Hands on the plough: Kofi Annan and Forum promise to pool resources for African ‘agricultural growth corridors’ combining crops and livestock

An inaugural African Green Revolution Forum has moved Africa forward in its quest to transform agriculture and tackle food security. 

Closing the Forum in Accra, Ghana, on 4 September 2010, the Forum's chair, Kofi Annan, praised efforts to accelerate a green revolution in Africa. The Forum's executive co-producer, Akin Adesina, said the meetings kick-started a new phase in an African green revolution. The Forum agreed to pool efforts and resources to scale up breadbasket project plans and investment blueprints for agricultural growth corridors. Ghanaian Minister for Agriculture, Kwasi Ahwoi, invited new partners to join the Ghana breadbasket initiative. The Prime Minister of Tanzania, H.E. Mizengo Pinda, agreed to finalise a blueprint for the Tanzania Southern Corridor by January 2011.

The Forum participants specifically agreed on the following actions:
· empower women by accelerating their access to technologies, finances and markets
· scale up farmer and agri-business access to finances
· invest in science, technology and research for food and nutritional security
· increase access to improved seed via plant breeding, seed companies and seed distribution systems
· improve fertilizer supply systems and build more efficient fertilizer value chains
· link agri-business to commercial farms and smallholder farmers
· manage water resources better
· make better and wider use of 'mixed' farming systems that raise animals as well as grow crops
 

The director general of the International Livestock Research Institute (ILRI), Uruguayan agricultural economist Carlos Seré, participated in the Forum and led a panel session of livestock development. A report on that livestock session will be posted here later this week.

The African Green Revolution Forum issued a detailed plan of action to the delegates. Government and development groups, including the African Union and the Alliance for a Green Revolution in Africa, will conduct peer review assessments.

'We pledge ourselves to work with all other key partners to ensure that capacity is not a limiting factor in the green revolution,' said Namanga Ngongi, President of the Alliance for a Green Revolution in Africa, the organization that founded the Forum alongside Yara.

Mr Annan thanked the government leaders, including H.E. Mizengo Pinda, H.E. Olusegun Obasanjo, former President of Nigeria, and the Hon. John Dramani Mahama, Vice President of Ghana, who had taken part in the African Green Revolution Forum. 'These gracious, impassioned leaders threw their political weight behind this shining moment of transformation for Africa,' said Mr Annan.

And he urged governments and parliamentarians to help eradicate poverty and realise the dream of a green revolution. 'The time for action is now. For as you leave this forum, you are carrying upon your shoulders the vibrant hopes of a generation and a continent. We will not dash the dream of the African farmer,' said Mr Annan. 'With our hands on the plough, we will till this beautiful land’s soil together, and help Africa reap a bountiful harvest.'

About the Forum
The African Green Revolution Forum brings together African heads of state, ministers, farmers, private agribusiness firms, financial institutions, non-governmental organizations, civil society and scientists to an African-led forum to promote investments and policy support for driving agricultural productivity and income growth for African farmers in an environmentally sustainable way.

This public-private network it is a catalyst for the African Green Revolution called for by former UN Secretary General Kofi Annan in 2004. The Forum gathered momentum during three successful African Green Revolution conferences in Oslo, Norway. This year it was held 2–4 September 2010 in Accra, Ghana, co-chaired by Kofi Annan. The African Green Revolution Forum is supported by the Alliance for a Green Revolution in Africa, Yara, the Rockefeller Foundation, the International Fund for Agricultural Development, the New Partnership for Africa's Development, the African Development Bank and Standard Bank.

Imported breeds threaten global livestock biodiversity

Resilient, disease-resistant, 'ancient' cattle are among the African breeds at risk of extinction as imported animals supplant valuable, but less productive, native livestock on the continent.

Urgent action is needed to stop the rapid and alarming loss of genetic diversity of livestock not only in Africa but also throughout the developing world, where a treasure-trove of drought- and disease-resistant animals still exists, according to a presentation made today at a key event in the Australasian region held to mark the UN International Year of Biodiversity.
 
Drs Okeyo Mwai and Gabrielle Persley, from the International Livestock Research Institute (ILRI), in Kenya, warned that investments are needed now to expand efforts to identify and preserve the unique traits of Africa’s rich array of livestock developed over several millennia but now under siege. In a joint paper, they said the loss of livestock diversity in Africa is part of a global 'livestock meltdown'. 
 
Drs Mwai and Persley joined other biodiversity conservation specialists and advocates at the Crawford Fund’s 2010 international conference, “Biodiversity and World Food Security: Nourishing the Planet and Its People,” being held in Parliament House, Canberra, over 30 August to 1 September.
 
“In the industrialized world”, said Dr Mwai, a leader of ILRI's breeding projects, “just six tightly defined breeds already account for 90 percent of all cattle. A 2007 report by the UN Food and Agriculture Organization (FAO) showed that over-reliance on a small number of livestock breeds is resulting in the loss of around one breed every month. FAO also report that some 20 percent of the world's 7616 livestock breeds are now viewed as at risk.”
 
He also noted that in Vietnam, the proportion of indigenous sows dropped from 72 percent in 1994 to just 26 percent 8 years later. In some countries, chicken populations have changed practically overnight from genetic mixtures of backyard fowl to selected uniform stocks raised under intensive conditions.
 
“From Africa to Asia, farmers are increasingly choosing the breeds that will produce more milk, meat and eggs to feed their hungry families and raise their incomes. But we cannot afford to lose altogether breeds that possess genetic attributes that may be critical for coping with increasing threats such as climate change and emerging pests and diseases,” he said.
 
Dr Mwai described a variety of pressures threatening the long-term viability of livestock production in Africa and globally, including rangeland degradation and cross-breeding hardy native stock with “exotic” breeds imported from Europe, Asia and the America.
 
“We need to link local, national and international resources and conserve livestock genetic diversity through dedicated livestock genebanks”, he said. “International livestock genebanks should store frozen cells, semen and DNA of endangered livestock from across the world. It is these genes that will help us feed humanity and cope with unforeseen crises.”
 
Australian Dr Gabrielle Persley warned that Australian livestock producers are likely to lose many benefits in improved production and disease resistance if Africa’s indigenous genetic resources are lost.She explained that livestock genebank collections must be accompanied by comprehensive descriptions of the animals, the populations from which they were obtained, and the environments and local practices under which they were raised.
 
“The necessary technology is already available,” Dr Persley said. “Cryopreservation has been used for years to aid both human and animal reproduction. What’s lacking is a strong policy framework for widespread use of the available technologies to preserve livestock genetic diversity.”
 
She stressed that documenting and conserving the diversity of the world’s remaining cattle, goat, sheep, swine and poultry populations is at least as essential as the maintenance of crop diversity for ensuring future food supplies in the face of health and environmental threats.
 
“Just as we should know which crop varieties are most tolerant to flooding or disease,” she said, “we should know which types of chicken can survive avian flu.”
 
But while crop genes are being stored in thousands of collections across the world and a fail-safe genebank is buried in the Arctic permafrost, she argued, “no comparable effort exists to conserve livestock genes”.
 
Other speakers at this year’s Crawford Fund annual event include:
  • Dr Cristián Samper, Director of the world’s largest and most visited natural history collection, the National Museum of Natural History, Smithsonian Institution; 
  • Professor Steve Hopper, an internationally recognised Australian plant conservation biologist who is Director of the Royal Botanic Gardens, Kew, arguably the planet’s most famous garden; 
  • Dr Emile Frison, Director General, Bioversity International, the largest international research organisation dedicated to the conservation and use of agricultural biodiversity;
  • Professor Hugh Possingham, member of the Wentworth Group of Concerned Scientists and Director of the Ecology Centre at the University of Queensland
  • Dr Megan Clark, Chief Executive, CSIRO.
 
Speakers from Australia, Asia and Africa will also be addressing biodiversity issues in relation to the fields of fisheries, forestry, microbials, biosecurity, genetically  modified organisms and human health.

Improving African food security in the face of climate change

Scientists, policymakers and farmers from across Africa are meeting this week in Windhoek, Namibia to discuss how to improve food security in Africa in the face of climate change. (Photo credit: ILRI/Stevie Mann) 

The International Livestock Research Institute (ILRI) is this week joining over 200 policymakers, farmers, agricultural product dealers, scientists and non-governmental organizations from across Africa in Windhoek, Namibia, in a week-long Regional Food Security Policy Dialogue organized by the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN). This year’s dialogue focuses on African priorities for food security and climate change and the impacts of climate change on agricultural development, natural resource management and rural livelihoods.

ILRI agricultural systems analyst Mario Herrero and Siboniso Moyo, ILRI representative for southern Africa, are attending this conference, which runs from 30 August to 3 September 2010. The participants are examining ways of helping over 265 million people on the continent overcome chronic hunger.

Lindiwe Sibanda, Chief Executive Officer of the Food, Agriculture and Natural Resource Policy Analysis Network and member of ILRI’s Board of Trustees, says, ‘Africa’s challenges include stagnant agricultural productivity; limited access to agricultural inputs, water, markets and knowledge. And increasingly, we must also cope with more extreme and erratic weather (floods and droughts), soil salinity and unpredictable rainfall, and the effects of such climate change on agricultural production.’

Because agriculture, including livestock farming, still holds the greatest potential to boost rural livelihoods, reduce poverty and spur growth in other sectors in the continent, forums such as this are needed to pull together high-quality, evidenced-based, information and knowledge that can benefit Africa’s poorest people, most of whom are women who rely on agriculture for their livelihoods.

With 60 percent of the world's uncultivated arable land, Africa's agricultural sector has potential to feed its own people and grow to a US$880 billion industry if the right production strategies and methods are used to increase production.

‘To achieve this’, said Sibanda, ‘agricultural tools and knowledge must be made accessible to farmers to increase their yields and adapt to new climate scenarios. Africa needs its own agricultural revolution, one built on technology and innovation and facilitated by a conducive policy environment aligned with the needs of African farmers.’

The Food, Agriculture and Natural Resource Policy Analysis Network works in 13 African countries, encouraging government and civil society to work together in support of demand-driven agricultural policy research and analysis.

Livestock and fish research in the CGIAR – Stakeholders to review Mega Program concept in Addis Ababa

On August 24-25, 2010, ILRI hosts a meeting of stakeholders to discuss the proposed ‘Livestock-Fish’ research Mega Program. As you know, this is one of several new Mega Programs being developed by CGIAR centers and partners as part of a radical change to the way the CGIAR carries out its research.

This Mega Program aims to improve the productivity of livestock and farmed fish by and for the poor. It has the primary objective to improve food and nutrition security while enhancing livelihoods in carefully selected meat, milk and fish value chains. The current concept note entitled 'More meat, milk, and fish – by and for the poor' is available online.

In recent weeks, the four centers involved (ILRI, WorldFish Center, ICARDA, CIAT) have organized a public consultation on the Internet and people from the centers have interacted intensively with individuals in a series of face to face meetings and workshops. We very much appreciate all the comments and feedback that we received; they have had a strong influence on our thinking and planning.

The e-consultation has been organized around a series of topics about key components of the proposed approach for the Mega Program. This week we are initiating a new topic and urgently need your feedback on ways we propose to link technology generation with value chain development in the Mega Program – follow this link to share your comments

The August meeting in Addis Ababa will be a critical step in the process of validating and refining our proposed concept for the Mega Program. We will build on the various comments provided through the consultations, testing every part of the proposed program so the final product reflects the best thinking of the CGIAR and its partners in this area.

Study of future of global food cites ways to advance and sustain livestock development

Publication this week of 21 papers in a special open-access edition of The Philosophical Transactions of the Royal Society, part of a UK government Foresight study on the future of the global food industry, is causing a bit of a stir. The mass media are focusing on the wilder predictions, such as the possibility that we may be growing meat artificially, in vats, to feed the 9 billion-plus people expected to be alive at mid-century.

But more importantly, this major academic assessment of future global food supplies, led by John Beddington, the UK government chief scientist, argues that although big, the challenge of increasing global food supplies by as much as 70% in the next 40 years is not insurmountable and many of the papers are optimistic.

What is needed in addition to novel approaches to increasing food production, they say, are better uses of an array of low-tech to high-tech solutions, some already available, others needing refinement or a rethink for meeting the needs of the world's vast army of smallholder farmers.

As the Guardian article reports: 'Other papers suggest a radical rethink of global food production is needed to reduce its dependence on oil. Up to 70% of the energy needed to grow and supply food at present is fossil-fuel based which in turn contributes to climate change.

'"The need for action is urgent given the time required for investment in research to deliver new technologies to those that need them and for political and social change to take place," says the paper by Beddington.

'"Major advances can be achieved with the concerted application of current technologies and the importance of investing in research sooner rather than later to enable the food system to cope with challenges in the coming decades," says the paper led by the population biologist Charles Godfray of Oxford University.'

Regarding novel ideas on the horizon, in an interview with the Guardian, Philip Thornton, a scientist with the International Livestock Research Institute (ILRI), based in Nairobi, and an author of one of the papers, said conventional animal breeding may be insufficient to meet the anticipated doubling of demand for dairy and meat products in Asia and sub-Saharan Africa, and to do so in sustainable ways. Thornton described two 'wild cards' that could transform global meat and milk production: 'One is artificial meat, which is made in a giant vat, and the other is nanotechnology, which is expected to become more important as a vehicle for delivering medication to livestock.'

But Thornton cautions against holding out hope for any one technology to solve our looming global food insecurity. He says we need to invest now in options across the whole gamut of agricultural development. Livestock development in poor countries, he says, 'will increasingly be affected by competition for natural resources, particularly land and water, as well as competition between food and feed, and by the need to operate in a carbon-constrained economy.' To help the world's 600 million small-scale farmers and herders increase their production and do so more efficiently, he says, will require continuing advances in the three pillars of livestock development–breeding, nutrition, and animal health.

The final Foresight report will be published later this year in advance of the UN climate talks in Cancun, Mexico.

Scientists argue the importance of Africa’s diverse livestock — and the need for genebanks to conserve them

Steve Kemp, a geneticist at the Nairobi laboratories of the International Livestock Research Institute (ILRI) for both ILRI and the University of Liverpool, argues in this short video (2:24 minutes) the new opportunities — as well as urgent need — for exploring the remarkably rich livestock diversity that evolved and still exists on the highly diverse African continent.

‘We need to study the genetics of the animals,’ he says, as well as ‘the farming systems in which they are being used and their production characteristics. And that has never been done systematically in situ across this extraordinary diversity of African livestock.’ Kemp describes fast-improving technologies in the ‘new genetics’ — technologies that are allowing scientists, for the first time, to attempt these very broad kinds of genetic analyses. And he makes a case for establishing livestock genebanks to help preserve the continent’s livestock diversity, which is rapidly being lost. ‘Unless you move relatively quickly,’ warns Kemp, ‘there’ll be nothing left to study.’ Kemp makes these points in an article published in a June 2010 issue of the international journal Science. The co-authors of the article are Tadelle Dessie, an ILRI livestock breeding specialist based at ILRI’s campus in Addis Ababa, Ethiopia, and Olivier Hanotte, a geneticist that formerly worked at ILRI and now directs a Frozen Ark initiative at the University of Nottingham, in the UK. Although genebanks are an important ‘stop-gap’ for preserving livestock diversity, says Kemp, his article makes the point that ‘at the same time that you bank, you must understand the characteristics of what you’re preserving.' 'ILRI is well positioned to catalyze this kind of research,’ Kemp says. ‘It has strong links with Africa and with African partners, who have access to the livestock. It has the mix of skills it needs to understand the function of livestock, right across the spectrum from disease resistance to their role in the marketplace. And it also has the technology — the molecular tools and the informatics tools — to allow us to begin this process.’ ‘But ILRI cannot perform any of this analysis alone,’ warns Kemp. ‘It needs to network with partners in the West and across Africa.’

Over 300 agricultural research projects in Africa are mapped

An initiative has now mapped over 300 of the world’s ongoing agricultural research projects in Africa. Evelyn Katingi, the map coordinator, says this represents ‘an 86 per cent coverage of information from all 15 centres of the Consultative Group on International Agricultural Research (CGIAR), the world’s pre-eminent group of agricultural research-for-development specialists.’ Katingi leads this initiative at the Nairobi campus of the International Livestock Research Institute (ILRI).

‘CGMap Ongoing Research in Africa’ is the result of a collaborative effort between two CGIAR programs: Collective Action in Eastern and Southern Africa and ICT-KM (Information and Communication Technologies—Knowledge Management). The map makes information about research projects across Africa and the CGIAR consortium accessible to staff, partners and other key stakeholders in African agricultural research.

Information in the map is contributed by CGIAR scientists, who provide details of their projects, including time frame, location, key players and partners involved and contact information.

Started in 2007, this project provides an interactive way of viewing all projects that the 15 CGIAR partners are involved in, allows one to search and find out more about on-going projects and provides links to key players in agricultural research in Africa and beyond.

According to information collected from the map, 21 per cent of reported projects focus on crops, 14 per cent on policy and institutions, 10 per cent on livestock, 5 per cent on land management, 4 per cent on soils and 2 per cent on fisheries.

Most of the projects currently mapped are being conducted in East Africa, with 120 projects in Kenya, 91 in Uganda and 87 in Tanzania. But coverage of other countries, especially Ghana, Nigeria and Zambia, is growing.

A new version of the map launched earlier in the year is attracting increasing numbers of visitors, and thus generating concomitant increasing opportunities for greater collaboration.

The CGIAR demonstrated the use and utility of the CGMap to participants of a Science Week and General Assembly of the Forum for Agricultural Research in Africa (FARA) held 19-24 July 2010 in Ouagadougou, Burkina Faso.

Livestock researchers in Nairobi honour Heifer President JoLuck, co-winner of the ‘Nobel for Food’

The World Food Prize, known as the ‘Nobel for Food’ (no Nobel Prize exists for agricultural science), was created in 1986 by Norman Borlaug, who himself won the Nobel Peace Prize in 1970 for his work creating high-yielding crop varieties estimated to have saved more than 1 billion lives from famine. The World Food Prize honours those who improve the quality, quantity or availability of food in the world. A co-winner of this year’s World Food Prize, announced on 16 June by US Secretary of State Hilary Rodham Clinton, is Jo Luck, president of the popular American charity Heifer International, which provides farm animals to needy families, who then ‘pass on’ the gift of subsequent offspring to others in need.

Speaking in a seminar held in her honour at the Nairobi campus of the International Livestock Research Institute (ILRI), where she served as a member of ILRI’s Board of Trustees between 2002 and 2005, Jo Luck reflected on her life that was a preparation for the role she now plays. ‘All the time I was learning what has brought me to this road. My experiences as a teacher and as a parent taught me how to recognize both the strong and the weak and how to bring people together and empower them by listening and learning from them,’ she said.

‘I represent many people who are receiving this award through me and I hope to honour and represent them properly,’ she said.

Those lucky enough to meet Jo Luck are struck immediately, and almost physically, by the depth of her energy and passion. Her ability to quickly tell a moving story that inspires people to make a difference in the world has more in common with, say, Oprah Winfrey (who has interviewed Jo Luck on her show) or Bill Clinton (who Jo Luck used to work for) than with other heads of charitable or development organizations.

The results of much of Jo Luck’s life’s work can be seen in communities in the developing world. Since joining Heifer in 1992, she has vastly up-scaled Heifer’s programs, which provide food- and income-producing animals to poor families, and helped broaden Heifer’s agenda, which now includes improving livelihoods through education and community development as well as animal husbandry.

With skilful management and superb communications abilities, Jo Luck built innovative educational initiatives that link grassroots donors in rich countries to recipients in developing countries. This not only brought new (and renewable) resources to poor farmers in developing countries but also gave Americans much better understanding of global hunger and poverty issues. As a result of her efforts, both the scope and impact of Heifer International have grown throughout Africa, the Americas, Asia, the South Pacific and Central and Eastern Europe. At least 10 million families, including 1.5 million families in 2009 alone, have been helped both to put nutritious food on their own tables and to feed others.

Carlos Seré, ILRI’s Director General, said that recognition of Jo Luck’s work with Heifer International ‘shows not only that a committed individual can make a difference in addressing global poverty and food insecurity, but also how much livestock matter and to how many people—animals help some one billion people to sustain their livelihoods and helps many of those to escape poverty.’

‘Jo Luck has impacted world poverty through gifts of livestock’, Seré said. ‘Cows, sheep, goats, pigs, chickens, camels and other farmed animals provide poor households with a means of livelihood, with sustenance and with the regular income needed to educate their children, enabling them to finally escape the poverty trap.’

But Jo Luck emphasized that gifts of animal stock, however welcome, are not enough. ‘Livestock production cannot be made sustainable without understanding the environment,’ she said. And this is where she believes researchers, policymakers, government officials and others need to come together. ‘We need to ensure not only that the animals poor people depend on are healthy and productive but also that this livestock productivity can be sustained over the long term without harming the environments of poor communities.’

Jo Luck has worked with ILRI and other groups to bring about closer collaboration between experts and local communities. Such collaboration, for example, is at the heart of a Heifer-run East African Dairy Development Project being conducted in Kenya, Rwanda and Uganda. ILRI works with Heifer on this project along with TechnoServe, ABS-TCM and World Agroforestry Centre (ICRAF). ILRI researchers are providing technical advice on such matters as improved breeding and feeding and are monitoring and evaluating the project as it goes along. This project, which is creating dairy ‘hubs’ in the three countries, is helping 180,000 households to participate in, and profit from, a booming dairy industry in East Africa. By joining forces, the partners in this project aim to help one million people, mostly poor rural farmers, double their incomes in the next few years.

The key to such collaboration, Jo Luck says, is simple. ‘We work directly with the people we mean to serve. We listen to them and learn from them. They make their own decisions about what works best for them. We then seek the resources that will let them fulfil their goals.’

Jo Luck will receive the 2010 World Food Prize in Des Moines, Iowa, on 14 October this year. Both she and her co-winner, David Beckmann, President of Bread for the World, another American grassroots organization working to end world poverty and hunger, will make presentations at the event, as will ILRI Director General Carlos Seré and other leading heads of international development work.

 Sixty outstanding women agricultural scientists from 10 African countries this week received 2010 fellowships from African Women in Agricultural Research and Development (AWARD), an initiative of the Gender and Diversity program of the Consultative Group on International Agricultural Research (CGIAR).

In an award ceremony held at the CGIAR World Agroforestry Centre (ICRAF) in Nairobi, Kenya, on 27 July 2010, women scientists from across the continent, including a fruit pathologist, a catfish breeder and a pigeon pea researcher, were recognized and honoured for their contribution to alleviating hunger and poverty in Africa through their agricultural research and innovation.

Over 780 women scientists from 54 institutions competed for this year’s fellowships.

Margaret Lukuyu

One of this year’s winners is Kenyan Margaret Lukuyu, who worked with the International Livestock Research Institute (ILRI) in a Kenya Smallholder Dairy Project that helped raise milk production among the country’s smallholder farmers. Lukuyu’s role in this project, conducted from 1997 to 2005, was to research and promote strategic concentrate feeding regimes that could be easily adopted by Kenya’s many smallholder livestock keepers. This project not only helped better the livelihoods of smallholder dairy farmers in central Kenya but also was instrumental in bringing about national dairy policy reform and increased support for the country’s massive ‘informal milk sector’, which trades in unpasteurized (‘raw’) milk. 

‘I’m excited by the AWARD Fellowship and honoured that my work in improving the dairy sector has been recognized,’ she said. Now working with the Kenya Agricultural Research Institute (KARI), Lukuyu is looking forward to the training and other benefits she will now receive from the AWARD program, including building her leadership qualities, learning how to write grant proposals and to access information, and opportunities to network with other scientists as she embarks on her PhD research.

Esther Kanduma

Esther Kanduma, another 2010 AWARD winner, is a researcher based at the Biosciences eastern and central Africa (BecA)-ILRI hub located within ILRI’s Nairobi laboratories. Kanduma is focusing her PhD studies on using the genetic diversity of the tick Rhipicephalus appendiculatus, which transmits the parasite that causes East Coast fever to livestock, to come up with effective anti-tick vaccines. The award recognized her contribution to ILRI’s East Coast fever vaccine project, which is currently piloting a vaccine in East Africa to protect the region’s cattle herds against this lethal infection. ‘Through the exposure that AWARD fellowships provide, I hope to improve my ability to communicate, to increase my professional visibility and to help build a network of scientists researching tick and tick-borne diseases,’ she said.

Other winners of AWARD 2010 fellowships doing agricultural research at ILRI include Bridgit Muasa and Teddy Amuge.

 Speaking during the ceremony, Vicki Wilde, director of the AWARD program, said: ‘Today we debunked the myth that qualified African women researchers “aren’t out there”—an excuse often used to justify why women aren’t hired or promoted within agricultural research institutions, universities and corporations.’ The AWARD fellowships, she added, show that ‘African women are offering smart and innovative solutions that are relevant to real issues in the continent’.

 Now in its third year, the AWARD program has received over 1600 applications by qualified women scientists from all over Africa. It has awarded over 180 fellowships, with the fellows benefiting from two years of hands-on training in mentoring, partnerships, science skills, and leadership. The fellowships are awarded for intellectual merit, leadership capacity and the potential of a scientist’s research to improve the daily lives of the continent’s millions of women and other smallholder farmers. Through its fellowship program, AWARD works directly to break down traditional barriers to the development of female scientific careers. Such roadblocks include a lack of role models and mentors for aspiring African women agricultural scientists.

Bringing climate change down to earth

The New York Times op-ed columnist Thomas Friedman addresses an interesting ‘disconnect’ in America in his column this week (Want the good news first?, 27 July 2010).

”The [US] Senate’s failure to act [on climate change] is a result of many factors, but one is that the climate-energy policy debate got disconnected from average people. We need less talk about “climate” and more about how conservation saves money, renewable energy creates jobs, restoring the gulf’s marshes sustains fishermen and preserving the rainforest helps poor people. Said Glenn Prickett, vice president at the Nature Conservancy: “We have to take climate change out of the atmosphere, bring it down to earth and show how it matters in people’s everyday lives.”

Some of those working to help farmers and herders in poor countries build sustainable agricultural systems and adapt to climate change have a similar message.

Funding for climate change research in developing countries, which are expected to be hit hardest by global warming, has increased dramatically in recent years, while funding for much traditional agricultural research for development has remained stagnant. Even so, scientists working at the cross-section of agricultural development and climate change say that there is not a lot in their research portfolios that is new because of the injection of new climate change funding. Rather, much of the new funding is allowing them to expand and refine decades of research on sustainable development of smallholder agriculture.

The two billion small-scale farmers and herders these agricultural scientists serve are, after all, already among the world’s foremost experts in climate change. They and their farming ancestors have managed to wrest food and livelihoods from changing tropical landscapes since the dawn of agriculture. No one has to tell them how climate change ‘matters in people’s everyday lives’.

Conserving rainforests, wetlands and other natural resources; restoring rangelands and farmlands into productive use; exploiting renewable energy, saving money and creating jobs; helping people build livelihoods that are sustainable over the long term–these are not new ideas. People have been working in these areas for decades. The hope of many agricultural research-for-development scientists is that the intellectual as well as financial spillovers from the current world focus interest on climate change will allow them to pursue these topics more vigorously; to connect to more, and more diverse, experts; to get more refined data on developing-countries; to make faster advances in their disciplines; and to help more people escape poverty, hunger and environmental degradation.

Researchers call for regional approaches to deal with high food prices

Researchers in eastern and southern Africa are calling for a new regional and integrated approach to address high food prices associated with global food shortages. They are doing this to help prevent a repeat of the global high food price crisis of three years ago.

Under the leadership of the Association for Strengthening Agriculture Research in Eastern and Central Africa (ASARECA), a regional body that seeks to transform agriculture and improve livelihoods, a team of researchers from key national, regional and international organizations in eastern and southern Africa (ESA) have determined that a ‘regionally coordinated response . . .  is potentially more effective in responding to the food price crisis than individual country responses.’

This is one of the key findings from a 2009 study that investigated food-price changes in the national and regional markets in eastern and southern Africa, which would provide an ‘evidence base for effective policy action.’

Joseph Karugia led a core team of researchers who were coordinated by the Regional Strategic Analysis and Knowledge Support System-East and Central Africa (ReSAKSS-EA), which is based in Nairobi, Kenya, at the International Livestock Research Institute (ILRI). Karugia says that ‘Regional blocks can become effective avenues for policy creation and implementation because they offer a much wider and stronger platform to address the challenges posed by the global food price crisis and to exploit the opportunities that high food prices may offer.’

Between 2007 and 2008, most countries in the region (and across the globe) experienced a rise in food prices that threatened the livelihoods of many of the region’s poor. Causes of the rise in prices were attributed to rising incomes and growing uses of food grains for bio-fuel production and animal feeds. In addition, an increasing world population and urbanization, coupled with high agricultural input prices, reduced world stocks of food staples and exports. Declining agricultural resources also contributed to the low supply of food.

Unlike past food-price spikes, such as those in the mid-1990s, where only a few commodities were affected, the recent rise in prices saw substantial increases in the price of the world’s key cereals, oilseeds and dairy and meat products.

For resource-poor farmers and consumers in Africa, high prices translated into higher costs of living occasioned by the increase in the prices of basic foods and staples such as maize, rice and wheat. Prices of different foods across many countries in the region went up by between 11 and 50 per cent between March 2007 and March 2008.

In the wake of the crisis, ASARECA brought a team of key researchers together in a study to find out ‘the magnitude and implications of food prices’ in the region. ‘One of our key aims was to come up with practical short-, medium- and long-term options for governments and other stakeholders for addressing the problem posed by the crisis,’ Karugia says.

The researchers analyzed trends and outlooks in individual countries as well as the region and presented evidence about the regional food situation. They also explored connections between high domestic food prices in this period and global food prices and examined regional and national dimensions of food-price increases and how they related to food security in the region.

From the study findings, presented in a paper, ‘Responding to the food crisis in eastern and southern Africa: policy options for national and regional action’, researchers argue that the considerable scope offered by regional blocks such as the East Africa Community (EAC), the Common Market for East and Southern Africa (COMESA), and the Southern Africa Development Community (SADC) provides an opportunity to create and implement regional policies and strategies to improve food production, distribution and availability in ways that individual countries could not handle alone.

The findings of this research suggest that new ways of approaching food distribution can improve food security in the region by for example, enabling improved regional trade that would allow easier movement of foods, especially ‘non-tradeable’ commodities such as bananas, shipped from countries where they are readily available to countries where consumers face food shortages. This model of food distribution could effectively deal with challenges that result from failure of staple crops such as maize. This way, the report says ‘the income effect of rising food prices could be dampened if it is relatively easy for the household to substitute one staple food whose price is already rising with a cheaper food product that is nutritious and as easy to handle as the previous one.’

Findings from this study provide thought-provoking perspectives useful to policymakers and governments in managing the frequent food crises in the region.

The findings highlight the important role of regional trade, Domestic food prices are, to a large extent, determined by local and regional demand-and-supply conditions; if policies on informal trade were improved, this region’s food security would also improve. The researchers note that an inability of households to find alternative cheaper nutritious foods would lead to ‘lower resource allocation towards non-food items’. This would then affect other sectors, such as education, health care and water and sanitation, with the ‘eventual deterioration of human capital and overall household welfare.’

Although rising food prices are contributing to food price inflation, the researchers note that the domestic markets in the ESA region are resilient and are not always directly affected by global events. Arguing that the best way to address the food price crisis is to do so regionally, they say policies should aim to ‘increase household purchasing power, have no negative impact on food supply response and should not reduce income of poor food sellers.’

This study calls for paying renewed attention to the agricultural sector, which is essential for improving production. It also notes that high food prices provide incentives to the private sector to invest in the agricultural sector. However, productivity increases will require significant and sustained investments in agricultural research and extension, as well as development of agricultural and general infrastructure along with credit and risk-management instruments.
