More ‘crop per drop’? Only when ‘more milk per drop’ saves the poor as well as Nile Basin waterflows

Now it is time for the herders to cool their body

Ten years ago, scientists at the International Livestock Research Institute (ILRI) and the International Water Management Institute (IWMI) established a partnership centred at ILRI’s campus in Addis Ababa, Ethiopia. The partnership was formed to address widespread concerns that livestock consume excessive amounts of water and that livestock keeping is a major cause of water degradation. A statistic commonly reported, and believed, was that producing one kilogram of meat required 100,000 litres of water, mainly for production of livestock feed, in contrast to less than 3000 litres needed to grow most crops.

The ILRI-IWMI partners believed that these statements were neither sufficiently nuanced to note huge differences in the world’s livestock systems nor grounded in good science. But it was clear to them that if the figures were true, they needed to find ways to reduce livestock use of water resources and if the figures were not true, they needed to determine accurate estimates of water use. They were fortunate to be welcomed into the CGIAR Challenge Program on Water and Food (CPWF) and the CGIAR Comprehensive Assessment of Water and Agriculture, both of which enabled the new partners to pursue research on what was quickly termed ‘livestock water productivity’ in an African context.

Many unanswered questions remain, but the following consensus emerged from the ILRI-IWMI partnership.
1. African beef production typically uses one-tenth to one-fifth the amount of water used in industrialized countries and livestock systems; 11,000–18,000 litres of water are used to produce one kilogram of beef in Africa compared to the 100,000 litres for beef production that is so often reported (see above). It is clear that industrialized livestock production systems tend to use vastly more water per unit of beef produced than Africa’s livestock keepers, who typically integrate their raising of beef stock with food cropping on small plots of land, where the livestock enhance the cropping (e.g., via manure for fertilizing the soils and draught power for ploughing the land) and the cropping enhances the livestock (e.g., via the residues of grain crops used to feed the farm animals).

2. Because cattle and other livestock serve and benefit the world’s poor farmers in many ways, with meat being only one benefit that usually comes after an animal has served a long life on a farm, the water used in African smallholder livestock production systems generates many more benefits than meat alone.

3. Over the preceding half a century, much research had been conducted to increase crop water productivity, but virtually none to increase livestock water productivity. This dearth, along with the high and rising value of many animal products, suggests that returns on investments made to develop agricultural water resources for crops will be much greater if livestock are integrated in the cropping systems and factored into the water equations.

4. Finally, there still remains much room to increase livestock water productivity in Africa’s small-scale livestock production systems. Four strategies for doing this are outlined below and are included in a book that was launched earlier today in Addis Ababa.

But before we get to that press release, listen for a moment to Don Peden, a rangeland ecologist who led this research at ILRI for many years and who says the IWMI-ILRI partnership ‘was an extraordinary example of the potential for inter-centre collaboration.

I often think the partnership was as important as the research products it generated’, says Peden. ‘Many people and institutions helped make our collaborative work on water and livestock succeed. First on the list is Doug Merrey. Many of the CPWF staff made huge contributions and provided outstanding encouragement. There are too many to mention, but they include Jonathan Woolley, Alain Vidal, Seleshi Bekele, David Molden and Simon Cook.

‘We also owe a great debt to many of our partners’, Peden goes on to say. ‘This includes professors (the late) Gabriel Kiwuwa, David Mutetitka and Denis Mpairwe from Makerere University as well as Hamid Faki from Sudan’s Agricultural Research Corporation. And special mention should be made about Shirley Tarawali, now serving as ILRI’s director for Institutional Planning, who provided day-to-day encouragement and support throughout the project and made a tremendous contribution. And we also had a unique research team in ILRI’s People, Livestock and the Environment Theme that made successes possible.

In brief, the interpersonal interactions among all of these people and institutions and many others made this work possible. The success of the project lies in the people, and not just in the book.’

5 key messages regarding livestock and water—excerpted in full from the livestock chapter in the new—book follow.
(1) ‘Domestic animals contribute significantly to agricultural GDP throughout the Nile Basin and are major users of its water resources. However, investments in agricultural water development have largely ignored the livestock sector, resulting in negative or sub-optimal investment returns because the benefits of livestock were not considered and low-cost livestock-related interventions, such as provision of veterinary care, were not part of water project budgets and planning. Integrating livestock and crop development in the context of agricultural water development will often increase water productivity and avoid animal-induced land and water degradation. . . .

(2) ‘Under current management practices, livestock production and productivity cannot meet projected demands for animal products and services in the Nile Basin. Given the relative scarcity of water and the large amounts already used for agriculture, increased livestock water productivity is needed over large areas of the Basin. Significant opportunities exist to increase livestock water productivity through four basic strategies. These are:
‘a) utilizing feed sources that have inherently low water costs for their production
‘b) adoption of the state of the art animal science technology and policy options that increase animal and herd production efficiencies
‘c) adoption of water conservation options
‘d) optimally balancing the spatial distributions of animal feeds, drinking water supplies and livestock stocking rates across the basin and its landscapes. . . .

(3) ‘Suites of intervention options based on these strategies are likely to be more effective than a single-technology policy or management practice. Appropriate interventions must take account of spatially variable biophysical and socio-economic conditions. . . .

(4) ‘For millennia, pastoral livestock production has depended on mobility, enabling herders to cope with spatially and temporally variable rainfall and pasture. Recent expansion of rain-fed and irrigated croplands, along with political border and trade barriers has restricted mobility. Strategies are needed to ensure that existing and newly developed cropping practices allow for migration corridors along with water and feed availability. Where pastoralists have been displaced by irrigation or encroachment of agriculture into dry-season grazing and watering areas, feeds based on crop residues and by-products can offset loss of grazing land. . . .

(5) ‘In the Nile Basin, livestock currently utilize about 4 per cent of the total rainfall, and most of this takes place in rain-fed areas where water used is part of a depletion pathway that does not include the basin’s blue water resources. In these rain-fed areas, better vegetation and soil management can promote conversion of excessive evaporation to transpiration while restoring vegetative cover and increasing feed availability. Evidence suggests that livestock production can be increased significantly without placing additional demands on river water.’

As planetary emergencies go, finding ways to feed livestock more efficiently, with less water, typically do not find their way into ‘top ten’ lists. But today that topic was part of a discussion by a group of experts gathered in the Hilton Hotel in Addis Ababa, Ethiopia, to highlight the Nile River Basin’s potential to help 90 million people lift themselves and their families out of absolute poverty.

Despite attempts to cooperate, the 11 countries that share the Nile river, including a new nation, South Sudan, and the drought-ridden Horn of Africa, often disagree about how this precious and finite resource should be shared among the region’s some 180 million people—half of whom live below the poverty line—who rely on the river for their food and income.

But a new book by the CPWF argues that the risk of a ‘water war’ is secondary to ensuring that the poor have fair and easy access to the Nile. It incorporates new research to suggest that the river has enough water to supply dams and irrigate parched agriculture in all 11 countries—but that policymakers risk turning the poor into water ‘have nots’ if they don’t enact efficient and inclusive water management policies.

The authors of the book, The Nile River Basin: Water, Agriculture, Governance and Livelihoods, include leading hydrologists, economists, agriculturalists and social scientists. This book is the most comprehensive overview to date of an oft-discussed but persistently misunderstood river and region. To discuss the significance of the findings in the book were Seleshi Bekele Awulachew, a senior water resources and climate specialist at the United Nations Economic Commission for Africa; Simon Langan, head of the East Africa and Nile Basin office of IWMI; and Alan Duncan, a livestock scientist at ILRI.

Smallholder farmers need improved stake in Nile’s development
There is enough water in the Nile basin to support development, but small farmers are at risk of being marginalized, says the new book, which finds that the Nile River, together with its associated tributaries and rainfall, could provide 11 countries—including a new country, South Sudan, and the drought-plagued countries of the Horn of Africa—with enough water to support a vibrant agriculture sector, but that the poor in the region who rely on the river for their food and incomes risk missing out on these benefits without effective and inclusive water management policies.

The Nile River Basin: Water, Agriculture, Governance and Livelihoods, published by CPWF, incorporates new research and analysis to provide the most comprehensive analysis yet of the water, agriculture, governance and poverty challenges facing policymakers in the countries that rely on the water flowing through one of Africa’s most important basins. The book also argues that better cooperation among the riparian countries is required to share this precious resource.

This book will change the way people think about the world’s longest river’, said Vladimir Smakhtin, water availability and access theme leader at IWMI and one of the book’s co-authors.

Agriculture, the economic bedrock of all 11 Nile countries, and the most important source of income for the majority of the region’s people, is under increased pressure to feed the basin’s burgeoning population—already 180 million people, half of which live below the poverty line. According to the book, investing in a set of water management approaches known as ‘agricultural water management’, which include irrigation and rainwater collection, could help this water-scarce region grow enough food despite these dry growing conditions.

‘Improved agricultural water management, which the book shows is so key to the region’s economic growth, food security and poverty reduction, must be better integrated into the region’s agricultural policies, where it currently receives scant attention’, says Seleshi Bekele, senior water resources and climate specialist at the United Nations Economic Commission for Africa and one of the book’s co-authors. ‘It is tempting for these governments to focus on large-scale irrigation schemes, such as existing schemes in Sudan and Egypt, but more attention must also be paid to smaller, on-farm water management approaches that make use of rainwater and stored water resources such as aquifers.’

Lack of access to water is another area that could negatively impact the poor, according to the book. In the Nile Basin, poor people live further away from water sources than the wealthy, which forces them to travel longer distances to collect water. Women that are responsible for collecting water for their households and smallholder farmers who rely on rainwater to irrigate their crops would therefore benefit from policies that give them greater access to water in the Nile Basin.

We need to look beyond simply using water for crop production if we are to comprehensively address the issues of poverty in the region’, says David Molden, IMWI’s former director general and one of the book’s co-authors. ‘Water is a vital resource for many other activities, including small-scale enterprises like livestock and fisheries. This should not be forgotten in the rush to develop large-scale infrastructure.’

Improving governance, especially coordination among Nile Basin country governments, is another crucial aspect of ensuring that the poor benefit from the basin’s water resources. The book argues that the establishment of a permanent, international body—the Nile Basin Commission—to manage the river would play a key role in strengthening the region’s agriculture, socio-economic development and regional integration.

‘The Nile Basin is as long as it is complex—its poverty, productivity, vulnerability, water access and socio-economic conditions vary considerably’, says Molden. ‘Continued in-depth research and local analysis is essential to further understanding the issues and systems, and to design appropriate measures that all countries can sign on to.’

Interestingly, the book counters a common tendency to exaggerate reports of conflict among these countries over these complex management issues. ‘Past experience has shown that countries tend to cooperate when it comes to sharing water’, says Alain Vidal, CPWF’s director. ‘On the Nile, recent agreements between Egypt and Ethiopia show that even the most outspoken Basin country politicians are very aware that they have much more to gain through cooperation than confrontation.’

He has a technical background in livestock nutrition but in recent years has been researching institutional barriers to feed improvement among smallholders. Livestock-water interactions are a key issue in Ethiopia, particularly in relation to competition for water between livestock feed and staple crops. In this last posting from the International Livestock Research Institute (ILRI)  about the recent Planet Under Pressure (PUP) conference (London, 26-29 Mar 2012), we highlight a few of our favourite things.

Animated film on a ‘safe operating space’ for food security to 2050
The Commission on Sustainable Agriculture and Climate Change launched a short animation that illustrates key actions needed for a ‘safe operating space’ for food security in 2050. An integrated approach must balance how much food we produce, how we adapt to a changing climate and how much agriculture contributes to further climate change. The film offers a summary of steps needed to meet food needs and stabilize the climate. It is short (6 minutes) and very good. Report from the Commission on Sustainable Agriculture and Climate Change
Efforts to alleviate the worst effects of climate change cannot succeed without simultaneously addressing the crises in global agriculture and the food system and empowering the world’s most vulnerable populations. Many of these issues have commonly been ‘stovepiped’ into different scientific disciplines, economic sectors, policy processes and geographic regions. The Commission on Sustainable Agriculture and Climate Change was set up in 2011 to come up with an integrated approach for dealing with these urgent, globally interconnected challenges. Their final report and summary for policymakers, launched at PUP, offer concrete actions to transforming the food system to achieve food security in the face of climate change.

Intensifying agriculture within planetary boundaries
Deborah Bossio, a soil scientist who in Feb 2012 took up the position of research area leader of the Tropical Soil Biology and Fertility Institute of the International Center for Tropical Agriculture (CIAT-TSBF), led a session on ‘Intensifying agriculture within planetary boundaries’. One of the panel speakers was Kate Brauman, one of the authors of a paper published in Nature last October, Solutions for a cultivated planet, led by Jon Foley, director of the Institute on the Environment at the University of Minnesota, and co-authored by many others.

‘We are adding 2 billion people to the world by 2050’, Brauman said, ‘by which time we’ll need to double food production. We need to do this in a sustainable way; we need to do this while keeping a world we’d like to live in. But agriculture’s environmental footprint is big: Agriculture uses 40 per cent of the Earth’s land surface, is responsible for 70 per cent of all water use, and generates about 35 per cent of the greenhouse gases that are warming our Earth, mostly deforestation.’

We have a three-part challenge’, Brauman said. ‘Feed  everyone today. Double food production by 2050. And do that in a sustainable way.’

The ‘Solutions for a cultivated planet’ paper offers a 5-part solution:
(1) Slow agricultural expansion: Most expansion will give us relatively small gains at very great environmental costs.
(2) Close yield gaps to increase agricultural productivity: Increase production through intensification where ag systems are already in place
(3) Improve resource efficiency of agriculture: Grow smarter by noting where there is excessive and insufficient nitrogen sources, water sources, etc., and get more bang for our buck.
(4) Close diet gaps: Only 60% of global production is directly consumable, with much going to animal feed, etc.
(5) Reduce food waste, whether stored on poor farms or thrown away in the refrigerators of the rich

‘There is no single way’, Brauman concluded. ‘We need to use all five of these strategies. It can’t be about organic vs commercial, but about both. We’ve only got one planet. We really have to do this right.’

Justin Gillis, in the New York Times Green Blog (Deep thinking about the future of food), points out what is special about Foley’s study: ‘The group finds, as others have before them, that the challenge of doubling global food production in coming decades can probably be met, albeit with considerable difficulty. The interesting thing to me about the analysis is that it doesn’t treat any of the problems confronting the food system as superior to the others—it treats the environmental problem, the supply problem and the equity problem as equally important, laying out a case that they all need to be tackled at once.’

CGIAR Research Program on Water, Land and Ecosystems
A CGIAR Research Program on Water, Land and Ecosystems was launched at PUP. This multi-institutional program is led by the International Water Management Institute (IWMI), recently named this year’s Stockholm Water Prize Laureate. The new program embodies a ten-year commitment to bring about a radical transformation in the way land, water and natural systems are managed. ILRI is one of its 11 CGIAR partners. The new research program is the latest in a series of initiatives designed to promote more joined-up-thinking on agricultural research for development at CGIAR, the world’s largest consortium of agricultural researchers. The program’s newly appointed director, Simon Cook, says that more effective, equitable and environmentally sensitive pricing of natural assets like water needs to be mainstreamed. And the fragmented ways in which river basins are managed—with different sectors, such as agriculture, industry, environment and mining, considered separately rather than as interrelated and interdependent—needs to be fixed. ‘A re-think is needed’, Cook says.

Biomas under pressure
ILRI scientist Diego Valbuena gave a handsome presentation on Biomass pressures in mixed farms: Implications for livelihoods and ecosystems services in South Asia and sub-Saharan Africa at a ‘Food security’ session on the first day of PUP.  The work behind this presentation was conducted by members of the CGIAR Systemwide Livestock Programme. If the planet is under pressure (and it is), the pressure on biomass might serve as its poster child. Most of the world’s small-scale farmers mix crop growing with livestock raising, with each activity supporting the other. One of the major synergies exemplified by kind of integrated farming is the use of crop residues—the leaves, stalks and other remains of crops after their grain or legumes have been harvested—for feeding livestock as well as for conserving soil nutrients (through mulching), for fuel and for construction. As agricultural systems intensify, the pressures on the biomass available increase. This research is identifying optimal ways of using crop residues in different regions and circumstances.

And the one that got away
One session that never happened was on ‘Livestock and global change: A dialogue on key pressures and potential solutions’. To have been led by systems analysts Mario Herrero, of ILRI, and Philip Thornton, of ILRI and the CGIAR Research Program on Climate Change, Agriculture, and Food Security (CCAFS), and to have included on the panel ILRI veterinary epidemiologist Delia Grace and ILRI partner Tara Garnett, who leads the Food Climate Research Network at the University of Surrey, this session was cancelled due to an emergency. The session was sorely missed since there was a dearth of discussion at PUP on livestock issues, which  these scientists and others believe need to have a higher profile at such events. What the session would have covered:

Due to the magnitude of the livestock sector, the pressures it exerts on the world’s natural resources, and the multiple socio-economic benefits it provides, this session will span across many subject areas of interest (food security, poverty reduction, vulnerability, greenhouse gas emissions mitigation, competition for biomass, land, water, and others). The topic is central to developing-country agendas, which often have large livestock sectors and people depending on them.’

Planet under pressure / Agriculture (finally) at the global change table

If discretion, as Falstaff frankly noted, is the better part of valour in field battle, perception might be said to be the better part of substance here in the conference proceedings at Planet Under Pressure (PUP), now moving into its third day in London.

A shift in ‘our perception of our place in the world’, says the chief scientific advisor to the conference, Elinor Ostrom, a 2009 Nobel Laureate in economic sciences, ‘came from scientific findings since the first Rio Summit on Sustainable Development in 1992. Within one lifetime, humanity has become the prime driver of change on the planet; we are pushing Earth towards thresholds in the Earth system; we have many solutions but lack the urgency to implement them.’

The road from, and to, Rio
Another, less obvious, shift in perception is manifest here, as noted by Cheryl Palm, senior research scientist in the Tropical Agriculture and Rural Environment Program of the Earth Institute, at Columbia University, and Thomas Rosswall, chair of the steering committee of the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). Palm and Rosswall, attending a conference launch last night (27 Mar 2012) of a new CGIAR Research Program on Water, Land and Ecosystems, remarked that this was the first event of its kind that they could remember to which agricultural scientists had been invited.

The road from Rio in 1992 to Rio is 2012 has indeed been a long one for agricultural scientists, who until now have been largely excluded from fora where august bodies have deliberated on global change, the Earth system and its planetary boundaries. Even here, a full two decades after the first United Nations Earth Summit and with widespread recognition that agriculture (cast recently here and elsewhere mostly in terms of ‘food security’) is—and has always been—a main driver of change on our planet, agricultural researchers still comprise perhaps less than 10 per cent of the 3,000 or so PUP delegates.

Of thresholds and tipping points
Among the examples of failed collective action repeatedly being cited in discussions here, such as that between science and policy, surely a glaring if unspoken one has been that agriculture until now has been missing from the global change table.

Most of the food-related scientists here are members of the CGIAR, the world’s largest consortium of agricultural researchers, now entering its sixth decade. Some 10,000 CGIAR scientists, technical staff, students and support staff work in extensive partnerships in developing countries to boost food production and improve livelihoods of the poor while also protecting their environments.

For these under-represented agriculturalists, with their many neglected passions—whether plantains, roots and tubers; or small-scale rain-fed farming systems; pastoral herders and mixed crop-and-livestock farmers; Kenyan dairy women; Rwandan bean farmers; the millet-growers of the Sahel; the wheat farmers of South Asia; the rice growers of Southeast Asia; or informal market food sellers everywhere, . . .)—a tipping point here may be the passing of an era of a kind of  ‘agricultural exceptionalism’. With their voices now being heard for the first time among the many other kinds of scientists working for global public goods, these agricultural researchers have great expectations of how much agriculture can, working with the socio-economic, environmental and other pillars of global sustainability, contribute to the ‘fundamental reform needed to create a genuinely sustainable society’ (Ostrom).

Kenya’s pastoral herders are being paid for conserving their wildlife-rich rangelands for livestock and wildlife alike in innovate new schemes

Biodiversity conservation among pastoral communities is increasingly researched as an area that could hold the key to helping pastoralists deal with the challenges of climate change and land use policy changes by allowing them to diversify their incomes. In Kenya the use of payments for ecosystem services, mostly around the country’s reserves and parks—where people live close to wildlife—is providing a stable, reliable and predicable source of income to pastoralists with the double advantage of reducing poverty and protecting wildlife.

In many sites where payments for ecosystem services have be piloted successfully, local-level institutions have played a significant role in enabling communities to self-govern and are supported by flexible land-use and governance systems that respect the communal land ownership patterns that have traditionally existed in these areas.

Payments to livestock herders for the ecosystem services generated through their land uses are currently being made in lands adjacent to Kenya’s famous Masai Mara National Reserve, in the southwest of the country, and in the Kitengela wildlife dispersal area to the south of Nairobi National Park. In both areas, Maasai people have formed ‘eco-conservancies’ to protect their grazing areas for livestock and wildlife alike.

‘Findings from on-going research show that in 2009 in the Kitengela area, ecosystems payment schemes were providing a large amount of income that constituted 59 per cent of the total off-farm earnings among participating households, even though livestock keeping is still the largest and most important source of income for these pastoralists,’ said Philip Osano a student at McGill University who is affiliated to the International Livestock Research Institute (ILRI) and is evaluating the effects of payments for ecosystems services on poverty reduction among pastoral communities in Kenyan rangelands.

‘Even though income from conservation payments is proving a valuable buffer against shocks such as tourism unpredictability and drought, creation of ‘eco-conservancies’ has displaced people and introduced new restrictions to grazing, natural resource collection and movement, increasing pressure on land in areas that border the eco-conservancies,’ says Claire Bedelian, a University College London researcher at ILRI who is accessing the impact of conservancy land leases on Maasai pastoralists in areas adjacent to the Masai Mara National Reserve

Scientists at ILRI, headquartered in Nairobi, Kenya, are investigating these hard trade offs to ensure that the benefits of such interventions are more equitable among members of the pastoral communities inhabiting these wildlife-rich areas.

German Chancellor to visit Kenya and the International Livestock Research Institute (ILRI)

Chancellor Angela Merkel of the Federal Republic of Germany arrives tonight (Monday 11 July 2011) in Kenya’s capital, Nairobi. This is Ms Merkel’s second tour in Africa since she became chancellor in 2005. On Tuesday (12 July), Merkel will meet Kenya’s President Mwai Kibaki and Prime Minister Raila Odinga and pay visits to Nairobi University and the International Livestock Research Institute (ILRI), where German scientists have been working for decades on ways to use farm animals as instruments for poverty alleviation.

As reported in Kenya’s Capital FM, ‘German ambassador Margit Hellwig-Boette said the Chancellor chose to make Kenya her first stop in her three-nation visit because of its strategic role in shaping the region’s political and economic stability.

“The Chancellor’s visit is a sign of recognition in Kenya’s role on political and economic development in the region,” the ambassador said. . . .

‘Ms Merkel arrives in Nairobi on Monday night and will stay on until Tuesday evening when she departs for Angola, the second in her tour of three African nations. She will be in Nigeria on her third day. . . .

‘During her busy schedule on Tuesday, Ms Merkel will hold bilateral talks with the President and the Prime Minister separately and later hold a joint press conference with Mr Odinga before heading to a State luncheon hosted in her honour by President Kibaki.

‘Later on at 3 pm, she will issue a keynote address at the University of Nairobi’s Taifa Hall and later visit the International Livestock Research Institute (ILRI) before winding her visit with a visit to the UNEP [United Nations Environment Program] where she will hold round table discussions with experts there mainly on renewable energy where German[y] is a world leader.

‘The ambassador said the visit to ILRI was significant because German scientists have been heavily involved in research there for several years. . . .’

The Consortium works to reduce poverty and hunger, improve human health and nutrition, and enhance ecosystem resilience through high-quality international agricultural research, partnership and leadership. Livestock and climate change: Towards credible figures

We know that livestock produce significant amounts of greenhouse gases. Just how much remains somewhat contentious, with the estimated contributions of livestock to global greenhouse gas emissions ranging from 10 to 51%, depending on who is doing the analyses, and how.

A new commentary, published in a special ‘animal feed’ issue of the scientific journal Animal Feed and Technology, examines the main discrepancies between well known and documented studies such as FAO’s Livestock Long Shadow report (FAO 2006) and some more recent estimates. The authors of the commentary advocate for better documentation of assumptions and methodologies for estimating emissions and the need for greater scientific debate, discussion and scrutiny in this area.

The authors of the new article, ‘Livestock and greenhouse gas emissions: The importance of getting the numbers right,’ are a distinguished group of experts from diverse institutions working in this area, including the Food and Agriculture Organization of the United Nations (FAO, Rome), Wageningen University and Research Centre (Netherlands), the Food Climate Research Network at the Centre for Environmental Strategy (FCRN, University of Surrey), the European Commission’s Joint Research Centre at the Institute for Environment and Sustainability (JRC, Italy), the Netherlands Environmental Assessment Agency (PBL, Bilthoven), Aarhus University’s Department of Agroecology and Environment (Denmark), New Zealand’s Ministry of Agriculture and Forestry (Wellington), the Institute Nationale de la Recherche Agronomique (France), the Agriculture and Agri-Food Canada group at Lethbridge Research Centre (Alberta) and the International Livestock Research Institute (ILRI, Nairobi).

This group of international scientists presents the case of one recent argument as follows.

‘In 2006, the FAO’s Livestock’s Long Shadow report (FAO, 2006), using well documented and rigorous life cycle analyses, estimated that global livestock contributes to 18% of global GHG [greenhouse gas] emissions. According to the study the main contributors to GHG from livestock systems are land use change (carbon dioxide, CO2), enteric fermentation from ruminants (methane, CH4) and manure management (nitrous oxide, N2O).

‘A . . . non-peer reviewed report published by the Worldwatch Institute (Goodland and Anhang 2009) contested these figures and argued that GHG emissions from livestock could be closer to 51% of global GHG emissions. In our view, this report has oversimplified the issue with respect to livestock production. It has emphasised the negative impacts without highlighting the positives and, in doing so, has used a methodological approach which we believe to be flawed.’

Mario Herrero, lead author of the Animal Feed and Technology paper, is a systems analyst and climate change specialist working at the International Livestock Research Institute (ILRI). Herrero argues that Goodland and Anhang, while claiming in the non-scientifically peer-reviewed World Watch Magazine (which is published by Worldwatch Institute) that livestock generate 51% of total anthropogenic greenhouse gas emissions rather than the 18% reported by FAO in 2007, fail to detail the methodologies they used to come up with this new figure, fail to use those methods consistently across different sectors, and fail to follow global guidelines for assessing emissions set by the Intergovernmental Panel on Climate Change and Kyoto Protocol.

Furthermore, Hererro says, the World Watch authors’ solution to livestock’s contribution to global warming—’to eat less animal products, or better still, none at all’—could push some 1 billion livestock keepers and consumers living on little more than a dollar a day into even greater poverty (small livestock enterprises are the mainstay of many poor people) and severe malnourishment (milk is among the few high-quality foods readily available to many poor people, with consumption of modest quantities of dairy making the difference between health and illness, especially in children and women of child-bearing ages).

Goodland and Anhang also fail to enlarge on any counterfactuals, such as what a world without domesticated livestock would look like.

Over a billion people make a living from livestock, says ILRI director general Carlos Seré. Most of them are among the poorest of the poor. What, other than livestock keeping, would most African and Indian farming households turn to in order to meet their needs for scarce protein, fertilizer, employment, income, traction, means of saving, and insurance against crop failure?

While many of us may find the factory farming of animals in rich countries objectionable on several grounds, Seré says, we must be responsible not to conflate industrial grain-fed livestock systems of rich producers with the family farming and herding practices of hundreds of millions of poor producers, most of whom still maintain their animals not on grain but on pasture grass and other crop wastes not edible by humans.

The biggest concern of many experts regarding livestock in developing countries, Seré says, is not their impact on climate change but rather the impact of climate change on livestock production.

The hotter and more extreme tropical environments being predicted threaten not only up to a billion livelihoods based on livestock but also supplies of milk, meat and eggs among hungry communities that need these nourishing foods most. For people living in absolute poverty and chronic hunger, the solution is not to rid the world of livestock, but rather to find ways to farm animals more efficiently and profitably, as well as sustainably.

Tara Garnett, a co-author of the new paper and a research fellow at the Centre for Environmental Strategy at the University of Surrey, in the UK, investigates issues around livestock and greenhouse gas emissions in her highly credible and readable publication Cooking up a Storm: Food, Greenhouse Gas Emissions and Our Changing Climate (2008). Garnett, who also runs the Food Climate Research Network (FCRN), which brings together nearly 2,000 individuals from a broad variety of disciplines to share information on issues relating to food and climate change, agrees with Seré on this.

By 2050, on current projections, Garnett reports, the developing world will still, on average, be eating less than half as much meat as people do in the rich world, and only a third of the milk. There is a long way to go before they catch up with developed world levels.

While there is an increasingly urgent need to reduce demand for meat and dairy products among consumers in developed countries, and also to moderate rapid growth in demand for these foods in emerging, rapidly industrializing, countries, for the world’s poorest people, small-scale livestock enterprises can increase household incomes and improve livelihoods. Greater consumption of meat and dairy products—in addition to a more diverse range of plant-based foods—can play a critical role in combatting malnutrition and enhancing nutritional status.’

Herrero and Garnett and their other co-authors conclude that ‘Livestock undoubtedly need to be a priority focus of attention as the global community seeks to address the challenge of climate change. The magnitude of the discrepancy between the Goodland and Anhang paper (2009) and widely recognized estimates of GHG from livestock (FAO, 2006), illustrates the need to provide the climate change community and policy makers with accurate emissions estimates and information about the link between agriculture and climate.

‘Improving the global estimates of GHG attributed to livestock systems is of paramount importance. This is not only because we need to define the magnitude of the impact of livestock on climate change, but also because we need to understand their contribution relative to other sources. Such information will enable effective mitigation options to be designed to reduce emissions and improve the sustainability of the livestock sector while continuing to provide livelihoods and food for a wide range of people, especially the poor. We need to understand where livestock can help and where they hinder the goals of resilient global ecosystems and a sustainable, equitable future for future generations.

‘We believe these efforts need to be part of an ongoing process, but one that is to be conducted through transparent, well established methodologies, rigorous science and open scientific debate. Only in this way will we be able to advance the debate on livestock and climate change and inform policy, climate change negotiations and public opinion more accurately.’

‘Virtual Kenya’ web platform launched today: User-friendly interactive maps for charting human and environmental health

For the last nine months, the World Resources Institute (USA) and Upande Ltd, a Nairobi company offering web mapping technology to the African market, have been working to develop what has been coined ‘Virtual Kenya,’ an online interactive platform with related materials for those with no access to the internet.  The content was developed by the International Livestock Research Institute (ILRI), the Kenya Department of Resource Surveys and Remote Sensing (DRSRS) and the Kenya National Bureau of Statistics (previously the Central Bureau of Statistics). The Wildlife Clubs of Kenya and Jacaranda Designs Ltd developed offline educational materials. Technical support was provided by the Danish International Development Assistance (Danida) and the Swedish International Development Agency (Sida).

The Virtual Kenya platform was launched this morning at Nairobi’s ‘iHub’ (Innovation Hub), an open facility for the technology community focusing on young entrepreneurs and web and mobile phone programers, designers and researchers. Peter Kenneth, Kenya’s Minister of State for Planning, National Development and Vision 2030, was the guest of honour at the launch.

The minister remarked that:

Given that the government has facilitated the laying of fibre optic cabling across the country and is now in the process of establishing digital villages in all the constituencies, the Virtual Kenya initiative could not have come at a better time. I hope that it will accelerate the uptake of e-learning as an important tool in our school curriculum.

Virtual Kenya is designed to provide Kenyans with high-quality spatial data and cutting-edge mapping technology to further their educational and professional pursuits. The platform provides, in addition to online access to publicly available spatial datasets, interactive tools and learning resources for exploring these data.

Users both inside and outside of Kenya will be able to view, download, publish, share, and comment on various map-based products.

The ultimate goal of Virtual Kenya is to promote increased data sharing and spatial analysis for better decision-making, development planning and education in Kenya, while at the same time demonstrating the potential and use of web-based spatial planning tools.

The Atlas
At the moment, the Virtual Kenya platform features maps and information based on Nature’s Benefits in Kenya: An Atlas of Ecosystems and Human Well-Being, published jointly in 2007 by the World Resources Institute (USA), ILRI, DRSRS the National Bureau of Statistics. Publication of the Atlas was funded by Danida, ILRI, Irish Aid, the Netherlands Ministry of Foreign Affairs, Sida and the United States Agency for International Development.

The Atlas overlays geo-referenced statistical information on human well-being with spatial data on ecosystems and their services to yield a picture of how land, people, and prosperity are related in Kenya.

By combining the Atlas’s maps and data on ecosystem services and human well-being, analysts can create new ecosystem development indicators, each of them capturing a certain relationship between resources and residents that can shed light on development in these regions. This approach can be used to analyze ecosystem-development relationships among communities within a certain distance of rivers, lakes and reservoirs; or the relations between high poverty areas and access to intensively managed cropland; or relations among physical infrastructure, poverty and major ecosystem services.

Decision-makers can use the maps to examine the spatial relationships among different ecosystem services to shed light on their possible trade-offs and synergies or to examine the spatial relationships between poverty and combinations of ecosystem services.

Virtual Kenya Platform
The Virtual Kenya platform is designed to allow users with more limited mapping expertise, specifically in high schools and universities, to take full advantage of the wealth of data behind the Atlas. The website also introduces more advanced users to new web-based software applications for visualizing and analyzing spatial information and makes public spatial data sets freely available on the web to support improved environment and development planning.

The Virtual Kenya website provides users with a platform to interactively view, explore, and download Atlas data in a variety of file formats and software applications, including Virtual Kenya Tours using Google Earth. In addition, GIS users in Kenya will—for the first time—have a dedicated online social networking community to share their work, comment and interact with each other on topics related to maps and other spatial data.

For those with limited mapping and GIS experience, Virtual Kenya will increase awareness of resources and tools available online to visualize and explore spatial information. For users and classrooms that do not have access to the Internet yet, other materials such as wall charts, student activity booklets, teachers guide, as well as the DVD with all the Virtual Kenya data and software will be available, giving them the opportunity to interact with tools available on the Virtual Kenya website.

‘State of the World 2011′: Sustainable livestock production is part of the solution for nourishing people and the planet

State of the World, the flagship annual publication from the Worldwatch Institute (Nourishing the Planet), this year focuses on 15 agricultural innovations that can nourish both people and their environments. Sustainable livestock production in developing countries is included as one such solution.

‘For over 40 years, Earth Day has served as a call to action, mobilizing individuals and organizations around the world to address these challenges. This year Nourishing the Planet highlights agriculture—often blamed as a driver of environmental problems—as an emerging solution.

‘Agriculture is a source of food and income for the world’s poor and a primary engine for economic growth. It also offers untapped potential for mitigating climate change and protecting biodiversity, and for lifting millions of people out of poverty.

‘This Earth Day, Nourishing the Planet offers 15 solutions to guide farmers, scientists, politicians, agribusinesses and aid agencies as they commit to promoting a healthier environment and a more food-secure future.’

One of the 15 solutions highlighted in the State of the World 2011 is improving food production from livestock. This chapter, written by Mario Herrero and other staff of the International Livestock Research Institute (ILRI), describes how:

‘. . . In the coming decades, small livestock farmers in the developing world will face unprecedented challenges: demand for animal-source foods, such as milk and meat, is increasing, while animal diseases in tropical countries will continue to rise, hindering trade and putting people at risk. Innovations in livestock feed, disease control, and climate change adaptation–as well as improved yields and efficiency–are improving farmers’ incomes and making animal-source food production more sustainable. In India, farmers are improving the quality of their feed by using grass, sorghum, stover, and brans to produce more milk from fewer animals. . . .’

The future of pastoralism in Africa debated in Addis: Irreversible decline or vibrant future?

An international conference deliberating the future of pastoralists in Africa is taking place this week (21–23 March  2011) at the Addis Ababa, Ethiopia, campus of the International Livestock Research Institute (ILRI).

Big changes are occurring in, and to, Africa’s vast pastoral regions. Livestock herders’ access to resources, options for mobility and opportunities for marketing are all evolving fast. Is there, the organizers of this conference ask, opportunity for a productive, vibrant, market-oriented livelihood system or will pastoralist areas remain a backwater of underdevelopment, marginalization and severe poverty?

The Future Agricultures Consortium, an alliance of agricultural development researchers and practitioners that facilitates policy dialogues and debates on the role of agriculture in broad-based African growth, and the Feinstein International Center at Tufts University, which also has a mixed staff of development researchers and practitioners, have jointly organized this conference to share new learning about ongoing change and innovation in Africa’s pastoral areas.

One of the aims of the conference organizers is to shift the crisis narrative that so often dominates news and discussions of pastoralists in Africa. As noted on the Future Agricultures Consortium website: ‘Frequently depicted as in crisis, pastoralists are changing the way they live and work in response to new opportunities and threats revealing the resilience that pastoralists have demonstrated for millennia. Accessing new markets and innovating solutions to safeguard incomes, this often misunderstood and marginalised community is re-positioning itself to make the most of the East African economy. . . .

‘The pastoralist way of life—synonymous with irreversible decline, ‘crises’ and aid rescues—is poorly understood. And whilst the words ‘pastoralism’ and ‘crisis’ have become fused in the minds of many, there are positive signs of vibrant pastoralist livelihoods that debunk the usual reportage of pastoralists depicted as insecure, vulnerable and destitute. . . .

‘Failed by generations of unsuccessful state development plans and aid strategies, pastoralists have been let down because the real problems and issues they face have not been taken into account. A more accurate understanding of the processes of change happening within pastoralist areas, which are significant and complex, has been obscured by the perpetuated myths of pastoralism in crisis.

‘Understanding the complexity and potential for pastoralism is crucial to informing policies for securing the future of this age-old and resilient sector in sub-Saharan Africa.’

Improving water productivity of crop-livestock systems in drought-prone regions

Today saw the publication of a special issue of Experimental Agriculture guest edited by Tilahun Amede, Shirley Tarawali and Don Peden. It presents evidence from Ethiopia, Zimbabwe and India, and captures current understanding of strategies to improve water productivity in drought-prone crop-livestock systems.

Crop-livestock systems in sub-Saharan Africa (SSA) are mostly rainfall-dependent and based on fragmented marginal lands that are vulnerable to soil erosion, drought and variable weather conditions. The threat of water scarcity in these systems is real, due to expanding demand for food and feed, climate variability and inappropriate land use.

According to recent estimates, farming, industrial and urban needs in developing countries will increase water demand by 40% by 2030. Water shortage is expected to be severe in areas where the amount of rainfall will decrease due to climate change. The lack of capacity of communities living in drought-prone regions to respond to market opportunities, climatic variability and associated water scarcity also results from very low water storage facilities, poverty and limited institutional capacities to efficiently manage the available water resources at
local, national and basin scales.

The spiral of watershed degradation causes decline in water budgets, decreases soil fertility and reduces farm incomes in SSA and reduces crop and livestock water productivity. In areas where irrigated agriculture is feasible, there is an increasing demand for water and competition among different users and uses.

Strategies and policies to reduce rural poverty should not only target increasing food production but should also emphasize improving water productivity at farm, landscape, sub-basin and higher levels. In drought-prone rural areas, an increase of 1% in crop water productivity makes available at least an extra 24 litres of water a day per person. Moreover, farming systems with efficient use of water resources are commonly responsive to external and internal drivers of change.

Placing ecosystems thinking at the heart of global food security

Placing ecosystems at the heart of food security efforts can improve the productivity, resiliency and long-term sustainability of food supply systems. This is one of the key messages emerging from a new multidisciplinary collaboration led by the United Nations Environment Programme.

The collaboration brings together organizations working in the fields of livestock, fisheries, environment, water and agriculture to synthesize knowledge into options to alleviate hunger.

Ecosystems provide food both in its natural state (e.g., capture fisheries, forest products) and in more managed landscapes (e.g., crop systems, livestock, aquaculture). Climate change and overexploitation, especially of water resources, threaten the productivity of ecosystems. And because most of the world’s poor are directly dependent on both natural and managed ecosystems for food, they are the most vulnerable to environmental degradation and climate-related shocks.

Ecosystems also provide a host of services fundamental to food and water security. In particular, many ecosystems provide water management functions that are crucial to a stable food supply—these include water storage, purification and regulation functions as well as flood control. Ecosystems also need water to support their functioning, but many countries currently don't consider ecosystems a water user at all, much less a 'privileged' water user.

To keep up with food demand, water withdrawals from rivers and lakes will have to increase by an estimated 70–90% by 2050 and large tracts of forest and grassland will have to be converted to agriculture. The ecological fall-out from such a course of action would be catastrophic. Continued decreases in ecosystem services have already begun to hurt agricultural productivity.

Only by treating healthy ecosystems as fundamental to healthy food systems will it be possible to create systems that are not only more sustainable, but also more productive, resilient and diverse.

What this will take
(1) Shift the focus of agricultural development from protecting discrete ecosystems to managing larger landscapes.
Address these larger landscapes as bundles of interlinked services and ecosystems supporting food production. Expand the role of ministries of environment in bringing ecosystem services to the forefront of food security policy and planning.

(2) Ensure water for ecosystems and ecosystems for water.
Adequately value ecosystems services when allocating resources and planning water and land development. Avoid making unintended tradeoffs—particularly those that harm food and water security. Consider quality as well as quantity requirements of different water users to reveal options for reducing fresh-water withdrawals from the environment and getting more benefit per drop.

(3) Do more than improve 'water efficiency' in agriculture.
Without attending to allocation of water 'saved' to downstream ecosystems, improving water efficiency can end up doing more harm than good. Widen the focus on crop-based systems to include forests, livestock and fish. Place greater emphasis on managing water stored in the soil profile.

These three recommendations are described in detail in a forthcoming report, 'Ecosystems for water and food security', whose development was coordinated by the International Water Management Institute. The cerrado: Accounting for the food miracle (or madness?)

A recent article in the Economist, 'The miracle of the cerrado [savanna],' is still stirring up passions.

Some, like our colleague Tom Tomich, formerly at the World Agroforestry Centre (ICRAF), in Nairobi and now at the Agricultural Sustainability Institute at the University of California at Davos, California, take issue with the idea that large farms are necessarily more efficient and productive than small ones.

'How NOT to feed the world

'SIR – I believe you are correct to reject neo-Malthusian pessimism about 21st Century food prospects in your leader “How to feed the world: Brazil’s agricultural miracle” (28 Aug), but in the process, you ignore some of the most painful lessons of the 20th century and glibly advocate elements of agricultural strategy that long have been discredited as inappropriate for much of the world. True, the world does face food challenges in coming decades of similar magnitude to those tackled in the latter half of the 20th century. As you note, those successes came though a mix of scientific innovation, new inputs, and national policies that linked farmers with profitable market opportunities. (These innovations were adopted by many farmers, both small and large.) And Brazil’s Embrapa provides an apt example of the transformative power of public investment in agricultural science that should be emulated by more tropical countries; Brazil, to its credit, is striving to assist other countries in efforts to strengthen their agricultural R&D agencies.

'But you do a profound disservice to serious efforts to avert future food crises and the human misery these entail by extolling “capital intensive large farms” as the focus of agricultural development. The scientific evidence refuting your approach under conditions prevailing across much of Asia and Africa has been available for decades: as long as rural wages are low (characteristic of countries with chronic mass hunger), broad-based agricultural development (involving the majority of farms, which are small) is more economically efficient, leads to higher productivity per hectare, and creates more rural jobs than your approach.

'What about all those small farmers your approach would dispossess? Brazil (like the US, Canada, Australia, and Argentina) is endowed with relatively low population densities and significant resources of arable land such as the cerrado to bring into production; these conditions largely are absent in Asia and Africa. If heeded by their policymakers, your call for primacy of capital-intensive, large-farm development is a formula for economic inefficiency and social catastrophe (depriving the majority of farmers of their livelihoods—which in turn deprives them of food) and would further entrench the politics of patronage that has inhibited sound policy in so many tropical countries.'

Others, like our friends Luigi Guarino and Jeremy Cherfas over at Agricultural Biodiversity Weblog, want a broader environmental accounting:

'It’s not easy to explain the Brazilian agricultural miracle to a lay audience in a couple of magazine pages, and The Economist makes a pretty good fist of it. It points out that the astonishing increase in crop and meat production in Brazil in the past ten to fifteen year — and it is astonishing, more that 300% by value — has come about due to an expansion in the amount of land under the plow, sure, but much more so due to an increase in productivity. It rightly heaps praise on Embrapa, Brazil’s agricultural research corporation, for devising a system that has made the cerrado, Brazil’s hitherto agronomically intractable savannah, so productive. It highlights the fact that a key part of that system is improved germplasm — of Brachiaria, soybean, zebu cattle — originally from other parts of the world, incidentally helping make the case for international interdependence in genetic resources.1 And much more.

'What it resolutely does not do is give any sense of the cost of all this. I don’t mean the monetary cost, though it would have been nice for policy makers to be reminded that agricultural research does cost money, though the potential returns are great. The graph shows what’s been happening to Embrapa’s budget of late. A billion reais of agricultural research in 2006 bought 108 billion reais of crop production.

'But I was really thinking of environmental and social costs. The Economist article says that Brazil is “often accused of levelling the rainforest to create its farms, but hardly any of this new land lies in Amazonia; most is cerrado.” So that’s all right then. No problem at all if 50% of one of the world’s biodiversity hotspots has been destroyed.2 After all, it’s not the Amazon. A truly comprehensive overview of Brazil’s undoubted agricultural successes would surely cast at least a cursory look at the downside, if only to say that it’s all been worth it. Especially since plans are afoot to export the system to the African savannah. And it’s not as if the information is not out there.

'A final observation. One key point the article makes is that the success of the agricultural development model used in the cerrado is that farms are big.

'Like almost every large farming country, Brazil is divided between productive giant operations and inefficient hobby farms.

'Well, leave aside for a moment whether it is empirically true that big means efficient and small inefficient in farming. Leave aside also the issue of with regard to what efficiency is being measured, and whether that makes any sense. Leave all that aside. I would not be surprised if millions of subsistence farming families around the world were to concede that what they did was not particularly efficient. But I think they would find it astonishing — and not a little insulting — to see their daily struggles described as a hobby.'
