The common practice of pig-rearing in northeast India would profit from better breeding and feeding programs and greater involvement of women

Livestock researchers are recommending improved feeding systems, better coordinated breeding and more involvement of women to increase pig production in poor communities of northeastern India.

In a paper on the pig sector in northeast India, a group including Iain Wright, who leads and coordinates research by the Africa-based International Livestock Research Institute (ILRI) in Asia, provides detailed analysis of the pig sub-sector in the states of Assam and Nagaland and key recommendations to improve the sub-sector’s productivity and its benefits to farmers. The paper also provides the first systematic review of the pig value chain in the region.

India’s northeastern region has over 3 million pigs, which is about one-quarter of the country’s pig population. Most of the tribal peoples who live in this remote region rely on raising pigs to sustain their mixed farming systems. Farmers here who can take advantage of a growing demand for pork and related products in the region—a rising demand brought about by urbanization and a rising middle class—will be able to increase their incomes from their animal enterprises and escape poverty in one of India’s poorest areas.

The paper notes, however, that the region’s pig sub-sector faces many problems that keep farmers from exploiting the great potential it offers. These challenges include a largely unstructured pig sub-sector, low-producing breeds, insufficient feed resources and little animal health care services. In addition, the infrastructure available for slaughtering pigs and selling pork meat is inadequate, compromising food safety and putting public health at risk.

Following field surveys carried out over several months in 2006 and 2007, researchers are recommending that the region’s pig producers adopt better feeding and management methods, including better use of local feeds and cross-bred pigs. In addition to these traditional approaches to improved livestock production, the researchers are also recommending that more women, who already provide most of the labour in pig rearing at the household level, become much more involved in pig development programs.

These findings are reported in a paper presented in July 2010 at a symposium in Hanoi, Vietnam. The authors also recommend using current venues for pig slaughtering as main entry points for interventions made to increase food safety in the region’s pork supply chain.

The researchers commend on-going efforts by government and donor agencies to create programs that support the pig sub-sector. These efforts include supplying research information, improving breeding stock, and provision of extension services and credit, which are encouraging people to take up pig rearing and introducing better breeds to farmers.

The authors say that breeders should be encouraged to include the region’s indigenous ‘large black’ pig, a breed preferred by most producers, in their breeding programs. Consumer preferences should be studied and built on, the report says, and a planning and coordination group should be established to oversee policies and programs for the region’s pig sub-sector.

‘Some of these recommendations are already being tested or implemented in ongoing work by ILRI and its partners,’ says Wright, ‘but much more can be done to help this region’s millions of smallholder pig-keepers climb out of poverty—and do so on the backs of their backyard pigs.’

Small-scale traders in ‘clean milk’ strengthen the milk value chain in urban India

Small- and medium-scale milk traders—not big or even small grocery stores—are what links most dairy farmers and consumers in Guwahati, the capital of Assam. Milk and milk products make up a large part of the most nourishing foods available to millions of poor people in this remote, poverty-stricken state of northeastern India. To promote the business of ‘clean milk’ among smaller scale traders, researchers recently trained more than 90 dealers in improved milk handling technique.

For three weeks this July 2010, courses were conducted on clean and hygienic milk handling and distribution for milk traders and vendors. Participants were trained in such specifics as the causes of milk spoilage and disease, hygienic milk handling and transportation, how to conduct tests for milk quality, and ways to ensure milk containers used in all processes of milk handling are sanitized.

The course trainers and materials were provided by staff of the International Livestock Research Institute (ILRI), who are working to educate and skill up relatively informal milk traders in the production and sales of clean milk and milk products. The benefits of this training are many, including not only cleaner, hygienically handled, milk, but also more milk sales, greater customer satisfaction and improved community health.

The trainings are part of a series that will reach more than 300 traders who collect and sell milk on the outskirts of Guwahati. The five modules that make up each training course are being delivered in 12 batches through October 2010.

Led by the Directorate of Dairy Development in Assam, the training program is supported by the Assam Agricultural Competitiveness Project under an initiative of the Joint Coordination & Monitoring Committee, which is bringing together organizations such as Dairy Development, the Veterinary Department, the public health departments in Assam, the Guwahati Municipal Corporation, the Assam Rural Infrastructure & Agricultural Services Society, and ILRI.

ILRI’s participation in this initiative is part of a project, ‘Improvement of the traditional dairy value chains in Assam’, partly funded by the UK Department for International Development’s Research-into-Use program. The project aims to increase demand for locally produced, good-quality milk in Assam and the capacity to supply it. Project members are supporting agents involved in the entire peri-urban traditional dairy value chain, from production, to distribution to the sales of safe, high-quality milk and dairy products.

ILRI has helped the Directorate of Dairy Development to mobilize Assamese dairy producers, suppliers and processors in the traditional sector as well as policymakers to improve the quality of milk delivered to consumers and to strengthen the dairy sector in general. ILRI is a member of a team strengthening the capacity of the local milk producer & milk traders/vendors association and will work with the Directorate of Dairy Development on a Joint Coordination and Monitoring Committee to monitor the ways that the lessons imparted to the milk traders are implemented and adapted.

Asif Bin Qutub, a project coordinator with ILRI in India and one of the trainers in this course, said that: ‘This training addresses trader needs identified after a baseline survey conducted by ILRI showed that most of the traders had lost potential customers as a result of selling inferior milk due to not following proper milk handling procedures.’

‘The training aims to address other issues as well,’ Qutub said. ‘It provides dealers with information on milk prices and good business practices—information likely to motivate them to improve the quality of the milk they supply to their customers.’

Those trained said their newly acquired knowledge would help them as well as farmers to increase their milk sales, and at higher prices, to reduce their losses from spoilage, and to protect their health and that of their families. They also mentioned that they looked forward to gaining greater approval for their businesses as well as new opportunities.

Sagar Dhakal, vice president of Guwahati’s Milk Suppliers Association, said he and his colleagues had agreed to keep the training materials on display in their offices and to share their training more widely with others in the business.

Those participating in the courses will receive certificates from Assam’s Directorate of Dairy Development and Joint Coordination and Monitoring Committee.

Indian dairy is big dairy – and it’s all done by small producers

A recent article in the Economist — ‘Indian policymakers should see agriculture as a source of growth, not votes’ — in its 13-19 Mar 2010 issue states that: ‘Indian agriculture has performed so poorly largely because governments have treated it as a source of votes rather than as an engine of growth. . . . India’s government still fixes prices and subsidises inputs, when public money would be far better spent on infrastructure and research. . . . India needs to stop seeing agriculture as a problem to be nursed and start thinking of it as an opportunity to be grasped. . . . India is already an agricultural force in some crops. It is the second-biggest exporter of cotton and was a net exporter of cereals for a decade after 1995 . . . .’

What the Economist article omits to mention is that India nearly a decade ago (2001) became the world’s biggest milk producer. Remarkably, almost all of that milk is produced by some 40 million households keeping just a few cows or buffaloes on small plots of land. Those households are, indeed, an opportunity to be realized.

Climate experts gather in Nairobi to seek ‘transformative’ solutions for feeding a growing and warming world

The livelihoods of many of the world’s rural poor are increasingly threatened by climate change. Most of these livelihoods are dependent on farming, fishing and forests. Climate change will affect and worsen the living conditions of people who are already vulnerable and food insecure, especially in developing countries. In the face of what seems an inevitable change, scientists are looking for solutions that will help poor smallholder farmers adapt their agricultural practices to cope with, and mitigate, climate change.

Through a new Climate Change Agriculture and Food Security (CCAFS) initiative, a consortium of the Consultative Group on International Agricultural Research (CGIAR) is seeking innovative approaches to address the emerging threats to global agriculture and food security. CCAFS is a 10-year initiative launched by the CGIAR and the Earth System Science Partnership (ESSP). CCAFS works to diagnose and analyse threats to agriculture and food security, to provide evidence for development of climate change policies and to identify and develop pro-poor adaptation and mitigation practices that will benefit poor farmers and urbanites alike.

In a CCAFS workshop held at the World Agroforesty Centre (ICRAF), in Nairobi, Kenya, on 4 May 2010, scientists and researchers held discussions on ways of ‘building food security in the face of climate change’. Among the key challenges to food security identified by the participants were: lack of a platform by which developing countries could share their experiences in dealing with climate change; weaknesses in presenting lessons from climate change impacts on farming; and inability to implement policies to address climatic risks to developing-country agriculture because of widespread poverty, limited human capital, and poor governance in many poor countries.

According to Achim Steiner, the Executive Director of the United Nations Environment Program (UNEP), ‘Agriculture needs to be understood within the greater context of livelihood sustainability’. Steiner believes the threat of climate change offers opportunities for agricultural development if new innovative ways of enhancing agriculture are explored. For example, agricultural practices that help communities reduce carbon emissions should be considered. ‘If we can demonstrate that a farming or production system reduces emissions, communities could be paid to develop it for expansion to solve two challenges at the same time. ‘The future of agriculture is not just in increasing production,’ the UNEP head said, ‘but in having working systems that protect the planet and that benefit those who engage in practices that protect the planet and livelihoods of the poor.

Thomas Rosswall, who chairs the CCAFS Steering Committee, noted that the ‘big disconnect [in addressing agricultural production] has been because development and global change have been addressed, researched and funded as unrelated issues’. He said ‘the approach to research needs to change so that it can link the local experiences to global needs while working with the poor to improve agricultural productivity.

Participants of the meeting agreed that ‘transformative solutions’ are needed to address agricultural challenges in the world. These solutions, they agreed, need to work with, not against, nature and they need to address conflicts of interest among farmers, countries and markets. Researchers, they said, need to focus on plant breeding and improving soil fertility. And regional decision-makers need to integrate development and climate-based polices and strategies between countries. In many countries, agricultural productivity is already being linked to climate change. In Africa, for example, an African Bio-Carbon Initiative is working to reduce the impacts of climate change on the continent’s farmers while increasing and sustaining their agricultural production. In India, environmental studies show that climate change is creating opportunities for farmers to increase their vegetable production, and thus their incomes.

According to David Radcliffe, of the European Commission, the CCAFS initiative will build understanding of the problems climate change is causing smallholder tropical farmers and will provide evidence for policies that can reduce these problems. CCAFS will focus on climate hotspots. It will pilot methods to help farmers both adapt to climate change and reduce their production of greenhouse gases, which cause climate change. Both adaptation and mitigation methods, Radcliffe said, will be needed to feed the world’s growing population while using fewer resources.

An anthropologist at large

Arindam Samaddar Arindam Samaddar began working for International Livestock Research Institute in October 2009 and this is his first Annual program meeting. 'I'm very excited, both by the research I'm doing in India, and by the opportunity to meet new colleagues here,' he says. Being an anthropologist, he brings new skills to ILRI. When Arindam was studying for his PhD, he coined the term ‘agricultural anthropology’, and that tells you much about where he's coming from. 'I have always been interested in exploring agricultural development from an anthropological perspective,' he explains. His early research in the state of Bihar looked at the different ways three separate communities – Hindus, Muslims and tribal communities – approached agricultural tasks. Later, for his PhD, he studied the impact of technology adoption on rice cultivators in West Bengal. Two years of teaching at Calcutta University was followed by a spell with the International Maize and Wheat Development Center (CIMMYT), where he worked in partnership with ILRI scientists on the crop-livestock interactions in conservation agriculture systems in Bangladesh and India. Now, he is providing an anthropological perspective to the Cereal Systems Initiative in South Asia (CSISA), which aims to boost the cereal production of some 6 million arable farmers. So what attracted him to ILRI? "Anthropologists try to understand whole systems, they don't look at problems in isolation, and I think ILRI has a similar approach," he says. "ILRI also has a strong focus on poverty eradication, and that's something that appeals to me as well." He's also excited by the idea of getting his hands dirty – metaphorically speaking. “Up to now, I’ve always focused on research, but with this project I'm going to be involved, for the first time, in practical interventions to help improve farmers’ livelihoods."

Re-assessing the fodder problem

Small-scale farmers depend largely on their animals and need to feed them well. However, several factors threaten its supply. Technology based innovations have been the mainstream solution to improve the fodder problem. But making farmers find relevant information and networks appears to be as effective for innovation. An ILRI project looks at the issue from a different point of view and discovered that the problems related to fodder availability have just as much to do with access to knowledge as with access to appropriate technology. Promising technologies not enough on their own to bring about widespread change in livestock systems

In this short video, ILRI’s Alan Duncan introduces the IFAD-funded ‘Fodder Adoption Project’ based at ILRI.

He outlines the approach followed in the project – trying to strike a balance between the technological and institutional angles.

The project helps groups of stakeholders – farmers, private sector, dairy coops, the government – get together in ‘innovation platforms’ where they can develop joint actions that address livestock fodder problems.

Initially the project went with a traditional approach, focusing on technologies. As the process evolved, other issues came in, more actors joined the platforms, and the technologies – growing improved fodder – acted more as a catalyst for people to come together to discuss a wide range of other issues (dairying, health, etc).

Fodder proved to be a useful ‘engine’ for the group to identify a much wider range of issues to address – along the whole value chain.

He explains that this type of work facilitating stakeholder platforms is “not trivial.” But it is essential: “Technology is only one small part of the equation and really a lot of it is about human interactions and how organizations behave.”

He concludes: “We have lots of promising technologies, but in themselves they are not enough to bring about widespread change in livestock systems.”

Innovation network platforms to overcome fodder scarcity

In this short video, Ranjitha Puskur from ILRI shares some lessons emerging from the DFID-funded Fodder Innovation Project.

The project looks at fodder scarcity and how to address it, but from the perspectives of capacities, policies and institutions.

This current second phase of the project, she says, emerged from the realisation that the availability of technologies is not really the limiting factor, policy and institutional factors are the major bottlenecks.

She briefly introduces the innovation systems approach that underpins the project: Essentially, the aim is to form and facilitate a network of different actors in a chain or continuum of knowledge production and its use, mobilizing all their various resources and capacities to address a problem.

What outcomes and changes has she seen?

At the farm level, farmers are changing their livestock feeding and management practices; there is an emerging demand for technologies, inputs and services that, ironically, were earlier promoted without success.

“Farmers are seeing the need for knowledge and can articulate demands to service providers.”

She emphasizes that “getting a network of actors isn’t an easy process, it takes time”. Different organizations with different interests and motives have to be brought around the table to contribute and benefit.

“It needs great facilitation skills and negotiating skills which are not very often core competences of researchers like us.”

Beyond facilitation of this network formation, “we also see that linkages don’t happen automatically” … we need a facilitating or broker organisation to create them.

In her project, they work through key partner organisations: “This works well, but they needed much support and mentoring from us.”

She concludes with two final observations: Policies are a very critical factor and it is important to engage policy makers from the outset, ensuring that we know what they really want, and that the evidence base is solid.

Traditional project management approaches don’t seem to work in such projects: We need nimble financial management, and very responsive project management.

Milk–the perfect food: South-South East Africa-South Asia symposium


A South-South Symposium to Improve Safety and Distribution in the Dairy Sector

In both India and East Africa some 80-90% of milk is handled by the informal, un-organized dairy sector. We usually associate milk with cattle, but domesticated ungulates such as sheep, goats, yaks, water buffalo, horses, and camels are other primary milk producers in developing countries. The largest producer and consumer of cattle’s milk in the world is India.

Milk provides the primary source of nutrition for young mammals before they are able to digest other types of food, and carries the mother’s antibodies to the baby. It can reduce the risk of many diseases in the baby. The exact components of raw milk varies by species, but it contains significant amounts of saturated fat, protein and calcium as well as vitamin C.

The food value of an animal killed for meat can be matched by perhaps one year’s worth of milk from the same animal, which will keep producing milk—in convenient daily portions—for years.

Despite the importance of this simple, opaque liquid, there has been little education in the handling of such an important nutritional substance nor to the organization of its distribution.

In Kenya, which has the largest dairy herd in Africa, including South Africa, about 1.6 million rural smallholder households depend on dairy production for their main livelihood, and dairy is the largest agricultural subsector by contribution to GDP, larger than horticulture, tea or coffee. Again, the large majority of these producers depend on the informal sector market, which employs over 30,000 people along the supply chain. Despite their immense contribution to livelihoods, informal milk marketing systems have historically suffered neglect and opposition from decision-makers and development agents, often because of concerns over quality and safety.

In East Africa, key players have been meeting regularly over the last three years to share lessons on these issues under an association formed to facilitate exchange of new approaches and to harmonize policies, the East Africa Dairy Regulators Association Council (EADRAC). With the nascent development of awareness in India of possibilities for upgrading informal markets, an event to allow the sharing of lessons with key players in East Africa engaged in similar milk marketing systems would be of immense benefit to both sides and the researchers involved.

To this end, a symposium is proposed that would bring together the key researchers and decision-makers from East Africa and northeast India concerning the informal dairy sector. Key outputs will be shared experiences and demonstrations of innovation through structured field visits and presentations of approaches and evidence. This will support the dissemination of new approaches for managing the informal sector that will improve the livelihoods of millions working in the informal dairy sectors of both regions, as well as consumers of milk and dairy products.

Case studies on these topics will be presented and specific strategies and recommendations developed. Participants will be dairy decision-makers and researchers from India and East Africa. The symposium will be linked to a regional EADRAC meeting to be held in East Africa and is provisionally planned for 1 – 4 Dec 2009 in Nairobi, Kenya. The symposium is being organized by the International Livestock Research Institute and the Association (ILRI) for Strengthening Agricultural Research in Eastern and Central Africa.

Sweet sorghum: Utilizing every ‘drop’

Sweet sorghum: utilizing every 'drop'

Sweet sorghum (Sorghum bicolor (L.) Moench) is well adapted to the semi-arid regions of the tropics. One of its main advantages is that it is very water-use efficient  It has long been used by farmers as a multi-purpose crop from which they extract grain for human consumption and stover for livestock feed. Today, sweet sorghum is becoming increasingly used in industrial bio-fuel production in India. It is one of the most efficient dryland crops to convert atmospheric CO2 into sugar and is therefore a viable alternative for the production of ethanol.

 

 

Sweet sorghum’s role in India’s bio-fuel plans
‘All countries, including India, are grappling with the problem of meeting the ever-increasing demand for fuel within the constraints of international commitments, legal requirements, environmental concerns and limited resources. In this connection fuels of biological origin have drawn a great deal of attention during the last two decades.
 
‘India wishes to consider the use of bio-diesel and ethanol for blending with petro-diesel and petrol. Oil provides energy for 95% of transportation and the demand for transport fuel continues to rise. The extract from the third assessment of the Intergovernmental Panel on Climate Change (IPCC) estimates that global oil demand will rise by 1.68% from 75 million barrels per day (mb/d) in the year 2002 to 120 mb/d in 2030. Energy input in agriculture is also increasing. Part of this energy should come from bio-based fuel, which is short term renewable.
 ‘Ethanol is used as a fuel or as an oxygenate to gasoline. In India, raw material used for producing ethanol varies from sugar, cereals (sweet sorghum), sugar beet, and molasses. Brazil uses ethanol as 100% fuel in about 20% of vehicles. Use of a 5% ethanol gasoline blend is already approved by the Bureau of Indian Standards (BIS) and is in a progressive state of implementation in India.’

Win-win situation
Increasing industrial usage of sweet sorghum for ethanol production does, on one hand, provide important income for dryland farmers, but it can also divert biomass away from livestock, thus adding to the feed scarcity problem being faced by livestock keepers. However, scientists are demonstrating that full use of all parts of the sweet sorghum plant can meet both industrial and livestock feed needs.
Collaborative work between the International Crop Research Center for the Semi-Arid Tropics (ICRISAT), the Rusni Distillery in Sanga Reddy Medak District, the Indian Council of Agricultural Research’s National Research Center for Sorghum (NRCS), in Hyderabad, and the International Livestock Research Institute (ILRI) is demonstrating the feasibility of manufacturing marketable sweet sorghum feed blocks using the stripped leaves and the crushed stalks (bagasse) remaining after juice extraction for ethanol. A bagasse-based feed block has been manufactured in collaboration with Miracle Fodder and Feeds in Hyderabad and is currently being tested with large and small ruminants with very promising results.Sweet sorghum: utilizing every 'drop'
Full utilization of crops and their by-products in the balanced production of food, feed and industrial products is likely to become increasingly important in developing countries. Total utilization of all parts of the sweet sorghum plant for use in the manufacturing and food industries would help compensate for fodder loss and provide an additional source of income for farmers.

Value-added products from by-products

Surveys of fodder markets in Hyderabad showed that stover from ordinary grain sorghum is widely traded as livestock fodder. This stover is sourced from several Indian States, transported over distances of more than 350 km and fetches retail prices that are about half the value of the sorghum grain. Higher quality stover fetches premium prices ranging from 3.1 to 3.9 Indian rupees per kilogram of dry stover.
  The fodder quality of feed blocks made from sweet sorghum leaf strippings and bagasse is similar to premium stover made from grain sorghum. Scientists estimate that this feed could fetch prices of 6 rupees per kg and more. The manufacturing of feed blocks could therefore offer attractive additional income along a sweet sorghum utilization chain. The feed blocks could be made more nutritious by adding sorghum grain distillery by-products—where the grain is used for biofuel production—and/or by targeted fortification with other supplements. The end product would be an attractive sweet sorghum by-product based feed block of good quality and with a high density, making

Developing-country farmers to benefit from new foot-and-mouth disease ‘road map’

A major new report launched today charts a pathway towards the effective control of foot-and-mouth disease (FMD) in developing countries where the disease is a serious and growing threat.
The report, ‘Global Road Map for Improving the Tools to Control Foot-and-Mouth Disease in Endemic Settings’, launched today (17 April 2007) at the headquarters of the United Nations Food and Agriculture Organization (FAO), in Rome, envisions ‘a world in which livestock-based livelihoods, enterprises and trade can flourish unimpeded by FMD’. The road map focuses on the outputs of a workshop held in Agra, India, in December 2006.

Efficacious vaccines, strategically deployed, have revolutionized control of many infectious human and animal diseases. For FMD, which severely constrains the welfare of millions of small-scale livestock farmers in the developing world, currently available vaccines do not meet many of the basic requirements necessary for sustainable control. FMD continues to be a persistent constraint to livestock production throughout the developing world. It can significantly reduce production of milk and meat and limits the ability of draft animals to work.

Foot-and-Mouth Disease (FMD): Quick Facts

Foot-and-mouth disease (FMD) affects cloven-hoofed animals and is one of the most contagious diseases of mammals, with great potential for causing severe economic loss. FMD is endemic in parts of Asia, Africa, the Middle East and South America.
Hosts: Principally cattle, domestic buffaloes, yaks, sheep, goats, domestic and wild pigs and wild ruminants.
Transmission: Direct or indirect contact; animate vectors (humans, etc.); inanimate vectors (vehicles, implements); airborne, especially in temperate zones (up to 60 km overland and 300 km by sea).
Sources: Incubating and clinically affected animals; breath, saliva, faeces, and urine; milk and semen; meat and by-products and carriers, particularly cattle and water buffalo; convalescent animals and exposed vaccinates (virus can persist for up to 30 months in cattle or longer in buffalo, 9 months in sheep).

According to John McDermott, deputy director general for research at the International Livestock Research Institute (ILRI), ‘FMD is a major obstacle to productivity and market access in many of ILRI’s target regions, particularly South Asia, the Horn of Africa and southern Africa. It severely limits market opportunities for poor farmers and nations wishing to access more lucrative markets, both regionally and internationally.

‘FMD also can increase the vulnerability of small-scale farmers in mixed cropping systems where animal traction is important. For example, in Southeast Asia where rice is a staple, people are heavily reliant on water buffalo for ploughing. A FMD outbreak leaves the buffalo open to secondary infections, putting these highly valued animals out of action for a very long time.’

Brian Perry, who recently retired as senior scientist at ILRI and is now collaborating with ILRI on this and other projects, says, ‘There is an urgent and long overdue need to address the special research needs of poor people in endemic FMD settings. Current research on vaccines and associated tools for the control of FMD is driven more by the needs of relatively rich FMD-free countries which are dealing with and eliminating incursions of the disease, rather than by the needs of relatively poor FMD-endemic countries which are interested in longer-term management and control of the disease.’

In early 2006, Perry, ‘navigator’ of the FMD ‘Roadmap’ process, approached the Wellcome Trust (UK) to seek support for an initiative to tackle this need. Following submission of a joint proposal from ILRI and the UK’s Institute for Animal Health (IAH), the Wellcome Trust (UK) agreed to provide partial funding and, with the support of additional donors—notably the European Union—planning was begun to organize the meeting that became the launch pad of the ‘Global Road Map for Improving the Tools to Control Foot and Mouth Disease in Endemic Settings’.

‘We decided at an early stage that the road map workshop should be held in an FMD-endemic country’, says Keith Sones, workshop facilitator and co-editor of the report. ‘India, with its impressive and ambitious ongoing program to control FMD, was an obvious choice. The Indian Council of Agricultural Research (ICAR) was very supportive and agreed to host the workshop in Agra.’

According to VK Taneja, deputy director general of animal scrence at ICAR, ‘Livestock production in India is growing faster than arable agriculture. The value of output from the livestock sector has risen over the years and is now 26% of the total value of output from agriculture. It is predicted that livestock will contribute more than half of the total agricultural output in the next 25–30 years.’

‘One of the biggest impediments to growth of the livestock sector is the large-scale prevalence of FMD’, says Taneja. ‘In most Asian countries, FMD is endemic and severely limits the region’s ability to participate in international trade. Developmental strategies for control and eradication of FMD—including improving existing conventional vaccines and diagnostics for their quality and efficacy—will pave the way for the improved growth and productivity of livestock, especially in small-farm production systems, and for ensuring their participation and access to global markets.’

While the economic losses associated with major outbreaks of FMD in industrial countries, notably in Europe in 2001, grabbed world headlines, the disease continues to cause enormous, recurrent losses across large swathes of Asia, Africa, the Middle East and South America.

‘The direct losses alone due to FMD in India are estimated to be more than USD4.5 billion per year; indirect production losses could be much more’, says Dr R Venkataramanan, principal scientist at the Indian Veterinary Research Institute, in Bangalore.

‘The Roadmap report recognizes that vaccines currently available for the control of FMD are not ideal for use in many developing countries’, says Perry. ‘To remain effective they must be kept under constant refrigeration, so the protection they offer is better suited to the needs of FMD-free countries rather than countries where the disease is a constant and daily threat. We realize that it will take considerable time to develop and make available new improved vaccines suitable for developing- country conditions. But in the meantime much can be done with current vaccines and diagnostics, especially if their use is complemented with sound epidemiological and economic decision-support tools to guide and facilitate their effective use.’

Alexander Müller, FAO Assistant Director-General, declares that ‘FAO is ready to support this important initiative, which is expected to provide some of the breakthroughs needed for use in the most affected areas, and which will support the efforts of FAO with the World Organisation for Animal Health (OIE) to reduce FMD risk by promoting progressive control of FMD at all levels. The initiative from the research community is strongly needed and we are happy to play our role in launching this initiative and facilitating transfer of effective new approaches.’

Work undertaken after the Agra workshop ensured that research proposals were developed for funding high-priority areas identified during the workshop. Lead writers facilitated development of concept notes to be submitted to donor agencies in the fields of immunology, vaccine design and epidemiological and economic tools. In addition, some regional concept notes were developed focussing on southern Africa, South and Southeast Asia and South America. These draft concept notes are included in the road map report and provide guidance on further development of the tools for FMD control. Using the products of the road map process, ILRI and partners are now developing a project proposal that, once funded, will move the world closer to the vision of ‘a world in which livestock-based livelihoods, enterprises and trade can flourish unimpeded by FMD’
