India, Mozambique goat value chain project starts

This week, partners in the ‘imGoats’ project meet in India to finalize plans and outcomes for the project.

The project – official title ‘Small ruminant value chains to reduce poverty and increase food security in India and Mozambique’ – is funded by the International Fund for Agricultural Development (IFAD) and is implemented by the International Livestock Research Institute with CARE (Mozambique) and The BAIF Development Research Foundation (India).

The project aims to transform goat production and marketing in dryland India and Mozambique from an ad hoc, risky informal activity to a sound and profitable enterprise and model that taps into a growing market.

Food-feed crops research: A synthesis

In December 2010, a special issue of Animal Nutrition and Feed Technology focuses on the fodder quality of crop residues and how this can be improved through the close collaboration of crop and livestock scientists in multi-dimensional crop improvement programmes.

Over the next two decades, rapid urbanization and rising incomes in the developing world will continue to feed an on-going livestock revolution. In India, this boom in the production of animal products will be driven by a demand for milk that is projected to increase by more than 80 million tons in 15 years.

Smallholder livestock producers will have new opportunities to raise their incomes on the back of this increasing demand, particularly the vulnerable communities occupying dry, marginal and remote lands that rely most heavily on their animals.

Feed scarcity and resulting high feed costs are one of the major constraints and threats to higher benefits from livestock otherwise offered by the rising demand for livestock products. New strategies for improving feed resources are urgently needed, but they need to take into account the increasing scarcity of the natural resource base, particularly of arable land and increasingly water.

Crop residues are the single most important feed resource in India, and the national feed resource scenarios predict that their importance for livestock feeding will further increase. In several parts of India, weight for weight, crop residue prices are now approaching, and sometimes even exceeding, half the prices of their grains.

Crop residues do not require specific land and water allocations, since these are required in any case for the production of grains. Unfortunately, the fodder quality of crop residues is often low, and in the past decades, efforts have been invested in upgrading the feeding value of crop residues (implicitly from cereals since leguminous residues can have excellent fodder quality) through chemical, physical and biological treatments.

However, these approaches have seen little adoption by farming communities. A different paradigm has been developed in this this special issue of Animal Nutrition and Feed Technology, namely, the improvement of crop residues at source through close collaboration of crop and livestock scientists in multidimensional crop improvement programs. Until recently, fodder traits of crop residues were largely ignored in crop improvement, although farmers were traditionally aware of differences in the fodder quality of crop residues even within the same species. Farmers’ perception of crop residue fodder traits could effect the adoption of new cultivars, resulting sometimes in the rejection of new cultivars that have been improved only for grain yields.

In response, the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT) and the International Livestock Research Institute (ILRI) together with their partners from the Indian Council of Agricultural Research (ICAR) initiated several multidisciplinary research projects to create crop cultivars that better match the need of farmers, particularly in mixed crop-livestock systems which are dominant in many parts of the developing world.

The fundamental issues explored in these collaborative projects, and expounded in this special issue, are: (1) availability of livestock nutritionally-significant cultivar-dependent variation in crop residue fodder quantity and quality; (2) relationships between crop residue fodder traits and primary food traits and possible trade-offs between the traits; (3) technologies for quick and inexpensive phenotyping of large set of samples for simple fodder quality that are well correlated with actual livestock productivity; (4) breeding techniques for further genetic enhancement towards food-feed traits; and (5) upgrading crop residue fodder in value chains through densification and fortification.

These valuable contributions serve as eye-openers to researchers and present a strong case for further strengthening such collaborations between national and international crop and livestock institutions. More importantly, they pave the way for expanding work on the promising approach of producing dual-purpose varieties of key crops for mixed crop-livestock systems given that these systems will be crucial in feeding the next 3 billion people.

Improving water productivity of crop-livestock systems in drought-prone regions

Today saw the publication of a special issue of Experimental Agriculture guest edited by Tilahun Amede, Shirley Tarawali and Don Peden. It presents evidence from Ethiopia, Zimbabwe and India, and captures current understanding of strategies to improve water productivity in drought-prone crop-livestock systems.

Crop-livestock systems in sub-Saharan Africa (SSA) are mostly rainfall-dependent and based on fragmented marginal lands that are vulnerable to soil erosion, drought and variable weather conditions. The threat of water scarcity in these systems is real, due to expanding demand for food and feed, climate variability and inappropriate land use.

According to recent estimates, farming, industrial and urban needs in developing countries will increase water demand by 40% by 2030. Water shortage is expected to be severe in areas where the amount of rainfall will decrease due to climate change. The lack of capacity of communities living in drought-prone regions to respond to market opportunities, climatic variability and associated water scarcity also results from very low water storage facilities, poverty and limited institutional capacities to efficiently manage the available water resources at
local, national and basin scales.

The spiral of watershed degradation causes decline in water budgets, decreases soil fertility and reduces farm incomes in SSA and reduces crop and livestock water productivity. In areas where irrigated agriculture is feasible, there is an increasing demand for water and competition among different users and uses.

Strategies and policies to reduce rural poverty should not only target increasing food production but should also emphasize improving water productivity at farm, landscape, sub-basin and higher levels. In drought-prone rural areas, an increase of 1% in crop water productivity makes available at least an extra 24 litres of water a day per person. Moreover, farming systems with efficient use of water resources are commonly responsive to external and internal drivers of change.

The role livestock play in women's livelihoods in Africa and Asia: New review

A new discussion paper on Livestock and Women’s Livelihoods: A Review of the Recent Evidence has just been published by a group at the International Livestock Research Institute (ILRI) led by agricultural economist Patti Kristjanson.

This paper synthesizes evidence of the contributions that livestock make to the livelihoods of poor women in sub-Saharan Africa and South Asia and identifies factors that enhance or constrain livestock-related opportunities for women. The scientists apply a gender lens to three livestock-related pathways out of poverty—securing livestock assets; increasing livestock productivity; and enhancing participation in livestock markets. For each pathway, the authors summarize what is known and what this knowledge implies for programmatic and policy interventions.

Assembling this information, say the authors, 'is a first step towards identifying some of the large gaps in our evidence base as well as some indications of the kinds of research and development interventions, made in relation to which species and value chains, that appear most likely to benefit poor women and their families.'

The following is the introduction to this paper.

'After several years of relative neglect, livestock in livelihood studies are in the limelight, as the realization dawns—once again—that livestock are important for livelihoods and have significant potential for poverty alleviation, often in areas where few other options exist of the 2010. However, there is also an increasing awareness that certain types of livestock systems are associated with important downsides such as environmental degradation, greenhouse gas emissions, zoonotic and emerging infectious diseases, or food-borne illnesses. There is a need to balance these positive and negative aspects as is made clear by the title of the recent State of Food and Agriculture (SOFA) report ‘Livestock in the balance’ (FAO 2009). Gender will be central to achieving this balance.

'Livestock are important in women’s livelihoods and asset portfolios. The fact that past livestock interventions appeared to not benefit women led to the inception of considerable research on gender and livestock systems in the 1980s and 1990s. As a result, subsequent livestock development projects became better targeted, focusing on species (poultry, small ruminants, dairy cows) and using approaches (participatory, group-based) that make them, at least in theory, more appropriate for and accessible to women. 

'This is now an appropriate time to review past and current research on gender and livestock in order to identify pertinent issues and knowledge gaps for the livestock R4D agenda in coming decades.

'Although two-thirds of the world’s 600 million poor livestock keepers are rural women . . ., little research has been conducted in recent years on rural women’s roles in livestock keeping and the opportunities livestock-related interventions could offer them. This is in contrast to considerable research on the roles of women in small-scale crop farming, where their importance is widely recognized and lessons are emerging about how best to reach and support women through interventions and policies . . . . In the past decade, some researchers provided some evidence on causal relations between gender and livestock production . . . but, as this review demonstrates, there remains a dearth of quantitative information on this subject, especially for the mixed crop-livestock systems where most livestock and livestock keepers are found and where the major increases in production will have to occur if the global demand for meat, milk and other animal products in coming decades is to be met . . . . Furthermore, the multiple roles livestock play in livelihoods of the poor make generalizing about women’s roles in, and economic contributions to, livestock development problematic, and prioritizing livestock research and interventions for women’s development both challenging and necessary . . . . By applying a conceptual framework that allows us to organize and better understand existing knowledge about this complex subject, we aim to help identify research for development gaps and opportunities, made in relation to which species and value chains, that appear most likely to benefit poor women and their families.'

New partnership launched to keep climate change from crippling food production in Africa and Asia

In much of sub-Saharan Africa and south Asia, people rely on both crops and animals for their livelihoods; to cope with a warmer and more variable climate, these farmers will need crop varieties and livestock breeds that can withstand droughts and floods and new diseases; where cropping becomes risky, people will rely more on their livestock than on their crops to feed themselves and make a living; on drying rangelands, many people will switch from cattle- and sheep-keeping to goats and camels, which can remain productive where there is scarce feed and water (photo credit: ILRI/Mann).

A new research program on 'Climate Change, Agriculture and Food Security' (CCAFS) was launched this week.

It will link much of the best climate-related agricultural research for development work going on at the International Livestock Research Institute (ILRI) and 14 other centres in the Consultative Group on International Agricultural Research (CGIAR) with the best global environmental change research being undertaken within the global Earth System Science Partnership.

ILRI is a key partner in this initiative, hosting the new program’s facilitator for the East Africa region, James Kinyangi. ILRI is also home to two CCAFS scientists-–Philip Thornton, who leads the ‘Integrating Knowledge for Decision Making’ theme at CCAFS, and Wiebke Foerch, an agricultural and social scientist working on food security, vulnerability and resilience of smallholders to global change. In addition, Mario Herrero, who leads ILRI’s Sustainable Livestock Futures research area, has been instrumental in supporting CCAFS as it makes the challenging transition from a CGIAR Challenge Program as originally envisioned, to this innovative and large new research program of the Consortium of International Agricultural Research Centres.

This new program is the most comprehensive to date seeking to ensure that food security is not crippled by climate change. The leaders of the new program say that urgent action is needed to help poor people adapt to climate shifts that have ominous implications for Africa and Asia.

Amidst growing alarm that climate change could deal a catastrophic blow to food security in poor countries, a partnership of the world’s premiere experts on agriculture, climate, and the environment today announced an intensive global response to confront the impacts of shifting weather patterns on crop and livestock production and their dire consequences for food security.

By 2020, the effort aims to reduce poverty by 10 per cent in the targeted regions; reduce the number of rural poor who are malnourished by 25 per cent; and help farmers in developing countries contribute to climate change mitigation by either enhancing storage or reducing greenhouse gas emissions by an amount equivalent to 1,000 million tons over a decade, compared with a 'business-as-usual' scenario.

The CCAFS program will be formally launched on 4 December at Agriculture and Rural Development Day at a United Nations climate change meeting. It is the most comprehensive effort undertaken thus far to address the interactions between climate change and food security, livelihoods and environmental management. Emerging from new collaboration between the CGIAR and the Earth System Science Partnership (ESSP), the program brings together strategic research carried out by the CGIAR, ESSP and their respective partners in a collective effort to be coordinated by the Colombia-based International Center for Tropical Agriculture (CIAT).

The launch of CCAFS marks the beginning of a long-term endeavor with an initial 3-year budget totaling US$206 million. By building on current research for development and funding and by attracting new scientific collaboration and financial support, the program will go far toward its goal of achieving sustainable food security in the face of climate change.

Research finds that stressed agriculture systems in Africa are highly vulnerable, with studies predicting climate shifts could dramatically reduce crop yields and incomes with smallholder farmers in struggling developing countries bearing the brunt of the impact. In Asia, there are studies warning of changes in monsoon, glacier and snowmelt in areas already facing stiff competition for water resources. In Asia’s populated and intensely-farmed coastal zones, rising sea levels threaten the viability of fertile croplands.

CCAFS partners will identify and test climate change adaptation and mitigation practices, technologies, and policies that are suitable for poor, smallholder farmers and other stakeholders affected by climate change.

They will also identify 'hot spots' where intervention is urgent and conduct vulnerability assessments. In addition, they will refine models that predict the impacts of a changing climate on agriculture and livelihoods, and identify ways to select crop varieties and livestock breeds with essential traits and novel farming and food systems suitable for future climate conditions.

Partners will further help farmers deal with changes in plant, pest and disease pressures, which are particularly likely in areas where temperatures are rising, and—in collaboration with other critical actors in the food system—they will conduct research on adaptation and mitigation policies that can enhance food security.

Much of the work on the ground will begin in 2011 with an initial focus on East and West Africa and the agricultural regions of south Asia known as the Indo-Gangetic Plain.

Early 'wins' include securing a major role for agriculture in the post-2012 international climate change regime and establishing a global network of data collection sites that can help identify options for adapting to climate change.

To be held alongside the United Nations Conference on Climate Change taking place in Cancún, Mexico, Agriculture and Rural Development Day will convene some 500 policymakers, farmers, scientists and development experts who will seek to identify climate change solutions in agriculture and move this key sector to the forefront of international climate debate.

'But climate change threatens to alter growing conditions so rapidly and dramatically as to require an intensive effort that draws on the combined talents of all of our centers and partners. We want to bring a sense of urgency to finding and implementing solutions and attracting more support for this effort.'

LEEMANS: 'The collaboration between the CGIAR scientists and the ESSP scholars is unique in bringing together two different and separate but highly skilled research communities that cover basic and applied research on development, sustainability and environmental change,' said Rik Leemans, chair of the scientific steering committee of the ESSP. 'Sharing and joining our resources will unquestionably result in innovative ways to mitigate and adapt to climate change and simultaneously provide successful incentives to advance development.'

If pigs could fly: Reducing the ‘gender asset gap’ in agricultural development–the beginnings of a ‘transformative gender’ paradigm shift?

Unusually, and, if truth be said, thrillingly, the Nairobi headquarters of the International Livestock Research Institute and BecA—a Biosciences eastern and central Africa Hub that ILRI hosts and manages—have, within the space of 12 months, been visited by two very seriously important persons: Bill Gates, co-chair of the Bill & Melinda Gates Foundation, in early December 2009; and Mwai Kibaki, president of the Republic of Kenya, early this month (November 2010).

Both VIPs expressed excitement in, and support for, BecA’s recently launched state-of-the-art biosciences facilities, which they happily toured, donning crisp white lab coats to inspect BecA’s ultra-modern, super-molecular laboratories, including a half-million-dollar ‘454’ DNA sequencer, a space-agey-looking biosafety containment facility and a shiny brand-new greenhouse.

The feminization of biotech
While the entourages of both Gates (who was on a private visit) and Kibaki (on a State visit) were mostly male, BecA’s director, Ethiopian Segenet Kelemu; as well as a key initiator and supporter of BecA, Australian Gabrielle Persley; and some half the students and African scientists the VIPs met and interviewed while they toured the labs, were female. On both visits, our male VIPs appeared impressed by the high 'girl power' in these high-tech labs. And so they should have been, both VIPs coming of age (Gates is 55 this year, Kibaki, 79) when such visible expression of the closing of the gender gap was rare.

Closing the gender gap
Fortuitously and aptly, then, on the morning of President Kibaki’s visit to ILRI on 5 November 2010 to officially open the BecA Hub, another meeting, arranged by research groups much earlier than the State visit was arranged, was starting in another venue on the same ILRI campus, far from the imposing presidential dais, marching band, schoolgirl choir and guest and refreshment tents erected and assembled down the hill, in front of ILRI’s Mara House office building.
 
Back up the hill, then, in a meeting room adjacent to a quiet quad and out of the fray, a group of (mostly) women experts on gender and agriculture in developing countries opened an ‘inception’ workshop for a new scientific project aiming to reduce inequalities between men and women (and boys and girls) in agricultural development.
 
We know that Bill Gates supports this work, because his Bill & Melinda Gates Foundation is funding the project. And we suspect that President Kibaki would also be supportive. (Upon learning that a schoolgirl choir, standing near the presidential dais, had awaited his arrival from the labs for several hours to sing for him, Kibaki admonished his staff that the girls ought to be in school, this being a Friday, and instructed them to have all the schoolgirls immediately seated under the tents.)

Historic beginnings for closing the gender gap in agricultural projects
The gender research project being quietly kicked off in ILRI’s N’Dama Lounge was, in its way, as much an historic beginning as the advanced labs being opened further down the hill. Scientists at ILRI and elsewhere have known for years that more—much, much, much more—should be done to address women’s issues in agricultural development. And they have struggled for years to incorporate women’s issues into their research programs. With little success.
 
Women continue to have fewer assets than men
If small-scale agriculture remains the backbone of most developing-country economies, women remain the stuff that makes up that backbone. Across nationalities, cultures and religions, women more than men tend to invest their time and energy and income in the stuff that matters most to most of us, with the greatest benefits provided to the greatest numbers of poor. Yet women have fewer assets than men—whether we look at land, natural resources and other tangible assets or less tangible ones like human capital. This gap between men’s and women’s assets not only reduces agricultural productivity, but also restricts women’s decison-making power, which affects such vital matters as sustainable food production, children’s nutrition and education, and economic development. 
 
That’s what we know. Not what we do. And the disconnect between what we know to do in ‘gender’ issues in agricultural development and what we do do has been getting bigger and more glaring every year.
 
When pigs fly, we used to say, not so long ago, we will all be working to help women help the rest of us in development—just because that’s what women tend to do, regardless of their material circumstances. The disjunct between what women do for agriculture and what we in agricultural research and development do for them, we said, was a disgrace. And then we would sigh and crawl back into a ‘what to do?’ cynicism. What our staff lacked, we said, was the training and technical assistance needed first to identify and then to address disparities in agricultural development and in assets. That’s now changing. At ILRI the change is due to the institute’s recent hiring of people who know what to do—and are ready to do it.
 
These new staff and positions include some of the best scientists in the world who are champions of gender research in agricultural development. These relatively new ILRI staff include Jemimah Njuki, a Kenyan leading sociologist in gender and agriculture studies; Nancy Johnson, an American agricultural economist and poverty analyst; and Canadian Patti Kristjanson, a long-term ILRI economist who just two years ago launched a 'Women and Livestock Challenge Dialogue'. (In January of this year, Kristjanson moved to the World Agroforestry Centre, across town from ILRI, to lead a research team that is part of a new global climate change initiative involving all 15 centres of the Consultative Group on International Agricultural Research, to which ILRI belongs.) These three women formed a Gender, Poverty and Impacts research team which, despite starting only one-and-a-half years ago, has already created the momentum across ILRI for re-focusing on gender and agriculture.

Can a few women make a difference?
Can a few committed women and some supportive men make a big difference in gender research for development? With institutional support, we're betting on it. ILRI’s seriousness about, and new serious expertise in, empowering women farmers and marketers got the attention of other groups working toward the same goal. The ILRI group has joined forces with the International Food Policy Research Institute (IFPRI) team of Ruth Meinzen-Dick and Agnes Quisumbing, long-time researchers on gender and agriculture.
 
This inception workshop for the ‘Gender, Agriculture and Assets Project,’ held from 5–7 November 2010, is a 3-year initiative of IFPRI and ILRI funded by the Bill and Melinda Gates Foundation. The overall aim of the initiative is to improve rural livelihoods in sub-Saharan Africa and South Asia by helping agricultural development programs significantly reduce inequalities, including disparities in assets, between men and women.
 
The workshop brought together research and development partners from different organizations. In addition to IFPRI and ILRI, these included BRAC, CARE Bangladesh, East Africa Dairy Development project, Fintrac Inc, Grameen Foundation, Helen Keller International, International Rice Research Institute, Kickstart International, Land O’Lakes, Rural Development Institute, Tropical Soil Biology and Fertility initiative at the International Center for Tropical Agriculture, and the World Vegetable Centre (AVDRC), as well as the Bill and Melinda Gates Foundation, the International Fund for Agricultural Development and the United States Agency for International Development.
 
As part of the initiative, the team will evaluate some 10 agricultural research and development projects funded by the Bill and Melinda Gates Foundation, the United States Agency for International Development, the World Bank, and others to identify the impacts of these projects on women’s assets and to clarify which strategies have been successful in reducing gaps between men and women in access to, and control of, assets.

The project is based on several premises: (1) that control over, and ownership of, assets is a critical component of well-being, (2) that increasing control or ownership of assets does more to help create pathways out of poverty than increasing incomes or consumption alone and (3) that the different kinds of assets addressed by a project—whether tangible or intangible, for example, or whether defined as natural, physical, financial, human, social or political ‘capital’—matter. Project staff are investigating the control of assets because who controls assets in households matters a lot. Household members typically do not pool all resources or agree on what their scarce resources should be used for. The benefits of policy changes in any given household or community are determined largely by who in the household or community is the main beneficiary of the new resources. And we now have evidence from many countries that increasing the resources under the control of women not only improves the nutrition and health of children, but also increases agricultural productivity and household incomes.
 
Astonishingly, although women make a significant contribution to agriculture in developing countries and are much more likely than men to use their (scarce) resources to improve the nutrition, welfare and well-being of their families, they are still neglected in most agricultural research and development programs. At a Global Conference on Agricultural Research for Development, held in Montpellier, France, last March (2010), IFPRI’s Ruth Meinzen-Dick argued that accounting for gender in our research and development work is not an option but a necessity if we are going to reduce world poverty and feed the world’s growing populations (which are expected to peak at mid-century, falling after that): ‘Changing agricultural research and development from male-dominated to gender-equitable is not merely an issue of political correctness or ideology; it is a matter of development effectiveness that can benefit everyone.’
 
Although getting reliable, accurate and timely statistics disaggregated by gender remains a formidable challenge for most countries (in 2010, the United Nations found that no census had been carried out in the last three decades in 41 per cent of the countries in sub-Saharan Africa), what we know is probably enough to be getting on with. The following should give a flavour of the depth and scope of the issues.
 
More women than men:
  • own no land
  • are poor and hungry
  • are illiterate
  • are refugees
  • are living with HIV (in Africa)
  • are caring for those living with HIV/AIDS.
Most women:
  • work longer hours than men
  • work in jobs with lower pay, status, power and authority than men
  • get paid less than men for doing the same work
  • provide most of the family labour and are unpaid for that labour
  • bear double responsibility for household and farm work
  • receive a fraction of the agricultural extension and support services provided to men
  • have half the education levels of men
  • have less access to health care services than men
  • have fewer legal rights than men.
Flying pigs?
Fortunately, as detailed and dissected in this inception workshop, projects from South Asia (Bangladesh, India, Nepal) and sub-Saharan Africa (Burkina Faso, Cameroon, DR Congo, Ghana, Kenya, Madagascar, Malawi, Mali, Mozambique, Nigeria, Uganda, Rwanda, Sierra Leone, Tanzania, Zimbabwe) have potential to address such asset disparities.
 
These projects are working across the spectrum of women’s rural livelihoods and concerns in these regions, from animal husbandry to vegetable genetics, from nutrition and sociology to agricultural economics and development management. An enumeration of some of the more obvious specific topics tackled in the projects presented at this workshop gives some idea of the broad disciplinary expertise demanded by those working to help women use agriculture to better their lives. These include dairy development, land transfer to girls, vegetable production, development and dissemination of nutrient-rich foods such as orange-fleshed sweet potatoes, value addition and processing, market information systems, high-value horticulture, crop management and irrigation.
 
Some of the opportunities described in overviews of these projects include the following.
  • Fully 94 per cent of the vendors in vegetable markets in sub-Saharan Africa are women.
  • Twice as many women as men in Uganda cultivate sweet potatoes, most sweet potato traders in towns as well as villages are women, and women tend to be less risk-averse in crop choice than men.
  • Contrary to previous reports, information tips delivered by mobile phone delivery of market and other agricultural information in Uganda show female farmers are very interested in receiving, and acting on, timely market information.
  • Legumes, once considered a 'woman's crop in much of Africa, can directly benefit the nutrition of poor households.
  • With increasing migration of men from rural to urban areas in South Asia, the roles of women are shifting from unpaid farm labourers to de facto farm managers.
  • Seedling nurseries are an opportunity for women because they require relatively little labour and can be established close to homesteads.
  • East African women dairy producers have most control of the milk they sell informally in the evening.
According to this group of scientists, the gender research areas in greatest need of addressing are:
  • Training in methods to integrate gender and asset-based approaches in agriculture development programs.
  • Evaluating agriculture development programs to understand what works and what does not work in building women’s assets and scaling out those strategies that work.
  • Collecting gender-disaggregated data. 
  • Initiating, and training in, gender-sensitive monitoring and evaluation work. 
  • Expanding measurements of income and consumption to include evaluations of how projects build assets.

The gender and agricultural assets initiative wants to learn from the most promising successes in these projects so as to help redress imbalances in power. The project leaders are dreaming and thinking big. They aim no less than pushing a ‘paradigm shift’ in agricultural development programming from ‘gender exploitive’ to ‘gender accommodating’ to ‘gender transformative’. This will of necessity mean taking on a lot, including ‘challenging the ideological, socio-cultural, economic, political and institutional frameworks and structures that create and recreate gender inequalities’. The project leaders are well aware of the danger that such targeting, if not done well, can lead to a backlash that further marginalizes rather than supports poor women. And they recognize the role of men in achieving gender equality.
 
This project will train teams of experts in how to use tools to assess the assets held by men, women and households as a whole and in how to integrate and measure the effectiveness of strategies for increasing the assets of women. To this end, IFPRI’s Ruth Meinzen-Dick proposed a conceptual framework for analyzing assets while ILRI’s Jemimah Njuki presented different strategies for addressing gender in agricultural programs, explaining why and how to complement quantitative tools in monitoring and evaluation with qualitative tools. IFPRI’s Dan Gilligan described methods for evaluating quantitative impacts and ILRI’s Nancy Johnson and IFPRI’s Agnes Quisumbing discussed different types of assets, data needs and data collection instruments. Project implementers and evaluators in this initiative are expected to work hand in hand over the life of the selected projects, using both qualitative and quantitative methods  to assess and document changes from baselines in levels of control and ownerships of assets.
 
And pigs, then, will perhaps have a chance to start to fly.

New project to help Vietnamese and other farmers conserve their native livestock breeds

A project funded by the Global Environment Facility has selected Vietnam, a country with a wealth of livestock diversity, as one of four countries in which to implement a project to conserve livestock genotypes.

The diversity is deteriorating due to the popularization of new breeds together with the commercialization of livestock production. To preserve indigenous livestock breeds, the Global Environment Facility and the International Livestock Research Institute (ILRI) have selected 4 countries—Vietnam, Bangladesh, Pakistan and Sri Lanka—to implement the project ‘Developing and applying supporting tools on the conservation and sustainable utilization of the genetic diversity of livestock and their wild relatives.’

Vietnam’s Ministry of Agriculture and Rural Development has made the National Institute of Animal Husbandry as the Vietnamese partner in the project.

The project aims to enhance livestock keepers’ awareness of the importance of the genetic conservation of indigenous livestock while helping them to raise their incomes through adoption of indigenous livestock breeds. The project is being implemented over 4 years (2010–2012) in Vietnam’s Son La and Bac Ninh provinces, with a focus on indigenous chicken and pig breeds. The project will train farmers on survey methods and data collection; on ways to maintain their use of indigenous animals; on livestock management; and on business skills in such areas as as tourism with traditional cuisine and cultural activities.

Basic information about valuable indigenous breeds and representative animals is needed, as is the capacity to prioritize, monitor and manage them at both scientific and farm operational levels. Stakeholder groups need to be empowered with knowledge and conducive operational environments in which they can make decisions that work best for them.

Agriculture in the partner countries in this project contributes 20 to 26% of gross domestic product, of which livestock contributes approximately 15 to 20% in terms of income, insurance, food (meat, milk, eggs), hides/skin, traction and manure. It is mostly smallholder farmers who are dependent on indigenous breeds. These animals have evolved in diverse tropical environments and possess valuable traits such as disease resistance, adaptation to harsh environments, including heat tolerance and ability to utilize poor quality feeds, attributes essential for achieving sustainable agriculture in low-input production systems. However, it is still largely unknown which breeds hold significant genetic diversity or specific genes that should be targeted for conservation and/or incorporation into breeding programs. In the meantime, crossbreeding with exotic breeds is increasing and indigenous breeds are being lost.

The development objectives of this project are to help conserve the indigenous livestock of the partner countries for future generations and to help increase the contribution these native breeds make to the livelihoods of poor people. The first goal of the project is to develop and to make available effective tools to support decision making for the conservation and sustainable use of indigenous farm animals and their wild relatives in developing countries.

Joint efforts needed to help Nepalese livestock owners combat climate change

Why is climate change so important to agriculture-based countries?

Participants in a workshop on livestock and climate change held last week in Kathmandu, Nepal, have called for greater collaboration in work to help Nepalese livestock producers adapt to climate change.

At the opening session of a ‘Consultative Technical Workshop on Climatic Change: Livestock Sector Vulnerability and Adaptation in Nepal’, held 28–29 October 2010, Iain Wright, regional representative for Asia at the International Livestock Research Institute (ILRI), said that the challenges of climate change in Nepal were too great for any one organization to tackle on its own.

‘Researchers’, Wright said, ‘must work more closely with governmental, non-governmental and international organizations, as well as with aid agencies and local communities, to help Nepal reduce the vulnerability of its livestock sector, and the many people who depend on it, to climate change.

Nepal, a landlocked Himalayan country with a human population 27 million, is ranked as one of the world’s poorest countries (142 of 147) by the recent Human Development Report, with one-third of the population living below the poverty line and a per capita annual income of just US$250. More than three-quarters of the population (85%) lives in rural areas and the agricultural sector employs 66% of the labour force and contributes 38% of the country’s gross domestic product.

A ‘Climate Change Vulnerability Index’ compiled by a UK-based firm, Maplecroft, has recently placed Nepal as the world’s fourth most vulnerable country to climate change, while the country produces less than 0.025% of the global greenhouse gas emissions.

Recent climate change scenarios suggest that mean temperatures in parts of Nepal are likely to rise faster than the global average, especially at higher altitudes, leading to less snow and ice. Farmers in the mountains are already feeling the effects of the higher temperatures. More climatic variability and extreme climatic events, including floods and droughts, are expected in future. Researchers anticipate an overall increase in precipitation in the region’s wet season, but a decrease in precipitation in the mid-latitude hills. Nepal’s relatively low rates of development render its population particularly vulnerable to these ongoing and future climate changes.

Nepal’s Minister for Agriculture and Cooperatives, Mrigendra K Singh Yadav, told the workshop participants that measures to adapt to climate change are necessary to protect the country’s many small-scale farmers. Tek Gurung, Director of Livestock and Fisheries with the Nepal Agricultural Research Council, called the workshop ‘a milestone’.

‘This is the first time that the main stakeholders in Nepal’s livestock development have come together with international organizations to assess the vulnerability of the livestock sector to climate change and to determine ways to increase the sector’s resilience,’ Gurung said.

‘While Nepal’s contribution to global greenhouse gas emissions is trivial’, Wright explained, ‘it is one of the countries that will be affected most by climate change. Therefore, it does not make sense for Nepal to devote its scarce resources to research on ways to mitigate the effects of agriculture on climate change.’

‘Rather’, Wright said, ‘we urgently need to develop strategies that will allow poor Nepalese farmers and herders, who are among most vulnerable people in the world, to cope with changes in climate. We know the livestock sector will be affected by these changes, but there is a dearth of information and data on exactly what those consequences will be.'

The workshop was organized by the Nepal Agricultural Research Council in partnership with ILRI; Local Initiatives for Biodiversity, Research and Development (a non-governmental organization in Nepal); and Heifer Project International–Nepal.

‘Spoken Web’: A voice-internet tool for sharing research knowledge with the unreached

Imagine using your mobile phone to connect to a voice site on the internet to listen to your favourite blog or to search for information. According to IBM, this might be one of the ways we use the internet in the near future.

No, it will not replace the current technology that involves using a browser on your computer to search for what you need online, but the company is banking on a new voice-enabled internet platform that can provide information and services to millions over phone, especially in the developing world’s rural areas, where many people do not have access for a 25pc computer and have no access to the internet.

The ‘Spoken Web’ makes use of speech recognition software to allow users to upload information to networks of ‘voice sites’ that are then stored on a voice server and navigated by users talking over the phone. People in rural areas of India and Africa and other developing regions can use this system to upload information in their own language using a mobile phone. The ‘Spoken Web’ can be used for many of the things that can be done over the internet today, such as online banking, buying goods or searching for information. For example, callers can access the platform from their mobile phones to listen to agricultural information or to find advice from fellow farmers by dialing a local number, which directs them automatically to the most relevant voice sites.

This technology has been under development since 2004, when it started as a ‘World Wide Telecom Web’. It has been further developed into the ‘Spoken Web’ by IBM research labs in New Delhi, India. In 2007, it was piloted successfully in parts of India.

IBM believes that this new platform holds great potential for transferring and sharing information, especially for development organizations that can use it to communicate with their field staff and the rural communities with which they are implementing projects.

The concept of the ‘Spoken Web’ was presented during last week’s ‘AgKnowledge Africa’ Share Fair, held in Addis Ababa, Ethiopia. The presenter was Pier Paolo Ficarelli, an agricultural development and knowledge management expert working in the International Livestock Research Institute’s (ILRI) Asia regional office, in New Delhi.

Earlier this month, on 7 October 2010, IBM staff invited ILRI and partners of the Consortium of the Centres of the Consultative Group on International Agricultural Research (CGIAR) and other organizations to their research offices in India to see a demonstration of the workings of this new voice-based internet.

‘Internet connectivity in rural areas where organizations like ILRI work is seldom available, and agricultural extension services that were one of the few channels for information and service access for rural communities are ineffective in many of these places,’ said Ficarelli, who attended the demonstration together with John McDermott, ILRI’s deputy director general and Iain Wright, ILRI’s Asia regional director. ‘ICT tools such as this can give opportunity for grassroots people to access information and receive services,’ said Ficarelli.

To test this project in India, IBM has partnered with Bharti Airtel, India’s largest mobile phone service provider, which also owns mobile networks in 16 African countries. The two companies are likely to roll out the service in Africa in the future.

‘If adopted widely, this new system can be used to bridge the information gap that exists in many areas of the developing world because of illiteracy, which limits knowledge transfer and exchange,’ said Ficarelli. ‘Indian farmers have successfully used it to share innovative solutions to common agricultural problems,’ he added.

‘This technology could benefit ILRI’s livestock and dairy research projects that are seeking to create efficient links among researchers, farmers and other actors in the different value chains,’ Ficarelli said.

However, to be a successful knowledge sharing platform, the voice-internet needs to overcome challenges of likely high implementation costs for both organizations and communities. The system also needs to have clear advantages over existing and already tested web-based or mobile-phone-based information dissemination applications, such as telecentres and SMS information channels. There is need not only to test ‘Spoken Web’ on a wider scale and in different contexts to assess its usability and usefulness, but also to involve enough agents ready to put into voice their knowledge and services and to do so in ways that are attractive to end users.

Smallholder livestock farmers are ‘big opportunities for global agribusiness and food security’–Sere

In an opinion piece published today in the Guardian‘s Poverty Matters blog, Carlos Seré, a leading agricultural economist from Uruguay serving as director general of the Africa-based International Livestock Research Institute (ILRI), says that backing smallholder farmers today could avert food crises tomorrow. Agribusiness investment would not only transform the lives of farmers in South Asia and Africa, Seré says, but also boost global food security.

As food riots continue in Mozambique and food crises persist in Niger and elsewhere, leaders in global agriculture, food and development are gathering in Des Moines, Iowa this week to highlight the significant role the world’s smallholder farmers could play in alleviating poverty and hunger.

In sub-Saharan Africa and south Asia, most people still live in rural areas, where they farm crops and livestock or derive other livelihoods from agriculture. With few other ways to feed their families or make a living, billions of rural people will continue to cultivate lands and raise farm animals.

These smallholder farmers form the backbone of global food production. Despite climate change, pests, diseases, water scarcity, and myriad other challenges, small family farms produce more than half of the world’s food. Most of the food staples consumed in the developing world come from small ‘mixed’ farms, which make efficient use of the resources at their disposal by combining crop and animal production.

Smallholders also represent an emerging market opportunity for local and international agribusiness alike. Because opportunity costs for their land and labour are relatively low, these farmers are competitive food producers. Their mixed crop-and-livestock farming systems can compete effectively against large scale commercial operations.

Smart investments by agribusiness could help millions of these smallholders in south Asia and Africa. By helping them to become even more efficient and improving their links to other markets, agribusiness could enable them to make the transition from subsistence farming to remunerative enterprise.

Agribusiness can help farmers gain better access to improved seeds, knowledge, and other agricultural inputs, and link smallholders to local and international private sector enterprises, reducing transaction costs and risks as well as adding value to their agricultural products. Farmers would see a sustainable boost in production and income, while agribusinesses would gain new access to billions of potential buyers.

The award of the World Food Prize this week to Heifer International, a livestock oriented non-governmental organisation, should help promote smallholder livestock production, in particular, as a vital pathway out of poverty and hunger.

Farm animals kept on the world’s small farms serve as the building blocks of prosperity. With global human population rising (it is expected to increase by 2 to 3 billion people over the next four decades, after which it should begin to decline), livestock are becoming agriculture’s most economically important sub sector, with demand in developing countries for milk, meat and eggs projected to double over the next 20 years alone.

A wealth of innovative business opportunities exists for companies to invest in livestock-related enterprises by providing infrastructure, credit, feed, vaccines, or milk cooling systems. Smart investments targeting the developing world’s billions of livestock keepers could greatly increase global food security, as well as generate profits for both livestock producers and agribusinesses.

Small scale livestock enterprises drive dairy production in eastern Africa and south Asia. India is now the largest dairy producer in the world, with most of the country’s milk produced by small farmers. More than 80% of the milk output in Kenya is produced not by large milk companies, but rather by approximately 800,000 small scale dairy farmers. It is sold to customers by some 350,000 small scale milk vendors.

The potential of livestock and the ongoing ‘livestock revolution’ to better the lives of poor farmers in developing countries drives the scientific agenda of the Africa-based International Livestock Research Institute (ILRI). We see the great opportunities livestock offer the poor. Every day, we see how much difference the meat, milk, muscle, manure and money supplied by a cow, goat, pig, camel or other domesticated animal makes to people struggling to produce enough food and income for their families. We see also how much the loss of farm animals – through disease, drought or other disaster – devastates such households.

With the help of agribusiness expertise and increased public investment, we think the world’s smallholder farmers could become a major force in global food security, helping to sustain increasing levels of world food production over the long term.

Starbucks Punjabi-style: Where milk and ‘milk emporiums’ reign

Outside the Verka Milk Plant, in the town of Mohali, in India’s breadbasket state of Punjab, is the ‘Verka Milk Bar cum Fast Food Complex’. It’s more like a ‘Milk Emporium’, with extensive grassy gardens dotted with families eating at picnic tables and larger-than-life-size statuary celebrating milk and the many products made from it as well as a dozen different milk stalls, booths, shops and restaurants selling a wealth of milk and milk-derived products along with Kentucky fried chicken and a few other more conventional fast foods. Adding an industrial touch to the scene, the complex is equipped with sturdy industrial shutters. For a touch of precision craftsmanship, one might even draw a parallel to the expertise of shopfront installers London.

But milk still reigns supreme here. From 6 in the morning till 10 in the evening every day, day in, day out, the human traffic walking up to the windows to buy milk in all its guises—fresh milk, curd, butter, ghee, paneer, milk shakes, milk whey, milk powder, milk sweets, salted and sugared lassis, sweetened flavoured milk drinks, ice creams—never stops.

People here like to buy their milk products daily, to ensure the freshness of this perishable product. And buy they do. While Kenyans like to think they are big milk consumers, the Punjabis appear to put Kenyans to shame, consuming not only large quantities of dairy products on a daily basis but consuming several hundred kinds of milk-derived products.

Mohali's 'Modern Milk Bar Cum Fast Food Complex'

The town of Mohali lies adjacent to Chandigar, a capital shared by the states of Punjab and Haryana. Bordering Pakistan to the north, into which ‘the Punjab’ extends, Punjab is India’s richest state. It is the largest provider of the nation’s wheat and has the lowest poverty rates.

One of the scientists from the International Livestock Research Institute ILRI) working in the Punjab is Dhiraj Singh, an economics student at the Centre for the Study of Rural Development at Jawaharlal Nehru University, in New Delhi. Singh is conducting surveys on the intensification of dairy enterprises in the Indian states of Andhra Pradesh and Bihar as well as Punjab, and in Ethiopia, in the Horn of Africa. He is conducting surveys of villagers, dairy cooperatives, private dairies, dairy vendors and district offices.

A desert state turns green

Over the last five years, poor monsoons have led to crippling droughts throughout Rajasthan, India's 'Land of the Kings', which includes a hilly and rugged southeastern region and the barren northwestern Thar Desert, which extends across the border into Pakistan.

This year's monsoon, which started mid-June, is wetter than average. By mid-September, the rains had transformed Rajasthan's hills into misty verdant pastures, on which still-thin cattle and buffaloes are now fattening. Rivers are full and running fast and lake waters are high with their floodgates bursting with water. Even the camels appear thankful for the greenery the monsoon has brought. Maize is ripening in the fields and everywhere you look people are cutting the tall green grass and other fodder and loading it and carrying it home—on their heads, on their bullock carts, on the backs of their motorcycles—to feed their animals. They will dry and store the excess fodder for use when the land turns brown again.

Scientists at the International Livestock Research Institute (ILRI) are working with others to conduct three case studies in South Asia on the use of stover and other crop 'wastes' for feeding ruminant farm animals. The residues of grain crops after harvesting are vital to animal husbandry here, where such residues typically make up more than half the feed for cattle, buffaloes, camels, goats and sheep.

The case studies are being conducted in three contrasting sites: the extensive and normally dry rangelands of Rajasthan, the modern farming sector of Haryana (part of India's breadbasket), and in the intensely cultivated fields of Bangladesh.

Braja Swain, the project associate doing all the fieldwork and analyses for this project, says that even this year's good maize harvest will feed many families only for a few months, after which they will have to buy grain using money they get from selling some animals or from family members who have migrated away to find jobs.

This project is funded by the Systemwide Livestock Programme of the Consultative Group on International Agricultural Research and led by the Maize and Wheat Improvement Centre. ILRI's Swain is studying for a doctoral degree in economics at the Centre for Development Studies at Jawaharlal Nehru University, in New Delhi.
