The time is now: Safeguarding livestock diversity

ILRI’s Annual Report: ‘The Time is Now: Safeguarding livestock diversity’ has just been released. The report on 2006 work focuses on how research is helping to characterize, use and conserve the world’s rapidly diminishing livestock genetic diversity.

The mission of the International Livestock Research Institute (ILRI) is to help people in developing countries move out of poverty. The challenge is to do so while conserving the natural resources on which the poor directly depend. Among the natural resources important to the world’s poor are the ‘living assets’ people accumulate in the form of their farm animals.

ILRI works with the UN Food and Agriculture Organization (FAO) and many other partners to improve management of livestock genetic resources in developing countries. This year, FAO produced the world’s first inventory on animal genetic resources ‘The State of the World’s Animal Genetic Resources’, highlighting that many breeds of livestock are at risk of extinction, with the loss of an average of one livestock breed every month. The FAO report estimates that 70% of the entire world’s remaining unique livestock breeds are found in developing countries.

ILRI’s Director General Carlos Seré says: ‘Although our information on the world’s remaining livestock genetic resources is imperfect, experts agree that we need to take action now rather than wait for substantially better information to become available.

‘The accelerating threats to livestock diversity in recent years demand that we act now before a substantial proportion of those resources are lost to us forever. The time is now’, says Seré.

At a recent keynote address, the UN Under-Secretary General and Executive Director of the United Nations Environment Program (UNEP), Achim Steiner, echoed these concerns and highlighted the implications of loss of the world’s animal genetic diversity:

‘I, like so many others, was shocked to read of the decline of genetic diversity in livestock outlined by ILRI and FAO in September (2007) at the First International Technical Conference on Animal Genetic Resources.

‘The increasing over-reliance on a handful of breeds such as Holstein-Friesian cows, White Leghorn chickens and fast-growing Large White pigs mirrors the trend in agricultural crops.

‘Mono-cultures, whether it be in agriculture or in the narrowing of human ingenuity and ideas, will not serve humanity well in a world of over six billion shortly moving to perhaps 10 billion.

‘(Mono-cultures) will not enhance stability and adaptation in a climatically challenged world’, concluded Steiner.

Another ‘Inconvenient Truth’

Claudia Deutsch reports in the New York Times (29 August 2007, and picked up in the International Herald Tribune), that animal rights groups are coalescing around a message that ‘eating meat is worse for the environment than driving’. They are urging people to curb greenhouse gases by becoming vegetarians. These groups are citing a study by the UN Food and Agriculture Organization (FAO) that states that livestock business generates greenhouse gases. That’s true; methane and carbon dioxide produced by livestock contribute about 15 per cent to global warming effects. But simply focusing on this contribution to global warming distorts the problem and, more importantly, fails to offer solutions. Research tells us it would make little difference to global warming if we somehow removed all the livestock in, say, sub-Saharan Africa. The impact on livelihoods there, however, would be catastrophic.

What the animal rights folks are not saying (and the FAO report does say) is that for some one billion people on earth who live in chronic hunger, in degrading poverty and in degraded environments, the lowly cow, sheep, goat, pig and chicken provide nutrition, income and major pathways out of poverty, just as they did, until this century, in rich countries. In poor countries today, more than 600 million rural poor people depend on livestock directly for their livelihoods and farm animals account for some 30 percent of agricultural gross domestic product, a figure FAO expects to rise to 40 percent in the next 20 years. Virtually every industrialized country at one stage built its economy significantly through livestock production and there is no indication that developing countries will be different. Do we want to deny one-third of humanity—the 2 billion people living on less than 2 dollars a day—what has been such a critical and ubiquitous element in the development of industrialized countries?

The animal rights groups argue that humanity could help stem global warming by switching to a plant-based diet because mass-production of animals can lead to environmental as well as health problems. But the livestock that eat grain in the United States eat grass in Africa. The beef that causes heart disease in Europe saves lives in Asia. And the manure that pollutes water in Utah restores soils in Africa. The world is big and full of difference between the have’s and have not’s. In one city, too much cholesterol is a daily fear; in another, too little. But for much of humanity, livestock farming, most of it involving one or two cows or a few goats and sheep or pigs and chickens raised on tiny plots of land or in urban backyards, reduces absolute poverty, malnutrition and disease and often actually helps to conserve natural resources.

Demand for livestock products is in any case skyrocketing in developing countries, making an increase in animal production in those countries inevitable and this argument academic. FAO and other groups are predicting that the impacts of this on-going ‘livestock revolution’ will change global agriculture, health, livelihoods, and the environment. We should be looking for ways not to stop this livestock revolution (which, being demand-led, is impossible) but rather to harness it for human as well as environmental welfare. And before setting ourselves the task of ridding the world of animal flesh, we might try ridding it instead of unspeakable poverty, hunger and disease. We need a balanced approach to solving complex environmental problems, one that does not hurt the many people who depend on livestock for food and livelihoods.

Livestock biosciences for poverty alleviation: One more arrow in the quiver!

Proceedings of the 4th All Africa Conference on Animal Agriculture ‘The role of biotechnology in animal agriculture to address poverty in Africa’, now available for download

The theme of the 4th All Africa Conference on Animal Agriculture was ‘The role of biotechnology in animal agriculture to address poverty in Africa: Opportunities and challenges’. The conference, which was held in Arusha, Tanzania, in September 2005, was organized by the All Africa Society for Animal Production (AASAP) in association with the Tanzania Society for Animal Production (TSAP), and partnership with the International Livestock Research Institute (ILRI). The recently released proceedings contain over 50 papers by leading experts in biotechnology covering animal health, genetic diversity and improvement and animal feeds and nutrition. The technologies reported ranged from the rather conventional approaches to the more advanced molecular techniques.

ILRI’s director general, Carlos Seré, and ILRI’s director of biotechnology, Ed Rege, presented a paper on Agricultural biotechnology for poverty alleviation at the first plenary session. The paper highlights opportunities for livestock biotechnologies in the areas of animal health through new/improved vaccines and diagnostics, genetic improvement of livestock, conservation of indigenous breeds and genetic diversity, and improving the nutritional quality of feeds. They argue animal agriculture will continue to be of considerable importance for poverty alleviation in Africa for some time to come, and that appropriate applications of biosciences can increase the pace of Africa’s agricultural and economic development.

‘Economic development in Africa will, of necessity, have to be initially linked to agriculture (broadly defined to include crop, livestock, forestry and fish). Staple crops and livestock are most likely to promote economic growth in the continent. To date, public sector investment in biotechnology in Africa has led to few products.

‘However, similar to what is happening in Asia and Latin America, there is a great opportunity for Africa to mobilize science to create wealth for its people and achieve higher economic growth.

‘If a new technology is useful and the price is right, the spread is almost unstoppable. Clearly, biotechnology is not a substitute for other technologies, but is an additional arsenal which should be used as and when appropriate to increase the pace of agricultural development. It is simply another arrow in the quiver!’

Innovative and collaborative veterinary organizations make vaccine available to Kenyan livestock keepers

A group of determined Kenyan livestock keepers set in motion an innovative collaboration that has benefited cattle-keeping communities throughout Kenya
 
Starting in 2000, word started getting out among Kenyan pastoralists that a vaccine being administered in Tanzania was succeeding in protecting cattle against East Coast fever. Kenya at that time did not condone use of this vaccine due to perceived safety and other issues, and so Kenya ’s livestock keepers could not get hold of it. In response, they began to walk their calves across the Kenya border into Tanzania to get them vaccinated.

‘East Coast fever is responsible on average for half of the calf mortality in pastoral production systems in eastern Africa . This vaccine represented a much needed lifeline for many pastoralists, and livestock keepers in Kenya wanted access to it,’ Evans Taracha, head of animal health at at ILRI explained.

‘ILRI faced a dilemma. We had produced a vaccine right here in Nairobi, at the International Livestock Research Institute (ILRI), that could protect pastoral and other cattle against East Coast fever, but, due to government regulations, our beneficiaries could not get access to it in Kenya.’

Kenya’s livestock keepers then started lobbying national authorities and called upon Vétérinaires sans Frontières (VSF)-Germany, an international veterinary NGO based in East Africa , to help them. Thus began a highly successful multi-partner collaboration.

Besides VSF-Germany, the collaboration includes ILRI, the Kenyan Agricultural Research Institute (KARI), the African Union-InterAfrican Bureau for Animal Resources (AU/IBAR), the Director of Veterinary Services (DVS), the NGO VetAgro, and the community-based Loita Development Foundation.

Gabriel Turasha, field veterinary coordinator for VSF-G said, ‘The demand for this vaccine was evident from the farmers’ actions. What we needed to prove – to the authorities restricting its use – was that the vaccine was safe, effective and a superior alternative to the East Coast fever control strategy already being used in Kenya .’

Armed with scientific evidence, the collaboration successfully lobbied the Kenyan government and then facilitated local production and local access to the vaccine. Three vaccine distribution centres have been established in Kenya and more than 10,000 calves vaccinated.

John McDermott, ILRI’s deputy director general of research, said, ‘This collaboration illustrates how the research from “discovery to delivery” can be facilitated by collaboration between research institutes, which are in the business of doing science, and development partners, which are in the business of on-the-ground delivery. This has been a great success story—and a great win for Kenya ’s pastoralists.’

This innovative collaboration has been selected as a finalist in the Consultative Group on International Agricultural Research (CGIAR) ‘Innovation Marketplace Awards’. These awards recognize outstanding collaborative efforts among CGIAR-supported centres and civil society organizations. Four winners will be announced at the CGIAR’s Annual General Meeting, to be held in Washington, DC , in December 2006.

Carlos Seré, director general of ILRI, said, ‘We are delighted to learn that this partnership has received recognition. ILRI is involved in a host of innovative collaborations and continues to seek new partners—from civil society organizations to the private sector to local research institutions—to help us deliver on our promises to poor livestock keepers in developing countries.’

Unleashing the Potential of Livestock
to Make Poverty History in Africa

(Salutations)

It is my privilege and pleasure to speak to you today on historic changes in the livestock sector and innovations that can help us create a new future for livestock producers, marketers and consumers.

The livestock sub-sector is one of the most dynamic in the world – growing at well over 7 percent per year in developing countries over the last 25 years and far out-performing virtually all other agricultural and industrial commodities. This growth is driven by soaring demand for meat and milk in developing countries. Every year, developing-country consumers add an additional US$20 billion to their already high levels of collective spending on livestock foods such as milk and meat.

On the negative side, the threat of – and response to – resurgent and emerging diseases, particularly those transmitted between livestock and people, is also changing the livestock sector: Witness the massive media and political attention currently being paid to avian influenza worldwide.

This dynamic situation presents both immense challenges and opportunities for Africa. If the challenges are met and the opportunities seized, there is no doubt that livestock can be a powerful development tool in Africa: the livestock sector can help ‘make poverty history’.

We know that 70 percent of the rural poor in Africa keep livestock and that some 200 million people on this continent rely on livestock for their livelihoods. Despite the importance of livestock to the poor, however, the sector needs to transform itself to realize its full potential as a development tool.

The rising demand for livestock products in developing countries – driven by increasing urbanization and associated dietary changes – is predicted to continue in the coming decades. In Africa producers are struggling to keep up with this growing demand. FAO calculations suggest that without major changes in production levels, by 2015 Africa will be a significant net importer of all livestock food products, except mutton/goat meat.

Given the surging demand patterns, especially in the Near East and Asia, many believe that increased trade is the key to the future development of Africa’s livestock sector. But export of livestock products, whether to neighbouring countries, regional partners or more distant global markets, presents its own challenges, especially in regard to meeting food safety standards and controlling diseases of trade – the theme of this week’s conference.

Smallholders remain the backbone of Africa’s livestock sector but the requirement to meet more stringent food quality and safety standards – both in domestic and export markets – will undoubtedly bring about changes in livestock commodity value chains. Will Africa’s smallholder farmers evolve into or be absorbed by large-scale ‘vertically integrated’ commercial operations; will they be able to organize themselves into efficient, competitive producer associations or will the costs and difficulties of meeting these higher sanitary and food safety standards force them out of the value chains altogether? And what impact will rising food safety standards have on the poorest consumers – will the cost of compliance put livestock products beyond their reach?

Clearly, the livestock sector in Africa has many challenges. But there are also creative, inspiring, bold initiatives that offer real possibilities of meeting those challenges. And increasingly these initiatives are being developed and led in Africa, by Africa and for Africa.

Recognizing the critical role of livestock in the livelihoods of rural communities, African ministers of agriculture specifically requested that the livestock sub-sector be given adequate
attention within NEPAD’s activities. This has led to the development of a companion document to the existing Comprehensive Africa Agriculture Development Plan, CAADP II, which will be/has been formally presented to you this week.
In addition, the African Union Commission has adopted the Africa Livestock Initiative (ALive) as a platform for the implementation of its livestock development programmes. As you know, ALive is an initiative of the World Bank launched in May 2004 to build a sustainable livestock sector to reduce poverty and stimulate economic growth in Africa.

Also under the aegis of the AU, PATTEC, the Pan-African Tsetse and Trypanosomosis Eradication Campaign, is a bold – some would say audacious – initiative to rid the entire continent of the scourge of trypanosomosis, one of the biggest constraints to improving cattle production over much of Africa. Decisive political action in this regard now needs to be supported by bringing to bear the vast body of research knowledge on tsetse fly control. It is imperative that PATTEC builds on this knowledge and bases its approach on good science.

Research has a vital role to play in the livestock sector – but research needs to be organized and managed in a new way.

Research priorities need to be identified based on dialogue with all stakeholders, from ministers of livestock to livestock keepers and consumers. Supply-led research agendas do not work in a demand-driven world.

Research needs to be undertaken through far broader, more inclusive ‘smart’ partnerships. International agricultural research centres, such as ILRI, have an increasingly facilitative role to play in partnerships formed among national agricultural research systems, state veterinary services, the private sector, non-governmental organizations, vaccine production units and farmer associations.

Beyond research, international regulatory and technical assistance agencies such as OIE and FAO have a vital role to play in addressing Africa’s needs for building regulatory and institutional capacity. Similarly, the capacity of African livestock scientists needs to be raised to enable them to better meet the many challenges the sector is posing.

The power of ‘new science’, especially biosciences such as genomics and proteomics, needs to be brought to bear on African livestock problems. The OIE regional meeting in Khartoum recognized this when, in February 2004, it emphasized the role of biotechnology. But new science is expensive and so new ways need to be found to allow access to the facilities and resources needed.

The New Partnership for African’s Development has placed agriculture and science at the forefront of Africa’s economic development, and NEPAD has played a leading role in the establishment of what is envisioned to be the first of a series of regional centres of excellence – Biosciences eastern and central Africa (BecA).

Based at ILRI, BecA is an exciting example of a new institutional paradigm for African-led research. Established at a cost of US$25 million, BecA will enable African scientists to access state-of-the-art bioscience facilities. Its vision is to enable African scientists and institutions to become significant technological innovators – not just technology users – by undertaking bioscience research targeted at priority constraints affecting Africa agriculture, including the livestock sector. Access to world-class facilities will also engage African scientists currently in the Diaspora and encourage them to carry out research for Africa, at the same time enabling young and upcoming African scientists to achieve their full potential without going overseas, thus avoiding a future brain drain.

But research isn’t just about developing new technologies – better breeds and vaccines will help but technology alone will not be the answer. Complementary research is vital, for example, to facilitate the development of processes, policies, and institutions that both maximize Africa’s gain from new opportunities worldwide and help ensure that these gains are widely spread for development and political stability.

The Smallholder Dairy Programme in Kenya, for example, showed that while pasteurized milk met the needs of the wealthy, the ban on marketing of raw milk was damaging to small-scale producers, traders and poor consumers, and the perceived risk associated with this trade was grossly overstated as Kenyans consume nearly all their milk after boiling it to make tea – which destroys potentially dangerous pathogens. The Smallholder Dairy Programme is a good example of how research should be done: broad inclusive partnerships tackling high-priority problems and packaging and presenting independent research findings to enable them to be used by a range of stakeholders, including by policy makers so that they can develop better evidence-based policies.

In conclusion: there are pressing problems and challenges facing the livestock sector in Africa – and new challenges will arise in the future. Better policies, institutions, regulatory frameworks and technologies are all needed.

More investment is also required: national agriculture research systems in Africa have been under-funded for the past several decades. African governments now need to deliver on their commitment, made at Maputo in 2003, to allocate 10 percent of national budgetary resources for the implementation of the CAADP action plans.

CAADP II notes that to increase institutional effectiveness of research there is a need for greater cooperation and collaboration, on a regional basis, to tackle prioritized research aimed at increasing production and productivity in the livestock sector. It goes on to note that national agricultural research systems need to collaborate more effectively with international research centres such as ILRI.

As director general of ILRI, I assure you we are ready to collaborate with African governments, regional organizations, national agricultural research systems and other stakeholders in livestock research for development. Together, we can manage and target African livestock research to meet the challenges and exploit the opportunities the livestock sector presents.

Canadian and British research investments pay off for Africa

Research is allowing African farmers to overcome old problems and exploit new opportunities. The debate is raging on as to how best Africa can set itself on the road to growth and renewal, and whether blanket debt relief for all African countries is the best solution. African leaders recognise that agriculture is Africa’s engine for growth, and that there is a need to take a long-term view and build science and technology capacity within Africa to help Africans solve Africa’s problems. Top African scientist and Harvard Professor, Calestous Juma, speaking to BBC yesterday (7 July) said: “If all the aid from Live 8 was spent on agricultural colleges rather than relief, Ethiopia would not be in difficulties today.” “Helping to build scientific expertise will do for Africa what the invention of the electric guitar did for Bob Geldof.” Dr Carlos Seré, Director General of the International Livestock Research Institute (ILRI), said “I would urge that there is greater emphasis on building science and technology capacity in Africa. Agricultural research in Africa is producing robust returns of 35% and changing the lives of millions of Africans.
