Greening the livestock sector: ‘Game changers’ for environmental, social, economic gains

A week-long Third Multi-stakeholder Platform Meeting of A Global Agenda of Action in Support of Sustainable Livestock Sector Development, kicked off today in Nairobi, Kenya.

People concerned about either the benefits or the costs of livestock production should take note of these deliberations.

The Global Agenda is committed to broad-based, voluntary and informal stakeholder actions improving the performance of the livestock sector. It ambitiously aims to protect natural resources as well as to reduce poverty and protect public health. The assumption (‘theory of change’) underpinning the Agenda is that natural resource-use efficiency and thus sustainable development of the livestock sector can be achieved by an increase in the use of humanmade resources and a concomitant reduction in the use of natural resources per unit of livestock food/product/output.

This was the fifth in a series of ‘livestock live talks’ at ILRI. Dijkman spoke of the coming crunch: ‘We’re adding two China’s to the world in the next 30 years and by 2050 we’ll need to feed 335 more people and need 70% more meat and milk.’ This, Dijkman said, is happening in the midst of growing land, soil and water scarcity (agriculture accounts for 70% of all freshwater use) and increasing livestock and other greenhouse gas emissions that are heating up our climate.

When Dijkman was asked if he thinks the Global Agenda offers a ‘third way’ for livestock production, one somewhere between subsistence and industrial production, he answered, it’s the ‘only way’.

We’re not going to stop livestock production, and livestock is at the centre of most contemporary resource use issues (land, water, energy, nutrients, climate change). Demand for livestock products will likely continue to be strong. Efficiency is key to reducing resource requirements and environmental impact. We need faster new technology adoption and better supporting policy frameworks. Making livestock more sustainable is both important and urgent: action is what is needed. ‘Blame games’ aren’t helpful: We need a constructive dialogue to build consensus. Resource use efficiency is the common ground and it indicates the direction of change.” — Jeroen Dijkman, FAO

Rationale
Growing populations, income gains and urbanization have made livestock one of the fastest growing sub-sectors of agriculture. Past sector expansion in developed countries and more recently in emerging nations has been impressive and has been associated with a widespread transformation of the livestock sector. Ensuring that the continuing demand expansion for livestock products does not increase pressure on natural resources and contributes to socially desirable outcomes, however, will require further adjustments and improvements in sector policies, governance and investments.

Focus
The Agenda’s stakeholders have agreed initially to focus on the following three areas.

Closing the efficiency gap
Application of existing technology and institutional frameworks to generate large resource use efficiency, economic and social gains.

Restoring value to grasslands
Harnessing grass/rangeland’s potential to contribute to environmental services and sustainable livelihoods.

Towards zero discharge
Reducing nutrient overload and greenhouse gas emissions through cost-effective recycling and recovery of nutrients and energy contained in animal manure.

As FAO’s Dijkman said in his seminar at ILRI the week before:

We’re moving to a new narrative. The livestock sector will grow but that growth will need to be ‘green’. The livestock sector offers great opportunities for better resource management and development. The good news is that social and health objectives can be aligned. We need to do this jointly – through collective action. That’s what this Global Agenda is all about.”

Field visits
Participants at the Global Agenda meeting this week will visit the following three agencies on the Friday following the close of the meeting on Thursday.

Ol Kalou Dairy
Ol Kalou Dairy Ltd is a well-established limited company founded located in the Central Province of Kenya. Founded in 2002 and comprising 3500 farmers, the dairy collects about 20,000 litres per day. The dairy is well equipped with a cooler and an agro vet shop that provides inputs and services on credit to active suppliers. Extension services are provided to the members. The dairy is currently been supported by the East Africa Dairy Development Project.

ILRI biosciences laboratories
A morning’s visit to the laboratories at ILRI will include an overview of ILRI by its director general, Jimmy Smith, followed by a tour of ILRI’s facilities, including the Biosciences eastern and central Africa (BecA)-ILRI Hub and its research, capacity building and services. works with partners worldwide to enhance the roles livestock play in pathways out of poverty, principally in Africa and Asia. The tour will also showcase ILRI’s biosciences livestock research, including its 454 sequencing platform and a project on ‘An Integrated Response System for Emerging Infectious Diseases in East Africa’, another on mycotoxins research, a nutritional diagnostics platform and a livestock bio-repository. The tour will be followed by a science poster session and lunch.

Farmers’ Choice
Farmer’s Choice was established in 1980 with its main objective being the sale of fresh and processed pork products to the entire population and across all income groups in Kenya. The core business of Farmer’s Choice is the production of sausages, bacon, ham, delicatessen products and fresh pork. Beef, lamb and poultry have also become important supplementary products.

Background
This meeting is organized by the International Livestock Research Institute (ILRI), the African Union-Interafrican Bureau for Animal Resources (AU-IBAR) and the Food and Agriculture Organization of the United Nations (FAO). ILRI and AU-IBAR are co-hosting the meeting at the Intercontinental Hotel in Nairobi, Kenya, from 22 to 24 January 2013, with a third of the participants taking field trips on the following Friday. This meeting represents a ‘constituting milestone’ for the Agenda, entailing, in addition to information and networking events, working sessions to refine action programs and governance agreements.

In 2012, a group of researchers at the International Livestock Research Institute (ILRI) worked with partners at the World Bank, under the direction of Jimmy Smith, then a senior livestock advisor at the Bank and now director general of ILRI, in identifying investment opportunities for ruminant livestock feeding in developing countries.

Excerpts from the executive summary follow.

‘Driven by population growth, increasing demand, stricter quality and safety standards for animal source food and increasing competition for land and water resources, the livestock sector is changing rapidly. Within this changing landscape, smallholders with crops and livestock will remain the mainstay of the sector in developing countries for some decades to come.

For example, the projections in this report foresee an increase in cattle, sheep and goat populations in the mixed crop-livestock systems in the developing world from 467 million to 648 million adult cattle equivalents. However, also here, the abovementioned mega-trends and the resulting competition for feed resources imply that these systems will have to intensify to ensure an acceptable livelihood for its producers.

‘Enhancing the quality and quantity of feed, as one of the most important factors of animal production will play a critical role in this process of intensification. However, feed improvement should not be seen in isolation, but rather be assessed as part of the greater value chain, including all stakeholders. For example, investing in feed improvement without markets to sell the increased production from this investment or without an adequate feed quality control regulatory framework, would yield negative returns.

This report follows a step-by-step analytical framework that will provide the priority investments and actions in technologies, policies, and institutions.

‘As the first step in this framework, the most promising value chains, where feed-related strategies and investments are most likely to have significant impacts, have to be identified. On the basis of the key characteristics of (a) growth and market opportunities, (b) number of poor and pro-poor potential and (c) the supply constraints, in particular disease risk and feed resources availability, this report identifies first Sub-Saharan Africa and South Asia as priority areas, and then, within these areas, it identifies three commodity value chains in five regions of particularly great potential to benefit poor producers and consumers. They are:

  • Dairy in East Africa and South Asia
    because of the expected growth in demand (including export potential), the number of poor involved (135 million), and the moderately adequate situation resource situation
  • Beef in West Africa
    because of its potential for import substitution and potential for improvement, in spite of the resource constraints
  • Small ruminant meat in West Africa and Southern Africa
    because of the number of poor involved (110 million) and new domestic market opportunities.

‘The framework was then used to analyze the diversity of feed types, the availability of feed sources both from within and from outside of local systems, based on informant interviews and quantitative modeling of the current situation and with projections to 2030. Detailed data for each feed type and source are available in the main text, but the general trends show:

  • (a) A reduction in the use of crop residue
    such as straws and stovers, although at a projected between 20 and 50 percent these remain a substantial part of the daily ration of the livestock of those systems.
  • (b) An increase in the use of crop-by-products
    (such as oil cakes and by-products of the milling industry) and concentrates, although staying in 2030 mostly below ten percent, with the exception of the South Asian dairy systems, where they would amount to 25 percent of the total diet. With such a low share of the diet, and with most products not edible for humans, these systems would not endanger global food security.
  • (c) An increase in the area planted for forages,
    in particular in dairy systems; and (d) a sharp increase in feed procurement from the market instead of supply from the own farm.

‘Based on these projections to 2030, opportunities for feed-related investments with major positive impacts on the poor are then identified. A number of strategies, policies, technologies, and services come to light as especially promising areas for such investment in a variety of scenarios. Applying the assessment framework to each of the three value chains yielded similar results for all chains. First of all, they stress that addressing feed related issues in the context of evolving value chains requires combinations of public and private investments: policies, strategies that facilitate adoption and market engagement with reduced transactions costs such as improved access to knowledge and services for smallholder producers and other market agents together with adoption of improved feed technologies.

‘The more specific areas of improvement that warrant priority in targeting investments are:

  • Technological feed improving solutions include in all value chains studied
    (a) more attention to research and development for feed/food crops, i.e., crops that provide both food (mostly grain) for humans and feed (mostly straws) for livestock;
    (b) better ration formulation, through the introduction of feed processing and storage technologies (including micro-sizing, ensiling, etc.) and
    (c) forage seed production. . .
  • Institutional issues include access to land and water for all smallholders, as a primary concern and as the main incentive to improve crop-residues. Effective governance on feed quality is also a common institutional issue raised. Similarly, reduction on transaction costs (both to access the feeds and to participate in product markets) is another key area for institutional investment support. In all value chains, the report strongly advocates support to Business Development Services – interpreted in the broadest sense as a key to facilitating access to feeds, markets and for reducing transaction costs. . . .
  • The policy concerns are more value chain specific, and include the protection against dumping of meat and milk from the OECD countries, reduction of regional tariff barriers (in particular in Sub-Saharan Africa) and lack of investment in infrastructure.

‘While for many households increasing animal numbers is perceived as attractive, there are severe environmental limitations of the extent this is possible. Policies and investment that increase per animal productivity, such as adequate ration formulation and emphasis on mineral supplementation in the feed and nutrition domain, as well as genetic and health improvement related investment will be important. However, in some areas, increased efficiency (producing the same with fewer animals, or more with the same number of animals) can also be achieved through incentive systems such as payment for environmental services.

‘Ranking those investments regarding their economic return constitutes the final step in the analytical framework, underpinning this study. The analysis shows that for an individual household, the increase in animal numbers is the most attractive option, as has also been proven in the past.

Indeed, according to FAOSTAT (2010) data, most (57 percent over the period 1990–2010) of the increased production in Sub-Saharan Africa comes from an increase in animals, and not from increased productivity per animals. This is obviously not sustainable.

‘The key challenge therefore is to increase the profitability of raising productivity per animal. As better feed utilization will be a critical factor in enhancing the profitability and hence in ensuring the long term sustainability of these system, it is therefore encouraging that in most evaluations feed improvements (and in particular the use of crop-residues) rank from the third to the fifth place. The analytical framework also provides a ranking of the importance of timing over the 2010–2030 period in which investments are made. The results show that in general a fast trajectory (i.e. transformation early in the 20-year interval) is associated with relatively higher returns accruing to investments in selected feed types, compared to a “slow” trajectory. Fast action is therefore recommended.

‘The results of this study demonstrate that the assessment framework developed could be applied readily in other systems, and at the same time provides a basis that can be further built upon.

‘This peer-reviewed World Bank report was prepared under the guidance of Jimmy Smith, formerly of the World Bank and (since Nov 2011) now serving as director general of the International Livestock Research Institute (ILRI), in Nairobi, Kenya, and Francois le Gall of the World Bank by an ILRI team consisting of William Thorpe, Derek Baker and Shirley Tarawali with Rainer Asse, Augustine Ayantunde, Michael Blummel, Oumar Diall, Alan Duncan, Abdou Fall, Bruno Gerard, Elaine Grings, Mario Herrero, Chedly Kayouli, Ben Lukuyu, Siboniso Moyo, Ranjitha Puskur, An Notenbaert, Tom Randolph, Steve Staal, Nils Teufel, Francis Wanyoike and Iain Wright. Experts take up two new director positions at ILRI, world’s leading pro-poor livestock research institute

The International Livestock Research Institute (ILRI) last November appointed two new deputy director generals of research at the institute. American John McIntire, formerly of the World Bank, will direct research on integrated livestock systems at ILRI while Suzanne Bertrand, a Canadian who has been working in the private sector in New Zealand, takes on directorship of ILRI’s biosciences research. This month they took up their new positions, where they also serve on ILRI’s senior management team, reporting to ILRI director general Jimmy Smith.

John McIntire is a native Californian who graduated from Occidental College, where he was a member of the regional champion cross-country team, in 1972 with a BA in history. He worked in a pharmaceuticals factory until 1975, when he began graduate studies at the Fletcher School at Tufts University. In 1980, Fletcher awarded him a PhD in agricultural economics, based in part on fieldwork he had conducted near Segou, in central Mali, from 1977 to 1978. That work, done in collaboration with the West African Rice Development Association (now AfricaRice) and the Malian national research program, was one of the original farm-level studies of smallholder crop production done anywhere in francophone Africa and one of the first to study competition between rainfed and irrigated crops.

After receiving his PhD, McIntire took up a job as research associate at the International Food Policy Research Institute (IFPRI), in Washington, DC, where he published Food Security in the Sahel: Variable Import Levy, Grain Reserves and Foreign Exchange Assistance (1981). This report was one of the first papers to use a quantitative model of food supply and demand to investigate policies for improving food security in West Africa. In 1980, McIntire was appointed principal economist in the West Africa Program of the International Crops Research Institute for the Semi-Arid Tropics (ICRISAT), where he was based at the Kamboinse Research Station, near Ouagadougou, Burkina Faso. There he worked to identify constraints to improving millet and sorghum production in the sub-humid and semi-arid tropics of Burkina Faso, publishing work on village surveys, intercropping and animal traction. In 1981, he moved with ICRISAT to Niger, where he helped establish the ICRISAT Sahelian Centre at Sadore and conducted village-level studies on farmer-managed experiments with new millet-producing techniques involving improved cultivars, intercropping and mineral fertilizers.

McIntire left ICRISAT and Niger in 1984 to take up a position as principal economist at the International Livestock Centre for Africa (ILCA), one of ILRI’s two predecessors, in Addis Ababa, Ethiopia. While at ILCA, he worked on the economics of ILCA’s priority setting, trypanotolerance (genetic resistance to the disease African animal trypanosomosis), smallholder cattle fattening, crop residue management, alley farming and crop-livestock integration. Based on his work at ILCA and ICRISAT, he published Crop Livestock Integration in Sub-Saharan Africa (1992), with Daniel Bourzat and Prabhu Pingali, a book still widely cited 20 years later.

McIntire joined the World Bank in 1989, where he worked until his retirement in 2011. There he developed and managed a National Agricultural Technology Program for Mexico, which was, at the time, the largest Bank investment in national agricultural research in the world. He later worked as country economist for Côte d’Ivoire, where he was instrumental in the reform of the national cocoa marketing institution and in restructuring that country’s international debt as part of the HIPC (Heavily Indebted Poor Countries) Initiative. From 2000 to 2004, he was World Bank country director for Senegal, the Gambia, Cape Verde and Guinea. From 2004 to 2007, he served as director for Agricultural, Environmental and Social Development in the Africa Region of the World Bank. His final Bank assignment was country director for Tanzania, Uganda and Burundi, where he managed a team of some 200 people that delivered one of the largest IDA (International Development Association) programs in the world. In 2011, he was the second person to receive both the Bank’s ‘Good Manager Award’ and ‘Green Award for Environmental Leadership’, the latter notably for his work in defending Serengeti National Park.

 

Suzanne Bertrand

Suzanne Bertrand, ILRI deputy director general for biosciences research
Suzanne Bertrand’s background is a unique mix of science and managerial roles in government, academia and the private sector, with long interest and hands-on experience in international development. She has expertise in managing stakeholder and client relationships and in building project engagement strategies.

Bertrand earned a PhD in plant molecular biology at Laval University (French: Université Laval), in Canada’s Quebec Province and began her career as a scientist with Agri-Food Canada, working on forage plants. Her focus shifted rapidly from laboratory-based research to the application of modern agri-technology in the developing world. Her first overseas assignment was as a consulting plant physiologist for a Gansu Forest Nursery Project in the People’s Republic of China, funded by the Canadian International Development Agency; Bertrand served as director of this project for its last three years. She then went to North Africa, again as project director, to manage the installation and start-up of five tree nurseries in Tunisia, a project funded by the Nordic Development Bank and World Bank.

Bertrand spent six years in the USA, first as research assistant professor at North Carolina State University and then as a founding principal for a biotechnology start-up company. She was then recruited as group manager for innovation with Livestock Improvement Corporation (LIC), a large dairy breeding enterprise in New Zealand, where she managed LIC’s Research and Development Group, delivering science-based solutions in the areas of genomics, reproductive health, animal evaluation and commercialization to the dairy sector.

In 2008, Bertrand became director of international linkages for the New Zealand Ministry of Research, Science and Technology. In this role, she established an overarching framework for the ministry’s external engagement and developed an International Linkages Strategy for New Zealand science. She was most recently chief executive officer for NZBIO, an NGO representing the interests and supporting the growth of the bioscience sector in New Zealand. Membership in NZBIO spans the spectrum of agbiotech, human health, industrial, environmental and food bioscience, from start-up companies to Crown research institutes and universities to large corporates and multinationals.

Bertrand has a lifelong interest in fine cuisine, art history, all things gardening, and travel.

 

Livestock livelihoods for the poor: Beyond milk, meat and eggs

The science journal Animal Frontiers this month (Jan 2013) focuses on the links between livestock production and food security.

Maggie Gill edited the issue. Gill is an animal nutritionist by training who has spent years as a senior member of research institutions in the the UK (Natural Resources Institute, Natural Resources International, Macaulay Land Use Research Institute, Scottish Government) and presently divides her time between work for the UK Department for International Development and the University of Aberdeen while also serving on the CGIAR’s Independent Science and Partnership Council. She is a former board member of the International Livestock Research Institute (ILRI).

In her introductory editorial to this issue, which focuses on livelihoods for poor owners and food for rich consumers, Gill reminds readers of the vast differences in livestock systems between the world’s poor and rich people and nations.

‘The relationship between livestock and food security is often portrayed by the media in emotional terms such as “Go vegetarian to save the planet”. Yet the relationship is not so simple. There are positive impacts of livestock on “the planet,” not the least in terms of the economy, with trade in live animals and animal products contributing 40% of the global value of agricultural output (FAO, 2009), but also in terms of the 1 billion poor people in Africa and Asia who depend on livestock for their livelihoods. The challenge is that there are also negative impacts of livestock, and they tend to be good headline grabbers!

‘I was pleased, therefore, to be invited to serve as guest editor of this issue of Animal Frontiers . . . [and] to have the opportunity to include papers about some of the lesser publicized facts about livestock and food security. . . . [A second issue on this topic will be published in Jul 2013.]

‘This issue takes a high-level perspective, exploring the relationship between people and animals (including fish) in developing countries, through trade and particularly in terms of nutrition. It then looks ahead to the challenge of climate change and considers how one traditional system (pastoralism) has evolved to cope with environmental instability. It ends with a paper on breeding strategies as an illustration of how scientific advances can help the livestock sector to make the best use of resources in a dynamic world. . . .’

One of the seven papers featured in this issue is by Jimmy Smith, ILRI director general, and his ILRI colleagues. The article focuses mainly on the impacts and implications of livestock on food and nutrition security in poor countries, which go well beyond being a source of milk, meat, and eggs.

‘The paper by Smith et al. (2013)’, Gill says, ‘highlights, for example, the indirect benefits of livestock to the food security of poor livestock owners through income from the sale of their livestock products, enabling the purchase of (cheaper) staple foods and thus improving the nutritional status of members of the household, albeit not in the way many researchers expect! . . .’

Below are a few of the facts noted in Smith’s paper, ‘Beyond meat, milk and eggs: Role of livestock in food and nutrition security’.

Farm animals both increase (smallholder systems) and decrease (industrial systems) food supplies
‘Livestock contribute to food supply by converting low-value materials, inedible or unpalatable for people, into milk, meat, and eggs; livestock also decrease food supply by competing with people for food, especially grains fed to pigs and poultry. Currently, livestock supply 13% of energy to the world’s diet but consume one-half the world’s production of grains to do so.’

Livestock directly enhance the nutrition security of the poor
‘However, livestock directly contribute to nutrition security. Milk, meat, and eggs, the “animal-source foods,” though expensive sources of energy, are one of the best sources of high quality protein and micronutrients that are essential for normal development and good health. But poor people tend to sell rather than consume the animal-source foods that they produce.’

Livestock enhance food security mostly indirectly
‘The contribution of livestock to food, distinguished from nutrition security among the poor, is mostly indirect: sales of animals or produce, demand for which is rapidly growing, can provide cash for the purchase of staple foods, and provision of manure, draft power, and income for purchase of farm inputs can boost sustainable crop production in mixed crop-livestock systems.’

Smallholder livestock production and marketing can be ‘transformational’ for the world’s poor
‘Livestock have the potential to be transformative: by enhancing food and nutrition security, and providing income to pay for education and other needs, livestock can enable poor children to develop into healthy, well-educated, productive adults.’

The complex trade-offs inherent in livestock systems must be managed to increase the benefits and reduce the costs
‘The challenge is how to manage complex trade-offs to enable livestock’s positive impacts to be realized while minimizing and mitigating negative ones, including threats to the health of people and the environment.’

Zimbabwean beef farmer, livestock scientist and agricultural policy thinker assumes chair of ILRI’s Board of Trustees

Trained animal scientist and practicing commercial beef cattle farmer Lindiwe Sibanda, who for years has been one of the most influential thinkers in agriculture, food security and climate change global policy, has been appointed chair of the ILRI Board of Trustees.

New board chair
The board of trustees of the International Livestock Research Institute (ILRI), at its 38th meeting in New Delhi, India, in November 2012, appointed Lindiwe Majele Sibanda as board chair.

Lindiwe Sibanda takes over from Knut Hove, who has served on ILRI’s board since 2005 and as board chair since November 2009.

Sibanda has served on the ILRI board since 2009, most recently as chair of the board’s human resources and nominations committees.

Sibanda represents three ‘firsts’ for ILRI: She is ILRI’s first female board chair, ILRI’s first board chair from a developing country and the youngest of all of ILRI’s previous board chairs.

Sibanda has a wealth of experience in research, partnerships and management. Born in Bulawayo, Zimbabwe, she received her agricultural training in Egypt, the UK and Zimbabwe, where her doctoral studies focused on the nutritional requirements of lactating goats. Her portfolio includes policy research and advocacy programs on food policies, agricultural productivity and markets, rural livelihoods and climate change.

Since 2004, Sibanda has been CEO and head of mission of the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), based in South Africa, where she coordinates high-level policy research and advocacy programs aimed at making Africa a food-secure continent.

On her ‘hot topics’, which include poverty, hunger and malnutrition, water scarcity and climate change, Sibanda is a formidable force. Since 2008, Sibanda has been a leading advocate for Farming First—advocating a holistic approach to sustainable agricultural development. In 2009 she led the No Agriculture, No Deal global campaign and mobilized African civil society organizations to push for the inclusion of agriculture in the Copenhagen negotiations of the United Nations Framework for Climate Change Convention. In 2010 she was invited to serve on the Guardian’s Global Development advisory panel. In 2011, she was nominated to serve on the independent science panel of the CGIAR Research Program on Climate Change, Agriculture and Food Security.

Sibanda is as forthright as she is committed. This year, for example, at the 35th session of the governing council of the International Fund for Agricultural Research (IFAD), following an address by Bill Gates, Sibanda lamented ‘the lack of leadership amidst the African countries who are yet to put farming first, despite the 2004 CAADAP pledge to dedicate 10% of national budgets in Africa towards agriculture’. She also highlighted the ‘disjoint’ between technology and policy: ‘Despite the technologies being available to farmers for soil/animal management and water harvesting, policies are restricting farmers’ ability to use them.’

In an interview with the Global Citizens Initiative, Sibanda said: ‘I believe the world needs to take a 360 degree approach to development; that is, we must look at development not only for economic gain, but also for social gain and environmental gain. In other words we have to feed the fiscus, feed the family, and feed the environment. Without balancing our investment across these three domains, we will reach a tipping point and our growth will not be sustainable. We are currently taking more than we give back. Our goal should be to reap an optimum yield from our development investments not a maximum yield. Sustainability is about more for less.’

Two new board members
At the same November 2012 meeting of ILRI’s board of trustees, ILRI board members and management welcomed two new members to ILRI’s board.

Rodney Cooke, British, was until recently director of the Policy and Technical Advisory Division at the International Fund for Agricultural Research (IFAD), based in Rome. Before this (1995–2000), Cooke was director of the Technical Centre for Agriculture and Rural Development, in Wageningen, Netherlands. Before that, he was deputy director of the Natural Resources Institute, in Chatham, UK. Cooke brings a wealth of experience in agriculture and rural development, including aspects such as institutional appraisal, corporate planning and management of change; project identification, implementation, monitoring and evaluation; R&D management and technology transfer and training programs. Trained in biochemistry in the UK and US, Cooke has a breadth of skills in conventional science through to its application in agricultural development. India’s booming livestock sector: On the cusp?–Or on a knife edge?

A partnership dialogue organized by the International Livestock Research Institute (ILRI) and the Indian Council of Agricultural Research (ICAR) on livestock, research and development was held yesterday (7 Nov 2012) in New Delhi.

India’s booming livestock sector
With 485 million livestock and 489 million poultry, India ranks first in global livestock population. Livestock keeping has always been an integral part of the socio-economic and cultural fabric of rural India. In recent years, India’s livestock sector has been booming. India has become the leading exporter of buffalo beef and it has turned from a milk-deficient nation into the world’s largest dairy producer, accounting for close to 17% of global production.

While the contribution of agriculture to the country’s GDP continues to fall with industrialization, the contribution of the livestock sector to India’s agricultural output only continues to increase. Livestock now contribute 28% of the output of the agricultural sector and the sub-sector is growing at a rate of 4.3% a year while that for the agricultural sector as a whole is growing at just 2.8% a year. Last year, India’s livestock sector output value was estimated to be over USD40 billion—more than all grains combined.

With over 80% of livestock production being carried out by small-scale and marginalized farmers, the benefits livestock generate for India’s poor are enormous and diverse. But while livestock are a prime force in this country’s economy and the well-being of hundreds of millions of its people, the sector has not yet been given the level of attention it warrants.

Livestock are both central to India’s development and a threat to it
Environmental impacts: While millions of people in India are benefiting from better incomes and nutrition due to livestock, there are great environmental and public health risks associated with the country’s livestock sector. For starters, India’s projected spike in demand for milk and meat—176% by 2025—will have tremendous impacts on the environment; already, for example, global livestock production accounts for up to one-fifth of human-generated greenhouse gas emissions.

Zoonotic diseases: And India’s fast-growing human population and resulting increasing animal-human interactions, combined with changing environmental conditions and inadequate sanitation and regulation, have made India one of the world’s top hotspots for livestock diseases, including zoonotic diseases—those that pass from animals to humans and which make up 75% of all human diseases. Controlling zoonoses is particularly important in developing countries, where the absolute burden of these diseases is up to 130 times greater than in rich countries. An ILRI global report released in July of this year, Mapping of Poverty and Likely Zoonoses Hotspots, ranked India near the top of the list globally for the highest burden of zoonoses—in terms of both absolute numbers of those infected with zoonoses and the level of intensity of the  zoonoses infections.

Classical swine fever, a highly contagious pig disease, poses a threat to rural farmers in India’s northeastern states of Assam, Mizoram and Nagaland—80% of whom keep pigs and 46.6% of whom identify pig farming as the most promising source of income. ILRI’s research has shown that nearly USD40 million in income is lost to the disease annually in these three states. As a result of targeted advocacy at the national ministry level, the government is allocating new funds for dealing with classical swine fever.

India’s Operation Flood, which started in the 1970s, has helped to increase national milk consumption by 30% over the last two decades. However, 80% of all sold milk is still marketed by informal traders, often perceived as unreliable, which discourages the investment into more productive animals and better inputs. What should India be doing to reach those farmers still living on the margins and who have yet to reap the benefits of India’s milk boom?

Livestock ‘goods’ and ‘bads’: The roles of livestock globally–both positive and the negative—must be better understood, particularly why researchers and policymakers must draw a distinction between the developed and developing world when it comes to the future of livestock. The current public debate on livestock is dominated by concerns of the developed world on the negative environmental and health impacts of livestock. Experts at ILRI argue that this one-sided focus can leave the poor as victims of generalizations and justify the neglect of research needed to improve the sector’s environmental performance and management of disease risks, especially in parts of the world where the benefits of livestock, which provide most poor household’s with livelihoods, regular incomes and good nutrition, outweigh its problems.

The ILRI-ICAR Partnership Dialogue
Among those who led the Partnership Dialogue from ILRI are Jimmy Smith, a global expert on livestock production for developing countries who heads up ILRI in Nairobi, Kenya, and Purvi Mehta-Bhatt, who is head of ILRI’s Asia program and based in New Delhi. All of ILRI’s international board of trustees and senior management participated in the Dialogue, as well as the director general of ICAR, the directors of ICAR’s animal science institutes and several vice chancellors and deans, with a total of 12 countries represented. The high-level meeting was inaugurated by MS Swaminathan, India’s foremost geneticist renowned for his role in India’s ‘Green Revolution’, member of India’s parliament and chairman the MS Swaminathan Research Foundation. The Dialogue was ably facilitated by S Ayyappan, director general of ICAR and secretary of the Department of Agricultural Research and Education, and KML Pathak, deputy director general of animal sciences at ICAR.

Leaders in government, non-governmental, research and private-sector organizations made presentations and three thematic sessions generated discussions on smallholder dairy and small ruminant value chains, animal health and animal feed and nutrition. A high-profile white paper will be produced from the proceedings of this dialogue to distill the major recommendations made and serve as a basis for pro-poor and sustainable livestock policy interventions in the country.

Jimmy Smith, director general of the International Livestock Research Institute (ILRI)
Jimmy Smith, a Canadian citizen, was born in Guyana, in the Caribbean, where he was raised on a small mixed crop-and-livestock farm. He was appointed director general of ILRI in April 2011. Before joining ILRI, Smith served for five years at the World Bank, leading the its Global Livestock Portfolio. Before that, Smith held senior positions at the Canadian International Development Agency (2001–2006). Earlier in his career, Smith had worked at ILRI and its predecessor, the International Livestock Centre for Africa (1991–2001). At ILCA and then ILRI, Smith was the institute’s regional representative for West Africa, where he led development of integrated research promoting smallholder livelihoods through animal agriculture and built effective partnerships among stakeholders in the region. At ILRI, Smith spent three years leading the CGIAR Systemwide Livestock Programme, an association of 10 CGIAR centres working on issues at the crop-livestock interface. Before his decade of work at ILCA/ILRI, Smith held senior positions in the Caribbean Agricultural Research and Development Institute (1986–1991), where he embarked on his career supporting international livestock for development. Smith holds a PhD in animal sciences from the University of Illinois, at Urban-Champaign, USA.

Purvi Mehta-Bhatt, head  of ILRI Asia
Purvi Mehta-Bhatt is the head of ILRI’s work in Asia and is based in New Delhi, India. Mehta-Bhatt has been involved in many capacity development, outreach and technology transfer initiatives in India and around the world and brings over 16 years of experience in designing and implementing capacity development and stakeholder networking interventions. As director of Science Ashram in India from 1997 to 2005, she worked with more than 60,000 farmers and as country coordinator for the South Asia Biosafety Program. She serves on the board of several organizations, including the International Centre for development-oriented Research in Agriculture, the International Association of Ecology and Health and the Roadmap to Combat Zoonosis in India.

Remembering Jeff Haskins

Last month, we at the International Livestock Research Institute (ILRI) and within CGIAR and the wider agricultural development communities grieved over the sudden loss of American media guru Jeff Haskins, who had spent six years in Africa covering African agriculture news stories for the American PR firm Burness Communications. Haskins, who had just turned 32, died at the Kenya coast on 14 Jul 2012. Emerging Zoonotic Diseases Events 1940-2012

MAPPING ZOONOSES
Before his untimely death, Jeff Haskins in early Jul orchestrated major and widespread media coverage of a groundbreaking report by ILRI revealing a heavy burden of zoonoses, or human diseases transmitted from animals, facing one billion of the world’s poor. Some 60 per cent of all human diseases originate in animal populations. The ILRI study found five countries—Bangladesh, China, Ethiopia, India and Nigeria—to be hotspots of poverty and zoonoses. The study also found that northeastern United States, Western Europe (especially the United Kingdom), Brazil and parts of Southeast Asia may be hotspots of ‘emerging zoonoses’—those that are newly infecting humans, are newly virulent, or have newly become drug resistant. The study, Mapping of Poverty and Likely Zoonoses Hotspots, examined the likely impacts of livestock intensification and climate change on the 13 zoonotic diseases currently causing the greatest harm to the world’s poor. It was developed with support from the United Kingdom’s Department for International Development (DFID).

VIP VISITORS
An Australian contingent visited ILRI this month and launched a new initiative, the Australian International Food Security Centre, to improve food security in Africa. The centre, which falls under the Australian Centre for International Agricultural Research (ACIAR), will spend USD33.8 million over four years to support food production in Africa as well as in Asia and the Pacific region.

Scientific assessments needed by a global livestock sector facing increasingly hard trade-offs

New technologies and innovation systems need to take into account, and allow poor people to manage effectively, the many and increasingly hard tradeoffs resulting from increasing global demand for livestock products (photo credit: ILRI/Stevie Mann).

Scientists from the International Livestock Research Institute (ILRI) and elsewhere say increases in income and urbanization in developing countries are increasing demand for nutrient-rich foods, particularly food from livestock. This demand is projected to more than double meat and milk consumption in sub-Saharan Africa and South and Southeast Asia from the turn of the century to 2050.

In a presentation made at a Farm Animal Integrated Research Conference in Washington DC in March 2012, Nancy Johnson, an ILRI agricultural economist with expertise in assessing the impacts of agricultural interventions, warned that the growth opportunities for the world’s poor livestock keepers offered by this rising demand for livestock products also pose ‘threats that will require context-specific decisions’ for effectively managing the livestock sector. ‘Institutional and technological innovations will play critical roles in the sustainable growth of the sector and in successfully addressing some major challenges,’ said Johnson.

Among those challenges, Johnson named the following:

  • Better managing the risks from the many diseases livestock and livestock products transmit to people
  • Better managing livestock so that they help conserve rather than harm land, water,  biodiversity resources, and global climate
  • Ensuring that livestock development empowers women
  • Helping pastoral herders and other livestock keepers transition to non-agricultural livelihoods
  • Stemming overconsumption of fatty red meat and other livestock foods in richer communities and countries, while increasing consumption among undernourished people.

Meeting these challenges, Johnson said, will require much more integrated cross-sectoral attention and work. More efficient livestock value chains and markets, for example, and greater access by the poor to those chains and markets, will be crucial in coming years to develop of smallholder livestock enterprises. But markets alone will not be sufficient to balance the tradeoffs.  Smart policies support by efforts to raise knowledge and awareness will also be needed.  Together,  improvements in livestock livelihoods can provide pathways to better lives for hundreds of millions of livestock keepers now living in severe poverty and chronic hunger. With the appropriate interventions and support, the ILRI scientist said, we can also significantly improve the resilience of pastoral communities now living in the world’s great drylands and facing greater climate threats due to climate change.

What will be key to the success or failure of livestock development projects, Johnson said, is whether we can come up with innovations and technologies that take into account—and allow poor people to manage effectively—the many and increasingly hard tradeoffs faced by the poor but with consequences for society and the planet. Should farmers use their crop residues for mulch on their croplands or for feed for their farm animals? Should households intensify livestock production to earn more income, even though health risks may increase in the short term? Should communities deforest an area for cattle grazing or attempt to improve common degraded pastureland? Should landowners put fences to keep out wild animals or keep their lands unfenced to protect diminishing wildlife populations? Should countries formalize marketing systems to increase production and gain access to new markets at risk of marginalizing poor women producers and sellers?

These are hard choices, Johnson emphasizes, without quick and easy answers. We’re going to need new technologies, new innovation systems and new incentive structures, she says, to help developing countries and their many livestock keepers make the best decisions—decisions that wherever possible serve several ‘goods’, from poverty reduction to better nutrition to environmental protection. What that will demand, Johnson concludes, is the very best scientific knowledge available.

Developing a new strategy for ILRI – Your ideas needed

I am contacting you to request your assistance in developing a new strategy for the International Livestock Research Institute (ILRI).

Our 2002 strategy (‘livestock – a pathway out of poverty’) was based on a simple conceptual framework for understanding the potential roles of livestock in poverty reduction and the contributions of research to these. It described three main opportunities to  enhance the role of livestock in providing a pathway out of poverty, summarized as ‘securing critical assets to the livelihoods of the poor’, ‘sustainably improving their livestock productivity for food and income’, and ‘linking livestock keepers to markets’ to increase the value from their production.

Ten years on, we face a rapidly changing world. The context for livestock development is rapidly evolving, driven by the continued  Livestock Revolution and a greater recognition that ongoing transformation in the sector in developing countries needs to be adjusted to the diverse situations and aspirations of smallholders and the different livestock commodities they produce. More generally, the food price crisis and heightened volatility has raised concerns about future food security. The private sector in developing country food economies is creating new opportunities for smallholder livestock production and marketing systems, but it is also causing rapid structural changes in scales and quality of livestock commodity production, marketing and consumption. Pressure to raise animal production is increasingly weighed against its impact on the environment, health issues and climate change.

Our analysis suggests that the combined challenges of growing demand for food, continued rural poverty, climate change and scarcity of land, energy and water require changes in livestock production systems, i.e. livestock production needs to be highly productive and highly sustainable. Further, we need to redefine the targets of our research and the ways we best deliver results together with our partners.

Positioned as we are now, squarely between a scientific ‘Planet Under Pressure’ conference held in London in March and a ‘Rio+20 Sustainable Development’ conference in Brazil this June, it seems an appropriate time to raise a topic that rarely gets raised at these large affairs, that is, why livestock matter so much to so many, why they will remain important in pro-poor development for years to come, and what we can do to make smallholder livestock development more profitable, healthy and sustainable.

The 2010–2011 corporate report of the International Livestock Research Institute (ILRI) provides a ‘big-picture’ overview of these topics.

Making Asian agriculture smarter

Last week, coming on the heels of a Planet Under Pressure conference in London, which set out to better define our ‘planetary boundaries’ and to offer scientific inputs to the Rio+20 United Nations sustainable development conference this June, a group of leaders in Asia—comprising agriculture and meteorology chiefs, climate negotiators and specialists, and heads of development agencies—met to hammer out a consensus on ways to make Asian agriculture smarter.

The workshop, Climate-smart agriculture in Asia: Research and development priorities, was held 11–12 April 2012 in Bangkok. It was organized by the Asia-Pacific Association of Agricultural Research Institutes; the CGIAR Research Program on Climate Change, Agriculture and Food Security; and the World Meteorological Organization.

This group set itself three ambitious tasks: To determine the best options (1) for producing food that will generate lower levels of greenhouse gases, which cause global warming; (2) for producing much greater amounts of food, which are needed to feed the region’s rapidly growing and urbanizing population; and (3) for doing all this under a changing climate that, if farming and farm policies don’t change, is expected to reduce agricultural productivity in the region by anywhere from 10 to 50 per cent over the next three decades.

The workshop participants started by reviewing the best practices and technologies now available for making agriculture ‘climate smart’. They then reviewed current understanding of how climate change is likely to impact Asian agriculture. They then agreed on what are the gaps in the solutions now available and which kinds of research and development should be given highest priority to fill those gaps. Finally, they developed a plan for filling the gaps and linking scientific knowledge with policy actions at all levels.

On the second of this two-day workshop, the participants were asked to short-list no more than ten key areas as being of highest priority for Asia’s research and development communities.

This exercise tempted this blogger to suggest ten suitable areas in the livestock sector.

(1) Lower greenhouse gas emissions from livestock through adoption of improved feed supplements (crops residues) that reduce greenhouse gas emissions.
