New partnership launched to keep climate change from crippling food production in Africa and Asia

A new research program on 'Climate Change, Agriculture and Food Security' (CCAFS) was launched this week.

It will link much of the best climate-related agricultural research for development work going on at the International Livestock Research Institute (ILRI) and 14 other centres in the Consultative Group on International Agricultural Research (CGIAR) with the best global environmental change research being undertaken within the global Earth System Science Partnership.

ILRI is a key partner in this initiative, hosting the new program’s facilitator for the East Africa region, James Kinyangi. ILRI is also home to two CCAFS scientists-–Philip Thornton, who leads the ‘Integrating Knowledge for Decision Making’ theme at CCAFS, and Wiebke Foerch, an agricultural and social scientist working on food security, vulnerability and resilience of smallholders to global change. In addition, Mario Herrero, who leads ILRI’s Sustainable Livestock Futures research area, has been instrumental in supporting CCAFS as it makes the challenging transition from a CGIAR Challenge Program as originally envisioned, to this innovative and large new research program of the Consortium of International Agricultural Research Centres.

This new program is the most comprehensive to date seeking to ensure that food security is not crippled by climate change. The leaders of the new program say that urgent action is needed to help poor people adapt to climate shifts that have ominous implications for Africa and Asia.

Amidst growing alarm that climate change could deal a catastrophic blow to food security in poor countries, a partnership of the world’s premiere experts on agriculture, climate, and the environment today announced an intensive global response to confront the impacts of shifting weather patterns on crop and livestock production and their dire consequences for food security.

By 2020, the effort aims to reduce poverty by 10 per cent in the targeted regions; reduce the number of rural poor who are malnourished by 25 per cent; and help farmers in developing countries contribute to climate change mitigation by either enhancing storage or reducing greenhouse gas emissions by an amount equivalent to 1,000 million tons over a decade, compared with a 'business-as-usual' scenario.

The CCAFS program will be formally launched on 4 December at Agriculture and Rural Development Day at a United Nations climate change meeting. It is the most comprehensive effort undertaken thus far to address the interactions between climate change and food security, livelihoods and environmental management. Emerging from new collaboration between the CGIAR and the Earth System Science Partnership (ESSP), the program brings together strategic research carried out by the CGIAR, ESSP and their respective partners in a collective effort to be coordinated by the Colombia-based International Center for Tropical Agriculture (CIAT).

The launch of CCAFS marks the beginning of a long-term endeavor with an initial 3-year budget totaling US$206 million. By building on current research for development and funding and by attracting new scientific collaboration and financial support, the program will go far toward its goal of achieving sustainable food security in the face of climate change.

Research finds that stressed agriculture systems in Africa are highly vulnerable, with studies predicting climate shifts could dramatically reduce crop yields and incomes with smallholder farmers in struggling developing countries bearing the brunt of the impact. In Asia, there are studies warning of changes in monsoon, glacier and snowmelt in areas already facing stiff competition for water resources. In Asia’s populated and intensely-farmed coastal zones, rising sea levels threaten the viability of fertile croplands.

CCAFS partners will identify and test climate change adaptation and mitigation practices, technologies, and policies that are suitable for poor, smallholder farmers and other stakeholders affected by climate change.

They will also identify 'hot spots' where intervention is urgent and conduct vulnerability assessments. In addition, they will refine models that predict the impacts of a changing climate on agriculture and livelihoods, and identify ways to select crop varieties and livestock breeds with essential traits and novel farming and food systems suitable for future climate conditions.

Partners will further help farmers deal with changes in plant, pest and disease pressures, which are particularly likely in areas where temperatures are rising, and—in collaboration with other critical actors in the food system—they will conduct research on adaptation and mitigation policies that can enhance food security.

Much of the work on the ground will begin in 2011 with an initial focus on East and West Africa and the agricultural regions of south Asia known as the Indo-Gangetic Plain.

Early 'wins' include securing a major role for agriculture in the post-2012 international climate change regime and establishing a global network of data collection sites that can help identify options for adapting to climate change.

To be held alongside the United Nations Conference on Climate Change taking place in Cancún, Mexico, Agriculture and Rural Development Day will convene some 500 policymakers, farmers, scientists and development experts who will seek to identify climate change solutions in agriculture and move this key sector to the forefront of international climate debate.

CAMPBELL: 'The CGIAR centers have always worked to help farmers in poor countries cope with challenging conditions by providing drought-tolerant crops or better soil and water management strategies,' said Bruce Campbell, CCAFS Director. 'But climate change threatens to alter growing conditions so rapidly and dramatically as to require an intensive effort that draws on the combined talents of all of our centers and partners. We want to bring a sense of urgency to finding and implementing solutions and attracting more support for this effort.'

LEEMANS: 'The collaboration between the CGIAR scientists and the ESSP scholars is unique in bringing together two different and separate but highly skilled research communities that cover basic and applied research on development, sustainability and environmental change,' said Rik Leemans, chair of the scientific steering committee of the ESSP. 'Sharing and joining our resources will unquestionably result in innovative ways to mitigate and adapt to climate change and simultaneously provide successful incentives to advance development.'

If pigs could fly: Reducing the ‘gender asset gap’ in agricultural development–the beginnings of a ‘transformative gender’ paradigm shift?

Unusually, and, if truth be said, thrillingly, the Nairobi headquarters of the International Livestock Research Institute and BecA—a Biosciences eastern and central Africa Hub that ILRI hosts and manages—have, within the space of 12 months, been visited by two very seriously important persons: Bill Gates, co-chair of the Bill & Melinda Gates Foundation, in early December 2009; and Mwai Kibaki, president of the Republic of Kenya, early this month (November 2010).

Both VIPs expressed excitement in, and support for, BecA’s recently launched state-of-the-art biosciences facilities, which they happily toured, donning crisp white lab coats to inspect BecA’s ultra-modern, super-molecular laboratories, including a half-million-dollar ‘454’ DNA sequencer, a space-agey-looking biosafety containment facility and a shiny brand-new greenhouse.

The feminization of biotech
While the entourages of both Gates (who was on a private visit) and Kibaki (on a State visit) were mostly male, BecA’s director, Ethiopian Segenet Kelemu; as well as a key initiator and supporter of BecA, Australian Gabrielle Persley; and some half the students and African scientists the VIPs met and interviewed while they toured the labs, were female. On both visits, our male VIPs appeared impressed by the high 'girl power' in these high-tech labs. And so they should have been, both VIPs coming of age (Gates is 55 this year, Kibaki, 79) when such visible expression of the closing of the gender gap was rare.

Closing the gender gap
Fortuitously and aptly, then, on the morning of President Kibaki’s visit to ILRI on 5 November 2010 to officially open the BecA Hub, another meeting, arranged by research groups much earlier than the State visit was arranged, was starting in another venue on the same ILRI campus, far from the imposing presidential dais, marching band, schoolgirl choir and guest and refreshment tents erected and assembled down the hill, in front of ILRI’s Mara House office building.
 
Back up the hill, then, in a meeting room adjacent to a quiet quad and out of the fray, a group of (mostly) women experts on gender and agriculture in developing countries opened an ‘inception’ workshop for a new scientific project aiming to reduce inequalities between men and women (and boys and girls) in agricultural development.
 
We know that Bill Gates supports this work, because his Bill & Melinda Gates Foundation is funding the project. And we suspect that President Kibaki would also be supportive. (Upon learning that a schoolgirl choir, standing near the presidential dais, had awaited his arrival from the labs for several hours to sing for him, Kibaki admonished his staff that the girls ought to be in school, this being a Friday, and instructed them to have all the schoolgirls immediately seated under the tents.)

Historic beginnings for closing the gender gap in agricultural projects
The gender research project being quietly kicked off in ILRI’s N’Dama Lounge was, in its way, as much an historic beginning as the advanced labs being opened further down the hill. Scientists at ILRI and elsewhere have known for years that more—much, much, much more—should be done to address women’s issues in agricultural development. And they have struggled for years to incorporate women’s issues into their research programs. With little success.
 
Women continue to have fewer assets than men
If small-scale agriculture remains the backbone of most developing-country economies, women remain the stuff that makes up that backbone. Across nationalities, cultures and religions, women more than men tend to invest their time and energy and income in the stuff that matters most to most of us, with the greatest benefits provided to the greatest numbers of poor. Yet women have fewer assets than men—whether we look at land, natural resources and other tangible assets or less tangible ones like human capital. This gap between men’s and women’s assets not only reduces agricultural productivity, but also restricts women’s decison-making power, which affects such vital matters as sustainable food production, children’s nutrition and education, and economic development. 
 
That’s what we know. Not what we do. And the disconnect between what we know to do in ‘gender’ issues in agricultural development and what we do do has been getting bigger and more glaring every year.
 
When pigs fly, we used to say, not so long ago, we will all be working to help women help the rest of us in development—just because that’s what women tend to do, regardless of their material circumstances. The disjunct between what women do for agriculture and what we in agricultural research and development do for them, we said, was a disgrace. And then we would sigh and crawl back into a ‘what to do?’ cynicism. What our staff lacked, we said, was the training and technical assistance needed first to identify and then to address disparities in agricultural development and in assets. That’s now changing. At ILRI the change is due to the institute’s recent hiring of people who know what to do—and are ready to do it.
 
These new staff and positions include some of the best scientists in the world who are champions of gender research in agricultural development. These relatively new ILRI staff include Jemimah Njuki, a Kenyan leading sociologist in gender and agriculture studies; Nancy Johnson, an American agricultural economist and poverty analyst; and Canadian Patti Kristjanson, a long-term ILRI economist who just two years ago launched a 'Women and Livestock Challenge Dialogue'. (In January of this year, Kristjanson moved to the World Agroforestry Centre, across town from ILRI, to lead a research team that is part of a new global climate change initiative involving all 15 centres of the Consultative Group on International Agricultural Research, to which ILRI belongs.) These three women formed a Gender, Poverty and Impacts research team which, despite starting only one-and-a-half years ago, has already created the momentum across ILRI for re-focusing on gender and agriculture.

Can a few women make a difference?
Can a few committed women and some supportive men make a big difference in gender research for development? With institutional support, we're betting on it. ILRI’s seriousness about, and new serious expertise in, empowering women farmers and marketers got the attention of other groups working toward the same goal. The ILRI group has joined forces with the International Food Policy Research Institute (IFPRI) team of Ruth Meinzen-Dick and Agnes Quisumbing, long-time researchers on gender and agriculture.
 
This inception workshop for the ‘Gender, Agriculture and Assets Project,’ held from 5–7 November 2010, is a 3-year initiative of IFPRI and ILRI funded by the Bill and Melinda Gates Foundation. The overall aim of the initiative is to improve rural livelihoods in sub-Saharan Africa and South Asia by helping agricultural development programs significantly reduce inequalities, including disparities in assets, between men and women.
 
The workshop brought together research and development partners from different organizations. In addition to IFPRI and ILRI, these included BRAC, CARE Bangladesh, East Africa Dairy Development project, Fintrac Inc, Grameen Foundation, Helen Keller International, International Rice Research Institute, Kickstart International, Land O’Lakes, Rural Development Institute, Tropical Soil Biology and Fertility initiative at the International Center for Tropical Agriculture, and the World Vegetable Centre (AVDRC), as well as the Bill and Melinda Gates Foundation, the International Fund for Agricultural Development and the United States Agency for International Development.
 
As part of the initiative, the team will evaluate some 10 agricultural research and development projects funded by the Bill and Melinda Gates Foundation, the United States Agency for International Development, the World Bank, and others to identify the impacts of these projects on women’s assets and to clarify which strategies have been successful in reducing gaps between men and women in access to, and control of, assets.

The project is based on several premises: (1) that control over, and ownership of, assets is a critical component of well-being, (2) that increasing control or ownership of assets does more to help create pathways out of poverty than increasing incomes or consumption alone and (3) that the different kinds of assets addressed by a project—whether tangible or intangible, for example, or whether defined as natural, physical, financial, human, social or political ‘capital’—matter. Project staff are investigating the control of assets because who controls assets in households matters a lot. Household members typically do not pool all resources or agree on what their scarce resources should be used for. The benefits of policy changes in any given household or community are determined largely by who in the household or community is the main beneficiary of the new resources. And we now have evidence from many countries that increasing the resources under the control of women not only improves the nutrition and health of children, but also increases agricultural productivity and household incomes.
 
Astonishingly, although women make a significant contribution to agriculture in developing countries and are much more likely than men to use their (scarce) resources to improve the nutrition, welfare and well-being of their families, they are still neglected in most agricultural research and development programs. At a Global Conference on Agricultural Research for Development, held in Montpellier, France, last March (2010), IFPRI’s Ruth Meinzen-Dick argued that accounting for gender in our research and development work is not an option but a necessity if we are going to reduce world poverty and feed the world’s growing populations (which are expected to peak at mid-century, falling after that): ‘Changing agricultural research and development from male-dominated to gender-equitable is not merely an issue of political correctness or ideology; it is a matter of development effectiveness that can benefit everyone.’
 
Although getting reliable, accurate and timely statistics disaggregated by gender remains a formidable challenge for most countries (in 2010, the United Nations found that no census had been carried out in the last three decades in 41 per cent of the countries in sub-Saharan Africa), what we know is probably enough to be getting on with. The following should give a flavour of the depth and scope of the issues.
 
More women than men:
  • own no land
  • are poor and hungry
  • are illiterate
  • are refugees
  • are living with HIV (in Africa)
  • are caring for those living with HIV/AIDS.
Most women:
  • work longer hours than men
  • work in jobs with lower pay, status, power and authority than men
  • get paid less than men for doing the same work
  • provide most of the family labour and are unpaid for that labour
  • bear double responsibility for household and farm work
  • receive a fraction of the agricultural extension and support services provided to men
  • have half the education levels of men
  • have less access to health care services than men
  • have fewer legal rights than men.
Flying pigs?
Fortunately, as detailed and dissected in this inception workshop, projects from South Asia (Bangladesh, India, Nepal) and sub-Saharan Africa (Burkina Faso, Cameroon, DR Congo, Ghana, Kenya, Madagascar, Malawi, Mali, Mozambique, Nigeria, Uganda, Rwanda, Sierra Leone, Tanzania, Zimbabwe) have potential to address such asset disparities.
 
These projects are working across the spectrum of women’s rural livelihoods and concerns in these regions, from animal husbandry to vegetable genetics, from nutrition and sociology to agricultural economics and development management. An enumeration of some of the more obvious specific topics tackled in the projects presented at this workshop gives some idea of the broad disciplinary expertise demanded by those working to help women use agriculture to better their lives. These include dairy development, land transfer to girls, vegetable production, development and dissemination of nutrient-rich foods such as orange-fleshed sweet potatoes, value addition and processing, market information systems, high-value horticulture, crop management and irrigation.
 
Some of the opportunities described in overviews of these projects include the following.
  • Fully 94 per cent of the vendors in vegetable markets in sub-Saharan Africa are women.
  • Twice as many women as men in Uganda cultivate sweet potatoes, most sweet potato traders in towns as well as villages are women, and women tend to be less risk-averse in crop choice than men.
  • Contrary to previous reports, information tips delivered by mobile phone delivery of market and other agricultural information in Uganda show female farmers are very interested in receiving, and acting on, timely market information.
  • Legumes, once considered a 'woman's crop in much of Africa, can directly benefit the nutrition of poor households.
  • With increasing migration of men from rural to urban areas in South Asia, the roles of women are shifting from unpaid farm labourers to de facto farm managers.
  • Seedling nurseries are an opportunity for women because they require relatively little labour and can be established close to homesteads.
  • East African women dairy producers have most control of the milk they sell informally in the evening.
According to this group of scientists, the gender research areas in greatest need of addressing are:
  • Training in methods to integrate gender and asset-based approaches in agriculture development programs.
  • Evaluating agriculture development programs to understand what works and what does not work in building women’s assets and scaling out those strategies that work.
  • Collecting gender-disaggregated data. 
  • Initiating, and training in, gender-sensitive monitoring and evaluation work. 
  • Expanding measurements of income and consumption to include evaluations of how projects build assets.

The gender and agricultural assets initiative wants to learn from the most promising successes in these projects so as to help redress imbalances in power. The project leaders are dreaming and thinking big. They aim no less than pushing a ‘paradigm shift’ in agricultural development programming from ‘gender exploitive’ to ‘gender accommodating’ to ‘gender transformative’. This will of necessity mean taking on a lot, including ‘challenging the ideological, socio-cultural, economic, political and institutional frameworks and structures that create and recreate gender inequalities’. The project leaders are well aware of the danger that such targeting, if not done well, can lead to a backlash that further marginalizes rather than supports poor women. And they recognize the role of men in achieving gender equality.
 
This project will train teams of experts in how to use tools to assess the assets held by men, women and households as a whole and in how to integrate and measure the effectiveness of strategies for increasing the assets of women. To this end, IFPRI’s Ruth Meinzen-Dick proposed a conceptual framework for analyzing assets while ILRI’s Jemimah Njuki presented different strategies for addressing gender in agricultural programs, explaining why and how to complement quantitative tools in monitoring and evaluation with qualitative tools. IFPRI’s Dan Gilligan described methods for evaluating quantitative impacts and ILRI’s Nancy Johnson and IFPRI’s Agnes Quisumbing discussed different types of assets, data needs and data collection instruments. Project implementers and evaluators in this initiative are expected to work hand in hand over the life of the selected projects, using both qualitative and quantitative methods  to assess and document changes from baselines in levels of control and ownerships of assets.
 
And pigs, then, will perhaps have a chance to start to fly.

Lorne Babiuk, a leader in Canadian vaccine research and vice-president for research at the University of Alberta, Canada, joined the board of trustees of the International Livestock Research Institute (ILRI) this month (November 2010), when he attended his first board meeting, held at ILRI’s headquarters, in Nairobi, Kenya.

As vice-president of research, Babiuk facilitates the University of Alberta’s research, builds research consortia and strengthens the university’s international research links and collaborations. In 2010, the university opened the Li Ka Shing Institute of Virology, an institute created through a combined gift of $25-million from the Li Ka Shing (Canada) Foundation and $52.5-million from the Government of Alberta. The donation—the largest cash gift in the university’s history—will provide a state-of-the-art home to some of the world’s very best researchers in virus-based diseases. The new institute is working to attract significant private-sector collaboration with multinational pharmaceutical and life sciences companies.

Since 2005, Babiuk has also served as principal investigator on a grant from the Bill and Melinda Gates ‘Grand Challenge in Global Health’ program, in which he and his team are developing vaccines against whooping cough (pertussis) in infants and young children, to be delivered in a single dose, without use of a needle. Children now need five doses of the vaccine to be fully protected and few children in the developing world get all the boosters.

Babiuk also supports Albertan research initiatives such as the Pan Albertan Neuroscience Network. As vice-president, he established an annual event that celebrates the breadth and depth of the university’s research in all disciplines—from social sciences to the arts, humanities, medical, agricultural, natural sciences and engineering. He has consistently fostered research that crosses traditional disciplinary boundaries by, for example, supporting collaborations between social scientists and medical, agricultural and engineering researchers. And he helped develop the infrastructure needed by researchers in all fields to be more successful in individual and team grants.

Before moving to the University of Alberta, Babiuk built up a research institute—the Vaccine and Infectious Disease Organization (VIDO), at the University of Saskatchewan—which became internationally recognized as a leader in new vaccine development. In 2005, he completed a US$19.4 million expansion of VIDO, and just before leaving VIDO, he assembled the funding needed to build a $140-million level-three bio-containment facility for work on infectious diseases.

Earlier in his career, Babiuk was part of a research consortium that developed and began testing a vaccine for SARS (sever acute respiratory syndrome) within 18 months of its outbreak in Canada. In addition to SARS and whooping cough, Babiuk has led research into the herpes virus and the respiratory syncitial virus and created a vaccine against rotavirus in calves, which allowed researchers later to develop a vaccine for rotavirus in children.

After completing a master’s degree in soil microbiology, Babiuk earned a PhD in virology from the University of British Columbia and a DSc from the University of Saskatchewan’s Department of Veterinary Microbiology. He has mentored over 90 graduate students and postdoctoral fellows and published over 500 peer-reviewed manuscripts and 100 book chapters or reviews. He holds 28 issued patents and has 18 patents pending.

Following are key highlights from speeches read on Friday 5 November 2010 during the official opening of the Biosciences eastern and central Africa (BecA) Hub, which is hosted and managed by the International Livestock Research Institute (ILRI), at its Nairobi headquarters and laboratories.

Mohammed Kuti, Kenya’s Minister for Livestock Development said ‘Kenya is proud to host BecA, a modern research facility for sub-Sahara Africa. I am gratified to learn that this facility has adopted an integrated research approach, using biosciences to address animal and plant research, human health as well as the sustainable use of Africa’s natural resources.’

His Excellency, David Collins, Canadian High Commissioner to Kenya said ‘Canada is pleased to celebrate the achievements that have been made in establishing this particular centre of excellence in bioscience in agriculture.

‘In May 2003, Canada announced a contribution of C$30 million to establish the Biosciences eastern and central Africa (BecA) initiative in Kenya. BecA is the first of four networks of centres of excellence across Africa to strengthen Africa’s scientific and technological development. It allows eastern and central African countries to develop and apply bioscience research and expertise.’

‘BecA,’ said Collins, ‘is conducting important research that will help address key agricultural issues, including those facing small-scale African farmers, the majority of whom are women.’

He said Canada’s investment in BecA has supported the construction of new facilities and the renovation of existing facilities, including laboratories. With the completion of construction, the Hub is now in full operation, with a number of significant research programs under way, and quickly gaining regional and international recognition as a world-class facility to support capacity for biosciences in Africa.

‘The hub will enable African scientists and researchers play a major role in helping Africa meet its Millennium Development Goals by 2015 as a more productive and profitable agricultural sector is a critical component in the successful attainment of the MDGs,’ he added.

‘It is exciting to see the birth of a hub that will play a key role in ensuring that Africa drives its own agenda in regards to agriculture and strengthens the research pillar of the Comprehensive Africa Agriculture Development Program.’ Collins said.

‘It is indeed a very special honour to welcome you to the ILRI campus on the occasion of the opening of the Biosciences eastern and central Africa Hub.

‘Your Excellency, the statue you have just unveiled is an artistic representation of the double helix. The double helix is the recipe for life. Its chains of molecules, the DNA, encode the information that determines the inheritance shaping all living beings: plants, animals and microbes. This beautiful piece of art, produced here in Kenya, very aptly represents what BecA is about: understanding this code of life and using this knowledge to develop novel solutions such as livestock vaccines and improved crops.’

‘Much of this cutting-edge science could up to now only be undertaken in developed countries. The BecA-ILRI Hub now enables scientists from research institutions and universities across eastern and central Africa to come to Nairobi and undertake critical parts of their research with new tools and with support from colleagues with the requisite training and experience.’

‘How did this come about? NEPAD’s Science and Technology program and ILRI approached the Government of Canada in 2002 with a plan to refurbish ILRI’s laboratories and have ILRI provide, on behalf of NEPAD, a shared biosciences platform to provide African scientists with access to the most advanced facilities and equipment to conduct biosciences research of strategic importance for Africa’s development. This Hub forms part of NEPAD’s African Biosciences Initiative, which is creating a continent-wide network of shared biosciences research facilities.’

‘ILRI’s board of trustees and management team saw this as a logical evolution in its contribution to the continent’s development, responding on the one hand to the urgent need to boost biosciences capacity on the continent and on the other to the advantages of sharing such facilities. This is further driven by the fact that all agricultural research builds on the shared basic knowledge of biology, which underpins work in plants, animals and microbes. BecA is about exploiting this common body of knowledge to leapfrog the search for solutions. This is BecA’s unique contribution to Africa’s science endeavour.’

‘Beyond supporting the global community’s agenda of using livestock and livestock innovations as a pathway out of poverty, ILRI agreed to share its facilities with a wider array of African and international partners to better utilize this power of modern biosciences.’

‘Today we are witnessing the realization of that shared dream. Your Excellency, the strong support of the Kenyan Government to ILRI over the years has been critical to making this happen. Dr Romano Kiome, your Permanent Secretary of Agriculture and ILRI board member, passionately supported this initiaitive in its early days and chaired its first steering committee. Similarly, the financial and technical support of the Government of Canada  and many other development partners was absolutely critical. NEPAD’s vision and leadership in driving a continent-wide strategy for science and technology as a key building block for Africa’s development provided a strong case for creating BecA.

It will provide practical hands-on experience in advanced biosciences to the next generation of African scientists. It will enable a wide range of African institutions, from research centres to universities to private-sector companies, to develop the technological solutions for today and tomorrow. We know there is a revolution going on in the biosciences worldwide. What has been lacking till now is effective grounding of this science in African realities. This will be done by Africans in Africa fully engaged in the global science community.’

Kenya study finds prototype tsetse-repellent technology does not sufficiently protect cattle under normal field conditions

Recently published findings from a study done among Maasai livestock in Kenya to test whether repellents can successfully reduce tsetse fly bites in cattle show that tsetse-repellent technologies may have some success in typical field conditions but do not yet offer a viable alternative for controlling trypanosomosis in field-based livestock.

The study, ‘Field trial of a synthetic tsetse-repellent technology developed for the control of bovine trypanosomosis in Kenya,’ was the first to evaluate the use of a mobile tsetse repellent in the field. It was conducted between April 2005 and August 2006 in Nkuruman, in Kajiado District, and Nkineji, in Narok District.

Trypanosomosis is the most pervasive and serious cattle disease in sub-Saharan Africa. It kills between three and seven million cattle each year and costs farmers millions of dollars in lost production and treatment costs. The disease is transmitted mainly by blood-feeding tsetse flies that infect susceptible animals with the causative trypanosome parasite during their feeding. Other trypanosome parasites can infect humans, causing sleeping sickness, a disease that attacks the central nervous system.

Animal trypanosomosis is difficult to control because its spread is influenced by many factors, including the age, sex and colour of the cattle at risk as well as the herd size, its geographical area and climate. Adult and male cattle, for example, are more likely to contract the disease than calves and females. And tsetse flies prefer to take their feeds from animals with dark coats.

International Livestock Research Institute (ILRI) researchers Bernard Bett, Tom Randolph and John McDermott participated in the evaluation, which was designed with the help of veteran African tsetse researchers Glyn Vale and John Hargrove, and Steve Torr of Greenwich University (UK). The evaluation involved 2000 cattle: 1000 formed the control group, while the other 1000 animals were fitted with tsetse-repellent dispensers suspended from neck collars. The effectiveness of the repellent was then monitored for 16 months.

The study stipulated at the outset that the repellent would be considered effective if it reduced the incidence of trypanosomosis by 50 percent or more in the repellent-treated animals versus the control animals. Failure to achieve this level of reduction would mean that the repellent technology was clearly not ‘a viable alternative to existing control techniques’.

Results from the trial showed that the technology reduces trypanosomosis infection rates only modestly. ‘The synthetic repellent reduced the incidence of the disease only by 18 percent,’ said Bett, the ILRI scientist who implemented the trial.

Bett went on to explain that the technology had been proposed for evaluation based on initial experiments using stationary cattle that suggested that the repellents could reduce infection rates by more than 80 percent. ‘Under typical field conditions, however,’ said Bett, ‘the repellent did not provide adequate levels of protection, so we are recommending that it not be considered for further commercial development at this point.’

That the effectiveness of the repellent in the field was lower than expected could be attributed to both the fragile nature of the repellent dispensers, which, sensitive to abrasions, often leaked, as well as the repellent itself. Tsetse flies, especially hungry ones, will alight even on animals that smell bad to them. This is why people, for example, whose odour should put off tsetse flies, still get bitten by them.

‘The earlier experiments might have also overestimated the benefit of the technology,’ said Bett. ‘Those initial experiments evaluated the reduction in numbers of flies feeding on tethered cattle; other flies, however, could bite quickly without feeding and still transmit the disease before the repellent drives them away. In addition, while flies mainly use odour to find a stationary cow, they use vision more than odour to guide them to moving animals, such as those in the pastoralist herds used in the field trial.’

The study found that many variables determine the effectiveness of the repellent technology. Among these are changes in grazing (during the dry season, herders tend to move their stock to pastures with higher densities of tsetse) and herd sizes (the larger the herd, the lesser are the chances that an individual animal within the herd will be bitten). Trypanosomosis incidence also differed in the two test districts. While cattle were the preferred hosts for the flies in Narok, the cattle in Kajiado came fifth in fly preference—after warthog, elephant, zebra and buffalo—which reduced the effectiveness of the repellent worn by the cattle.

Bett says that ‘the results of this study show that the tsetse-repellent technologies currently proposed are unlikely to be useful replacements of existing methods of controlling trypanosomosis.’ These include keeping indigenous ‘trypanotolerant’ cattle breeds, which can tolerate trypanosome infections without getting sick; treating sick animals with trypanocidal drugs to cure them of the disease; introducing sterile tsetse flies into an area to reduce its tsetse population; and controlling tsetse populations using pyrethrum-based insecticides.’

The findings of this study should help scientists improve their research on methods for controlling tsetse fly populations and the trypanosomosis they spread. ‘In the short term, however,’ says Bett, ‘we need to continue sensitizing livestock keepers on how to best use the existing control methods.’

‘We also urgently need to develop integrated strategies for controlling the fly and disease,’ concludes Bett, ‘so that we stop over-relying on popular interventions, such as regularly treating cattle with trypanocides, which will inevitably lead to drug resistance in the trypanosome parasites.’

Biosciences for Africa: Fuelling africa’s agricultural revolution from within

A world-class research facility, the Biosciences eastern and central Africa Hub, was officially opened in Nairobi, today, by Kenya’s President Mwai Kibaki. This opening follows a scientific conference, Mobilizing Biosciences for Africa’s Development, which was held the day before at the International Livestock Research Institute (ILRI), which hosts and manages the new facility.

The BecA Hub is open for use by researchers from Africa and around the world who are working to improve African agriculture. The BecA Hub puts Africa’s research capacity on par with some of the world’s most advanced research institutes.

‘With the help of our many partners and investors, the research undertaken here will have a lasting impact in developing agriculture in Africa,’ says Carlos Seré, director general of ILRI.

The BecA Hub at ILRI brings the latest cutting-edge technologies into the hands of African graduate students and scientists. The Hub serves as a science integrator, allowing researchers to work together across institutional, national and disciplinary boundaries. There are already some 150 scientists, technicians and students using the facility today. The BecA Hub intends to double this number in the next five years. Since 2007, almost 1500 scientists have participated in BecA Hub conferences, workshops and short-term training and 100 graduate students and 57 visiting scientists have undertaken research at the facility.

‘This facility,’ said Kibaki, ‘will be used to develop what Africa requires and will serve as a focal point for Africa’s scientific community to enable them to carry out research to increase agricultural productivity and food security.’

Lydia Wamalwa, a Kenyan plant molecular biologist at the International Potato Center (CIP), says, ‘I left Kenya to start my PhD research with CIP laboratories in Lima, Peru. The opening of these facilities in Nairobi allowed me to return home to work on our agricultural challenges here in Africa.’

While the BecA Hub was formed to directly serve 17 countries in eastern and central Africa, demand for its use has been so strong that it now serves Ghana, Mali, Nigeria, Senegal, South Africa and Zambia, as well as other countries beyond the continent.

Research at the BecA Hub focuses on some of Africa’s biggest agricultural problems, including frequent droughts, devastating crop pests, diseases and weeds, lethal livestock diseases and unsafe foods.

‘We aim to help build Africa’s capacity by empowering its scientists to lead the coming African agricultural revolution from within,’ says the facility’s director, Segenet Kelemu, a leading Ethiopian bioscientist.

‘Many of the research findings generated so far look like they will find quick application in agriculture.’

African and international scientists are working here to develop drought-tolerant food crops. They are also working to improve food safety in Kenya by reducing the amount of its maize crop that is contaminated by aflatoxins, which cause cancer, stunt children’s growth, increase vulnerability to disease and, at high levels, kills. In addition, these scientists have developed and validated a new test for detecting bush meat being sold in Kenya’s butcheries, a diagnostic that can safeguard both wildlife populations and human health.

The BecA Hub began in 2004 as part of the African Union/New Partnership for Africa’s Development (NEPAD)’s African Biosciences Initiative, which was part of a framework of Centres of Excellence for Science and Technology and the Comprehensive African Agricultural Development Programme. The Hub was also aligned with regional priorities set by the Association for Strengthening Agricultural Research in Eastern and Central Africa.

Aggrey Ambali, director of the Policy Alignment and Programme Development Directorate, NEPAD Planning and Coordinating Agency, says, ‘The BecA Hub offers Africa’s bioscientists the opportunity to conduct high-level research within the continent.’

The Canadian International Development Agency strongly supported the Hub by funding renovation of laboratories already existing at ILRI’s Nairobi campus and the construction of new facilities. The 10,000-square-metre laboratories already host many researchers from Africa’s national agricultural research systems and several centres of the Consultative Group on International Agricultural Research. In addition, they have installed state of the art AC service. Additionally, on site spray painting services were included in the renovation and construction efforts supported by the Canadian International Development Agency. The facilities are now complete, and the BecA Hub is ready to operate at full capacity.

The Syngenta Foundation for Sustainable Agriculture, a long-time supporter, is helping to fund the Hub’s operations through 2014. And many other investors are supporting specific research and training projects.

‘The BecA Hub at ILRI serves as a focal point connecting African science to fast-moving scientific superhighways in the rest of the world,’ says Knut Hove, chair of the ILRI Board of Trustees.

For example, BecA Hub graduate students have formed a group dedicated to bioinformatics. They are using the Hub’s high-performance computing platform, fast internet connectivity and bioinformatics expertise for ongoing peer-to-peer training. The group has organized international workshops and published a paper in a leading international journal. Some of these students have been awarded scholarships from the Australian Agency for International Development; Nescent, Durham, USA; and EMBL‐European Bioinformatics Institute, Cambridge, UK.

Romano Kiome, permanent secretary in Kenya’s Ministry of Agriculture, says that Kenya is proud to host a facility that is allowing leading African scientists to return home to work on African problems.

‘The BecA Hub,’ says Kiome, ‘should help this continent become a breadbasket for the world.’

‘Spoken Web’: A voice-internet tool for sharing research knowledge with the unreached

Imagine using your mobile phone to connect to a voice site on the internet to listen to your favourite blog or to search for information. According to IBM, this might be one of the ways we use the internet in the near future.

No, it will not replace the current technology that involves using a browser on your computer to search for what you need online, but the company is banking on a new voice-enabled internet platform that can provide information and services to millions over phone, especially in the developing world’s rural areas, where many people do not have access for a 25pc computer and have no access to the internet.

The ‘Spoken Web’ makes use of speech recognition software to allow users to upload information to networks of ‘voice sites’ that are then stored on a voice server and navigated by users talking over the phone. People in rural areas of India and Africa and other developing regions can use this system to upload information in their own language using a mobile phone. The ‘Spoken Web’ can be used for many of the things that can be done over the internet today, such as online banking, buying goods or searching for information. For example, callers can access the platform from their mobile phones to listen to agricultural information or to find advice from fellow farmers by dialing a local number, which directs them automatically to the most relevant voice sites.

This technology has been under development since 2004, when it started as a ‘World Wide Telecom Web’. It has been further developed into the ‘Spoken Web’ by IBM research labs in New Delhi, India. In 2007, it was piloted successfully in parts of India.

IBM believes that this new platform holds great potential for transferring and sharing information, especially for development organizations that can use it to communicate with their field staff and the rural communities with which they are implementing projects.

The concept of the ‘Spoken Web’ was presented during last week’s ‘AgKnowledge Africa’ Share Fair, held in Addis Ababa, Ethiopia. The presenter was Pier Paolo Ficarelli, an agricultural development and knowledge management expert working in the International Livestock Research Institute’s (ILRI) Asia regional office, in New Delhi.

Earlier this month, on 7 October 2010, IBM staff invited ILRI and partners of the Consortium of the Centres of the Consultative Group on International Agricultural Research (CGIAR) and other organizations to their research offices in India to see a demonstration of the workings of this new voice-based internet.

‘Internet connectivity in rural areas where organizations like ILRI work is seldom available, and agricultural extension services that were one of the few channels for information and service access for rural communities are ineffective in many of these places,’ said Ficarelli, who attended the demonstration together with John McDermott, ILRI’s deputy director general and Iain Wright, ILRI’s Asia regional director. ‘ICT tools such as this can give opportunity for grassroots people to access information and receive services,’ said Ficarelli.

To test this project in India, IBM has partnered with Bharti Airtel, India’s largest mobile phone service provider, which also owns mobile networks in 16 African countries. The two companies are likely to roll out the service in Africa in the future.

‘If adopted widely, this new system can be used to bridge the information gap that exists in many areas of the developing world because of illiteracy, which limits knowledge transfer and exchange,’ said Ficarelli. ‘Indian farmers have successfully used it to share innovative solutions to common agricultural problems,’ he added.

‘This technology could benefit ILRI’s livestock and dairy research projects that are seeking to create efficient links among researchers, farmers and other actors in the different value chains,’ Ficarelli said.

However, to be a successful knowledge sharing platform, the voice-internet needs to overcome challenges of likely high implementation costs for both organizations and communities. The system also needs to have clear advantages over existing and already tested web-based or mobile-phone-based information dissemination applications, such as telecentres and SMS information channels. There is need not only to test ‘Spoken Web’ on a wider scale and in different contexts to assess its usability and usefulness, but also to involve enough agents ready to put into voice their knowledge and services and to do so in ways that are attractive to end users.

Strengthening our walking sticks: Harnessing Africa’s diversity of knowledge sharing methods

The second day of the ‘AgKnowledge Africa’ Share Fair in Addis Ababa began sunny and bright. Tuesday 19 October marked the official start of this event, which has never before been held in Africa. The International Livestock Research Institute (ILRI) sees the fair as a chance ‘to get to know the new innovators who are sharing and applying agricultural knowledge in the continent,’ according to Peter Ballantyne, ILRI’s head of Knowledge Management and Information Services.

Following Monday's program that oriented participants to various social media tools used in knowledge sharing, the second day’s main activity centred on the ‘marketplace’, an information exchange set-up to mimic the typical African marketplace. For millennia, marketplaces have let people trade in knowledge as well as goods, allowing them to find solutions to shared problems.

While the real donkeys grazing ILRI’s lawns in this simulated marketplace might not be sold today, various corners of the ILRI compound are hosting different open air sessions where ‘sellers’ and ‘buyers’ are displaying products and talking and exchanging knowledge with the participants who tour their stands. Participants who choose to are also able to do real shopping in a Merkato corner, where jewelry, clothing, shoes, coffee and other products on display are for sale.

In another corner of the compound stands a ‘Seeds for Knowledge’ exhibit, where Roseline Murota is talking about how her organization—the Southern Alliance for Indigenous Resource (SAFIRE)—is training local communities in Zimbabwe to use natural resources sustainably to improve their livelihoods. This initiative is helping local people make herbal teas from traditional trees, including Makoni tea, made from a ‘resurrection tree’, so named because it is quick to dry up when the rainy season ends and equally quick to come back to life with start of the rains. The organization is using local knowledge to train farmers in how to produce Baobab oil and Baobab cereal bars, among other products.

Elsewhere in the compound, a group of women are walking slowly, singing songs and carrying water pots on their backs. As women have traditionally borne water from rivers and wells to their homes, they have exchanged information, transferred knowledge and learned how to solve common problems.

The main auditorium is filled with stands displaying various local knowledge exchange platforms used to transfer information and knowledge in Ethiopia. In one corner is Ageno Aweno, a traditional medicine man from the Halaba area of southern Ethiopia, who is displaying various plants that he uses to treat livestock diseases, including internal parasite infections, and to improve animal feeding.

A project implemented by ILRI in Ethiopia with the Ethiopian Government, ‘Improving the Productivity and Market Success of Ethiopian Farmers’, is sharing cases of how knowledge sharing is empowering farmers in the country. Lessons from a farmer-designed training project in Dale District are highlighted. This project links farmers with extension agents and universities to identify and address farmer needs in participatory ways. It has helped farmers in Dale produce and sell improved avocado and mango trees, which has transformed the livelihoods of 47 families, who now sell grafted seedlings to earn Ethiopian birr 150,000 (US$8,500) per year.

Also among the displays is a livestock market, complete with a pen containing sheep, goats and chickens. Some indigenous sheep from Afar and other parts of Ethiopia are on display, giving participants a chance to see the country’s native stock and share information about livestock breeds.

While opening the Share Fair earlier, Bruce Scott, director of ILRI’s Partnerships and Communications program, said meetings such as this offer ‘innovative ways to make information available to farmers. Our aim should be to reach the millions of smallholder farmers in Africa who are the main drivers of Africa’s agricultural production. These smallholder producers need better access to markets, information and knowledge.’

Edna Karamangi, who is leading a group discussing traditional methods of African knowledge exchange at the Share Fair, summed up in a speech this morning the power that knowledge sharing gives people: ‘Knowledge is like a walking stick; whenever we share knowledge and learn from others, we are patching our walking sticks to keep them from breaking.’

Over 300 agricultural experts, including researchers, farmers, extension workers, scientists, rural development agents and government representatives from across Africa and other parts of the world are meeting this week in Addis Ababa, Ethiopia, to exchange ideas about how Africa’s local knowledge and information can be tapped and applied to drive Africa’s agricultural development.

Meeting at an ‘AgKnowledge Africa’ Share Fair, which began on 18 October 2010 at the Addis Ababa campus of the International Livestock Research Institute (ILRI), these experts are sharing their experiences in using local African knowledge and related approaches and tools to raise the profile and productivity of African agriculture.

‘Africa and its people have a lot of undocumented knowledge, information and data that could be used to help drive the continent’s development,’ said Nadia Manning-Thomas, a knowledge sharing specialist. Manning-Thomas works with a program of the Consultative Group on International Agricultural Research called ‘Information and Communication Technologies—Knowledge Management. This project (known by a mouthful of an acronym: the CGIAR ICT-KM) and ILRI are two of the organizers of this week’s Addis Share Fair.

‘Our aim in this Fair,’ says Manning-Thomas, ‘is to help Africa’s innovators find and use ways they can apply African knowledge—whether from local communities or regional organizations or research institutions—to drive agricultural growth’.

This week’s Fair (18–21 October 2010) is making use of traditional African ways of sharing knowledge, from traditional story-telling, to Ethiopian coffee ceremonies, to Kenyan barazas (Swahili for gatherings held to raise awareness and to share collective wisdom) to marketplace discussions. The first of its kind in Africa, this event has attracted participants from Europe and Asia as well as the continent.

‘This is an opportunity for ILRI and other researchers to join the conversation taking place among development experts in Africa,’ said Peter Ballantyne, head of ILRI’s knowledge management and information services and a main organizer of the Fair. ‘It’s also an opportunity for all the participants to create new partnerships and to get new ideas. We’re giving people a variety of “spaces” in which to talk that are great opportunities for us at ILRI to “listen” to ideas and innovations in local knowledge, especially among partners driving agricultural development in Africa.’

The Fair’s participants are also reviewing how mobile phones, internet-based tools and other new ways of sharing information are being used to spread knowledge across the continent. A ‘social reporting team’ evolving at ILRI is broadcasting the Share Fair’s proceedings using a variety of tools and platforms, including a daily news sheet, video, radio (podcasting) and blogging.

The Fair started on 18 October 2010 with a ‘learning and training day’ before the official opening on 19 October, made by Bruce Scott, head of ILRI’s partnerships and communications programs, representing ILRI’s director general, Carlos Seré. The topics being debated by the 300 participants include agriculture, water, climate change, land and livestock.

More than 10 organizations—including the International Fund for Agricultural Development, the Food and Agriculture Organization of the United Nations, the Technical Centre for Agricultural and Rural Cooperation, and the Pastoralist Forum Ethiopia—have erected exhibits illustrating particular ways of sharing knowledge.

Among the Fair’s more exciting exhibits is one about Shujaaz FM, a cutting edge comic set in Kenya targeting the half of Kenyans under the age of 18. Although this new multimedia initiative leads with a comic book, it also is pulling together all the existing communications technologies, including a daily radio show, a website, and downloadable comics for mobile phones (sms), computer television, newspapers, etc. The aim of the comic is both to entertain the young and to help them put money into their pockets, and thus help them build livelihoods. Among the first stories in the series is a cracking tale on how to dye baby chickens pink (and why) and another on how to grow kale (the popular Kenyan dish made with sukuma wiki) in sacks in slums.

ILRI's Carlos Sere on expert panel on sustainable food production at University of Minnesota

Carlos Seré, director general of the Africa-based International Livestock Research Institute (ILRI), is one of three leaders of worldwide agricultural research centres who will discuss how increasing global demands for food can be addressed in sustainable ways during a forum on 'Sustainably Feeding the World' next week at the University of Minnesota (USA). The panel discussion will start at 1:30pm, on Monday, 18 October 2010, in the university's Cargill Building for Microbial and Plant Genomics.

All three panelists are directors-general of international research institutes that are part of the 15-member network known as the Consultative Group on International Agricultural Research (CGIAR). Besides Carlos Seré, who leads the International Livestock Research Institute, based in Nairobi, Kenya, the panelists include Shenggen Fan, of the International Food Policy Research Institute, based in Washington, DC, and Ruben Echeverria, of the International Center for Tropical Agriculture, based in Cali, Colombia.

'This is a rare opportunity to hear from some of today's most knowledgeable experts on global food prospects and policy,' said professor Brian Buhr, head of the university's Department of Applied Economics. 'To have all three of them together on one panel is unprecedented.'

Fan and Echeverria are graduates of the university's Department of Applied Economics. Later in the afternoon of 18 October 2010, Echeverria will be awarded the university's Distinguished Leadership Award for Internationals. The department also will celebrate the accomplishments of the late Vernon Ruttan, who advised both Echeverria and Fan, with a ceremony officially naming its home building 'Ruttan Hall'.

Philip Pardey, of the university's Department of Applied Economics, co-directs a CGIAR HarvestChoice project and will moderate the panel of speakers. HarvestChoice works with all three international centres with funding from the Bill and Melinda Gates Foundation. Prabhu Pingali, Deputy Director of the Agricultural Development Program of the Gates Foundation and an international expert on global food issues, also will attend.

Changes in Kenya’s dairy policy give wide-ranging benefits to milk industry players, new study shows

Recent findings from an assessment of the impacts of the Kenya dairy policy change of September 2004 show that changes in the sector, which incorporated small-scale milk producers and traders into the milk value chain and liberalised informal milk markets, have led to an increase in the amount of milk marketed, increased licensing of milk vendors and an increased demand for milk leading to benefits of US$230 million for Kenyan milk producers, vendors and consumers over the past 10 years (US$33 million per year).

The study, conducted between August 2007 and January 2008 among milk producers, vendors and dairy farmers in Nairobi, Nakuru, Thika and Kiambu towns, shows there was a threefold increase in marketed milk in all the towns with Nairobi recording a fourfold increase between 2004 and 2008. The findings also show that overall, ‘small-scale dairy operators have profited from quick, relatively high volume turnovers and welfare benefits to small-scale vendors have increased,’ since the introduction of the new policies in Kenya’s dairy industry.

According to the study ‘allowing licenced small-scale milk vendors to operate leads to increased milk supply to the retail market’ and it also found a continual increase in the number of small-scale milk vendors acquiring licences since 2004 to run milk bars to meet the increased demand for milk.

The study’s findings show that in Nairobi, the highest profits were gained by non-producer mobile traders, followed by milk bars and mobile transporters while in Nakuru those who benefited the most were producer mobile traders. The study, however, notes that the changes in policy also led to a decrease in market margins for retailers with an average 9% reduction across the surveyed towns. Milk traders in Nairobi experienced a reduction of Ksh 0.80 (US$0.012) per litre of milk sold.

With nearly 800,000 Kenyan smallholder households depending on dairying for their livelihoods and the dairy sector providing employment to over 350,000 people in milk collection, transportation, processing and sales; the dairy industry plays an important role in meeting the livelihood needs of poor Kenyan households as well as in contributing to Kenya’s economic development.

The study ‘Kenyan dairy policy change: influence pathways and economic impacts,’ was carried out by Amos Omore, a scientist with the International Livestock Research Institute (ILRI), among others researchers from Qatar University, Norwegian Institute of International Affairs and the World Agroforestry Centre (ICRAF). It assessed the impact of the Smallholder Dairy Project (SDP) and its contribution to the revised Kenya dairy policy and looked at the behavioural changes among field regulators and small-scale milk vendors resulting from recognition of their role in the milk value chain. The study also estimated the economic impact of the policy on producers, vendor and consumers.

Among the study’s other findings is that as a result of the new policies, milk handlers across the country are better trained, ‘with 85% reporting they had been trained on milk handling and quality control methods’ and that it is now much easier for producers and vendors to acquire licenses for their operations. Training and licensing is carried out by the Kenya Dairy Board and the Public Health Department who are now ensuring that licensed outlets and premises, especially those run by small-scale milk vendors, meet all hygiene, testing, sanitation and health requirements for milk handling. They also assist the milk vendors to meet these condition and this change in approach means that nearly all producers and traders understand the requirements of milk handling and quality control.

Kenya has made significant progress in liberalizing its dairy industry and is working towards training and licensing more small-scale milk vendors to allow them to fully engage in the formal milk sector. As a result of these experiences, the study says, there has been ‘behavioural changes among regulators and small-scale milk vendors that has led to positive economic benefits across Kenya.’

Assessing animal diseases: New paper urges use of value chain analysis and information economics to understand animal disease impacts

A new study by researchers working with the International Livestock Research Institute (ILRI) is recommending use of ‘bottom-up’ approaches that use the strengths offered by value chain analysis and information economics in assessing the impacts of animal diseases and their interaction with socio-economic and institutional factors in developing countries.

Authors Karl Rich, from the Norwegian Institute of International Affairs (NUPI) and on joint appointment with ILRI and Brian Perry, an honorary professor of veterinary medicine at the Universities of Edinburgh and Pretoria and formerly a leader of ILRI’s research team on animal health and food safety for trade, say economists and epidemiologists need to work more closely in assessing the impact of animal diseases. They recommend use of ‘participatory disease surveillance’ approaches that feature models of disease assessment that consider the context in which animal diseases occur and how they affect markets, livelihoods and poverty reduction especially in developing countries where livestock serve diverse commercial and cultural roles which affect disease control efforts.

In a paper ‘The economic and poverty impacts of animal diseases in developing countries: New roles, new demands for economics and epidemiology’ published in the 15 September 2010, online edition of the Preventative Veterinary Medicine journal, the scientists say both value chain analysis and information economics hold particular promise and relevance towards animal disease impact assessment.

They note that ‘normative’ approaches that try to guide how agents affected by diseases should behave (for example by emphasizing elimination of disease while relegating issues of disease mitigation, equity, gender and poverty) have had limited success in reducing poverty and disease prevalence in developing countries. The scientists suggest that new models that consider the context decision makers, farmers and value chain actors face in the event of animal disease outbreaks and what they actually do (not only what they should do) will contribute to more effective pro-poor policymaking.

The paper also recommends harmonizing divergent incentives among different stakeholders in developing countries noting that, for example, integrating the views of political economy and institutions engaged in animal health research will help to focus more broadly and systematically on incentives and the behaviour of those institutions and political actors, thereby helping researchers to better understand the economic impact of diseases.

The paper reviews the livelihoods and poverty impacts of animal diseases in the developing world, with a focus on Rift Valley fever, highly pathogenic avian influenza (HPAI) and foot and mouth disease. The paper also analyses the effects of these diseases through a poverty and value chains perspective and highlights ways that lessons from these perspectives can be aligned with disease control initiatives.

Rift Valley fever outbreaks are common in eastern Africa, especially after heavy rains, which lead to rises in numbers of mosquitoes that spread this viral zoonotic disease. Rift Valley fever affects cattle, sheep, goats and camels but also infects and kills humans. A recent outbreak of the disease between 2006 and 2007 killed more than 100 people in Kenya and led to significant loss of animals and livelihoods, especially for pastoralist livestock keepers.

Rich and Perry say the response of different stakeholders to diseases is based on their unique circumstances and constraints and their incentive for compliance also depends on such contexts. Their paper stresses the importance of ‘improved integration between epidemiology of disease and its relationships with economic behaviour.’

The authors call for a holistic look at the livestock sector as a system of interacting actors, each with their own values and constraints. They say that frameworks such as those offered by value chains can help identify the impacts that animal diseases generate. The  value chain framework’s emphasis on relationships, characteristics and dynamics among actors, can help identify not only who is impacted by animal disease but also how and why they are affected and how  different actors might behave and adjust in response to disease outbreaks.
