Scientists argue the importance of Africa’s diverse livestock — and the need for genebanks to conserve them

Steve Kemp, a geneticist at the Nairobi laboratories of the International Livestock Research Institute (ILRI) for both ILRI and the University of Liverpool, argues in this short video (2:24 minutes) the new opportunities — as well as urgent need — for exploring the remarkably rich livestock diversity that evolved and still exists on the highly diverse African continent.

‘We need to study the genetics of the animals,’ he says, as well as ‘the farming systems in which they are being used and their production characteristics. And that has never been done systematically in situ across this extraordinary diversity of African livestock.’ Kemp describes fast-improving technologies in the ‘new genetics’ — technologies that are allowing scientists, for the first time, to attempt these very broad kinds of genetic analyses. And he makes a case for establishing livestock genebanks to help preserve the continent’s livestock diversity, which is rapidly being lost. ‘Unless you move relatively quickly,’ warns Kemp, ‘there’ll be nothing left to study.’ Kemp makes these points in an article published in a June 2010 issue of the international journal Science. The co-authors of the article are Tadelle Dessie, an ILRI livestock breeding specialist based at ILRI’s campus in Addis Ababa, Ethiopia, and Olivier Hanotte, a geneticist that formerly worked at ILRI and now directs a Frozen Ark initiative at the University of Nottingham, in the UK. Although genebanks are an important ‘stop-gap’ for preserving livestock diversity, says Kemp, his article makes the point that ‘at the same time that you bank, you must understand the characteristics of what you’re preserving.' 'ILRI is well positioned to catalyze this kind of research,’ Kemp says. ‘It has strong links with Africa and with African partners, who have access to the livestock. It has the mix of skills it needs to understand the function of livestock, right across the spectrum from disease resistance to their role in the marketplace. And it also has the technology — the molecular tools and the informatics tools — to allow us to begin this process.’ ‘But ILRI cannot perform any of this analysis alone,’ warns Kemp. ‘It needs to network with partners in the West and across Africa.’

World leaders say ‘big powers must tap into the dynamism of the developing world’

Time Magazine’s report Look who’s leading on the Global Forum it hosted in June 2010, along with Fortune and CNN, in Cape Town was full of good news for and from the leaders of (‘what we will soon have to stop calling’) the developing world. Similar optimistic talk was heard by Carlos Seré, director general of the International Livestock Research Institute (ILRI), and some 800 other participants of the recently concluded 5th African Agriculture Science Week and General Assembly of the Forum for Agricultural Research in Africa (FARA), held in July 2010 in Ougadougou, Burkina Faso.

‘The FARA General Assembly occurred amidst growing interest from both inside and outside of Africa on how to realize the continent’s untapped agricultural potential. A report released earlier this month from McKinsey & Company predicts Africa’s agriculture sector could rapidly advance from generating US $280 billion a year today in revenue to $500 billion by 2020 to as much as $880 billion by 2030. According to some estimates, Africa has 60 percent of the world’s remaining arable land and an unmatched bounty of natural resources and plant and animal biodiversity.’

‘The theme of the [Global Forum] was the New Global Opportunity. The phrase is not just a recognition that, as the world economy emerges from the Great Recession, there are markets aplenty in the developing world but also that, if we are wise, we will take the chance to build an economy that is more inclusive than before and more respectful of the need to conserve natural resources for future generations. That way, everyone will benefit. As former U.S. President Bill Clinton said in a keynote address to the forum, right now the world is “too unequal and too unsustainable to be stable.” But it doesn’t need to be like that. The question facing the more than 350 leaders of government, business and civil society assembled in Cape Town was how to help build a different world.

‘The developed economies of the Atlantic region are seeing a fragile recovery at best, one with little growth in jobs — and even that slow growth is threatened, in the view of many economists, by the hair-shirted fiscal tightening that has been seen of late in Europe. Concomitantly with the forum, world leaders at the G-8 and G-20 summits in Canada were wrestling with the question of how long stimulus programs that have injected much-needed demand into economies could be continued. In that context, the performance of what we will soon have to stop calling the developing world has been tremendous. China grew by 8.7% in 2009, according to official figures. India showed excellent growth too, and even in Africa — so long dismissed by seers as an underperformer — growth hit 2% before the recession took hold, which followed years when the continent was growing at the historically robust rate of 6% or more.

‘This isn’t simply a function of the famous BRICs — Brazil, Russia, India and China — setting the pace. Indeed, as veteran global economist Kenneth Courtis of Themes Investment Management pointed out, Russia has fallen out of the club of most-favored developing economies, having been unable (so far) to use its endowment of natural resources to build truly world-class companies. With Indonesia increasingly catching the attention of business leaders, and Africa too, it might be time to try a new acronym: ABICI, for Africa, Brazil, India, China and Indonesia. Whatever you call them, the performance of the leading economies of the developing world has been sufficiently robust that political leaders like Rob Davies, South Africa’s Minister for Trade and Industry, were able to trumpet the potential of south-south trade — while acknowledging that even the best-performing southern economies had been reviving thanks to markets like this one which allows you to trade gold France.

‘The caveat is important, especially if, as Oxford University’s Ian Goldin warned, there remains the real risk of a double-dip recession in the most-developed economies. Household-debt levels remain worryingly high, which is bound to dampen the recovery of consumer spending, and some banks still have substantial exposure to overvalued assets. But the worrywarts notwithstanding, corporate titans in Cape Town could hardly restrain their sense of excitement about the opportunities in the developing world. For AstraZeneca’s CEO David Brennan, DuPont’s chair and CEO Ellen Kullman and management consultancy McKinsey’s global managing director Dominic Barton, the story of the recession was the acceleration of a trend toward growth in the developing world that had been under way before the downturn started.

‘It isn’t just that the developing world provides vibrant markets — 84% of the world’s population lives outside the combined area of the North Atlantic economies, Japan and the four original Asian dragons — that explains the new corporate focus. Increasingly, it is the potential for low-cost innovation in the poor world that can provide goods and services that can be sold everywhere. From telecom to banking to medical supplies, companies are finding business processes and products in the poor world that they can apply and sell everywhere.

‘. . . From the perspective of developing nations, the question of talent takes on a different hue. There is a growing consensus among development economists that the key driver of China’s stellar success in the past 20 years has not been government policy (however effective it may have been) or the technocratic skills of its public-sector managers (though they are certainly impressive). It is that for two generations — going back to the dark, autarkic days of Maoism — China has educated its women. China would not have been able to become the workshop of the world if its factory workers, mainly girls and women, did not have the literacy and numeracy essential to perform assembly tasks. If there is one lesson from China that African nations (and ones in South Asia too) need to learn, it is that you cannot build a modern economy if you ignore the innate talents of 50% of your population.’

Fruit, catfish and pigeon pea researchers among 60 African women awarded prestigious agricultural fellowships

 Sixty outstanding women agricultural scientists from 10 African countries this week received 2010 fellowships from African Women in Agricultural Research and Development (AWARD), an initiative of the Gender and Diversity program of the Consultative Group on International Agricultural Research (CGIAR).

In an award ceremony held at the CGIAR World Agroforestry Centre (ICRAF) in Nairobi, Kenya, on 27 July 2010, women scientists from across the continent, including a fruit pathologist, a catfish breeder and a pigeon pea researcher, were recognized and honoured for their contribution to alleviating hunger and poverty in Africa through their agricultural research and innovation.

Over 780 women scientists from 54 institutions competed for this year’s fellowships.

Margaret Lukuyu

One of this year’s winners is Kenyan Margaret Lukuyu, who worked with the International Livestock Research Institute (ILRI) in a Kenya Smallholder Dairy Project that helped raise milk production among the country’s smallholder farmers. Lukuyu’s role in this project, conducted from 1997 to 2005, was to research and promote strategic concentrate feeding regimes that could be easily adopted by Kenya’s many smallholder livestock keepers. This project not only helped better the livelihoods of smallholder dairy farmers in central Kenya but also was instrumental in bringing about national dairy policy reform and increased support for the country’s massive ‘informal milk sector’, which trades in unpasteurized (‘raw’) milk. 

‘I’m excited by the AWARD Fellowship and honoured that my work in improving the dairy sector has been recognized,’ she said. Now working with the Kenya Agricultural Research Institute (KARI), Lukuyu is looking forward to the training and other benefits she will now receive from the AWARD program, including building her leadership qualities, learning how to write grant proposals and to access information, and opportunities to network with other scientists as she embarks on her PhD research.

Esther Kanduma

Esther Kanduma, another 2010 AWARD winner, is a researcher based at the Biosciences eastern and central Africa (BecA)-ILRI hub located within ILRI’s Nairobi laboratories. Kanduma is focusing her PhD studies on using the genetic diversity of the tick Rhipicephalus appendiculatus, which transmits the parasite that causes East Coast fever to livestock, to come up with effective anti-tick vaccines. The award recognized her contribution to ILRI’s East Coast fever vaccine project, which is currently piloting a vaccine in East Africa to protect the region’s cattle herds against this lethal infection. ‘Through the exposure that AWARD fellowships provide, I hope to improve my ability to communicate, to increase my professional visibility and to help build a network of scientists researching tick and tick-borne diseases,’ she said.

Other winners of AWARD 2010 fellowships doing agricultural research at ILRI include Bridgit Muasa and Teddy Amuge.

 Speaking during the ceremony, Vicki Wilde, director of the AWARD program, said: ‘Today we debunked the myth that qualified African women researchers “aren’t out there”—an excuse often used to justify why women aren’t hired or promoted within agricultural research institutions, universities and corporations.’ The AWARD fellowships, she added, show that ‘African women are offering smart and innovative solutions that are relevant to real issues in the continent’.

 Now in its third year, the AWARD program has received over 1600 applications by qualified women scientists from all over Africa. It has awarded over 180 fellowships, with the fellows benefiting from two years of hands-on training in mentoring, partnerships, science skills, and leadership. The fellowships are awarded for intellectual merit, leadership capacity and the potential of a scientist’s research to improve the daily lives of the continent’s millions of women and other smallholder farmers. Through its fellowship program, AWARD works directly to break down traditional barriers to the development of female scientific careers. Such roadblocks include a lack of role models and mentors for aspiring African women agricultural scientists.

Bringing climate change down to earth

The New York Times op-ed columnist Thomas Friedman addresses an interesting ‘disconnect’ in America in his column this week (Want the good news first?, 27 July 2010).

”The [US] Senate’s failure to act [on climate change] is a result of many factors, but one is that the climate-energy policy debate got disconnected from average people. We need less talk about “climate” and more about how conservation saves money, renewable energy creates jobs, restoring the gulf’s marshes sustains fishermen and preserving the rainforest helps poor people. Said Glenn Prickett, vice president at the Nature Conservancy: “We have to take climate change out of the atmosphere, bring it down to earth and show how it matters in people’s everyday lives.”

Some of those working to help farmers and herders in poor countries build sustainable agricultural systems and adapt to climate change have a similar message.

Funding for climate change research in developing countries, which are expected to be hit hardest by global warming, has increased dramatically in recent years, while funding for much traditional agricultural research for development has remained stagnant. Even so, scientists working at the cross-section of agricultural development and climate change say that there is not a lot in their research portfolios that is new because of the injection of new climate change funding. Rather, much of the new funding is allowing them to expand and refine decades of research on sustainable development of smallholder agriculture.

The two billion small-scale farmers and herders these agricultural scientists serve are, after all, already among the world’s foremost experts in climate change. They and their farming ancestors have managed to wrest food and livelihoods from changing tropical landscapes since the dawn of agriculture. No one has to tell them how climate change ‘matters in people’s everyday lives’.

Conserving rainforests, wetlands and other natural resources; restoring rangelands and farmlands into productive use; exploiting renewable energy, saving money and creating jobs; helping people build livelihoods that are sustainable over the long term–these are not new ideas. People have been working in these areas for decades. The hope of many agricultural research-for-development scientists is that the intellectual as well as financial spillovers from the current world focus interest on climate change will allow them to pursue these topics more vigorously; to connect to more, and more diverse, experts; to get more refined data on developing-countries; to make faster advances in their disciplines; and to help more people escape poverty, hunger and environmental degradation.

Les experts avertissent que la disparition rapide du bétail indigène de l’Afrique menace l’approvisionnement alimentaire du continent

D’ « anciennes » espèces bovines d’Afrique de l’Ouest, résistantes aux maladies, figurent parmi les races qui risquent de disparaître parce que le bétail importé est en train de supplanter un précieux cheptel indigène.

Une action urgente est indispensable pour arrêter la perte rapide et alarmante de la diversité génétique du bétail africain qui apporte nourriture et revenus à 70 % des Africains ruraux et constitue un véritable trésor d’animaux résistants à la sécheresse et aux maladies. C’est ce que dit une analyse présentée aujourd’hui à une importante réunion de scientifiques africains et d’experts du développement.

Les experts de l’Institut international de recherche sur l’élevage (ILRI) ont expliqué aux chercheurs réunis pour la cinquième Semaine africaine des sciences agricoles (www.faraweek.org), accueillie par le Forum pour la recherche agricole en Afrique (FARA), que des investissements sont indispensables aujourd’hui même pour intensifier, en particulier en Afrique de l’Ouest, les efforts d’identification et de préservation des caractères uniques de la riche variété de bétail bovin, ovin, caprin, et porcin, qui s’est développée au long de plusieurs millénaires sur le continent et qui est aujourd’hui menacée. Ces experts expliquent que la perte de la diversité du bétail en Afrique fait partie de « l’effondrement » mondiale du cheptel. Selon l’Organisation des Nations Unies pour l’alimentation et l’agriculture, près de 20 % des 7 616 races de bétail existant dans le monde sont aujourd’hui considérées comme à risque.

« L’élevage africain est un des plus robustes au monde, et pourtant nous assistons aujourd’hui à une dilution, si pas une perte totale, de la diversité génétique de nombreuses races, » dit Abdou Fall, chef du projet diversité animale de l’ILRI pour l’Afrique de l’Ouest. « Mais aujourd’hui, nous avons les outils nécessaires pour identifier les caractéres de grande valeur du bétail africain indigène, une information qui peut être cruciale pour maintenir, voire augmenter la productivité de l’exploitation agricole africaine. »

M. Fall décrit les différentes menaces qui pèsent sur la viabilité à long terme de la production de bétail en Afrique. Ces menaces comprennent une dégradation du paysage et le croissement avec des races « exotiques » importées d’Europe, d’Asie et d’Amérique.

Par exemple, on assiste à un croisement sur une très large échelle de races des zones sahéliennes d’Afrique de l’Ouest et susceptibles aux maladies avec des races adaptées aux régions subhumides, comme le sud du Mali, et qui ont une résistance naturelle à la trypanosomiase.

La trypanosomiase tue entre trois et sept millions de tètes de bétail chaque année et son coût pour les exploitants agricoles se chiffre en milliards de dollars, lorsqu’on prend en compte, par exemple, les pertes de production de lait et de viande, et les coûts de médicaments et prophylactiques nécessaires au traitement ou à la prévention des maladies. Bien que le croisement puisse offrir des avantages à court terme, comme une amélioration de la production de viande et de lait ou une plus grande puissance de trait, il peut également faire disparaître des caractères très précieux qui sont le résultat de milliers d’années de sélection naturelle.

Les experts de l’ILRI déploient à l’heure actuelle des efforts importants en faveur d’une campagne visant à maîtriser le développement d’une résistance aux médicaments chez les parasites qui provoquent la trypanosomiase. Mais ils reconnaissent aussi que des races dotées d’une résistance naturelle à cette maladie offre une meilleure solution à long terme.

Ces races comprennent les bovins sans bosse et à courtes cornes de l’Afrique de l’Ouest et du Centre, qui ont vécu dans cette région avec ces parasites pendant des millions d’années et ont ainsi acquis une résistance naturelle à de nombreuses maladies, y compris la trypanosomiase, propagée par la mouche tsétsé, et les maladies transmises par les tiques. De plus, ces animaux robustes sont capables de résister à des climats rudes. Mais les races à courtes cornes et à longues cornes ont un désavantage : elles ne sont pas aussi productives que les races européennes. Malgré ce désavantage, la disparition de ces races aurait des conséquences graves pour la productivité future du bétail africain.

« Nous avons observé que les races indigènes sans bosse et à courtes cornes d’Afrique de l’Ouest et du Centre font l’objet d’un abatage aveugle et d’un manque d’attention aux bonne pratique d’élevage, et risquent ainsi de disparaître,» explique Fall. « Il faut qu’au minimum nous préservions ces races soit dans le contexte de l’exploitation, soit dans des banques de gènes : leurs caractéristiques génétiques pourraient en effet s’avérer décisives dans la lutte contre le trypanosomiase, et leur robustesse pourrait être un atout essentiel pour des exploitants agricoles qui auront à s’adapter au changement climatique. »

Le Kuri aux grandes cornes bulbeuses du Sud Tchad et du Nord-est du Nigéria fait partie des bovins africains à risques. Non seulement il ne se laisse pas déranger par les piqûres d’insecte mais il est également un excellent nageur, vu qu’il s’est développé dans la région du lac Tchad, et est idéalement adapté aux conditions humides dans des climats très chauds.

Les actions de l’ILRI en faveur de la préservation du bétail africain indigène s’inscrivent dans un effort plus large visant à améliorer la productivité de l’exploitation agricole africaine au travers de ce qu’on appelle la « génomique du paysage ». Cette dernière implique entre autre chose, le séquençage des génomes de différentes variétés de bétail provenant de plusieurs régions, et la recherche des signatures génétiques associées à leur adaptation à un environnement particulier.

Les experts de l’ILRI considèrent la génomique du paysage comme étant particulièrement importante vu l’accélération du changement climatique qui impose à l’éleveur de répondre toujours plus rapidement et avec l’expertise voulue à l’évolution des conditions de terrain. Mais ils soulignent qu’en Afrique en particulier, la capacité des éleveurs à s’adapter aux nouveaux climats va dépendre directement de la richesse du continent en termes de diversité de son cheptel indigène.

« Nous assistons trop souvent à des efforts qui visent à améliorer la productivité du bétail dans la ferme africaine en supplantant le cheptel indigène par des animaux importés qui à long terme s’avéreront mal adaptés aux conditions locales et vont demander un niveau d’attention simplement trop onéreux pour la plus part des petits exploitants agricoles, » dit Carlos Seré, Directeur général de l’ILRI. « Les communautés d’éleveurs marginalisées ont avant tout besoin d’investissement en génétique et en génomique qui leur permettront d’accroitre la productivité de leur cheptel africain, car ce dernier reste le mieux adapté à leurs environnements. »

M. Seré souligne la nécessité de nouvelles politiques qui encouragent les éleveurs et les petits exploitants agricoles africains à conserver les races locales plutôt que de les remplacer des animaux importés. Ces politiques, dit-il, devraient comprendre des programmes d’élevage centrés sur la l’amélioration de la productivité du cheptel indigène comme alternative à l’importation d’animaux.

Steve Kemp, qui dirige l’équipe de génétique et de génomique de l’ILRI, ajoute que les mesures de conservation en exploitation doivent également s’accompagner d’investissements en faveur de la préservation de la diversité qui permettront de geler le sperme et les embryons. On ne peut en effet exiger du seul exploitant agricole qu’il renonce à une augmentation de la productivité au nom de la conservation de la diversité.

« Nous ne pouvons pas attendre de l’exploitant qu’il sacrifie son revenu avec pour seul objectif de préserver le potentiel de diversité, » explique M. Kemp. « Nous savons que la diversité est essentielle pour relever les défis auxquels l’exploitant africain est confronté, mais les caractéres de grande valeur qui seront importants pour l’avenir ne sont pas toujours évidents dans l’immédiat. »

Experts warn rapid losses of Africa’s native livestock threaten continent’s food supply

Urgent action is needed to stop the rapid and alarming loss of genetic diversity of African livestock that provide food and income to 70 percent of rural Africans and include a treasure-trove of drought- and disease-resistant animals, according to a new analysis presented today at a major gathering of African scientists and development experts.

Experts from the International Livestock Research Institute (ILRI) told researchers at the 5th African Agriculture Science Week (www.faraweek.org), hosted by the Forum for Agricultural Research in Africa (FARA), that investments are needed now to expand efforts to identify and preserve the unique traits, particularly in West Africa, of the continent's rich array of cattle, sheep, goats and pigs developed over several millennia but now under siege. They said the loss of livestock diversity in Africa is part of a global 'livestock meltdown'. According to the United Nations Food and Agriculture Organization, some 20 percent of the world's 7616 livestock breeds are now viewed as at risk.

'Africa's livestock are among the most resilient in the world yet we are seeing the genetic diversity of many breeds being either diluted or lost entirely', said Abdou Fall, leader of ILRI's livestock diversity project for West Africa. 'But today we have the tools available to identify valuable traits in indigenous African livestock, information that can be crucial to maintaining and increasing productivity on African farms.'

Fall described a variety of pressures threatening the long-term viability of livestock production in Africa. These forces include landscape degradation and cross-breeding with 'exotic' breeds imported from Europe, Asia and the America.

For example, disease-susceptible breeds from West Africa's Sahel zone are being cross-bred in large scale with breeds adapted to sub-humid regions, like southern Mali, that have a natural resistance to trypanosomosis.

Trypanosomosis kills an estimated three to seven million cattle each year and costs farmers billions of dollars each year in, for example, lost milk and meat production and the costs of medicines and prophylactics needed to treat or prevent the disease. While cross-breeding may offer short-term benefits, such as improved meat and milk production and greater draft power, it could also cause the disappearance of valuable traits developed over thousands of years of natural selection.

ILRI specialists are in the midst of a major campaign to control development of drug resistance in the parasites that cause this disease but also have recognized that breeds endowed with a natural ability to survive the illness could offer a better long-term solution.

The breeds include humpless shorthorn and longhorn cattle of West and Central Africa that have evolved in this region along with its parasites for thousands of years and therefore have evolved ways to survive many diseases, including trypanosomosis, which is spread by tsetse flies, and also tick-borne diseases. Moreover, these hardy animals have the ability to withstand harsh climates. Despite their drawbacks—the shorthorn and longhorn breeds are not as productive as their European counterparts—their loss would be a major blow to the future of African livestock productivity.

'We have seen in the short-horn humpless breeds native to West and Central African indiscriminate slaughter and an inattention to careful breeding that has put them on a path to extinction', Fall said . 'We must at the very least preserve these breeds either on the farm or in livestock genebanks because their genetic traits could be decisive in the fight against trypanosomosis, while their hardiness could be enormously valuable to farmers trying to adapt to climate change.'

Other African cattle breeds at risk include the Kuri cattle of southern Chad and northeastern Nigeria. The large bulbous-horned Kuri, in addition to being unfazed by insect bites, are excellent swimmers, having evolved in the Lake Chad region, and are ideally suited to wet conditions in very hot climates.

ILRI's push to preserve Africa's indigenous livestock is part of a broader effort to improve productivity on African farms through what is known as 'landscape genomics'. Landscape genomics involves, among other things, sequencing the genomes of different livestock varieties from many regions and looking for the genetic signatures associated with their suitability to a particular environment.

ILRI experts see landscape genomics as particularly important as climate change accelerates, requiring animal breeders to respond every more quickly and expertly to shifting conditions on the ground. But they caution that in Africa in particular the ability of farmers and herders to adapt to new climates depends directly on the continent's wealth of native livestock diversity.

'What we see too often is an effort to improve livestock productivity on African farms by supplanting indigenous breeds with imported animals that over the long-term will prove a poor match for local conditions and require a level of attention that is simply too costly for most smallholder farmers', said Carlos Seré, ILRI's Director General. 'What marginalized livestock-keeping communities need are investments in genetics and genomics that allow them to boost productivity with their African animals, which are best suited to their environments.'

Seré said new polices also are needed that encourage African pastoralist herders and smallholder farmers to continue maintaining their local breeds rather than abandoning them for imported animals. Such policies, he said, should include breeding programs that focus on improving the productivity of indigenous livestock as an alternative to importing animals.

Steve Kemp, who heads ILRI's genetics and genomics team, added that in addition to conservation on the farm, there must also be investments in preserving diversity by freezing sperm and embryos because farmers cannot be asked to forgo productivity increases solely in the name of diversity conservation.

'We cannot expect farmers to sacrifice their income just to preserve the future potential of diversity', Kemp said. 'We know that diversity is critical to dealing with the challenges that confront African farmers, but the valuable traits that may be important in the future are not always immediately obvious.'

Kemp called for a new approach to measuring the characteristics of livestock genetic resources. Today, he said, these estimates focus mainly on such things as the value of meat, milk, eggs and wool and do not include qualities that can be of equal or even greater importance to livestock keepers in Africa and other developing regions. These attributes include the ability of an animal to pull a plough, provide fertilizer, serve as a walking bank or savings account, and act as an effective form of insurance against crop loss.

But associating this wider array of attributes with an animal's DNA requires new ways of exploring and understanding livestock characteristics in a region where there is so much diversity in so many different environments.

'The tools are available to do this now, but we need the will, the imagination and the resources before it is too late', Kemp said.

ILRI hosts Ethiopia workshop on index-based livestock insurance

Researchers call for regional approaches to deal with high food prices

Researchers in eastern and southern Africa are calling for a new regional and integrated approach to address high food prices associated with global food shortages. They are doing this to help prevent a repeat of the global high food price crisis of three years ago.

Under the leadership of the Association for Strengthening Agriculture Research in Eastern and Central Africa (ASARECA), a regional body that seeks to transform agriculture and improve livelihoods, a team of researchers from key national, regional and international organizations in eastern and southern Africa (ESA) have determined that a ‘regionally coordinated response . . .  is potentially more effective in responding to the food price crisis than individual country responses.’

This is one of the key findings from a 2009 study that investigated food-price changes in the national and regional markets in eastern and southern Africa, which would provide an ‘evidence base for effective policy action.’

Joseph Karugia led a core team of researchers who were coordinated by the Regional Strategic Analysis and Knowledge Support System-East and Central Africa (ReSAKSS-EA), which is based in Nairobi, Kenya, at the International Livestock Research Institute (ILRI). Karugia says that ‘Regional blocks can become effective avenues for policy creation and implementation because they offer a much wider and stronger platform to address the challenges posed by the global food price crisis and to exploit the opportunities that high food prices may offer.’

Between 2007 and 2008, most countries in the region (and across the globe) experienced a rise in food prices that threatened the livelihoods of many of the region’s poor. Causes of the rise in prices were attributed to rising incomes and growing uses of food grains for bio-fuel production and animal feeds. In addition, an increasing world population and urbanization, coupled with high agricultural input prices, reduced world stocks of food staples and exports. Declining agricultural resources also contributed to the low supply of food.

Unlike past food-price spikes, such as those in the mid-1990s, where only a few commodities were affected, the recent rise in prices saw substantial increases in the price of the world’s key cereals, oilseeds and dairy and meat products.

For resource-poor farmers and consumers in Africa, high prices translated into higher costs of living occasioned by the increase in the prices of basic foods and staples such as maize, rice and wheat. Prices of different foods across many countries in the region went up by between 11 and 50 per cent between March 2007 and March 2008.

In the wake of the crisis, ASARECA brought a team of key researchers together in a study to find out ‘the magnitude and implications of food prices’ in the region. ‘One of our key aims was to come up with practical short-, medium- and long-term options for governments and other stakeholders for addressing the problem posed by the crisis,’ Karugia says.

The researchers analyzed trends and outlooks in individual countries as well as the region and presented evidence about the regional food situation. They also explored connections between high domestic food prices in this period and global food prices and examined regional and national dimensions of food-price increases and how they related to food security in the region.

From the study findings, presented in a paper, ‘Responding to the food crisis in eastern and southern Africa: policy options for national and regional action’, researchers argue that the considerable scope offered by regional blocks such as the East Africa Community (EAC), the Common Market for East and Southern Africa (COMESA), and the Southern Africa Development Community (SADC) provides an opportunity to create and implement regional policies and strategies to improve food production, distribution and availability in ways that individual countries could not handle alone.

The findings of this research suggest that new ways of approaching food distribution can improve food security in the region by for example, enabling improved regional trade that would allow easier movement of foods, especially ‘non-tradeable’ commodities such as bananas, shipped from countries where they are readily available to countries where consumers face food shortages. This model of food distribution could effectively deal with challenges that result from failure of staple crops such as maize. This way, the report says ‘the income effect of rising food prices could be dampened if it is relatively easy for the household to substitute one staple food whose price is already rising with a cheaper food product that is nutritious and as easy to handle as the previous one.’

Findings from this study provide thought-provoking perspectives useful to policymakers and governments in managing the frequent food crises in the region.

The findings highlight the important role of regional trade, Domestic food prices are, to a large extent, determined by local and regional demand-and-supply conditions; if policies on informal trade were improved, this region’s food security would also improve. The researchers note that an inability of households to find alternative cheaper nutritious foods would lead to ‘lower resource allocation towards non-food items’. This would then affect other sectors, such as education, health care and water and sanitation, with the ‘eventual deterioration of human capital and overall household welfare.’

Although rising food prices are contributing to food price inflation, the researchers note that the domestic markets in the ESA region are resilient and are not always directly affected by global events. Arguing that the best way to address the food price crisis is to do so regionally, they say policies should aim to ‘increase household purchasing power, have no negative impact on food supply response and should not reduce income of poor food sellers.’

This study calls for paying renewed attention to the agricultural sector, which is essential for improving production. It also notes that high food prices provide incentives to the private sector to invest in the agricultural sector. However, productivity increases will require significant and sustained investments in agricultural research and extension, as well as development of agricultural and general infrastructure along with credit and risk-management instruments.

Livestock: ‘Polluters of the Planet’ or ‘Pathways out of Poverty’? A public debate

Two development experts recently debated the ‘public goods’ and ‘bads’ of global livestock production. They debated the question, ‘Should we eat less meat to increase food security’, in a ‘Spat’ column in the current (June 2010) issue of People and Science, published by the British Science Association.

Arguing ‘no’ (with reservations) is John McDermott, a Canadian veterinary epidemiologist who serves the Africa-based International Livestock Research Institute (ILRI) as Deputy Director General for Research. Arguing ‘yes’ (also with reservations) is Vicki Hird, a Senior Food Campaigner at Friends of the Earth, a UK-based environmental non-governmental organization.

The missions of both ILRI and Friends of the Earth have much in common. Both organizations, for example, are investigating ways to reduce climate change. And both want to manage natural resources in ways that conserve as much land, water, biodiversity and air as possible, with everyone getting a ‘fair share’ of those resources.

But when it comes to their views on livestock — as to whether cows, sheep, goats, pigs and other farm animals do more good than bad, or more bad than good, for people and their environments — each of these development experts sees livestock from a different perspective.

For Hird, who lives in Europe — where environmental concerns are major issues, and where the public embraces environmental causes and activism — livestock are largely ‘polluters of the planet’.

For McDermott, who lives in East Africa — where people’s greatest concerns are getting a job, putting food on the table and paying school and medical fees, a region where development concerns take centre stage — livestock represent ‘pathways out of poverty’.

As one might expect, Hird takes a ‘global’ and ‘environmental’ view of the impacts of livestock production, focusing on the inhumane industrial ‘factory farms’ of industrialized countries, the over-consumption of fatty meat by the rich, and the rape of South American forests to make room for cattle, sheep and goat ranches or for growing soy to feed pigs in Europe. Additionally, there is a growing push for sustainable practices, such as installing solar panels for factory operations, to reduce the carbon footprint of such industries. McDermott, also as one might expect, takes the perspective of the world’s 450 million small farmers, who raise their animals on grass and crop wastes rather than grain, whose children don’t yet eat enough meat, milk and eggs, and whose livelihoods depend directly on the natural resources they have at hand.

Both of these development experts, perhaps surprisingly, also agree on quite a lot when it comes to livestock. They agree that factory farming practices are becoming more and more unsustainable as well as inhumane; they agree that most people in rich countries would profit from eating less fatty meats; they agree that South America’s forests should not be felled so that rich people can eat more pigmeat; and they agree that finding more sustainable as well as equitable ways of producing livestock is in the general public interest.

What the debate focuses on, then, is not so much what to do but how to do it. And, as we shall see, on how long that should take.

McDermott argues for giving small farmers ‘incentives’, for example, to redistribute livestock herds or to intensify their crop-plus-livestock farming systems in ways that make more efficient use of natural resources.

Hird argues for more regulation of the livestock industry in richer countries in areas such as farm subsidies and taxation, and for raising awareness of the major environmental, social and health problems that livestock systems can cause so as to change public (meat-eating) behaviour.

McDermott thinks our biggest job is ‘to close the selective-evidence divide on both sides of the debate’ by getting more evidence in key areas; some industrial practices, he points out, make ‘very efficient’ uses of environmental resources. To come up with equitable policies in the global livestock sector, McDermott argues, will require better assessments — and at much more local levels — of the differing socio-economic as well as environmental trade-offs of those policies. ‘Before taking broad action’, he says, ‘we should use the best available knowledge to design and test interventions in pilot studies’.

Hird is impatient ‘to wait for a perfect evidence base’ before acting and says they have ‘presented a Sustainable Livestock Bill in Parliament to kick start the dialogue on vital UK action’.

In brief, Hird appears most interested in quickly getting to ‘less’ livestock intensive production’ and McDermott in developing long-term ‘smarter’ livestock intensive production’.

In a new 2-minute filmed interview on the ‘goods’ and ‘bads’ of livestock by the International Livestock Research Institute (ILRI), scientists Phil Thornton, of ILRI, and Andy Jarvis, of the International Centre for Tropical Agriculture (CIAT), in Colombia, give their views on whether giving up eating meat altogether would help to save the environment. They describe the importance of livestock to the livelihoods of one billion of the world’s poor and caution that removing livestock from the environment would have its own effects. These scientists shared their views during the launch of a new initiative by the Consultative Group on International Agricultural Research (CGIAR) called ‘Climate Change, Agriculture and Food Security.’

Three ways to tackle Napier grass diseases in East Africa

An ASARECA-funded Napier grass smut and stunt resistance project held its final workshop on 2 and 3 June 2010 at the International Livestock Research Institute (ILRI), in Addis Ababa, Ethiopia. It gathered 30 participants from Kenya, Tanzania, Uganda, UK, and Ethiopia.

During the workshop, participants shared three main ways to tackle these diseases that attack an important feed for cattle: One is to identify alternative forage species. The second is to raise awareness of the disease and better management methods among farmers. The third is to control the vectors causing the diseases or to breed disease-resistant grasses.

It all started in 2007, when ASARECA – the Association for Strengthening Agricultural Research in Eastern and Central Africa, the International Livestock Research Institute, Rothamsted Research, Kenya Agriculture Research Institute, National Agricultural Research Organisation (Uganda) and the National Biological Control Programme (Tanzania) launched a three year project to examine the problems.

The project brought together scientists from national and international institutes to find ways to halt the spread of the diseases that affect Napier grass – an important feed source for dairy cattle in the region.

The project aimed to determine the extent of the disease problem in areas where smallholder dairy is important, to collect Napier grass clones that farmers select as more resistant to the diseases and to identify best management practices used by farmers to reduce the impact of the diseases.

With the vision and financial support of ASARECA, this project has characterized Napier grass clones, developed diagnostic techniques for use in the region, and formed local partnerships to share information and management practices.

During the two day meeting, participants set out different approaches to fight the disease. One is to identify other alternative forage species.

“Before we were growing Guatemala grass, says Peter Ddaki, workshop participant and farmer in Kitenga, Uganda. It was less tasty and hard to cut but we could go back to it because if this disease is not fought, we go to poverty”. “It is true violence to me”, he adds. “From my cows, I have three things: urine, milk and manure. Well, they have all reduced. My suggestion to researchers is to think about Guatemala grass or other forages in case Napier grass dies away.”

Jolly Kabirizi, senior researcher at the National Livestock Resources Research Institute (NaLIRRI) and project partner from Uganda is one of several researchers in the region looking more closely at other forages, such as the Brachiaria hybrid cv Mulato, and investigating feeding with crop residues. Jean Hanson, ILRI Forage diversity team leader, explains: “In this project we made the choice to focus on Napier grass and looked for a disease resistant variety of the same species because it is very difficult to find anything as productive as Napier and for farmers to change to other grasses for cut and carry systems. Guatemala grass does not have the same palatability as Napier grass, and Brachiara Mulato produces less biomass. We also carried on with research on Napier because its dissemination with cuttings is much easier than with the other grasses.”

Another approach is to raise awareness among farmers. Presentations showed that in the districts where the diseases were studied, over 80% of the farmers are now aware of the disease symptoms and adopt recommended best management practices. The incidence and severity of stunt especially, is really dropping (decline of 20 to 40% in Uganda and Kenya, more in Tanzania where it is an emerging disease) even though there is still a need to raise awareness to avoid spreading the disease. As Peter Ddaki puts it “don’t leave supervision of your garden to children or people who don’t know about the disease; use clean material when planting, or stunt will wipe out your entire crop.”

In Uganda, manure application seems to be the most effective control measure as it reduces Napier stunt incidence but also improves fodder yield. Similarly, in Tanzania and Kenya, a critical research area is the development of Integrated Pest Management.

A third approach is to look at the causes of the diseases and find ways to control the vectors or to breed disease-resistant grasses. Scientists from the International Centre of Insect Physiology and Ecology (ICIPE), Charles Midega and Evans Obura explained the importance of analyzing the biology of the disease and its vector. “Kenya is so far the only country where we identified a leafhopper vector (Maiestas (=Recilia) banda) transmitting Napier stunt disease”, says Evans Obura, Doctoral research fellow with ICIPE, “there could be other insects. We are at the moment working on identifying a phytoplasma (cause of the disease) resistant Napier grass cultivar and also studying the genetic diversity of Recilia banda in eastern Africa.”

But as Charles Midega pointed out: “if the resistant variety has high levels of resistance to the vector, where will the vector move to in the future? Food crops? And will food crops such as maize and millet be susceptible to phytoplasma?” This scary thought triggered numerous comments in the discussions.

On a positive note, Margaret Mulaa, senior researcher at the Kenya Agricultural Research Institute (KARI), has identified 28 clones that are not showing symptoms and appear disease resistant in the field in an area of high stunt incidence. These still need to be tested by farmers to confirm their yields and disease resistance before further distribution.

Fishbowl session at the Napier Grass diseases workshop Besides presentations, the workshop used participatory methods such as Fish Bowls and World cafes to encourage discussions. Facilitated with brio by Julius Nyangaga and Nadia Manning-Thomas, these lively sessions were sometimes new to participants and much appreciated. They particularly helped the project team interact with decision makers and regional stakeholders.

It was clear from the group discussions that the project created awareness, trained scientists, mentored graduate students, plus identified materials and set up efficient networks.

Alexandra Jorge, Coordinator of the Global Public Goods Project, commented on the progress made in the three year project: “It is amazing to see the amount of knowledge people have accumulated when you compare the first meeting I attended in 2007 and this one! I also notice the ownership and commitment participants feel about their work” and she adds “I was impressed with how much people involved did at all levels in only three years…”

In her closing remarks, Sarah Mubiru from ASARECA shared a story illustrating the power of collaboration: In her story, a man brought to God asks to see Hell and Heaven. In Hell, people have bowls of soup but spoons that are too long to drink with or eat from. In Heaven, people with the same bowls and long spoons feed each other. The first results in chaos, the second in harmony.

She said that ASARECA similarly prides itself on its partnerships, carrying out fruitful partner-based research that improves livelihoods. ASARECA funds projects that “work locally” and have regional impact through linkages and dissemination.

She concluded that this project has achieved that goal with strong national teams addressing local issues, working together across the region to support each other and using the website to make the project results available world wide.

These sentiments were reflected by ILRI Theme Director Shirley Tarawali: “The strong collaborative nature of this project will hopefully last after the end of the project”.

New film shows how herders and farmers were affected by the recent East African drought

A new film by the International Livestock Research Institute (ILRI) shares the experiences of Kenyan herders and farmers who were affected by the 2008-2009 East African drought. The film documents the stories of Maasai herders in Kitengela who lost nearly half of their livestock to the drought and disease and how this led some to seek alternative livelihood sources to cope. The film also shares the story  of a farmer in Kitui district whose  experience of the drought, which is shared by other farmers and livestock keepers  in the drought-prone district, shows how the poor continually face threats to their livelihoods as a result of changes in climate.
