To market, to market, to sell a fat pig

Asia is home to more than half a billion pigs that provide food security and livelihoods to the majority of its rural population. Demand for pig products is soaring, but markets are consolidating. Will smallholder pig producers be able to participate or are they likely to get squeezed out?

The ubiquitous pig is a familiar sight in Asian villages in non-Islamic countries where it mingles with other small stock such as poultry and goats and with large stock, like buffalo and cattle, raised by households in mixed crop-livestock systems where livestock are an important source of cash to meet household consumption needs due to the seasonal nature of crop production.

The demands for and domestic supply of pig meat have been increasing steadily as a result of rising incomes, increasing human population, domestic market liberalization, increasing demand for livestock food products and urbanization.

Pig meat and byproducts

Pig meat provides an important source of protein and other nutrients; it is especially rich in thiamin (vitamin B1) which helps the body metabolize carbohydrates and fat to produce energy, and is also essential for the functioning of the heart, muscles, and nervous system. Thiamin deficiency is common in low-income populations with diets high in carbohydrates and low in thiamin (eg milled or polished rice). Beriberi, the disease resulting from severe thiamin deficiency, was described in Chinese literature as early as 2600 B.C. Breast-fed infants whose mothers are thiamin deficient are vulnerable to developing infantile beriberi.

Byproducts of pig production also provide important inputs in crop production in the form of fertilizer, thus also providing an efficient way of nutrient cycling to reduce environmental pollution.

 

Demand for pig meat continues to increase
Given the rising income and rapid urbanization that the region has been experiencing during the past decade, consumption patterns have also shifted towards more protein-based diets, specifically animal-source diets. Pig meat has traditionally been the most preferred meat in diets in South East Asia, and recent major outbreaks of Avian Influenza have induced a move from poultry meat to pig meat.  This, plus the relatively high population growth rates in the region, as compared with the rest of the world, will engender higher demand for pig meat in the coming years, with subsequent implications on the region’s ability to meet this surge in demand and to meet it in the most efficient and equitable manner.  Even in countries not normally associated with pig production, such as India, pig meat consumption is increasing and has traditionally provided a source of meat and livelihoods to many millions of people in tribal communities. Recent trends in demand for quality and food safety are also shaping the way the food supply chain is reorganizing to accommodate these market requirements.

Two key development policy questions thus emerge, namely:
(1) who will supply the demand requirements for pig meat in the region? and
(2) will smallholder producers be able to remain competitive in the changing market for pigs and pig meat?

ILRI’s pig research agenda has been shaped by these development policy issues and is aimed at providing evidence-based policy options to inform the policy debate on pro-poor livestock development in the region.  Specifically, ongoing work with national partners in the region are largely focused in improving competitiveness of smallholder pig producers in the context of changing demand for pig meat, and include among others an investigation of viable institutional arrangements that will enable smallholders to become active participants in the emerging supply chain for pigs and pig meat that are increasingly driven by consumer preferences for quality (lean meat) and safety (hygienic, chemical free), as well as niche markets for traditional quality attributes that are priced at a premium by high-income, urban consumers including special export markets, e.g., organically raised, local breed pigs.

Smallholder pig producers are constrained to effectively respond to changing market demand due to a number of factors, foremost of which is the lack of adequate resources (physical, human, financial, and social), and more importantly the prevailing bias in the policy environment that is stacked against smallholders. There is no denying that in order to meet the increasing demand for pig meat that production has to increase and in an efficient manner. This can only be feasibly done by modernizing the livestock sector through use of modern technology in all aspects of the production systems, e.g., breed, feed, animal disease control.  It is also unavoidable that policymakers usually equate modernization with large-scale industrial systems, following the models from the West. However, history shows that the Western models have also created second-generation problems that are related to important issues such as climate change and environmental degradation.  Thus, Asia could benefit from these economic development miscalculations by following a more sustainable and equitable path by ensuring that policies that will be put in place should be aimed at generating public good outcomes.

Overview of ILRI’s pig research in Asia
Improving the Competitiveness of Pig Producers in an Adjusting Vietnam Market
Many of Asia’s poor and marginalized populations keep backyard pigs in remote regions from Northeast India, Cambodia and Vietnam. ILRI is furthering its work with partners to improve the competitiveness of these smallholder pig producers in the face of rapidly increasingly demand for pig meat so that they can participate in the emerging supply chains for pigs and pig meat that are increasingly being driven by consumer demands. There are also opportunities to exploit niche markets for organically raised local breeds for poverty reduction. This project is funded by the Australian Center for International Agricultural Research (ACIAR).

Improving the pig and pig market chain to enable small producers to serve consumers needs in Vietnam and Cambodia
This project is looking at the existing and potential market opportunities that can be feasibly accessed by smallholder pig farmers. Large farm/processors tend to capture high-end markets that pay premium price for quality products, while smallholders have limited access to such markets. This trend limits the livelihood opportunities of many smallholders, especially women. This project is EU-DURAS Project grant funded.

Northeast India pig systems appraisal
The expected outcome of this project is to find viable options for improving productivity of traditional pig systems to respond to increasing demand for pig meat in Northeast India. This project is funded by ILRI and the Government of Assam.

Contract farming for equitable market-oriented smallholder swine production in Northern Vietnam
This project seeks to characterize and quantify the true costs and benefits of contract farming of pigs in Northern Vietnam to identify a set of policy and intervention options that will facilitate and promote profitable market-oriented livestock farming partnerships and to understand the barriers that prevent the poor from participating in contract farming and other similar marketing arrangements. The project is being carried out in three provinces in Northern Vietnam that supply Hanoi market with slaughter pigs. This project is funded by Food and Agriculture Organization of the United Nations (FAO) Pro-Poor Livestock Policy Initiative (PPLPI).

Sweet potato pig systems

While demand for livestock products is increasing in China and other Asia countries, livestock research can help mitigate the impacts that increasing demand will have on small scale producers. With rapid change, knowledge about how to adapt farming systems is essential. Pig production accounts for four fifths of total meat production, however there are many challenges ahead including how to feed the increased number of livestock and the impact on natural resources. Mixed farming systems that integrate crop and animal production form the backbone of small-scale Asian agriculture. From 1999 to 2004, the Africa-based International Livestock Research Institute (ILRI) collaborated with the Sichuan Animal Science Academy, the Yunnan Beef Cattle and Pasture Research Center, and national agricultural research systems in four Southeast Asian countries in a Crop-Animal System Research Network (CASREN), funded by the Asian Development Bank (ADB). ILRI worked with the International Potato Centre (CIP) and Chinese partners to employ a livelihoods approach to enhancing smallholder pig production in Sichuan through improved pig feeding with ensiled sweet potato vines and roots. The extra biomass that farmers have been able to conserve has radically changed the pig production system. After harvesting, the vines are wilted to reduce moisture content. The roots and vines are then chopped, mixed with supplements and stored in airtight plastic bags, providing a nutritious feed that can support pig herds for up to nine months of the year. Improved feed has also allowed farmers to keep high-yielding cross-bred pigs, replacing much smaller and slower growing scavenging pigs that spread zoonotic, diseases such as cystercercosis. Other improvements have also been observed, including better husbandry practices, animal housing, and use of feed supplements and drugs, and these have increased the weight of pigs and greatly raised farm income. The success of CASREN’s work in Sichuan, where many farm households more than doubled their incomes by adopting CASREN potato silage technologies, has led the CGIAR System-wide Livestock Program (SLP) to fund related research within China and Southeast Asia.

Endgame

When is it the ‘end of the game’ for livestock keepers wresting a living from diminishing natural resources? A new study suggests when adaptations to increasing external stresses are no longer viable for livestock peoples and their lands.

Sub-Saharan Africa has been called the food crisis epicentre of the world. Global change is likely to add to the burdens of many millions of poor and vulnerable people on the continent. Equipping policymakers and donor agents with tools and information with which to identify the ‘bounds of the possible’ in natural resource use is likely to become crucial in the fight to help hundreds of millions of Africans dependent on diminishing natural resources escape poverty, hunger and environmental degradation.

The business of scientists conducting livestock research for development is to help farmers and herders protect and grow their ‘living assets’ so that small-scale livestock enterprises become sustainable pathways out of poverty. That is what a group of scientists set out to do in an ‘integrated assessment’ of coping strategies in livestock dependent households in East and Southern Africa. Integrated assessment combines models to test the likely impacts of different future scenarios on ecological functioning as well as household well-being.

The authors of this new study entitled ‘Coping strategies in livestock-dependent households in East and Southern Africa’, recently published in the scientific journal Human Ecology, synthesized results of work undertaken in four livestock systems in eastern and southern Africa: pastoralist communities in northern Tanzania, agro-pastoralists in southern Kenya, communal and commercial ranchers in South Africa, and mixed crop-and-livestock farmers in western Kenya.

The authors of the synthesis are scientists at the Africa-based International Livestock Research Institute (ILRI), Colorado State University’s Natural Resource Ecology Laboratory and Department of Anthropology, and the Eastern and Central Africa Programme for Agricultural Policy Analysis. The results of their study confirm that household capacity to adapt to increasing external stresses is governed by the flexibility the householders are able to exercise in livelihood options. Such options include intensifying one’s crop and animal production, diversifying the kinds of plant and animal products one produces on the farm, and working for wages in a job found off the farm. The researchers quantified the likely impacts on households and ecosystems of people taking up such options. The results are being used to better target interventions designed to help poor people manage increasing change and risk.

The four case studies employed in this synthesis, all conducted since the late 1990s, looked at increasing risks and external stresses in the pastoral, agro-pastoral and mixed crop-livestock agricultural systems of eastern and southern Africa. All four studies focussed on households made particularly vulnerable not only because they rely on diminishing ecosystems goods and services (e.g., land, water, forages) for a large part of their livelihoods but also because they face volatile changes driven or characterized by increasing (1) population growth; (2) in-migrations and fragmentations of pastoral lands; (3) climate change and variability; and (4) increasing/changing consumption of meat, milk and other livestock foods and (5) decreasing land size.

In each case study, the researchers worked directly with farmers and pastoralists in collecting data with which to build and calibrate appropriate household models, in setting up and testing a wide variety of scenarios, and in visualizing and assessing the likely impacts of interventions on the various system components. Discussions by stakeholders and researchers of results of running the models helped disclose other scenarios to investigate and identify options that were subsequently tested by the farmers.

This paper synthesizes lessons learnt from these case studies and outlines future research needs.

Conclusions

The mixture of fieldwork and integrated assessment modelling employed in this synthesis indicate that having different options available with which to manage natural resources can help households at least partially overcome the effects of increasing stresses to the system caused by population growth, changes in climate and weather variability and land fragmentation. But there are also costs to implementing these options: costs to natural resources, to other stakeholder groups and to household incomes. Furthermore, households can offset increased stresses through natural resource management only up to a point. With the tools employed in these assessments, scenarios can be set up and run that go well beyond these thresholds, to points where offsetting is no longer possible through internal manipulation of the system.

The good news
The four case studies used in this synthesis indicate that households can partially offset the impacts of external stresses by increasing the size of cultivated plots (as pastoral communities are doing in northern Tanzania and agro-pastoral communities in southern Kenya), by diversifying their activities into other agricultural and nonagricultural activities (agro-pastoral communities in southern Kenya), by using climate forecasts to make stocking decisions (communal and commercial ranchers in drought-prone regions of South Africa), and by intensifying and/or diversifying agricultural production (mixed crop-livestock farmers in western Kenya).

The bad news
Although households are able to offset impacts of increasing stress to some degree through diversification and intensification, implementing these options generates other potential, and actual costs. ‘What this simply means’, says ILRI’s Philip Thornton, lead author of the synthesis, ‘is that there are thresholds in these systems beyond which it is unlikely that management options alone can offset increasing system stresses.’

Thornton says the integrated assessment framework is useful in identifying not only what is desirable, in terms of possible impacts on different groups of stakeholders, but also what is feasible. ‘Given increasing system stresses,’ he says, ‘the point may well be reached at which natural-resource-based livelihood options are simply no longer feasible.’

Indeed, a key use of integrated assessment is identifying situations where households are unlikely to be able to sustain current livelihood options based on exploitation of natural resources. In such cases, appropriate livelihood options will likely involve making radical rather than incremental shifts in agricultural and/or livestock productivity, finding off-farm employment, and exiting farming enterprises altogether.

The news for policymakers
All four case studies analyzed in this synthesis have substantial implications for policymaking. Among these are the following:

  1. The new options that poor households need to consider when adapting to change do not impinge merely on one or two economic sectors but rather strike at the heart of national policies for food security, self-sufficiency and the role of agriculture in economic growth and development in general (see Ellis 2004). Such policy debates can be enhanced by research.
  2. Policymakers can profit from demanding, supporting and utilizing broad integrated assessments that apply new approaches to development. Such approaches include those based on the principles of ‘integrated natural resources management’ (see Sayer and Campbell 2001) and ‘adaptive resource management’ and ‘adaptive governance of resilience’ (see Folke et al. 2002 and Walker et al. 2004).
  3. Poorer people often have the most to gain from implementing options that increase household ability to cope with change. Investments in developing and disseminating coping strategies and risk management options thus can help alleviate poverty in substantial ways.
  4. Householders’ objectives and their attitudes about, and access to, natural resources vary greatly. The type of household model best suited to each case will thus often differ, requiring that integrated assessments be done on a case-by-case basis. As Thornton says, ‘So-called “recommendation domains” for targeting technology and policy interventions are probably smaller than we thought.’ Acknowledging that, contrary to conventional wisdom, research impacts cannot easily be generalized across large areas has considerable implications for the way in which research for development can most effectively be carried out.
  5. We need to employ a dynamic framework to assess the ecological impacts of changes, together with their major feedbacks to livelihood systems, over the medium term at the least. There are lags and dampers in the system that need to be elucidated in any even partially integrated assessment.
  6. The assessment framework has to allow the quantification of major trade-offs so that decision-makers and stakeholders can visualize impacts of different actions on different parties.
  7. Although the integrated assessments employed in these case studies have limitations that should be addressed in further work, such assessments have a key role to play not only in quantifying trade-offs but also in identifying what is both desirable and feasible in highly complex systems. Integrated assessments, in other words, can help establish the outer limits within which agricultural research can reasonably be expected to contribute to improving and sustaining livelihoods in given situations.

Livestock biosciences for poverty alleviation: One more arrow in the quiver!

Proceedings of the 4th All Africa Conference on Animal Agriculture ‘The role of biotechnology in animal agriculture to address poverty in Africa’, now available for download

The theme of the 4th All Africa Conference on Animal Agriculture was ‘The role of biotechnology in animal agriculture to address poverty in Africa: Opportunities and challenges’. The conference, which was held in Arusha, Tanzania, in September 2005, was organized by the All Africa Society for Animal Production (AASAP) in association with the Tanzania Society for Animal Production (TSAP), and partnership with the International Livestock Research Institute (ILRI). The recently released proceedings contain over 50 papers by leading experts in biotechnology covering animal health, genetic diversity and improvement and animal feeds and nutrition. The technologies reported ranged from the rather conventional approaches to the more advanced molecular techniques.

ILRI’s director general, Carlos Seré, and ILRI’s director of biotechnology, Ed Rege, presented a paper on Agricultural biotechnology for poverty alleviation at the first plenary session. The paper highlights opportunities for livestock biotechnologies in the areas of animal health through new/improved vaccines and diagnostics, genetic improvement of livestock, conservation of indigenous breeds and genetic diversity, and improving the nutritional quality of feeds. They argue animal agriculture will continue to be of considerable importance for poverty alleviation in Africa for some time to come, and that appropriate applications of biosciences can increase the pace of Africa’s agricultural and economic development.

‘Economic development in Africa will, of necessity, have to be initially linked to agriculture (broadly defined to include crop, livestock, forestry and fish). Staple crops and livestock are most likely to promote economic growth in the continent. To date, public sector investment in biotechnology in Africa has led to few products.

‘However, similar to what is happening in Asia and Latin America, there is a great opportunity for Africa to mobilize science to create wealth for its people and achieve higher economic growth.

‘If a new technology is useful and the price is right, the spread is almost unstoppable. Clearly, biotechnology is not a substitute for other technologies, but is an additional arsenal which should be used as and when appropriate to increase the pace of agricultural development. It is simply another arrow in the quiver!’

New strategy for pro-poor dairy development in Assam

ILRI and partners recently unveiled a new action plan to help the poor in Assam improve their livelihoods through the dairy sector.

Assam is located in the far North-East corner of India and shares its borders with six Indian States and two countries. The majority of milk is produced by rural smallholders using indigenous cattle and buffalo, but productivity is low in comparison with other States in India. Further, most milk is marketed through traditional and informal channels, estimated at 97% of locally marketed milk, compared to some 80% nationally.  In spite of these constraints, Assam displays strong production potential and inadequate milk supply, so there are many opportunities to grow the dairy sector and help the poor improve their livelihoods.

In 2005, the International Livestock Research Institute (ILRI), was invited by the Directorate of Dairy Development (DDD) of the Government of Assam, to collaborate in a comprehensive study on the dairy sector in Assam to identify opportunities to boost the milk sector and improve the livelihoods of smallholder producers.

About Assam

Assam is situated in the far, North-East corner of India. The total geographical area of the State is 78,438 sq kms which accounts for about 2.4% of the country’s total geographical area. In 2001, the population of Assam stood at 26.64 million – representing 2.59% of the total population of India.

The percentage of poor in Assam is the highest among the seven sister States of the North East. Around 36.09% of the State’s population continues to live below the poverty line, a figure considerably above the national average of 26.1% (1999-2000). There is a rural-urban divide: four out of ten people in rural Assam are likely to be below the poverty line, while in urban Assam, the incidence is less than one in ten.

Cattle constitute the largest livestock group followed by goats, pigs and buffaloes. Livestock in Assam are mainly indigenous breeds but the average productivity is poor in comparison with other States of India. The production of milk in Assam in 2002-2003 was estimated at 773 million litres as against 750 million litres in 2001-2002 indicating a nominal increase of 3.06 per cent over.

Action plan presented to stakeholders
On Wednesday 30th May, ILRI and the DDD presented their findings and a draft action at a final stakeholders’ meeting in the Assam capital Guwahati convened by the Assam Minister for Animal Husbandry and Veterinary, the Hon. Khori Singh Enghti. The action plan is based on surveys of 1500 consumers, 600 traditional and formal market agents and 3000 dairy producers in eight districts of Assam. It also includes an analysis of the successes and failures in the formal sector in Assam and an analysis of the quality and safety of milk and dairy products in both the traditional and formal sectors. The data were gathered and analyzed in collaboration with local partners in Assam.

New Strategy for Pro-Poor Dairy Development

Demand outstrips supply
The report found dairy production to be a feasible option for raising incomes and improving livelihood opportunities, particularly for the rural poor. According to Steve Staal, ILRI’s markets theme director, ‘Our study shows that there is a huge gap between demand and supply. To meet the demand, which is mostly for good quality raw milk, dairy interventions that address productivity, access to livestock services and markets, and improved milk quality in the traditional sector, would result in more income and more employment for rural smallholders.’

Improved productivity and increased production essential
Besides large market potential in rural Assam, the survey also found many farmers expressed a desire to become involved in increased marketed milk production, but low milk yields and lack of a basic marketing infrastructure were identified as major obstacles. The action plan highlights opportunities to increase farm-level production and productivity through improved animals such as cross-breeds, improved fodder and feed technology, and by providing access to livestock services. The action plan also incorporates actions to provide smallholder access to reliable markets to absorb more milk at remunerative prices. The government of Assam have already made efforts to bring smallholders into collective market mechanisms, but marketing of milk through the processed milk channel remains relatively insignificant and smallholders receive little remuneration.

Pro-poor interventions critical
The plan highlights that dairy systems in Assam may be too diverse to have a singular policy thrust. It states: ‘We need to recognize such diversities of the system and place them within pro-poor dairy intervention designs and enable poor households to take part in the process.’

According to the report, no dairy development is possible in Assam unless it addresses the problems faced by the traditional sector. Most of the milk consumed in Assam is ‘raw’ unpasteurized milk supplied by smallholders. The survey found that demand for pasteurised milk was low and its consumption was limited almost entirely to urban areas. Staal emphasised the need for an inclusive plan ‘Any development plan that focused mostly on pasteurised milk is unlikely to yield the desired results. The idea is not to have a parallel competitive system to beat the traditional sector but to strengthen the existing system and help build a blend of modern infrastructure and professionalism.’

Quality standards to be raised
The report also highlights the need to raise quality and hygiene standards. According to Delia Grace, an epidemiologist and food safety specialist at ILRI, ‘Most of the samples analysed did not meet general bacteriological quality standards causing a potential risk to human health. There is an urgent need to create awareness among farmers and distributors to address the problem.’ The report suggests taking immediate steps to provide training packages to milk farmers and distributors and to raise awareness among consumers that all ‘raw’ milk should be boiled before consumption – a practice that is generally followed in Assam.

Assam action plan soon ready for implementation
According to Iain Wright, ILRI’s representative for Asia ‘the report was well received by stakeholders and we are currently incorporating their comments. The final action plan will be released within a month.’

Integrating livestock and water management

Livestock are often neglected in water management policies, yet demand for livestock products is predicted to soar, placing even greater pressure on scarce water supplies. A new brief outlines strategies and opportunities to double livestock water productivity.

Water management policies tend to focus on water productivity in crop production and industrial and domestic use. Livestock are given little attention. A new brief entitled ‘Integrating livestock and water management to maximize benefits’, highlights the important contributions livestock make to livelihoods, particularly in developing countries, and the need for livestock to be fully considered in water management policies in order to maximize benefits.

Demand for livestock products are predicted to double over the next twenty years and this will place greater pressure on already scarce water supplies. Livestock contribute to the livelihoods of at least 70% of the world’s rural poor, providing many benefits including food, fuel, fertilizer and transportation. According to ILRI scientist Don Peden, ‘integrating livestock and water could bring big benefits, but it is receiving little attention in the livestock and water sectors.’

Livestock water productivity
Livestock water productivity is the amount of water depleted or diverted to produce livestock and livestock products and services. Livestock require a great deal of water – not for drinking – but for their feed. Livestock water productivity can be increased by identifying areas where water efficiency gains can be made to free up scarce water for other uses.

Many people in industrial countries eat more food than is necessary and healthy.
‘Health experts and environmentalists in industrial countries are calling for people to reduce their consumption of meat and dairy products. In the developing world, nutritionally deprived people could benefit from consumption of more animal products’ says Peden.

‘The challenge is to enable poor livestock keepers to get more from their animals, while using less water and reducing degradation of land and water resources.’ The convergence of high livestock densities and poverty occurs mostly in South Asia and sub-Saharan Africa. To help the greatest number of livestock-dependent rural poor, these two regions would therefore be priority regions for integrating livestock and water development.

Strategies for improving livestock water productivity

The brief outlines four strategies for improving livestock water productivity, to reduce the amount of water used in livestock production and to increase the benefits from livestock per unit of water used. The authors argue that by taking a balanced site-specific approach, that combines all four strategies, it should be possible to at least double livestock water productivity.

  • Strategic sourcing of animal feeds – Reducing the amount of water depleted to produce animal feed may be one of the most effective ways to improve water productivity globally. Three basic ways of accomplishing this are (i) promoting non-grain food sources with high water productivity, (ii) use of crop residues and by-products as feed, and (iii) practices that encourage more efficient grazing.
  • Enhancing animal productivity and reducing herd sizes – In much of the developing world livestock productivity is less than 50% of genetic potential. Milk production is low – often less than two litres per cow per day – as opposed to 15 litres or more. Promoting better health, genetics, nutrition and animal husbandry practices would enable livestock keepers to get more from fewer animals.
  • Reducing negative environmental impacts – Loss of vegetation due to overgrazing results in increased soil erosion, downslope sedimentation and reduced water infiltration. Research indicates that low to moderate grazing pressure has little negative impact on hydrology. Managing animals in ways that reduce land and water degradation, for example, by restricting animal access to certain areas and more integrated management of grazing land will help to reduce negative environmental effects.
  • Strategic provision of drinking water – The amount, quality and location of livestock drinking water can have a big impact on livestock water productivity. Water deprivation reduces feed intake and can greatly lower milk production. Providing adequate quality drinking water – strategically placed – enables animals to reach otherwise inaccessible grazing areas, keeps them from contaminating domestic water sources, and enhances production of meat and milk. Given the high value of animals, particularly to poor households, and the relatively small amount of water animals drink, strategic provision of drinking water is a good investment.

The authors argue that the livestock water productivity opportunities identified in the brief can only be realized if livestock and water are fully integrated and location-specific adjustments are made, for example, at the community level and integration of pasture management and water users associations.

Vaccine agency to reduce loss of human and animal life in developing countries is launched

The Global Alliance for Livestock Veterinary Medicine (GALVmed) recently unveiled animal health projects it will tackle over the next ten years.

GALVmed announced progress on vaccine and treatments for Newcastle disease in poultry and East Coast fever and Rift Valley fever in cattle at its international launch at the Kenya Agricultural Research Institute (KARI), in Nairobi, on Friday 9 March 2007. This marked the beginning of a 10-year program aimed at creating sustainable solutions to the loss of human and animal life caused by livestock diseases, which threaten 600 million of the poorest people in developing countries in Africa, Asia and Latin America.

GALVmed, a non-profit organization funded by the UK Department for International Development (DFID), is partnering with private and public-sector organizations around the world. It has identified 13 livestock diseases as key targets for development of livestock vaccines and animal health diagnostics and medicines. Founder members of the agency include the International Livestock Research Institute (ILRI), FARM-Africa, Pfizer, Intervet and Merial. GALVmed exists to broker partnerships among pharmaceutical companies and other public and private-sector organizations to develop accessible and affordable animal vaccines for the whole world’s poorest farmers.

Zoonotic diseases, which are transmitted between animals and humans, mainly afflict the poorest households, as evidenced by the recent outbreak of Rift Valley fever in livestock in Kenya, which killed 150 people. Brian Perry, a senior scientist at ILRI, warns that ‘Today, combating livestock diseases is everybody’s business – tropical animal diseases are no longer “just a local problem”. For example, there is a threat that diseases like Rift Valley fever will follow bluetongue into Europe.’

GALVmed’s chief executive Steve Sloan explains that ‘Every year, poor farmers worldwide lose an average of a quarter and in some cases half, of their herds and flocks to preventable disease. This devastates developing economies. Many of these are zoonotic and so also cause human deaths.

Livestock play a critical role in helping people escape poverty. Livestock disease is one of the greatest barriers to development for poor livestock keepers. Flocks and herds die every year from diseases for which vaccine simply do not exist or are beyond the reach of the poor. John McDermott, ILRI’s deputy director general for research says, ‘ILRI scientists and partners have done ground breaking science to develop an experimental vaccines to protect cattle against East Coast fever. The next steps are to conduct trials to facilitate the delivery of this vaccine to the farmers. To do that, we need specialist partners who will test, manufacture and market the vaccine and make it accessible and affordable to the thousands of livestock keepers afflicted by this cattle killing disease.

Exploring farmer-herder relations and conflict management in Niger

This week, ILRI and partners are presenting research on farmer-herder relations and conflict management at an international conference on 'the future of transhumance pastoralism in west and central Africa'.

The main objective of the conference, taking place in Abuja, Nigeria, from 20-24 November 2006, is to provide a forum for discussing the challenges of transhumance pastoralism and associated issues affecting the economy and society of pastoral communities in the West Africa sub-region. Through the presentation and analyses of different experiences, conference participants will share experiences to identify interventions that could enhance pastoral livelihoods and promote environmental and social harmony among communities.

Researchers from the University of Wisconsin and the International Livestock Research Institute (ILRI) are presenting their findings on farmer-herder relations and conflict management, based on research conducted in Niger. Their study found that conflict, in some form or another, is common in agro-pastoral communities of Niger and has the potential to affect the livelihoods of farmers and herders alike.

Background to study

The nature of livestock husbandry and farmer-herder relations is changing and the potential for conflict management failure increases unless systems of governance change accordingly. Farmer-herder conflicts are enduring features of social life in the Sudano-Sahelian zone. A survey was carried out in four sites in Niger (Bokki, Katanga, Sabon Gida and Tountoubé) to determine the proximate and long-term causes of conflict over natural-resource use, to evaluate the appropriateness of existing institutional arrangements for managing conflicts and identify innovative options and incentives to reduce the incidence and severity of conflicts.

Causes of farmer-herder conflict

Conflict should be expected in an environment of highly fluctuating resource availabilities on unfenced land. Results from this study showed that in all sites, damage to crops was the first reported cause of conflict between farmers and herders. Crop damage is not limited to growing crops on the field but also unauthorized livestock grazing of crop residues after harvest.

The increasing number of conflicts due to unauthorized livestock grazing of crop residues is a reflection of the change in farmer-herder relations from that of mutual trust that characterized manure and entrustment contracts to more inherently conflictual relationships based on wage and tenancy contracts. Other causes of conflict reported were access to watering points, expansion of crop fields to corridors used for animal passage, and theft of animals.

The ability of rural communities to prevent and manage conflict is largely based on the strength of networks of communication between herding and farming interests, respected community leaders, and leaders in neighbouring communities. Overall, local institutional arrangements were found to be functional with a high percentage of conflicts effectively managed at local levels. In all the study sites except Bokki, there was a high level of involvement of internal mediators.

In all the villages, at least 75% of reported cases of farmer-herder conflict between 2002 and 2004 were resolved. In Tountoubé all reported cases of conflict were resolved. The results support a basic premise that conflicts that necessarily arise as people pursue diverse livelihood strategies are largely managed effectively at the level of local communities. In all the villages, the elders, marabouts and chiefs are the main channel for mediation. For example, all resolved conflict cases in Sabon Guida and Tountoubé were through village elders and chiefs. The high level of success of internal mediation in both villages could be attributed to the high respect for the authority of village chiefs and council of elders by all social groups. However, in Bokki there is a relatively high involvement of external mediators – local court and police- in resolving conflict in the village.

Understanding changing farmer-herder relations


Over the past 20 years, there have been changes in livestock ownership and management that have worked to increase both the inherent conflicts of interest between farming and herding and the potential for these conflicts of interest to escalate. Conflicts of interest have intensified in many areas due to the greater proximity of livestock and cropping during the growing season.

There have also been a number of changes that have affected how local communities manage farmer-herder conflicts. The continued erosion of the local authority of elders, while welcome on a number of levels, have increased the number of poles of authority which may potentially reduce local communities’ ability to manage conflict effectively. The number and nature of social ties between farmers and herding professionals have changed as livestock wealth has become more concentrated, availability of cropland has declined, and the range of herd movements has shrunk and become more erratic.

The relationships between farmers and herders in the Sudano-Sahelian region of West Africa have always been multi-dimensional and like most social relationships have involved both cooperation and conflict. There has always been a strong seasonality to this relationship, with conflicts associated with crop damage and field encroachment onto key pastoral sites common during the rainy season, while cooperative relationships of milk barter and manure contracting are more important during the dry season.

Understanding farmer-herder relations is key to conflict management and resolution. This will improve understanding of the proximate and underlying causes of conflict, the behavioural patterns that are most conducive to provoking or avoiding conflict and the main mechanisms by which conflict between the groups are resolved or managed. Innovative options and incentives that reduce the incidence and severity of conflicts would enhance livelihoods of both farmers and herders, and promote social harmony within and between communities.

ILRI hosts consultations on World Development Report 2008

ILRI's director general opens a two-day consultation on the World Development Report 2008.

The theme of the 2008 World Development Report is Agriculture for Development. ILRI and the World Bank are hosting a two-day consultation, starting 13 November 2006, to inform this flagship policy publication, by discussing key issues and challenges that confront agriculture and how it can be the real engine for development.

The World Development Report (WDR) is the annual flagship development policy publication of the World Bank which serves as an invaluable guide to the economic, social and environmental state of the world today and is widely read by the broader development community. As the last WDR dedicated to agriculture was produced over two decades ago (WDR 1982), the 2008 report offers a major opportunity to provide new thinking on agriculture for development. The 2008 report seeks to assess where, when and how agriculture can be effective instruments for economic development, especially development that favours the poor.

The International Livestock Research Institute (ILRI) is one of many players in this consultative process that will set the stage for World Development Report 2008.  ILRI and the World Bank are hosting a two-day consultation at the ILRI campus in Nairobi, Kenya (13-14 November 2006). The WDR 2008 aims to explore pathways out of rural poverty and how to make these pathways more effective through rational public policies directed to agriculture. Consultation participants include academics, researchers, development practitioners, policy-and decision-makers, donors organizations, government, NGOs and the private sector.

World demand for food is expected to double within the next 50 years, while the natural resources that sustain agriculture will become increasingly scarce, degraded and vulnerable to the effects of the climate change. The potential of livestock to reduce poverty is big. Livestock contributes to livelihoods of more than two-thirds of the world’s rural poor, and it can be an important lever for reducing poverty and boosting the economy in developing countries, a priority of WDR 2008.

In 2002, ILRI revised its strategy to focus its livestock research efforts on poverty reduction. ILRI and its partners maintain strength in the mixed crop-livestock system practised by poor livestock keepers. In view of an ongoing using increase in demand for livestock products in developing world, a shift to more work with peri-urban and landless systems is proposed.

The World Bank recognizes that ‘a reconsideration of agriculture’s role in development has been long overdue. Mapping climate vulnerability and poverty in Africa: Where are the hot spots of climate change and household vulnerability?

Sometimes the answer to the question ‘Why?’ can come first from answering the question ‘Where?’

John Snow’s nineteenth century map of the incidences of cholera in London showed a cluster of cases around a particular water pump—which turned out to be a source of the outbreak. Now research groups have published maps showing the locations of African communities likely to be most vulnerable to the double threats of climate change and poverty. These maps, part of a 200-page report to the UK Department for International Development (DFID) published this month (August 2006) by the International Livestock Research Institute (ILRI), graphically show that there are many vulnerable regions of sub-Saharan Africa that are likely to be adversely affected by climate change. These include the mixed arid-semiarid systems in the Sahel, arid-semiarid rangeland systems in parts of eastern Africa, the systems in the Great Lakes region of eastern Africa, the coastal regions of eastern Africa, and many of the drier zones of southern Africa.

Poverty maps are nothing new. Philip Thornton, the senior author of this report and an agricultural systems analyst at ILRI, has previously led an ILRI team in developing maps of poverty and livestock in the developing world, which led to higher-resolution poverty maps being developed for Kenya and Uganda. These maps attempt to identify climate change – vulnerability hotspots in sub-Saharan Africa, to help DFID and other donors decide where they might locate specific research activities and where to put in place uptake pathways for research outputs.

These maps do not, like Snow’s water pump, disclose the causes of climate change or poverty, but they do provide aid agencies and policymakers with early warning about which African communities and farming systems are most in need of urgent attention to forestall future calamity.

As the world’s climate continues to change at an unprecedented rate, the impacts of climate change are likely to be considerable in Africa as well as other tropical developing regions. Many countries in sub-Saharan Africa currently have limited capacity to adapt to changing climate and increased probabilities of extreme events such as drought or flood.Considerable investments are needed to build local adaptive capacity so that countries are better able to respond to the challenges that climate change presents.

In partnership with the African Centre for Technology Studies and The Energy Research Institute, ILRI conducted a study commissioned by DFID to map climate vulnerability and poverty in Africa. ILRI published the results of this study in August 2006.

Several high-level governmental and inter-governmental papers and assessments are already using the ILRI-DFID study and resulting maps. These include report of a UK Foresight project on Detection and Identification of Infectious Diseases in April 2006, the July 2006 UK White Paper on International Development, and an August 2006 review draft of the IAASTD Global Report (International Assessment of Agricultural Science and Technology for Development). These reports stress that farmers in many places will need to adapt to climate change, by investing in alternative crops and livestock, adjusting their management regimes, or by diversifying their income-generating activities (particularly off-farm activities). Raising awareness about the possible impact of climate change, and improving consultation between all levels of government and civil society, will be essential.

The work has highlighted several key points. One is that there is such heterogeneity in household access to resources, poverty levels and ability to cope that vulnerability assessments increasingly need to be done at regional and national levels rather than the continental-level analysis written up here. Second, local responses to climate change need to be dynamic — adaptation to climate change needs to be seen as a dynamic and continuous process rather than as a one-off activity. Third, while climate change impacts may be considerable in particular places, it is only one of several elements that affect smallholders and their livelihood options. The interactions between climate change and human health, for example, are likely to have enormous consequences on livelihoods and will only add to the burdens of those who are already poor and vulnerable.

The result of the new study conducted for DFID is a book-length report published by ILRI in August 2006, Mapping Climate Vulnerability and Poverty in Africa.

State-of -the-art 'participatory mapping' helps stop the decline
of unique wildlife-rich pastoral lands.

Pastoralists can take most of the credit for the survival of savannah wildlife herds in Kenya, since herding livestock is usually compatible with wildlife.

But development today is threatening pastoral lands and ways of life, particularly near growing urban areas.
In Kitengela, south of Nairobi National Park, an unusual group of community, government, private and other organizations is pioneering an approach to help pastoralists and their lands, livestock and wildlife thrive. A foundation pays pastoral families not to fence, develop or sell their acreage. Strictly voluntary, the program now leases 8,500 acres from 117 families; another 118 community members, with more than 17,000 acres, are waiting to join. The program aims to lease and conserve 60,000 acres—enough to allow the seasonal migration of wildlife to and from Nairobi National Park.

OPEN ACCESS AN IMPERATIVE

If this program fails and more fences and buildings go up, the annual migration of wildebeest and other animals will be halted, provoking the crash of the Athi-Kaputiei ecosystem, which even in wildlife-rich East Africa stands out for its spectacular concentration of big mammals—remarkably right in the backyard of burgeoning Nairobi. The success of this lease program depends on spatial information about where fences have been put up that are blocking wildlife migrations and where the land remains unfenced, allowing herds of wildlife to move through a corridor of open land to their calving grounds beyond.

STATE-OF-THE-ART MAPS

The maps needed for this project are being developed together by members of the Kitengela Ilparakuo Landowners Association (KILA) and scientists at the International Livestock Research Institute (ILRI). The participatory mapping combines expert skills with local people’s spatial knowledge. This joint work is stimulating broad-based decision-making, innovation and social change in Kitengela, where access to, and use of, culturally sensitive spatial data is now in the hands of community which is generating the information. 

A LEVEL PLAYING FIELD

The maps are helping members of KILA focus on specific areas where they can still make a difference by keeping land unfenced. Just as importantly, the maps are creating a level playing field for the local Maasai, who face an array of powerful groups wanting to develop their traditional lands, from government officials to land speculators, shopping mall operators, building contractors, stone quarry companies, politicians and ordinary people hungry for a bit of land. The community, through its county council, is in the process of developing land-use plans using some of the maps generated by the community. The land-use plans will legislate the use of land, protect important landscape such as swamps, riverine, water catchment areas, open wildlife corridors (through land lease schemes) and rehabilitate degraded areas such as quarries.

PROTECTING LANDS AND LIVELIHOODS

TS_060828_001_TN4This project has succeeded in saving lands as well as livelihoods. There is now more grazing land for livestock and wildlife, and once eroded and degraded land is recovering, since the grazing pressure has been reduced. The Maasai are working hard to conserve the Kitengela plains and are benefiting from the presence of their wild neighbours through ecotourism projects. On the socio-economic side, household incomes have risen, school enrollment is up and women have been empowered.

MAPS PROVIDE STRONG EVIDENCE

Whether the maps are in time to stop the Kitengela sprawl and the crash of a unique wildlife-rich ecosystem at Nairobi’s back door will soon be known. Fifteen years ago Kitengela had under a dozen inhabitants and three kiosks. Today, the town has swelled to 15,000 residents, and more are arriving by the day. As the numbers of people have increased, the numbers of migrating wildebeest have dropped from 30,000 to 8,000 in the last 20 years. Despite its successes, the novel leasing program must expand to reverse losses not only of wildlife, but also of livestock and the lands that support both. In addition, KILA and its partners will need the support of strong and judicious land-use planning. Scientific mapping is giving KILA the evidence they need to persuade land-use planners to help them protect their lands.

Resource guide now available for research on agriculture-health linkages

A new initiative aims to improve health, reduce malnutrition and food insecurity and promote pro-poor agricultural development through closer collaboration between the agriculture and health sectors.

Research at the crossroads of agriculture and health conducted by the 15 centers of the Consultative Group on International Research (CGIAR) has been building and increasing in recent years. The CGIAR centers have a long tradition of working on nutrition, and now conduct a wide range of health-related work in the context of agriculture, such as malaria, HIV/AIDS, food safety and the health effects of pesticide use.

Since 2004, steps have been taken to co-ordinate the health-related work conducted by the 15 centers. This included the founding of a committee of the directors general of the centers, a stock-take of the centers existing health-related work, a workshop on agriculture-health research in the CGIAR and the publication of a series of briefs on ‘Understanding the Linkages between Agriculture and Health’.

In 2006, the Alliance Executive of the CGIAR endorsed the concept of a research platform on Agriculture and Health as a way to move forward.

The ‘Resource Guide on CGIAR Research on Agriculture-Health Linkages’, hosted on the website of the International Food and Policy Research Institute, is a portal to the work conducted in this area by different CGIAR centers, showing who is doing what on health.

Livestock keeping and human health
As part of its People, Livestock and the Environment Theme, ILRI conducts research to protect and enhance the physical human capital of the poor by developing strategies to reduce health risks and improve nutritional benefits associated with livestock keeping. Other projects focused on the use of water and feed for livestock also consider human health impacts.

Impact of livestock production on human health and nutrition
ILRI is working to improve understanding of the links between livestock keeping and the health and nutrition of poor people, particularly those engaging in smallholder livestock production and marketing. Activities under way include field studies, literature reviews and explorations of the ways in which livestock keeping might benefit the care of people with HIV/AIDS.

Zoonotic diseases

Poor people in developing countries have a high risk of exposure to zoonoses—diseases transmitted from animals to people. ILRI is helping to bridge the artificial divide between animal and human health. With over 75% of human infections having a zoonotic origin, the need to examine the epidemiological relationships between pathogens and their animal and human hosts is paramount. ILRI is putting specifically focusing on a major neglected zoonoses, Cysticercosis, a highly complex disease affecting both people and pigs. ILRI is participating in a Cysticercosis Working Group of Eastern and Southern Africa (CWGESA), which promotes effective communication, collaboration and coordination of integrated research and control activities aimed at combating cysticercosis. CWGESA and ILRI have recently developed a Cysticercosis Prevention Poster which is currently available in English, Xhosa and Afrikaans. This poster is being used for a rapid information campaign in Eastern Cape Province, South Africa where a neurocysticercosis outbreak among children has been reported.

Livestock, water quality, and human health

ILRI has recently initiated limited research on water-mediated impacts on human health and on INRM approaches to reducing health risks. Most of this research falls within ILRI’s collaboration with the CGIAR Challenge Program on Water and Food and the CGIAR Comprehensive Assessment of Water Management and Agriculture. Key issues include the transmission of water-borne pathogens such as coliform bacteria, cryptosporidium, and Fasciola that result from animal manure contaminating domestic water supplies and where simple remedial interventions are feasible

Wastewater is increasingly used for irrigation of fodder crops that fuel the growing urban and peri-urban dairy production in mega cities such as Hyderabad (India) and Faisalabad (Pakistan). ILRI in collaboration with IWMI and Indian and Pakistani public health institutions and municipal water authorities is investigating the relationship between water – soil – produce quality (fodder and milk) to assess the chain of possible contaminations (heavy metals, nitrate, parasites) and ultimately the hazards to producers (farmers, dairy producers) and consumers of livestock products in these urban areas.

Livestock feed quality and human health
Aflatoxin in milk – a possible hazard to human health: ILRI in collaboration with ICRISAT is investigating aflatoxin contamination of fodder (mainly crop residues) as a source of aflatoxin content in milk. In selected sites in Andhra Pradesh, India, close to 50% of the milk samples contained non-permissible levels of aflatoxin. At the same time, only one of the collected fodder samples (groundnut cake) contained non-permissible levels of alflatoxin. Aflatoxin in milk can clearly present a health hazard to the consumer.

Food safety associated with livestock and livestock products

This research program has focused on identifying the public health risks associated with the marketing of unpasteurized milk, with an emphasis on developing policies and technologies for improved quality and safety without jeopardizing market access for the poor. An outcome of this work has been changes in government policies towards more acceptance of raw milk marketing in several East African countries, based on the identified low risks and high dependence of resource poor people on these markets. This work is being expanded, in cooperation with IFPRI, to examine the marketing of other livestock and livestock products, particularly in South Asia. Studies provide policy-relevant analyses of the risks and economic benefits to poor farmers, market agents, and resource-poor consumers.

Demand for better quality and safe food is increasing among urban consumers, especially among affluent ones. This poses threats to the market opportunities of smallholder producers who often are unable to access technology, inputs and services to produce high quality products demanded by the market chains serving high-end consumers. ILRI research is trying to understand the nature of quality and safety attributes demanded by consumers, their willingness to pay for such attributes and how smallholders may respond to these through participation in market chains.

Vaccines, diagnostics and disease resistance
ILRI research on livestock vaccines has direct and indirect links to medical vaccine and diagnostic research. One aspect of this work involves host functional genomics as it relates to livestock diseases that can be transmitted to humans.

A project investigating resistance to trypanosomosis in cattle is shedding light on some of the basic questions of disease resistance, which may have implications for human medical treatment. ILRI researchers first identified several regions of the cattle genome in which genes contributing to resistance or susceptibility must lie. They then identified genes within a part of the bovine genome that affects anemia, a characteristic of the disease. Remarkably, significant differences between cattle breeds that are susceptible and resistant to the disease were found in one of the candidate genes. Such a result makes it possible that the gene in question is responsible for the difference in susceptibility to anemia in the two breeds. This is now being further investigated. Urban Harvest Programme
ILRI is a member of Urban Harvest, a CGIAR initiative to use the collective knowledge and technologies of the CGIAR Centers to strengthen urban and peri-urban agriculture (UPA) practiced by the poor.

System-wide Initiative on Malaria in Agriculture (SIMA)
ILRI backstops a CGIAR-wide initiative addressing malaria in agricultural communities. The System-wide Initiative on Malaria in Agriculture (SIMA) focuses the combined skills and abilities of the agricultural and health research communities, government agencies and community-based organizations. Water- and land-use and crop- and livestock-production practices are studied across a range of agro-ecosystems in Africa to identify farming activities that encourage and discourage the breeding of the mosquito vector or alter the transmission of the disease. Research-based guidelines and tools are developed and tested for use by poor communities and the non-governmental organizations and governments that serve them.

CGIAR Challenge Program on Water and Food
ILRI, IWMI and the CGIAR Challenge Program on Water and Food is inviting individuals and organizations located in any of the ten riparian countries of the Nile River Basin to submit short well-written case studies describing traditional or contemporary innovations in technologies, in community and household practices, and in policies that result in better management of water and livestock resources. Relevant topics include the prevention of transmission of waterborne and water related zoonotic and animal diseases such as Cryptosporidiosis and Fasciolosis. CGIAR Science Award for Promising Young Scientist

In 2005, ILRI scientist Simon Graham won the CGIAR Science Award for Promising Young Scientist for research leading to the development of a sensitive and robust system for identifying vaccine candidate molecules from Theileria parva that causes East Coast fever, a fatal disease of cattle in sub-Saharan Africa. Graham’s research may also contribute to ongoing efforts to control tropical theileriosis, a cattle disease which puts 250 million cattle around the world at risk. Furthermore, by using genomics to understand and fight T. parva, scientists may make advances against related parasites that cause malaria, tuberculosis, and other diseases in which killer T cells also play a role in immunity. And because T. parva launches a cancer-like illness inside the white blood cells of cattle, it may provide a model system for understanding the mechanics of cancer biology.

Future directions for livestock research for development

A new paper by ILRI describes new scientific tools and platforms to tackle new issues emerging in collaborative livestock research for development.

The International Livestock Research Institute (ILRI) recently reviewed its strategy, evolution and research agenda. The resulting paper, Knowledge to Action—Strategy and Future Directions of ILRI, answers four questions:

  1. What is ILRI doing and why does it matter?
  2. How is ILRI responding to dynamic livestock, science and development environments?
  3. What are the future research directions and frontiers for ILRI?
  4. Why invest in international livestock research?

This analysis included an assessment of ILRI’s achievements over the past five years: ILRI’s Achievements: 2000–2006.

Dynamic growth of the livestock sector in the developing world is creating new opportunities. The challenge is to use the ‘livestock revolution’ driver to achieve pro-poor growth. Rapidly changing consumer demands, expanding markets for livestock products, changing food quality and safety demands, new technologies, and institutional innovations such as the supermarket revolution all create both opportunities and challenges for reducing poverty through livestock interventions.

ILRI’s Knowledge to Action paper describes the evolution of ILRI’s research program, new directions for each of the institute’s five research themes, and research areas ILRI and its partners recently established to address global issues such as emerging and zoonotic diseases, increasingly stringent food quality and safety standards, and the environmental impacts and trade-offs of changing livestock systems. ILRI and its partners are developing research platforms to enable all stakeholders in livestock development to apply the tools of new science and technology in pursuit of a shared livestock-research-for-development agenda.
