Imported breeds threaten global livestock biodiversity

Resilient, disease-resistant, 'ancient' cattle are among the African breeds at risk of extinction as imported animals supplant valuable, but less productive, native livestock on the continent.

Urgent action is needed to stop the rapid and alarming loss of genetic diversity of livestock not only in Africa but also throughout the developing world, where a treasure-trove of drought- and disease-resistant animals still exists, according to a presentation made today at a key event in the Australasian region held to mark the UN International Year of Biodiversity.
 
Drs Okeyo Mwai and Gabrielle Persley, from the International Livestock Research Institute (ILRI), in Kenya, warned that investments are needed now to expand efforts to identify and preserve the unique traits of Africa’s rich array of livestock developed over several millennia but now under siege. In a joint paper, they said the loss of livestock diversity in Africa is part of a global 'livestock meltdown'. 
 
Drs Mwai and Persley joined other biodiversity conservation specialists and advocates at the Crawford Fund’s 2010 international conference, “Biodiversity and World Food Security: Nourishing the Planet and Its People,” being held in Parliament House, Canberra, over 30 August to 1 September.
 
“In the industrialized world”, said Dr Mwai, a leader of ILRI's breeding projects, “just six tightly defined breeds already account for 90 percent of all cattle. A 2007 report by the UN Food and Agriculture Organization (FAO) showed that over-reliance on a small number of livestock breeds is resulting in the loss of around one breed every month. FAO also report that some 20 percent of the world's 7616 livestock breeds are now viewed as at risk.”
 
He also noted that in Vietnam, the proportion of indigenous sows dropped from 72 percent in 1994 to just 26 percent 8 years later. In some countries, chicken populations have changed practically overnight from genetic mixtures of backyard fowl to selected uniform stocks raised under intensive conditions.
 
“From Africa to Asia, farmers are increasingly choosing the breeds that will produce more milk, meat and eggs to feed their hungry families and raise their incomes. But we cannot afford to lose altogether breeds that possess genetic attributes that may be critical for coping with increasing threats such as climate change and emerging pests and diseases,” he said.
 
Dr Mwai described a variety of pressures threatening the long-term viability of livestock production in Africa and globally, including rangeland degradation and cross-breeding hardy native stock with “exotic” breeds imported from Europe, Asia and the America.
 
“We need to link local, national and international resources and conserve livestock genetic diversity through dedicated livestock genebanks”, he said. “International livestock genebanks should store frozen cells, semen and DNA of endangered livestock from across the world. It is these genes that will help us feed humanity and cope with unforeseen crises.”
 
Australian Dr Gabrielle Persley warned that Australian livestock producers are likely to lose many benefits in improved production and disease resistance if Africa’s indigenous genetic resources are lost.She explained that livestock genebank collections must be accompanied by comprehensive descriptions of the animals, the populations from which they were obtained, and the environments and local practices under which they were raised.
 
“The necessary technology is already available,” Dr Persley said. “Cryopreservation has been used for years to aid both human and animal reproduction. What’s lacking is a strong policy framework for widespread use of the available technologies to preserve livestock genetic diversity.”
 
She stressed that documenting and conserving the diversity of the world’s remaining cattle, goat, sheep, swine and poultry populations is at least as essential as the maintenance of crop diversity for ensuring future food supplies in the face of health and environmental threats.
 
“Just as we should know which crop varieties are most tolerant to flooding or disease,” she said, “we should know which types of chicken can survive avian flu.”
 
But while crop genes are being stored in thousands of collections across the world and a fail-safe genebank is buried in the Arctic permafrost, she argued, “no comparable effort exists to conserve livestock genes”.

  • Dr Cristián Samper, Director of the world’s largest and most visited natural history collection, the National Museum of Natural History, Smithsonian Institution; 
  • Professor Steve Hopper, an internationally recognised Australian plant conservation biologist who is Director of the Royal Botanic Gardens, Kew, arguably the planet’s most famous garden; 
  • Dr Emile Frison, Director General, Bioversity International, the largest international research organisation dedicated to the conservation and use of agricultural biodiversity;
  • Professor Hugh Possingham, member of the Wentworth Group of Concerned Scientists and Director of the Ecology Centre at the University of Queensland
  • Dr Megan Clark, Chief Executive, CSIRO.
 
Speakers from Australia, Asia and Africa will also be addressing biodiversity issues in relation to the fields of fisheries, forestry, microbials, biosecurity, genetically  modified organisms and human health.

Small-scale traders drive growth of Kenya’s milk industry

Over 80 per cent of Kenya’s milk output is produced by close to 800,000 smallholder dairy farmers in a sector that also has 350,000 smallholder milk vendors. In recent years, Kenya’s dairy sector has experienced a major growth in milk production as a result of various programs that have streamlined the industry and given support to dairy farmers and the country’s milk value chain that ties producers to sellers to consumers.

One such initiative is a Smallholder Dairy Project, which worked with the country’s dairy farmers between 1997 and 2005. The project was implemented by the Government of Kenya, the Kenya Agricultural Research Institute and the International Livestock Research Institute (ILRI) together with other partners.

In this 7-minute film, produced by WRENmedia, Margaret Lukuyu, who was part of ILRI’s team in the project (she now works with the Kenya Agricultural Research Institute), talks about how small-scale milk vendors in Kenya have improved the ways that they handle milk, which has resulted in higher profits for them. She says the sellers have also increased their milk supply to consumers in an industry that contributes about 4 percent of total national gross domestic product (GDP).

One of the key successes of the project was the licensing of smallholder milk traders and farmers in the ‘informal milk sector’ into various registered groups, such as the Kenya Smallholder Milk Traders Association, which has empowered both farmers and traders to lobby for needed policy changes. This project played a key role in reforming Kenya’s national dairy policy and increased support for the country’s massive ‘informal milk sector’, which trades in unpasteurized (‘raw’) milk.

The film also highlights the experiences of Teresa Kamau, a business developer who trained farmers and traders in business management skills as part of the project, and Gabriel Karanja, a milk trader who has seen increased returns as a result of his sales of clean and higher-quality milk.

Study recommends new systems for raising and selling small animal stock in Ethiopia

A new report calls for making better use of Ethiopia’s native livestock resources, expanding livestock export markets and favourable livestock regions to transform the country’s large livestock sector, particularly that of sheep and goats.

Despite Ethiopia’s wealth (in types as well as numbers) of livestock resources, scientists report that national levels of livestock production remain far below expectations. A new working paper, ‘Sheep and goat production and marketing systems in Ethiopia,’ offers strategies for raising those levels. The report is published by a project, ‘Improving Productivity and Market Success (IPMS) of Ethiopian Farmers,’ implemented by the Government of Ethiopia and the International Livestock Research Institute (ILRI).

Although Ethiopians raise vast numbers of small stock—about 25 million sheep and 21 million goats—the nation’s livestock sector continues to underperform. The new report cites a multitude of technical, socio-economic and biological problems constraining the country’s sheep and goat production. These include livestock diseases and parasites, poor-quality feeds, inaccessible livestock inputs and inappropriate methods for delivering extension messages. Inadequate markets, including insufficient access to markets and market information as well as low market prices, also prevent livestock farmers from achieving the great potential their animals offer.

But ILRI researchers Azage Tegegne, Berhanu Gebremedhin and Dirk Hoekstra, among other authors of the report, are quick to point out that the Ethiopian livestock sector has many ‘favourable opportunities to increase sheep and goat productivity.’

The report recommends supporting alternative production systems that will not only improve small-scale production systems but also speed development of larger scale specialized sheep and goat production systems.

Small stock production should be stratified, the scientists say, and different zones delineated for different kinds of production systems. The report says, for example, that herding and other forms of extensive livestock-based systems are more suited to the country’s vast western, eastern and southern lowlands as well as subalpine sheep-based regions, whereas intensive market-oriented systems are better suited to the wet highlands, where farmers typically mix crop growing with animal husbandry.

Among the places where the Improving Productivity and Market Success of Ethiopian Farmers project is working to increase productivity of small animal stock is Gomma District, where sheep fattening cycles have been set up and are run by women.

The project is enabling farmers to increase the production of sheep and goats, with larger numbers of healthier animals fetching higher prices when they (or their related products) are sold in markets.

‘Farmers are using the increased income to expand and increase the numbers of animals in the fattening program and to purchase agricultural inputs like seeds, fertilizer and farm tools. Household items, especially food, are also more accessible. They are also able pay for their children’s education’, said Tegegne, who is also a research scientist with the project.

Findings from the project in Gomma show that households made a profit of Birr 2,250–4,500 (US$167–333 USD) annually from the sale of fattened animals. In the first round, 120 farmers (38 women) fattened 5 sheep per household in three months. Most managed to fatten 15 sheep in three cycles in a year translating to significant household income for farmers and their families. As a result of this success, the fattening program is now used by more farmer groups and landless urban youths.

‘Women in particular benefit from this project, especially in areas where women’s groups focused on sheep fattening have been established. Fattening activities for small animal stock are traditionally carried out by women, who use income generated from this project to meet household and family needs. There is great potential to expand the project,’ says Tegegne.

The report also recommends greater use of technological interventions to better exploit the country’s genetic diversity and improve its breeding stock and to better control livestock diseases. And it suggests ways to reorient the country’s livestock extension services for better delivery to livestock keepers. The report says improved markets will depend on more and better-quality infrastructure and market information as well as communities of livestock producers organizing themselves into marketing groups or cooperatives to gain better access to markets and to increase their profit margins.

Livestock and fish research in the CGIAR – Stakeholders to review Mega Program concept in Addis Ababa

On August 24-25, 2010, ILRI hosts a meeting of stakeholders to discuss the proposed ‘Livestock-Fish’ research Mega Program. As you know, this is one of several new Mega Programs being developed by CGIAR centers and partners as part of a radical change to the way the CGIAR carries out its research.

This Mega Program aims to improve the productivity of livestock and farmed fish by and for the poor. It has the primary objective to improve food and nutrition security while enhancing livelihoods in carefully selected meat, milk and fish value chains. The current concept note entitled 'More meat, milk, and fish – by and for the poor' is available online.

In recent weeks, the four centers involved (ILRI, WorldFish Center, ICARDA, CIAT) have organized a public consultation on the Internet and people from the centers have interacted intensively with individuals in a series of face to face meetings and workshops. We very much appreciate all the comments and feedback that we received; they have had a strong influence on our thinking and planning.

The e-consultation has been organized around a series of topics about key components of the proposed approach for the Mega Program. New film makes a case for conserving East Africa’s elegant long-horned Ankole cattle

The genetic diversity of African livestock is increasingly under threat as indigenous livestock varieties are cross-bred, or slowly replaced, with exotic breeds that produce more milk and meat. Exotic livestock varieties are, however, less resistant to African environmental and climatic challenges and are also less resistant to endemic diseases like trypanosomosis (called ‘sleeping sickness’ in people).

The following 3-minute film highlights an initiative supported by the International Livestock Research Institute (ILRI) in Uganda that is working to conserve purebred Ankole cattle, a breed native in eastern Africa and relied upon by farmers in at least four countries.

In the film, Daniel Semambo, Director of Uganda’s National Animal Genetic Resources Centre and Data Bank, outlines the issues facing many developing countries as they try to improve their livestock productivity and at the same time they try to stem losses of their native livestock breeds and genes.

World’s first livestock insurance supports African herders

Drought is the greatest hazard facing livestock herders in Kenya. Their livelihoods have been greatly affected, and often devasted, by animal losses as a result of severe droughts, especially in the past 10 years.

In this 12-minute film, Andrew Mude, an economist working with the International Livestock Research Institute (ILRI), shares the story of a pilot project introduced in Marsabit District of northern Kenya in 2007 to provide a new and innovative livestock insurance scheme to Kenyan herders. The project is a result of joint research and collaboration by partners from different sectors, including private insurance companies, working in the region as well as institutions overseas.

This initiative is helping livestock keepers in some of Kenya’s most marginal areas to escape poverty and, as the film shows, has great potential to help other herding communities in Africa.

ILRI hosts Ethiopia workshop on index-based livestock insurance

On 12 July 2010, the International Livestock Research Institute (ILRI) will convene a workshop in Addis Ababa to introduce partners and key stakeholders to the concept of index-based livestock insurance (IBLI) – as used in northern Kenya – and to explore whether such an initiative could be developed for southern Ethiopia.

New project to reduce chicken disease in Ethiopia

A new study of genetic resistance to disease in Ethiopia’s indigenous chicken breeds is scheduled to start later this year. In collaboration with the Ethiopian Institute for Agricultural Research, the University of Liverpool, Roslin Institute, the Univerisity of Edinburgh and the University of Nottingham, researchers from the International Livestock Research Institute (ILRI) will seek to identify ‘the causes of infectious diseases that have a major impact on poultry production in Ethiopia.’

Scheduled to start in September 2010, the study will take place in the district of Jarso, in eastern Ethiopia, and in Horro, in the west of the country. The results of this research will be linked to an ongoing poultry breeding program to improve resistance to ‘priority infectious diseases’ and thereby enhance the productivity of the country’s poultry sector.

Poultry play important economic, nutritional and socio-cultural roles in the livelihoods of poor rural households in Ethiopia and many other developing countries, where birds are widely integrated into smallholder production systems and help households cope with hunger and poverty.

Buying and rearing poultry is often a first step out of poverty. Women tend to own and manage chickens, usually native chicken varieties, which provide them with their only independent source of cash income.

Although breeding programs for local chickens have shown that rapid improvement in productivity is possible, researchers have yet to identify and select the optimal breeds for improving, by, for example, providing resistance to common infectious diseases.

Tadelle Dessie, a team leader of ILRI’s biotechnology theme in Ethiopia, and one of the leaders of the chicken project, says ‘enhanced genetic resistance through selective breeding is still an under-exploited low-cost opportunity for disease control in low-input poultry production systems’. He says the study will investigate genetic variability in the resistance of local chicken ecotypes to major infectious diseases hurting village poultry production in Ethiopia. Results of the research will inform strategies for improving both disease resistance and productivity.

Indigenous chicken varieties are well adapted to local environments, but local birds tend to grow slowly and produce fewer and smaller eggs than commercial varieties. Infectious diseases, however, can wipe out flocks of exotic, higher-producing, poultry.

Knowledge from this study should enable Ethiopian policymakers and animal health professionals to design more precise disease-control plans. The study itself should help improve Ethiopia’s scientific capacity in this field by training local scientists and enhancing laboratory facilities for poultry testing.

Staff are now being recruited for the project, which will be launched in September.

Risk assessment shows Avian Influenza still a threat to poultry production in Kenya

The risk of avian flu on poultry production continues to be a threat to the livelihoods of many poor and livestock-reliant farmers in developing countries such as Kenya, researchers say.

Scientists from the International Livestock Research Institute (ILRI) and the International Food Policy Research Institute (IFPRI) have found that poultry farmers in Kenya are ‘highly susceptible to the introduction and spread of the highly pathogenic avian influenza (HPAI)’ because of the country’s location along key wild birds’ migratory routes and the absence of strong mechanisms to deal with a possible outbreak of the disease.

Like in many developing countries, poultry production is an important livelihood activity in Kenya. Most poultry is kept by small-scale farmers in non-commercial settings, who depend on income from the sale of eggs, animals and meat to sustain their livelihoods.

Results from a 2009 impact assessment conducted by ILRI, IFPRI and the Royal Veterinary College in London with support from the Department for International Development (DFID) on the ‘Role of Poultry in Kenyan Livelihoods and the Ex Ante Impact Assessment of HPAI on Livelihood outcomes’ show that farmers in the key poultry producing regions of the country are not adequately prepared to deal with an outbreak of avian influenza.

Though the country has not had an outbreak of avian flu, there were two scares in 2005 and 2005.  The scares led to a slowdown in the industry as farmers, in fear of making losses, reduced flock sizes by up to 40 per cent. The two scares also led to a depressed market for poultry and poultry products and lowered the prices which negatively impacted farmers. The assessment showed that farmers in Kenya are still at risk especially because the country’s human and animal health services are not adequate. Coupled with the fact that most of the poultry farming in the country is a ‘backyard poultry system’ preventing and controlling disease outbreaks would be significantly difficult.

Among others, the results of the assessment also showed, like other studies had confirmed, that poultry production is largely done by women and children to support livelihoods and that most of the poultry in Kenya is produced in the country’s western and eastern regions. Farmers in these places are most at risk of loses in the event of a HPAI outbreak. Kenyan farmers keep an average flock size of 18 birds across the country but there are significant variations across regions mostly determined by ease of access to markets. Nairobi province, for example, has large producers (though fewer in number compared to other regions) with an average of 158 birds per flock because of access to ready market for their animals.

The assessment found that ‘households with “larger” small-scale flocks as well as those located in high risk areas (Western, Nyanza and parts of Eastern provinces) are vulnerable to HPAI.  In the event of an outbreak, the disease would cause ‘significant reduction in livestock income and wealth (asset value) and total annual household income would be reduced.’

Three ways to tackle Napier grass diseases in East Africa

An ASARECA-funded Napier grass smut and stunt resistance project held its final workshop on 2 and 3 June 2010 at the International Livestock Research Institute (ILRI), in Addis Ababa, Ethiopia. It gathered 30 participants from Kenya, Tanzania, Uganda, UK, and Ethiopia.

During the workshop, participants shared three main ways to tackle these diseases that attack an important feed for cattle: One is to identify alternative forage species. The second is to raise awareness of the disease and better management methods among farmers. The third is to control the vectors causing the diseases or to breed disease-resistant grasses.

It all started in 2007, when ASARECA – the Association for Strengthening Agricultural Research in Eastern and Central Africa, the International Livestock Research Institute, Rothamsted Research, Kenya Agriculture Research Institute, National Agricultural Research Organisation (Uganda) and the National Biological Control Programme (Tanzania) launched a three year project to examine the problems.

The project brought together scientists from national and international institutes to find ways to halt the spread of the diseases that affect Napier grass – an important feed source for dairy cattle in the region.

The project aimed to determine the extent of the disease problem in areas where smallholder dairy is important, to collect Napier grass clones that farmers select as more resistant to the diseases and to identify best management practices used by farmers to reduce the impact of the diseases.

With the vision and financial support of ASARECA, this project has characterized Napier grass clones, developed diagnostic techniques for use in the region, and formed local partnerships to share information and management practices.

During the two day meeting, participants set out different approaches to fight the disease. One is to identify other alternative forage species.

“Before we were growing Guatemala grass, says Peter Ddaki, workshop participant and farmer in Kitenga, Uganda. It was less tasty and hard to cut but we could go back to it because if this disease is not fought, we go to poverty”. “It is true violence to me”, he adds. “From my cows, I have three things: urine, milk and manure. Well, they have all reduced. My suggestion to researchers is to think about Guatemala grass or other forages in case Napier grass dies away.”

Jolly Kabirizi, senior researcher at the National Livestock Resources Research Institute (NaLIRRI) and project partner from Uganda is one of several researchers in the region looking more closely at other forages, such as the Brachiaria hybrid cv Mulato, and investigating feeding with crop residues. Jean Hanson, ILRI Forage diversity team leader, explains: “In this project we made the choice to focus on Napier grass and looked for a disease resistant variety of the same species because it is very difficult to find anything as productive as Napier and for farmers to change to other grasses for cut and carry systems. Guatemala grass does not have the same palatability as Napier grass, and Brachiara Mulato produces less biomass. We also carried on with research on Napier because its dissemination with cuttings is much easier than with the other grasses.”

Another approach is to raise awareness among farmers. Presentations showed that in the districts where the diseases were studied, over 80% of the farmers are now aware of the disease symptoms and adopt recommended best management practices. The incidence and severity of stunt especially, is really dropping (decline of 20 to 40% in Uganda and Kenya, more in Tanzania where it is an emerging disease) even though there is still a need to raise awareness to avoid spreading the disease. As Peter Ddaki puts it “don’t leave supervision of your garden to children or people who don’t know about the disease; use clean material when planting, or stunt will wipe out your entire crop.”

In Uganda, manure application seems to be the most effective control measure as it reduces Napier stunt incidence but also improves fodder yield. Similarly, in Tanzania and Kenya, a critical research area is the development of Integrated Pest Management.

A third approach is to look at the causes of the diseases and find ways to control the vectors or to breed disease-resistant grasses. Scientists from the International Centre of Insect Physiology and Ecology (ICIPE), Charles Midega and Evans Obura explained the importance of analyzing the biology of the disease and its vector. “Kenya is so far the only country where we identified a leafhopper vector (Maiestas (=Recilia) banda) transmitting Napier stunt disease”, says Evans Obura, Doctoral research fellow with ICIPE, “there could be other insects. We are at the moment working on identifying a phytoplasma (cause of the disease) resistant Napier grass cultivar and also studying the genetic diversity of Recilia banda in eastern Africa.”

But as Charles Midega pointed out: “if the resistant variety has high levels of resistance to the vector, where will the vector move to in the future? Food crops? And will food crops such as maize and millet be susceptible to phytoplasma?” This scary thought triggered numerous comments in the discussions.

On a positive note, Margaret Mulaa, senior researcher at the Kenya Agricultural Research Institute (KARI), has identified 28 clones that are not showing symptoms and appear disease resistant in the field in an area of high stunt incidence. These still need to be tested by farmers to confirm their yields and disease resistance before further distribution.

Fishbowl session at the Napier Grass diseases workshop Besides presentations, the workshop used participatory methods such as Fish Bowls and World cafes to encourage discussions. Facilitated with brio by Julius Nyangaga and Nadia Manning-Thomas, these lively sessions were sometimes new to participants and much appreciated. They particularly helped the project team interact with decision makers and regional stakeholders.

It was clear from the group discussions that the project created awareness, trained scientists, mentored graduate students, plus identified materials and set up efficient networks.

Alexandra Jorge, Coordinator of the Global Public Goods Project, commented on the progress made in the three year project: “It is amazing to see the amount of knowledge people have accumulated when you compare the first meeting I attended in 2007 and this one! I also notice the ownership and commitment participants feel about their work” and she adds “I was impressed with how much people involved did at all levels in only three years…”

In her closing remarks, Sarah Mubiru from ASARECA shared a story illustrating the power of collaboration: In her story, a man brought to God asks to see Hell and Heaven. In Hell, people have bowls of soup but spoons that are too long to drink with or eat from. In Heaven, people with the same bowls and long spoons feed each other. The first results in chaos, the second in harmony.

She said that ASARECA similarly prides itself on its partnerships, carrying out fruitful partner-based research that improves livelihoods. ASARECA funds projects that “work locally” and have regional impact through linkages and dissemination.

She concluded that this project has achieved that goal with strong national teams addressing local issues, working together across the region to support each other and using the website to make the project results available world wide.

These sentiments were reflected by ILRI Theme Director Shirley Tarawali: “The strong collaborative nature of this project will hopefully last after the end of the project”.

New film shows how herders and farmers were affected by the recent East African drought

A new film by the International Livestock Research Institute (ILRI) shares the experiences of Kenyan herders and farmers who were affected by the 2008-2009 East African drought. The film documents the stories of Maasai herders in Kitengela who lost nearly half of their livestock to the drought and disease and how this led some to seek alternative livelihood sources to cope. The film also shares the story  of a farmer in Kitui district whose  experience of the drought, which is shared by other farmers and livestock keepers  in the drought-prone district, shows how the poor continually face threats to their livelihoods as a result of changes in climate. 


Livestock goods and bads … have our views changed?

Livestock, the good the bad and the ugly” was the theme for the annual staff meeting of the International Livestock Research Institute in April of this year.

As an organization we have tended to focus on the positive aspects of livestock production in developing countries and this bias is evident in our strap-line: Better Lives through Livestock. At the same time the global media regularly present a very different view of livestock as “polluters of the planet”.

We felt it time to address this issue head on and consider both the negative and positive elements of livestock production and how these differ in the developed north and the developing south.

In the run-up to our meeting we conducted a quick survey to get participants thinking about the issues. At the meeting itself we engaged in an extended dialogue on livestock goods and bads using a range of formats. We repeated the survey after the meeting.

Survey results were reasonably consistent before and after the meeting although some of the opinions did change. For example the perception that in global terms livestock are a pathway out of poverty was significantly eroded following the meeting. There was also a tendency for increased awareness of zoonotic disease as a livestock bad. We also saw a reduction in those responding “don’t know” suggesting that our deliberations did increase understanding on livestock goods and bads.

Although the results were interesting, the survey was also a useful process for getting people thinking about livestock goods and bads and the high response rate (almost half of participants completed the first survey round) suggest that it was a useful exercise.
