The contribution of African women agricultural researchers and smallholder farmers to agricultural research and food production in the continent was last week highlighted and recognized during the announcement of the 2011 fellowships of the African Women in Agricultural Research and Development (AWARD), an initiative of the Gender and Diversity program of the Consultative Group on International Agricultural Research (CGIAR).

Seventy women agricultural scientists – including food and veterinary scientists and agricultural economists – from 11 countries across Africa will benefit from this year’s fellowships.  Among the winners of this year’s fellowships, which were announced at Jacaranda Hotel in Nairobi on Thursday 18 August, are two scientists affiliated with the International Livestock Research Institute (ILRI), Lillian Wambua and Nimmo Gicheru, who are researching some of the continent’s most pressing livestock disease problems.

Wambua, from the University of Nairobi, is a researcher in ILRI’s Biotechnology Theme, where she is investigating the impacts of bovine malignant catarrhal fever, a fatal livestock disease that is spread from wildebeest to cattle and harms the livelihoods of Maasai pastoralists in southern Kenya. ‘Livestock keepers need support to deal with these diseases,’ says Wambua. ‘I hope to help, particularly, women farmers to improve their productivity as they are the stronghold of the agricultural workforce in much of Africa. I believe this fellowship will raise my visibility and give me new skills to be a research leader in the process.’

Nimmo Gicheru, who is currently pursuing her PhD studies, has a background in medical research and is part of an ILRI project working to enhance control of contagious bovine pleuropneumonia, a highly infectious livestock disease that occurs throughout much of sub-Saharan Africa. The project, which began in May 2011, seeks to develop diagnostic tools and vaccines to better manage the disease. ‘It’s a great honour to be selected as an AWARD Fellow, says Gicheru. ‘This program is showing us how to use various tools and techniques not only to apply our research but also to negotiate and network with other scientists in the process of sharing our innovations and knowledge with farmers,’ she said. ‘AWARD is giving African women agricultural scientists a voice.’

Speaking during the event, Vicki Wilde, director of the AWARD program, noted the ‘growing recognition of the importance of investing in Africa’s women.’ The program, now in its fourth year, has awarded fellowships to 250 African women scientists ‘who are coming out with strengthened science skills, gender responsiveness in their work and an increase in confidence and willingness to lead,’ said Wilde. ‘These fellows can play an influential role in Africa’s agricultural development by supporting African farmers with knowledge and innovation to enable them to bounce back in the face of dynamic change.’

‘AWARD is a shinning example of the contribution that women can make to food security and agricultural production in sub-Saharan Africa,’ said Kurt Low, office director for a Regional Economic Growth and Integration Program of United States Agency for International Development, which, together with the Bill and Melinda Gates Foundation, is a key sponsor of the program.

Update: ‘Mapping Hotspots of Climate Change and Food Insecurity’

Last month the Climate Change, Agriculture and Food Security (CCAFS) program of the Consultative Group on International Agricultural Research (CGIAR) launched a report showing global hotspots to climate induced food-insecurity, garnering significant media attention. Several weeks later, the authors, from the International Livestock Research Institute (ILRI), noticed two errors in the calculations, and so CCAFS immediately took the report offline for corrections. CCAFS issued an erratum that outlines the errors in the first version as well as in the press release. The errors are related to calcluation of population numbers, in one case the number of people at risk is underestimated, while in the other case the number of people most at risk is overestimated.

  1. The press release stated that “there are 56 million food-insecure and crop-dependent people in parts of West Africa, India and China who live in areas where, by the mid-2050s, maximum daily temperatures during the growing season could exceed 30 degrees Celsius (86 degrees Fahrenheit).” The accurate number is 170.5 million. Why did this happen? The researchers miscalculated the population numbers (in this case the number of people affected) by a factor of about three. Therefore, the population number in the maps 4.4 through 4.12 are underestimated as well. Map 4.4 (above) was further modified to correct High and Low exposure categories (which had been reversed)  What is the significance of this? The new numbers tell us basically the same story as our previous calculations, only that more, not fewer, people are likely to be affected by hunger and more extreme climates.
  2. The press release stated that “there are 369 million food-insecure people living in agriculture-intensive areas that are highly exposed to a potential five percent decrease in the length of the growing period.” The accurate number is 265.7 million. However, the number in the two highest categories of vulnerability (HHL and HHH), goes up from around 607 million in the previous calculations to nearly 1 billion (999.8 million) in the current calculations.Why did this happen? The researchers mistakenly transposed the “high” and “low” exposure categories in the 5% map (4.4), which actually results in a lower number of people being most at risk than was stated in the press release.What is the significance of this? Our revised map shows the same basic message as our previous map, that large portions of India, West Africa, and China are predicted to be hotspots of both climate change and food insecurity.

CGIAR research coalition approves six programs to boost global food security

CGIAR Research Program 3.7 on livestock and fish

The developing world’s supplies of wheat, livestock, fish, roots, tubers, and bananas, along with the nutrition of its poorer communities and the food policies of its governments, should be enhanced in the coming years by new funding approved by the Consultative Group on International Agricultural Research (CGIAR), the world’s largest international agriculture research coalition.

The CGIAR has approved six new programs, totalling some USD957 million, aimed at improving food security and the sustainable management of the water, soils and biodiversity that underpin agriculture in the world’s poorest countries. The newly created CGIAR Fund is expected to provide USD477.5 million, with the balance of the support needed likely to come from bilateral donors and other sources.

The six programs focus on sustainably increasing production of wheat, meat, milk, fish, roots, tubers and bananas; improving nutrition and food safety; and identifying the policies and institutions necessary for smallholder producers in rural communities, particularly women, to access markets.

The programs are part of the CGIAR’s bold effort to reduce world hunger and poverty while decreasing the environmental footprint of agriculture. They will target regions of the world where recurrent food crises—combined with the global financial meltdown, volatile energy prices, natural resource depletion, and climate change—undercut and threaten the livelihoods of millions of poor people.

‘More and better investment in agriculture is key to lifting the 75 per cent of poor people who live in rural areas out of poverty,’ said Inger Andersen, CGIAR Fund Council chair and World Bank vice-president for sustainable development. ‘Each of these CGIAR research programs addresses issues that are fundamental to the well-being of poor farmers and consumers in developing countries. Supporting such innovations is key to feeding the nearly one billion people who go to bed hungry every night.’ CGIAR Fund members include developing and industrialized country governments, foundations and international and regional organizations.

Each of the research programs, proposed by the Montpellier-based CGIAR Consortium of International Agricultural Research Centers, is working on a global scale by combining the efforts and expertise of multiple members of the CGIAR Consortium and involving some 300–600 partners from national agricultural research systems; advanced research institutes; non-governmental, civil society and farmer organizations; and the private sector. By working in partnership on such a large scale, the CGIAR-plus=partners effort is unprecedented in size, scope of the partnerships and expected impact.

The six new programs, each implemented by a lead centre from the CGIAR Consortium, join five other research endeavours approved by the CGIAR in the past nine months (on rice, climate change, forests, drylands, and maize) as part of the CGIAR’s global focus on reducing poverty, improving food security and nutrition and sustainably managing natural resources. Each of the six programs described below was approved with an initial three-year budget.

CGIAR Research Program 3.7 on livestock and fish

Meat, Milk and Fish (USD119.7m) will increase the productivity and sustainability of small-scale livestock and fish systems to make meat, milk and fish more profitable for poor producers and more available and affordable for poor consumers. Some 600 million rural poor keep livestock while fish—increasingly derived from aquaculture—provide more than 50 per cent of animal protein for 400 million poor people in Africa and South Asia. This program will be led by the International Livestock Research Institute (ILRI), based in Africa.

Agriculture for Improved Nutrition and Health (USD191.4m) is designed to leverage agriculture improvements to deal with problems related to health and nutrition. It is based on the premise that agricultural practices, interventions and policies can be better aligned and redesigned to maximize health and nutrition benefits and reduce health risks. The program will address the stubborn problems of under-nutrition and ill-health that affect millions of poor people in developing countries. Focus areas include improving the nutritional quality and safety of foods in poor countries, developing biofortified foods and generating knowledge and techniques for controlling animal, food and water-borne diseases. This program will be led by the International Food Policy Research Institute (IFPRI), based in the USA, with the health aspects led by ILRI.

Wheat (USD113.6m) will create a global alliance for improving productivity and profitability of wheat in the developing world, where demand is projected to increase by 60 per cent by 2050 even as climate change could diminish production by 20 to 30 per cent. Accounting for a fifth of humanity’s food, wheat is second only to rice as a source of calories for developing-country consumers and is the number one source of protein.

Aquatic Agriculture Systems (USD59.4m) will identify gender-equitable options to improve the lives of 50 million poor and vulnerable people who live in coastal zones and along river floodplains by 2022. More than 700 million people depend on aquatic agricultural systems and some 250 million live on less than USD1.25 per day. The program will explore the interplay between farming, fishing, aquaculture, livestock and forestry with efforts focused on linking farmers to markets for their agricultural commodities.

Policies, Institutions and Markets (USD265.6m) will identify the policies and institutions necessary for smallholder producers in rural communities, particularly women, to increase their income through improved access to and use of markets. Insufficient attention to agricultural markets and the policies and institutions that support them remains a major impediment to alleviating poverty in the developing world, where in most areas farming is the principal source of income. This initiative seeks to produce a body of new knowledge that can be used by decision-makers to shape effective policies and institutions that can reduce poverty and promote sustainable rural development.

Roots, Tubers and Bananas (USD207.3m) is designed to improve the yields of farmers in the developing world who lack high-quality seed and the tools to deal with plant disease, plant pests and environmental challenges. Over 200 million poor farmers in developing countries are dependent on locally grown roots, tubers and bananas for food security and income, which can provide an important hedge against food price shocks. Yet yield potentials are reduced by half due to poor quality seed, limited genetic diversity, plant pests and disease and environmental challenges.

‘These programs mark a new approach to collaborative research for development,’ said Carlos Perez del Castillo, CGIAR Consortium Board Chair. ‘They bring together the broadest possible range of organizations to ensure that research leads to development and real action that improves people’s lives.’

Note: The Consultative Group on International Agricultural Research (CGIAR) is a global partnership that unites organizations engaged in research for sustainable development with the funders of this work. The funders include developing- and industrialized-country governments, foundations and international and regional organizations. The work they support is carried out by 15 members of a Consortium of International Agricultural Research Centers, in close collaboration with hundreds of partner organizations, including national and regional research institutes, civil society organizations, academia and the private sector.

An ‘Index-Based Livestock Insurance’ project led by the International Livestock Research Institute (ILRI) was today (8 July 2011) highlighted as one of the successful, innovative and technology-driven initiatives using open data to create solutions that contribute towards helping Kenya achieve its long-term national development plan.

Speaking during the presidential launch of the ‘Kenya Government Open Data Web portal’ at Nairobi’s Kenyatta International Conference Centre, Andrew Mude, a scientist with ILRI who leads the Index-Based Livestock Insurance project, described how the project has developed an insurance model for pastoralist livestock keepers using open data. The project uses satellite-based readings of forage cover to find out how much fodder is available for livestock in northern Kenya and the data is combined with livestock mortality data from the Kenya Arid Lands Management project to predict livestock deaths against which livestock herders can insure themselves.

‘This model allows us to predict the current state of livestock mortality in northern Kenya. It currently shows there is a high livestock mortality rate in Marsabit District, which means that insurance may be paid to pastoralists this year,’ said Mude. Marsabit District, in Kenya’s northern drylands, is currently facing a severe drought that is also affecting Somalia and southern Ethiopia, in the Horn of Africa.

Stared in January 2010, the Index-Based Livestock Insurance project is insuring over 2600 households in Marsabit, which is helping livestock keepers there to sustain their livelihoods. The project is supported by the World Bank, the UK Department for International Development and the United States Agency for International Development, among other donors. It has received considerable support from the Kenya Government and recently received the Vision 2030 ICT award for ‘solutions that drive economic development as outlined in Kenya’s Vision 2030.’

Kenya President Mwai Kibaki officially opened the Kenya Government Open Data portal. He said the new open data platform would allow policymakers and researchers to find timely information to guide-decision making. ‘This launch is an important step towards ensuring government information is made readily available to Kenyans and will allow citizens to track the delivery of services,’ Kibaki said.

The new Kenya Government Open Data Web portal will make available to the public several large government datasets, including information on population, education, healthcare and government spending in an easy to search and view format. The portal will allow Kenyans to search and display national and county-level data in graphs and maps for easy comparison and analysis of information.

The launch brought together government officials, policymakers and ICT-sector players who are using open data to build applications that take information closer to Kenyans. Among today’s presentations was the National Council for Law Reporting Kenya Law Reports website, which is making available to the public for the first time the Kenya Gazette (from 1899 to 2011) and all of Kenya’s parliamentary proceedings since 1960.

‘Open data leads to open knowledge, which leads to open solutions and open development,’ said Johannes Zutt, World Bank Country Director for Kenya, who shared lessons from the World Bank’s experience and said open data can ‘fuel innovation in Kenya’s technology sector.’

‘This is a turning point in Kenya’s history,’ said Bruce Scott, ILRI’s director of Partnerships and Communications. ‘Kenya is among the first African countries that have made available this kind of information to their citizens online; this will empower its people in line with the country’s new constitution. ILRI is happy to be associated with this event.’

ILRI livestock insurance project features in presidential launch of Kenya Government’s ‘Open Data Web Portal’

Andrew Mude, a scientist with the International Livestock Research Institute (ILRI) who leads an ‘Index-Based Livestock Insurance’ project, on 8 July 2011 will describe how his project is using satellite imagery to provide the first livestock insurance to pastoral livestock herders in Kenya’s northern drylands. He is making this presentation at the launch of a new Kenya Government Open Data Web portal. The launch will be opened by Kenya President Mwai Kibaki at the Kenyatta International Conference Centre, in Nairobi’s city centre.

The Index-Based Livestock Insurance project is a novel scheme that provides livestock insurance against animal losses to over 2000 households in Kenya’s Marsabit District. This insurance product, the first to ever be offered in the district, is helping livestock keepers to sustain their livelihoods during droughts. The project was started by ILRI in partnership with UAP insurance and Equity Bank, along with other partners, in January 2010.

The new Kenya Government Open Data Web portal is one of the first in sub-Saharan Africa and it will, for the first time, make several large government datasets available to the public in an easy to search and view format. The portal will allow Kenyans to search and display national and county-level data in graphs and maps and allow for easy comparison and analysis of information.

The launch of Kenya Government Open Web portal is also bringing together over 30 exhibitors who will showcase their use of technology to share information. ILRI has an exhibit showcasing its Index-Based Livestock Insurance project.

Use of open-source technology to store, analyze, manage and display data is on the rise in Kenya and recently received a boost with the launching of  Virtual Kenya, a new website that hosts maps and spatial data about the country, making them available for use by citizens. Started by Upande Ltd., a Nairobi-based technology company, Virtual Kenya, has expressed interest in hosting some of the data generated by ILRI’s Index-Based Livestock Insurance project to demonstrate how open-source technologies are improving information access in the country.

One such map generated by data from the Index-Based Livestock Insurance project is already available on the Virtual Kenya website. The map shows viewers that in the current severe drought affecting northern Kenya, as well as southern Ethiopia and Somalia, throughout Marsabit District livestock forage availability is at acutely to severely low levels. That is, the amount of forage available to feed the pastoral livestock herds that support most people’s livelihoods in this district is significantly below long-run averages for this time of year, indicating that many of the domesticated livestock are expected to starve. (The next rains in the region are not due until October.)

In April 2011, ILRI’s Index-Based Livestock Insurance project won the Vision 2030 ICT Innovation Award for ‘the overall best innovation for their mobile-ICT-based livestock insurance solution.’ This award event was organized by the Kenya ICT board and the Kenya Vision 2030 Delivery Secretariat, which said the ILRI project was ‘a promising and exciting innovation in insurance design that allows the risk-management benefits of insurance to be made available to poor and remote clients.’

The Index-Based Livestock Insurance project also won a best-practice award from the Poverty Reduction, Equity and Growth Network in recognition of its innovative approach in combining scientific research and practical solutions; that award was bestowed in September 2010 in South Africa.

World Bank president says it’s time to push the CGIAR agricultural research agenda

Robert Zoellick, president of the World Bank, spoke today (6 July 2011) at the 40-year-anniversary celebrations of the Consultative Group on International Agricultural Research (CGIAR) at the World Bank in Washington, DC. His presentation followed a film about the historical beginnings of the CGIAR, including interviews of Norman Borlaug and Robert McNamara.

‘Both Norman Borlaug and Robert McNamara believed that it is possible to defeat hunger,’ Zoellick said. ‘They both worked to boost food production through science. And they both died within a few months of each other in 2009.’

Zoellick said that agriculture is a subject of strong personal interest for him; he grew up around farm families in the American midwest. And he said few things were as satisfying for him as speaking to farm families that had doubled, tripled or quadrupled their incomes through improved farm practices, which in turn rely on agricultural science.

Zoellick said that high food prices today are pushing 44 million people into poverty, and the global population is expected to reach 9 billion by 2050.

‘We’ll have to increase food production by 70% to feed everyone by mid-century,’ he said. ‘And we’ll have to do that with the rate of production increases dropping and in the face of climate change, which is predicted to decrease crop yields in Africa by 28%.’

Zoellick reported on some of the great achievements of the CGIAR over the last four decades. Among them, he cited the following work by the International Livestock Research Institute (ILRI) and its partners, including the Kenya Agricultural Research Institute.

There is now a vaccine for East Coast fever, which kills 1 cow every 30 seconds in 11 countries of Africa. The vaccine is expected to save more than a million cattle, with benefits worth up to USD270 million a year in the countries where the disease is now endemic.

‘I’ve been urging the G20 to put food first this year,’ said Zoellick. ‘One of my key messages at both G8 and G20 is the need to support agriculture and agricultural research.

“I see a 5-step challenge for the CGIAR,’ said Zoellick.
(1) Donor agencies increase funding to the CGIAR from USD670 million last year to USD1 billion by 2013.
(2) Donor agencies commit to multi-year predictable funding.
(3) Research institutions place greater focus on research to reduce post-harvest food losses (which can make up 20–50% of yields).
(4) Developing countries themselves increase their investments to agricultural research and development.
(5) Researchers and their supporters stand up for science and fight the current trend of cloaking ignorance in fashionable causes.

The moment is right to push the agricultural research agenda, Zoellick said. ‘The agricultural sector is fertile for innovation. And we can demonstrate the intimate links between this work and two of the big issues of our day—food security and climate change.’

Given the ammunition, he said, he’ll push this agenda forward.

The CGIAR hits 40: 1971-2011

Established in 1971, the Consultative Group on International Agricultural Research (CGIAR) hits 40 this year. A 40th-anniversary celebration is being held today, 6 July 2011, from 9:15 to 11am EST at the World Bank, in Washington, DC.

The collaborative work of the CGIAR has resulted in development impacts such as improved crop varieties and livestock breeds, better cropping and crop-livestock farming methods, pro-poor policy shifts and associated new knowledge. These products are made freely available to all stakeholders in development.

The CGIAR gleaned a set of 40 largely quantitative findings on CGIAR impacts since its inception in 1971 from a 2010 Food Policy journal article written by Mitch Renkow of North Carolina State University in the USA and Derek Byerlee, a former adviser in the World Bank’s Agriculture and Rural Development Department and co-author of the World Development Report 2008: Agriculture for Development.

The study noted that for every US$1 dollar invested in CGIAR research, $9 worth of additional food is produced in developing countries.

The economic benefits of the CGIAR as a whole were estimated to range from about $14 billion to more than $120 billion. Even under quite conservative assumptions, the benefits of research have been roughly double the investment.

Importantly, in addition to its direct research impacts, the CGIAR has trained some 80,000 professionals in developing countries.

Among the set of 40 beneficial impacts of the CGIAR cited are two related specifically to livestock research conducted by the International Livestock Research Institute (ILRI), which is supported by the CGIAR, and its partners:

The production and delivery of a vaccine for East Coast fever—a tick-transmitted disease that threatens some 25 million cattle in 11 countries of eastern, central and southern Africa—is being placed in the hands of private sector partners. It is expected to save more than a million cattle, with benefits worth up to $270 million a year in the countries where the disease is now endemic.

Research and advocacy aimed at decriminalizing the marketing of milk by small-scale vendors in Kenya created benefits for producers and consumers having an estimated value of $44–283 million.

A hitherto disregarded vast group of farmers—those who farm both crops and livestock—hold the key to feeding the world in coming years. Most of the world’s ‘mixed’ farmers are smallholders tending rice paddies or cultivating maize and beans while raising a few animals. A research report led by the International Livestock Research Institute (ILRI) indicates that this group is likely to play the biggest role in global food security over the next several decades (see ILRI Corporate Report 2009-2010, ‘Back to the Future: Revisiting mixed crop-livestock systems’). This photofilm celebrates these ‘unsung heroes’—both the mixed farmers themselves and their farm animals.

 

Some of our readers will remember that last year a perspective piece by ILRI was published in a special February 2010 issue of Science on food security, “Smart Investments in Sustainable Food Production: Revisiting Mixed Crop-Livestock Systems”, focused on the importance of the same smallholder mixed farmers.

Small farms that combine crop and livestock production supply much of the food staples (41 percent of maize, 86 percent of rice, and 74 percent of millet), as well as most of the meat and dairy products consumed in these countries.

The billions of dollars promised by the international donor community to fund small-scale agriculture farming are likely to fail unless policies are reoriented towards these ‘mixed’ farmers.

The pressures of climate change and finite resources, as well as the increasing demand for milk, meat and eggs across the developing world, will require proper planning, looking beyond ‘business as usual investments,’ and a greater ‘intellectual commitment’ to understanding food systems in the developing world.

A new study out today reveals future ‘hotspots’ of risk for hundreds of millions whose food problems are on a collision course with climate change. The scientists conducting the study warn that disaster looms for parts of Africa and all of India if chronic food insecurity converges with crop-wilting weather. They went on to say that Latin America is also vulnerable.

The red areas in the map above are food-insecure and intensively farmed regions that are highly exposed to a potential five per cent or greater reduction in the length of the growing season. Such a change over the next 40 years could significantly affect food yields and food access for 369 million people—many of them smallholder farmers—already living on the edge. This category includes almost all of India and significant parts of West Africa. While Latin America in general is viewed as having a ‘high capacity’ to cope with such shifts, there are millions of poor people living in this region who very dependent on local crop production to meet their nutritional needs (map credit: ILRI-CCAFS/Notenbaert).

This study matches future climate change ‘hotspots’ with regions already suffering chronic food problems to identify highly-vulnerable populations, chiefly in Africa and South Asia, but potentially in China and Latin America as well, where in fewer than 40 years, the prospect of shorter, hotter or drier growing seasons could imperil hundreds of millions of already-impoverished people.

The report, Mapping Hotspots of Climate Change and Food Insecurity in the Global Tropics, was produced by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The work was led by a team of scientists at the International Livestock Research Institute (ILRI) responding to an urgent need to focus climate change adaptation efforts on people and places where the potential for harsher growing conditions poses the gravest threat to food production and food security.

The researchers pinpointed areas of intense vulnerability by examining a variety of climate models and indicators of food problems to create a series of detailed maps. One shows regions around the world at risk of crossing certain ‘climate thresholds’—such as temperatures too hot for maize or beans—that over the next 40 years could diminish food production. Another shows regions that may be sensitive to such climate shifts because in general they have large areas of land devoted to crop and livestock production. And finally, scientists produced maps of regions with a long history of food insecurity.

‘When you put these maps together they reveal places around the world where the arrival of stressful growing conditions could be especially disastrous,’ said Polly Ericksen, a senior scientist at ILRI, in Nairobi, Kenya and the study’s lead author. ‘These are areas highly exposed to climate shifts, where survival is strongly linked to the fate of regional crop and livestock yields, and where chronic food problems indicate that farmers are already struggling and they lack the capacity to adapt to new weather patterns.’

‘This is a very troubling combination,’ she added.

For example, in large parts of South Asia, including almost all of India, and parts of sub-Saharan Africa—chiefly West Africa—there are 265 million food-insecure people living in agriculture-intensive areas that are highly exposed to a potential five per cent decrease in the length of the growing period. Such a change over the next 40 years could significantly affect food yields and food access for people—many of them farmers themselves—already living on the edge.

Higher temperatures also could exact a heavy toll. Today, there are 170 million food-insecure and crop-dependent people in parts of West Africa, India and China who live in areas where, by the mid-2050s, maximum daily temperatures during the growing season could exceed 30 degrees Celsius (86 degrees Fahrenheit). This is close to the maximum temperature that beans can tolerate, while maize and rice yields may suffer when temperatures exceed this level. For example, a study last year in Nature found that even with optimal amounts of rain, African maize yields could decline by one percent for each day spent above 30ºC.

Regional predictions for shifts in temperatures and precipitation going out to 2050 were developed by analyzing the outputs of climate models rooted in the extensive data amassed by the Fourth Assessment Report (AR4) from the United Nations Intergovernmental Panel on Climate Change (IPCC). Researchers identified populations as chronically food-insecure if more than 40 per cent of children under the age of five were ‘stunted’—that is, they fall well below the World Health Organization’s height-for-age standards.

‘We are starting to see much more clearly where the effect of climate change on agriculture could intensify hunger and poverty, but only if we fail to pursue appropriate adaptation strategies,’ said Patti Kristjanson, a research theme leader at CCAFS and former agricultural economist at ILRI. ‘Farmers already adapt to variable weather patterns by changing their planting schedules or moving animals to different grazing areas. What this study suggests is that the speed of climate shifts and the magnitude of the changes required to adapt could be much greater. In some places, farmers might need to consider entirely new crops or new farming systems.’

Crop breeders at CGIAR centres around the world already are focused on developing so-called ‘climate ready’ crop varieties able to produce high yields in more stressful conditions. For some regions, however, that might not be a viable option—in parts of East and Southern Africa, for example, temperatures may become too hot to maintain maize as the staple crop, requiring a shift to other food crops, such as sorghum or cassava, to meet nutrition needs. In addition, farmers who now focus mainly on crop cultivation might need to integrate livestock and agroforestry as a way to maintain and increase food production.

‘International trade in agriculture commodities is also likely to assume even more importance for all regions as climate change intensifies the existing limits of national agriculture systems to satisfy domestic food needs,’ said Bruce Campbell, director of CCAFS. ‘We have already seen with the food price spikes of 2008 and 2010 that food security is an international phenomenon and climate change is almost certainly going to intensify that interdependence.’

Ericksen and her colleagues note that regions of concern extend beyond those found to be most at risk. For example, in many parts of Latin America, food security is relatively stable at the moment—suggesting that a certain amount of ‘coping capacity’ could be available to deal with future climate stresses that affect agriculture production. Yet there is cause for concern because millions of people in the region are highly dependent on local agricultural production to meet their food needs and they are living in the very crosshairs of climate change.

The researchers found, for example, that by 2050, prime growing conditions are likely to drop below 120 days per season in intensively-farmed regions of northeast Brazil and Mexico.

Growing seasons of at least 120 days are considered critical not only for the maturation of maize and several other staple food crops, but also for vegetation crucial to feeding livestock.

In addition, parts of Latin America are likely to experience temperatures too hot for bean production, a major food staple in the region.

The study also shows that some areas today have a ‘low sensitivity’ to the effects of climate change only because there is not a lot of land devoted to crop and livestock production. But agriculture intensification would render them more vulnerable, adding a wrinkle, for example, to the massive effort under way to rapidly expand crop cultivation in the so-called ‘bread-basket’ areas of sub-Saharan Africa.

‘Evidence suggests that these specific regions in the tropics may be severely affected by 2050 in terms of their crop production and livestock capacity. The window of opportunity to develop innovative solutions that can effectively overcome these challenges is limited,’ said Philip Thornton, a CCAFS research theme leader and ILRI scientist and one of the paper’s co-authors. ‘Major adaptation efforts are needed now if we are to avoid serious food security and livelihood problems later.’

Market-oriented smallholder development in Ethiopia

Today, the ‘Improving Productivity and Market Success (IPMS) of Ethiopian Farmers Project’ holds an experience-sharing workshop on market-oriented smallholder development.

This project – www.ipms-ethiopia.org – is funded by the Canadian International Development Agency (CIDA) as a contribution to the Ethiopian Government’s ‘Plan for Accelerated and Sustained Development to End Poverty’.

At its establishment in 2005, The project was designed to follow a participatory market-oriented commodity value chain development approach. This is based on the premise that technology uptake is significantly influenced by the profitability of production, and that production is driven by market demands for specific commodities. The approach is participatory in that it involves farmers and other value chain actors as well as associated service providers in diagnosis, planning and implementation of the interventions through formal and informal linkages.

The workshop is designed to facilitate experience-sharing – the 150+ participants are drawn from national, regional and district governments, the private sector, civil society, research institutions and universities, and development agencies. It focuses on specific commodity value chain interventions – livestock and crops – as well as essential enabling methods, approaches, and processes the project has applied. Exhibition-type displays showcase interventions on specific commodity value chains. Cross-cutting issues such as knowledge management, capacity development, and gender, are also explored.

After five years intense applied work, the workshop also provides an opportunity for project lessonsa nd outputs to be shared with the Government’s new Growth and Transformation Plan (GTP) that re-emphasizes the role of smallholders in the commercialization of Ethiopian agriculture.

Comprehensive dialogue on agricultural development in Ethiopia published

Proceedings of a comprehensive review of the history and current state of Ethiopia’s agricultural development, made in a 2009 ‘Dialogue on Ethiopian Agricultural Development’ held in Addis Ababa have been published by the International Livestock Research Institute (ILRI).

The 2009 Dialogue was jointly organized by Ethiopia’s Ministry of Agriculture and Rural Development and ILRI to honour Gebisa Ejeta, winner of the 2009 World Food Prize. Held on 12 November 2009 at the United Nations Conference Centre, the Dialogue was opened by Ethiopian President Ato Girma Woldegiorgis.

Gebisa received the prestigious prize on 15 October 2009 at Iowa’s state capital, Des Moines, USA. His research with sorghum hybrids resistant to drought and the devastating Striga weed have dramatically increased the production and availability of one of the world’s five principal grains and enhanced the food supply of hundreds of millions of people in sub- Saharan Africa.

Gebisa’s high academic standing in his undergraduate years paved the way to financial assistance and entrance into higher education institutions, leading to his bachelor’s degree in plant science in 1973 from the Alemaya College of Agriculture. In 1973 his mentor Berhane Gebre-Kidan introduced Gebisa to a renowned sorghum researcher, John Axtell of Purdue University, who invited him to assist in collecting sorghum species from around Ethiopia. Axtell was so impressed with Gebisa that he invited him to become his graduate student at Purdue University. Gebisa entered Purdue University in 1974, earning his PhD in plant breeding and genetics. He later became a faculty member at Purdue, where today he holds a distinguished professorship.

Gebisa’s dedication to helping poor farmers feed themselves and their families and rise out of poverty has propelled his life’s work. At the Dialogue, he spoke on science-based agricultural development with particular emphasis on Ethiopia. Abera Deressa, state minister of the Ministry of Agriculture and Rural Development; Solomon Assefa, director general of the Ethiopian Institute of Agricultural Research; Belay Kassa, president of Haramaya University, made presentations on the challenges, opportunities and achievements of agricultural research in Ethiopia and the role of agricultural universities. These presentations were followed by others, including one by Carlos Seré, director general of ILRI, and a panel discussion by representatives of key institutions and universities.

on enhancing science-based development in Ethiopia
‘. . . African farming has not been significantly influenced by advances in the agricultural sciences that have benefited the rest of the world. Contributions from improved genetic stocks of plants and animals have been limited. Currently less than 20% of African farms use modern seed, and even fewer have access to improved stocks of livestock. Use of modern plant and animal husbandry has been very limited. African farmers grow their crops and raise their animals using traditional practices that have been passed through the generations. African farming has been organic with a continental average use of inorganic fertilizers still standing well below 10 kg/ha. Uses of other chemical inputs for control of weed, pest, and diseases in Africa have been nearly insignificant. The strongest limitations are imposed by lack of knowledge of modern farming practices. And when smallholder farmers develop some awareness through organized public interventions, they often lack the financial means to purchase inputs and tools that enhance efficiency and lessen the family burden on their livelihoods. Overall, the vital institutions of agricultural research and extension services in nearly all African countries lack the needed full capacity and institutional infrastructure to reach out to smallholder farmers and to readily generate and dispense badly needed new science-based technology or to effectively deploy those from past findings. . . .’

‘. . . Ethiopia is one of the largest countries in Africa both in terms of land area (1.1 million km2) and human population (estimated at 82 millions in 2010). Agriculture is the basis of the Ethiopian economy. It accounts for about 40% of the GDP and 90% of the total export revenue and employs 85% of the country’s labour force (FDRE 2010). Ethiopian agriculture is virtually small-scale, subsistence-oriented and crucially dependent on rainfall. About 90% of the country’s agricultural output is generated by subsistence farmers who use traditional tools and farming practices ( MoFED 2008; Dercon et al. 2009). Low productivity characterizes Ethiopian agriculture. The average grain yield for various crops is less than two tonnes per hectare (Byerlee et al. 2007; Dercon et al. 2009). The livestock subsector plays an important role in the Ethiopian economy. The majority of smallholder farms depend on animals for draught power, cultivation and transport of goods. The subsector makes also significant contribution to the food supply in terms of meat and dairy products as well as to export in terms of hides and skins which make up the second major export category. However, the productivity of the subsector is decreasing as a result of poor management systems, shortage of feed and inadequate health care services (FDRE 2010). Despite the importance of agriculture to the Ethiopian economy, food insecurity has been an enormous challenge to the nation since the early 1970s. In this connection, it is important to note that over the last three decades Ethiopian agriculture has been unable to produce sufficient quantities to feed the country’s rapidly growing population (Gill 2010). As a result, the country has been increasingly dependent on commercial food imports and food aids. . . . Available evidence shows that yields of major crops under farmers’ management are still far lower than what can be obtained under research managed plots (Abate 2006; EIAR 2007). This is a clear indication of the gap, which exists between researchers and farmers. The absence of effective linkage between agricultural research and extension systems has repeatedly been reported as one of the major reasons for the low productivity of Ethiopian agriculture. There had been no forum where this linkage problem had not been raised as a result of which it has become a concern among policymakers, researchers, development workers and funding organizations (Belay 2008). . . .’

Carlos Seré, director general of the International Livestock Research Institute (ILRI), whose principal campuses are located in Ethiopia and Kenya, spoke of the need to enhance the capacity of societies to learn quickly and respond to climate and other changes. ‘I do not think there is a trade-off between climate change and food security,’ Seré said. ‘Our agricultural and climate challenges have much in common. Agriculture has to be central to climate change discussions.’ The ILRI director general remarked on Ethiopia’s rare agricultural, biological, human and institutional diversity: ‘There will be a lot of variability in how the climate changes. Ethiopia has greatly diverse farming regions. It has great biodiversity. How can we use cutting edge science to understand that diversity and use it better? Lessons learned in one place may be valuable in another. We need to empower people at the local level to provide solutions. Science can quicken this work. The centres of the CGIAR have been working side by side with the Ethiopian Institute of Agricultural Research and other institutions in this country. We stand ready to deepen our cooperation with the diversity of institutions in Ethiopia.’
