New partnership launched to keep climate change from crippling food production in Africa and Asia

A new research program on 'Climate Change, Agriculture and Food Security' (CCAFS) was launched this week.

It will link much of the best climate-related agricultural research for development work going on at the International Livestock Research Institute (ILRI) and 14 other centres in the Consultative Group on International Agricultural Research (CGIAR) with the best global environmental change research being undertaken within the global Earth System Science Partnership.

ILRI is a key partner in this initiative, hosting the new program’s facilitator for the East Africa region, James Kinyangi. ILRI is also home to two CCAFS scientists-–Philip Thornton, who leads the ‘Integrating Knowledge for Decision Making’ theme at CCAFS, and Wiebke Foerch, an agricultural and social scientist working on food security, vulnerability and resilience of smallholders to global change. In addition, Mario Herrero, who leads ILRI’s Sustainable Livestock Futures research area, has been instrumental in supporting CCAFS as it makes the challenging transition from a CGIAR Challenge Program as originally envisioned, to this innovative and large new research program of the Consortium of International Agricultural Research Centres.

This new program is the most comprehensive to date seeking to ensure that food security is not crippled by climate change. The leaders of the new program say that urgent action is needed to help poor people adapt to climate shifts that have ominous implications for Africa and Asia.

Amidst growing alarm that climate change could deal a catastrophic blow to food security in poor countries, a partnership of the world’s premiere experts on agriculture, climate, and the environment today announced an intensive global response to confront the impacts of shifting weather patterns on crop and livestock production and their dire consequences for food security.

By 2020, the effort aims to reduce poverty by 10 per cent in the targeted regions; reduce the number of rural poor who are malnourished by 25 per cent; and help farmers in developing countries contribute to climate change mitigation by either enhancing storage or reducing greenhouse gas emissions by an amount equivalent to 1,000 million tons over a decade, compared with a 'business-as-usual' scenario.

The CCAFS program will be formally launched on 4 December at Agriculture and Rural Development Day at a United Nations climate change meeting. It is the most comprehensive effort undertaken thus far to address the interactions between climate change and food security, livelihoods and environmental management. Emerging from new collaboration between the CGIAR and the Earth System Science Partnership (ESSP), the program brings together strategic research carried out by the CGIAR, ESSP and their respective partners in a collective effort to be coordinated by the Colombia-based International Center for Tropical Agriculture (CIAT).

The launch of CCAFS marks the beginning of a long-term endeavor with an initial 3-year budget totaling US$206 million. By building on current research for development and funding and by attracting new scientific collaboration and financial support, the program will go far toward its goal of achieving sustainable food security in the face of climate change.

Research finds that stressed agriculture systems in Africa are highly vulnerable, with studies predicting climate shifts could dramatically reduce crop yields and incomes with smallholder farmers in struggling developing countries bearing the brunt of the impact. In Asia, there are studies warning of changes in monsoon, glacier and snowmelt in areas already facing stiff competition for water resources. In Asia’s populated and intensely-farmed coastal zones, rising sea levels threaten the viability of fertile croplands.

CCAFS partners will identify and test climate change adaptation and mitigation practices, technologies, and policies that are suitable for poor, smallholder farmers and other stakeholders affected by climate change.

They will also identify 'hot spots' where intervention is urgent and conduct vulnerability assessments. In addition, they will refine models that predict the impacts of a changing climate on agriculture and livelihoods, and identify ways to select crop varieties and livestock breeds with essential traits and novel farming and food systems suitable for future climate conditions.

Partners will further help farmers deal with changes in plant, pest and disease pressures, which are particularly likely in areas where temperatures are rising, and—in collaboration with other critical actors in the food system—they will conduct research on adaptation and mitigation policies that can enhance food security.

Much of the work on the ground will begin in 2011 with an initial focus on East and West Africa and the agricultural regions of south Asia known as the Indo-Gangetic Plain.

Early 'wins' include securing a major role for agriculture in the post-2012 international climate change regime and establishing a global network of data collection sites that can help identify options for adapting to climate change.

To be held alongside the United Nations Conference on Climate Change taking place in Cancún, Mexico, Agriculture and Rural Development Day will convene some 500 policymakers, farmers, scientists and development experts who will seek to identify climate change solutions in agriculture and move this key sector to the forefront of international climate debate.

Busy in Edinburgh: News from climate and systems scientist Phil Thornton

Philip Thornton, an agricultural systems analyst specializing in climate change and pro-poor livestock research for development issues, has worked for 14 years as a senior scientist and program leader at the Africa-based International Livestock Research Institute (ILRI). For the last 8 years, he has served ILRI as a consultant from his home in Edinburgh.

This year, Thornton was appointed leader of a research theme of a new challenge program of the Consultative Group on International Agricultural Research (CGIAR) called 'Climate Change, Agriculture and Food Security'. This CGIAR challenge program is likely this year to be transformed into one of the CGIAR's new 'mega programs'. His theme is titled 'Diagnosing vulnerability and analyzing opportunities'. Thornton will split his time equally between this new CGIAR climate change initiative and ILRI research on livestock pathways out of poverty.

As reported in the Winter 2009 issue of Agriculture for Development, the Tropical Agriculture Association last year bestowed on Thornton 'Development Agriculturist of the Year' Award 'in recognition of his contribution to international agricultural development through greater understanding of tropical agricultural systems'. The Association highlighted Thornton's prodigious work that has inform policies addressing climate change, land use and poverty alleviation.

In the current, Spring 2010, issue of Agriculture for Development, Thornton has published an article on 'Climate change and livestock keepers in developing countries: What are the prospects?'.  The paper presents examples of possible impacts on livelihoods in sub-Saharan Africa 'of long-term changes in climate, and then of possible impacts of short-term changes in climate variability.' For example, Thornton reports that research indicates that 'there are widespread parts of the continent that are currently classified as mixed crop-livestock rainfed arid-semiarid systems, in which cropping is possible but may well not be in 2050'.

'All in all', writes Thornton, 'the coming decades are likely to see substantial shifts in the patterns of African cropping and livestock keeping.' The paper concludes with a summary of options for dealing with these types of changes in future.

Examples: 'Helping livestock keepers understand and deal with current levels of climate variability can provide one entry point to the problems posed by increasing variability in the future and to the options that may be needed to deal with it. For example, weather information can be used to assist rural communities in managing the risks associated with rainfall variability, and can also feed into livestock insurance schemes that are weather-indexed: policyholders are paid in response to trigger events such as abnormal rainfall or high local animal mortality rates. An index insurance scheme based on satellite imagery is currently being piloted in several areas of drought-prone northern Kenya. It may also be possible for livestock keepers to change the mix of livestock species and/or breeds that they keep, a strategy that has been practised in the past by some pastoralists in East and West Africa, for example. Longer term approaches to adaptation are also needed.'

Thornton is also an Honourary Fellow in the College of Science and Engineering at the University of Edinburgh and Editor-in-Chief of the scientific journal Agricultural Systems.

Climate experts gather in Nairobi to seek ‘transformative’ solutions for feeding a growing and warming world

The livelihoods of many of the world’s rural poor are increasingly threatened by climate change. Most of these livelihoods are dependent on farming, fishing and forests. Climate change will affect and worsen the living conditions of people who are already vulnerable and food insecure, especially in developing countries. In the face of what seems an inevitable change, scientists are looking for solutions that will help poor smallholder farmers adapt their agricultural practices to cope with, and mitigate, climate change.

Through a new Climate Change Agriculture and Food Security (CCAFS) initiative, a consortium of the Consultative Group on International Agricultural Research (CGIAR) is seeking innovative approaches to address the emerging threats to global agriculture and food security. CCAFS is a 10-year initiative launched by the CGIAR and the Earth System Science Partnership (ESSP). CCAFS works to diagnose and analyse threats to agriculture and food security, to provide evidence for development of climate change policies and to identify and develop pro-poor adaptation and mitigation practices that will benefit poor farmers and urbanites alike.

In a CCAFS workshop held at the World Agroforesty Centre (ICRAF), in Nairobi, Kenya, on 4 May 2010, scientists and researchers held discussions on ways of ‘building food security in the face of climate change’. Among the key challenges to food security identified by the participants were: lack of a platform by which developing countries could share their experiences in dealing with climate change; weaknesses in presenting lessons from climate change impacts on farming; and inability to implement policies to address climatic risks to developing-country agriculture because of widespread poverty, limited human capital, and poor governance in many poor countries.

According to Achim Steiner, the Executive Director of the United Nations Environment Program (UNEP), ‘Agriculture needs to be understood within the greater context of livelihood sustainability’. Steiner believes the threat of climate change offers opportunities for agricultural development if new innovative ways of enhancing agriculture are explored. For example, agricultural practices that help communities reduce carbon emissions should be considered. ‘If we can demonstrate that a farming or production system reduces emissions, communities could be paid to develop it for expansion to solve two challenges at the same time. ‘The future of agriculture is not just in increasing production,’ the UNEP head said, ‘but in having working systems that protect the planet and that benefit those who engage in practices that protect the planet and livelihoods of the poor.

Thomas Rosswall, who chairs the CCAFS Steering Committee, noted that the ‘big disconnect [in addressing agricultural production] has been because development and global change have been addressed, researched and funded as unrelated issues’. He said ‘the approach to research needs to change so that it can link the local experiences to global needs while working with the poor to improve agricultural productivity.

Participants of the meeting agreed that ‘transformative solutions’ are needed to address agricultural challenges in the world. These solutions, they agreed, need to work with, not against, nature and they need to address conflicts of interest among farmers, countries and markets. Researchers, they said, need to focus on plant breeding and improving soil fertility. And regional decision-makers need to integrate development and climate-based polices and strategies between countries. In many countries, agricultural productivity is already being linked to climate change. In Africa, for example, an African Bio-Carbon Initiative is working to reduce the impacts of climate change on the continent’s farmers while increasing and sustaining their agricultural production. In India, environmental studies show that climate change is creating opportunities for farmers to increase their vegetable production, and thus their incomes.

According to David Radcliffe, of the European Commission, the CCAFS initiative will build understanding of the problems climate change is causing smallholder tropical farmers and will provide evidence for policies that can reduce these problems. CCAFS will focus on climate hotspots. It will pilot methods to help farmers both adapt to climate change and reduce their production of greenhouse gases, which cause climate change. Both adaptation and mitigation methods, Radcliffe said, will be needed to feed the world’s growing population while using fewer resources.

Agricultural research ‘masterplan’ unveiled

[COPENHAGEN] A “masterplan” for agricultural research and technology transfer was unveiled at the UN Climate Change Conference in Copenhagen today by the Consultative Group on International Agricultural Research (CGIAR), the world’s largest alliance of agricultural scientists.

The 45-page strategy calls for, on the one hand, action that harnesses multiple advances that the group says are waiting to be rolled out. The second strand is to boost research into longer-term solutions.

The report thus calls for an intensive effort to “speed the development and dissemination of dozens of existing improved technologies”, including hardier crop varieties and more efficient ways to manage water, trees, soils, livestock, fish and forests. These have emerged from more than 30 years of research, the group says.

“Turning this wealth of knowledge into action will create immediate benefits, bolstering food security and adapting agriculture to climate change impacts in the near term, while mitigating future impacts through reduced greenhouse gas emissions,” said Thomas Rosswall, chair of the CGIAR Challenge program on climate change, agriculture and food security.

“A quick response now will also buy us time to develop the more potent climate change solutions that will be needed 10 years from now.”

CGIAR experts also argued that the proposed adaptation fund “to enable developing countries to cope with the impacts of climate change“ should cover agriculture.

“Agriculture is part of the [climate change] problem and part of the solution,” said Rosswall.

Agriculture contributes to a third of the total global greenhouse gas emissions but is also highly vulnerable to changes in temperature and rainfall, and extreme weather events.

An International Food Policy Research Institute (IFPRI) analysis published this month (December) predicts a 10–40 per cent decline in crop yields by 2050. Food prices are projected to rise by 30–70 per cent by 2050 even without climate change and by an additional 30–100 percent due to the impact of climate change.

The CGIAR report highlighted the use of computer modelling to inform decisions about difficult trade-offs, such as those between environmental impacts and socioeconomic benefits in the global livestock sector.

The International Livestock Research Institute (ILRI) in Nairobi, for example, is modelling ways of making crop and livestock production more profitable without depleting natural resources, said Philip Thornton, senior scientist at ILRI.

It has prepared maps indicating where the environmental pressures of such production are most intense.

Computer simulations are also helping to explore the potential of crop substitution, for example, replacing beans, a major crop that is declining in many parts of sub-Saharan Africa, with the more drought-tolerant cassava.

New study warns that climate change could create agricultural winners and losers in East Africa

While predicting highly variable impacts on agriculture by 2050, experts show that with adequate investment the region can still achieve food security for all

As African leaders prepare to present an ambitious proposal to industrialized countries for coping with climate change in the part of the world that is most vulnerable to its impacts, a new study points to where and how some of this money should be spent. Published in the peer-reviewed journal Agricultural Systems, the study projects that climate change will have highly variable impacts on East Africa’s vital maize and bean harvests over the next two to four decades, presenting growers and livestock keepers with both threats and opportunities.

Previous estimates by the study’s authors projected moderate declines in the production of staple foods by 2050 for the region as a whole but also suggested that the overall picture disguises large differences within and between countries. The new findings provide a more detailed picture than before of variable climate change impacts in East Africa, assessing them according to broadly defined agricultural areas.

‘Even though these types of projections involve much uncertainty, they leave no room for complacency about East Africa’s food security in the coming decades,’ said the lead author of the new study, Philip Thornton of the International Livestock Research Institute (ILRI), which is supported by the Consultative Group on International Agricultural Research (CGIAR). ‘Countries need to act boldly if they’re to seize opportunities for intensified farming in favored locations, while cushioning the blow that will fall on rural people in more vulnerable areas.’

The researchers simulated likely shifts in cropping, using a combination of two climate change models and two scenarios for greenhouse gas emissions, together with state-of-the-art models for maize and beans, two of the region’s primary staple foods.

In the mixed crop-livestock systems of the tropical highlands, the study shows that rising temperatures may actually favor food crops, helping boost output of maize by about half in highland ‘breadbasket’ areas of Kenya and beans to much the same degree in similar parts of Tanzania. Meanwhile, harvests of maize and beans could decrease in some of the more humid areas, under the climate scenarios used in the study. Across the entire region, production of both crops is projected to decline significantly in drylands, particularly in Tanzania.

‘The emerging scenario of climate-change winners and losers is not inevitable,’ said ILRI director general Carlos Seré. ‘Despite an expected three-fold increase in food demand by 2050, East Africa can still deliver food security for all through a smart approach that carefully matches policies and technologies to the needs and opportunities of particular farming areas.’

At the Seventh World Forum on Sustainable Development, held recently in Ouagadougou, Burkina Faso, African leaders announced a plan to ask the industrialized world to pay developing countries USD67 billion a year as part of the continent’s common negotiating position for December’s climate talks in Copenhagen.

The ILRI study analyzes various means by which governments and rural households can respond to climate change impacts at different locations. In Kenya, for example, the authors suggest that shifting bean production more to the cooler highland areas might offset some of the losses expected in other systems.

Similarly, Tanzania and Uganda could compensate for projected deficits in both maize and beans through increased regional trade. In the Common Market for Eastern and Southern Africa (COMESA), maize trade is already worth more than USD1 billion, but only 10 percent of it occurs within the region. As grain prices continue to rise in global markets, several East African countries will be well positioned to expand output of maize and beans for regional markets, thus reducing reliance on imports and boosting rural incomes.

Where crop yields are expected to decline only moderately because of climate change, past experience suggests that rural households can respond effectively by adopting new technologies to intensify crop and livestock production, many of which are being developed by various CGIAR-supported centres and their national partners.

Drought-tolerant maize varieties, for example, have the potential to generate benefits for farmers estimated at USD863 million or more in 13 African countries over the next 6 years, according to a new study carried out by the International Maize and Wheat Improvement Center (CIMMYT) and International Institute of Tropical Agriculture (IITA). Meanwhile, new heat-tolerant varieties of productive climbing beans, which are traditionally grown in highlands, are permitting their adoption at lower elevations, where they yield more than twice as much grain as the bush-type beans grown currently, according to Robin Buruchara of the International Center for Tropical Agriculture (CIAT).

In areas that face drastic reductions in maize and bean yields, farmers may need to resort to more radical options, such as changing the types of crops they grow (replacing maize, for example, with sorghum or millet), keeping more livestock or abandoning crops altogether to embrace new alternatives, such as the provision of environmental services, including carbon sequestration.

This latter option could become a reality under COMESA’s Africa Biocarbon Initiative, which is designed to tap the huge potential of the region’s diverse farmlands and other rural landscapes, ranging from dry grasslands to humid tropical forests, for storing millions of tons of carbon. The initiative offers African negotiators an appealing option in their efforts to influence a future climate change agreement.

‘If included in emissions payment schemes, this initiative could create new sources of income for African farmers and enhance their resilience to climate change,’ said Peter Akong Minang, global coordinator of the Alternatives to Slash-and-Burn (ASB) Programme at the World Agroforestry Centre. ‘Its broad landscape approach would open the door for many African countries to actively participate in, and benefit from, global carbon markets.’

‘Rural people manage their livelihoods and land in an integrated way that encompasses many activities,’ said Bruce Campbell, director of the CGIAR’s Challenge Program on Climate Change, Agriculture and Food Security. ‘That’s why they need integrated options to cope with climate change, consisting of diverse innovations, such as drought-tolerant crops, better management of livestock, provision of environmental services and so forth.’

How rapidly and successfully East African nations and rural households can take advantage of such measures will depend on aggressive new investments in agriculture, CGIAR researchers argue. According to a recent study by the International Food Policy Research Institute (IFPRI), it will take about USD7 billion annually, invested mainly in rural roads, better water management and increased agricultural research, to avert the dire implications of climate change for child nutrition worldwide.

About 40 per cent of that investment would address the needs of sub-Saharan Africa, where modest reductions projected for maize yields in the region as a whole are expected to translate into a dramatic rise in the number of malnourished children by 2050. Thornton’s projections probably underestimate the impacts on crop production, because they reflect increasing temperatures and rainfall changes only and not greater variability in the weather and growing pressure from stresses like drought and insect pests.

‘Farmers and pastoralists in East Africa have a long history of dealing with the vagaries of the weather,’ said Seré. ‘But climate change will stretch their adaptive capacity beyond its limits, as recent severe drought in the region has made abundantly clear. Let’s not leave rural people to fend for themselves but rather invest significantly in helping them build a more viable future.’

Mapping climate vulnerability and poverty in Africa: Where are the hot spots of climate change and household vulnerability?

Sometimes the answer to the question ‘Why?’ can come first from answering the question ‘Where?’

John Snow’s nineteenth century map of the incidences of cholera in London showed a cluster of cases around a particular water pump—which turned out to be a source of the outbreak. Now research groups have published maps showing the locations of African communities likely to be most vulnerable to the double threats of climate change and poverty. These maps, part of a 200-page report to the UK Department for International Development (DFID) published this month (August 2006) by the International Livestock Research Institute (ILRI), graphically show that there are many vulnerable regions of sub-Saharan Africa that are likely to be adversely affected by climate change. These include the mixed arid-semiarid systems in the Sahel, arid-semiarid rangeland systems in parts of eastern Africa, the systems in the Great Lakes region of eastern Africa, the coastal regions of eastern Africa, and many of the drier zones of southern Africa.

Poverty maps are nothing new. Philip Thornton, the senior author of this report and an agricultural systems analyst at ILRI, has previously led an ILRI team in developing maps of poverty and livestock in the developing world, which led to higher-resolution poverty maps being developed for Kenya and Uganda. These maps attempt to identify climate change – vulnerability hotspots in sub-Saharan Africa, to help DFID and other donors decide where they might locate specific research activities and where to put in place uptake pathways for research outputs.

These maps do not, like Snow’s water pump, disclose the causes of climate change or poverty, but they do provide aid agencies and policymakers with early warning about which African communities and farming systems are most in need of urgent attention to forestall future calamity.

As the world’s climate continues to change at an unprecedented rate, the impacts of climate change are likely to be considerable in Africa as well as other tropical developing regions. Many countries in sub-Saharan Africa currently have limited capacity to adapt to changing climate and increased probabilities of extreme events such as drought or flood.Considerable investments are needed to build local adaptive capacity so that countries are better able to respond to the challenges that climate change presents.

In partnership with the African Centre for Technology Studies and The Energy Research Institute, ILRI conducted a study commissioned by DFID to map climate vulnerability and poverty in Africa. ILRI published the results of this study in August 2006.

Several high-level governmental and inter-governmental papers and assessments are already using the ILRI-DFID study and resulting maps. These include report of a UK Foresight project on Detection and Identification of Infectious Diseases in April 2006, the July 2006 UK White Paper on International Development, and an August 2006 review draft of the IAASTD Global Report (International Assessment of Agricultural Science and Technology for Development). These reports stress that farmers in many places will need to adapt to climate change, by investing in alternative crops and livestock, adjusting their management regimes, or by diversifying their income-generating activities (particularly off-farm activities). Raising awareness about the possible impact of climate change, and improving consultation between all levels of government and civil society, will be essential.

The work has highlighted several key points. One is that there is such heterogeneity in household access to resources, poverty levels and ability to cope that vulnerability assessments increasingly need to be done at regional and national levels rather than the continental-level analysis written up here. Second, local responses to climate change need to be dynamic — adaptation to climate change needs to be seen as a dynamic and continuous process rather than as a one-off activity. Third, while climate change impacts may be considerable in particular places, it is only one of several elements that affect smallholders and their livelihood options. The interactions between climate change and human health, for example, are likely to have enormous consequences on livelihoods and will only add to the burdens of those who are already poor and vulnerable.

The result of the new study conducted for DFID is a book-length report published by ILRI in August 2006, Mapping Climate Vulnerability and Poverty in Africa.
