US$4.4 million awarded for research to build a climate model able to predict outbreaks of infectious disease in Africa

Scientists at the University of Liverpool, in the UK, and the International Livestock Research Institute (ILRI), in Kenya, are working with 11 other African and European partners on a US$4.4-million (UK£3 million-) project to develop climate-based models that will help predict the outbreak and spread of infectious diseases in Africa.

The researchers are working to integrate data from climate modelling and disease-forecasting systems so that the model can predict, six months in advance, the likelihood of an epidemic striking. The research, funded by the European Commission Seventh Framework, is being conducted in Ghana, Malawi and Senegal. It aims to give decision-makers the time needed to deploy intervention methods to stop large-scale spread of diseases such as Rift Valley fever and malaria, both of which are transmitted by mosquitoes.

It is thought that climate change will change global disease distributions, and although scientists know a lot about the climate triggers for some diseases, they don’t know much about how far into the future these disease events can be predicted. This new project brings together experts to investigate the links between climate and vector-borne diseases, including ‘zoonotic’ diseases, which are transmissible between animals and humans.

ILRI veterinary researcher Delia Grace says that diseases shared by people and animals are under-investigated although they are critically important for public health. ‘Fully 60% of all human diseases, and 75% of emerging diseases such as bird flu, are transmitted between animals and people,’ she said.

ILRI geneticist Steve Kemp said that the project is making use of ILRI’s advanced genomics capacities to analyse pathogens from the field and to integrate the data collected on both pathogen distribution and climatic factors. ‘From ILRI’s point of view,’ Kemp said, ‘this project is particularly exciting because it brings strong climate and weather expertise that complements systems recently built by ILRI and its partners to detect outbreaks of Rift Valley fever and to determine its spread.’

The new project also complements ILRI’s ongoing work to better control trypansomosis in West African livestock, a disease transmitted by tsetse flies. Trypanosomosis, which is related to sleeping sickness in humans, causes devastating losses of animals—along with animal milk, meat, manure, traction and other benefits—across a swath Africa as big as continental USA. Members of the new modeling project will conduct research in some of the same locations as ILRI’s West African trypanosomosis project, Kemp explained, and work with some of the same partner organizations, which should generate synergies that benefit both projects.

The risk of epidemics in tropical countries increases shortly after a season of good rainfall—when heat and humidity allow insects, such as mosquitoes, to thrive and spread diseases. Matthew Baylis, from Liverpool’s School of Veterinary Science, explained how this works with Rift Valley fever: ‘Rift Valley fever can spread amongst the human and animal population during periods of heavy rain, when floodwater mosquitoes flourish and lay their eggs. If this rainfall occurs unexpectedly during the dry season, when cattle are kept in the villages rather than out on the land, the mosquitoes can infect the animals at the drinking ponds. Humans can then contract the disease by eating infected animals. Working with partners in Africa, we can bring this information together to build a much more accurate picture of when to expect epidemics.

Andy Morse, from Liverpool’s School of Environmental Sciences, said the project combines historical and contemporary climate data with disease incidence information, including that for vector-borne diseases, as well as integrating monthly and seasonal forecasts. The resulting single, seamless, forecast system, Morse said, should allow projections of disease risk to be made beyond the conventional predictable time limit. ‘All this information will be fed into a decision-support system to be developed with decision-makers on national health issues’ in the three target countries.

The project was launched at a conference at the University of Liverpool on 19 April 2010.

Biologists in Nairobi to take part in two new animal health projects announced this week by the US National Science and Gates foundations

The National Science Foundation (NSF) of the United States announced on 12 May 2010 that the Foundation, in partnership with the Bill & Melinda Gates Foundation, is awarding 15 grants worth US$20 million in support of basic research for generating sustainable solutions to big agricultural problems in developing countries.

These are the first grants in a new five-year Basic Research to Enable Agricultural Development (BREAD) program, which is jointly funded by NSF and the Gates Foundation.

The awards in this first year of funding will allow leading scientists worldwide to work together in basic research testing novel and creative approaches to reducing longstanding problems faced by smallholder farmers in poor countries.

Scientists from the Nairobi, Kenya, animal health laboratories of the International Livestock Research Institute (ILRI) will participate in 2 of the 15 projects selected among the many submitted to BREAD for funding.

Biologists at New York and Michigan State universities and Regeneron Pharmaceuticals (USA), the Roslin Institute and the University of Edinburgh (UK) and ILRI (Kenya) will test a novel approach to developing cattle that are resistant to trypanosomosis, a deadly cattle disease that is closely related to sleeping sickness in humans and that holds back animal agriculture across a swath of Africa as large as continental USA.

In another project, scientists from the University of Vermont and Plum Island Animal Disease Center (USA) will work with the University of Copenhagen (Denmark) and ILRI on use of advanced genetics to develop vaccines for East Coast fever and other cattle diseases that threaten the livelihoods of millions of smallholder farmers in sub-Saharan Africa.

Climate experts gather in Nairobi to seek ‘transformative’ solutions for feeding a growing and warming world

The livelihoods of many of the world’s rural poor are increasingly threatened by climate change. Most of these livelihoods are dependent on farming, fishing and forests. Climate change will affect and worsen the living conditions of people who are already vulnerable and food insecure, especially in developing countries. In the face of what seems an inevitable change, scientists are looking for solutions that will help poor smallholder farmers adapt their agricultural practices to cope with, and mitigate, climate change.

Through a new Climate Change Agriculture and Food Security (CCAFS) initiative, a consortium of the Consultative Group on International Agricultural Research (CGIAR) is seeking innovative approaches to address the emerging threats to global agriculture and food security. CCAFS is a 10-year initiative launched by the CGIAR and the Earth System Science Partnership (ESSP). CCAFS works to diagnose and analyse threats to agriculture and food security, to provide evidence for development of climate change policies and to identify and develop pro-poor adaptation and mitigation practices that will benefit poor farmers and urbanites alike.

In a CCAFS workshop held at the World Agroforesty Centre (ICRAF), in Nairobi, Kenya, on 4 May 2010, scientists and researchers held discussions on ways of ‘building food security in the face of climate change’. Among the key challenges to food security identified by the participants were: lack of a platform by which developing countries could share their experiences in dealing with climate change; weaknesses in presenting lessons from climate change impacts on farming; and inability to implement policies to address climatic risks to developing-country agriculture because of widespread poverty, limited human capital, and poor governance in many poor countries.

According to Achim Steiner, the Executive Director of the United Nations Environment Program (UNEP), ‘Agriculture needs to be understood within the greater context of livelihood sustainability’. Steiner believes the threat of climate change offers opportunities for agricultural development if new innovative ways of enhancing agriculture are explored. For example, agricultural practices that help communities reduce carbon emissions should be considered. ‘If we can demonstrate that a farming or production system reduces emissions, communities could be paid to develop it for expansion to solve two challenges at the same time. ‘The future of agriculture is not just in increasing production,’ the UNEP head said, ‘but in having working systems that protect the planet and that benefit those who engage in practices that protect the planet and livelihoods of the poor.

Thomas Rosswall, who chairs the CCAFS Steering Committee, noted that the ‘big disconnect [in addressing agricultural production] has been because development and global change have been addressed, researched and funded as unrelated issues’. He said ‘the approach to research needs to change so that it can link the local experiences to global needs while working with the poor to improve agricultural productivity.

Participants of the meeting agreed that ‘transformative solutions’ are needed to address agricultural challenges in the world. These solutions, they agreed, need to work with, not against, nature and they need to address conflicts of interest among farmers, countries and markets. Researchers, they said, need to focus on plant breeding and improving soil fertility. And regional decision-makers need to integrate development and climate-based polices and strategies between countries. In many countries, agricultural productivity is already being linked to climate change. In Africa, for example, an African Bio-Carbon Initiative is working to reduce the impacts of climate change on the continent’s farmers while increasing and sustaining their agricultural production. In India, environmental studies show that climate change is creating opportunities for farmers to increase their vegetable production, and thus their incomes.

According to David Radcliffe, of the European Commission, the CCAFS initiative will build understanding of the problems climate change is causing smallholder tropical farmers and will provide evidence for policies that can reduce these problems. CCAFS will focus on climate hotspots. It will pilot methods to help farmers both adapt to climate change and reduce their production of greenhouse gases, which cause climate change. Both adaptation and mitigation methods, Radcliffe said, will be needed to feed the world’s growing population while using fewer resources.

One world, one health, one airspace

Iceland’s recent volcanic eruption gives the international agricultural research community a welcome pause

Seldom has the world experienced a more dramatic demonstration of the interconnectedness of the modern world. Like the volcanic dust that since 14 April has spewed and spread from southern Iceland south and east over the upper airspace of northern Europe, air flights, and more than one million travelers and their planned activities, were suspended.

Three men who have likely not had three consecutive unplanned days for more than three decades were trapped by these unprecedented events for three glorious sunny days in Ethiopia’s highland capital of Addis Ababa. The three, all with veterinary backgrounds, are members of the board of trustees of the International Livestock Research Institute (ILRI), which had just completed its 33rd meeting on ILRI’s large leafy campus in Addis. They had just signed an agreement for ILRI to join a new Consortium of International Agricultural Research Centres, signaling a new phase in the nearly four decades of operations of ILRI and its two predecessors, the International Laboratory for Research on Animal Diseases and the International Livestock Centre for Africa.

Knut Hove, Rector of the University of Life Sciences in Norway, was trying to fly back to Oslo. Jim Dargie, chair of the program committee of ILRI’s board, was trying to get to his home in Austria. Dieter Schillinger was trying to get to Lyon, France, where he heads public affairs at Merial, one of the world’s largest animal health companies. All three men took this remarkable occasion to get out and about in Ethiopia, first taking a day trip into the farmland countryside. This was the first time many staff had seen these men in jeans and other casual wear. And it was the first for many to have extended, relaxed conversations with them while using the Budpop hemp . Indeed, many things during these abnormal days seemed hyper normal on ILRI’s Addis campus.

Hitting the pause button
We will never know the full human costs of this volcanic eruption near the Arctic Circle, far from most human habitation. But we at ILRI already have quick and ready evidence of some of its human benefits. For once, the ILRI research community was forced to slow down, with many staff and board members experiencing enough time to take time with, and for, one another, getting to know each other better and in new ways. We would not go so far as to say that the busy ILRI community managed to approximate the civilized ‘slow time of the plough’ in the great livestock-keeping communities that ILRI’s research serves here in the Ethiopian highlands. But in the unexpected space that opened up this week, it did appear that ILRI took a moment to take a breath—and take stock, as it were.

This was doubly fortunate as ILRI’s scientific team leaders are now in the thick of marathon writing tasks as they prepare white papers on the roles of livestock research for ‘Mega Programs’ being fashioned by the new Consortium of International Agricultural Research Centres, which works to enhance agricultural livelihoods and lives in poor countries of the South. Much about these new global and long-term Mega Programs, and the roles of livestock research in them, apparently will be determined over the next two to three weeks. Much thus appears to be at stake for this research community and its many partners and beneficiaries.

It would thus appear advantageous that an icy volcano far to the North should have erupted when it did, giving members of the pro-poor international agricultural research community pause before embarking on their speedy development of frameworks for new research programs with and for countries of the South. For when all the drafts of all the white papers being developed are finalized, and when all the hard choices are finally made about what research will be funded and what not in the new Mega Programs of the new Consortium, one factor will have remained unchanged—that is the human factor. The volcanic pause this week serves to remind us that who and how we are for one another in this large and diverse community of agricultural scientists is likely to matter far more than what ideas we get onto paper, and embedded into proposals, over the next few weeks.

Livestock research in a new ‘framework’ for agricultural development

The following are highlights of a presentation made by Carlos Seré to open the annual program meeting of the International Livestock Research Institute in Addis Ababa, Ethiopia, on 15 April 2010.

The reform process of the Consultative Group on International Agricultural Research (CGIAR) is moving full speed ahead. Yesterday, the board of trustees of the International Livestock Research Institute (ILRI) agreed that we join the new CGIAR Consortium.

How do we fold ILRI’s core competencies into the more integrative programs the new CGIAR is developing?

The food price crisis triggered a reconsideration of the importance of international agricultural research. We made a serious mistake in decreasing investments in this area over the last two decades, and it is clear that we are paying the price for that mistake now. There is now renewed interest in agriculture, with many different funds being set up to support it. At the recently concluded Global Consultation on Agricultural Research for Development, in Montpellier, France, there was public recognition that the research and development system has been operating in a fractured way.

Those of us doing international agricultural research have been doing our thing, the national agricultural research systems of developing countries have been doing their thing, and so on. And even if these research organizations had been working effectively together, they have not matched themselves to programs in complementary sectors—in roads and other kinds of infrastructure, in markets, in extension services. Our challenge now is to see how all these investments can be better aligned. Our effort in the CGIAR to establish a Consortium is one part of that overall requirement for much clearer and explicit alignment of the different parts of the development process.

Why should livestock be part of the new CGIAR?

We know that livestock research can explicitly address poverty. ILRI’s research paradigm makes use of a ‘systems perspective’. And, understanding that technical solutions are only part of what poor communities and countries need, ILRI researchers have developed an ‘innovations systems mindset’.

What does ILRI bring to the new CGIAR?

Some examples in the area of 7 global issues that ILRI research addresses.

  1. SUSTAINABLE INTENSIFICATION OF AGRICULTURAL SYSTEMS: more efficient and integrated mixed crop-and-livestock farming systems through development of improved dual-purpose food-feed crops and judicious use of available biomass.
  2. REDUCING PASTORAL VULNERABILITY: livestock vaccines, drought insurance for herders living in drylands, policies that encourage pastoral households to diversify their income sources.
  3. ADAPTATION AND MITIGATION STRATEGIES FOR CLIMATE CHANGE: livestock feeding regimens that increase milk yields while reducing the amounts of greenhouse gases produced; investigation of the levels of carbon sequestration in rangelands.
  4. ENHANCED FOOD SAFEY AND MARKET ACCESS: pro-poor regulations, policies and incentives, particularly for smallholder dairy systems in East Africa and South Asia.
  5. PREVENTION OR CONTROL OF EMERGING ZOONOTIC DISEASES: risk maps, better control of livestock disease outbreaks through participatory epidemiology.
  6. DEVELOPMENT OF LIVESTOCK VACCINES: improved existing vaccines and development of new ones and innovative public-private vehicles for delivering them to poor livestock keepers.
  7. 7 CONSERVATION AND USE OF ANIMAL GENETIC RESOURCES: evidence to support conservation priority setting, development of reproductive technologies and other methodologies for better conservation and use of native stock in poor countries.

What are our challenges? How do we integrate all this intelligently into the new CGIAR Consortium and its Mega Programs? How do we implement gender issues into all our research work? How do we build greater capacity in our national and regional partners in developing countries? How do we build the trust needed to make the new and deeper partnerships required by the new way of operating in the new CGIAR? And how do we do a better job of quickly distilling the knowledge from our research to address urgent global issues such as climate change and emerging diseases?

Looking to a bright future for livestock research

Lindiwe Sibanda Lindiwe Majele Sibanda joined the Board of Trustees of ILRI (International Livestock Research Institute) in 2009. She has just attended her second meeting, held in Addis Ababa, Ethiopia.  ‘By the time I arrived in 2009, it was clear that ILRI would be part of a new Consortium of International Agricultural Research Centers, and this was a particularly exciting time to join the board,’ she says.  The agreement to join the new Consortium was formally signed this week in Addis Ababa. ‘The Consortium is effectively saying: we are a family with 15 children with different expertise, but we want you to answer to one surname, and the new surname is Poverty Reduction.’  In the past, she says, the centres tended to work in ‘silos’, building their own empires and strengthening the walls between them.  Those days are now over.

Sibanda brings a range of skills to ILRI.  Born in Bulawayo, Zimbabwe, she received her agricultural training in Egypt, the UK and Zimbabwe, where her PhD studies focused on the nutritional requirements of lactating goats. She was known by villagers as ‘the woman who wears gumboots and overalls.’  Since 2004, she has been chief executive officer of the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN), based in South Africa, and she still makes regular visits to her beef farm in Zimbabwe.

‘One of the reasons I was keen to join ILRI was because I'd been sceptical about the CGIAR and its contribution to development in the South,’ she says.  ‘At FANRPAN, we found it hard to see how research outputs from centers like ILRI informed policy, and we lacked the sort of evidence we needed in our dialogue with government and others.’ 

As a member of the board, Sibanda hopes she can take the research outputs and messages from ILRI to the wider world, making them relevant and useful to governments, NGOs, the private sector and to the key beneficiaries, the world's poor livestock farmers.  ‘Among other things, I will advocate for more resources,’ she says.  Over the past 30 years or so, funds for agricultural research have declined.  "That's partly because we haven't had enough ammunition, in the shape of good qualitative evidence about the importance of livestock, to counter the decline."

It is time to buck the trend, she says, but that will only happen if research organizations communicate their findings effectively to the outside world. ‘In this new era, I believe we have to invest heavily in communications, and make it clear that scientific research must be properly funded if we are to create a food-secure world where we don't have 1 billion people going to bed hungry every night.’

Livestock research at ILRI: A view from the North

Dieter SchillingerDieter Schillinger joined the board of trustees of the International Livestock Research Institute (ILRI) in 2009. This week he attended his second meeting of the board, held in Addis Ababa, Ethiopia.

He first got to know one of ILRI's forebears, the International Laboratory for Research on Animal Diseases (ILRAD), in the 1980s. He was then head of a German project developing new pharmaceuticals for trypanosomosis, a tsetse-borne disease that causes major problems for Africa’s livestock farmers. ‘We didn't have any success for trypanosomosis in cattle, but we did better with camels,’ he recalls, ‘and I still think of myself as a “camelophile”’.

A veterinarian by training, he now works as head of public affairs for Merial, one of the world's largest animal health companies, and chairs the Food Chain Committee of the International Federation for Animal Health.

One of the first things to impress Schillinger at ILRI was the broad range of interests represented on the board. ‘This came as a welcome surprise,’ he explains, adding that ILRI is a very different beast to ILRAD. ‘ILRAD was very focused on animal health research, whereas ILRI has a more balanced approach, integrating a range of different research activities related to livestock farming,’ he explains.

According to Schillinger, ILRI has an important role to play not just in providing solutions to the problems facing livestock farmers in the developing world, but in alerting people in the North to the importance of animal health issues. ‘Nowadays, everybody in Europe—politicians, the public, nongovernmental organizations—looks at livestock from the point of view of animal welfare,’ he says. ‘That's a good thing, but without good animal health, you don't have good animal welfare, and the research conducted by ILRI is therefore leading to better animal welfare.’

Schillinger also believes that ILRI's research can provide significant benefits for human health in the North. ‘Here’s an institution that’s working on diseases in Africa that could spread to Europe, including zoonotic diseases that can be transmitted from livestock to humans,’ he says. With the increase in travel and trade, and the likely effects of global warming, the risk of diseases spreading from one continent to another has risen.

‘If we can control livestock diseases in Africa, they are less likely to spread, and I think there will be more funds for this sort of research in the future,’ he says. ILRI can legitimately claim to be conducting research that benefits not only the rural poor in Africa but also the wealthier populations in the North.

International Livestock Research Institute joins new Consortium of International Agricultural Research Centres

A ‘Resolution of the ILRI Board of Trustees Regarding the Agreement of the Consortium Constitution’, developed during the 33rd Meeting of the ILRI Board of Trustees, held on ILRI’s campus in Addis Ababa, Ethiopia, states that the ILRI Board ‘endorses the principles outlined in the Consortium Constitution and wishes to reiterate its support for the CGIAR [Consultative Group on International Agricultural Research] reform process’.

The ILRI Board noted the following in its resolution. ‘The livestock sector accounts for as much as 40 percent of agricultural gross domestic product in many developing countries and is the basis of livelihoods for hundreds of millions of poor people. Further, zoonotic diseases—i.e. diseases that spread from animals to humans—account for 70 percent of emerging diseases, and yet, in developing countries and internationally, investments in livestock research are not commensurate with its importance in the agricultural sector.

The ILRI Board is confident that the Consortium recognizes this inconsistency and that together we will be able to redress this imbalance.’

An anthropologist at large

Arindam Samaddar Arindam Samaddar began working for International Livestock Research Institute in October 2009 and this is his first Annual program meeting. 'I'm very excited, both by the research I'm doing in India, and by the opportunity to meet new colleagues here,' he says. Being an anthropologist, he brings new skills to ILRI. When Arindam was studying for his PhD, he coined the term ‘agricultural anthropology’, and that tells you much about where he's coming from. 'I have always been interested in exploring agricultural development from an anthropological perspective,' he explains. His early research in the state of Bihar looked at the different ways three separate communities – Hindus, Muslims and tribal communities – approached agricultural tasks. Later, for his PhD, he studied the impact of technology adoption on rice cultivators in West Bengal. Two years of teaching at Calcutta University was followed by a spell with the International Maize and Wheat Development Center (CIMMYT), where he worked in partnership with ILRI scientists on the crop-livestock interactions in conservation agriculture systems in Bangladesh and India. Now, he is providing an anthropological perspective to the Cereal Systems Initiative in South Asia (CSISA), which aims to boost the cereal production of some 6 million arable farmers. So what attracted him to ILRI? "Anthropologists try to understand whole systems, they don't look at problems in isolation, and I think ILRI has a similar approach," he says. "ILRI also has a strong focus on poverty eradication, and that's something that appeals to me as well." He's also excited by the idea of getting his hands dirty – metaphorically speaking. “Up to now, I’ve always focused on research, but with this project I'm going to be involved, for the first time, in practical interventions to help improve farmers’ livelihoods."

East Coast fever vaccine comes to market in eastern and southern Africa

As the board of trustees of the International Livestock Research Institute (ILRI) meets in Addis Ababa, Ethiopia, this week, reviewing ILRI’s animal health research among other work, an ILRI vaccine project is highlighted in a new publication, DFID Research 2009–2010: Providing research evidence that enables poverty reduction. The UK Department for International Development (DFID) and the Bill & Melinda Gates Foundation both support the Global Alliance in Livestock Veterinary Medicines (GALVmed), which works to convert existing or near-market technologies into livestock medicines and vaccines for use in developing countries. The notable success of this strategy in 2009, says DFID, is an East Coast fever vaccine produced by ILRI. East Coast fever is a tick-transmitted disease that kills one cow every 30 seconds in eastern, central and southern Africa, where it threatens some 25 million cattle in 11 countries and is now putting at risk a further 10 million animals in new regions, such as southern Sudan, where the disease has been spreading at a rate of more than 30 kilometres a year. The disease is a major cattle killer. In herds kept by the pastoralist Maasai, it kills 20–50% of all unvaccinated calves, which makes it difficult and often impossible for the herders to plan for the future or to improve their livestock enterprises. A vaccine for East Coast fever could save over a million cattle and up to £170 million a year in the 11 countries where the disease is now endemic. An experimental vaccine against East Coast fever, which makes use of live but weakened parasites, has existed for more than three decades, with batches mass produced in ILRI’s Nairobi laboratories. Although constrained by the need for a ‘cold chain’ to keep the ‘live’ vaccine viable, field use of this vaccine in Tanzania and elsewhere has proved it to be highly effective and in demand by poor livestock keepers, who are paying for the vaccine to keep their animals alive. GALVmed has worked with ILRI and private companies, such as VetAgro Tanzania Ltd., to make East Coast fever vaccine available to the livestock keepers who need it most and to scale up production in future. With £16.5 million provided by DFID and the BMGF, GALVmed began working on the registration and commercial distribution and delivery of a new batch of the vaccine produced by ILRI. The vaccine was successfully registered in 2009 in Malawi and Kenya, with Tanzania and Uganda expected to follow soon. If it is approved in Uganda, it will be the first veterinary vaccine formally registered in that country. GALVmed is now working to establish viable commercial production and delivery systems, aiming that by the end of 2011, all aspects of the production and delivery of East Coast fever vaccine are in private hands.

New paper quantifies the global role of livestock as a nutrient source for the first time

Mario Herrero, systems analyst at the Africa-based International Livestock Research Institute (ILRI), is co-author of a paper to be published today in the prestigious US Proceedings of the National Academy of Sciences (PNAS). The paper quantifies the role of livestock as a nutrient source globally for the first time. The paper, ‘A high-resolution assessment on global nitrogen flows in cropland’, reports results of an investigation of the sources of nitrogen for crop production globally. ‘We quantified the role of manure in different continents and in different agricultural production systems,’ says Herrero. ‘We found large differences in manure levels. In large parts of Africa and South Asia, which have the greatest numbers of poor people in the world, most of whom make a living by farming, manure can represent 35-40% of the nitrogen needed for growing crops, making it a major source of needed nutrients in these regions,’ Herrero. Elsewhere, he explained, where farmers have ready access to chemical fertilizers, manure plays a less important role in crop production. The paper shows that livestock manure is as important a nutrient contributor as (and in some regions, is even more important than) the stalks, leaves and other wastes of crops after harvesting, which are often fed back into soils to help enrich them for the next cropping season. But those crop residues are becoming increasingly scarce due to their competitive uses. And one of the biggest competitive uses is as animal feed. Many farmers are loath to put their crop residues back into their soils because they need them to feed their animals. In South Asia and sub-Saharan Africa, crop wastes represent between 40 and 60% of all the feed for the cattle, sheep, goats and other ruminant animals raised. ‘Crop residues are a hugely important resource,’ says Herrero. ‘And needing to keep these resources to feed their animals stops many farmers from adopting conservation agriculture, which requires putting the residues back into the ground.’ Of course, the animals consuming crop residues deposit their manure on the ground. This analysis by Hererro and colleagues suggests that, globally speaking, livestock manure and crop residues make similar levels of contributions to nutrient levels. ‘In developing countries,’ he says, ‘the best solution is often for a farmer to feed her crop residues to her ruminant animals and then fertilize her soils with the manure they produce.’ That’s because these farm animals provide poor farmers with many other essentials as well, including highly nourishing animal-source foods for the household, much-needed year-round cash incomes, and draught power, transport and other inputs for successful cropping. ‘The bad news,’ says Herrero, ‘is that the amount of manure we have in Africa and South Asia is not nearly enough to increase levels of crop production. And to feed the world’s growing human populations, we’re going to have to increase the amount of nutrients we’re providing the soils in these regions.’

Livestock goods and bads: Two European views

On 10 April, we interviewed ILRI Board Chair Knut Hove, from Norway, and Program Chair Jim Dargie, from the UK.

HOVE: In the last year media attention on livestock ‘bads’ has gone away in Norway. It has not had an impact on meat production in Norway. My country’s strategy to use the whole country, and we are located so far north, with such large grasslands, that ruminants will always have a place there.

DARGIE: In the UK, people are still questioning why so much of our crop area should be used for producing food for livestock. They have concerns about using so much energy for this in this era of climate change. Questions are being raised by the government about what should be its appropriate response to meet the rising meat requirements. There is going to be greater emphasis on home-grown food production to lessen the greenhouse gas emissions due to transporting foods. Bear in mind that people in our countries are overfed, and in that context, meat production is often seen as a public bad.

HOVE: On the other hand, in our countries diets like the Atkins are very popular, which encourage you to eat more protein and less carbohydrates. In Norway, the focus of most people’s concerns are the high levels of methane produced by industrial livestock production practices and the treatment of animals in these intensive systems, such as raising battery chickens and using feedlots for beef cattle. In the Scandinavian countries, we haven’t reached this industrial level yet—we tend to have small, family run farms that make use of grazing and grass production. We have strict controls on how many chickens or cows a farmer may raise. Norwegians are given many incentives for practicing small-scale sustainable agriculture.

DARGIE: This was the European Union’s response to overproduction of livestock foods—the milk mountains and so on. Governments rather than farmers have been paying for the environmental costs of agriculture in Europe. HOVE: The rising human populations need to be fed and they need to be fed efficiently. And that is the hard problem we face. As long as we have this wealth of fossil energy, we in Europe have been able to scale up, scale up, scale up, to mechanize our agriculture, with most of us having left the farm. (In the seventeenth century, everybody was producing food here.)

DARGIE: What’s going to suit one country is not going to suit many others. Many rich countries have turned food production into big business—they are producing food to sell elsewhere. And this is depressing incentives for sustainable agriculture elsewhere. The question is, if we include the costs of environmental services, are these rich food producers really efficient? One of the problems at the moment is putting a dollar sign in front of environmental services, or environmental bads. That is a big big issue. And how we cost factors will vary enormously from one country to another.

HOVE: Many researchers are working to get these figures. We in the developed world have lived on polluting and we have had strong economic growth. Now we have to pay for that. Now we have to pay for our wealth by cleaning up. That’s the chance for developing countries.
