UN highlights project helping Asian countries to conserve their native livestock and wild relatives

A Farm Animal Genetic Resources Project conducted by the International Livestock Research Institute (ILRI) and other partners to conserve indigenous livestock breeds in Bangladesh, Pakistan, Sri Lanka and Vietnam has been recognized by the United Nations Environment Programme (UNEP) as one of eleven global projects ‘assisting farmers in developing diversified and resilient agricultural systems to ensure communities and consumers have more predictable supplies of nutritious food.’

The ILRI project is featured in an UNEP booklet launched on Tuesday 19 October 2010 during the tenth meeting of the Conference of the Parties to the Convention on Biological Diversity, taking place in Nagoya, Japan.

Securing sustainability through conservation and use of agricultural biodiversity: The UNEP-GEF contribution provides lessons from projects about useful tools for conserving and managing agricultural biodiversity over the long term. The report features project partnerships among UNEP, the Global Environment Facility (GEF) and national and international organizations conducted over the last 10 years.

The ILRI-led and GEF-funded US$6.4-million Farm Animal Genetic Resources Project was started in 2009 to better conserve local breeds of chickens, goats and pigs that help sustain the livelihoods of poor farmers and the health and well-being of women and children in Asia.

As much as 10 per cent of the world’s livestock breeds have disappeared in the last six years, due mostly to substitution or cross-breeding of local indigenous animals with exotic commercial breeds. Most of the extant indigenous livestock breeds today are found in pastoral herds and on small farms in developing countries. Understudied and insufficiently documented, many of the strengths and potential benefits of these tropical local breeds remain untapped.

The Farm Animal Genetic Resource Project works to encourage wider use of local breeds, such as the Bengal goat in Bangladesh. Each of the four countries where the project is implemented has a long history of use of indigenous livestock and a rich diversity of animals, including the wild relatives of domestic livestock, which provide additional genetic resources for breeding programs to improve domestic animals.

ILRI’s project partners include the Bangladesh Agricultural University; the Pakistan Agricultural Research Council; the University of Peradeniya, in Sri Lanka; and the Vietnamese National Institute of Animal Husbandry, with more organizations expected to join the project later. By the time the project is completed, in 2014, these partners aim to have developed breeding tools for use in low-input livestock production systems, cost-benefit analysis tools for comparing breeding programs for different indigenous breeds and populations, and analytical frameworks for assessing policy and marketing options for farm animal genetic resources.

So far, with the input of local actors, including farmers, researchers and development agents, the Farm Animal Genetic Resources Project has developed baseline survey tools for assessing animal genetic biodiversity and constraints to its conservation. These tools will also be used to assess marketing opportunities for indigenous animals and the contributions these animals make to rural livelihoods. The project has also developed a flock and herd monitoring tool that helps to measure genetic and phenotypic diversity, to track genetic changes in livestock populations over time, and to capture the relations between indigenous domesticated animals and their wild relatives.

Mohamed Ibrahim, ILRI’s coordinator of this Asia project, says that the project is increasing the capacity of local institutions to collect and analyse data related to indigenous livestock breeds. ‘Our goal,’ says Ibrahim, ‘is to ensure that important chicken, goat and pig breeds in the four targeted Asian countries are protected for the future benefit of local farmers’.

Competitive dairying offers pathways out of poverty, new global study says

Investing in the dairy sector and growing it into a competitive industry would offer small-scale dairy producers in sub-Saharan Africa opportunities to increase their incomes, meet food requirements and find a way out of poverty, according to a new study that assesses global perspectives for smallholder milk production by the Food and Agriculture Organization of the United Nations (FAO).

The status and prospects for smallholder milk production—A global perspective, a study jointly published by FAO and the International Farm Comparison Network and released September 2010, says ‘making smallholder dairy production more competitive could be a powerful tool for reducing poverty, raising nutrition levels and improving the livelihoods of rural people in many developing countries.’

The study notes that rising milk demand, which is growing by about 15 million tonnes per year in developing countries, provides a chance for small-scale dairy farmers to raise their milk production, which would not only create jobs but also help to ‘establish sustainable dairy chains that can meet local consumer and world market demands’. ‘Growing consumer demand for dairy products in developing countries, driven by population growth and rising incomes, offers important market opportunities for smallholders,’ the report adds.

The Africa-based International Livestock Research Institute (ILRI) is at the forefront of helping small-scale dairy producers benefit from the dairy sector through projects such as the Smallholder Dairy Project, which contributed to a review of the Kenya dairy policies beginning in 2004, eventually leading to remarkable benefits of over US$230 million for Kenyan milk producers, vendors and consumers in the past 10 years. Interventions of this project have also led to a three-fold increase in milk production across areas where the project worked with small-scale dairy farmers.

ILRI is also helping to implement a Heifer-International-led East Africa Dairy Development project in Kenya, Rwanda and Uganda that is improving the dairy incomes of over 170,000 dairy farmers. The project is organizing farmers into cooperative groups to pool resources and buy milk cooling facilities, improve animal breeds, improve fodder and train farmers how to better manage their milk business. In the past two years of the project’s implementation, changes in attitude among dairy farmers have led to economic benefits that are improving the livelihoods of East Africa’s small-scale dairy producers.

Around 150 million small-scale dairy farming households (750 million people) are engaged in milk production globally, with most of them in developing countries, according to the study; some six billion people, most of them in developed countries, consume milk and milk products.

With global prices for dairy products expected to rise in coming years, the report notes that small-scale milk producers ‘have very competitive production costs’ and thus calls for small-scale dairy producers to be organized in order for them ‘to compete with large-scale, capital-intensive, “high-tech” dairy farming systems’. ‘Better farm management practices, expanding dairy herd sizes and increasing milk yields could easily improve smallholder labour productivity, making dairy sector development a potent tool for poverty reduction,’ the report says.

The study, however, cautions that ‘smallholder dairy production will only be able to reach its full potential if some of the threats and challenges the sector is currently facing are addressed. In many developing countries, smallholders lack the skills to manage their farms as “enterprises”; have poor access to support services like production and marketing advice; have little or no capital to reinvest with limited access to credit; and are handicapped by small herd sizes, low milk yields and poor milk quality.

Dairy sectors in developing countries also face the challenge of competing with massive policy interventions (price support, milk quotas, direct payments, investment support programmes, export subsidies) in developed countries, which create a competitive advantage for dairy production in developed countries and penalize dairy farmers in developing countries, the report noted.

Smallholders are also affected by trade liberalization, which increasingly exposes them to competition from large-scale corporate dairy enterprises that are able to respond more rapidly to changes in the market environment.

Any dairy development strategy, the study recommends, must not exclusively focus on dairy producers but improve competitiveness throughout the entire dairy production chain, targeting farmers, input suppliers, milk traders, processors, retailers and others.

ILRI's Carlos Sere on expert panel on sustainable food production at University of Minnesota

Carlos Seré, director general of the Africa-based International Livestock Research Institute (ILRI), is one of three leaders of worldwide agricultural research centres who will discuss how increasing global demands for food can be addressed in sustainable ways during a forum on 'Sustainably Feeding the World' next week at the University of Minnesota (USA). The panel discussion will start at 1:30pm, on Monday, 18 October 2010, in the university's Cargill Building for Microbial and Plant Genomics.

All three panelists are directors-general of international research institutes that are part of the 15-member network known as the Consultative Group on International Agricultural Research (CGIAR). Besides Carlos Seré, who leads the International Livestock Research Institute, based in Nairobi, Kenya, the panelists include Shenggen Fan, of the International Food Policy Research Institute, based in Washington, DC, and Ruben Echeverria, of the International Center for Tropical Agriculture, based in Cali, Colombia.

'This is a rare opportunity to hear from some of today's most knowledgeable experts on global food prospects and policy,' said professor Brian Buhr, head of the university's Department of Applied Economics. 'To have all three of them together on one panel is unprecedented.'

Fan and Echeverria are graduates of the university's Department of Applied Economics. Later in the afternoon of 18 October 2010, Echeverria will be awarded the university's Distinguished Leadership Award for Internationals. The department also will celebrate the accomplishments of the late Vernon Ruttan, who advised both Echeverria and Fan, with a ceremony officially naming its home building 'Ruttan Hall'.

Philip Pardey, of the university's Department of Applied Economics, co-directs a CGIAR HarvestChoice project and will moderate the panel of speakers. HarvestChoice works with all three international centres with funding from the Bill and Melinda Gates Foundation. Prabhu Pingali, Deputy Director of the Agricultural Development Program of the Gates Foundation and an international expert on global food issues, also will attend.

Changes in Kenya’s dairy policy give wide-ranging benefits to milk industry players, new study shows

Recent findings from an assessment of the impacts of the Kenya dairy policy change of September 2004 show that changes in the sector, which incorporated small-scale milk producers and traders into the milk value chain and liberalised informal milk markets, have led to an increase in the amount of milk marketed, increased licensing of milk vendors and an increased demand for milk leading to benefits of US$230 million for Kenyan milk producers, vendors and consumers over the past 10 years (US$33 million per year).

The study, conducted between August 2007 and January 2008 among milk producers, vendors and dairy farmers in Nairobi, Nakuru, Thika and Kiambu towns, shows there was a threefold increase in marketed milk in all the towns with Nairobi recording a fourfold increase between 2004 and 2008. The findings also show that overall, ‘small-scale dairy operators have profited from quick, relatively high volume turnovers and welfare benefits to small-scale vendors have increased,’ since the introduction of the new policies in Kenya’s dairy industry.

According to the study ‘allowing licenced small-scale milk vendors to operate leads to increased milk supply to the retail market’ and it also found a continual increase in the number of small-scale milk vendors acquiring licences since 2004 to run milk bars to meet the increased demand for milk.

The study’s findings show that in Nairobi, the highest profits were gained by non-producer mobile traders, followed by milk bars and mobile transporters while in Nakuru those who benefited the most were producer mobile traders. The study, however, notes that the changes in policy also led to a decrease in market margins for retailers with an average 9% reduction across the surveyed towns. Milk traders in Nairobi experienced a reduction of Ksh 0.80 (US$0.012) per litre of milk sold.

With nearly 800,000 Kenyan smallholder households depending on dairying for their livelihoods and the dairy sector providing employment to over 350,000 people in milk collection, transportation, processing and sales; the dairy industry plays an important role in meeting the livelihood needs of poor Kenyan households as well as in contributing to Kenya’s economic development.

The study ‘Kenyan dairy policy change: influence pathways and economic impacts,’ was carried out by Amos Omore, a scientist with the International Livestock Research Institute (ILRI), among others researchers from Qatar University, Norwegian Institute of International Affairs and the World Agroforestry Centre (ICRAF). It assessed the impact of the Smallholder Dairy Project (SDP) and its contribution to the revised Kenya dairy policy and looked at the behavioural changes among field regulators and small-scale milk vendors resulting from recognition of their role in the milk value chain. The study also estimated the economic impact of the policy on producers, vendor and consumers.

Among the study’s other findings is that as a result of the new policies, milk handlers across the country are better trained, ‘with 85% reporting they had been trained on milk handling and quality control methods’ and that it is now much easier for producers and vendors to acquire licenses for their operations. Training and licensing is carried out by the Kenya Dairy Board and the Public Health Department who are now ensuring that licensed outlets and premises, especially those run by small-scale milk vendors, meet all hygiene, testing, sanitation and health requirements for milk handling. They also assist the milk vendors to meet these condition and this change in approach means that nearly all producers and traders understand the requirements of milk handling and quality control.

Kenya has made significant progress in liberalizing its dairy industry and is working towards training and licensing more small-scale milk vendors to allow them to fully engage in the formal milk sector. As a result of these experiences, the study says, there has been ‘behavioural changes among regulators and small-scale milk vendors that has led to positive economic benefits across Kenya.’

Improved dairying empowers farmers in Kenya’s south Rift Valley region

The East African Dairy Development project which is implemented by Heifer International in partnership with the International Livestock Research Institute (ILRI), TechnoServe, the World Agroforestry Centre and the African Breeders Service Total Cattle Management, has been working with farmers in east Africa since January 2008. In the past two years, the project has focused on improving the dairy incomes of over 170,000 dairy farmers in Kenya, Rwanda, and Uganda. In Kenya, interventions to improve dairy production in Kenya’s Rift Valley province are transforming the lives of farmers like Florence Chepkirui.

Florence is a resident of Saoset village of Bomet district in Kenya’s south Rift Valley region. The district has a wonderful climate and beautiful farms on rolling hills and valleys. Her two-acre farm supports subsistence crop farming, two dairy cows and fodder that the cows feed on. Florence is one of many smallholder farmers in Saoset and despite her being blind, she has succeeded in earning a living from dairy farming.

Many dairy farmers here are smallholders who keep a few cows in small pieces of land that average about 3 acres. Most of the farming is of a mixed system that also includes tea growing and farming subsistence crops. For a long time, the region’s dairying potential was well known but not realized, but the entry of the East African Dairy Development project there beginning in 2008 is leading to a change in perception about dairy farming and allowing poor farmers to benefit from it.

‘I learnt how to manage my cows – especially better feeding for increased milk production –from the East Africa Dairy Development project staff,’ Florence says. Florence is only able to keep one cow at any one time but she has sold over 6 calves in the past 11 years. She used most of the income from selling the calves – about Ksh 20,000 (US$ 250) per animal – to pay for the education of her three children and to set up a tailoring business which she runs in a shop near her home.

‘Just after calving, the cow produces 16 litres of milk, but at the moment, she is producing 12 litres,’ she says. Florence uses 5 litres of the milk at home and the rest is taken to the nearby Sot milk cooling plant that farmers like her from the village have recently set up with the help of the project. ‘I used to sell most of my milk to informal traders before the Sot cooler plant was established, but income is much better now compared to selling to traders,’ she says.

By working with local community members in Saoset, the project brought farmers together to raise money to set up the milk cooling plant. The contributions of farmers (through shareholding) were supported by funds from the project to purchase a piece of land and set up a building that now houses the cooler. Farmers from the village use the 6000-litre cooler to store their milk before it is collected by a milk processor in Kericho town. 

Florence earns Ksh 19 (US$ 0.23)  for every litre of milk delivered to the plant compared to Ksh 10 (US$ 0.12) hawkers paid her for the same amount of milk. Most dairy farmers relied on hawking milk before the establishment of the cooler which did not guarantee regular or good returns.  

The Sot cooling plant is one of the biggest changes in the village in the recent past and dairy farmers have benefited greatly from its presence. ‘As a shareholder in the cooling plant I feel part of the good things that are happening to our milk business. We have seen many benefits like increased milk production and more money from selling our milk. Our families also benefit from better nutrition,’ Florence says. The partnership between the project and farmers in her village has also opened new opportunities for her to pursue tailoring to supplement income from milk production.

Trainings and farmers visits facilitated by the project have helped farmers in Saoset understand the importance of keeping healthy animals for increased milk production. Currently, the project is facilitating breeding programs to improve cow breeds and many farmers are enthusiastic about the future of the dairy industry in Bomet.

Surviving drought

The 2009 drought in Kenya has had a devastating effect on pastoralists. Hundreds of thousands of cattle died and with them a way of life that had provided families a livelihood from the land.

We met Lawrence in a quarry just out of of Nairobi. For many generations his family have reared cattle on the rangelands of Kitengale. Now he shift rocks in order to pay his way through University and the dream of a better life.

Study recommends new systems for raising and selling small animal stock in Ethiopia

A new report calls for making better use of Ethiopia’s native livestock resources, expanding livestock export markets and favourable livestock regions to transform the country’s large livestock sector, particularly that of sheep and goats.

Despite Ethiopia’s wealth (in types as well as numbers) of livestock resources, scientists report that national levels of livestock production remain far below expectations. A new working paper, ‘Sheep and goat production and marketing systems in Ethiopia,’ offers strategies for raising those levels. The report is published by a project, ‘Improving Productivity and Market Success (IPMS) of Ethiopian Farmers,’ implemented by the Government of Ethiopia and the International Livestock Research Institute (ILRI).

Although Ethiopians raise vast numbers of small stock—about 25 million sheep and 21 million goats—the nation’s livestock sector continues to underperform. The new report cites a multitude of technical, socio-economic and biological problems constraining the country’s sheep and goat production. These include livestock diseases and parasites, poor-quality feeds, inaccessible livestock inputs and inappropriate methods for delivering extension messages. Inadequate markets, including insufficient access to markets and market information as well as low market prices, also prevent livestock farmers from achieving the great potential their animals offer.

But ILRI researchers Azage Tegegne, Berhanu Gebremedhin and Dirk Hoekstra, among other authors of the report, are quick to point out that the Ethiopian livestock sector has many ‘favourable opportunities to increase sheep and goat productivity.’

The report recommends supporting alternative production systems that will not only improve small-scale production systems but also speed development of larger scale specialized sheep and goat production systems.

Small stock production should be stratified, the scientists say, and different zones delineated for different kinds of production systems. The report says, for example, that herding and other forms of extensive livestock-based systems are more suited to the country’s vast western, eastern and southern lowlands as well as subalpine sheep-based regions, whereas intensive market-oriented systems are better suited to the wet highlands, where farmers typically mix crop growing with animal husbandry.

Among the places where the Improving Productivity and Market Success of Ethiopian Farmers project is working to increase productivity of small animal stock is Gomma District, where sheep fattening cycles have been set up and are run by women.

The project is enabling farmers to increase the production of sheep and goats, with larger numbers of healthier animals fetching higher prices when they (or their related products) are sold in markets.

‘Farmers are using the increased income to expand and increase the numbers of animals in the fattening program and to purchase agricultural inputs like seeds, fertilizer and farm tools. Household items, especially food, are also more accessible. They are also able pay for their children’s education’, said Tegegne, who is also a research scientist with the project.

Findings from the project in Gomma show that households made a profit of Birr 2,250–4,500 (US$167–333 USD) annually from the sale of fattened animals. In the first round, 120 farmers (38 women) fattened 5 sheep per household in three months. Most managed to fatten 15 sheep in three cycles in a year translating to significant household income for farmers and their families. As a result of this success, the fattening program is now used by more farmer groups and landless urban youths.

‘Women in particular benefit from this project, especially in areas where women’s groups focused on sheep fattening have been established. Fattening activities for small animal stock are traditionally carried out by women, who use income generated from this project to meet household and family needs. There is great potential to expand the project,’ says Tegegne.

The report also recommends greater use of technological interventions to better exploit the country’s genetic diversity and improve its breeding stock and to better control livestock diseases. And it suggests ways to reorient the country’s livestock extension services for better delivery to livestock keepers. The report says improved markets will depend on more and better-quality infrastructure and market information as well as communities of livestock producers organizing themselves into marketing groups or cooperatives to gain better access to markets and to increase their profit margins.

The common practice of pig-rearing in northeast India would profit from better breeding and feeding programs and greater involvement of women

Livestock researchers are recommending improved feeding systems, better coordinated breeding and more involvement of women to increase pig production in poor communities of northeastern India.

In a paper on the pig sector in northeast India, a group including Iain Wright, who leads and coordinates research by the Africa-based International Livestock Research Institute (ILRI) in Asia, provides detailed analysis of the pig sub-sector in the states of Assam and Nagaland and key recommendations to improve the sub-sector’s productivity and its benefits to farmers. The paper also provides the first systematic review of the pig value chain in the region.

India’s northeastern region has over 3 million pigs, which is about one-quarter of the country’s pig population. Most of the tribal peoples who live in this remote region rely on raising pigs to sustain their mixed farming systems. Farmers here who can take advantage of a growing demand for pork and related products in the region—a rising demand brought about by urbanization and a rising middle class—will be able to increase their incomes from their animal enterprises and escape poverty in one of India’s poorest areas.

The paper notes, however, that the region’s pig sub-sector faces many problems that keep farmers from exploiting the great potential it offers. These challenges include a largely unstructured pig sub-sector, low-producing breeds, insufficient feed resources and little animal health care services. In addition, the infrastructure available for slaughtering pigs and selling pork meat is inadequate, compromising food safety and putting public health at risk.

Following field surveys carried out over several months in 2006 and 2007, researchers are recommending that the region’s pig producers adopt better feeding and management methods, including better use of local feeds and cross-bred pigs. In addition to these traditional approaches to improved livestock production, the researchers are also recommending that more women, who already provide most of the labour in pig rearing at the household level, become much more involved in pig development programs.

These findings are reported in a paper presented in July 2010 at a symposium in Hanoi, Vietnam. The authors also recommend using current venues for pig slaughtering as main entry points for interventions made to increase food safety in the region’s pork supply chain.

The researchers commend on-going efforts by government and donor agencies to create programs that support the pig sub-sector. These efforts include supplying research information, improving breeding stock, and provision of extension services and credit, which are encouraging people to take up pig rearing and introducing better breeds to farmers.

The authors say that breeders should be encouraged to include the region’s indigenous ‘large black’ pig, a breed preferred by most producers, in their breeding programs. Consumer preferences should be studied and built on, the report says, and a planning and coordination group should be established to oversee policies and programs for the region’s pig sub-sector.

‘Some of these recommendations are already being tested or implemented in ongoing work by ILRI and its partners,’ says Wright, ‘but much more can be done to help this region’s millions of smallholder pig-keepers climb out of poverty—and do so on the backs of their backyard pigs.’

World’s first livestock insurance supports African herders

Drought is the greatest hazard facing livestock herders in Kenya. Their livelihoods have been greatly affected, and often devasted, by animal losses as a result of severe droughts, especially in the past 10 years.

In this 12-minute film, Andrew Mude, an economist working with the International Livestock Research Institute (ILRI), shares the story of a pilot project introduced in Marsabit District of northern Kenya in 2007 to provide a new and innovative livestock insurance scheme to Kenyan herders. The project is a result of joint research and collaboration by partners from different sectors, including private insurance companies, working in the region as well as institutions overseas.

This initiative is helping livestock keepers in some of Kenya’s most marginal areas to escape poverty and, as the film shows, has great potential to help other herding communities in Africa.

Researchers call for regional approaches to deal with high food prices

Researchers in eastern and southern Africa are calling for a new regional and integrated approach to address high food prices associated with global food shortages. They are doing this to help prevent a repeat of the global high food price crisis of three years ago.

Under the leadership of the Association for Strengthening Agriculture Research in Eastern and Central Africa (ASARECA), a regional body that seeks to transform agriculture and improve livelihoods, a team of researchers from key national, regional and international organizations in eastern and southern Africa (ESA) have determined that a ‘regionally coordinated response . . .  is potentially more effective in responding to the food price crisis than individual country responses.’

This is one of the key findings from a 2009 study that investigated food-price changes in the national and regional markets in eastern and southern Africa, which would provide an ‘evidence base for effective policy action.’

Joseph Karugia led a core team of researchers who were coordinated by the Regional Strategic Analysis and Knowledge Support System-East and Central Africa (ReSAKSS-EA), which is based in Nairobi, Kenya, at the International Livestock Research Institute (ILRI). Karugia says that ‘Regional blocks can become effective avenues for policy creation and implementation because they offer a much wider and stronger platform to address the challenges posed by the global food price crisis and to exploit the opportunities that high food prices may offer.’

Between 2007 and 2008, most countries in the region (and across the globe) experienced a rise in food prices that threatened the livelihoods of many of the region’s poor. Causes of the rise in prices were attributed to rising incomes and growing uses of food grains for bio-fuel production and animal feeds. In addition, an increasing world population and urbanization, coupled with high agricultural input prices, reduced world stocks of food staples and exports. Declining agricultural resources also contributed to the low supply of food.

Unlike past food-price spikes, such as those in the mid-1990s, where only a few commodities were affected, the recent rise in prices saw substantial increases in the price of the world’s key cereals, oilseeds and dairy and meat products.

For resource-poor farmers and consumers in Africa, high prices translated into higher costs of living occasioned by the increase in the prices of basic foods and staples such as maize, rice and wheat. Prices of different foods across many countries in the region went up by between 11 and 50 per cent between March 2007 and March 2008.

In the wake of the crisis, ASARECA brought a team of key researchers together in a study to find out ‘the magnitude and implications of food prices’ in the region. ‘One of our key aims was to come up with practical short-, medium- and long-term options for governments and other stakeholders for addressing the problem posed by the crisis,’ Karugia says.

The researchers analyzed trends and outlooks in individual countries as well as the region and presented evidence about the regional food situation. They also explored connections between high domestic food prices in this period and global food prices and examined regional and national dimensions of food-price increases and how they related to food security in the region.

From the study findings, presented in a paper, ‘Responding to the food crisis in eastern and southern Africa: policy options for national and regional action’, researchers argue that the considerable scope offered by regional blocks such as the East Africa Community (EAC), the Common Market for East and Southern Africa (COMESA), and the Southern Africa Development Community (SADC) provides an opportunity to create and implement regional policies and strategies to improve food production, distribution and availability in ways that individual countries could not handle alone.

The findings of this research suggest that new ways of approaching food distribution can improve food security in the region by for example, enabling improved regional trade that would allow easier movement of foods, especially ‘non-tradeable’ commodities such as bananas, shipped from countries where they are readily available to countries where consumers face food shortages. This model of food distribution could effectively deal with challenges that result from failure of staple crops such as maize. This way, the report says ‘the income effect of rising food prices could be dampened if it is relatively easy for the household to substitute one staple food whose price is already rising with a cheaper food product that is nutritious and as easy to handle as the previous one.’

Findings from this study provide thought-provoking perspectives useful to policymakers and governments in managing the frequent food crises in the region.

The findings highlight the important role of regional trade, Domestic food prices are, to a large extent, determined by local and regional demand-and-supply conditions; if policies on informal trade were improved, this region’s food security would also improve. The researchers note that an inability of households to find alternative cheaper nutritious foods would lead to ‘lower resource allocation towards non-food items’. This would then affect other sectors, such as education, health care and water and sanitation, with the ‘eventual deterioration of human capital and overall household welfare.’

Although rising food prices are contributing to food price inflation, the researchers note that the domestic markets in the ESA region are resilient and are not always directly affected by global events. Arguing that the best way to address the food price crisis is to do so regionally, they say policies should aim to ‘increase household purchasing power, have no negative impact on food supply response and should not reduce income of poor food sellers.’

This study calls for paying renewed attention to the agricultural sector, which is essential for improving production. It also notes that high food prices provide incentives to the private sector to invest in the agricultural sector. However, productivity increases will require significant and sustained investments in agricultural research and extension, as well as development of agricultural and general infrastructure along with credit and risk-management instruments.

New project to reduce chicken disease in Ethiopia

A new study of genetic resistance to disease in Ethiopia’s indigenous chicken breeds is scheduled to start later this year. In collaboration with the Ethiopian Institute for Agricultural Research, the University of Liverpool, Roslin Institute, the Univerisity of Edinburgh and the University of Nottingham, researchers from the International Livestock Research Institute (ILRI) will seek to identify ‘the causes of infectious diseases that have a major impact on poultry production in Ethiopia.’

Scheduled to start in September 2010, the study will take place in the district of Jarso, in eastern Ethiopia, and in Horro, in the west of the country. The results of this research will be linked to an ongoing poultry breeding program to improve resistance to ‘priority infectious diseases’ and thereby enhance the productivity of the country’s poultry sector.

Poultry play important economic, nutritional and socio-cultural roles in the livelihoods of poor rural households in Ethiopia and many other developing countries, where birds are widely integrated into smallholder production systems and help households cope with hunger and poverty.

Buying and rearing poultry is often a first step out of poverty. Women tend to own and manage chickens, usually native chicken varieties, which provide them with their only independent source of cash income.

Although breeding programs for local chickens have shown that rapid improvement in productivity is possible, researchers have yet to identify and select the optimal breeds for improving, by, for example, providing resistance to common infectious diseases.

Tadelle Dessie, a team leader of ILRI’s biotechnology theme in Ethiopia, and one of the leaders of the chicken project, says ‘enhanced genetic resistance through selective breeding is still an under-exploited low-cost opportunity for disease control in low-input poultry production systems’. He says the study will investigate genetic variability in the resistance of local chicken ecotypes to major infectious diseases hurting village poultry production in Ethiopia. Results of the research will inform strategies for improving both disease resistance and productivity.

Indigenous chicken varieties are well adapted to local environments, but local birds tend to grow slowly and produce fewer and smaller eggs than commercial varieties. Infectious diseases, however, can wipe out flocks of exotic, higher-producing, poultry.

Knowledge from this study should enable Ethiopian policymakers and animal health professionals to design more precise disease-control plans. The study itself should help improve Ethiopia’s scientific capacity in this field by training local scientists and enhancing laboratory facilities for poultry testing.

Staff are now being recruited for the project, which will be launched in September.

Risk assessment shows Avian Influenza still a threat to poultry production in Kenya

The risk of avian flu on poultry production continues to be a threat to the livelihoods of many poor and livestock-reliant farmers in developing countries such as Kenya, researchers say.

Scientists from the International Livestock Research Institute (ILRI) and the International Food Policy Research Institute (IFPRI) have found that poultry farmers in Kenya are ‘highly susceptible to the introduction and spread of the highly pathogenic avian influenza (HPAI)’ because of the country’s location along key wild birds’ migratory routes and the absence of strong mechanisms to deal with a possible outbreak of the disease.

Like in many developing countries, poultry production is an important livelihood activity in Kenya. Most poultry is kept by small-scale farmers in non-commercial settings, who depend on income from the sale of eggs, animals and meat to sustain their livelihoods.

Results from a 2009 impact assessment conducted by ILRI, IFPRI and the Royal Veterinary College in London with support from the Department for International Development (DFID) on the ‘Role of Poultry in Kenyan Livelihoods and the Ex Ante Impact Assessment of HPAI on Livelihood outcomes’ show that farmers in the key poultry producing regions of the country are not adequately prepared to deal with an outbreak of avian influenza.

Though the country has not had an outbreak of avian flu, there were two scares in 2005 and 2005.  The scares led to a slowdown in the industry as farmers, in fear of making losses, reduced flock sizes by up to 40 per cent. The two scares also led to a depressed market for poultry and poultry products and lowered the prices which negatively impacted farmers. The assessment showed that farmers in Kenya are still at risk especially because the country’s human and animal health services are not adequate. Coupled with the fact that most of the poultry farming in the country is a ‘backyard poultry system’ preventing and controlling disease outbreaks would be significantly difficult.

Among others, the results of the assessment also showed, like other studies had confirmed, that poultry production is largely done by women and children to support livelihoods and that most of the poultry in Kenya is produced in the country’s western and eastern regions. Farmers in these places are most at risk of loses in the event of a HPAI outbreak. Kenyan farmers keep an average flock size of 18 birds across the country but there are significant variations across regions mostly determined by ease of access to markets. Nairobi province, for example, has large producers (though fewer in number compared to other regions) with an average of 158 birds per flock because of access to ready market for their animals.

The assessment found that ‘households with “larger” small-scale flocks as well as those located in high risk areas (Western, Nyanza and parts of Eastern provinces) are vulnerable to HPAI.  In the event of an outbreak, the disease would cause ‘significant reduction in livestock income and wealth (asset value) and total annual household income would be reduced.’
