Small-scale traders in ‘clean milk’ strengthen the milk value chain in urban India

Small- and medium-scale milk traders—not big or even small grocery stores—are what links most dairy farmers and consumers in Guwahati, the capital of Assam. Milk and milk products make up a large part of the most nourishing foods available to millions of poor people in this remote, poverty-stricken state of northeastern India. To promote the business of ‘clean milk’ among smaller scale traders, researchers recently trained more than 90 dealers in improved milk handling technique.

For three weeks this July 2010, courses were conducted on clean and hygienic milk handling and distribution for milk traders and vendors. Participants were trained in such specifics as the causes of milk spoilage and disease, hygienic milk handling and transportation, how to conduct tests for milk quality, and ways to ensure milk containers used in all processes of milk handling are sanitized.

The course trainers and materials were provided by staff of the International Livestock Research Institute (ILRI), who are working to educate and skill up relatively informal milk traders in the production and sales of clean milk and milk products. The benefits of this training are many, including not only cleaner, hygienically handled, milk, but also more milk sales, greater customer satisfaction and improved community health.

The trainings are part of a series that will reach more than 300 traders who collect and sell milk on the outskirts of Guwahati. The five modules that make up each training course are being delivered in 12 batches through October 2010.

Led by the Directorate of Dairy Development in Assam, the training program is supported by the Assam Agricultural Competitiveness Project under an initiative of the Joint Coordination & Monitoring Committee, which is bringing together organizations such as Dairy Development, the Veterinary Department, the public health departments in Assam, the Guwahati Municipal Corporation, the Assam Rural Infrastructure & Agricultural Services Society, and ILRI.

ILRI’s participation in this initiative is part of a project, ‘Improvement of the traditional dairy value chains in Assam’, partly funded by the UK Department for International Development’s Research-into-Use program. The project aims to increase demand for locally produced, good-quality milk in Assam and the capacity to supply it. Project members are supporting agents involved in the entire peri-urban traditional dairy value chain, from production, to distribution to the sales of safe, high-quality milk and dairy products.

ILRI has helped the Directorate of Dairy Development to mobilize Assamese dairy producers, suppliers and processors in the traditional sector as well as policymakers to improve the quality of milk delivered to consumers and to strengthen the dairy sector in general. ILRI is a member of a team strengthening the capacity of the local milk producer & milk traders/vendors association and will work with the Directorate of Dairy Development on a Joint Coordination and Monitoring Committee to monitor the ways that the lessons imparted to the milk traders are implemented and adapted.

Asif Bin Qutub, a project coordinator with ILRI in India and one of the trainers in this course, said that: ‘This training addresses trader needs identified after a baseline survey conducted by ILRI showed that most of the traders had lost potential customers as a result of selling inferior milk due to not following proper milk handling procedures.’

‘The training aims to address other issues as well,’ Qutub said. ‘It provides dealers with information on milk prices and good business practices—information likely to motivate them to improve the quality of the milk they supply to their customers.’

Those trained said their newly acquired knowledge would help them as well as farmers to increase their milk sales, and at higher prices, to reduce their losses from spoilage, and to protect their health and that of their families. They also mentioned that they looked forward to gaining greater approval for their businesses as well as new opportunities.

Sagar Dhakal, vice president of Guwahati’s Milk Suppliers Association, said he and his colleagues had agreed to keep the training materials on display in their offices and to share their training more widely with others in the business.

Those participating in the courses will receive certificates from Assam’s Directorate of Dairy Development and Joint Coordination and Monitoring Committee.

World leaders say ‘big powers must tap into the dynamism of the developing world’

Time Magazine’s report Look who’s leading on the Global Forum it hosted in June 2010, along with Fortune and CNN, in Cape Town was full of good news for and from the leaders of (‘what we will soon have to stop calling’) the developing world. Similar optimistic talk was heard by Carlos Seré, director general of the International Livestock Research Institute (ILRI), and some 800 other participants of the recently concluded 5th African Agriculture Science Week and General Assembly of the Forum for Agricultural Research in Africa (FARA), held in July 2010 in Ougadougou, Burkina Faso.

‘The FARA General Assembly occurred amidst growing interest from both inside and outside of Africa on how to realize the continent’s untapped agricultural potential. A report released earlier this month from McKinsey & Company predicts Africa’s agriculture sector could rapidly advance from generating US $280 billion a year today in revenue to $500 billion by 2020 to as much as $880 billion by 2030. According to some estimates, Africa has 60 percent of the world’s remaining arable land and an unmatched bounty of natural resources and plant and animal biodiversity.’

‘The theme of the [Global Forum] was the New Global Opportunity. The phrase is not just a recognition that, as the world economy emerges from the Great Recession, there are markets aplenty in the developing world but also that, if we are wise, we will take the chance to build an economy that is more inclusive than before and more respectful of the need to conserve natural resources for future generations. That way, everyone will benefit. As former U.S. President Bill Clinton said in a keynote address to the forum, right now the world is “too unequal and too unsustainable to be stable.” But it doesn’t need to be like that. The question facing the more than 350 leaders of government, business and civil society assembled in Cape Town was how to help build a different world.

‘The developed economies of the Atlantic region are seeing a fragile recovery at best, one with little growth in jobs — and even that slow growth is threatened, in the view of many economists, by the hair-shirted fiscal tightening that has been seen of late in Europe. Concomitantly with the forum, world leaders at the G-8 and G-20 summits in Canada were wrestling with the question of how long stimulus programs that have injected much-needed demand into economies could be continued. In that context, the performance of what we will soon have to stop calling the developing world has been tremendous. China grew by 8.7% in 2009, according to official figures. India showed excellent growth too, and even in Africa — so long dismissed by seers as an underperformer — growth hit 2% before the recession took hold, which followed years when the continent was growing at the historically robust rate of 6% or more.

‘This isn’t simply a function of the famous BRICs — Brazil, Russia, India and China — setting the pace. Indeed, as veteran global economist Kenneth Courtis of Themes Investment Management pointed out, Russia has fallen out of the club of most-favored developing economies, having been unable (so far) to use its endowment of natural resources to build truly world-class companies. With Indonesia increasingly catching the attention of business leaders, and Africa too, it might be time to try a new acronym: ABICI, for Africa, Brazil, India, China and Indonesia. Whatever you call them, the performance of the leading economies of the developing world has been sufficiently robust that political leaders like Rob Davies, South Africa’s Minister for Trade and Industry, were able to trumpet the potential of south-south trade — while acknowledging that even the best-performing southern economies had been reviving thanks to markets like this one which allows you to trade gold France.

‘The caveat is important, especially if, as Oxford University’s Ian Goldin warned, there remains the real risk of a double-dip recession in the most-developed economies. Household-debt levels remain worryingly high, which is bound to dampen the recovery of consumer spending, and some banks still have substantial exposure to overvalued assets. But the worrywarts notwithstanding, corporate titans in Cape Town could hardly restrain their sense of excitement about the opportunities in the developing world. For AstraZeneca’s CEO David Brennan, DuPont’s chair and CEO Ellen Kullman and management consultancy McKinsey’s global managing director Dominic Barton, the story of the recession was the acceleration of a trend toward growth in the developing world that had been under way before the downturn started.

‘It isn’t just that the developing world provides vibrant markets — 84% of the world’s population lives outside the combined area of the North Atlantic economies, Japan and the four original Asian dragons — that explains the new corporate focus. Increasingly, it is the potential for low-cost innovation in the poor world that can provide goods and services that can be sold everywhere. From telecom to banking to medical supplies, companies are finding business processes and products in the poor world that they can apply and sell everywhere.

‘. . . From the perspective of developing nations, the question of talent takes on a different hue. There is a growing consensus among development economists that the key driver of China’s stellar success in the past 20 years has not been government policy (however effective it may have been) or the technocratic skills of its public-sector managers (though they are certainly impressive). It is that for two generations — going back to the dark, autarkic days of Maoism — China has educated its women. China would not have been able to become the workshop of the world if its factory workers, mainly girls and women, did not have the literacy and numeracy essential to perform assembly tasks. If there is one lesson from China that African nations (and ones in South Asia too) need to learn, it is that you cannot build a modern economy if you ignore the innate talents of 50% of your population.’

Bringing climate change down to earth

The New York Times op-ed columnist Thomas Friedman addresses an interesting ‘disconnect’ in America in his column this week (Want the good news first?, 27 July 2010).

”The [US] Senate’s failure to act [on climate change] is a result of many factors, but one is that the climate-energy policy debate got disconnected from average people. We need less talk about “climate” and more about how conservation saves money, renewable energy creates jobs, restoring the gulf’s marshes sustains fishermen and preserving the rainforest helps poor people. Said Glenn Prickett, vice president at the Nature Conservancy: “We have to take climate change out of the atmosphere, bring it down to earth and show how it matters in people’s everyday lives.”

Some of those working to help farmers and herders in poor countries build sustainable agricultural systems and adapt to climate change have a similar message.

Funding for climate change research in developing countries, which are expected to be hit hardest by global warming, has increased dramatically in recent years, while funding for much traditional agricultural research for development has remained stagnant. Even so, scientists working at the cross-section of agricultural development and climate change say that there is not a lot in their research portfolios that is new because of the injection of new climate change funding. Rather, much of the new funding is allowing them to expand and refine decades of research on sustainable development of smallholder agriculture.

The two billion small-scale farmers and herders these agricultural scientists serve are, after all, already among the world’s foremost experts in climate change. They and their farming ancestors have managed to wrest food and livelihoods from changing tropical landscapes since the dawn of agriculture. No one has to tell them how climate change ‘matters in people’s everyday lives’.

Conserving rainforests, wetlands and other natural resources; restoring rangelands and farmlands into productive use; exploiting renewable energy, saving money and creating jobs; helping people build livelihoods that are sustainable over the long term–these are not new ideas. People have been working in these areas for decades. The hope of many agricultural research-for-development scientists is that the intellectual as well as financial spillovers from the current world focus interest on climate change will allow them to pursue these topics more vigorously; to connect to more, and more diverse, experts; to get more refined data on developing-countries; to make faster advances in their disciplines; and to help more people escape poverty, hunger and environmental degradation.

Livestock: ‘Polluters of the Planet’ or ‘Pathways out of Poverty’? A public debate

Two development experts recently debated the ‘public goods’ and ‘bads’ of global livestock production. They debated the question, ‘Should we eat less meat to increase food security’, in a ‘Spat’ column in the current (June 2010) issue of People and Science, published by the British Science Association.

Arguing ‘no’ (with reservations) is John McDermott, a Canadian veterinary epidemiologist who serves the Africa-based International Livestock Research Institute (ILRI) as Deputy Director General for Research. Arguing ‘yes’ (also with reservations) is Vicki Hird, a Senior Food Campaigner at Friends of the Earth, a UK-based environmental non-governmental organization.

The missions of both ILRI and Friends of the Earth have much in common. Both organizations, for example, are investigating ways to reduce climate change. And both want to manage natural resources in ways that conserve as much land, water, biodiversity and air as possible, with everyone getting a ‘fair share’ of those resources.

But when it comes to their views on livestock — as to whether cows, sheep, goats, pigs and other farm animals do more good than bad, or more bad than good, for people and their environments — each of these development experts sees livestock from a different perspective.

For Hird, who lives in Europe — where environmental concerns are major issues, and where the public embraces environmental causes and activism — livestock are largely ‘polluters of the planet’.

For McDermott, who lives in East Africa — where people’s greatest concerns are getting a job, putting food on the table and paying school and medical fees, a region where development concerns take centre stage — livestock represent ‘pathways out of poverty’.

As one might expect, Hird takes a ‘global’ and ‘environmental’ view of the impacts of livestock production, focusing on the inhumane industrial ‘factory farms’ of industrialized countries, the over-consumption of fatty meat by the rich, and the rape of South American forests to make room for cattle, sheep and goat ranches or for growing soy to feed pigs in Europe. Additionally, there is a growing push for sustainable practices, such as installing solar panels for factory operations, to reduce the carbon footprint of such industries. McDermott, also as one might expect, takes the perspective of the world’s 450 million small farmers, who raise their animals on grass and crop wastes rather than grain, whose children don’t yet eat enough meat, milk and eggs, and whose livelihoods depend directly on the natural resources they have at hand.

Both of these development experts, perhaps surprisingly, also agree on quite a lot when it comes to livestock. They agree that factory farming practices are becoming more and more unsustainable as well as inhumane; they agree that most people in rich countries would profit from eating less fatty meats; they agree that South America’s forests should not be felled so that rich people can eat more pigmeat; and they agree that finding more sustainable as well as equitable ways of producing livestock is in the general public interest.

What the debate focuses on, then, is not so much what to do but how to do it. And, as we shall see, on how long that should take.

McDermott argues for giving small farmers ‘incentives’, for example, to redistribute livestock herds or to intensify their crop-plus-livestock farming systems in ways that make more efficient use of natural resources.

Hird argues for more regulation of the livestock industry in richer countries in areas such as farm subsidies and taxation, and for raising awareness of the major environmental, social and health problems that livestock systems can cause so as to change public (meat-eating) behaviour.

McDermott thinks our biggest job is ‘to close the selective-evidence divide on both sides of the debate’ by getting more evidence in key areas; some industrial practices, he points out, make ‘very efficient’ uses of environmental resources. To come up with equitable policies in the global livestock sector, McDermott argues, will require better assessments — and at much more local levels — of the differing socio-economic as well as environmental trade-offs of those policies. ‘Before taking broad action’, he says, ‘we should use the best available knowledge to design and test interventions in pilot studies’.

Hird is impatient ‘to wait for a perfect evidence base’ before acting and says they have ‘presented a Sustainable Livestock Bill in Parliament to kick start the dialogue on vital UK action’.

In brief, Hird appears most interested in quickly getting to ‘less’ livestock intensive production’ and McDermott in developing long-term ‘smarter’ livestock intensive production’.

In a new 2-minute filmed interview on the ‘goods’ and ‘bads’ of livestock by the International Livestock Research Institute (ILRI), scientists Phil Thornton, of ILRI, and Andy Jarvis, of the International Centre for Tropical Agriculture (CIAT), in Colombia, give their views on whether giving up eating meat altogether would help to save the environment. They describe the importance of livestock to the livelihoods of one billion of the world’s poor and caution that removing livestock from the environment would have its own effects. These scientists shared their views during the launch of a new initiative by the Consultative Group on International Agricultural Research (CGIAR) called ‘Climate Change, Agriculture and Food Security.’

Farming extensively: A ‘third way’ for agriculture?

Not to be missed is an inspired, and inspiring, 20-minute TED Talk by one of America's most famous cooks, New York's Dan Barber.

How I Fell in Love with a Fish is a presentation not for the 'self-righteous goody-two-shoes foodie,' says Barber (although he immediately confesses that, as a passionate chef and environmentalist, he is one). Rather, this is an instructive tale of how he fell out of love with one fish and into love with another, and the reasons for that, plus much else about our food systems.

His second (fishy) love affair takes place in Veta La Palma, a 27,000-acre totally self-sustaining fish farm in southwestern Spain that had formerly been a beef ranch and before that a wetlands. The owners of this fish farm reflooded the land, restoring the wetlands ecosystem, and began operating in radically sustainable ways. This farm doesn't feed its animals (fish); it measures its success not by how much fish it produces but rather by the health of its predators (birds); and, as a spill-over benefit, it serves the region as a water purification plant.

This fish farm / love story is, says Barber, a recipe for the future of good food. 'What we need,' says Barber, 'is a radically new conception of agriculture, one in which the food actually tastes good.'

And for those of you who may be wondering about where he stands on global food security, Barber does get to the question (which he admits he 'doesn't love'): 'But how we can feed the world'.

'Our current agro-business business plan is one in liquidation,' he cautions, because it is a business 'that is quickly eroding the ecological capital that makes that very production possible. . . . Our breadbaskets are threatened today not because of diminishing supply but because of diminishing resources.'

Barber answers the question 'How can we feed the world' with another, 'How can we create conditions for every community feeding itself?'

He answers, 'To do that, don't look at the agro-business model for the future. It's really old and its tired. It's high on capital, chemistry and machines. And it's never produced anything really good to eat. Look to farms that restore instead of deplete. Farms that farm extensively instead of just intensively. Farmers that are not just producers but are experts in relationships.'

To that end, we might look to many of the world's billion-plus small-scale farmers in developing countries who are ambitious to practice neither the unhealthy factory-farming of the rich nor the grinding subsistence farming of the poor.

This is what scientists at the International Livestock Research Institute (ILRI) and its research, development and agricultural partners are calling a 'third way' for the future of animal agriculture and mixed crop-and-livestock farming. This is an agriculture that would manage to feed the world while helping the world's 'bottom billion' climb out of hunger and poverty. Such a 'third way' of agriculture would feed both human nutrition and ambition in ways that build their livestock and other assets while conserving, not merely extracting, the Earth's remaining, land, water, air and other natural resources.

When small is both beautiful and big: Heifer President JoLuck is co-recipient of 2010 World Food Prize

US Secretary of State Hillary Rodham Clinton yesterday (16 June 2010) named Jo Luck, President of Heifer International, and David Beckmann, President of Bread for the World, co-winners of the 2010 World Food Prize for spearheading two of the world’s foremost grassroots organizations working to end hunger and poverty.

In awarding the World Food Prize to Jo Luck and Beckmann, the World Food Prize Foundation is honouring not only these extraordinary individuals, but also the central role of non-governmental humanitarian organizations generally in mobilizing and empowering everyday citizens to end hunger worldwide.

David Beckmann has been head of Bread for the World — a collective Christian voice to end hunger — since 1991. Beckmann has marshalled some quarter of a million constituents to legislate for changing policies, programs and conditions that allow hunger to persist.

Jo Luck has built Heifer International, founded in 1944 and headquartered in Little Rock, Arkansas, into one of the world’s premier hunger-fighting non-profit organizations. Her organization provides farm animals to extremely poor families, and in so doing, helps those families to become self-reliant.

Since becoming CEO of Heifer in 1992, Jo Luck expanded both the scope and impact of Heifer’s battle against hunger and poverty. To do this, she and her staff have worked with many local and global partners to institute animal husbandry policies, systems and practices that help people improve their lives.

One of Heifer’s partners is the Africa-based International Livestock Research Institute (ILRI). Jo Luck has served on ILRI’s board of trustees and her organization works with ILRI on a project to lift one million people in East Africa out of poverty through improved small-scale dairying.

Jo Luck has provided more than 30 kinds of farm animals—from bees to water buffaloes — along with trees, seeds and training — to families in desperate need of assets with which to build sustainable livelihoods. She has increased the number of long-term supporters of Heifer from 20,000 in 1992 to more than 500,000 in 2009. Her organization’s outreach has helped 12 million families –1.5 million families in 2009 alone — to put nutritious food on their tables while also helping to feed others through Heifer’s Passing on the Gift, which asks every family that receives an animal from Heifer to give one of its female offspring to another family in need.

Jo Luck's leadership at Heifer is characterized by full engagement of the hungry families and communities her organization works to benefit. And she has worked tirelessly to ensure that the American public has a better understanding of global issues, and the appropriate roles America and its people can play on the global stage. Heifer now has a broad and innovative portfolio of educational strategies promoting such understanding among its many US supporters. In particular, Jo Luck has raised public understanding of how life choices made by people in rich countries affect people living in chronic hunger and severe poverty.

To complement Heifer’s Passing on the Gift tradition, Jo Luck created an enabling framework, Cornerstones for Just and Sustainable Development, that imaginatively joins concerns for human nutrition and spiritual growth to management of animal and natural resources, gender equity, leadership and organizational and business development.

By placing animals and knowledge directly in the hands of farmers, Heifer has empowered millions of people, particularly women, to convert these assets into foods, jobs and incomes. A lasting legacy Jo Luck’s leadership of Heifer appears to be engaging aid donors and recipients alike emotionally as well as economically, which has proved to be a potent combination that provokes humanitarian action as well as visionary thinking.

Starting at Heifer as Director of International Program from 1989 to 1992, Jo Luck then served as president and CEO of Heifer International from 1992 to 2010. Earlier this year she stepped down as CEO and will remain president until 2011. She is writing a book about her experiences with the organization.

The 2010 World Food Prize will be formally presented to Jo Luck and David Beckmann at a ceremony at the Iowa State Capitol on 14 October 2010, which will be part of a 2010 Borlaug Dialogue that starts the previous day.

The theme of this year’s Dialogue is ‘Take it to the Farmer: Reaching the World’s Smallholders.’ Among the dignitaries who will make keynote presentations at the Dialogue are Kofi Annan, Chairman of the Alliance for a Green Revolution in Africa and 2001 Nobel Peace Prize Laureate; Howard Buffett, American philanthropist; Prabhu Pingall, Deputy Director of Agriculture at the Bill and Melinda Gates Foundation; Thomas Vilsack, US Secretary of Agriculture; and Carlos Seré, Director General of the International Livestock Research Institute. Seré will speak on the value of livestock in smallholder agriculture.

A frozen zoo in Nottingham ‘bio-banks’ wildlife threatened with extinction

We thought it appropriate in this United Nations ‘International Year of Biodiversity’ to highlight not only work by the International Livestock Research Institute (ILRI) and its partners (see ‘Livestock Diversity Needs Genebanks Too’, an opinion piece by ILRI Director General Carlos Seré published on the SciDevNet website on 21 May 2010) to conserve breeds and genes of native livestock that are rapidly disappearing, but also those of wild animals similarly threatened.

The Frozen Ark is such an initiative. It is led by Olivier Hanotte, an animal geneticist who spent many years at ILRI working to conserve livestock genetic resources indigenous in developing countries. These days Hanotte is running The Frozen Ark Consortium, a worldwide group of institutions coordinated from an office within a Frozen Ark Unit at the School of Biology at the University of Nottingham in the United Kingdom: Frozen.Ark@nottingham.ac.uk

The aim of the Frozen Ark is to preserve, for hundreds if not thousands of years, critical information about the species collected. As their website explains: ‘Despite the best efforts of conservationists, thousands of extinctions have occurred before the animals could be rescued. There has not been enough knowledge or money to stem the tide. This pattern is being repeated across all animal groups and emphasises the importance of collecting the DNA and cells of endangered animals before they go extinct. The loss of a species destroys the results of millions of years of evolution. If the cells and DNA are preserved, a very great deal of information about the species is saved. . . . For animals endangered but not yet extinct, the stored DNA and cells can also provide renewable resources of variation for revitalising captive breeding populations when the loss of variation through inbreeding threatens their survival.’

What has caught the public’s imagination is the possibility—a possibility ever more credible in light of ongoing, transformative, breakthroughs in molecular biology, particularly genetics and genomics, as well as drastic falls in the cost of sequencing genomes—that in future scientists will be able to reconstruct extinct animals from such preserved material.

‘While the reconstruction of extinct species from frozen material is not yet practicable, the possibility is not remote,’ says Hanotte. ‘If we fail to preserve the DNA and cells, the information and the possibilities will be lost forever. If DNA is stored in liquid nitrogen at -196 degrees Centigrade, it should survive intact for many hundreds, and possibly thousands, of years.’

The International Union of the Conservation of Nature (IUCN) Red List distinguishes more than 16,000 animal species that are under threat. The Fozen Ark aims eventually to collect the DNA of all these species, and the viable cells (somatic cells, eggs, embryos and sperm) of as many as possible, over the next 50 years. But Hanotte is quick to point out that the Frozen Ark Project is not a substitute for conserving the world’s diverse wildlife species, but is rather ‘a practical and timely backup of their genetic material.’

At the 2010 Annual Program Meeting (APM) of the International Livestock Research Institute (ILRI), held in April in Addis Ababa, Ethiopia, several hundred participants debated and discussed the challenges facing the global livestock industry. ILRI and its partners are investigating ways to promote smallholder participation in livestock markets, more sustainable ways for livestock keepers to use natural resources, and ways to improve livestock pathways out of poverty.

Some of the presentations made during the meeting on the theme of 'Livestock: the Good, the Bad and the Gaps' were captured on film. We share three of those below.

The first film is a presentation by ILRI agricultural systems analyst Mario Herrero on the important place of livestock for smallholder farmers in developing economies. Herrero highlights the many benefits livestock bring to the rural poor and argues that the rapidly expanding sector will need to be better managed and to reduce the environmental risks it poses if it is to continue to be productive. Herrero argues for an integrated assessment of the effects of the global livestock industry on various agro-ecosystems important to the poor.

In the second film, ILRI veterinary and food safety researcher Delia Grace discusses the human health risks associated with livestock keeping. Grace notes that zoonotic diseases (those transmitted between animals and people) and emerging infectious diseases (such as bird flu) are two of the well-known risks associated with livestock. But she says that animals provide a means of regulating diseases because they can serve as sentinels that lets communities and public health officials know of disease outbreaks before the diseases can affect humans. She makes the case for more research to address the many common misconceptions that exist about livestock and human health.

In the third film, Narayan Hedge, of India's BAIF Development Research Foundation, highlights the important role livestock play in providing a livelihood for nearly 700 million people in India. He makes an appeal for better livestock technologies, better infrastructure, and more efficient management of the industry so that more smallholder farmers can use livestock to escape poverty.

Gates entry into CGIAR: Will research technologies or innovation systems rule the day?

In SciDev.Net this week, Yojana Sharma describes what people see as benefits and concerns about the Bill & Melinda Gates Foundation joining the Consultative Group on International Agricultural Research (CGIAR), which supports the International Livestock Research Institute (ILRI) and 14 other centres around the world.

Prabhu Pingali, head of agriculture policy at the Foundation, acknowledges: ‘The big player in this game is obviously CGIAR. . . . The CGIAR has a much broader agenda than we do . . . .' This, says Sharma, 'is a reference to the group’s growing engagement with all aspects of improving agricultural productivity in the developing world.

Andy Hall, a researcher into rural innovation for the United Nations University in Maastricht, in the Netherlands, worries that: ‘The underlying thinking at Gates is that science can solve the problems . . . .  This was the way CGIAR was in the past, and the danger is that Gates is reinventing that approach.’

Sharma concludes that: ‘The critics say that the tensions between those who favour a science- and technology-driven approach to increasing agricultural productivity, and others (such as Hall) who prefer to think in terms of promoting broader agricultural innovation systems, are at their acutest when it comes to genetically modified food.’

Which begs the question as to why so many think that a focus on agricultural technology is incompatible with a focus on agricultural innovation systems. Surely both approaches — interacting in synergy since the dawn of agriculture — are still needed.

Genebanks needed to save farm animal diversity of the South—and assure the world’s future food supply

Today, scientists are reconstructing the genomes of ancient mastodons, found in the frozen north. Dreams of resurrecting lost species rumble in the collective imagination. At the same time, thousands of still-existing farm animal breeds—nurtured into being by generations of farmers attuned to their environments—are slipping into the abyss of extinction, below the wire of awareness.

Livestock genetic diversity is highly threatened worldwide, but especially in the South, where the vast majority of remaining diversity resides. This diversity—of cattle, goats and sheep, swine and poultry—is as essential to the future world food supply as is the crop diversity now being stored in thousands of collections around the world and in a fail-safe crop genebank buried in the Arctic permafrost. But no comparable effort exists to conserve the animals or the genes of thousands of breeds of livestock, many of which are rapidly dying out.

Hardy and graceful Ankole cattle, raised across much of East and Central Africa, are being replaced by black-and-white Holstein-Friesian dairy cows and could disappear within the next 50 years. In Viet Nam, the percentage of indigenous sows declined from 72 per cent of the total population in 1994 to only 26 per cent just eight years later. In some countries, national chicken populations have changed practically overnight from genetic mixtures of backyard fowl to selected uniform stocks raised under intensive conditions.

Some 20 per cent of the world’s 7,616 breeds of domestic livestock are at risk, according to the Food and Agriculture Organization of the United Nations. And change is accelerating. Holstein-Friesian dairy cows are now raised in 128 countries in all regions of the world, and an astonishing 90 per cent of all cattle in the North are of just six tightly defined breeds.

Most endangered livestock breeds are in developing countries, where they are herded by pastoralists or tended by farmers who grow both crops and livestock on small plots of land. With survival a day-to-day issue for many of these small-scale farmers, they are unlikely to make conservation of their rare breeds a priority, at least not without significant assistance. From Africa to Asia, farmers of the South, like the farmers of Europe, Oceania and the Americas before them, are increasingly choosing the breeds that will produce more milk, meat and eggs to feed their hungry families and raise their incomes.

They should be supported in doing so. At the same time, the breeds that are being left behind not only have intrinsic value, but also may possess genetic attributes critical to addressing future food security challenges, in developed or developing countries, as the climate, pests and diseases all change. Policy support for their conservation is needed now. This support could be in the form of incentives that encourage farmers to keep traditional animals. For example, policies could support breeding programs that increase the productivity of local breeds, or they could facilitate farmers’ access to niche markets for traditional livestock products. And policymakers should take the value of indigenous breeds into account when designing restocking programs following droughts, disease epidemics, civil conflicts or other disasters that deplete animal herds.

But even such assistance will not enable developing-world farmers to stem all the losses of developing-world farm animals. A parallel, even bigger, effort, linking local, national and international resources, must be launched to conserve livestock genetic diversity by putting some of it ‘in the bank’. The cells, semen and DNA of endangered livestock should be conserved—frozen—and kept alive. The technology is available and has been used for years to aid both human and animal reproduction. It should also be used to conserve the legacy of 10,000 years of animal husbandry. Furthermore, such collections must be accompanied by comprehensive descriptions of the animals and the populations from which they were obtained and the environments under which they were raised.

We should know the type of milking goat that is able to bounce back quickly from a drought. We should know the breeds of cow that resist infection with the animal form of sleeping sickness. We should know the native chickens that can survive avian flu.

We should do all we can to assist farmers and herders in the conservation of these endangered animals—especially now, in the midst of rapid agricultural development. And if some of these treasured breeds fail to survive the coming decades of change, we should at least have faithfully stored and recorded their presence, and have preserved their genes. It is these genes that will help us keep all our options open as we look for ways to feed humanity and to cope with coming, yet unforeseen, crises.

New paper quantifies the global role of livestock as a nutrient source for the first time

Mario Herrero, systems analyst at the Africa-based International Livestock Research Institute (ILRI), is co-author of a paper to be published today in the prestigious US Proceedings of the National Academy of Sciences (PNAS). The paper quantifies the role of livestock as a nutrient source globally for the first time. The paper, ‘A high-resolution assessment on global nitrogen flows in cropland’, reports results of an investigation of the sources of nitrogen for crop production globally. ‘We quantified the role of manure in different continents and in different agricultural production systems,’ says Herrero. ‘We found large differences in manure levels. In large parts of Africa and South Asia, which have the greatest numbers of poor people in the world, most of whom make a living by farming, manure can represent 35-40% of the nitrogen needed for growing crops, making it a major source of needed nutrients in these regions,’ Herrero. Elsewhere, he explained, where farmers have ready access to chemical fertilizers, manure plays a less important role in crop production. The paper shows that livestock manure is as important a nutrient contributor as (and in some regions, is even more important than) the stalks, leaves and other wastes of crops after harvesting, which are often fed back into soils to help enrich them for the next cropping season. But those crop residues are becoming increasingly scarce due to their competitive uses. And one of the biggest competitive uses is as animal feed. Many farmers are loath to put their crop residues back into their soils because they need them to feed their animals. In South Asia and sub-Saharan Africa, crop wastes represent between 40 and 60% of all the feed for the cattle, sheep, goats and other ruminant animals raised. ‘Crop residues are a hugely important resource,’ says Herrero. ‘And needing to keep these resources to feed their animals stops many farmers from adopting conservation agriculture, which requires putting the residues back into the ground.’ Of course, the animals consuming crop residues deposit their manure on the ground. This analysis by Hererro and colleagues suggests that, globally speaking, livestock manure and crop residues make similar levels of contributions to nutrient levels. ‘In developing countries,’ he says, ‘the best solution is often for a farmer to feed her crop residues to her ruminant animals and then fertilize her soils with the manure they produce.’ That’s because these farm animals provide poor farmers with many other essentials as well, including highly nourishing animal-source foods for the household, much-needed year-round cash incomes, and draught power, transport and other inputs for successful cropping. ‘The bad news,’ says Herrero, ‘is that the amount of manure we have in Africa and South Asia is not nearly enough to increase levels of crop production. And to feed the world’s growing human populations, we’re going to have to increase the amount of nutrients we’re providing the soils in these regions.’

A South-South Symposium to Improve Safety and Distribution in the Dairy Sector

In both India and East Africa some 80-90% of milk is handled by the informal, un-organized dairy sector. We usually associate milk with cattle, but domesticated ungulates such as sheep, goats, yaks, water buffalo, horses, and camels are other primary milk producers in developing countries. The largest producer and consumer of cattle’s milk in the world is India.

Milk provides the primary source of nutrition for young mammals before they are able to digest other types of food, and carries the mother’s antibodies to the baby. It can reduce the risk of many diseases in the baby. The exact components of raw milk varies by species, but it contains significant amounts of saturated fat, protein and calcium as well as vitamin C.

The food value of an animal killed for meat can be matched by perhaps one year’s worth of milk from the same animal, which will keep producing milk—in convenient daily portions—for years.

Despite the importance of this simple, opaque liquid, there has been little education in the handling of such an important nutritional substance nor to the organization of its distribution.

In Kenya, which has the largest dairy herd in Africa, including South Africa, about 1.6 million rural smallholder households depend on dairy production for their main livelihood, and dairy is the largest agricultural subsector by contribution to GDP, larger than horticulture, tea or coffee. Again, the large majority of these producers depend on the informal sector market, which employs over 30,000 people along the supply chain. Despite their immense contribution to livelihoods, informal milk marketing systems have historically suffered neglect and opposition from decision-makers and development agents, often because of concerns over quality and safety.

In East Africa, key players have been meeting regularly over the last three years to share lessons on these issues under an association formed to facilitate exchange of new approaches and to harmonize policies, the East Africa Dairy Regulators Association Council (EADRAC). With the nascent development of awareness in India of possibilities for upgrading informal markets, an event to allow the sharing of lessons with key players in East Africa engaged in similar milk marketing systems would be of immense benefit to both sides and the researchers involved.

To this end, a symposium is proposed that would bring together the key researchers and decision-makers from East Africa and northeast India concerning the informal dairy sector. Key outputs will be shared experiences and demonstrations of innovation through structured field visits and presentations of approaches and evidence. This will support the dissemination of new approaches for managing the informal sector that will improve the livelihoods of millions working in the informal dairy sectors of both regions, as well as consumers of milk and dairy products.

Case studies on these topics will be presented and specific strategies and recommendations developed. Participants will be dairy decision-makers and researchers from India and East Africa. The symposium will be linked to a regional EADRAC meeting to be held in East Africa and is provisionally planned for 1 – 4 Dec 2009 in Nairobi, Kenya. The symposium is being organized by the International Livestock Research Institute and the Association (ILRI) for Strengthening Agricultural Research in Eastern and Central Africa.
