Fighting aflatoxins: CGIAR scientists Delia Grace and John McDermott describe the disease threats and options for better control

In this 6-minute film, two leading scientists combatting aflatoxins in the food chains of developing countries describe some of the risks these toxins pose and new options for their better control. Aflatoxins are a naturally occurring carcinogenic byproduct of common fungi that grow on grains and other food crops, particularly maize and groundnuts, as well as in the milk and meat of livestock that have consumed feeds contaminated with aflatoxins. These toxins threaten public health in many poor countries.

In this short film, Delia Grace and John McDermott discuss on-going research to control aflatoxins in developing countries and why this research matters so much.

Delia Grace is a veterinary epidemiologist who leads research on both ‘food safety and zoonoses’ at the International Livestock Research Institute (ILRI) and ‘agriculture-associated diseases’, a flagship project of the CGIAR Research Program on Agriculture for Nutrition and Health (A4NH). John McDermott, another veterinary epidemiologist by training, who formerly served as ILRI’s deputy director general for research and now works for the International Food Policy Research Institute (IFPRI), is director of A4NH (Agriculture for Nutrition and Health), a multi-centre program led by IFPRI.

Earlier this week (4 Nov 2013), IFPRI and its 2020 Vision initiative jointly with the CGIAR Research Program on A4NH released a series of 19 briefs on the state of efforts to combat aflatoxins. ILRI’s Grace co-edited the series with IFPRI’s Laurian Unnevehr: ‘Aflatoxins: Finding solutions for improved food safety’. Grace and Unnevehr themselves developed 2 of the 19 briefs: ‘Tackling aflatoxins: An overview of challenges and solutions’  and The role of risk assessment in guiding aflatoxin policy’. In another of the briefs, Grace zeroes in on the dangers of aflatoxins in animal-source foods: ‘Animals and aflatoxins’. Jagger Harvey and Benoit Gnonlonfin, two scientists with ILRI’s Biosciences eastern and central Africa (BecA) Hub, along with colleagues in Australia and Cornell University, wrote the last brief in the series: ‘Improving diagnostics for aflatoxin detection‘.

Aflatoxins grow naturally on many farms, infesting grains and groundnuts, particularly after drought or insect damage and are a particularly common problem in developing countries, where aflatoxins not only pose a significant public health risk but also create a barrier to trade in agricultural commodities.

‘These toxins have a range of effects on human and animal health,’ says Grace. ‘High doses are lethal to both humans and animals and chronic consumption of lower levels of aflatoxins is associated with liver cancer and immunosuppression in children.’

Researchers have known about the problem of aflatoxins in developing countries for several decades but because these countries have largely informal markets and minimal trade, people have tended to minimize or ignore the problem.

‘But this is changing’, says McDermott. ‘Recent cases of aflatoxin-related deaths in Africa widened appreciation that this problem is important; there’s been a recent increase in investment in different control methods’, he says.

The series of briefs released this week brings together the experiences of researchers both within and outside CGIAR and contributes to efforts to help smallholder farmers better manage aflatoxins on their farms. It is important to know how crohn’s disease is diagnosed and what needs to be done.

The briefs describe health risks from aflatoxins and the state of research on aflatoxins, including new methods of detection, crop breeding and food storage and handling, as well as ways to overcome the market constraints imposed by aflatoxins.

‘We’ve assembled for policy- and other decision-makers the current state of knowledge on what we need to do about aflatoxins in tropical countries,’ says McDermott.

Delia Grace is a veterinary epidemiologist and food safety expert with ILRI, one of 15 CGIAR centres working for a food-secure world. Grace leads the ‘agriculture-associated diseases’ component of a CGIAR Research Program on Agriculture for Nutrition and Health. The latter, led by the International Food Policy Research Institute, was started in 2012 to investigate the links between agriculture, nutrition, custom vitamins we love and health in poor nations.

Here is Grace on just what ‘agriculture-associated diseases’ are, and why they matter.

The health of the poor is the wealth of the poor.
In hungry countries, most people cannot get enough nourishing and safe food. A third of humankind still grows their own food or buys local food in local markets. But the foods poor people grow, buy and eat often make them sick, and can even kill them.

Food-borne disease is the most common illness in the world.

In addition, more than half of all human diseases are transmitted to people from farm and other animals.
These diseases include those like TB and AIDs, which are catastrophic in the developing world. And every six months, another new disease jumps from animals to people.

In 2012, the A4NH research program was started to investigate the links between agriculture, nutrition and health in poor nations. A4NH scientists aim  to find ways to lower people’s risk of disease from food farming, food markets and foods, while increasing agriculture’s benefits.

About World Food Day and the World Food Prize
The annual celebrations for World Food Day help to raise awareness of the issues behind poverty and hunger. In the US, the associated events include bestowal of the World Food Prize on individuals who have contributed the most to the world’s food supply. Along with former British prime minister Tony Blair and others, ILRI’s director general, Jimmy Smith, is in Des Moines, Iowa, today to participate in the World Food Prize Laureate Award Ceremony  and Borlaug Dialogue.

The World Food Prize was founded by Norman Borlaug, a CGIAR scientist at the International Maize and Wheat Improvement Center (CIMMYT), in Mexico, whose work on high-yielding and disease-resistant wheat varieties led to the Green Revolution and his winning the Nobel Peace Prize in 1970.

The winners of this year’s World Food Prize—Marc Van Montagu, Mary-Dell Chilton and Robert T Fraley—made independent breakthroughs in agricultural biotechnology that have made it possible for farmers to grow crops that give greater yields, resist insects and disease, and tolerate extreme climates.

ILRI takes pleasure today in celebrating their achievements, as well as in honouring the following thirteen CGIAR scientists who have received the World Food Prize since the CGIAR’s Borlaug established the award in 1986:

Agricultural interventions for food safety and nutrition: Livestock reports at this week’s CGIAR Science Forum

The following is a report on livestock-related presentations at the on-going three-day CGIAR Science Forum, 23–25 Sep 2013, in Bonn, Germany.

From yesterday’s session on food safety is this brief from veterinary epidemiologist and food safety expert Delia Grace, of the International Livestock Research Institute (ILRI), on the case for agricultural interventions for food safety.

Agriculture has allowed massive expansion of people and their animals.

Yet in a world of more than 7 billion people, more than one billion are hungry and more than 2 billion are sickened each year from the food they ate.

Agriculture is exacting a heavy biological cost, but health policy and programs often stop at the clinic door.

A consensus is growing that the disconnect between agriculture, health and nutrition is at least partly responsible for the disease burden associated with food and farming.

‘The new CGIAR Research Program on Agriculture for Enhanced Nutrition and Health is attempting to bridge this disconnect and the International Livestock Research Institute (ILRI) leads the component focusing on diseases related to agriculture. This session uses the case of fungal toxins to explore how research can contribute to game-changing innovations, powerful incentives and enabling institutions that improve at the same time food safety, food accessibility for poor consumers and access to markets for smallholder farmers.

Towards new ways of managing food safety in developing countries
* Incentives for risk management: In poor countries, where public and private standards are weak and where consumers’ choices are limited by income and information, incentives to safe production are lacking. Novel incentives need to be found to encourage farmers and other value chain actors in poor settings to produce quality and safe products.
* Innovations for risk management: Informal markets and food produced and consumed by smallholders typically have high levels of hazards. Innovations, whether technology, social or market-based, can change the game.
* Institutions for risk assessment: Food safety regulations in developing countries are characterized by complexity, inappropriateness for informal and smallholder production, lack of translation of policy into practice, and frequent negative impacts of policy. Both evidence and effective influence are needed to improve food safety institutions.

Controlling aflatoxins as an example of agriculture based interventions for human health

From today’s session on economic implications
‘The objective of the session is to understand better the economic impacts of shifting investments towards more nutrition dense foods for healthier diets. Agricultural interventions in low income countries have often either focused on raising incomes for the poor assuming that nutrition and health benefits follow automatically or focused on improving diets through promotion of specific highly nutritious foods but do not often consider the economic sustainability of the programmes once intervention monies are removed. Furthermore, they may overlook other complex cultural and environmental issues which may be key to their success. For investment to effectively increase nutritional levels and incomes, a multi-dimensional approach including nutrition education, technical assistance, environmental awareness and community organization support may be needed to address the complex economic and social linkages between nutrition and agriculture

‘The session will present results from field research projects aimed at improving nutritional and income outcomes. Among the research questions to be addressed are:

  • How do initiatives to improve dietary and income outcomes need to be structured to reap benefits of both at present and over time?
  • How can the multi-dimensional nature of the nutrition-income linkage be integrated into investment projects in this area?
  • What are the knowledge gaps in developing and implementing these strategies?
  • Are new research approaches needed in developing interventions aimed at double objective outcomes?’

Tom Randolph, ILRI agricultural economist and director of the CGIAR Research Program on Livestock and Fish, will make a presentation on Supporting the pro-poor transformation of smallholder-based animal-source food systems.

‘The presentation focuses on how food systems could be designed to contribute more directly to the nutritional security of poor rural and urban communities. In particular, how might investments to professionalize smallholder livestock and aquaculture production and informal market systems improve incomes and nutritional food security? The presentation explores the implications of such an objective, and provides an example from a dairy development project.’

‘Not by food alone’: Livestock research should be used to make a bigger difference, say African experts

The 6th Africa Agriculture Science Week (AASW6) of the Forum for Agricultural Research in Africa (FARA) is being held this week (15–Jul 2013) in Accra, Ghana. The official opening and plenary sessions start tomorrow, Thu 18 Jul.

Speaking at Monday’s launch of the whole AASW6 week, Tiemoko Yo, chairperson of FARA, said the science week aimed to respond to some of the burning issues in African agricultural research for development. Many if not most of those issues were discussed in more than 50 side events held over the first 2 days of the week, many of them by CGIAR centres.

One such side event organized by the International Livestock Research (ILRI) explored the role of  ‘Livestock research for Africa’s food security and poverty reduction’. Sixty-five people from agricultural and livestock development, extension and government agencies participated in this three-hour session facilitated by ILRI’s Even Le Borgne and held on 15 Jul. Five topics were  discussed:

  • The biomass crisis in intensifying smallholder livestock systems
  • Vulnerability and risk in drylands
  • Food safety and aflatoxins
  • Livestock vaccine biosciences
  • Mobilizing biosciences for a food-secure Africa

The session started with a look at Africa’s livestock sector as a whole.
After ILRI director Jimmy Smith welcomed the guests to ILRI’s morning discussion, Shirley Tarawali, ILRI director of institutional planning and partnerships, explained one of the aims of the session. ‘Today, with our partners and stakeholders, we’d like to reflect on where we can work closely with others to influence and develop capacity to enhance Africa’s agriculture.’

Next was a brief look at an emerging ‘biomass crisis’ in African agriculture.
Iain Wright, who leads an Animal Science for Sustainable Productivity program at ILRI, said ‘Livestock feed is at the interface of the positive and negative effects of livestock raising. Helping Africa’s many millions of farmers and herders to boost their livestock productivity through more and better feeds while also helping them to conserve their natural resources is a major challenge for livestock scientists.’

Next up was a quick overview of the public health threats posed by livestock foods and aflatoxins.
‘Ensuring food safety is one of the most important issues facing the agricultural sector today’, said Delia Grace, a veterinary epidemiologist and food safety expert at ILRI.  ‘This is especially so in developing countries, where food-borne diseases are among the top five health burdens. Livestock diseases and unsafe milk, meat and eggs pose multiple burdens on the poor. They sicken and kill people and animals and burden national economies with huge economic losses’.

Each year, Africa loses billions of dollars due to aflatoxins, which occur on mouldy maize, groundnuts and other crops and crop harvests. The widespread presence of aflatoxins in Africa hurts the continent not only by making people ill but also by contributing to lost market opportunities.—Delia Grace, ILRI

Unfortunately, she said, efforts to improve food safety standards can end up hurting the poor, who, finding it difficult to meet those standards, are often cut off from the informal markets they depend on. Livestock foods also pose problems, she said.

The most nutritious foods—milk, meat, fish and vegetables—are also the most dangerous. These foods are also among the highest-value agricultural products in terms of generating cash incomes and are especially critical for the well-being of Africa’s women.—Delia Grace, ILRI

Food safety and aflatoxins

Next was an introduction to livestock vaccines for African livestock.
Suzanne Bertrand, deputy director general biosciences at ILRI, reported on ILRI and partner research to produce vaccines that protect African livestock against disease. ‘We want to simplify vaccine production and to understand how the pathogens that are causing African livestock diseases are developing resistance to the drugs used to treat the diseases.’

Importance of animal health in Africa

 

ILRI scientist Polly Ericksen also spoke on ILRI-partner approaches to new research on pastoral systems in Africa’s drylands and Ethel Makila introduced the state-of-the art facilities and training opportunities in the Biosciences eastern and central Africa-ILRI Hub, endorsed by the New Partnership for Africa’s Development (NEPAD) Comprehensive African Agricultural Development Programme (CAADP) and located in Nairobi, Kenya. ILRI deputy director for research in integrated sciences, John McIntire, provided a synthesis of the morning’s discussions.

‘When a research-based agricultural intervention is introduced to a community,’ said Mkhunjulelwa Ndlovu, of Zimbabwe’s Department of Agricultural, Technical and Extension Services, ‘it must be integrated into existing work and involve other stakeholders in development, especially governments, to ensure that use of the intervention is sustained over the longer term.

‘And remember’, Ndlovu said, ‘that the most active members in most communities are women; our interventions must suit their needs.’

We don’t feed ourselves and others with food alone; we also feed ourselves and others in intellectual ways. Recommendations
Those participating in this ILRI-hosted side session agreed on the need for livestock scientists to work in multidisciplinary teams and engage in ‘holistic’ research. Only by doing so, they said, would livestock scientists be in position to evaluate all components affecting the livestock sector and thus to help reduce the many risks and burdens faced by Africa’s millions of small-scale livestock producers.

The participants also agreed that it is the responsibility of livestock and other agricultural researchers to provide policymakers with evidence of how each component of smallholder farming links to others and how investing in one component can make a difference to the other components. Improving animal health, for example, can also improve the safety and nutritional value of animal-source foods.

Recommendations put forward at ILRI’s side meeting for enhancing the livestock sector’s contributions to Africa’s food security and poverty reduction include the following.

  • Ensure development of high-quality vaccines is supported by high-quality vaccination campaigns that involve local communities.
  • Incorporate indigenous knowledge to ensure research understands community realities and addresses community needs.
  • Boost the essential roles of continental and sub-regional approaches to development in the livestock research agendas.

‘Livestock Research for Africa’s Food Security’: Join us at our side event at FARA’s AASW in Accra, 15 July

Next week, staff of the International Livestock Research Institute (ILRI) and many other CGIAR centres and research programs are attending the 6th Africa Agriculture Science Week (AASW6), which is being hosted by the Forum for Agricultural Research in Africa (FARA) and the Government of Ghana and runs from Monday–Saturday, 15–20 Jul 2013.
CGIAR is a global partnership for a food-secure future that conducts and disseminates research to improve the lives, livelihoods and lands of the world’s poorest people. CGIAR research is conducted by 15 of the world’s leading agricultural development research centres and 16 global research programs, all of them partnering with many stakeholders in Africa. More than half of CGIAR funding (52% in 2012) targets African-focused research.

The theme of next week’s AASW6 is ‘Africa Feeding Africa through Agricultural Science and Innovation’. CGIAR is supporting African-driven solutions to food security by partnering with FARA and the African Union, the Comprehensive Africa Agriculture Development Programme (CAADP), sub-regional organizations, national agricultural research systems and many other private and non-governmental as well as public organizations.

Jimmy Smith, a Canadian, became director general of ILRI in Oct 2011. Before that, he worked for the World Bank in Washington, DC, leading the Bank’s Global Livestock Portfolio. Before joining the World Bank, Smith held senior positions at the Canadian International Development Agency. Still earlier in his career, he worked at ILRI and its predecessor, the International Livestock Centre for Africa (ILCA), where he served as the institute’s regional representative for West Africa and subsequently managed the ILRI-led Systemwide Livestock Programme of the CGIAR, involving ten CGIAR centres working at the crop-livestock interface. Before his decade of work at ILCA/ILRI, Smith held senior positions in the Caribbean Agricultural Research and Development Institute (CARDI). Smith is a graduate of the University of Illinois at Urban-Champaign, USA, where he completed a PhD in animal sciences. He was born in Guyana, where he was raised on a small mixed crop-and-livestock farm.

John McIntire (USA) is ILRI deputy director general for research-integrated sciences. He obtained a PhD in agricultural economics in 1980 from Tufts University using results of farm-level field studies of smallholder crop production in francophone Africa. He subsequently served as an economist for the International Food Policy Research Institute (IFPRI), in Washington, DC, and the West Africa Program of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), in Burkina Faso and Niger, and the International Livestock Centre for Africa (ILCA), one of ILRI’s two predecessors, in Ethiopia. He is co-author of Crop Livestock Integration in Sub-Saharan Africa (1992), a book still widely cited 20 years later. McIntire joined the World Bank in 1989, where he worked (in Mexico, Côte d’Ivoire, Senegal, The Gambia, Cape Verde, Guinea, Tanzania, Uganda and Burundi) until his retirement in 2011. In 2011, he became the second person to receive both the Bank’s ‘Good Manager Award’ and ‘Green Award for Environmental Leadership’.

Shirley Tarawali (UK) is ILRI director of institutional planning and partnerships. Before taking on this role, Tarawali was director of ILRI’s People, Livestock and the Environment Theme, with responsibilities spanning sub-Saharan Africa and Asia. She holds a PhD in plant science from the University of London. Previously, Tarawali held a joint appointment with ILRI and the International Institute of Tropical Agriculture (IITA), based in Ibadan, Nigeria. Her fields of specialization include mixed crop-livestock and pastoral systems in sub-Saharan Africa and Asia.

  • Delia Grace: Food safety and aflatoxins

Delia Grace (Ireland) is an ILRI veterinarian and epidemiologist who leads a program at ILRI on food safety and zoonosis. She also leads a flagship project on ‘Agriculture-Associated Diseases’, which is a component of the CGIAR Research Program on Agriculture for Nutrition and Health, led by the International Food Policy Research Institute (IFPRI), USA. Grace has broad developing-country expertise in food safety, risk factor analysis, ecohealth/one health, gender and livestock, participatory methods, randomized trials and health metrics.

  • Polly Ericksen: Vulnerability and risk in drylands

Polly Ericksen (USA) leads drylands research at ILRI and for the CGIAR Research Program on Drylands Systems in East and Southern Africa, where, in the coming years, the program aims to assist 20 million people and mitigate land degradation over some 600,000 square kilometres. That CGIAR research  program as a whole is led by the International Centre for Agricultural Research in the Dry Areas (ICARDA), Syria. Ericksen also leads a Technical Consortium for Ending Drought Emergencies and Building Resilience to Drought in the Horn of Africa. Her broad expertise includes food systems, ecosystem services and adaptations to climate change by poor agricultural and pastoral societies.

  • Iain WrightAlan Duncan and Michael Blümmel: The biomass crisis in intensifying smallholder systems

Iain Wright (UK) is ILRI director general’s representative in Ethiopia and head of ILRI’s Addis Ababa campus, where over 300 staff are located. He also directs  ILRI’s Animal Science for Sustainable Productivity program, a USD15-million global program working to increase the productivity of livestock systems in developing countries through high-quality animal science (breeding, nutrition and animal health) and livestock systems research. Before this, Wright served as director of ILRI’s People, Livestock and the Environment theme. And before that, from 2006 to 2011, he was ILRI’s regional representative for Asia, based in New Delhi and coordinating ILRI’s activities in South, Southeast Asia and East Asia. Wright has a PhD in animal nutrition. Before joining ILRI, he managed several research programs at the Macaulay Institute, in Scotland.

Alan Duncan (UK) is an ILRI livestock feed specialist and joint leader of the Nile Basin Development Challenge Programme. Duncan joined ILRI in 2007, also  coming from Scotland’s Macaulay Institute. Duncan has a technical background in livestock nutrition but in recent years has been researching institutional barriers to feed improvement among smallholders. He also works on livestock-water interactions, which are a key issue in Ethiopia, where he is based, particularly in relation to the competition for water occurring between the growing of livestock feed and that of staple crops. Duncan manages a range of research-for-development projects and acts as ILRI’s focal point for the CGIAR Research Program on Integrated Systems for the Humid Tropics, which is led by the International Institute of Tropical Agriculture (IITA), Nigeria.

Michael Blümmel (Germany) is an ILRI animal nutritionist with PhD (1994) and Habilitation (2004) degrees from the University of Hohenheim, in Germany. He has more than 20 years of experience in research, teaching and development in Europe, the US, Africa and Asia. Blümmel’s major research interests include feeding and feed resourcing at the interface of positive and negative effects from livestock, multi-dimensional crop improvement concomitantly to improve food, feed and fodder traits in new crop cultivars, and optimization of locally available feed resources through small business enterprises around decentralized feed processing.

  • Ethel Makila: Mobilizing biosciences for a food-secure Africa

Ethel Makila (Kenya) is ILRI communications officer for the Biosciences eastern and Central Africa-ILRI Hub. She is a graphic designer expert in development communication, media and education. At the BecA-ILRI Hub, she is responsible for increasing awareness of the Hub’s activities, facilities and impacts among African farmers, research institutes, government departments, Pan-African organizations and the international donor and research communities.

  • Suzanne Bertrand: Vaccine biosciences

Suzanne Bertrand (Canada) is ILRI deputy director general for research-biosciences. With a PhD in plant molecular biology from Laval University, Bertrand began her career as a scientist with Agri-Food Canada, working on forage plants. Her focus shifted rapidly from laboratory-based research to application of modern agri-technology in the developing world. Her overseas assignments included spells in the People’s Republic of China and Tunisia. She spent six years in the USA, first as research assistant professor at North Carolina State University, and then as a founding principal for a biotechnology start-up company. She then joined Livestock Improvement (LIC), a large dairy breeding enterprise in New Zealand, where she managed LIC’s Research and Development Group, delivering science-based solutions in the areas of genomics, reproductive health, animal evaluation and commercialization to the dairy sector. In 2008, Bertrand became director, International Linkages for the Ministry of Research, Science and Technology in New Zealand. She was later chief executive officer for NZBIO, an NGO representing the interests and supporting growth of the bioscience sector in New Zealand.

Veterinary epidemiologist and food safety expert Delia Grace is in Montpellier, France, this week, along with a lot of other distinguished folk in the business of doing agricultural research for development in poor countries. Research leaders at 15 CGIAR centres, representatives of CGIAR funding organizations and key CGIAR partners are getting together in this town, the capital of ‘southern France’ and the location of the CGIAR Consortium, to update each other on where they are in a new(ish) series of multi-centre, multi-partner, multi-country and multi-disciplinary CGIAR research programs tackling big issues such as climate change, water scarcity and empowerment of women.

Grace oversees one of four components of one of these 16 big new CGIAR Research Programs—Agriculture for Nutrition and Health—which works to adapt agricultural practices and policies to improve human health. The whole program is led by John McDermott, another epidemiologist, who is based at the International Food Policy Research Institute (IFPRI), in Washington, DC. Grace’s component, which she leads from her base at ILRI’s Nairobi campus (where Mcdermott served for many years, first as scientist and then as deputy director general for research), is investigating ‘agriculture-associated diseases’, with specific focus on improving food safety, controlling zoonotic diseases and diseases emerging from animals, and reducing other health risks in agro-ecosystems in the developing world.

A new report on the ‘causes of causes’ of H7N9 and other diseases that are emerging in animals and jumping species—into people

The deadly H7N9 bird flu virus in China and the spread of a SARS-like coronavirus in the Middle East continue to make headlines. H7N9 has killed 35 people  in China and 20 have lost their lives to the novel coronavirus—which has spread from Saudi Arabia to the UK, France and Germany.

Two opinion editorials in the New York Times last week, The next contagion: Closer than you think and The next pandemic: Not if, but when, correctly warn us about the potential global spread of these killer diseases. They call for more awareness of the dangers of zoonotic (animal-to-people) diseases, faster identification of animal sources of the pathogens and better vaccines to protect us against them. All of those are indeed needed.

But like much of the mainstream press, neither article mentions the root cause of these emerging infectious diseases, that is, the conditions that make zoonoses likely to arise in the first place and then help turn them into lethal pandemics.

These ‘causes of causes‘ of zoonotic disease outbreaks and their spread are pinpointed in a paper published this week in the Proceedings of the National Academy of Sciences (PNAS). Delia Grace, a veterinary epidemiologist and food safety specialist at the International Livestock Research Institute (ILRI), in Nairobi, Kenya, and other scientists argue in this paper that we’ll only become capable of preventing or stopping the next pandemic when we better understand the drivers of disease emergence.

Some of these disease triggers are well-documented, if not well publicized. We know that rising demand for more meat and dairy products in rapidly growing developing countries, where cities and slums are densely crowded with livestock as well as people, can be a culprit. We know that animals kept in stressful as well as crowded conditions can be culprits. And we know that our expanding agriculture is fragmenting habitats, stressing wildlife and bringing people into contact with animals carrying pathogens, and reducing biodiversity, all of which encourage wildlife diseases to jump species.

A table published in the peer-reviewed article (see below) shows what conditions led to Ebola, HIV, SARS, Nipah, avian flu, Japanese encephalitis and more. Acknowledging and investigating these factors can provide governments and global health officials with important clues as to the next probable outbreak.

So, what is it that’s preventing us from anticipating and stopping the next global pandemic since we know the conditions likely to produce one? For one thing, as the paper discusses, the conditions that trigger diseases are changing more rapidly than the research that examines them.

Another challenge is that though an emerging disease event is reported somewhere in the world on average every four months, the likelihood of emergence in any given farm or farming system is low.

As Grace explains, ‘Taking action to slow the drivers of disease is good for humanity but not likely to have any observable benefits to the individual farmer. Hence, the society that benefits from less disease emergence must provide the incentives to dial back on the drivers.’

Finally, the world is increasingly farming on the margins, with most of the last few remaining near-pristine ecosystems now being invaded and destabilized. Just as inexorable is the move to rapidly growing cities of poor rural people, who are bringing their livestock with them. The resulting losses of biodiversity, and the rise of genetically improved, and thus similar, animal populations, also increases the risk of a pandemic emerging. Climate and environmental changes are generally making matters worse.

Grace says research must better examine the complex, context-specific, and interrelated nature of zoonotic pathogen emergence.

‘First’, she said, ‘we need to look inside the black box of the big trends driving disease emergence: urbanization, intensification, globalization, loss of habitat and biodiversity.

‘We also need to understand what causes matter most in different situations and which are amenable to mitigation.

‘And we need to develop ways of doing agriculture differently, ways that not only reduce disease emergence but also can be adopted at large scale.

‘Given that disease emergence is predictably unpredictable, much can be achieved by understanding, monitoring and managing pathogen dynamics before infectious agents emerge.’

As a new round of bird flu hits China, livestock scientist advises to ‘panic slowly’

The initial news reports were slim on details but the reaction was swift. There were at least three people dead in China after apparently contracting influenza from birds. Prices of soybean—a major ingredient in livestock feed—immediately took a dive.

Then the death toll rose to five, virus samples were detected in pigeons, and in Shanghai authorities began slaughtering poultry flocks. Within a few days the death count was up to seven, then nine. And people started to wonder about a connection to all those pig carcasses floating down Shanghai waterways.

Such is the confusing swirl of information emanating from the latest incident in which a worrisome disease has passed from animal to human, a phenomena—and a quite common one at that—known as zoonoses. In this instance, it’s an influenza virus called H7N9 that appears to have originated in wild or domestic bird populations, but much about its source remains murky.

For Delia Grace, a veterinary epidemiologist at the International Livestock Research Institute (ILRI) who spends most of her waking hours studying zoonotic events around the world, there are two essential facts to keep in mind as the situation in China evolves. And they embody how difficult it can be to craft a proper response.

One: the vast majority of zoonoses outbreaks do not escalate to crisis proportions. But, two:  every now and then, as happened with Spanish flu in 1918 and AIDS in more recent times, an animal disease jumps to human hosts and causes a ‘civilization altering event’.

Grace suggests the appropriate reaction is to ‘panic slowly’. In other words, be prepared to move quickly if things get worse, but don’t over-react to the early reports. Also, keep in mind that, just based on what gets reported, a new disease emerges somewhere in the world about every four months.

For example, Grace noted that epidemiologists in the United Kingdom, Germany, and the Middle East are probably more concerned right now about a new and deadly corona virus that as of late March had killed 11 of the 17 people known to have been infected. There is evidence that at least one of the infections may have originated in racing camels.

Grace advises decision-makers in the public and private sector to channel the impulse to take action toward addressing conditions that are intensifying zoonotic threats.

We know that in certain parts of the world, livestock intensification is being pushed well beyond the limits of anything we have done in agriculture in the past’, she said. ‘There are hundreds of thousands of animals packed together and little transparency about how they are being managed. And that’s making disease experts pretty nervous.’

But Grace cautions against focusing solely on the risks posed by certain livestock practices and ignoring the fact that livestock are a major source of food and income for 1 billion of the world’s poorest people. She worries that misguided reactions to emerging zoonotic diseases can end up doing significant harm to their lives and livelihoods.

For example, in 2009, the Egyptian government  ordered the mass slaughter of pigs tended by Coptic Christians on the mistaken belief that the pigs were linked to the H1N1 flu pandemic. Also, the possible link in Asia between a different, and also deadly, form of avian influenza called H5N1 and ‘backyard’ poultry farming has prompted a shift to more industrial-scale production. Yet, as Grace points out, given the problems plaguing industrial operations in the region, this shift could actually increase the risk of zoonotic diseases while imperiling the food security of livestock keepers.

‘The proper reaction to the risks posed by emerging zoonotic diseases is not to indiscriminately slaughter animals. That could threaten the health of far more people by depriving them of their primary source of protein and other nutrients’, Grace said.

What we need to do is look at the many ways livestock production has gone wrong—lack of diversity in animals, using drugs to mask signs of diseases, dirty conditions—and put them to right.

Livestock ‘goods’ and ‘bads’: What are the published facts?

Yesterday’s post on this ILRI News Blog, Livestock, poverty and the environment: A balancing act and a balanced account, highlighted the overviews and conclusions provided in a new science paper on the roles of livestock in developing countries.

The paper, written by scientists at the International Livestock Research Institute (ILRI), also provides a wealth of research-based livestock facts little known (and less cited) in current global debates on the roles farm animals play in reducing or promoting global poverty, hunger, malnutrition, gender inequality, ill health, infectious disease and environmental harm.

The authors of the paper argue that no single, or simple, way exists to view, approach or resolve issues at the interface of livestock and these big global problems.

Consider the following facts / complicating factors cited in the new paper.

LIVESTOCK AND POVERTY
Up to 1.3 billion people globally are employed in different livestock product value chains globally (Herrero et al. 2009). Milk and meat rank as some of the agricultural commodities with the highest gross value of production (VOP) in the developing world (FAOSTAT 2011). Nearly 1 billion people living on less than 2 dollars a day in South Asia and sub-Saharan Africa keep livestock (FAO 2009). More than 80% of poor Africans keep livestock and 40–66% of poor people in India and Bangladesh keep livestock (FAO 2009). Some 68% of households in the developing world earn income from livestock (Davis et al. 2007). Across the developing world, livestock contribute, on average, 33% of household income in mixed crop-livestock systems and 55% of pastoral incomes (Staal et al. 2009). The growth in demand for milk and meat, mainly driven by urban consumers in developing countries, has been increasing in the last few decades and is projected to double by 2050 (Delgado et al. 1999, Rosegrant et al. 2009).

LIVESTOCK AND HUNGER
‘Livestock contribute greatly to global food security: they directly provide highly nourishing animal-source foods; they provide scarce cash income from sales of livestock and livestock products used to purchase food; their manure and traction increase household cereal supplies; and increases in livestock production can increase access by the poor to livestock foods through lower prices of livestock products.’

  • Livestock systems in developing countries now produce about 50% of the world’s beef, as well as 41% of our milk, 72% of our lamb, 59% of our pork and 53% of our poultry future (Herrero et al. 2009); all these shares are expected to increase in future (Bruinsma 2003, Rosegrant et al. 2009).
  • Most meat and milk in the developing world comes from so-called ‘mixed’ crop-and-livestock systems [which] . . . are central to global food security, as they also produce close to 50% of the global cereal output (Herrero et al. 2009 and 2010).

LIVESTOCK AND MALNUTRITION
‘Although livestock and fish clearly make important contributions to overall food security, there is an even more important role of animal source foods in achieving nutrition, as opposed to food, security. Animal source foods are dense and palatable sources of energy and high-quality protein, important for vulnerable groups, such as infants, children, pregnant and nursing women and people living with human immunodeficiency virus with high nutritional needs. They also provide a variety of essential micronutrients, some of which, such as vitamin A, vitamin B12, riboflavin, calcium, iron, zinc and various essential fatty acids, are difficult to obtain in adequate amounts from plant-based foods alone (Murphy and Allen 2003). Animal source foods provide multiple micronutrients simultaneously, which can be important in diets that are lacking in more than one nutrient: for example, vitamin A and riboflavin are both needed for iron mobilisation and haemoglobin synthesis, and supplementation with iron alone may not successfully treat anaemia if these other nutrients are deficient (Allen 2002). Micronutrients in animal source foods are also often more readily absorbed and bioavailable than those in plant-based foods (Murphy and Allen 2003).’

LIVESTOCK AND GENDER INEQUALITY
‘Almost two-thirds of the world’s billion poor livestock keepers are rural women (Staal et al. 2009). . . . Livestock are an important asset for women because it is often easier for women in developing countries to acquire livestock assets . . . than it is for them to purchase land or other physical assets or to control other financial assets (Rubin et al. 2010). . . . Livestock assets are generally more equitably distributed between men and women than are other assets like land (Flintan 2008). . . . Women generally play a major role in managing and caring for animals, even when they are not the owners. . . . Despite the role of women in livestock production, women have lower access to technologies and inputs than men and there are gender disparities in access to extension services, information and training throughout the developing world due to women’s long workdays, a neglect of women’s needs and circumstances when targeting extension work, and widespread female illiteracy.’

LIVESTOCK AND ILL HEALTH
‘In developing countries, human health is inextricably linked to the livestock, which underpin the livelihoods of almost a billion people . . . . Livestock have an essential role in contributing to good health through providing animal source food, manure and draft power for plant source food, as well as income to buy food and health care. At the same time, livestock can lead to poor health if animal source foods contribute to poor diet and through providing a reservoir for diseases infectious to people (zoonoses). The relationship between livestock, human nutrition and human health are complex, with multiple synergistic and antagonistic links . . . . For example, poor livestock keepers worldwide face daily trade-offs between selling their (relatively expensive) milk, meat and eggs to increase their household income and consuming the same (high-quality) foods to increase their household nutrition. Because animal source foods are so dense in nutrients, including micronutrients that help prevent ‘hidden hunger’, decisions in these matters have potentially large implications for the nutritional and economic health of households. Livestock contributes to food security and nutrition in various ways.’

LIVESTOCK AND INFECTIOUS DISEASE
‘In poor countries, infectious disease still accounts for around 40% of the health burden in terms of years lost through sickness and death (WHO 2008). Livestock directly contribute to this through the foodborne diseases transmitted through animal source foods, the zoonoses transmissible between livestock and people, and human diseases emerging from livestock. A recent estimate suggests that 12% of the infectious disease burden in least developed countries is due to zoonoses, and the majority of this is transmitted to people from livestock hosts through consumption of animal source foods, vectors or direct contact (Grace et al. 2012). More indirectly, keeping of livestock affects agro-ecosystems in ways that influence their ability to provide health-provisioning services. This may be positive or negative. In some circumstances, livestock act as a buffer, for example, between trypanosomosis-carrying tsetse or malaria-carrying mosquitoes and people; in this case, livestock act as alternative hosts, effectively protecting people. In other cases, livestock are an amplifying host, for example pigs harbouring and multiplying Japanese encephalitis and thus increasing the risk it poses to people.’

  • Food-borne disease is the world’s most common illness and is most commonly manifested as gastrointestinal disease; diarrhoea is one of the top three infectious diseases in most developing countries, killing an estimated 1.4 million children a year (Black et al. 2010).
  • In countries where good data exist, zoonotic pathogens are among the most important causes of food-borne disease (Thorns 2000, Schlundt et al. 2004).
  • Animal-source food is the most risky of food commodities (Lynch et al. 2006), with meat and milk providing excellent mediums for microbial growth.
  • Most human diseases come from animals, with some 61% being ‘zoonotic’, or transmissible between animals and humans, including many of the most important causes of sickness and death.
  • Endemic zoonoses that prevail in poor countries are among the most neglected diseases.
  • Zoonoses (diseases transmissible between animals and man) and diseases recently emerged from animals (mostly human immunodeficiency virus [HIV]-acquired immunodeficiency syndrome) make up 25% of the infectious disease burden in the least developed countries (Gilbert et al. 2010).
  • Currently, one new disease is emerging every four months, and 75% of these originate in animals (Jones et al. 2008).

LIVESTOCK AND ENVIRONMENTAL HARM
‘The impacts of livestock on the environment have received considerable attention as the publication of the Livestock’s Long Shadow study (Steinfeld et al. 2006). This study helped draw attention to the magnitude and scale of livestock’s impact on land use, greenhouse gas (GHG) emissions and pollution among others, and it created a thrust for the sector’s stakeholders to develop research agendas geared towards generating better data for the environmental assessment of global livestock systems, and to develop solutions for mitigating environmental livestock problems, and policy agendas more conducive to a greening of the sector by promoting regulation, increases in efficiency and others.’

Land: For grazing or fodder?

  • Livestock systems are one of the main users of land; livestock use some 3.4 billion ha for grazing and 0.5 million ha of cropland for the production of feeds (33% of arable land), globally (Steinfeld et al. 2006).
  • Of the world’s 3.4 billion ha of grazing lands, 2.3 million ha (67%) are in the developing world, with expansion of pastureland at the expense of natural habitats in the developing world in the order of 330 million ha in the last 40 years (FAO 2009).
  • The world will require an additional 450 million tonnes of grain to meet demand for animal products by 2050 (Rosegrant et al. 2009).

Climate change: Decrease livestock numbers or increase livestock efficiencies? (or both?)

  • Livestock are an important contributor to global greenhouse gas emissions causing global warming; current estimates range from 8.5% to 18% of global anthropogenic greenhouse gas emissions (O’Mara 2011), with the range reflecting methodological differences (inventories v. life cycle assessment), attribution of emissions to land use (Herrero et al. 2011, O’Mara 2011) and uncertainty in parameter values (FAO 2010).
  • Livestock in the developing world contribute 50% to 65% of the total emissions from livestock in the world. (Herrero et al. 2013).
  • The higher the productivity of farm animals, the lower the emissions per unit of their products (FAO 2010).
  • While livestock systems in general terms generate significantly more greenhouse gas emissions per kilocalorie than crops, the potential for the livestock sector to mitigate such emissions is very large (1.74 Gt CO2-eq per year, Smith et al. 2007), with land-use management practices representing over 80% of this potential (Smith et al. 2007) and with most of the mitigation potential (70%) lying in the developing world (Smith et al. 2007).

Livestock manure: Waste or resource?

  • Livestock wastes—considered a serious problem in the developed world—are a critical agricultural resource in large parts of Africa, where soils are inherently poor (Petersen et al. 2007, Rufino et al. 2007).
  • Manure contributes between 12% and 24% of the nitrogen input in nitrogen cycles in cropland in the developing world (Liu et al. 2010).
  • Recycling of animal manures is practiced in most mixed crop-livestock systems, although efficiencies are rarely close to those of the developed world (Rufino et al. 2006).
  • Synthetic fertilizers are unaffordable for most small-scale farmers, who depend on the (poor) fertility of their soils to produce food crops, or on livestock to concentrate nutrients from the relatively large grazing lands (Herrero et al. 2013).
  • In many farming systems, the production of food crops directly relies on animal manures to increase effectiveness of fertilizers applied to cropland (Vanlauwe and Giller 2006).
  • Although animal manure can be a very effective soil amendment, its availability at the farm level is often very limited, so designing technologies for soil fertility restoration only around the use of animal manure is unrealistic.

Payments for environmental services: Exclude or include livestock keepers?

  • Despite the fact that livestock is widely distributed in virtually all agro-ecosystems of the developing world, few ‘payment for environmental services’ schemes have targeted livestock keepers; most have focused on such services as climate, water and wildlife (Landell-Mills and Porras 2002, Wunder 2005).
  • Enhancing the role that rangelands play in maintaining ecosystem services through improved rangeland management could be of essential importance for enhancing global green water cycles (Rockström et al. 2007).
  • In Africa, where close to half of the pastoralists earn less than US$1/day, it’s estimated that even modest improvements in natural resource management in the drylands may yield gains of 0.5 t C/ha per year, which translates into US$50/year, bringing about a 14% increase in income for the pastoralist (Reid et al. 2004).

Livestock, poverty and the environment: A balancing act–and a balanced account

Worldmapper: Meat consumed

Territory size shows the proportion of worldwide meat consumption that occurs there (map by Worldmapper). Meat consumption per person is highest in Western Europe, with nine of the top ten meat-consuming populations living in Western Europe (the tenth in this ranking is New Zealand). The most meat is consumed in China, where a fifth of the world population lives.

Authors of a new paper setting out the roles of livestock in developing countries argue that although providing a ‘balanced account’ of livestock’s roles entails something of a ‘balancing act’, we had better get on with it if we want to build global food, economic and environmental security.

‘The importance of this paper lies in providing a balanced account [for] . . .  the often, ill-informed or generalized discussion on the . . .  roles of livestock. Only by understanding the nuances in these roles will we be able to design more sustainable solutions for the sector.

‘We are at a moment in time where our actions could be decisive for the resilience of the world food system, the environment and a billion poor people in the developing world . . . . At the same time, . . . the demand for livestock products is increasing, . . . adding additional pressures on the world natural resources.

Not surprisingly, the world is asking a big question: what should we do about livestock?

The paper, by scientists at the International Livestock Research Institute (ILRI), provides ‘a sophisticated and disaggregated answer’.

‘The sector is large. There are 17 billion animals in the world eating, excreting and using substantial amounts of natural resources, mostly in the developing world, where most of the growth of the sector will occur. The roles of livestock in the developing world are many . . . . [L]ivestock can be polluters in one place, whereas in another they provide vital nutrients for supporting crop production.’

The picture is complex. Whether for its positive or negative roles, livestock are in the spotlight. . . . [M]aking broad generalizations about the livestock sector [is] useless (and dangerous) for informing the current global debates on food security and the environment.

So what are these ‘nuanced, scientifically informed messages about livestock’s roles’ that the authors say are essential? Well, here are a few, but it is recommended that interested readers read the paper itself to get a sense of the whole, complicated, picture.

In a nutshell (taken from the paper’s conclusion), the authors say that ‘weighing the roles that livestock play in the developing world’ is a ‘complex balancing act’.

On the one hand, we acknowledge that livestock is an important contributor to the economies of developing nations, to the incomes and livelihoods of millions of poor and vulnerable producers and consumers, and it is an important source of nourishment. On the other side of the equation, the sector [is a] . . . large user of land and water, [a] notorious GHG [greenhouse gas] emitter, a reservoir of disease, [and a] source of nutrients at times, polluter at others . . . .

‘Against this dichotomy, [this] is a sector that could improve its environmental performance significantly . . . .’

This paper argues that we will help ensure poor decision-making in the livestock sector if we do the following.

Continue to ignore the inequities inherent
in the debate on whether or not to eat meat
‘This debate translates into poor food choices v. the food choices of the poor [and remains] dominated by the concerns of the developed world, [whose over-consumers of livestock and other foods] . . . should reduce the consumption of animal products as a health measure. However, the debate needs to increase in sophistication so that the poor and undernourished are not the victims of generalisations that may translate into policies or reduced support for the livestock sector in parts of the world where the multiple benefits of livestock outweigh the problems it causes.’

Take as given the projected trajectories of animal
consumption proposed by the ‘livestock revolution’
These trajectories ‘are not inevitable. Part of our responsibility is to challenge these future trajectories, and ensure that we identify levels of consumption and nutritional diversity for different parts of the world that will achieve the best compromise between a healthy diet that includes livestock products (or not), economic growth, livelihoods and livestock’s impacts on the environment. No mean feat, but certainly a crucial area of research.’

Continue to promote large-scale consolidated farms over efficient
and market-oriented smallholders as engines for feeding the world
‘Advocates of large-scale farming argue in favour of the higher efficiencies of resource use often found in these systems and how simple it is to disseminate technology and effect technological change. True, when the market economy is working.’ Not true when the market economy is not working. Investment in developing efficient value chains is essential ‘to create incentives for smallholders to integrate in the market economy, formal or informal.’

Continue to hurt the competitiveness
of the smallholder livestock sector
‘Formal and informal markets will need to ensure the supply of cheaper, locally produced, safe livestock products to adequately compete. This implies a significant reduction in transaction costs for the provision of inputs, increased resource use efficiencies, and very responsive, innovative and supporting institutions for the livestock sector in developing countries (FAO, 2009).

Continue to give lip service to paying for environmental services—
and continue to ignore livestock keepers as targets of these services
‘Proofs of concept that test how these schemes could operate in very fragmented systems, with multiple users of the land or in communal pastoral areas, are necessary. Research on fair, equitable and robust monitoring and evaluation frameworks and mechanisms for effecting payments schemes that work under these conditions is necessary. The promise of PES [payment for environmental services] schemes as a means to . . . produce food while protecting the world’s ecosystems is yet to be seen on a large scale.’

Don’t help small-scale livestock farmers and herders
adapt to climate change or help mitigate global warming
In a low carbon economy, and as the global food system prepares to become part of the climate change negotiations, ‘it will be essential that the livestock sector mitigate GHG [greenhouse gas emissions] effectively in relation to other sectors. Demonstrating that these options are real, with tangible examples, is essential . . . .’

Don’t modify institutions and markets to reach smallholders—
and continue to ignore women livestock producers
‘Underinvestment in extension systems and other support services has rendered poor producers disenfranchised to access support systems necessary for increasing productivity and efficiency’ or safety nets. Increased public investment in innovation and support platforms to link the poor, and especially women, to markets is essential.

Continue to protect global environmental goods
at the expense of local livelihoods of the poor
‘. . . [S]tern public opinion in favour of protecting global environmental goods, instead of local livelihoods, could create an investment climate’ that hurts smallholder farmers. The informal and formal retail sectors must ‘gain consumers trust as safe providers of livestock products for urban and rural consumers’.

Bottom line: Need for nuanced information / narratives / approaches
The authors conclude their paper with a plea for greater tolerance for ambiguity and diversity rather than fixed ideas, and a greater appetite for accurate and location-specific information rather than simplistic generalities.

Balancing the multiple roles of livestock in the developing world and contrasting them with those in the developed world is not simple.

‘The disaggregated evidence by region, species, production system, value chain, etc. needs to be generated. Messages need to be well distilled, backed by scientific evidence and well articulated to avoid making generalisations that more often than not confuse the picture and ill-inform policy. Livestock’s roles are simply not the same everywhere.

The roles, whether good or bad, need to be accepted by the scientific community.

‘Research agendas need to use the livestock bads as opportunities for improvement, while continuing to foster the positive aspects. These are essential ingredients for society to make better-informed choices about the future roles of livestock in sustainable food production, economic growth and poverty alleviation.’

Human health risks at the animal-human interface: As Asia’s populations and incomes grow, so do disease risks

Another presentation made by staff of the International Livestock Research Institute (ILRI) at the Asia Regional Livestock Policy Forum held in Bangkok last year (16–17 Aug 2012) (see previous posts on this News Blog about presentations made by ILRI director general Jimmy Smith and ILRI director Steve Staal) is one on ‘Human health risks at the animal-human interface’ by Joachim Otte, of the Food and Agriculture Organization of the United Nations (FAO), and ILRI veterinary epidemiologist Delia Grace.

Income growth in China and India

Their overview notes Asia’s growth in human populations and livestock food demands, the response from the livestock sector, the implications of those for infectious and parasitic disease dynamics and impacts, and the elements for a response.

They first showed the skyrocketing growth of livestock products in Asia.

Then they reviewed the ecological consequences of the rising demand and production of livestock in Asia, which include:
• Land use change leads to habitat fragmentation and growing interfaces
• Expansion of irrigated areas provides new habitats for waterborne organisms and insect vectors
• Large, housed, rapid-turnover genetically homogenous farmed animal populations and heavy use of antimicrobials provide new eco-system and selective pressures
• Complex value chains provide novel disease transmission pathways

The presenters then outlined the use of antimicrobials and cost of antimicrobial resistance.

Increasing livestock production to meet rapidly growing demands in a socially equitable and ecologically sustainable manner is becoming a major challenge for the Asia-Pacific region. To discuss the challenges and a practical response, the United Nations Food and Agriculture Organization (FAO), together with the International Livestock Research Institute (ILRI) and the Animal Production and Health Commission for Asia and the Pacific (APHCA) organized a Regional Livestock Policy Forum in Bangkok 16–17 Aug 2012.

The Asia and Pacific region has experienced the strongest growth in milk and meat over the last two to three decades. In three decades (1980 to 2010), total consumption of meat in the region grew from 50 to 120 million tonnes, and milk consumption grew from 54 to 190 million tonnes. By 2050, consumption of meat and milk in the region is projected to exceed 220 and 440 million tonnes, respectively. While this growth is creating new opportunities and better diets for many poor people, managing it will be a tall order and involve: stimulating income and employment opportunities in rural areas, protecting the livelihoods of small farmers, improving resource use efficiency at all levels of the livestock value chain, minimizing any negative environmental and health consequences of the growth, and ensuring adequate access by the poor to the food they need to live healthy lives.

The Aug 2012 Regional Livestock Policy Forum was held to find solutions. The 80 stakeholders in livestock development who attended represented governments, research agencies, civil society and multilateral organizations, think tanks, private-sector industries and regional and global networks.

Livestock and nutrition
‘Livestock provide about a third of human protein. Even small amounts of animal protein greatly enhance the poor-quality diets of very poor people, many of whom subsist largely, for example, on sorghum and millet. But while 1 billion people are hungry, some 2 billiion are over-nourished, which is often attributed particularly to over-consumption of meat.

HEALTH ONE: Livestock and human health
‘Remarkably, 60% of human diseases, and 75% of emerging diseases (such as bird flu), are ‘zoonotic’, or come from animals, and 25% of all human infectious diseases in least-developed countries is zoonotic. A 2012 study led by ILRI veterinary epidemiologist Delia Grace estimates that the ‘top 13’ zoonoses each year kill 2.2 million people and make 2.4 billion people ill. The same study found that emerging zoonotic diseases are associated with intensive livestock production systems, with hotspots of these being in western Europe and USA, but that the high burden of neglected zoonotic diseases is associated with poor livestock keepers, with hotspots identified in Ethiopia, Nigeria and India.

HEALTH TWO: Livestock health
‘In developing countries, largely in contrast to developed nations, we still struggle to control what are known as ‘transboundary’ livestock diseases, which include, for example, Newcastle disease in chickens and foot-and-mouth disease in cattle. As important, however, are the common endemic diseases of low-income countries, such as parasitic infections, viral diarrhoea, respiratory and reproductive diseases. While we pay considerable attention to transboundary diseases, and emerging infectious diseases with pandemic potential, we are neglecting endemic diseases that hurt the world’s poor the most, and which some estimate are even more costly than transboundary diseases.

HEALTH THREE: Agro-ecosystem health
‘The downside: As many people are now aware, livestock are a significant source of the greenhouse gases warming our planet; they compete for water with staple grains and biofuels, and their diseases can spill over into wildlife populations. On the upside, livestock manure is an important source of organic matter needed for soil fertility (about 50% of the nitrogen used in agriculture in India comes from manure), permanent pastures are potentially an important store of carbon, and the current carbon ‘hoofprint’ can be greatly reduced through more efficient livestock production.’

Jimmy Smith then laid out some ‘prescriptions’.

Prescriptions for human health

  • Manage disease at its (early animal) source, not when it shows up (later) in humans
  • Invest in ‘one-health’ systems for preventing and controlling zoonotic diseases
  • Promote risk- and incentive-based (not regulatory- and compliance-based) food safety systems

Prescriptions for animal health

  • Support smallholder systems to improve livestock production and productivity
  • Use technology and innovations (e.g., vaccines) to improve animal health services
  • Take a whole value-chain-development (not piecemeal) approach

Prescriptions for ecosystem health

  • Manage externalities
  • Close large gaps in ruminant production
  • Reduce livestock-induced deforestation
  • Manage manure
  • Implement payment schemes for livestock-based environmental services

Advice for policymakers
And Smith had some advice for policymakers.

  • Invest in surveillance (re-incentivize disease reporting)
  • Better allocate resources between emerging and endemic diseases
  • Support innovations at all levels in the health sectors
The livestock director concluded his talk by saying:
It is our belief that we can feed the world, we can do so in environmentally sustainable ways, we can do so while reducing absolute poverty, and we can do so while improving the health of people, animals and the planet.
Health is not the absence of disease’, Smith said, quoting his scientist Delia Grace. ‘And it’s too important to be left to doctors.’
