Ethiopian president bestows his nation’s highest award on Ethiopian sorghum breeder and 2009 world food prize winner, Gebisa Ejeta

Scientist whose work has enhanced the food supply of hundreds of millions of people
in sub-Saharan Africa is honoured in Ethiopia

At a reception at the National Palace in Addis Ababa, Ethiopia, following a ‘Dialogue on Agricultural Development in Ethiopia’ on 12 November 2009, Ethiopia’s president, H.E. Ato Girma Woldegiorgus, bestowed his country’s highest award for achievement on Prof Gebisa Ejeta, an Ethiopian-born sorghum breeder and recent World Food Prize Laureate. In response, Prof Ejeta announced that he will use his USD250,000 World Food Prize award to establish a foundation that will help meet the educational needs of Ethiopian and other African children and to establish an annual dialogue in honour of his friend and mentor, Dr Berhane Gebre-Kidan, formerly of Ethiopia’s Alemaya College of Agriculture.

At his Palace reception, Ejeta was visibly moved by his country’s honour.

‘To receive from my country the highest recognition any Ethiopian can receive is overwhelming,’ said Ejeta. ‘All other recognitions I have received I have taken on behalf of the causes I have served. But I am happy to take this particular recognition personally.’

Ejeta, a self-described ‘typical Ethiopian’, said he had spent his life working to serve three principles: humility, integrity and loyalty. ‘I have always tried to remain in check with myself, my own sense of purpose,’ he said. ‘You have to have some cause bigger than yourself. Mine has been to work in service of humanity and the poor.’

Ejeta said, ‘With the money I received from the World Food Prize, I am putting together a foundation. We will use this award money to help meet the educational needs of Ethiopia and other African children.’

He then went on to make a second announcement.

‘Dr Berhane Gebre-Kidan has served as a friend and mentor since I met him at my alma mater, the Alemaya College of Agriculture. I want to establish an annual dialogue, the “Berhane Gebre-Kidan Dialogue”. I cannot think of a better venue to make this announcement, honouring my mentor.’

The 2009 World Food Prize was presented to the Ethiopian-born plant scientist, now an American citizen conducting research at Purdue University, in ceremonies in Des Moines, Iowa, on 15 October 2009. The prize, which comes with a USD250,000 award, is given annually to people who have helped address the world’s food needs. This year’s prize honours Ejeta’s life-long work to improve the production of sorghum, one of the world’s most important grain crops. It also honours his efforts to make his discoveries matter to the farmers who need them the most.

Humility
Ejeta’s desire to help others is rooted in his own childhood poverty. He grew up in a one-room thatched hut in rural Ethiopia. His mother’s commitment to his education helped make him a standout. Poor as she was, she found a place for Ejeta to study, and a place to stay, in a town 20 kilometres away. Ejeta walked there. He studied there. He worked hard there. He excelled there.

Lowell Hardin, an emeritus professor at Purdue University who has known Ejeta for 25 years, says, ‘Because he grew up in very, very modest circumstances — a single mother in a remote village in Ethiopia — he knew poverty. He knew hunger. And when he was fortunate enough to get an education thanks to his mother’s pushing, he decided he was going to apply his talents in this direction.’

Integrity
Ejeta has spent his entire professional life in research to reduce threats to Africa’s food crops. He applied his talents to fighting a weed called Striga, or witchweed, which threatens crops that feed more than 100 million people across sub-Saharan Africa. Ejeta says the parasitic weed can ruin fields of sorghum, a major staple in hot, dry regions of Africa.

‘If you grow a crop susceptible to infection by the parasite,’ he says, ‘and if your soil is contaminated, you have no chance of growing a crop. And most of these soils are becoming contaminated.’

Researchers had tried for years to control the weed without much success. Its seeds can lie dormant in the soil for decades. But Ejeta and his team at Purdue University discovered the chemical signals produced by the sorghum plant that ‘wakes up’ the Striga seeds. They then found sorghum varieties that didn’t produce the signals, and bred a line of Striga-resistant plants that thrived in a broad range of African growing conditions. These new varieties produced up to four times more grain than local types, even in drought-plagued areas.

Loyalty
With this research breakthrough, Ejeta immediately set about ensuring that his disease- and drought-resistant varieties were made available to the African farmers who needed them most. Once the new variety was developed in 1994, he worked with non-profit groups to distribute eight tons of seed to twelve African nations.

Carrying research to the next level is typical of Gebisa Ejeta, who has always understood the importance of getting technology into the hands of African farmers. Just out of graduate school, he bred a high-yielding, drought-tolerant variety of sorghum. When the new hybrid variety was introduced in 1983, Ejeta worked with Sudanese farmers’ cooperatives to scale up production of his drought-resistant sorghum.

Today, Ejeta is working with local partners to connect brewers, bakers, and flour millers with farmers growing the improved sorghum. By working along the entire chain, from farmers’ seeds to consumers’ plates, his work is helping to lift people out of poverty—and providing a powerful weapon in the war on hunger.


Dialogue

The 12 November 2009 ‘Dialogue on Agricultural Development in Ethiopia’ was organized by the Ethiopian Ministry of Agriculture and Rural Development in Ejeta’s honour. Supported by the International Livestock Research Institute and other organizations, the Dialogue was opened by H.E. Ato Girma Woldegiorgis, President of the Federal Republic of Ethiopia.

President Woldegiorgis called Ejeta ‘an Ethiopian champion whose prize is a commitment to others. Through much of our history, we have made scientific discoveries. With this recognition of Dr Gebisa, we reclaim that history.’

In his welcome address, H.E. Ato Teferra Derebew, Minister of Agriculture and Rural Development, noted how much the Ethiopian Government has emphasized agriculture in its development program and said, ‘Gebisa represents a new generation of agricultural researchers. The farming and pastoral societies of Ethiopia are grateful.’


Ejeta on Ethiopia’s challenges and opportunities

In his presentation, Prof Ejeta spoke about Ethiopia’s role in enhancing science-based development in Africa. Whereas most African governments have invested too little to create impact, he said, Ethiopia is an exception.

‘No other African country has committed more internal resources to agricultural development,’ Ejeta said. ‘I have grown positive about Africa lately. Ethiopia is at the cusp of a major agricultural revolution. Ethiopians are among the most resourceful people I know. They can focus and get it done.’

He extolled two great examples of technology transfer in Ethiopia: the Chilalo Agricultural Development Unit in 1970s and the work of Sasakawa Global 2000 in 1990s. ‘Neither,’ he said, ‘was sustained.’ Why not?

‘I am defined,’ Ejeta said, ‘by the modest background that I come from and the great education that I have received in both Ethiopia and the United States.’ In his experience, he said, both Alemaya College of Agriculture and Purdue University shared a ‘land grant university model’ that takes the results of research and delivers it to communities.

‘More buildings and more students don’t make a college,’ he warned. ‘The quality of education in Africa needs to be improved. We need to go back to the model we used 40–50 years ago. We need to get our colleges linked to outstanding universities overseas. The most significant mark that we can make is capacity strengthening.’

Among his worries, Ejeta said, were an uncoordinated national agricultural research framework and what he called the ‘seasonality and fragmentation of development efforts.’

‘For too long we have relied on external funding,’ he said. He warned of the tendency of non-governmental organizations to lobby for boosting social service spending and the susceptibility of donors to embracing paradigm shifts, from sustainable agriculture in the 1990s, for example, to today’s integrated value chain approach. Such frequently changing paradigms, he said, ‘have led to a series of failed starts and are partly responsible for our lack of traction on the ground in agricultural research for development.’

‘African science-led agricultural development needs to be country led,’ he said. ‘Our country programs must be front and centre, with international agricultural research institutes and non-governmental organizations working to support them.’

Ejeta advised the Ethiopian agricultural research-for-development community to ‘Loosen up, be open and take risks’ and to focus on three things: accelerating technological development, investing in institutions and pushing for policy and ownership.

Panel on climate change and African agriculture
Three other presentations on the achievements and future of Ethiopian agriculture and agricultural research were followed by a panel discussion. Several of the panel members spoke on the new challenges Ethiopian and African food producers face with climate change. Dr Mata Chipeta, working for the Food and Agriculture Organization of the United Nations in its Ethiopia sub-regional office, said, ‘Climate change is likely to worsen our food security problems. Climate change could become just the latest excuse for Africa not to be food sufficient. Last year’s fuel price hikes and then fertilizer, food and financial crises are all interlinked. Africa must become master in its own house. It must stop feeling entitled to free assistance. It must invest its own resources. Only then will we get a future that we drive.’

Dr Carlos Seré, director general of the International Livestock Research Institute (ILRI), whose principal campuses are located in Ethiopia and Kenya, spoke of the need to enhance the capacity of societies to learn quickly and respond to climate and other changes. ‘I don’t think there is a trade-off between climate change and food security,’ Seré said. ‘Our agricultural and climate challenges have much in common. Agriculture has to be central to climate change discussions.’

The ILRI director general remarked on Ethiopia’s rare agricultural, biological, human and institutional diversity: ‘There will be a lot of variability in how the climate changes. Ethiopia has greatly diverse farming regions. It has great biodiversity. How can we use cutting edge science to understand that diversity and use it better? Lessons learned in one place may be valuable in another. We need to empower people at the local level to provide solutions. Science can quicken this work. The centres of the CGIAR have been working side by side with the Ethiopian Institute of Agricultural Research and other institutions in this country. We stand ready to deepen our cooperation with the diversity of institutions in Ethiopia.’


Regular dialogue begins

Fittingly, the person whose remarks closed the Dialogue was Prof Ejeta’s mentor, Dr Berhane Gebre-Kidan, who had attended the October World Food Prize ceremony in Iowa, where he watched his protégé be honoured.

Recalling that Ejeta had attended Jimma Agricultural Technical University, Alemaya Agricultural University and then Purdue University, Gebre-Kidan said that each of these institutions shared the land grant philosophy, which combines education, research, and extension, all involved in the development of its local communities.

‘I wait for the day,’ Gebre-Kidan said, ‘when this triangle is recognized in each of our colleges of agriculture. We are recognized as a country unable to feed itself. We have to change that image. We have a world-class scientist in the person of Prof Gebisa Ejeta, which we can exploit. We need to establish a think tank that will think outside the box about Ethiopian agriculture. We need to institute a regular dialogue to move Ethiopian agriculture forward.’

It appears from Gebisa Ejeta’s announcement at Ethiopia’s National Palace that that ‘regular dialogue’ is about to begin.

Putting livestock food on the climate-change table

It’s time for climate negotiators to put meat on the bones
of the next climate agreement

Worldwide our climate is changing, and livestock, which are vital to food security and to agricultural systems in most marginal regions of the world, must adapt to survive, as must the herders and farmers who keep them.

Livestock systems are a major global asset. They occupy 45% of the earth’s surface, employ at least 1.3 billion people, and are valued at about 1.4 trillion US dollars. They provide 17% of the calories and a third of the protein we consume. According to FAO, milk is the world’s number one agricultural commodity, worth about $144 billion annually, and meat from cows, pigs and chickens rank 3, 4 and 5, respectively.

These statistics, however, hide stark differences in how livestock are raised. In poor countries, most livestock are raised on small farms or herded by pastoralists. Throughout their (usually long) natural lives, they survive largely on grass and other vegetation, including the stalks, leaves and other ‘wastes’ of food crops after the grain has been harvested.

In contrast, most livestock in wealthy countries are ‘factory-farmed’ using industrial processes. These short-lived animals are quickly fattened by feeding them vast quantities of corn and other grains – food that could be eaten by people.

Livestock contribute about 18% of the global greenhouse gas emissions generated by human activity. The vast majority of these emissions come from wealthy countries practicing factory farming. All of Africa’s ruminants combined, for example, account for only 3 percent of the global methane emissions from livestock.

Most farmers in developing countries practice either mixed-crop and-livestock farming or pastoral production on rangelands. These smallholders and herders leave tiny environmental footprints in terms of inputs. Even so, investments that increase their efficiency and productivity in terms of breeding and feeding could remove millions of tons of methane and carbon emissions from the atmosphere.

Livestock play central roles in the lives of the poor. If livestock are lost, households can slip into chronic “poverty traps”. Experts believe that climate change is particularly hurting Africa’s livestock and other food producers and the ecosystems on which they depend. And they predict things are going to get worse on the continent, probably much worse. The productivity of rain-fed cropping systems is likely to drop, and do so dramatically in some areas; water shortages will become more common; and important human, livestock and crop diseases are likely to spread to new regions and become more severe.

Many of the world’s small-scale livestock keepers will have to adapt, for example, by changing the mix of livestock species they keep and the types of crops they grow, or switching to new sources of feed for their animals. Some will probably have to get out of agriculture altogether.

When negotiators meet later this year in Copenhagen to finalize the global climate pact, they must pay attention to the many small farmers and herders who are already feeding most of the world’s poor. And they must begin to pay attention explicitly to farm animals that remain neglected by policymakers even as they become increasingly important to food security and raising smallholder incomes. African negotiators in particular need to be champion the cause of small-scale animal agriculture, which remains the backbone of their nations’ economies.

Food security and climate change are inextricably linked. Policymakers must become adept at moving on both fronts simultaneously. And if our climate negotiators hope to address the needs of more than a billion animal keepers n the world, they must begin to provide differentiated policies that support rather than neglect the multifarious small livestock enterprises that make food production possible throughout the developing world.

New study warns that climate change could create agricultural winners and losers in East Africa

While predicting highly variable impacts on agriculture by 2050, experts show that with adequate investment the region can still achieve food security for all

As African leaders prepare to present an ambitious proposal to industrialized countries for coping with climate change in the part of the world that is most vulnerable to its impacts, a new study points to where and how some of this money should be spent. Published in the peer-reviewed journal Agricultural Systems, the study projects that climate change will have highly variable impacts on East Africa’s vital maize and bean harvests over the next two to four decades, presenting growers and livestock keepers with both threats and opportunities.

Previous estimates by the study’s authors projected moderate declines in the production of staple foods by 2050 for the region as a whole but also suggested that the overall picture disguises large differences within and between countries. The new findings provide a more detailed picture than before of variable climate change impacts in East Africa, assessing them according to broadly defined agricultural areas.

‘Even though these types of projections involve much uncertainty, they leave no room for complacency about East Africa’s food security in the coming decades,’ said the lead author of the new study, Philip Thornton of the International Livestock Research Institute (ILRI), which is supported by the Consultative Group on International Agricultural Research (CGIAR). ‘Countries need to act boldly if they’re to seize opportunities for intensified farming in favored locations, while cushioning the blow that will fall on rural people in more vulnerable areas.’

The researchers simulated likely shifts in cropping, using a combination of two climate change models and two scenarios for greenhouse gas emissions, together with state-of-the-art models for maize and beans, two of the region’s primary staple foods.

In the mixed crop-livestock systems of the tropical highlands, the study shows that rising temperatures may actually favor food crops, helping boost output of maize by about half in highland ‘breadbasket’ areas of Kenya and beans to much the same degree in similar parts of Tanzania. Meanwhile, harvests of maize and beans could decrease in some of the more humid areas, under the climate scenarios used in the study. Across the entire region, production of both crops is projected to decline significantly in drylands, particularly in Tanzania.

‘The emerging scenario of climate-change winners and losers is not inevitable,’ said ILRI director general Carlos Seré. ‘Despite an expected three-fold increase in food demand by 2050, East Africa can still deliver food security for all through a smart approach that carefully matches policies and technologies to the needs and opportunities of particular farming areas.’

At the Seventh World Forum on Sustainable Development, held recently in Ouagadougou, Burkina Faso, African leaders announced a plan to ask the industrialized world to pay developing countries USD67 billion a year as part of the continent’s common negotiating position for December’s climate talks in Copenhagen.

The ILRI study analyzes various means by which governments and rural households can respond to climate change impacts at different locations. In Kenya, for example, the authors suggest that shifting bean production more to the cooler highland areas might offset some of the losses expected in other systems.

Similarly, Tanzania and Uganda could compensate for projected deficits in both maize and beans through increased regional trade. In the Common Market for Eastern and Southern Africa (COMESA), maize trade is already worth more than USD1 billion, but only 10 percent of it occurs within the region. As grain prices continue to rise in global markets, several East African countries will be well positioned to expand output of maize and beans for regional markets, thus reducing reliance on imports and boosting rural incomes.

Where crop yields are expected to decline only moderately because of climate change, past experience suggests that rural households can respond effectively by adopting new technologies to intensify crop and livestock production, many of which are being developed by various CGIAR-supported centres and their national partners.

Drought-tolerant maize varieties, for example, have the potential to generate benefits for farmers estimated at USD863 million or more in 13 African countries over the next 6 years, according to a new study carried out by the International Maize and Wheat Improvement Center (CIMMYT) and International Institute of Tropical Agriculture (IITA). Meanwhile, new heat-tolerant varieties of productive climbing beans, which are traditionally grown in highlands, are permitting their adoption at lower elevations, where they yield more than twice as much grain as the bush-type beans grown currently, according to Robin Buruchara of the International Center for Tropical Agriculture (CIAT).

In areas that face drastic reductions in maize and bean yields, farmers may need to resort to more radical options, such as changing the types of crops they grow (replacing maize, for example, with sorghum or millet), keeping more livestock or abandoning crops altogether to embrace new alternatives, such as the provision of environmental services, including carbon sequestration.

This latter option could become a reality under COMESA’s Africa Biocarbon Initiative, which is designed to tap the huge potential of the region’s diverse farmlands and other rural landscapes, ranging from dry grasslands to humid tropical forests, for storing millions of tons of carbon. The initiative offers African negotiators an appealing option in their efforts to influence a future climate change agreement.

‘If included in emissions payment schemes, this initiative could create new sources of income for African farmers and enhance their resilience to climate change,’ said Peter Akong Minang, global coordinator of the Alternatives to Slash-and-Burn (ASB) Programme at the World Agroforestry Centre. ‘Its broad landscape approach would open the door for many African countries to actively participate in, and benefit from, global carbon markets.’

‘Rural people manage their livelihoods and land in an integrated way that encompasses many activities,’ said Bruce Campbell, director of the CGIAR’s Challenge Program on Climate Change, Agriculture and Food Security. ‘That’s why they need integrated options to cope with climate change, consisting of diverse innovations, such as drought-tolerant crops, better management of livestock, provision of environmental services and so forth.’

How rapidly and successfully East African nations and rural households can take advantage of such measures will depend on aggressive new investments in agriculture, CGIAR researchers argue. According to a recent study by the International Food Policy Research Institute (IFPRI), it will take about USD7 billion annually, invested mainly in rural roads, better water management and increased agricultural research, to avert the dire implications of climate change for child nutrition worldwide.

About 40 per cent of that investment would address the needs of sub-Saharan Africa, where modest reductions projected for maize yields in the region as a whole are expected to translate into a dramatic rise in the number of malnourished children by 2050. Thornton’s projections probably underestimate the impacts on crop production, because they reflect increasing temperatures and rainfall changes only and not greater variability in the weather and growing pressure from stresses like drought and insect pests.

‘Farmers and pastoralists in East Africa have a long history of dealing with the vagaries of the weather,’ said Seré. ‘But climate change will stretch their adaptive capacity beyond its limits, as recent severe drought in the region has made abundantly clear. Let’s not leave rural people to fend for themselves but rather invest significantly in helping them build a more viable future.’

Ireland’s Minister of State for Overseas Development, Mr. Peter Power, T.D., has launched an exhibition highlighting the potential of science for Africa’s smallholder farmers at the Irish Aid Volunteering and Information Centre in Dublin.

The multimedia exhibition features videos, posters, photographs and soundscapes that introduce visitors to the people of Khulungira, a village in Malawi that has benefited from advances in agricultural research.

“At present, one in six people worldwide go to bed hungry each night and many more cannot afford a healthy diet,” Mr. Power said. “If we do not do all in our power to reverse the rise in food insecurity and hunger, we will be failing in our basic human obligations, and accepting a scandalous situation which we have the capacity to change.”

The exhibition presents the people behind the grim statistics. The villagers of Khulungira are typical of millions of Africans who depend on smallholder farming for food and income. The challenges they face are daunting: If the rains are late, or crops are infested with a pest or disease, people can starve. If conditions are good, they may have a little extra to sell for income, enabling them to send their children to school. In this sort of scenario, even the smallest improvement in productivity can make a huge difference.

Thanks in part to research undertaken by the members of the Consultative Group on International Agricultural Research (CGIAR), farmers in Khulungira and other villages across Malawi have begun to plant new varieties of potatoes, sweet potatoes, groundnuts and trees. Others are improving the composition of soil and expanding their livestock holdings.

In each case, the change has increased production, improved diets and reduced vulnerability to catastrophic loses.

The CGIAR, established in 1971, is a strategic partnership of countries, international and regional organizations and private foundations dedicated to mobilizing agricultural science to reduce poverty, promote agricultural growth and protect the environment. The CGIAR supports an alliance of 15 international agricultural research centres.

Minister of State for Overseas Development Peter Power launches

The exhibition in Dublin features the work of four CGIAR centers: the World Agroforestry Centre (ICRAF), International Livestock Research Institute (ILRI), International Potato Center (CIP), and International Crops Research Institute for the Semi-Arid Tropics (ICRISAT). The creative development of the joint venture was led by ILRI at the request of Irish Aid . Support was also provided by the MDG Centre, East & Southern Africa and Irish Aid, the Government of Ireland’s programme for overseas development.

In 2009, Irish Aid has provided funding of almost €7 million to the CGIAR. “Continued investment in agricultural research is essential to success in transforming African agriculture into a highly-productive, sustainable system that can assure food security, keep children in school and lift millions out of poverty,” Minister Power said.

The exhibition is free and open to the public at the Irish Aid Volunteering and Information Centre, 27-31 Upper O’Connell St, Dublin 1 (corner of Cathal Brugha Street). It is scheduled to run through the end of 2009.

Organizations, governments and women’s groups around the world choose different themes each year that reflect global and local gender issues.

Meet Sheila Ommeh
Sheila Ommeh is a thirty two year old PhD student from Kenya working on chicken genetics at the International Livestock Research Institute (ILRI).

Ommeh grew up in her early years on the slopes of Mount Elgon in western Kenya where indigenous chicken is a popular staple food for the rural community. She observed that local breeds are reared by small scale farmers who are mostly women and children.

Unfortunately, viral diseases such as Newcastle disease and the looming threat of bird flu have threatened livelihoods leading to malnourishment, hunger and poverty.
Ommeh has seen the importance of having disease resistant breeds that may help in poverty alleviation. Her current work on chicken genetics is helping her to achieve this.

Currently her PhD is focusing on the study of candidate genes in different chicken populations for resistance, tolerance or susceptibility to chicken viral diseases such as avian influenza and Newcastle disease. She is ambitious to adopt a genetic control towards these viral diseases that currently do not have an effective cure or vaccine.

‘One of my longer term scientific goals is to reduce Africa’s hunger and poverty through a genetically improved chicken breed that will be resistant to disease and easily adopted by the rural community’ says Ommeh.

Ommeh wins AWARD
African women are underrepresented in agricultural research institutions. While African women produce 60 to 80 per cent of the crops that feed their continent, they make up less than 20 per cent of Africa’s agricultural researchers. Many believe women need to have a strong voice not just on the farm, but also in the research laboratories and field sites where new options are being developed and tested to help smallholders crank up their food production.

In August 2008, Ommeh was among 60 African women scientists selected from more than 900 candidates in nine countries to receive an “African Women in Agricultural Research & Development” (AWARD) Fellowship for 2008-2010. AWARD is funded by the Bill and Melinda Gates Foundation and managed by the Gender and Diversity (G&D) program of the Consultative Group on International Agricultural Research (CGIAR).

AWARD fellowships aim to increase the skills, visibility and contributions to research and development of women working in critically important areas of agricultural science in Ethiopia, Ghana, Kenya, Malawi, Mozambique, Nigeria, Tanzania, Uganda and Zambia.

‘This opportunity came at the right time in my career,” says Ommeh.

‘It will prepare me for post-PhD challenges. I hope to access a myriad of learning opportunities.

‘I’m confident I’ll gain useful communications skills, among others, from this mentorship program.

‘One of the personal things I am ambitious to achieve is a work-life balance, which is important for both me and my family,” says Ommeh, a mother of one.

Collective action on food crisis

New research showing how the global food price crisis is playing out in 17 countries of eastern and central Africa was presented at a roundtable discussion in Nairobi 22 July 2008.

The research results show that the regional food situation differs significantly from the global one, largely because of this region’s exceptional diversity. That regional diversity provides these countries with opportunities to turn the volatile global and local food situations to their advantage.

By integrating markets and simplifying trade within the region, policymakers can efficiently link areas with food deficits to areas with food surpluses. This integration will help the region’s small farmers get better prices for their crops and livestock while also helping the region’s urban consumers get reliable year-round access to staple food items.

The July Roundtable on the Global Food Crisis was organized by the Kenya country offices of the World Bank and World Food Program and the Nairobi-headquartered International Livestock Research Institute (ILRI). Fifty key decision-makers in agricultural and rural development met on ILRI’s campus to discuss interventions that governments, development agencies, research organizations and nongovernmental organizations could make to help poor people cope with the rising prices of staple foods.

Joseph Karugia, a Kenyan agricultural economist, provided an overview of the regional food situation. Karugia coordinates a Regional Strategic Analysis and Knowledge Support System for Eastern and Central Africa (ReSAKSS-ECA). His review was based on a study led by the region’s leading agricultural research group, the Association for Strengthening Agricultural Research in Eastern and Central Africa (ASARECA). Under pressure by policymakers needing to take action to address the food price crisis, a team of 26 researchers within ASARECA and several centres supported by the Consultative Group on International Agricultural Research (CGIAR) that work in this region, including ILRI, with study activities coordinated by ReSAKSS-ECA, conceived and executed the study together and with speed.

“Our regional food prices have generally risen much slower than global ones,” Karugia said. Even the countries within the region are being affected differently by the global food prices, largely because of their different “food baskets”. Kenya’s main staple is maize, but in Uganda it’s plantain, in Ethiopia it’s teff and in Rwanda it’s beans. Those countries that deal in non-traded commodities are buffered from the rising prices of globally traded staples. “Rice and wheat,” Karugia said, “two hugely important staples globally, are relatively trivial in this region. Moreover, most of the region’s maize needs are met outside the global markets because most people in the region obtain their maize in locally, in informal as well as formal markets.”

One result is that while the food price index (FPI) of the United Nations Food and Agriculture Organization (FAO), which captures trends in major food commodities, rose by 56% between March 2007 and March 2008, the FPI increases in this region were all below 40% and in most cases significantly lower. The FPI increased by 39% in Ethiopia, 20% in Burundi and Kenya, and just 11% in Tanzania. In several other countries in the region, including Madagascar, Malawi, Rwanda, Uganda and Zambia, the increase was less than 10%.

It’s not only the staples of these neighbouring countries that differ. Their climate and rainfall patterns differ, and consequently their planting and harvest times differ, too.

These within-region variations give policymakers a powerful lever for transforming a global food crisis into a regional opportunity for farm producers and urban consumers alike.

By integrating the region’s food markets and simplifying its food trade regulations, Karugia said, the region could link up food-deficit to food-surplus areas and thus provide its citizens with staples in an given season. A truly integrated regional market would provide farmers with remunerative prices and alternative reliable markets for their produce while also providing urban consumers and rural net buyers of food with a variety of reasonably priced food staples throughout the year.

Most of the trade in food in this region is informal. It is wasteful not because it is informal but rather because of the many obstacles the informal traders have to face. Karugia explains: “At the border between Kenya and Uganda, trucks laden with sacks of grain and other food staples are unloaded, reloaded onto bicycles, bicycled across the border to be reloaded onto trucks on the other side. This is not an efficient way to move food!”

It would be a shame, Karugia said, quoting the economist Paul Romer, for the eastern and southern Africa region “to waste a good crisis”. “This global food price crisis provides the 19 countries of eastern and southern Africa with a golden opportunity to promote agricultural-led development through increased domestic production, regional trade and integration.”

The ASARECA research presented at this roundtable discussion was a demonstration of this new networked science. Diverse scientists from ReSAKSS-ECA, ASARECA and the CGIAR worked together for months amassing data from country and regional organizations and consulting with key experts and partners within governments, policy think tanks, research institutions, emergency relief agencies and the private sector. Although their individual perspectives on, and interpretations of, the data they collected vary considerably, the research group reached consensus on several points.

The poor in this region are spending 40 to 70% of their income on buying food.
The poor are being hit hardest by the rise in food prices, especially the rural net buyers of food.
Contrary to popular belief, most of the farming households in the rural areas are net buyers rather than net producers of food if price rather than volume of food is considered. Poverty forces them to sell their grain and other crops at harvest time, when prices are at their lowest, and to buy grain again, several months later, when the households run out of the staple, often at two to three times the price at which they sold their grain.
Prices of agricultural inputs are increasing across the 17 countries of the region. (The price of fertilizer rose 200% in Kenya in the last year.)
Yields of staple food crops are stagnating or decreasing in 17 of the 19 countries of Eastern and Central Africa (only Egypt and Mauritius are increasing their yields) because farming is moving onto increasingly marginal agricultural lands, causing yield aggregates to fall.

One other salient fact leaped out of the data—the region cannot continue to spend less than 10% (and in some cases as low as 2%) of its national budgets in a sector that provides 25% of the region’s gross domestic product, 75% of its citizen’s livelihoods, and food for 100% of its people. ‘We have neglected our agriculture, our farmers and our food markets for decades,” says Karugia. “This is the result.”

Karugia and his many colleagues in this multi-institutional, multi-disciplinary, and multi-commodity project asked themselves one central question: What levers can we pull to take advantage of the higher food prices? The two conventional answers—increase farm production and control consumer demand—were deemed by the group to be too slow to be useful. This regional group of scientists concluded that a regional strategy for exploiting the food price hikes offered the best opportunities for the most numbers of people: “Exploit the regional diversity by facilitating regional trade”.

Priority actions for such a regional strategy would include the following:
Markets: Remove export bans, eliminate non-trade barriers, simplify trade regulations and upgrade infrastructure along the region’s main trade corridors.
Farmers: Reduce the high cost of fertilizer and other agricultural inputs and facilitate their trade, widen use of best-bet agricultural technologies, pilot innovative risk-management strategies such as index-based insurance schemes.
Institutions: Strengthen market information and intelligence as well as frameworks for preparedness, response and learning.

Addressing these issues in these ways, with evidence-based policy options, is thus feasible, say the study team, and should lead to lowering the prices of food staples while also raising farm productivity and agricultural livelihoods.

In summing up the day’s roundtable discussion, host Carlos Seré, who is ILRI’s director general, said that it’s not only food we should be moving within the region but also the agricultural technologies that allow greater and more sustainable food production. The current food price crisis also has that silver lining: “When you have high food prices, you can move those technologies for improved food production. And you can get attention for neglected alternative crops, such as cassava chips for livestock feed. Which become viable as the price of grain staples rise.”

“This is something happening now,” Seré said. “We need smart interventions that target the region’s poor consumers and farmers alike. We need to get fertilizers into the region’s high potential farming areas. The key thing is to work with markets—to arbitrage across countries and across the region. We must reduce trade barriers within the region, which will greatly improve the efficiency of its markets.”

“We must also think through new crop portfolios for this region,” he continued. “How, for example, could we continue to support maize production in Kenya without penalizing those farmers pursuing a more diversified system that includes sorghum or millet?”

Seré concluded: “Climate and other fast-evolving changes affecting developing-country food production will make our problems worse in future. Finding the institutional frameworks for addressing these problems in collective action is our challenge.”

Rethinking impact: Understanding the complexity of poverty and change

Group finds traditional measures such as ‘rate of return studies’ are not suitable for evaluating research impacts.
complexity of povertySixty people from 33 organizations worldwide, almost half of them women and from outside the 16 centres supported by the Consultative Group on International Agricultural Research (CGIAR), convened this March in Cali, Colombia, to rethink the way agricultural researchers go about assessing their impacts on reducing poverty and economic, social and gender inequities.

Traditional assessment methods unsuitable
This group thinks that traditional economic impact assessment methods such as ‘rate of return studies’ are unsuited for evaluating research activities aimed at sustainable poverty reduction. Indeed, for the last 5-10 years, many CGIAR centres have been widening their range of methods to assess their diverse outcomes and impacts. The impact experts and local partners gathered at this meeting recommended that CGIAR management take immediate steps to acknowledge the legitimacy of this diversity and the broad range of impact assessment methods needed to evaluate it.

New ‘linking’ role for researchers
The group also stressed the central, rather than peripheral, role that today’s researchers must play in linking researchers, academics, farmers, marketers, policymakers and representatives of civil society in creating and sharing knowledge. To do this, the group warned, will require that research organizations change the way they do business. Specifically, these organizations will have to recognize the legitimacy and challenges of such boundary-spanning work by dedicating substantial time and resources to it and rewarding those who do it well.

Learning through participatory research
Learning organizations that are effective at innovation are also likely to be effective in engaging end-users. Thus, participants at this meeting highlighted the need to find more thoughtful ways of assessing who to involve in a given research project and how to involve them. Participatory tools demonstrably effective at this kind of ‘action research’ were discussed and evaluated. What was clear to all was a continuing need to better engage farmers and other end-users of research for development, or the civil society organizations that represent them, in meaningful ways at appropriate points throughout the research process. They also recommend that scientists managing complex research projects spanning the policy, civil society, agricultural, local development and private sectors be recognized and rewarded for taking on such complexity.

Excerpts from Workshop Brief No 2 states:

It is time for the CGIAR to present a clear strategy and code of conduct for engaging users (including farmers, the poor and the civil society organizations that represent them) in on-the-ground research processes. . . . The CGIAR guidelines for impact assessment currently being finalized (based on a rate of return methodology alone) are not adequate for much of the research it conducts.

We urge management to support the rapid development of another set of impact assessment guidelines specifically for evaluating complex collaborative research, and to adapt the performance measurement and other systems to reflect these new approaches. Without them, we risk inappropriately assessing the work we are doing that is most likely to lead to sustainable solutions to poverty, and possibly even driving it out of the CGIAR research portfolio.

More realism needs to be applied to the concept of attribution and causation within complex collaborative research, where impacts are not likely to be attributable to the CGIAR or single causes. Knowing that different collaborators play different roles over time and multiple causal strands contribute to impact, we should focus assessments on contribution rather than attribution. Over-emphasis on attribution may damage the trust needed for effective collaboration. In addition, greater emphasis needs to be placed on understanding adaptation processes rather than adoption per se of finished technology.

Principles for linking knowledge with action
ILRI agricultural economist, impact assessment expert and innovations leader Patti Kristjanson is committed to developing a set of principles for linking knowledge with action and to further linking the principles identified with tools, methods, approaches and strategies. Kristjanson says ILRI is collaborating with Harvard University’s Sustainability Science Program in development of a training course on this for CGIAR research managers and their partners.

The workshop participants agreed on the following four key messages.

Mission-oriented scientists need to rethink how they do research to have sustainable impacts on reducing poverty as well as how to evaluate those research impacts.
How scientists do research is key to achieving pro-poor, gender-sensitive and socially
inclusive results. Working more thoughtfully with, and helping to bridge boundaries
between, strategically chosen partners can help increase the probability of linking the
knowledge generated by the research to actions that lead to sustainable poverty
reductions.

Mission-driven researchers need to continue to bring other (existing) evaluation methods and approaches into more regular practice.
A wide array of evaluation methods and approaches already exists that is not fully
used by the agricultural and natural-resource management R&D communities. Members of those communities should review the available options and try out methodologies they are not familiar with.

Many scientists still view non-economic assessment methods as ‘illigitimate’.
There is still a high degree of skepticism among agricultural and natural resource management researchers, particularly within the CGIAR, about using non-economic and non-statistical data in evaluations. More empirical evidence of the validity and value of approaches other than economic (e.g. ex-post assessments) is needed.

Methodology gaps still exist.
It can be argued that the CGIAR are employing inadequate evaluation methods for the 75% of its research unrelated to germplasm improvement (e.g. policies, institutions, natural resource management, gender and social inclusion). CGIAR research evaluators need to refine existing, as well as often employ multiple, methods to fill this important gap.

Livestock research in Asia: Strategy and action plan launched in Beijing

The International Livestock Research Institute (ILRI) and partners have launched a new strategy and action plan for livestock research in Asia to ensure research has an impact on poverty reduction.

‘Livestock Asia: A strategy and action plan for research for poverty reduction’ was launched at the Consultative Group on International Agricultural Research (CGIAR) Annual General Meeting in Beijing on 3 December 2007. The strategy and plan, which focuses on South Asia, South East Asia, and China, was created by over 50 organizations and individuals, during a five-month consultative process, facilitated by ILRI. The strategy contains a five-point action plan designed to ensure that livestock research ultimately has an impact on poverty reduction.

‘We hope that it will be of value to all those interested in reducing poverty through livestock research and development in South and South-East Asia, and China,’ explained Iain Wright, ILRI’s Regional Representative for Asia.

‘In particular, we hope that it will be used by researchers, policymakers, aid specialists and development practitioners to guide the development of their policies, programs, and projects’ said Wright.

300 million people depend on livestock in Asia

Three hundred million poor people in South Asia and another 100 million in South-East Asia and China, depend to some extent on livestock for their livelihoods. Rapidly growing economies and changing patterns of food consumption are driving increased demands for livestock products. This presents unique opportunities to reduce poverty through livestock production and marketing. The opportunities will only be realized if the poor can respond by generating marketable surpluses and accessing the market. Research towards poverty reduction through livestock can contribute to achieving this goal.

There are a number of key drivers changing the livestock landscape in Asia. These include a growing gap in income between urban and rural areas, rapidly growing demand and rising prices for livestock products, and changes in the way food is retailed, linked to changes in the supply chain. Trade liberalization is opening up new markets, but endemic and emerging diseases such as Avian Influenza can threaten access. Livestock production can have both positive and negative environmental impacts, and production systems are changing with intensification and competition for crops for human and animal feed and biofuels.

New roles emerging
There are evolving policy needs and new roles for the public and private sectors. This is taking place against a background of new communication technologies that are opening up new ways of sharing knowledge. There are, however, major challenges on how to manage knowledge effectively.

Creating the research agenda
The strategy recognizes that the poor are particularly vulnerable to external shocks because of their small asset base. It also recognizes that research is only one small but critical component in the process of improving pro-poor animal agriculture and market development.

According to Carlos Seré, Director General of ILRI, ‘No single organization can ensure that the research that it carries out will reduce poverty. This requires the collaboration of many groups of stakeholders that extend way beyond the traditional research community.’

‘To ensure that research is relevant to the needs of the poor and that research outputs result in action, new partnerships will need to be formed’ he said.

‘National and international researchers, extension services, donors, development organizations, government at all levels, the private sector, regional organizations, representatives of local groups and farmers, producer organization and consumers need to work together to create the research agenda. This will ensure that research methodologies are appropriate and that research outputs make a real difference on the ground.’

Focus on process: The ‘how’ rather than the ‘what’
In recognition of the need for stakeholders to be involved in the development of the research agenda, the Livestock Asia Strategy and Plan does not identify priority research topics. It concentrates on how research for poverty reduction through livestock could be approached and conducted, rather than what research should be conducted. If the appropriate ways of working can be defined, if relevant partnerships can be developed, and if the appropriate skills can be brought to bear, then the establishment of research priorities and topics should be a logical consequence of that process.

The Executive Secretary of APAARI (Asia Pacific Association of Agricultural Research Institutes), Dr Raj Paroda, welcomed the launch of the plan. Speaking at the launch in Beijing, he said ‘APAARI is delighted with this initiative to create a strategic plan for pro-poor animal agricultural research in Asia.  It is timely, and we will certainly be a willing partner in taking this important initiative forward.’

Action points
Five key actions have been identified for implementation in the short term to improve the effectiveness of pro-poor livestock research in South and South-East Asia, and China, and the plan outlines how these action points will be taken forward:
1. Raising awareness and promoting the need for livestock research for poverty reduction
2. Developing a livestock knowledge resource for Asia
3. Defining regional research issues
4. Working in partnership
5. Capacity strengthening

Development and launch of the Livestock Asia Strategy and Plan

This strategy and plan focuses on the tropical and semi-tropical agricultural regions of South and South-East Asia, and China, regions dominated by smallholder, mixed crop–livestock systems with smaller populations of pastoralists, especially in South Asia. This plan has been produced by a large group of stakeholders in a process facilitated by the International Livestock Research Institute (ILRI). The steps in the process were:

1.  In August 2007, a Challenge Dialogue Paper was produced, following discussions with a small group of stakeholders in South and South-East Asia. The discussion paper, which set out certain assumptions, assertions, and questions, was sent to over 150 individuals representing a wide group of stakeholders from the research and development communities in the public and private sectors. They were invited to respond and provide ideas and suggestions. Forty-eight responses were received.

2. In September, the responses were summarized and synthesized in a Progress Report, which was sent to 150 stakeholders for further comment.

3. In October, two follow-up workshops were held in Bangkok and Kathmandu with stakeholders from South-East and South Asia respectively. The task was to validate the responses to the Challenge Dialogue paper, to clarify and further develop some of the ideas received, to check for gaps in information, and to identify specific activities that could be undertaken in pursuit of a pro-poor livestock research and development agenda.

4. In November, the strategy and plan was drafted. Input and comments were received from representatives from 12 countries within the region, as well as from individuals and organizations outside Asia with an interest in the region. Over 50 organisations – representing international, national and regional interests – participated in the creation of the strategy and action plan.

5. In December 2007, the strategy and action plan was launched at the Consultative Group on International Agricultural Research (CGIAR) Annual General Meeting in Beijing.

A ‘livestock meltdown’ is occurring as hardy African, Asian and Latin American farm animals face extinction

Scientists Call for Rapid Establishment of Livestock Genebanks To Conserve Indigenous Breeds
 

With the world’s first global inventory of farm animals showing many breeds of African, Asian, and Latin American livestock at risk of extinction, scientists from the Consultative Group on International Agricultural Research (CGIAR) today called for the rapid establishment of genebanks to conserve the sperm and ovaries of key animals critical for the global population’s future survival.

An over-reliance on just a few breeds of a handful of farm animal species, such as high-milk-yielding Holstein-Friesian cows, egg-laying White Leghorn chickens, and fast-growing Large White pigs, is causing the loss of an average of one livestock breed every month according to a recently released report by the UN Food and Agriculture Organization (FAO). The black-and-white Holstein-Friesian dairy cow, for example, is now found in 128 countries and in all regions of the world. An astonishing 90 percent of cattle in industrialized countries come from only six very tightly defined breeds.

The report, “The State of the World’s Animal Genetic Resources,” compiled by FAO, with contributions by the International Livestock Research Institute (ILRI) and other research groups, surveyed farm animals in 169 countries. Nearly 70 percent of the entire world’s remaining unique livestock breeds are found in developing countries, according to the report, which was presented to over 300 policy makers, scientists, breeders, and livestock keepers at the First International Technical Conference on Animal Genetic Resources, held in Interlaken, Switzerland, from 3-7 September 2007.

“Valuable breeds are disappearing at an alarming rate,” said Carlos Seré, Director General of ILRI. “In many cases we will not even know the true value of an existing breed until it’s already gone. This is why we need to act now to conserve what’s left by putting them in genebanks.”

In a keynote speech at the scientific forum on the opening day of the Interlaken conference, Seré called for the rapid establishment of genebanks in Africa as one of four practical steps to better characterize, use, and conserve the genetic basis of farm animals for the livestock production systems around the world.

“This is a major step in the right direction,” said Seré. “The international community is beginning to appreciate the seriousness of this loss of livestock genetic diversity. FAO is leading inter-governmental processes to better manage these resources. These negotiations will take time to bear fruit. Meanwhile, some activities can be started now to help save breeds that are most at risk.”

ILRI, whose mission is poverty reduction through livestock research for development, helps countries and regions save their specially adapted breeds for future food security, environmental sustainability, and human development.

Industrialized countries built their economies significantly through livestock production and there is no indication that developing countries will be any different. Worldwide today, one billion people are involved in animal farming and 70 percent of the rural poor depend on livestock as an important part of their livelihoods. “For the foreseeable future,” says Seré, “farm animals will continue to create means for hundreds of millions of people to escape absolute poverty.”

In recent years, many of the world’s smallholder farmers abandoned their traditional animals in favor of higher yielding stock imported from Europe and the US. For example, in northern Vietnam, local breeds comprised 72 percent of the sow population in 1994, and within eight years, this had dropped to just 26 percent. Of the country’s fourteen local pig breeds, five are now vulnerable, two are in critical state, and three are facing extinction.

Scientists predict that Uganda’s indigenous Ankole cattle—famous for their graceful and gigantic horns—could face extinction within 50 years because they are being rapidly supplanted by Holstein-Friesians, which produce much more milk. During a recent drought, some farmers that had kept their hardy Ankole were able to walk them long distances to water sources while those who had traded the Ankole for imported breeds lost their entire herds.

Seré notes that exotic animal breeds offer short-term benefits to their owners because they promise high volumes of meat, milk, or eggs, but he warned that they also pose a high risk because many of these breeds cannot cope with unpredictable fluctuations in the environment or disease outbreaks when introduced into more demanding environments in the developing world.

Scientists and conservationists alike agree that we can’t save all livestock populations. But ILRI has helped lay the groundwork for prioritizing livestock conservation efforts in developing regions. Over the past six years, it has built a detailed database, called the Domestic Animal Genetic Resources Information System (DAGRIS), containing research-based information on the distribution, characteristics, and status of 669 breeds of cattle, sheep, goats, pigs and chickens indigenous to Africa and Asia.

Seré proposes acceleration of four practical steps to better manage farm animal genetic resources.

1.) A first strategy is to encourage farmers to keep genetic diversity “on the hoof,” which means maintaining a variety of indigenous breeds on farms. In his speech, Seré called for the use of market-incentives and good public policy that make it in the farmer’s self-interest to maintain diversity.
2.) Another way to encourage “keeping it on the hoof,” Seré said, is by allowing greater mobility of livestock breeds across national borders. When it comes to livestock, farmers have to “move it or lose it,” he said. Wider distribution of breeds and access to them makes it less likely that particular breeds and populations will be wiped out by fluctuations in the market, civil strife, natural disasters, or disease outbreaks.
3.) The third approach that Seré is championing is a longer term one with great future potential for resource-poor farmers. It goes by the name of “landscape genomics” and it combines advanced genomic and geographical mapping techniques to predict which breeds are best suited to which environments and circumstances around the world.
4.) But for landscape genomics—or any of the other approaches—to work, of course, scientists will need a wide variety of livestock genetic diversity to work with. For this reason, the fourth approach Seré is advocating is long-term insurance to “put some in the bank,” by establishing genebanks to store semen, eggs, and embryos of farm animals. 

“In the US, Europe, China, India, and South America, there are well-established genebanks actively preserving regional livestock diversity,” said Seré. “Sadly, Africa has been left wanting and that absence is sorely felt right now because this is one of the regions with the richest remaining diversity and is likely to be a hotspot of breed losses in this century.”

But setting up genebanks is a first important step towards a long-term insurance policy for livestock. Seré noted that genebanks by themselves are not the only answer to conservation, particularly if they end up becoming “stamp collections” that are never used.

“Individual countries are already conserving their unique animal genetic resources. The international community needs to step forward in support,” said Seré. “We support FAO’s call to action and the CGIAR stands ready to assist the international community in putting these words into action.”

Violence against women and girls continues unabated in every continent, country and culture. No one can dispute the evidence. Violence takes a devastating toll on the lives of women, their families and society as a whole. Gender equality and human rights for all are essential to advancing development, peace and security.

Take action to end impunity for violence against women and girls

•   Violence against women is the most common but least punished crime in the world.

•   It is estimated that between 113 million and 200 million women are demographically "missing." They have been  the victims of infanticide (boys are preferred to girls) or have not received the same amount of food and medical attention as their brothers and fathers.

• The number of women forced or sold into prostitution is estimated worldwide at anywhere between 700,000 and 4,000,000 per year. Profits from sex slavery are estimated at seven to twelve billion US dollars per year. • Globally, women between the age of fifteen and forty-four are more likely to be maimed or die as a result of male violence than through cancer, malaria, traffic accidents or war combined.

• At least one out of every three women has been beaten, coerced into sex or otherwise abused in her lifetime. Usually, the abuser is a member of her own family or someone known to her. Domestic violence is the largest form of abuse of women worldwide, irrespective of  region, culture, ethnicity, education, class and religion.

• It is estimated that more than two million girls are genitally mutilated per year, a rate of one girl every fifteen seconds.

• Systematic rape is used as a weapon of terror in many of the world's conflicts. It is estimated that between 250,000 and 500,000 women in Rwanda were raped during the 1994 genocide.

• Studies show the increasing links between violence against women and HIV and demonstrate that HIV-infected women are more likely to have experienced violence, and that victims of violence are at higher risk of HIV infection.

Ending violence against women is essential to advancing development. To mark International Women’s Day 2007, the International Livestock Research Institute (ILRI), World Agroforestry Centre (ICRAF) and other Nairobi-based Centers under the umbrella of the Consultative Group on International Agricultural Research (CGIAR), visited the Nairobi Women’s hospital which runs a Gender Violence and Recovery Center (GVRC) for battered women and rape victims. The hospital was opened on 5 March 2001 and receives an average of 6-7 patients per day – most of them rape victims.

‘Ending Violence Against Women, is an initiative of the United Nations Population Fund (UNFPA). An interactive, multimedia online exhibit tells the stories of women throughout the world in their battle to bring equality and stop violence to women, as well as the efforts of the UNFPA and other like-minded NGOs in these endeavors.

African animal feeds: Two decades of research now freely available on the web

The most comprehensive and authoritative web-based resource on the nutritional values of livestock feeds in African agriculture has just been launched.

This month sees the launch of the ‘Sub-Saharan Africa Feed Information System’. This new web-based resource provides free access to a comprehensive database providing the nutritional values of feedstuffs used by small-scale farmers in 14 countries in sub-Saharan Africa. SSA Feeds provides data on 14,571 samples of 459 livestock feeds, including herbaceous forages, fodder trees and shrubs, cereals and legumes, roots and tubers, other food crops, concentrate feeds and agro-industrial by-products, mineral supplements and other less common feeds. These feeds were analyzed in the animal nutrition laboratories of the International Livestock Research Institute (ILRI) in Addis Ababa, Ethiopia, and the information made available through an initiative of the Systemwide Livestock Programme (SLP) of the Consultative Group on International Agricultural Research (CGIAR).

 

SSA Feeds: Authoritative, comprehensive and freely available online
This unique resource is the culmination of 26 years of extensive research and data collection. The newly launched product makes available twelve years of initial data collection that started in 1981. This resource is now being updated with thousands of additional entries encompassing 14 years of subsequent research. This makes SSA Feeds the Web’s most comprehensive and authoritative resource on the nutritional values of livestock feeds in African agriculture.

Salvador Fernández-Rivera, a Mexican livestock nutritionist based at ILRI’s principal campus in Addis Ababa, Ethiopia, who coordinates SSA Feeds, is excited. ‘This is the first time that we have pulled together more than two decades of our research on animal feeds. SSA Feeds will be an invaluable resource for extension and development agents as well as livestock researchers. SSA Feeds will help them design optimal and scientifically based feeding systems for meat, dairy and draft animals. Better nourished and healthier livestock will enable Africa’s small-scale farmers improve their food and economic security.’

What the experts have to say about SSA Feeds
SSA Feeds was developed in conjunction with world experts in animal nutrition. These experts are already using the new resource and benefiting from having access to such depth and breadth of critical information on African animal feeds.

Adugna Tolera, an expert in animal nutrition and associate professor at the University of Hawassa, Ethiopia, advises his country’s feedlot industry on use of local feed resources. 

SSA Feeds is an important and rich source of information on the nutritive value of a wide range of sub-Saharan African feed resources. It is user-friendly for searching and summarizing the data on a given feed and enables the user to see the average value as well as the variability (range and standard deviation).

It would be useful if the database were further enriched by including similar data accumulated in many of the national agricultural research systems in this region of Africa.

Hank Fitzhugh, former director general of ILRI and its Addis Ababa-based predecessor, the International Livestock Centre for Africa (ILCA), is an animal geneticist and livestock production systems specialist. He is leading a project to improve meat and livestock exports from Ethiopia. The project, which is funded by the United States Agency for International Development (USAID) and implemented by Texas A&M University, will fund the upgrading of the SSA Feeds database.

This important database moves over 20 years of research off the shelf and into use by African livestock producers responding to the ‘livestock revolution—the huge increase in demand for meat and milk by consumers in developing countries.

David Hutcheson is a worldwide expert on beef cattle nutrition, involved in projects in several countries in Africa, Asia and Latin America. With a long and distinguished career in the university system and US beef industry, he also served on the Committee of the National Research Council (NRC) of the United States that established the current “Nutritional Requirements of Beef Cattle".

 

I have used SSA Feeds to develop a “Best Cost” ration concept for Ethiopia Feedlots. The database is user friendly and easily adapted to the “Best Cost” Excel program. The arrangement of the nutrient analyses and summary statistics allow for easy manipulation and export of the data into different programs, for applications in both research and producer situations.
