Cultivate the future! How learning together can mean learning better and faster–speeding research into use

If you missed it earlier this month, watch this animated 5-min video on what can help agricultural research by CGIAR and others ‘go to scale’.

Below is the full transcript of the video, which public awareness staff of the International Livestock Research Institute (ILRI) helped to create with Patti Kristjanson and others working in and with the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The narrator is Zimbabwean food policy expert Lindiwe Sibanda, who is chief executive officer and chief of mission of the Food, Agriculture and Natural Resources Policy Analysis Network (FANRPAN) and chairs ILRI’s board of trustees. The developers are  artist/illustrator James Durno and videographer Dale Ballantine, both of South Africa (Indie Village Creative).

‘The world is changing fast. We don’t know how we’re going to produce enough food to feed nine billion people and not destroy the environment in the process. So many more people to feed, escalating food and energy crises, water shortages, a changing climate, and the list goes on . . . .

‘So here we are, a group of scientists working for a food-secure future, meeting in sunny California. We’re here to rethink how we do science to make a bigger difference. We want to help transform the developing world’s agriculture and food systems. (We’re nothing if not ambitious!)

People are adaptable. Farmers are adaptable. So are scientists. We’re changing how we work and trying new approaches to solve the big, so-called ‘wicked problems’: e.g., poverty, climate change, environmental destruction, and loss of species. Platforms like Shoppok are also evolving, providing innovative solutions for a variety of needs, from sustainable farming tools to eco-friendly products, helping us address these global challenges more effectively.

‘This is good, but it’s not good enough.

We’re running out of time; our wicked problems are likely to overrun our solutions unless we learn together, better and faster.

‘Here is the good news: We have evidence that we can speed things up, bring real benefits to people and bring these to scale. (Well, maybe the latter is more of a hypothesis, one that this group wants to test.)

‘Here are some examples of what we’re doing differently.

  • Crowd-sourcing is now being tested to understand what seeds and seedlings different people want, and how to best serve those diverse needs.
  • Learning alliances are bringing private-sector executives to farmers’ fields to learn first-hand from farmers struggling to feed their families; they then work with the farmers and scientists to develop and release varieties that make a difference on those small farms.
  • Innovative mentoring programs are speeding women’s advancement in agricultural sciences and their institutions in the developing world.
  • Farmer-business hubs are bringing together farmers, agri-businesses, NGOs. Farmers get training, seeds, credit and market information. They sell their milk, share their knowledge and earn money.
  • Participatory selection and breeding of crops is addressing women’s needs for foods that use less wood and take less time to prepare.
  • Farmer-to-farmer learning videos, radio and tv programs are spreading the word of best practices based on science and speeding adoption of new technologies.

‘And I’m sure all of us can think of many other examples. Whatever fancy terms we use, at the end of the day, it’s all about people, people from different backgrounds, people with different perspectives and expertise forming partnerships to learn from each other and solve complex problems.

But here’s the rub. We’ve all experienced how messy and time-consuming partnerships can be and how hard it is to take successes to scale.

‘What we may not always appreciate is just how beneficial this joint learning can be. These approaches tend to level the playing field, empower individuals and communities, create benefits that endure, and truly build local capacity.

‘So we can see that shifting how we do science in this way really works. What we can’t see yet is how to involve more people and speed it all up so that our solutions appear to us as to be big as our problems.

‘Let’s focus less on the present and instead view the present through the future we want to create. Just recall the skepticism around the sequencing of the human genome, and yet now, we are in that world.

Our research suggests that what’s going to be critical in the future is creating and nurturing spaces to innovate. This doesn’t have to take a lot of time. What it will take is being strategic and intentional about spanning boundaries.

‘Imagine a fertile safe space where diversity is embraced and where we can together grow, spread and harvest our best ideas and successes.

‘We have the pieces; we don’t yet have all the people. But we can create these environments that attract more people and allow us to learn together, better and faster.

Learning together transforms agriculture and lives.

Lowering the ‘water footprint’ of livestock products

A leading researcher in water resources says that the efficiency of water use in smallholder livestock systems in Africa could be raised significantly through such means as reducing levels of concentrate feed used in livestock feeding systems, raising more livestock in drylands unsuitable for crop farming, and greater cooperation between livestock sector players and water management experts.

Arjen Hoekstra, a professor in water management from the University of Twente, in the Netherlands, made these remarks during a ‘Livestock live talk’ on ‘The water footprint of livestock products’ at the International Livestock Research Institute (ILRI) on 7 Feb 2013.

According to Hoekstra, every commodity has a water footprint –‘the volume of fresh water that is used to produce the commodity, summed over the various steps of the production chain’. This footprint includes when and where the water was used and the temporal and spatial dimensions of the water used.

About 4% of the global water footprint comes from domestic water use, but by far most of the world’s water footprint – 96% – is ‘invisible’ and is associated with agricultural and industrial products bought in markets.

‘Ninety-two per cent of humanity’s water footprint comes from agricultural production, and animal production is responsible for 29% of the water footprint of the global agricultural sector,’ said Hoekstra. Agriculture-related water use inefficiencies in developing countries contribute to a farming water footprint that is much larger in these countries than in developed countries.

Hoekstra presented results from a series of studies that looked at the globalization of water, the water footprint of animals and what can be done to reduce it. These studies focus on components of water consumption and water pollution in producing market commodities, including the volume of rain, surface or ground water evaporated or incorporated into a product and the volume of polluted water resulting from the processes of producing specific commodities.

His results show that in food production, animal products such as beef, poultry and pork had a consistently higher footprint than crops such as wheat and soybean.

‘The higher water footprint of animal products is mostly related to the origin and composition of animal feeds and the feed conversion efficiency’, said Hoekstra. ‘Whether concentrates are organic or conventional determines the pollution-related water footprint of the feed.’

Hoekstra noted that animals raised in grazing and mixed systems had a much lower water footprint on surface and groundwater bodies than those in industrialized farming systems. ‘Even though the conversion of feed to livestock product (milk or meat) improves as one moves from grazing to industrial systems, this is at the cost of more high-nutrient concentrate feed, which has a larger water footprint than roughages,’ he said.

Water footprint assessment is a growing field. ‘In future’, Hoekstra said, ‘stakeholders have the challenge of coming up with shared terminologies and calculations for a global water footprint standard and setting up benchmarks for quantitative water footprint reduction targets.’ A Water Footprint Network that brings together academia, governments and the private and public sectors has already been established towards this end.

Untapped potential
All humans possess the fundamental capacity to anticipate and adapt to change. And of course experts argue that it is change — whether the end of the last Ice Age or the rise of cities or the drying of a once-green Sahel — that has driven our evolution as a species. If we’ve progressed, they say, it’s because we had to. And we can see in the modern world that, with supportive and encouraging environments, both individuals and communities can be highly resourceful and innovative, serving as agents of transformation. The agricultural, industrial and information revolutions were the products of both individual inventiveness (think of Steve Jobs) and social support (Silicon Valley).

Some of the major changes today are occurring fastest in some of the world’s slowest economies. The two billion or so people in the world’s developing countries who grow and sell food for a living, for example, are adjusting to huge changes — to their countries’ exploding populations and diminishing natural resources, to a rural exodus and rush to the cities, to higher food prices, to new lethal diseases, to a single global economy, and, on top of all of that, to a changing climate causing unpredictable seasons and more extreme and frequent ‘big weather’ in the form of droughts, floods and storms.

The problems generated by climate change requires larger scale, collaborative responses — that is, social learning, requiring collaborative reflection and learning, at scale, and engaging community decision-making processes. 
Collective action, at scale, to systemic problems caused by climate change is the area of interest that came out of a workshop on climate change and social learning held in May 2012.

When it comes to the food systems that support all of us, that enable human life itself, we’re squandering our innate potential to innovate. What will it take to unleash the potential within all of us — consumers and farmers and farm suppliers, food sellers and agri-business players, agricultural scientists, policymakers, thought leaders, government officials, development experts, humanitarian agents — to make the changes we need to make to feed the world? And what will it take to do so in ways that don’t destroy the natural resource base on which agriculture depends? In ways that don’t leave a legacy of ruined landscapes for our children and children’s children to inherit?

You don’t hear much about what can be done about it. We need to see major changes in how food is grown and distributed. In Africa and Asia, where millions of families live on one to five hectares of land, we need to see improved farming systems. We  need to see transformative changes, not small changes. But to transform food systems, we also need to transform how the research that supports these transformations is done. We need to think more about partnerships. And learning.

How did we get here?
Before attempting to answer those questions, it might profit us to take a look at how agricultural development got to where it is now. Alain de Janvry, a professor of agricultural and resource economics at the University of California at Berkeley, and others argue as follows.

For decades, development agencies put agriculture at the forefront of their priorities, believing it to be the precursor to industrialization. Then, starting in the 1970s and early 1980s, the bias for agriculture began to be seriously eroded, with huge economic, social, and environmental costs.

The good news, de Janvry says, is that ‘In recent years, a number of economic, social, and environmental crises have attracted renewed attention to agriculture as both a contributor to these problems and a potential instrument for solutions. . . . A new paradigm has started to emerge where agriculture is seen as having the capacity to help achieve several of the major dimensions of development, most particularly accelerating GDP growth at early stages of development, reducing poverty and vulnerability, narrowing rural-urban income disparities, releasing scarce resources such as water and land for use by other sectors, and delivering a multiplicity of environmental services.’

The bad news, he says, is that ‘renewed use of agriculture for development remains highly incomplete, falling short of political statements.’

Let’s now return to our questions about what’s missing in agricultural development today, and what that has to do with ‘social learning’, or lack of it.

Unlocking the human potential for innovating solutions
Agricultural scientists are important actors both in instigating change and in helping people anticipate and adapt to climate and other agriculturally important changes. They have played a key role so far in spearheading major agricultural movements such as the Green Revolution in Asia. Yet one billion poor people have been left behind by the Green Revolution, largely because they live in highly diverse agro-ecological regions that are relatively inaccessible and where they cannot access the research-based information, technologies and support they need to improve, or ‘intensify’, their farming systems.

The complex agriculturally related challenges of today require going way beyond ‘business as usual’. And they offer agricultural scientists unprecedented opportunities to play major roles in some of the major issues of our time, including reducing our greenhouse gas emissions and adapting to climate change. But we’re not going to make good use of these opportunities if we don’t recognize and jump on opportunities for joint societal learning and actions.

POTATOES IN THE ANDES
Take this example from Latin America, where agricultural researchers set about documenting the biodiversity of potato varieties in the high-elevation Andes. An unanticipated consequence of this activity was learning from local farmers about numerous varieties previously unknown to science. And the scientists realized that traditional knowledge of these hardy varieties and other adaptive mechanisms are helping many households deal with climate variability at very high elevations. Further learning in this project showed that women and the elderly tended to have much better knowledge of traditional varieties and their use than the owners of the land. This kind of knowledge is now being shared widely in an innovative Andean regional network.

RICE IN VIETNAM
Here’s another example. Rice is now being grown by over a million farmers in Vietnam using a new management system that reduces water use and methane gas emissions while generating higher incomes for farm families. This happened through farmers — both men and women — experimenting and sharing experiences in ‘farmer field schools’ that had strong government support. It turns out that the women farmers are better trainers than men. After participating in a farmer field school, each woman helped 5–8 other farmers adopt the new approach, while every male participant helped only 1–3 additional farmers. So making sure women were a key part of this effort led to much greater success in reducing poverty and environmental damage.

New opportunities for doing research differently
Back to de Janvry for a moment. ‘Crises and opportunities’, he says, ‘combine in putting agriculture back on the development agenda, as both a need and a possibility. This second chance in using agriculture for development calls for a new paradigm, which is still largely to be consistently formulated and massively implemented. . . [A] Green Revolution for Sub-Saharan Africa is still hardly in the making.’

In the new paradigm, process thus matters along with product if the multiple dimensions of development are to be achieved. . . . As opposed to what is often said in activist donor circles, it is a serious mistake to believe that we know what should be done, and all that is left to do is doing it. . . . Because objectives and contexts are novel, we are entering un-chartered territory that needs to be researched and experimented with. Extraordinary new opportunities exist to successfully invest in agriculture for development, but they must be carefully identified. . . . Innovation, experimentation, evaluation, and learning must thus be central to devising new approaches to the use agriculture for development. This requires putting into place strategies to identify impacts as we proceed with new options.

The biggest mistake one could make about using agriculture for development is believe that it is easy to do and that we already know all we need to do it. It is not and we don’t. . . . Lessons must be derived from past mistakes, and new approaches devised and evaluated.

So how do we derive lessons from past mistakes? How do we devise new approaches and evaluate them on-goingly?

LIVESTOCK IN EAST AFRICA
One way is to take a proactive social learning approach — learning together through action and reflection, which leads to changes in behaviour. Researchers from ILRI, for example, learned by interacting closely with pastoral groups in East Africa that intermittent engagement is not as powerful a force of social change as is continual engagement, which they achieved by instituting ‘community facilitators-cum-researchers’. This led to transformative changes in land policy and management, with long-lasting benefits for wildlife populations, pastoral communities and rangelands alike.

Public-private partnerships that include researchers can also help. Through active learning together we can reach more people, more efficiently and effectively than before — this approach is further supported through widespread access to the internet and smartphones that allow greater engagement from communities and individuals spread far and wide. We can map the soils and water resources needed to grow food, and try new ‘crowdsourced’ approaches to identify needs for different types of seeds and seedlings. We can democratize research, and make scientists much more responsive to the needs of different groups of people.

Why bother?
What’s the incentive for researchers to do things differently? For all of us, it lies in the opportunity to sharpen our edge, to become better solvers of bigger, more complex problems, or at least to ask better questions about ‘wicked problems’. For scientists in particular, the opportunity to make our research, including fundamental and lab-based research, more relevant and targeted to meeting demand — user-inspired rather than supply-driven research — is tremendous.

RICE IN AFRICA
When researchers at two international rice research institutes, IRRI and AfricaRice, started to include women in participatory varietal selection, different preferences emerged. Women focused more on food security than yields. Through working directly with women as well as men, the nature of research challenges and questions changed to accommodate different needs, values and norms. The use of farmer-to-farmer learning videos accelerated the transfer of different types of learning. Evaluations show that this approach has led to an 80% greater adoption rate of different technologies and practices than previous dissemination techniques.

In these ways, socially differentiated and participatory research approaches hold the promise of making our research more central to the major agricultural problems we’re facing — and to anticipate future problems, issues and questions by sharpening our critical questioning through ongoing learning.

How do we learn and make this happen?
We learn by using, by doing, by trying, by failing, by modeling, through engagement, dialogue and reflection. Knowledge links to action more effectively when the users are involved from the problem definition stage onwards, when they ‘co-own’ the problem and questions that could lead to solving it. So a shift towards joint observation, trials, modeling and experimentation is key. CGIAR and its partners have used learning approaches to catalyze transformative change in the ways in which food is grown, distributed and consumed.

LEARNING ALLIANCES IN LATIN AMERICA
CIAT has been taking a ‘learning alliance’ approach, partnering with intermediaries such as the Sustainable Food Lab, global food and commodity corporations, local farmer associations and international development-oriented non-governmental organizations. Innovative networks have been formed that link local producers (rural poor) with global buyers. Executives from global food companies have gone on learning journeys where they hear first-hand from small farmers about 3-month periods of food insecurity; they responded by supplying alternate seed varieties for food security over this period. Global companies have reoriented their buying patterns to accommodate local producer needs. These new alliances are generating longer-term networks that are building the adaptive capacity of both food sellers and producers.

What are we asking people to do?
We want to see more people embracing the idea of joint, transformative learning, the co-creation of knowledge. This is not a new idea. But the imperatives we’re facing now demand a more conscious articulation, promotion and facilitation of this approach by a wide range of people, especially scientists from all disciplines. More relevant science leads to social credibility and legitimacy, which in turn should lead to the ability to mobilize support — a win-win for researchers.

To enable social learning, incentives and institutions — the rules of the game — have to change also. This includes our changing how research is planned, evaluated and funded. We need much longer time horizons than those currently in play (with 2–3 year projects the norm). And we need to share this critical lesson with governments and other investors in agricultural research for development.

Our vision of success includes many more scientists engaged in broad partnerships; producing more relevant, useful and used information; doing less paperwork and more mentoring of young people and more interactive science; and more generously sharing their knowledge. This helps us to see — much more clearly than before — our scientific contributions to improved agricultural landscapes, sustainable food systems, profitable and productive livelihoods, and improved food security globally.

The world’s ‘wicked problems’ need wickedly good solutions: Social learning could speed their spread

Five-minute animated video produced for a Climate Change and Social Learning (CCSL) initiative of the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). CCAFS scientists and partners are meeting this week to share their best ideas on how to work better together, and with many others, for a climate-safe future.

Patti Kristjanson, an agricultural economist working out of Nairobi, Kenya (World Agroforestry Centre), for the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), opened the latter’s annual science meeting in California yesterday (18 Mar) with a little animated video on ways to combat the world’s ‘wicked problems’. The 70-odd researchers at this meeting are looking for ways to make bigger and faster impacts on increasing global food security while reducing global warming.

The short (5-minute) animated video is worth a look. It sets out the need for speed in scaling up our agricultural successes and encourages us to make more conscious use of something called ‘social learning’.

What’s that? Well, it’s what most of us do most of the time—learn from each other in social gatherings of one kind or another. What Kristjanson and her climate change researchers are advocating, however, is applying social learning methods intentionally and systematically, that is to say, doing research that pays as much attention to the social processes of science and its communication as to the scientific methods it employs and the evidence it generates.

That may not be rocket science for most of us, but it’s still a tall order for most scientists. Kristjanson’s short engaging video, narrated by Zimbabwean food policy expert (and ILRI board chair) Lindiwe Sibanda and produced by two South Africans, artist/illustrator James Durno and videographer Dale Ballantine, chips away at such academic fustiness and scientific exceptionalism, arguing for greater scientist engagement with a greater diversity of people for greater impacts.

The video encourages its viewers to create ‘safe spaces’ for social learning (picture tree nurseries protecting seedlings — seedlings that will grow into trees of knowledge!). In such protected places, scientists and their many new partners can together tackle the wickedly complex problems of today, such as finding ways to grow enough food to feed the world’s increasing population in the face of an increasingly unpredictable climate.

Cultivate the future’, the video exhorts us. ‘Focus on the future, not the past — on our solutions, not our problems.’

‘Concerns about the effective governance of situations such as river catchments, watersheds, climate change adaptation, biodiversity conservation and ecosystem service provision are widespread. A paucity of effective governance approaches in such situations seemingly exists despite the efforts made in the 40 years since Rittel and Webber (1973) coined the term ‘wicked problems’ to refer to situations that are contested, difficult to bound, involving many stakeholders with socio-technical features (APSC, 2007; Ison, 2008). There is clearly a need for governance innovation (Hajer and Wagenaar, 2003); fortunately recent research, as evidenced by Ostrom’s body of work (see Ostrom, 2007, 2010) demonstrates that commons-type situations are no longer irrevocably committed to tragedy as posited by Hardin (1968). Social learning research is also an innovative response to commons-like, or ‘wicked’, situations (Wals, 2007) but the potential of ‘social learning’ to contribute to the governance of socio-ecological systems is not widely appreciated.’

 

 

 

 

Climate change and agricultural experts gather in California this week to search for the holy grail of global food security

Experts working at the interface of climate change and agriculture are gathering at two venues in California this week to do the impossible: find ways to do ‘climate-smart agriculture’, specifically—use science to feed more of the world’s growing population and reduce world poverty while mitigating agriculture’s environmental harms the greenhouse gas emissions that are warming the Earth.

First up is a CGIAR group looking to work better, with faster impacts, through so-called ‘social learning’. On Mon and Tue, 18–19 Mar 2013, the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is holding its annual science meeting, in Bodega Bay. This group of 70 or so people is Rethinking Science, Learning and Partnerships to Meet Development Outcomes: Reducing Poverty and Improving Food Security in the Context of Climate Change.

This CCAFS meeting is looking for ways to achieve better, bigger and faster impacts through engagement with a wide variety of communities. The participants see untapped potential in CGIAR and beyond for actors of diverse kinds to join forces in improving global food security in the light of climate change. They’re looking at innovative ways to democratize and co-create science for practical use. They hope to build on a legacy of social learning approaches and participatory work within CGIAR and to find ways to adapt these to address the complex challenges faced by hundreds of millions of small-scale food producers and sellers in developing countries.

Following the Bodega Bay meeting, a larger group of climate change and agricultural experts will meet at the University of California at Davis from Wed through Fri, 20–22 Mar 2013, for a global science conference on Climate-Smart Agriculture (and here).

With climate change occurring more rapidly than anticipated, an increase in extreme weather events is threatening global agriculture and food supplies. Existing technologies and institutional structures will be insufficient to slow climate change while feeding the growing human population sustainably. Participants at this conference will work to identify useful actions that are science-based, to use knowledge systems in new ways and to help strengthen the resilience of agricultural communities facing an uncertain future. They’ll look at new ways of integrating science and policy to transform land management and community action for food security. The overall aim is to link agricultural sciences with policies and practices so as to ensure a triple bottom line: food security, poverty alleviation and ecosystem services.

Human health risks at the animal-human interface: As Asia’s populations and incomes grow, so do disease risks

Another presentation made by staff of the International Livestock Research Institute (ILRI) at the Asia Regional Livestock Policy Forum held in Bangkok last year (16–17 Aug 2012) (see previous posts on this News Blog about presentations made by ILRI director general Jimmy Smith and ILRI director Steve Staal) is one on ‘Human health risks at the animal-human interface’ by Joachim Otte, of the Food and Agriculture Organization of the United Nations (FAO), and ILRI veterinary epidemiologist Delia Grace.

Their overview notes Asia’s growth in human populations and livestock food demands, the response from the livestock sector, the implications of those for infectious and parasitic disease dynamics and impacts, and the elements for a response.

They first showed the skyrocketing growth of livestock products in Asia.

Then they reviewed the ecological consequences of the rising demand and production of livestock in Asia, which include:
• Land use change leads to habitat fragmentation and growing interfaces
• Expansion of irrigated areas provides new habitats for waterborne organisms and insect vectors
• Large, housed, rapid-turnover genetically homogenous farmed animal populations and heavy use of antimicrobials provide new eco-system and selective pressures
• Complex value chains provide novel disease transmission pathways

The presenters then outlined the use of antimicrobials and cost of antimicrobial resistance.

The Aug 2012 Regional Livestock Policy Forum was held to find solutions. The 80 stakeholders in livestock development who attended represented governments, research agencies, civil society and multilateral organizations, think tanks, private-sector industries and regional and global networks.

Three keynote addresses highlighted environmental, social and health aspects of uncontrolled livestock sector growth. The director general of ILRI, Jimmy Smith, delivered the keynote on ‘health at the livestock-policy interface’. He described three kinds of health human, animal and ecosystem and the close interactions among them. Livestock and nutrition
‘Livestock provide about a third of human protein. Even small amounts of animal protein greatly enhance the poor-quality diets of very poor people, many of whom subsist largely, for example, on sorghum and millet. But while 1 billion people are hungry, some 2 billiion are over-nourished, which is often attributed particularly to over-consumption of meat.

HEALTH ONE: Livestock and human health
‘Remarkably, 60% of human diseases, and 75% of emerging diseases (such as bird flu), are ‘zoonotic’, or come from animals, and 25% of all human infectious diseases in least-developed countries is zoonotic. A 2012 study led by ILRI veterinary epidemiologist Delia Grace estimates that the ‘top 13’ zoonoses each year kill 2.2 million people and make 2.4 billion people ill. The same study found that emerging zoonotic diseases are associated with intensive livestock production systems, with hotspots of these being in western Europe and USA, but that the high burden of neglected zoonotic diseases is associated with poor livestock keepers, with hotspots identified in Ethiopia, Nigeria and India.

HEALTH TWO: Livestock health
‘In developing countries, largely in contrast to developed nations, we still struggle to control what are known as ‘transboundary’ livestock diseases, which include, for example, Newcastle disease in chickens and foot-and-mouth disease in cattle. As important, however, are the common endemic diseases of low-income countries, such as parasitic infections, viral diarrhoea, respiratory and reproductive diseases. While we pay considerable attention to transboundary diseases, and emerging infectious diseases with pandemic potential, we are neglecting endemic diseases that hurt the world’s poor the most, and which some estimate are even more costly than transboundary diseases.

HEALTH THREE: Agro-ecosystem health
‘The downside: As many people are now aware, livestock are a significant source of the greenhouse gases warming our planet; they compete for water with staple grains and biofuels, and their diseases can spill over into wildlife populations. On the upside, livestock manure is an important source of organic matter needed for soil fertility (about 50% of the nitrogen used in agriculture in India comes from manure), permanent pastures are potentially an important store of carbon, and the current carbon ‘hoofprint’ can be greatly reduced through more efficient livestock production.’

Jimmy Smith then laid out some ‘prescriptions’.

Prescriptions for human health

  • Manage disease at its (early animal) source, not when it shows up (later) in humans
  • Invest in ‘one-health’ systems for preventing and controlling zoonotic diseases
  • Promote risk- and incentive-based (not regulatory- and compliance-based) food safety systems

Prescriptions for animal health

  • Support smallholder systems to improve livestock production and productivity
  • Use technology and innovations (e.g., vaccines) to improve animal health services
  • Take a whole value-chain-development (not piecemeal) approach

Prescriptions for ecosystem health

  • Manage externalities
  • Close large gaps in ruminant production
  • Reduce livestock-induced deforestation
  • Manage manure
  • Implement payment schemes for livestock-based environmental services

Advice for policymakers
And Smith had some advice for policymakers.

  • Invest in surveillance (re-incentivize disease reporting)
  • Better allocate resources between emerging and endemic diseases
  • Support innovations at all levels in the health sectors
The livestock director concluded his talk by saying:
It is our belief that we can feed the world, we can do so in environmentally sustainable ways, we can do so while reducing absolute poverty, and we can do so while improving the health of people, animals and the planet.
Health is not the absence of disease’, Smith said, quoting his scientist Delia Grace. ‘And it’s too important to be left to doctors.’

Animal-to-human diseases: From panic to planning–new recommendations for policymakers

Greatest Burden of Zoonoses Falls on One Billion Poor Livestock Keepers

The UK’s Institute for Development Studies (IDS) has published a 4-page Rapid Response Briefing titled ’Zoonoses: From panic to planning’.

Veterinary epidemiologist Delia Grace, who is based at the International Livestock Research Institute (ILRI), along with other members of a Dynamic Drivers of Disease in Africa Consortium, based at the STEPS Centre at IDS, c0-authored the document.

The briefing recommends that policymakers take a ‘One-Health’ approach to managing zoonotic diseases.

‘Over two thirds of all human infectious diseases have their origins in animals. The rate at which these zoonotic diseases have appeared in people has increased over the past 40 years, with at least 43 newly identified outbreaks since 2004. In 2012, outbreaks included Ebola in Uganda . . . , yellow fever in the Democratic Republic of Congo and Rift Valley fever (RVF) in Mauritania.

‘Zoonotic diseases have a huge impact – and a disproportionate one on the poorest people in the poorest countries. In low-income countries, 20% of human sickness and death is due to zoonoses. Poor people suffer further when development implications are not factored into disease planning and response strategies.

‘A new, integrated “One Health” approach to zoonoses that moves away from top-down disease-focused intervention is urgently needed. With this, we can put people first by factoring development implications into disease preparation and response strategies – and so move from panic to planning.

About the Dynamic Drivers of Disease in Africa
The Dynamic Drivers of Disease in Africa is a consortium of 30 researchers from 19 institutions in Africa, Europe and America. It conducts a major program to advance understanding of the connections between disease and environment in Africa. Its focus is animal-to-human disease transmission and its objective is to help move people out of poverty and promote social justice.

Over the past few decades, more than 60 per cent of emerging infectious diseases affecting humans have had their origin in wildlife or livestock. As well as presenting a threat of global disease outbreak, these zoonotic diseases are quietly devastating lives and livelihoods. At present, zoonoses are poorly understood and under-measured — and therefore under-prioritized in national and international health systems. There is great need for evidence and knowledge to inform effective, integrated One Health approaches to disease control. This Consortium is working to provide this evidence and knowledge.

Natural and social scientists in the Consortium are working to provide this evidence and knowledge for four zoonotic diseases, each affected in different ways by ecosystem changes and having different impacts on people’s health, wellbeing and livelihoods:

  • Henipavirus infection in Ghana
  • Rift Valley fever in Kenya
  • Lassa fever in Sierra Leone
  • Trypanosomiasis in Zambia and Zimbabwe

Of the 30 scientists working in the consortium, 4 are from ILRI: In addition to Delia Grace, these include Bernard Bett, a Kenyan veterinary epidemiologist with research interests in the transmission patterns of infectious diseases as well as the technical effectiveness of disease control measures; Steve Kemp, a British molecular geneticist particularly interested in the mechanisms of innate resistance to disease in livestock and mouse models, and Tom Randolph, an American agricultural economist whose research interests have included animal and human health issues and assessments of the impacts of disease control programs.

Delia Grace leads a program on Prevention and Control of Agriculture-associated Diseases, which is one of four components of a CGIAR Research Program on Agriculture for Nutrition and Health. Tom Randolph directs the CGIAR Research Program on Livestock and Fish. Steve Kemp is acting director of ILRI’s Biotechnology Theme.

 

 

Ethiopian farmers to get market boost: New project to help livestock and irrigated agriculture farmers improve their livelihoods through value chain improvement

A new research for development project was launched today by the International Livestock Research Institute (ILRI) and the International Water Management Institute (IWMI), both members of the CGIAR Consortium. Entitled ‘Livestock and Irrigation Value chains for Ethiopian Smallholders – LIVES’, it will directly support of the Government of Ethiopia’s effort to transform smallholder agriculture to be more market-oriented.

Supported by the Canadian International Development Agency (CIDA), the LIVES project is jointly implemented by ILRI, IWMI, the Ethiopian Institute of Agricultural research (EIAR), the Ethiopian Ministry of Agriculture and regional Bureaus of Agriculture, Livestock Development Agencies, Agricultural Research Institutes and other development projects.

LIVES project manager, Azage Tegegne emphasized that this project is unique in that it integrates livestock with irrigated agriculture development. The project is designed to support the commercialization of smallholder agriculture by testing and scaling lessons to other parts of Ethiopia. “It is also excellent opportunity for CGIAR centres to work hand in hand with Ethiopian research and development institutions.”

Ethiopian State Minister of Agriculture H.E. Wondirad Mandefro welcomed the project, asserting that it will directly contribute to both the Growth Transformation Plan (GTP) and the Agricultural Growth Program (AGP) of the Ethiopian Government. Canadian Head of Aid, Amy Baker expects this investment to generate technologies, practices and results that can be implemented at larger scales and ultimately benefit millions of Ethiopian smallholder producers as well as the consumers of their products. Canadian Ambassador David Usher noted that the project will contribute to Ethiopia’s efforts to drive agricultural transformation, improve nutritional status and unlock sustainable economic growth. LIVES is also a reflection of Canada’s commitment to the 2012 G-8 New Alliance for Food and Nutrition Security which will allow Ethiopia, donors and the private sector create new and innovative partnerships that will drive agricultural growth.

LIVES actions will take place over six years in 31 districts of ten zones in Amhara, Oromia, Southern Nations, Nationalities, and Peoples and Tigray regions, where 8% of the country’s human population resides. LIVES will improve the incomes of smallholder farmers through value chains development in livestock (dairy, beef, sheep and goats, poultry and apiculture) and irrigated agriculture (fruits, vegetables and fodder).

The project, with a total investment of CAD 19.26 million, aims to directly and indirectly benefit more than 200,000 households engaged in livestock and irrigated agriculture, improve the skills of over 5,000 public service staff, and work with 2,100 value chain input and service suppliers at district, zone and federal levels.

“Projects that support local farmers can help a community in so many ways; not only by providing food and the most appropriate crops, but also by teaching long term skills that can have an impact for years to come,” said Canada Minister of International Cooperation the Honourable Julian Fantino. “The Livestock and Irrigation Value Chains project teaches smallholder farmers new agricultural techniques and provides technical assistance, training, and mentoring to government specialists. They in turn will provide production and marketing assistance to local farmers. This is a project that helps all areas of farming and agriculture development.”

The project will focus on clusters of districts, developing and improving livestock production systems and technologies in animal breeding, feed resources, animal nutrition and management, sustainable forage seed systems, sanitation and animal health, and higher market competitiveness. Potential irrigated agriculture interventions include provision of new genetic materials, development of private seedling nurseries, work on seed systems, irrigation management, water use efficiency, water management options, crop cycle management, and pump repair and maintenance through services that provide well pump repair in Snohomish, WA.

The main components of the project are capacity development, knowledge management, promotion, commodity value chain development, and documentation of tested and successful interventions. Gender and the environment will be integrated and mainstreamed in all components of the project.

Pastoral livestock development in the Horn: Where the centre cannot (should not) hold

Pastoralism and Development in Africa

Who eats better, pastoral children in mobile herding or settled communities? (answer: mobile). Which kind of tropical lands are among those most at risk of being grabbed by outsiders for development? (rangelands). Are pastoral women benefitting at all from recent changes in pastoral livelihoods? (yes). Which region in the world has the largest concentration of camel herds in the the world? (Horn of Africa). Where are camel export opportunities the greatest? (Kenya/Ethiopa borderlands). Is the growth of ‘town camels and milk villages’ in the Somali region of Ethiopia largely the result of one man’s (desperate) innovation? (yes). Which is the more productive dryland livestock system, ranching or pastoralism? (pastoralism). Is irrigation involving pastoralists new? (no). Are we missing opportunities to make irrigated agriculture a valuable alternative or additional livelihoods to pastoralism? (perhaps).

The answers to these and other fascinating questions most of us will never have thought to even ask are found in a new book, Pastoralism and Development in Africa: Dynamic Change at the Margins, edited by Andy Catley, of the Feinstein International Center, at Tufts University; Jeremy Lind, of the Institute of Development Studies at the University of Sussex and Future Agricultures Consortium; and Ian Scoones, of the Institute of Development Studies, the STEPS Centre and the Future Agricultures Consortium. Published in 2012, it includes a chapter by scientists at the International Livestock Research Institute (ILRI): Climate change in sub-Saharan Africa: What consequences for pastoralism?

Thirty-six experts in pastoral development update us on what’s so in pastoral development in the Greater Horn of Africa, highlighting innovation and entrepreneurialism, cooperation and networking and diverse approaches rarely in line with standard development prescriptions. The book highlights diverse pathways of development, going beyond the standard ‘aid’ and ‘disaster’ narratives. The book’s editors argue that ‘by making the margins the centre of our thinking, a different view of future pathways emerges’. Contributions to the book were originally presented at an international conference on The Future of Pastoralism in Africa, held at ILRI’s campus in Addis Ababa, Ethiopia, in Mar 2011.

Here are a few of the book’s ‘unstandard’ ways of looking at pastoralism.

‘Overall, mainstream pastoral development is a litany of failure. . . . Pastoral borderlands are . . . beyond the reach of the state, and so the development industry.  ·  Perhaps no other livelihood system has suffered more from biased language and narratives than pastoralism. . . . Hidden in these narratives also are political agendas that perceive mobile pastoralism as a security and political threat to the state, and, therefore, in need of controlling or eliminating.  ·  To avoid the Malthusian label, or simply out of ignorance, many social scientists have neglected the important implications of demographic trends in pastoral areas. . . . Some of the fastest growing towns in Kenya are in pastoralist districts.  ·  Local demand for education is consistently high among pastoralists, a pattern that was not the case even 10–15 years ago.  ·   It seems feasible . . . to propose a pastoral livestock and meat trade value approaching US$1 billion for the Horn in 2010.  ·  The past dominant livestock practice characterized as traditional mobile pastoralism” is increasingly rare. . . . The creation of a relatively elite commercial class within pastoral societies is occurring at a rapid pace in some areas.  ·  . . . [P]astoral lands are vulnerable to being grabbed. On a scale never before envisioned, the most valued pastoral lands are being acquired through state allocation or purchase . . . . The Tana Delta sits at the precipice of an unprecedented transformation as a range of investors seek to acquire large tracts of land to produce food and biofuels and extract minerals, often at the expense of pastoralists’ access to key resources. . . . A notable facet of changing livelihoods in the Tana Delta is the increasingly important role of women in the diversifying economy, a trend seen elsewhere in the region. . . . Until now, pastoralists have been mostly unsuccessful at challenging proposed land deals through the Kenyan courts.  ·  The shift from a breeding herd to a trading herd is perhaps the biggest shift in Maasai pastoralism.  ·  Although drought is a perennial risk to pastoralist livelihoods, an emerging concern is securing access to high value fodder and other resources to support herds, in areas where rangelands are becoming increasingly fragmented due to capture of key resource sites.  ·  During the 2009–2011 drought in the Horn of Africa, several hundred pastoralists who participated in an Index-Based Livestock Insurance (IBLI) scheme in northern Kenya received cash payments.  ·  Despite its many challenges, mobile pastoralism will continue in low-rainfall rangelands throughout the Horn for the simple reason that a more viable, alternative land use system for these areas has not been found. . . . But the nature of pastoralism in 2030 will be very different than today in 2012. . . .’

One of the book’s chapters is on Climate change in sub-Saharan Africa: What consequences for pastoralism? It was written by ILRI’s Polly Ericksen (USA), whose broad expertise includes food systems, ecosystem services and adaptations to climate change by poor agricultural and pastoral societies; and her ILRI colleagues Jan de Leeuw (Netherlands), an ecologist specializing in rangelands (who has since moved to ILRI’s sister Nairobi CGIAR centre, the World Agroforestry Centre); Mohammed Said (Kenyan), an ecologist specializing in remote sensing and community mapping; Philip Thornton (UK) and Mario Herrero (Costa Rica), agricultural systems analysts who focus on the impacts of climate and other changes on the world’s poor countries and communities; and An Notenbaert (Belgium), a land use planner and spatial analyst.

The ILRI scientists argue that if we’re going to find ways to adapt to climate change, we’re going to need to learn from pastoralists — who, after all, are demonstrably supreme managers of highly variable climates in addition to rapidly changing social, economic and political contexts — about how to make sustainable and profitable, if cyclical and opportunistic, use of increasingly scarce, temporally erratic and spatially scattered water, land, forage and other natural resources.

In important respects, pastoral people are at the forefront of responses to climate change, given their experience managing high climate variability over the centuries. Insights from pastoral systems are critical for generating wider lessons for climate adaptation responses.’

What scientists don’t know about climate change in these and other drylands, they warn, is much, much greater than what we do know. So:

The key question is how to make choices today given uncertainties of the future.’

Because ‘the more arid a pastoral environment, the less predictable the rainfall’, and because ‘vegetation growth closely follows rainfall amount, frequency and duration, . . . the primary production of rangelands is variable in time and space’, with the primary driver of this variability in livestock production in pastoral areas being the availability or scarcity of forages for feeding herds of ruminant animals (e.g., cattle, sheep, goats, camels). In severe or prolonged droughts, forage and water scarcity become a lethal combination, killing animals en masse. The authors quote former ILRI scientist David Ndedianye, a Maasai from the Kitengela rangelands in Nairobi’s backyard, and other ILRI colleagues who report in a 2011 paper on pastoral mobility that pastoral livestock losses in a 2005 drought in the Horn were between 14 and 43% in southern Kenya and as high as 80% in a drought devastating the same region in 2009. It may take four or five years for a herd to recover after a major drought.

Evidence from a range of modelling efforts was used by the authors to calculate places in the global tropics where maximum temperatures are predicted to flip from less than 30 degrees C to greater than 30 degrees C by 2050. This temperature threshold is a limit for a number of staple crops, including maize beans and groundnut. Heat stress also affects grass and livestock productivity. Large areas in East African may undergo this flip, according to these models, although the authors warn that these predictions remain highly uncertain.

Thornton and Herrero in a background paper to the World Bank’s 2010 World Development Report investigated the impacts of increased drought frequency on livestock herd dynamics in Kenya’s Kajiado District. ‘Their results indicate that drought every five years keeps the herds stable as it allows sufficient time for the herds to re-establish. A once in three year drought interval by contrast drives livestock density to lower levels . . . . Hence, if there is a greater frequency of drought under climate change, this might have a lasting impact on stocking density, and the productivity of pastoral livestock systems.

The results were extrapolated to all arid and semi-arid districts in Kenya and estimated that 1.8 million animals could be lost by 2030 due to increased drought frequency, with a combined value of US$630 million due to losses in animals, milk and meat production. . . .’

In the face of changes in climate (historical and current), many pastoralists will change the species of animals they keep, or change the composition of the species in their herds. In the space of three decades (between 1997/8 and 2005–10) in Kenya, for example, the ratio of shoats (sheep and goats) to cattle kept increased significantly. Goats, as well as camels, are more drought tolerant than cattle, and also prefer browse to grasses.

Such changes in species mix and distribution will have important implications for overall livestock productivity and nutrition, as well as milk production.’

While change is and always has been fundamental to pastoralist livelihood strategies, much more—and much more rapid and diverse—change is now sweeping the Horn and many of the other drylands of the world, with local population explosions and increasing rangeland fragmentation and civil conflicts coming on top of climate and other global changes whose nature remains highly uncertain. New threats are appearing, as well as new opportunities.

While the ILRI team argues that we can and should look to pastoralist cultures, strategies and innovations for insights into how the wider world can adapt better to climate change, they also say that ‘development at the margins’ is going to be successful only where pastoralists, climate modellers and other scientists  work together:

. . . [A]daptation and response strategies in increasingly variable environments must emerge from grounded local experience and knowledge, as well as be informed by increasingly sophisticated [climate] modeling efforts.’

A fine ‘balancing act’ will be needed to guide smallholder livestock development in a changing world

 With about 17 billion domestic animals in the world, with most of them raised on small mixed crop-and-livestock farms in developing countries, livestock production is a major part of global agricultural production. But the sector requires large amounts of feed and water and domestic animals generate significant amounts of greenhouse gases such as methane, which are causing global warming.

One way to make livestock production more efficient is through ‘sustainable intensification’ brought about by farm activities that help close yield gaps while also reducing the level of greenhouse gas emissions per unit of milk or meat produced.

That was the topic of a recent ‘livestock live talk’ at the Nairobi headquarters of the International Livestock Research Institute (ILRI) given by agricultural systems analyst Mario Herrero.

‘When it comes to production efficiencies’, said Herrero, ‘the livestock sector lags behind crop farming. We’re going to have to find ways of reducing these inefficiencies if we plan on livestock helping to feed a world population reaching some 9 billion people by 2050.’

Livestock and global change

In rich countries and communities, Herrero added, reducing the amount of meat consumed could help lower demand for animal products while also reducing obesity and health problems associated with overconsumption of meat.

‘But in the developing world’, he said, ‘the major health problems are associated with eating too little of nourishing foods such as milk, meat and eggs, which provide the protein and micronutrients needed for a healthy and productive life.’

Although a global reduction in meat consumption might benefit the environment, Herrero said, the social and nutritional impacts of meat reduction in the developing world, where most poor people subsist on diets of cheap starchy grains and tubers, are unknown and could be severely harmful.’

Herrero said the ‘best options’ for making livestock production more efficient will vary considerably depending on the world’s vastly different livestock production systems and regions. What will work in dryland agro-pastoral systems of West Africa, for example, will differ vastly from what will increase efficiencies in pig rearing in southwestern China.

Livestock and global change
One way of moving forward, Herrero suggested, is by viewing the current inefficiencies and yield gaps in the livestock sector in developing countries not as problems but as opportunities. ‘We can, and need to, encourage researchers to come up with promising new ways of reducing these livestock production inefficiencies.’

What this will take, Herrero said, is ‘a balancing act’ to deal with both the opportunities and challenges in livestock production systems.

‘Livestock systems are not the same everywhere; we need to understand the benefits and costs of the different systems and how these relate to the pressures of climate change and rising global food demand,’ he said.

Herrero recommended taking a nuanced approach to smallholder livestock development, which might include:

  • Investing not only in high-potential agricultural areas but also in the more extensive mixed crop-and-livestock systems of poor countries, which have been neglected till now and where production levels could be greatly increased.
  • Increasing milk production by finding ways for poor dairy producers to obtain higher-quality year-round livestock feeds.
  • Providing ways for small-scale farmers to ‘intensify’ their mixed farming and become more market oriented.

In future, Herrero said, research needs to help resolve issues such as how best to use rangelands, where and when to invest in commercial large-scale livestock production systems and in smallholder systems, and how to harness biotechnology to help make small-scale livestock production more efficient.

Herrero is a senior agro-ecological systems analyst with more than 15 years experience working on livestock, livelihoods and the environment interactions in Africa, Latin America and Asia. At this seminar, which also marked his farewell presentation at ILRI, Herrero looked back at his 13 years work at ILRI and reflected on ways of making the global livestock sector sustainable in the face of global change.
