems. Top African scientist and Harvard Professor, Calestous Juma, speaking to BBC yesterday (7 July) said: “If all the aid from Live 8 was spent on agricultural colleges rather than relief, Ethiopia would not be in difficulties today.” “Helping to build scientific expertise will do for Africa what the invention of the electric guitar did for Bob Geldof.” Dr Carlos Seré, Director General of the International Livestock Research Institute (ILRI), said “I would urge that there is greater emphasis on building science and technology capacity in Africa. Agricultural research in Africa is producing robust returns of 35% and changing the lives of millions of Africans.
