Update: ‘Mapping Hotspots of Climate Change and Food Insecurity’

Last month the Climate Change, Agriculture and Food Security (CCAFS) program of the Consultative Group on International Agricultural Research (CGIAR) launched a report showing global hotspots to climate induced food-insecurity, garnering significant media attention. Several weeks later, the authors, from the International Livestock Research Institute (ILRI), noticed two errors in the calculations, and so CCAFS immediately took the report offline for corrections. CCAFS issued an erratum that outlines the errors in the first version as well as in the press release. The errors are related to calcluation of population numbers, in one case the number of people at risk is underestimated, while in the other case the number of people most at risk is overestimated.

  1. The press release stated that “there are 56 million food-insecure and crop-dependent people in parts of West Africa, India and China who live in areas where, by the mid-2050s, maximum daily temperatures during the growing season could exceed 30 degrees Celsius (86 degrees Fahrenheit).” The accurate number is 170.5 million. Why did this happen? The researchers miscalculated the population numbers (in this case the number of people affected) by a factor of about three. Therefore, the population number in the maps 4.4 through 4.12 are underestimated as well. Map 4.4 (above) was further modified to correct High and Low exposure categories (which had been reversed)  What is the significance of this? The new numbers tell us basically the same story as our previous calculations, only that more, not fewer, people are likely to be affected by hunger and more extreme climates.
  2. The press release stated that “there are 369 million food-insecure people living in agriculture-intensive areas that are highly exposed to a potential five percent decrease in the length of the growing period.” The accurate number is 265.7 million. However, the number in the two highest categories of vulnerability (HHL and HHH), goes up from around 607 million in the previous calculations to nearly 1 billion (999.8 million) in the current calculations.Why did this happen? The researchers mistakenly transposed the “high” and “low” exposure categories in the 5% map (4.4), which actually results in a lower number of people being most at risk than was stated in the press release.What is the significance of this? Our revised map shows the same basic message as our previous map, that large portions of India, West Africa, and China are predicted to be hotspots of both climate change and food insecurity.

La Nina, not climate change, probable cause of East Africa’s drought–ILRI livestock scientists

Scientists at the International Livestock Research Institute (ILRI), headquartered in Nairobi, Kenya, are saying that the current drought cycle in East Africa’s Horn, which has already led to famine in southern Somalia, cannot be ascribed to climate change, although there is evidence that La Niña is a probable cause.

Interviews by IRIN of ILRI scientists Phil Thornton, a systems analyst specializing in climate change in developing countries, and Jan de Leeuw, an environmental scientist leading ILRI’s rangelands research, were published in the Guardian‘s Development Network Blog.

‘. . . Philip Thornton, a senior scientist who works part-time with the Nairobi-based International Livestock Research Institute (ILRI) and the University of Edinburgh-based Institute of Atmospheric and Environmental Sciences, has done some pioneering work on projections of climate-change impact in eastern and southern Africa.

‘He told IRIN via email that projections of the climate change impact in east Africa were “a problem” as the authoritative inter-governmental panel on climate change’s (the IPCC) fourth assessment report “indicated that there was good consensus among the climate models that rainfall was likely to increase during the current century.

‘”But work by other climate scientists since then suggests that . . . certain Indian Ocean effects in east Africa may not actually occur.

‘”Some people think that east Africa is drying, and has dried over recent years; currently there is no hard, general evidence of this, and it is very difficult as yet to see where the statistical trends of rainfall in the region are heading, but these will of course become apparent in time.”

‘The IPCC’s fifth assessment report will be released in 2014.

‘Jan de Leeuw is the operating project leader in the vulnerability and sustainability in pastoral and agro-pastoral systems within ILRI’s people, livestock and environment theme. He points out that this La Niña event is one of the strongest since the 1970s. But he says La Niña, along with El Niño, appear in cycles that “we don’t understand”.

‘What we do know is that La Niña started to develop in August 2010. It cools surface waters in the central and eastern Pacific Ocean, while allowing warmer water to build in the eastern Pacific. “The pool of warm water in the east intensifies rains in Australia, the Philippines, and Indonesia. Domino-style, this pattern also increases the intensity of westerly winds over the Indian Ocean, pulling moisture away from east Africa toward Indonesia and Australia. The result? Drought over most of east Africa and floods and lush vegetation in Australia and other parts of Southeast Asia,” according to the US government’s National Aeronautics and Space Administration.

‘De Leeuw writes: “La Niña events were common from 1950 till 1976. Since then we had two decades [until about 1996] with fewer events of lesser depth. This has changed since then and over the last 15 years or so we have had more frequent La Niña events.”

‘Events as deep as the current La Niña occur once in 20 or 30 years, writes De Leeuw. “We are in a period now of more frequent La Niña events, but such a situation was there from 1950 till 1976 also.”

‘Thornton has the last word when he says research attention must focus on developing effective early warning systems and ways to help people affected by these events, who have no use for “academic” consideration of the linkages with climate change to cope better with the current levels of weather variability, “whatever happens in the future”.’

Livestock-based research recommendations for better managing drought in Kenya

Humanitarian organizations are bracing themselves for the the task of addressing the unfolding crisis in the drought-stricken Horn of Africa, where the rains have failed for two consecutive years and the next rainy season is not expected until September, at the earliest.

The BBC reports that in Kenya’s Dadaab refugee camp, to which starving Somali’s are fleeing at a rate of some 1000 a day, ‘at a makeshift cattle market in the middle of the refugee camp, herdsmen are trying to sell off what little livestock they have left.

‘But no-one wants to buy the cattle and goats on sale here, for the chances are that very soon they will be dead.

‘There is nowhere for them to graze: the pastures here are parched and arid, and it has barely rained for two years running.

‘”I’m selling my cattle at knock-down prices,” said one man. “I’m practically giving them away.”

‘Not far away, the landscape is littered with the carcasses of dead animals.

‘In this part of the world, livestock are everything: they represent a family’s entire assets, capital, savings and income. When the animals die, it frequently means the humans do as well.’

All organizations involved in supporting these livestock-keeping peoples of the Horn are passionate about not only saving the most vulnerable members of these pastoral communities today, but also about finding long-term solutions to recurring drought in this region. Those solutions necessarily rely on an evidence base provided by scientists, particularly livestock researchers.

Four recent research reports published by the International Livestock Research Institute (ILRI), based in Nairobi, Kenya, noted and linked to below, assess the effectiveness of past drought interventions in Kenya’s northern drylands and offer tools for better management of the region’s drought cycles.

From the abstract: In August 2010, the Food and Agriculture Organization (FAO) sub-Regional Emergency Office for Eastern and Central Africa (REOA) contracted the International Livestock Research Institute (ILRI) to develop a proto-type “Livestock Drought Management” (LDM) decision support tool for use by a range of emergency and relief planners and practitioners throughout the region. The tool, which is still conceptual rather than operational, links the concepts of Drought Cycle Management (DCM) with the best practice in livestock-related interventions throughout all phases of a drought, from normal through the alert and emergency stages to recovery. The tool uses data to indicate the severity of the drought (hazard) and the ability of livestock to survive the drought (sensitivity). . . .  The hazard data has currently been parameterized for Kenya, but can be used in any of the REOA countries. At the moment, the missing item is good-quality data for sensitivity. Additionally, experts did not agree on how to define the phase of the drought cycle. The tool requires pilot testing in a few local areas before it can be rolled out everywhere.

(4) Zwaagstra, L., Sharif, Z., Wambile, A., de Leeuw, J., Said, M.Y., Johnson, N., Njuki, J., Ericksen, P. and Herrero, M., 2010. An assessment of the response to the 2008 2009 drought in Kenya. A report to the European Union Delegation to the Republic of Kenya. Nairobi, Kenya: ILRI.

In early 2010, ILRI scientists reviewed responses to Kenya’s 2008–2009 drought in six arid and semi-arid districts of the country. The authors reviewed 474 livestock-based interventions and came up with the following conclusions, recommendations and lessons regarding the drought management intervention cycle, among others.

The Early Warning Bulletins

Conclusion: . . . To allow sufficient time to scale up livestock based interventions . . . have early warning based on indicators that precede the deterioration of livestock condition, such as rainfall estimates or the greenness of rangeland detected from satellite imagery. . . . Recommendation: Include a separate early warning message in the EWB specifically geared towards triggering interventions aiming at livestock. . . . [Harmonize] procedures used among districts for such a livestock early warning system.

Timing of interventions

Conclusion: The timing of several of the interventions, notably destocking, was too late while vaccination was implemented during an inappropriate phase of the drought management cycle. . . . Recommendation: Strengthen capacity to plan the implementation of each intervention type in view of the phase of the drought management cycle.

Effectiveness and appropriateness of interventions

1 Water tankering and borehole support

Conclusion: Water tankering and support to boreholes were considered effective [but] repair to water infrastructure can be done in periods of reduced stress. . . . Recommendation: Maintain boreholes and other water infrastructure during periods of reduced stress in order to increase drought preparedness.

2 Destocking

Conclusion: An estimated 16,996 TLU [tropical livestock units] were purchased or slaughtered in response to the drought in the 6 study districts. This is higher than the 9,857 TLU were purchased in 2000/1 in 10 districts (Aklilu and Wekesa 2001), but far below what would have been needed. Slaughter destocking interventions . . . were considered more effective than commercial destocking . . . . Recommendation: Make use of existing commercial livestock marketing infrastructure and on site slaughtering to destock during drought. To achieve optimal impact, initiate these interventions early on in the drought management cycle. See chapter 7 and annex 5 commercial destocking workshop section for further recommendations.

3 Health

Conclusion: Over 5.7 million animals were reached by health interventions between July 2008 and December 2009. De-worming was considered effective and appropriate, while vaccination was not. Recommendation: Increase de-worming during drought as it keeps animals in better condition for longer. Restrict vaccination at middle or end drought as it might create mortality with animals in poor body condition

4 Forage and supplements

Conclusion: The provision of feed was far too little and poorly coordinated, overall it was considered among the least effective interventions. . . . It is worthwhile to consider developing hay production and fodder markets locally. Recommendation: Promote initiatives to develop local hay production, fodder markets and strategic fodder reserves.

5 Migration and peace-building

Conclusion: Peace building interventions were generally considered effective; 30% more animals migrated in 2008/9 than in 2000/1. Disease problems reduced effectiveness, which suggests that interventions around these issues should be part of future migrations. Recommendation: Access to disputed land as part of pastoral mobility remains paramount in their coping strategy and more effective means to support this are required. This includes GoK commitment to play their role but specific interventions can be designed in the short and medium term to alleviate this problem as well.

6 Livelihood implications

Conclusion: . . . Interventions that build on and support local livelihoods and link to longer term development are better than purely emergency ones. Recommendation: Build on and strengthen rather than undermine local institution, livelihood strategies and coping strategies.

7 Community involvement

Conclusion: Despite recommendations from past assessments, few interventions involved the community in design or implementation. Those that did tended to have better outcomes than those that did not. Recommendation: Involve communities before the drought in the design of drought contingency plans.

8 Triggering of interventions

Conclusion: As yet there are no agreed upon triggers for the release of contingency funds. Furthermore access to these funds is often delayed due treasury related constraints. Recommendation: The drought contingency plans should be regularly updated and contain agreed upon quantitative triggers for the release of funds to implement interventions. Creation of a sufficiently endowed national drought contingency fund deserves the highest priority.

9 Climate change adaptation and drought interventions

Conclusion: There is a danger of duplicating efforts already implemented under the drought management strategy and it is advisable to implement climate change adaptation through these existing institutional arrangements. Recommendation: Implement climate change adaptation policy through existing institutional mechanisms aiming at better drought cycle management.

Among the more generic lessons learned are the following

  • The continued implementation of a basket of suitable preparedness activities remains the most cost effective approach to reduce the impact of shocks.
  • . . . Emergencies of this nature . . . are increasingly caused by a basket of factors whereby reduced access to previously accessible high-potential grazing is the single biggest contributor to stress. This is heavily exacerbated by a relentlessly increasing demographic pressure, thus creating a cadre of the population who have limited access to any livestock at all and who are consequently extremely vulnerable to shocks.
  • The most effective interventions remain those where facilitation to access grazing and watering resources, which had hitherto not been accessible, was made accessible.
  • Increased semi-permanent presence of key non-governmental organizations in critical areas which are able to encompass a realistic drought management cycle approach has substantially improved information and speed of response. This, in combination with a vastly improved collaboration between agencies, together with improved coordination has at face value provided improved response in both quality and timeliness. The net impact of this is however largely negated due to other factors such as reduced line ministry capacity and related administrative/institutional developments such as the relentless creation of new districts and conflicts. . . .
  • So-called commercial de-stocking remains the least cost-effective intervention. Distance, timing and economies of scale play an important role but more than anything else the lack of a dynamic and lively existing marketing system in many places virtually precludes the creation of a commercial de-stocking operation that will have the required impact at an acceptable cost.
  • ‘Livestock-fodder-aid’ comes a close second whereby substantial quantities of bulky commodities such as hay are shipped to some of the furthest locations at huge costs with very little if any measurable impact.
  • Slaughter-off take, preferably carried out on the spot with meat being distributed rapidly to presumed needy families is popular with beneficiaries and . . . can have considerable benefit on nutrition while maintaining a limited purchasing power of those affected.

Livestock and climate change: Towards credible figures

We know that livestock produce significant amounts of greenhouse gases. Just how much remains somewhat contentious, with the estimated contributions of livestock to global greenhouse gas emissions ranging from 10 to 51%, depending on who is doing the analyses, and how.

A new commentary, published in a special ‘animal feed’ issue of the scientific journal Animal Feed and Technology, examines the main discrepancies between well known and documented studies such as FAO’s Livestock Long Shadow report (FAO 2006) and some more recent estimates. The authors of the commentary advocate for better documentation of assumptions and methodologies for estimating emissions and the need for greater scientific debate, discussion and scrutiny in this area.

The authors of the new article, ‘Livestock and greenhouse gas emissions: The importance of getting the numbers right,’ are a distinguished group of experts from diverse institutions working in this area, including the Food and Agriculture Organization of the United Nations (FAO, Rome), Wageningen University and Research Centre (Netherlands), the Food Climate Research Network at the Centre for Environmental Strategy (FCRN, University of Surrey), the European Commission’s Joint Research Centre at the Institute for Environment and Sustainability (JRC, Italy), the Netherlands Environmental Assessment Agency (PBL, Bilthoven), Aarhus University’s Department of Agroecology and Environment (Denmark), New Zealand’s Ministry of Agriculture and Forestry (Wellington), the Institute Nationale de la Recherche Agronomique (France), the Agriculture and Agri-Food Canada group at Lethbridge Research Centre (Alberta) and the International Livestock Research Institute (ILRI, Nairobi).

This group of international scientists presents the case of one recent argument as follows.

‘In 2006, the FAO’s Livestock’s Long Shadow report (FAO, 2006), using well documented and rigorous life cycle analyses, estimated that global livestock contributes to 18% of global GHG [greenhouse gas] emissions. According to the study the main contributors to GHG from livestock systems are land use change (carbon dioxide, CO2), enteric fermentation from ruminants (methane, CH4) and manure management (nitrous oxide, N2O).

‘A . . . non-peer reviewed report published by the Worldwatch Institute (Goodland and Anhang 2009) contested these figures and argued that GHG emissions from livestock could be closer to 51% of global GHG emissions. In our view, this report has oversimplified the issue with respect to livestock production. It has emphasised the negative impacts without highlighting the positives and, in doing so, has used a methodological approach which we believe to be flawed.’

Mario Herrero, lead author of the Animal Feed and Technology paper, is a systems analyst and climate change specialist working at the International Livestock Research Institute (ILRI). Herrero argues that Goodland and Anhang, while claiming in the non-scientifically peer-reviewed World Watch Magazine (which is published by Worldwatch Institute) that livestock generate 51% of total anthropogenic greenhouse gas emissions rather than the 18% reported by FAO in 2007, fail to detail the methodologies they used to come up with this new figure, fail to use those methods consistently across different sectors, and fail to follow global guidelines for assessing emissions set by the Intergovernmental Panel on Climate Change and Kyoto Protocol.

Furthermore, Hererro says, the World Watch authors’ solution to livestock’s contribution to global warming—’to eat less animal products, or better still, none at all’—could push some 1 billion livestock keepers and consumers living on little more than a dollar a day into even greater poverty (small livestock enterprises are the mainstay of many poor people) and severe malnourishment (milk is among the few high-quality foods readily available to many poor people, with consumption of modest quantities of dairy making the difference between health and illness, especially in children and women of child-bearing ages).

Goodland and Anhang also fail to enlarge on any counterfactuals, such as what a world without domesticated livestock would look like.

Over a billion people make a living from livestock, says ILRI director general Carlos Seré. Most of them are among the poorest of the poor. What, other than livestock keeping, would most African and Indian farming households turn to in order to meet their needs for scarce protein, fertilizer, employment, income, traction, means of saving, and insurance against crop failure?

While many of us may find the factory farming of animals in rich countries objectionable on several grounds, Seré says, we must be responsible not to conflate industrial grain-fed livestock systems of rich producers with the family farming and herding practices of hundreds of millions of poor producers, most of whom still maintain their animals not on grain but on pasture grass and other crop wastes not edible by humans.

The biggest concern of many experts regarding livestock in developing countries, Seré says, is not their impact on climate change but rather the impact of climate change on livestock production.

The hotter and more extreme tropical environments being predicted threaten not only up to a billion livelihoods based on livestock but also supplies of milk, meat and eggs among hungry communities that need these nourishing foods most. For people living in absolute poverty and chronic hunger, the solution is not to rid the world of livestock, but rather to find ways to farm animals more efficiently and profitably, as well as sustainably.

Tara Garnett, a co-author of the new paper and a research fellow at the Centre for Environmental Strategy at the University of Surrey, in the UK, investigates issues around livestock and greenhouse gas emissions in her highly credible and readable publication Cooking up a Storm: Food, Greenhouse Gas Emissions and Our Changing Climate (2008). Garnett, who also runs the Food Climate Research Network (FCRN), which brings together nearly 2,000 individuals from a broad variety of disciplines to share information on issues relating to food and climate change, agrees with Seré on this.

By 2050, on current projections, Garnett reports, the developing world will still, on average, be eating less than half as much meat as people do in the rich world, and only a third of the milk. There is a long way to go before they catch up with developed world levels.

While there is an increasingly urgent need to reduce demand for meat and dairy products among consumers in developed countries, and also to moderate rapid growth in demand for these foods in emerging, rapidly industrializing, countries, for the world’s poorest people, small-scale livestock enterprises can increase household incomes and improve livelihoods. Greater consumption of meat and dairy products—in addition to a more diverse range of plant-based foods—can play a critical role in combatting malnutrition and enhancing nutritional status.’

Herrero and Garnett and their other co-authors conclude that ‘Livestock undoubtedly need to be a priority focus of attention as the global community seeks to address the challenge of climate change. The magnitude of the discrepancy between the Goodland and Anhang paper (2009) and widely recognized estimates of GHG from livestock (FAO, 2006), illustrates the need to provide the climate change community and policy makers with accurate emissions estimates and information about the link between agriculture and climate.

‘Improving the global estimates of GHG attributed to livestock systems is of paramount importance. This is not only because we need to define the magnitude of the impact of livestock on climate change, but also because we need to understand their contribution relative to other sources. Such information will enable effective mitigation options to be designed to reduce emissions and improve the sustainability of the livestock sector while continuing to provide livelihoods and food for a wide range of people, especially the poor. We need to understand where livestock can help and where they hinder the goals of resilient global ecosystems and a sustainable, equitable future for future generations.

‘We believe these efforts need to be part of an ongoing process, but one that is to be conducted through transparent, well established methodologies, rigorous science and open scientific debate. Only in this way will we be able to advance the debate on livestock and climate change and inform policy, climate change negotiations and public opinion more accurately.’

Mixed crop-and-livestock farmers on ‘extensive frontier’ critical to sustainable 21st century food system

Agricultural systems analyst Mario Herrero, who leads a Sustainable Livestock Futures group at the International Livestock Research Institute (ILRI) in Kenya, gave a slide presentation last November at an invitation-only US National Academy of Sciences’ scoping meeting on The role of animal agriculture in a sustainable 21st century global food system, held in Washington DC’s Dupont Circle.

Among the conclusions Herrero makes in his slide presentation, Food security, livelihoods and livestock in the developing world, is the need to change our agricultural investment paradigms so that we invest not only in the high-potential agricultural lands of the past (many of which, he says, are already ‘maxed out’), but also in the agricultural lands of the future.

What are these ‘agricultural lands of the future’? Well, those on which relatively extensive mixed crop-and-livestock systems are being practiced, for one.

A hitherto disregarded vast group of farmers—those mixing crops with livestock on ‘in between’ lands—neither high-potential farmlands nor low-potential rangelands—are heavyweights in global food security.

This year’s corporate report by the International Livestock Research Institute (ILRI) looks ‘back to the future’—to the thousand million farmers practicing small-scale mixed crop-and-livestock agriculture in poor countries—the kind of seemingly old-fashioned family farming systems that have become so fashionable in recent years among those wanting to reform the industrial food systems of rich countries.

Scientists at ILRI and seven other leading international agricultural research organizations around the world recently looked at the future of this form of farming and determined that it is ‘mixed farms’—not breadbaskets or ricebowls—that will feed most people over the next two decades.

Their report shows that it is not big efficient farms on high potential lands but rather one billion small ‘mixed’ family farmers tending rice paddies or cultivating maize and beans while raising a few chickens and pigs, a herd of goats or a cow or two on relatively extensive rainfed lands who feed most of the world’s poor people today. This same group, the report indicates, is likely to play the biggest role in global food security over the next several decades, as world population grows and peaks (at 9 billion or so) with the addition of another 3 billion people.

Remarkably, this is the first study ever to investigate the state of the world’s most prevalent kind of farmers—those who keep animals as well as grow crops. A major implication of the new report is that governments and researchers are mistaken to continue looking to high-potential lands and single-commodity farming systems as the answer to world hunger. As the study shows, many highly intensive agricultural systems are reaching their peak capacity to produce food and should now focus on sustaining rather than increasing yields.

A hitherto disregarded vast group of farmers—those mixing crops with livestock on ‘in between’ lands—neither high-potential farmlands nor low-potential rangelands—are heavyweights in global food security.

The authors of this multi-institutional and multi-disciplinary study, most belonging to centres of the Consultative Group on International Agricultural Research (CGIAR), agree with many other experts that we need to bring our focus back to small-scale farms. But this report goes further, distinguishing one particular kind of small-scale farmer that should be our focus: this is the mixed farmer growing crops and raising animals in the world’s more extensive agricultural systems, which are described in detail on the next page.

These ‘mixed extensive’ farms make up the biggest, poorest and most environmentally sustainable agricultural system in the world. It is time we invested heavily in this particular kind of farming system. Here is where there remain the biggest yield gaps. Here is where we can make the biggest difference.

The billions of dollars promised by the international donor community to fund small-scale farming in developing countries are likely to fail unless policies are reoriented towards this particular, most ubiquitous, and till now most neglected, form of agriculture. What this ‘extensive frontier’ needs are the most basic forms of infrastructure and services. With these at hand, the world’s extensive mixed farmers will be in good position to scale up their food production to meet future needs.

A hitherto disregarded vast group of farmers—those who farm both crops and livestock—hold the key to feeding the world in coming years. Most of the world’s ‘mixed’ farmers are smallholders tending rice paddies or cultivating maize and beans while raising a few animals. A research report led by the International Livestock Research Institute (ILRI) indicates that this group is likely to play the biggest role in global food security over the next several decades (see ILRI Corporate Report 2009-2010, ‘Back to the Future: Revisiting mixed crop-livestock systems’). This photofilm celebrates these ‘unsung heroes’—both the mixed farmers themselves and their farm animals.

 

Some of our readers will remember that last year a perspective piece by ILRI was published in a special February 2010 issue of Science on food security, “Smart Investments in Sustainable Food Production: Revisiting Mixed Crop-Livestock Systems”, focused on the importance of the same smallholder mixed farmers.

This article was based on results of a study by the Systemwide Livestock Programme of the CGIAR Consortium.

Small farms that combine crop and livestock production supply much of the food staples (41 percent of maize, 86 percent of rice, and 74 percent of millet), as well as most of the meat and dairy products consumed in these countries.

The billions of dollars promised by the international donor community to fund small-scale agriculture farming are likely to fail unless policies are reoriented towards these ‘mixed’ farmers.

The pressures of climate change and finite resources, as well as the increasing demand for milk, meat and eggs across the developing world, will require proper planning, looking beyond ‘business as usual investments,’ and a greater ‘intellectual commitment’ to understanding food systems in the developing world.

A new study out today reveals future ‘hotspots’ of risk for hundreds of millions whose food problems are on a collision course with climate change. The scientists conducting the study warn that disaster looms for parts of Africa and all of India if chronic food insecurity converges with crop-wilting weather. They went on to say that Latin America is also vulnerable.

The red areas in the map above are food-insecure and intensively farmed regions that are highly exposed to a potential five per cent or greater reduction in the length of the growing season. Such a change over the next 40 years could significantly affect food yields and food access for 369 million people—many of them smallholder farmers—already living on the edge. This category includes almost all of India and significant parts of West Africa. While Latin America in general is viewed as having a ‘high capacity’ to cope with such shifts, there are millions of poor people living in this region who very dependent on local crop production to meet their nutritional needs (map credit: ILRI-CCAFS/Notenbaert).

This study matches future climate change ‘hotspots’ with regions already suffering chronic food problems to identify highly-vulnerable populations, chiefly in Africa and South Asia, but potentially in China and Latin America as well, where in fewer than 40 years, the prospect of shorter, hotter or drier growing seasons could imperil hundreds of millions of already-impoverished people.

The report, Mapping Hotspots of Climate Change and Food Insecurity in the Global Tropics, was produced by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The work was led by a team of scientists at the International Livestock Research Institute (ILRI) responding to an urgent need to focus climate change adaptation efforts on people and places where the potential for harsher growing conditions poses the gravest threat to food production and food security.

The researchers pinpointed areas of intense vulnerability by examining a variety of climate models and indicators of food problems to create a series of detailed maps. One shows regions around the world at risk of crossing certain ‘climate thresholds’—such as temperatures too hot for maize or beans—that over the next 40 years could diminish food production. Another shows regions that may be sensitive to such climate shifts because in general they have large areas of land devoted to crop and livestock production. And finally, scientists produced maps of regions with a long history of food insecurity.

‘When you put these maps together they reveal places around the world where the arrival of stressful growing conditions could be especially disastrous,’ said Polly Ericksen, a senior scientist at ILRI, in Nairobi, Kenya and the study’s lead author. ‘These are areas highly exposed to climate shifts, where survival is strongly linked to the fate of regional crop and livestock yields, and where chronic food problems indicate that farmers are already struggling and they lack the capacity to adapt to new weather patterns.’

‘This is a very troubling combination,’ she added.

For example, in large parts of South Asia, including almost all of India, and parts of sub-Saharan Africa—chiefly West Africa—there are 265 million food-insecure people living in agriculture-intensive areas that are highly exposed to a potential five per cent decrease in the length of the growing period. Such a change over the next 40 years could significantly affect food yields and food access for people—many of them farmers themselves—already living on the edge.

Higher temperatures also could exact a heavy toll. Today, there are 170 million food-insecure and crop-dependent people in parts of West Africa, India and China who live in areas where, by the mid-2050s, maximum daily temperatures during the growing season could exceed 30 degrees Celsius (86 degrees Fahrenheit). This is close to the maximum temperature that beans can tolerate, while maize and rice yields may suffer when temperatures exceed this level. For example, a study last year in Nature found that even with optimal amounts of rain, African maize yields could decline by one percent for each day spent above 30ºC.

Regional predictions for shifts in temperatures and precipitation going out to 2050 were developed by analyzing the outputs of climate models rooted in the extensive data amassed by the Fourth Assessment Report (AR4) from the United Nations Intergovernmental Panel on Climate Change (IPCC). Researchers identified populations as chronically food-insecure if more than 40 per cent of children under the age of five were ‘stunted’—that is, they fall well below the World Health Organization’s height-for-age standards.

‘We are starting to see much more clearly where the effect of climate change on agriculture could intensify hunger and poverty, but only if we fail to pursue appropriate adaptation strategies,’ said Patti Kristjanson, a research theme leader at CCAFS and former agricultural economist at ILRI. ‘Farmers already adapt to variable weather patterns by changing their planting schedules or moving animals to different grazing areas. What this study suggests is that the speed of climate shifts and the magnitude of the changes required to adapt could be much greater. In some places, farmers might need to consider entirely new crops or new farming systems.’

Crop breeders at CGIAR centres around the world already are focused on developing so-called ‘climate ready’ crop varieties able to produce high yields in more stressful conditions. For some regions, however, that might not be a viable option—in parts of East and Southern Africa, for example, temperatures may become too hot to maintain maize as the staple crop, requiring a shift to other food crops, such as sorghum or cassava, to meet nutrition needs. In addition, farmers who now focus mainly on crop cultivation might need to integrate livestock and agroforestry as a way to maintain and increase food production.

‘International trade in agriculture commodities is also likely to assume even more importance for all regions as climate change intensifies the existing limits of national agriculture systems to satisfy domestic food needs,’ said Bruce Campbell, director of CCAFS. ‘We have already seen with the food price spikes of 2008 and 2010 that food security is an international phenomenon and climate change is almost certainly going to intensify that interdependence.’

Ericksen and her colleagues note that regions of concern extend beyond those found to be most at risk. For example, in many parts of Latin America, food security is relatively stable at the moment—suggesting that a certain amount of ‘coping capacity’ could be available to deal with future climate stresses that affect agriculture production. Yet there is cause for concern because millions of people in the region are highly dependent on local agricultural production to meet their food needs and they are living in the very crosshairs of climate change.

The researchers found, for example, that by 2050, prime growing conditions are likely to drop below 120 days per season in intensively-farmed regions of northeast Brazil and Mexico.

Growing seasons of at least 120 days are considered critical not only for the maturation of maize and several other staple food crops, but also for vegetation crucial to feeding livestock.

In addition, parts of Latin America are likely to experience temperatures too hot for bean production, a major food staple in the region.

The study also shows that some areas today have a ‘low sensitivity’ to the effects of climate change only because there is not a lot of land devoted to crop and livestock production. But agriculture intensification would render them more vulnerable, adding a wrinkle, for example, to the massive effort under way to rapidly expand crop cultivation in the so-called ‘bread-basket’ areas of sub-Saharan Africa.

Pathways of evolution to increase the sustainability of livestock production

John McDermott, who serves as deputy director general-research at the International Livestock Research Institute (ILRI), and some of his ILRI colleagues published a paper in Livestock Science that sets out what will be needed to make livestock production a sustainable system for smallholders in the developing world, enhancing both the livelihoods and environmental resources of the poor. The abstract of this ILRI paper follows.

‘Smallholder livestock keepers represent almost 20% of the world population and steward most of the agricultural land in the tropics. Observed and expected increases in future demand for livestock products in developing countries provide unique opportunities for improving livelihoods and linked to that, improving stewardship of the environment.

‘This cannot be a passive process and needs to be supported by enabling policies and pro-poor investments in institutional capacities and technologies. Sustaining intensification of smallholder livestock systems must take into account both social and environmental welfare and be targeted to sectors and areas of most probable positive social welfare returns and where natural resource conditions allow for intensification.

‘Smallholders are competitive in ruminant systems, particularly dairy, because of the availability of family labour and the ability of ruminants to exploit lower quality available roughage. Smallholders compete well in local markets which are important in agriculturally-based or transforming developing countries.

‘However, as production and marketing systems evolve, support to smallholders to provide efficient input services, links to output markets and risk mitigation measures will be important if they are to provide higher value products. Innovative public support and links to the private sector will be required for the poor to adapt and benefit as systems evolve. Likewise targeting is critical to choosing which systems with livestock can be intensified. Some intensive river basin systems have little scope for intensification. More extensive rain-fed systems, particularly in Africa, could intensify with enabling policies and appropriate investments. In more fragile environments, de-intensification is required to avoid irreversible damage to ecosystems.

‘Attention to both social and environmental sustainability are critical to understanding tradeoffs and incentives and to bridging important gaps in the perspectives on livestock production between rich and poor countries and peoples. Two specific examples in which important elements of sustainable intensification can be illustrated, smallholder dairy systems in East Africa and South Asia and small ruminant meat systems in Sub-Saharan Africa, are discussed.’

‘State of the World 2011′: Sustainable livestock production is part of the solution for nourishing people and the planet

State of the World, the flagship annual publication from the Worldwatch Institute (Nourishing the Planet), this year focuses on 15 agricultural innovations that can nourish both people and their environments. Sustainable livestock production in developing countries is included as one such solution.

‘For over 40 years, Earth Day has served as a call to action, mobilizing individuals and organizations around the world to address these challenges. This year Nourishing the Planet highlights agriculture—often blamed as a driver of environmental problems—as an emerging solution.

‘Agriculture is a source of food and income for the world’s poor and a primary engine for economic growth. It also offers untapped potential for mitigating climate change and protecting biodiversity, and for lifting millions of people out of poverty.

‘This Earth Day, Nourishing the Planet offers 15 solutions to guide farmers, scientists, politicians, agribusinesses and aid agencies as they commit to promoting a healthier environment and a more food-secure future.’

One of the 15 solutions highlighted in the State of the World 2011 is improving food production from livestock. This chapter, written by Mario Herrero and other staff of the International Livestock Research Institute (ILRI), describes how:

‘. . . In the coming decades, small livestock farmers in the developing world will face unprecedented challenges: demand for animal-source foods, such as milk and meat, is increasing, while animal diseases in tropical countries will continue to rise, hindering trade and putting people at risk. Innovations in livestock feed, disease control, and climate change adaptation–as well as improved yields and efficiency–are improving farmers’ incomes and making animal-source food production more sustainable. In India, farmers are improving the quality of their feed by using grass, sorghum, stover, and brans to produce more milk from fewer animals. . . .’

Getting gender issues into people’s heads and hearts–An expert assessment for agricultural development

The gender-specific disadvantages and inequities faced by rural women in poor countries create challenges for the research and development specialists working to help them empower themselves. Political, social and cultural environments all need to change before most women will be able to take a larger role in generating incomes. Men and women both need to be involved for that to happen. And when that does happen, men and women both will benefit from women’s empowerment.

The views of four women experts in the area, shown in this short (3 minute: 40 second) film, were recorded at a February 28–2 March workshop held at the International Livestock Research Institute (ILRI), in Addis Ababa, Ethiopia, where a group of experts assessed the current state of gender-related agricultural research in Africa, particularly the experiences of a 5-year joint ILRI-Ethiopian government project called ‘Improving Productivity and Market Success of Ethiopian farmers (IPMS).

The project that we are looking at now from IPMS with ILRI has done a lot of experimenting on how to target women, how to target the household, how to get them engaged and how in some ways make people see the other side of things.

One of the things that we tried to do was to make sure the women have more access to knowledge and skill development through a number of trainings—and also bringing actually both the husband and wife together for the training so that they have a shared knowledge. We have demonstrated that this is a good way of approaching knowledge and skill sharing with women and men.

What we have recently done in ILRI in terms of women and livestock is tried to put together what is it that we know at the moment on women and livestock and how to use livestock as a pathway out of poverty for women.

That I think is one of the gaps in this country—there isn’t much research happening. And on gender specifically, I think we look to ILRI for some of the research it’s done. And I think the approach that they are using, working with their development partners in getting those research works done, is excellent and it should be strengthened.

I’m a bit surprised, I must say, to come to a workshop now in 2011 and to hear actually many of the same things being said that were said back in the early 1980s. We published this 30 years ago but publishing wasn’t enough. We obviously didn’t manage to get into people’s heads, into their hearts and into the materials that they are dealing with day to day our messages about the important role of women in agricultural development.

We are hoping that this then becomes a starting point from which development partners can then start saying this has worked before, this has not worked and research organizations can then say, these are the further questions that we need to address in terms of generating evidence.

Education is important. The more educated the women are, the more they will have control over the number of family members they can have. Reproductive health, the population pressure, all those things—there are many factors out there: it’s not just agriculture in isolation. For the research side of things that interlink—inter-linkages between sectors may be looked at, and then, maybe the answers would come from different angles.

There have been a number of projects, often localized—projects working on specific issues in specific areas and at specific times. So there’s all these pieces of the puzzle scattered everywhere, and this workshop is an attempt to bring all this together.

Seblewongel Deneke
Yes, IPMS has done quite a bit of work on making research linked with the development aspect, and we have other projects that are doing similar approaches, where research and the development partners have come together to actually do the work together. And I think that is the best way to go forward.

Jemimah Njuki
We have made a lot of progress in terms of at least understanding what the gender issues in agriculture are, of even identifying some of the strategies that could be used to address these gender inequalities. I think what remains to be done is to see how those strategies, how those interventions, can be done at a scale that’s large enough to reach millions of women—which we need to do!

Livestock boom risks aggravating animal ‘plagues,’ poses growing threat to food security and health of world’s poor

Increasing numbers of domestic livestock and more resource-intensive production methods are encouraging animal epidemics around the world, a problem that is particularly acute in developing countries, where livestock diseases present a growing threat to the food security of already vulnerable populations, according to new assessments reported today at the International Conference on Leveraging Agriculture for Improving Nutrition & Health in New Delhi, India.

‘Wealthy countries are effectively dealing with livestock diseases, but in Africa and Asia, the capacity of veterinary services to track and control outbreaks is lagging dangerously behind livestock intensification,’ said John McDermott, deputy director general for research at the International Livestock Research Institute (ILRI), which spearheaded the work. ‘This lack of capacity is particularly dangerous because many poor people in the world still rely on farm animals to feed their families, while rising demand for meat, milk and eggs among urban consumers in the developing world is fueling a rapid intensification of livestock production.’

The global conference (http://2020conference.ifpri.info), organized by the International Food Policy Research Institute, brings together leading agriculture, nutrition and health experts to assess ways to increase agriculture’s contribution to better nutrition and health for the world’s most vulnerable people.

The new assessments from ILRI spell out how livestock diseases present ‘double trouble’ in poor countries. First, livestock diseases imperil food security in the developing world (where some 700 million people keep farm animals and up to 40 percent of household income depends on them) by reducing the availability of a critical source of protein. Second, animal diseases also threaten human health directly when viruses such as the bird flu (H5N1), SARS and Nipah viruses ‘jump’ from their livestock hosts into human populations.

McDermott is a co-author with Delia Grace, a veterinary and food safety researcher at ILRI, of a chapter on livestock epidemics in a new book called ‘Handbook of Hazards and Disaster Risk Reduction.’ This chapter focuses on animal plagues that primarily affect livestock operations—as opposed to human populations—and that are particularly devastating in the developing world.

‘In the poorest regions of the world, livestock plagues that were better controlled in the past are regaining ground,’ they warn, with ‘lethal and devastating impacts’ on livestock and the farmers and traders that depend on them. These ‘population-decimating plagues’ include diseases that kill both people and their animals and destroy livelihoods.

Livestock-specific diseases include contagious bovine ‘lung plague’ of cattle, buffalo and yaks, peste des petits ruminants (an acute respiratory ailment of goats and sheep), swine fever (‘hog cholera’) and Newcastle disease (a highly infectious disease of domestic poultry and wild birds). The world’s livestock plagues also include avian influenza (bird flu) and other ‘zoonotic’ diseases, which, being transmissible between animals and people, directly threaten human as well as animal health.

McDermott and Grace warn that new trends, including rapid urbanization and climate change, could act as ‘wild cards,’ altering the present distribution of diseases, sometimes ‘dramatically for the worse.’ The authors say developing countries need to speed up their testing and adoption of new approaches, appropriate for their development context, to detect and then to stop or contain livestock epidemics before they become widespread.

In a separate but related policy analysis to be presented at the New Delhi conference, McDermott and Grace focus on links between agricultural intensification and the spread of zoonotic diseases. The researchers warn of a dangerous disconnect: the agricultural intensification now being pursued in the developing world, they say, is typically focused on increasing food production and profitability, while potential effects on human health remain ‘largely ignored.’

A remarkable 61 percent of all human pathogens, and 75 percent of new human pathogens, are transmitted by animals, and some of the most lethal bugs affecting humans originate in our domesticated animals. Notable examples of zoonotic diseases include avian influenza, whose spread was primarily caused by domesticated birds; and the Nipah virus infection, which causes influenza-like symptoms, often followed by inflammation of the brain and death, and which spilled over to people from pigs kept in greater densities by smallholders.

The spread and subsequent establishment of avian influenza in previously disease-free countries, such as Indonesia, was a classic example, McDermott and Grace say, of the risks posed by high-density chicken and duck operations and long poultry ‘value chains,’ as well as the rapid global movement of both people and livestock. In addition, large-scale irrigation aimed at boosting agricultural productivity, they say, has created conditions that facilitate the establishment of the Rift Valley fever virus in new regions, with occasional outbreaks killing hundreds of people along with thousands of animals.

The economic impacts of such zoonotic diseases are enormous. The World Bank estimates that if avian influenza becomes transmissible from human to human, the potential cost of a resulting pandemic could be USD3 trillion. Rich countries are better equipped than poor countries to cope with new diseases—and they are investing heavily in global surveillance and risk reduction activities—but no one is spared the threat as growing numbers of livestock and easy movement across borders increase the chances of global pandemics.

But while absolute economic losses from livestock diseases are greater in rich countries, the impact on the health and livelihoods of people is worse in poor countries. McDermott and Grace point out, for example, that zoonotic diseases and food-borne illnesses associated with livestock account for at least 16 percent of the infectious disease burden in low-income countries, compared to just 4 percent in high-income nations.

Yet despite the great threats posed by livestock diseases, McDermott and Grace see a need for a more intelligent response to outbreaks that considers the local disease context as well as the livelihoods of people. They observe that ‘while few argue that disease control is a bad thing, recent experiences remind us that, if livestock epidemics have negative impacts, so too can the actions taken to control or prevent them.’

An exclusive focus on avian influenza preparedness activities in Africa relative to other more important disease concerns, they point out, invested scarce financial resources to focus on a disease that, due to a low-density of chicken operations and scarcity of domestic ducks, is unlikely to do great damage to much of the continent. And they argue that a wholesale slaughter of pigs in Cairo instituted after an outbreak of H1N1 was ‘costly and epidemiologically pointless’ because the disease was already being spread ‘by human-to-human transmission.’

McDermott and Grace conclude that to build surveillance systems able to detect animal disease outbreaks in their earliest stages, developing countries will need to work across sectors, integrating veterinary, medical, and environmental expertise in ‘one-health’ approaches to assessing, prioritizing and managing the risks posed by livestock diseases.

This week Worldwatch Institute released its flagship publication, State of the World 2011: Innovations that Nourish the Planet. The report spotlights successful and efficient ways of alleviating global hunger and poverty.

Agricultural systems analyst Mario Herrero and other staff of the International Livestock Research Institute (ILRI) are the authors of Chapter 14, ‘Improving food production from livestock’.

While investment in agricultural development by governments, international lenders, and foundations has escalated in recent years, it is still nowhere near what is needed to help the 925 million people who are undernourished. Since the mid-1980s when agricultural funding was at its height, agriculture’s share of global development aid has fallen from over 16 per cent to just 4 per cent today.

‘The international community has been neglecting entire segments of the food system in its efforts to reduce hunger and poverty,’ said Danielle Nierenberg, co-director of Worldwatch’s Nourishing the Planet project.

State of the World 2011 draws from hundreds of case studies and first-person examples to offer solutions to reducing hunger and poverty.

For example, grassroots organizations are helping to fight hunger in Africa, which has the world’s largest area of permanent pasture and the largest number of pastoralists and 15–25 million people dependent on livestock. In South Africa and Kenya, pastoralists are preserving indigenous varieties of livestock that are adapted to the heat and drought of local conditions—traits that will be crucial as climate extremes on the continent worsen. In Maralal in the northern region of Kenya, one group of Maasai pastoralists is working with the Africa LIFE Network to increase their rights as keepers of both genetic diversity and the land. Jacob Wanyama, coordinator for the African LIFE Network and advisor to the Nourishing the Planet Project, says Ankole cattle—a breed indigenous to Eastern Africa and traditionally used by pastoralists in the area for centuries—are not only ‘beautiful to look at,’ but are one of the ‘highest quality’ breeds.’ They can survive in extremely harsh, dry conditions—something that’s more important than ever as climate change takes a bigger hold on Africa. ‘Governments need to recognize,’ says Wanyama, ‘that pastoralists are the best keepers of genetic diversity.’
