Climate change and agricultural experts gather in California this week to search for the holy grail of global food security

Experts working at the interface of climate change and agriculture are gathering at two venues in California this week to do the impossible: find ways to do ‘climate-smart agriculture’, specifically—use science to feed more of the world’s growing population and reduce world poverty while mitigating agriculture’s environmental harms the greenhouse gas emissions that are warming the Earth.

First up is a CGIAR group looking to work better, with faster impacts, through so-called ‘social learning’. On Mon and Tue, 18–19 Mar 2013, the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) is holding its annual science meeting, in Bodega Bay. This group of 70 or so people is Rethinking Science, Learning and Partnerships to Meet Development Outcomes: Reducing Poverty and Improving Food Security in the Context of Climate Change.

This CCAFS meeting is looking for ways to achieve better, bigger and faster impacts through engagement with a wide variety of communities. The participants see untapped potential in CGIAR and beyond for actors of diverse kinds to join forces in improving global food security in the light of climate change. They’re looking at innovative ways to democratize and co-create science for practical use. They hope to build on a legacy of social learning approaches and participatory work within CGIAR and to find ways to adapt these to address the complex challenges faced by hundreds of millions of small-scale food producers and sellers in developing countries.

Following the Bodega Bay meeting, a larger group of climate change and agricultural experts will meet at the University of California at Davis from Wed through Fri, 20–22 Mar 2013, for a global science conference on Climate-Smart Agriculture (and here).

With climate change occurring more rapidly than anticipated, an increase in extreme weather events is threatening global agriculture and food supplies. Existing technologies and institutional structures will be insufficient to slow climate change while feeding the growing human population sustainably. Participants at this conference will work to identify useful actions that are science-based, to use knowledge systems in new ways and to help strengthen the resilience of agricultural communities facing an uncertain future. They’ll look at new ways of integrating science and policy to transform land management and community action for food security. The overall aim is to link agricultural sciences with policies and practices so as to ensure a triple bottom line: food security, poverty alleviation and ecosystem services.

Boosting pig production among India’s poor: Tata-ILRI research partnership helps farmers beat classical swine fever

A program that is supporting rural Indian farmers improve their livelihoods by helping them to raise pigs more efficiently is the highlight of a new annual report by a project coordinated by the International Livestock Research Institute (ILRI).

The project, ‘Enhancing livelihoods through livestock knowledge systems’, is a partnership between the Sir Ratan Tata Trust, the Navajbai Ratan Tata Trust and ILRI that was started in 2011. The pig farming component of the project is being implemented in four Indian states: Jharkhand, Arunachal, Mizoram and Nagaland.

‘We support animal breeding, feeding, housing, health care and marketing through appropriate institutions,’ said V Padmakumar, the project’s coordinator from ILRI, who is based in ILRI’s Hyderabad office.

Nearly 80 per cent of the households in the four states rear pigs in smallholder systems, with each household rearing up to three pigs. Pork meets a significant part of the dietary protein needs of these communities.

‘Pig farmers in these remote areas not only have difficulty accessing markets due to poor roads but also have little knowledge on how they can improve their feeds and feeding systems to speed and increase their pig production,’ says Padmakumar. ‘Veterinary services are also scarce,’ he said.

One of the project’s key successes has been to raise attention of the need to improve veterinary services to deal with classical swine fever, a highly contagious and potentially fatal viral disease of pigs.

The project carried out a survey in 2011 that revealed that smallholder farmers in Assam, Mizoram and Nagaland lose, each year, nearly USD40 million in incomes due to the costs of treating and replacing pigs lost to classical swine fever.

Targeted advocacy by the project has increased government attention to the burden of this disease on the country’s smallholders. As a result, there now exists a nationwide swine fever control program that is prioritizing interventions against the disease in Assam, Mizoram and Nagaland. The project has also managed to raise awareness of control options available for controlling classical swine fever; the government is now supporting increased in-country production of vaccines that will protect pig populations against the disease.

The catch in making livestock more efficient: How to work together towards ‘a greater whole’

Experts on livestock sector development are gathered this week in Nairobi, Kenya, to think through ways in which the livestock sector can be made more efficient.

On 22 January 2013, at the on-going third multi-stakeholder platform meeting of the Global Agenda of Action in Support of Sustainable Livestock Sector Development, Shirley Tarawali, director of institutional planning and partnerships at the International Livestock Research Institute (ILRI), was one of six members of a panel that discussed the clash between resource scarcity and demand growth in the livestock sector.

This panel reviewed the issues, challenges and possible solutions to the problem.

‘The clash between resource scarcity and livestock demand is a real and not a vague “sometime in the future”’ challenge, said Tarawali. ‘We must address it now; it will have devastating effects in our lifetimes if we do not.’

One of the certainties in recent years is that demand for food, especially animal-source foods such as milk, meat and eggs, has steadily risen. Livestock commodities are now among the top five highest value global commodities. Demand for livestock products has led to land use competition between food, feeds and fuel. Increased pressure on land means more food, to feed a growing world population, has to come from increased production on existing farmlands.

These realities are affecting the decisions taken by policymakers at the national level as they design policies on agricultural production, such as  how smallholder farmers should feed their animals or use and manage the manure their animals produce.

According to Tarawali, these challenges offer opportunities in three areas.

  • Diversity: Experts need to deal with the diversity of farming systems, commodities and efficiencies associated with livestock.
  • Dynamics: We need to influence the future dynamics of these changing livestock systems.
  • Development: We need to understand the impacts of livestock production on development issues such as poverty, health and nutrition, and food security.

‘The answer to these challenges does not lie in research alone,’ said Tarawali. ‘The answer will come from a “greater whole” in which research is only a small part.

According to Tarawali, stakeholders should bring together the parts that make up this whole. These include biophysical research that addresses issues such as productivity and efficient animal production; institutional support for markets and service support; and livestock systems issues such as research on future food needs and the diverse starting points and solutions to these challenges.

‘The Global Agenda of Action provides a forum for bridging these gaps and strengthening synergies between investment, development and public- and private-sector research towards this end,’ Tarawali said.

‘But,’ she cautioned, ‘the Agenda’s stakeholders need to think about the process of getting to this whole. We need to have a clear message to share to successfully influence and motivate decision-makers.

‘The catch lies in how we bring together the collective skills of all stakeholders towards this end.’

A fine ‘balancing act’ will be needed to guide smallholder livestock development in a changing world

 With about 17 billion domestic animals in the world, with most of them raised on small mixed crop-and-livestock farms in developing countries, livestock production is a major part of global agricultural production. But the sector requires large amounts of feed and water and domestic animals generate significant amounts of greenhouse gases such as methane, which are causing global warming.

One way to make livestock production more efficient is through ‘sustainable intensification’ brought about by farm activities that help close yield gaps while also reducing the level of greenhouse gas emissions per unit of milk or meat produced.

That was the topic of a recent ‘livestock live talk’ at the Nairobi headquarters of the International Livestock Research Institute (ILRI) given by agricultural systems analyst Mario Herrero.

‘When it comes to production efficiencies’, said Herrero, ‘the livestock sector lags behind crop farming. We’re going to have to find ways of reducing these inefficiencies if we plan on livestock helping to feed a world population reaching some 9 billion people by 2050.’

Livestock and global change

In rich countries and communities, Herrero added, reducing the amount of meat consumed could help lower demand for animal products while also reducing obesity and health problems associated with overconsumption of meat.

‘But in the developing world’, he said, ‘the major health problems are associated with eating too little of nourishing foods such as milk, meat and eggs, which provide the protein and micronutrients needed for a healthy and productive life.’

Although a global reduction in meat consumption might benefit the environment, Herrero said, the social and nutritional impacts of meat reduction in the developing world, where most poor people subsist on diets of cheap starchy grains and tubers, are unknown and could be severely harmful.’

Herrero said the ‘best options’ for making livestock production more efficient will vary considerably depending on the world’s vastly different livestock production systems and regions. What will work in dryland agro-pastoral systems of West Africa, for example, will differ vastly from what will increase efficiencies in pig rearing in southwestern China.

Livestock and global change
One way of moving forward, Herrero suggested, is by viewing the current inefficiencies and yield gaps in the livestock sector in developing countries not as problems but as opportunities. ‘We can, and need to, encourage researchers to come up with promising new ways of reducing these livestock production inefficiencies.’

What this will take, Herrero said, is ‘a balancing act’ to deal with both the opportunities and challenges in livestock production systems.

‘Livestock systems are not the same everywhere; we need to understand the benefits and costs of the different systems and how these relate to the pressures of climate change and rising global food demand,’ he said.

Herrero recommended taking a nuanced approach to smallholder livestock development, which might include:

  • Investing not only in high-potential agricultural areas but also in the more extensive mixed crop-and-livestock systems of poor countries, which have been neglected till now and where production levels could be greatly increased.
  • Increasing milk production by finding ways for poor dairy producers to obtain higher-quality year-round livestock feeds.
  • Providing ways for small-scale farmers to ‘intensify’ their mixed farming and become more market oriented.

In future, Herrero said, research needs to help resolve issues such as how best to use rangelands, where and when to invest in commercial large-scale livestock production systems and in smallholder systems, and how to harness biotechnology to help make small-scale livestock production more efficient.

Herrero is a senior agro-ecological systems analyst with more than 15 years experience working on livestock, livelihoods and the environment interactions in Africa, Latin America and Asia. At this seminar, which also marked his farewell presentation at ILRI, Herrero looked back at his 13 years work at ILRI and reflected on ways of making the global livestock sector sustainable in the face of global change.

Fewer, better fed, farm animals: Good for the world’s climate and the world’s poor

 

‘Fewer but better fed animals can make livestock production more efficient.’ This was said by Mario Herrero at the International Livestock Research Institute (ILRI) in Nairobi. Herrero was speaking on 13 November 2012 in the fourth of a series of science seminars organized by the CGIAR Research Program on Climate Change, Agriculture and Food security (CCAFS). The presentation was live-streamed to an online audience of 220 people.

Herrero, an agricultural systems analyst at ILRI, gave an up-to-date overview of ways the livestock sector in developing countries can help mitigate greenhouse gas emissions, which are causing global warming. `We face the challenge of feeding an increasing human population, estimated to reach 9 billion by 2050, and doing so in ways that are socially just, economically profitable and environmental friendly,’ he said.

This matters a lot. There are about 17 billion domestic animals in the world, with most of these in developing countries. The raising of these animals generates greenhouse gases such as methane (emitted through enteric fermentation and some manure management practices). And the number of livestock in the developing world will only increase in future decades.

Mitigating potentials of the livestock sector

Livestock benefit many of the world’s poorest people, with at least 1 billion of them depending either directly or indirectly on livestock for nourishment and income and livelihoods. But most of the inefficiencies in livestock production occur in developing countries, where people lack the resources to refine their production practices.

The good news is that livestock production in poor countries can be improved dramatically to close big yield gaps there. Herrero gave some examples:

  • Discourage and reduce over-consumption of animal-source foods in communities where this occurs,
  • Encourage and provide incentives to small-scale farmers to keep fewer but better fed and higher producing animals, and
  • Promote ways of managing manure from domestic animals that reduce methane emissions.

Mitigation potentials of the livestock sector

Herrero leads ILRI’s climate change research and a Sustainable Livestock Futures group, which reviews interactions between livestock systems, poverty and the environment. He says,  `In the coming decades, the livestock sector will require as much grain as people. That’s why there’s great need to keep fewer but more productive farm animals. We need to find ways to produce enough food for the world’s growing human population while reducing global warming and sustaining livelihoods of the poor.’

That, says Herrero, will involve some hard thinking about hard trade-offs.

For instance, while reducing the number of animals kept by poor food producers, and intensifying livestock production systems, could reduce global methane emissions by livestock, we’ll have to find efficient and sustainable ways for small-scale farmers and herders to better feed their animal stock. And while raising pigs and poultry generates lower levels of greenhouse gas emissions than raising cattle and other ruminant animals, pigs and poultry cannot, like ruminants, convert grass to meat.

‘There’s no single option that’s best,’ cautions Herrero. ‘Any solution will need to meet a triple bottom line: building livelihoods while feeding more people and reducing greenhouse gas emissions.’

Now it is time for the herders to cool their body

Ten years ago, scientists at the International Livestock Research Institute (ILRI) and the International Water Management Institute (IWMI) established a partnership centred at ILRI’s campus in Addis Ababa, Ethiopia. The partnership was formed to address widespread concerns that livestock consume excessive amounts of water and that livestock keeping is a major cause of water degradation. A statistic commonly reported, and believed, was that producing one kilogram of meat required 100,000 litres of water, mainly for production of livestock feed, in contrast to less than 3000 litres needed to grow most crops.

The ILRI-IWMI partners believed that these statements were neither sufficiently nuanced to note huge differences in the world’s livestock systems nor grounded in good science. But it was clear to them that if the figures were true, they needed to find ways to reduce livestock use of water resources and if the figures were not true, they needed to determine accurate estimates of water use. They were fortunate to be welcomed into the CGIAR Challenge Program on Water and Food (CPWF) and the CGIAR Comprehensive Assessment of Water and Agriculture, both of which enabled the new partners to pursue research on what was quickly termed ‘livestock water productivity’ in an African context.

Many unanswered questions remain, but the following consensus emerged from the ILRI-IWMI partnership.
1. African beef production typically uses one-tenth to one-fifth the amount of water used in industrialized countries and livestock systems; 11,000–18,000 litres of water are used to produce one kilogram of beef in Africa compared to the 100,000 litres for beef production that is so often reported (see above). It is clear that industrialized livestock production systems tend to use vastly more water per unit of beef produced than Africa’s livestock keepers, who typically integrate their raising of beef stock with food cropping on small plots of land, where the livestock enhance the cropping (e.g., via manure for fertilizing the soils and draught power for ploughing the land) and the cropping enhances the livestock (e.g., via the residues of grain crops used to feed the farm animals).

2. Because cattle and other livestock serve and benefit the world’s poor farmers in many ways, with meat being only one benefit that usually comes after an animal has served a long life on a farm, the water used in African smallholder livestock production systems generates many more benefits than meat alone.

3. Over the preceding half a century, much research had been conducted to increase crop water productivity, but virtually none to increase livestock water productivity. This dearth, along with the high and rising value of many animal products, suggests that returns on investments made to develop agricultural water resources for crops will be much greater if livestock are integrated in the cropping systems and factored into the water equations.

4. Finally, there still remains much room to increase livestock water productivity in Africa’s small-scale livestock production systems. Four strategies for doing this are outlined below and are included in a book that was launched earlier today in Addis Ababa.

But before we get to that press release, listen for a moment to Don Peden, a rangeland ecologist who led this research at ILRI for many years and who says the IWMI-ILRI partnership ‘was an extraordinary example of the potential for inter-centre collaboration.

I often think the partnership was as important as the research products it generated’, says Peden. ‘Many people and institutions helped make our collaborative work on water and livestock succeed. First on the list is Doug Merrey. Many of the CPWF staff made huge contributions and provided outstanding encouragement. There are too many to mention, but they include Jonathan Woolley, Alain Vidal, Seleshi Bekele, David Molden and Simon Cook.

‘We also owe a great debt to many of our partners’, Peden goes on to say. ‘This includes professors (the late) Gabriel Kiwuwa, David Mutetitka and Denis Mpairwe from Makerere University as well as Hamid Faki from Sudan’s Agricultural Research Corporation. And special mention should be made about Shirley Tarawali, now serving as ILRI’s director for Institutional Planning, who provided day-to-day encouragement and support throughout the project and made a tremendous contribution. And we also had a unique research team in ILRI’s People, Livestock and the Environment Theme that made successes possible.

In brief, the interpersonal interactions among all of these people and institutions and many others made this work possible. The success of the project lies in the people, and not just in the book.’

5 key messages regarding livestock and water—excerpted in full from the livestock chapter in the new—book follow.
(1) ‘Domestic animals contribute significantly to agricultural GDP throughout the Nile Basin and are major users of its water resources. However, investments in agricultural water development have largely ignored the livestock sector, resulting in negative or sub-optimal investment returns because the benefits of livestock were not considered and low-cost livestock-related interventions, such as provision of veterinary care, were not part of water project budgets and planning. Integrating livestock and crop development in the context of agricultural water development will often increase water productivity and avoid animal-induced land and water degradation. . . .

(2) ‘Under current management practices, livestock production and productivity cannot meet projected demands for animal products and services in the Nile Basin. Given the relative scarcity of water and the large amounts already used for agriculture, increased livestock water productivity is needed over large areas of the Basin. Significant opportunities exist to increase livestock water productivity through four basic strategies. These are:
‘a) utilizing feed sources that have inherently low water costs for their production
‘b) adoption of the state of the art animal science technology and policy options that increase animal and herd production efficiencies
‘c) adoption of water conservation options
‘d) optimally balancing the spatial distributions of animal feeds, drinking water supplies and livestock stocking rates across the basin and its landscapes. . . .

(3) ‘Suites of intervention options based on these strategies are likely to be more effective than a single-technology policy or management practice. Appropriate interventions must take account of spatially variable biophysical and socio-economic conditions. . . .

(4) ‘For millennia, pastoral livestock production has depended on mobility, enabling herders to cope with spatially and temporally variable rainfall and pasture. Recent expansion of rain-fed and irrigated croplands, along with political border and trade barriers has restricted mobility. Strategies are needed to ensure that existing and newly developed cropping practices allow for migration corridors along with water and feed availability. Where pastoralists have been displaced by irrigation or encroachment of agriculture into dry-season grazing and watering areas, feeds based on crop residues and by-products can offset loss of grazing land. . . .

(5) ‘In the Nile Basin, livestock currently utilize about 4 per cent of the total rainfall, and most of this takes place in rain-fed areas where water used is part of a depletion pathway that does not include the basin’s blue water resources. In these rain-fed areas, better vegetation and soil management can promote conversion of excessive evaporation to transpiration while restoring vegetative cover and increasing feed availability. Evidence suggests that livestock production can be increased significantly without placing additional demands on river water.’

As planetary emergencies go, finding ways to feed livestock more efficiently, with less water, typically do not find their way into ‘top ten’ lists. But today that topic was part of a discussion by a group of experts gathered in the Hilton Hotel in Addis Ababa, Ethiopia, to highlight the Nile River Basin’s potential to help 90 million people lift themselves and their families out of absolute poverty.

Despite attempts to cooperate, the 11 countries that share the Nile river, including a new nation, South Sudan, and the drought-ridden Horn of Africa, often disagree about how this precious and finite resource should be shared among the region’s some 180 million people—half of whom live below the poverty line—who rely on the river for their food and income.

But a new book by the CPWF argues that the risk of a ‘water war’ is secondary to ensuring that the poor have fair and easy access to the Nile. It incorporates new research to suggest that the river has enough water to supply dams and irrigate parched agriculture in all 11 countries—but that policymakers risk turning the poor into water ‘have nots’ if they don’t enact efficient and inclusive water management policies.

The authors of the book, The Nile River Basin: Water, Agriculture, Governance and Livelihoods, include leading hydrologists, economists, agriculturalists and social scientists. This book is the most comprehensive overview to date of an oft-discussed but persistently misunderstood river and region. To discuss the significance of the findings in the book were Seleshi Bekele Awulachew, a senior water resources and climate specialist at the United Nations Economic Commission for Africa; Simon Langan, head of the East Africa and Nile Basin office of IWMI; and Alan Duncan, a livestock scientist at ILRI.

Smallholder farmers need improved stake in Nile’s development
There is enough water in the Nile basin to support development, but small farmers are at risk of being marginalized, says the new book, which finds that the Nile River, together with its associated tributaries and rainfall, could provide 11 countries—including a new country, South Sudan, and the drought-plagued countries of the Horn of Africa—with enough water to support a vibrant agriculture sector, but that the poor in the region who rely on the river for their food and incomes risk missing out on these benefits without effective and inclusive water management policies.

The Nile River Basin: Water, Agriculture, Governance and Livelihoods, published by CPWF, incorporates new research and analysis to provide the most comprehensive analysis yet of the water, agriculture, governance and poverty challenges facing policymakers in the countries that rely on the water flowing through one of Africa’s most important basins. The book also argues that better cooperation among the riparian countries is required to share this precious resource.

This book will change the way people think about the world’s longest river’, said Vladimir Smakhtin, water availability and access theme leader at IWMI and one of the book’s co-authors.

‘Improved agricultural water management, which the book shows is so key to the region’s economic growth, food security and poverty reduction, must be better integrated into the region’s agricultural policies, where it currently receives scant attention’, says Seleshi Bekele, senior water resources and climate specialist at the United Nations Economic Commission for Africa and one of the book’s co-authors. ‘It is tempting for these governments to focus on large-scale irrigation schemes, such as existing schemes in Sudan and Egypt, but more attention must also be paid to smaller, on-farm water management approaches that make use of rainwater and stored water resources such as aquifers.’

Lack of access to water is another area that could negatively impact the poor, according to the book. In the Nile Basin, poor people live further away from water sources than the wealthy, which forces them to travel longer distances to collect water. Women that are responsible for collecting water for their households and smallholder farmers who rely on rainwater to irrigate their crops would therefore benefit from policies that give them greater access to water in the Nile Basin.

We need to look beyond simply using water for crop production if we are to comprehensively address the issues of poverty in the region’, says David Molden, IMWI’s former director general and one of the book’s co-authors. ‘Water is a vital resource for many other activities, including small-scale enterprises like livestock and fisheries. This should not be forgotten in the rush to develop large-scale infrastructure.’

Improving governance, especially coordination among Nile Basin country governments, is another crucial aspect of ensuring that the poor benefit from the basin’s water resources. The book argues that the establishment of a permanent, international body—the Nile Basin Commission—to manage the river would play a key role in strengthening the region’s agriculture, socio-economic development and regional integration.

‘The Nile Basin is as long as it is complex—its poverty, productivity, vulnerability, water access and socio-economic conditions vary considerably’, says Molden. ‘Continued in-depth research and local analysis is essential to further understanding the issues and systems, and to design appropriate measures that all countries can sign on to.’

Interestingly, the book counters a common tendency to exaggerate reports of conflict among these countries over these complex management issues. ‘Past experience has shown that countries tend to cooperate when it comes to sharing water’, says Alain Vidal, CPWF’s director. ‘On the Nile, recent agreements between Egypt and Ethiopia show that even the most outspoken Basin country politicians are very aware that they have much more to gain through cooperation than confrontation.’

Alan Duncan is a livestock feed specialist at the International Livestock Research Institute (ILRI) and joint Basin leader of the Nile Basin Development Challenge Programme (NBDC). Duncan joined ILRI in 2007 coming from the Macaulay Institute in Scotland. He has a technical background in livestock nutrition but in recent years has been researching institutional barriers to feed improvement among smallholders. Livestock-water interactions are a key issue in Ethiopia, particularly in relation to competition for water between livestock feed and staple crops. This is a core research topic for the NBDC and Duncan has built on pioneering work in this field led by ILRI’s Don Peden. As the cooking pot turns: Staple crop and animal foods are being ‘recalibrated’ for a warmer world

CGIAR has just published a really useful snapshot of the world’s major food crops, animals and tree and water resources and what is likely to happen to them in the face of climate change, the effects of which on food production will require reexamining what’s in the cooking pot, especially in regions where people already do not get enough to eat. CGIAR, the world’s leading international agricultural-research-for-development organization, has just done something really useful. It has published a snapshot of how climate change is likely to affect key food crops and livestock farming and natural resources in poor countries, where these staple foods and resources remain the backbone not only of food security but also of national economies. What happens to maize and wheat and rice and cattle and goats and sheep and trees and water, for example, will foretell what happens to the 1 billion people living in severe poverty today.

This snapshot summarizes the state of knowledge on 21 CGIAR crop commodities as well as on the ‘living’ livestock assets of the poor and the water and tree resources on which they depend.  The study, Impacts of climate change on the agricultural and aquatic systems and natural resources within the CGIAR’s mandate, should help decision-makers at all levels prepare better for future food production on our warming planet.

The summaries, written by scientists at 14 of the 15 CGIAR centres, outline the importance of each commodity for food and nutrition security, its biological vulnerability to climate change, and the likely socio-economic vulnerability of the people affected.

The study shows points up some surprising gaps in our knowledge. For example, crops like cassava and yam, which make critically important contributions to the food security of millions of people and are highly climate-resilient, have been little studied in relation to a changing climate. We also know little about how multiple stressors of animals and plants may combine. We also have big knowledge gaps about likely impacts of climate change on weed, pest and disease complexes. We need this information to help identify and evaluate the trade-offs and synergies of particular climate change adaptation and mitigation options in different places.

A few things are already for certain. We must develop hardier varieties of maize, rice and wheat—the three main food staples around the world—quickly to avoid declines in their yields. And the common sources of protein—livestock, fish, and even soybeans—all face difficulties in adapting to the new normal.

Crops and animals till now neglected by major research initiatives, and now considered ‘old-fashioned’ by many, are likely to play an increasingly important role on global food production once again. Drought-resistant camels and goats, ‘famine foods’ such as heat-tolerant cassava and millet, and dual-purpose crops such as protein-rich cowpea (aka black-eyed peas) and groundnut that feed people and animals alike are all likely to come back to the fore in regions with drying or more unpredictable climates.

In some drying regions, smallholders will be forced to switch from crop growing to livestock raising, and/or from raising dairy cows to raising dairy or other goats. This matters to many. As the new CCAFS policy brief reports: ‘In South Asia and sub-Saharan Africa, for example, nearly one billion people living on less than two dollars per day keep livestock; two-thirds of those are women. Fisheries and aquaculture support an additional half-billion people around the world. There is no easy answer for adapting these sectors to changing climates.

But the benefits to people from eating fish and animal protein—as well as raising livestock for their livelihoods—will not evaporate as the planet warms; answers must be found in securing their continued availability.’

While the news seems grim, adaptation is possible. Recent CCAFS research in Africa found that farmers are already adapting to climate change. Some 34% of the farmers interviewed in Africa, for example, have reduced their livestock herd sizes and 48% are managing their feed resources better. The better livestock diets also lower livestock methane emissions per kilogram of milk or meat produced. On the other hand, only 25% of the farmers interviewed have begun using manure or compost to improve their soils and only 10% have begun to manage or store agricultural water.

KARI agricultural innovations big hit with young smart business farmers: ‘Those are OUR people’

The 13th Biennial Scientific Conference and Exhibition at the Kenya Agricultural Research Institute (KARI) took place last week at KARI’s headquarters in Nairobi’s leafy suburb of Loresho.

This correspondent—enamoured of the sea of white tents erected across KARI’s rolling green lawns to showcase hundreds of exhibitors of ‘Agricultural Products, Technologies & Innovations’—never actually made it to the proceedings of the conference itself. But if the conference was anything like the exhibits, it must have been a great success.

My organization, the International Livestock Research Institute (ILRI), tried to distinguish its exhibit on livestock forage research and capacity building from the hundreds of other tents just like it with decorations of African artefacts—wooden bowls, woven baskets and traditional cloths and the like—as well as safari chairs inviting passersby to come inside for a conversation. So successful were we that many people upon entering the ILRI tent promptly asked to buy some of the display items (and were promptly disappointed when we told them they weren’t for sale.) The big cattle and camel bells were also a big hit, with the visitors having to explain to ILRI staff the difference between the bell sounds appropriate for cows and those for bulls!

We were at KARI to promote opportunities for young Kenyan scientists to train at ILRI, the headquarters of which are located just a 15-minute drive from KARI. And we showcased our collaborative research with KARI scientists, including Solomon Mwendia, on disease-resistant varieties of Napier grass, aka ‘elephant grass’, on which so many Kenyan smallholder farmers depend for feeding their milk cows.

Visitors showed great interest in ILRI printed materials about improved forages and feeds (lab lab, oats, vetch), seed samples and Napier grass cuttings and leaves, and a research-based feed assessment tool for selecting appropriate feeds for different regions.

‘The demand for information was huge’, says Alexandra Jorge, who heads ILRI’s Forage Genebank, in Addis Ababa, Ethiopia, and came down to Nairobi to answer questions and provide expertise at KARI’s week-long event. ‘We had questions about the best feeds for dairy goats, how to maximize forage production for feeding dairy cows, the best methods for raising pigs, the best breeds of chickens to keep, how to transition to stall-fed (‘zero grazed’) dairy animals, how to start hydroponic and screen-house forage production, and what climate change is likely to change in Kenyan agriculture—and what livestock farmers can do now to cope with it.’

‘I really enjoyed participating in this exhibit,’ Jorge says ‘having real contact with our users and clients and chatting about their challenges and projects. It made me think hard about what we researchers do and the impact and benefits we can bring to farmers. It also made me realize how little I know about the work that many colleagues are doing and that we should make this information much more available.’

‘It was amazing to see the amount of interesting and innovative work KARI and many Kenyan universities are doing. Many people had stories to share, or tasty food, like the amazing sorghum sausages that taste just like meat!’

ILRI research manager Sandra Rwese was most impressed with the number of young entrepreneurs at this event looking for agricultural innovations and good ideas. ‘Scores of youth finding few jobs in urban areas appear to be calling city life quits and heading to rural farming villages. The numbers of these young new farmers that I met at the KARI event are much larger than I’d expected. This young generation is clearly keen on taking agriculture and livestock farming to the next level.’

Jane Gitau, a communications officer at ILRI, agrees. ‘Many of the visitors to ILRI’s tent inquiring about better methods of livestock keeping appeared to be in their thirties and early forties. They wanted information to take away with them; they wanted to learn more efficient methods of farming. It was refreshing to witness this drive to make agriculture a knowledge-based business. As we explore these innovations, incorporating technology such as effective video conferencing tools can significantly enhance communication and collaboration among young farmers interested in improving their practices. Additionally, implementing SEO services can help these farmers access valuable online resources and reach a wider audience, fostering growth and sharing of agricultural knowledge. ‘Walking from booth to booth’, Gitau said, ‘I was amazed to see all that KARI had to offer from its 22 centres countrywide, from Kibos to Kiboko, Muguga to Thika, each with a different mandate in agricultural research. Staff from KARI’s Kiboko Research Station, located about 150 km southeast of Nairobi and the institute’s drylands station, exhibited various imported and hybrid rangeland grasses they are trialing. KARI’s Muguga Station was exhibiting some of Kenya’s important plant and livestock genetic resources. And an improved rice variety grown under irrigation at Kibos, in western Kenya, was on display, along with rice flour, rice cakes, rice doughnuts and rice cookies!’

Finally, Gitau remarked on the close connections KARI has to its constituency. ‘Those of us manning the ILRI booth often directed visitors to the many KARI booths to get their specific farming and livestock keeping questions answered. These people sought practical help and region-specific recommendations we didn’t have’, Gitau said. ‘When I asked people if they knew where to find KARI, I several times got the reply, ‘Hao ni watu wetu’, colloquial Swahili for, “Those are our people”.

Participatory radio’s power in driving adoption of farming technologies: Lessons from Farm Radio International

A recent study by Farm Radio International shows participatory radio campaigns that use local languages, allow farmer participation and that highlight tested and available technologies are particularly useful in hastening the adoption of new technologies by small-scale farmers in Africa.

In an experiment carried out between 2007 and 2011 under the African Farm Radio Research Initiative, Farm Radio International tested a participatory radio campaign in in Ghana, Malawi, Mali, Tanzania and Uganda. The campaign carried out 49 participatory radio campaigns through 25 state, community and religious radio stations across the 5 countries.

Nearly 80 percent of small-scale farmers in Africa have access to radio and farm radio broadcasts have existed in the continent for a long time but most have not inspired large-scale change.

The African Farm Radio Research Initiative wanted to see how radio could be used to reach farmers at a larger scale. Using radio broadcasts that explained available and tested farming improvements, the initiatives focused on what farmers in the target communities said they wanted. Broadcasts were then scheduled at times that were most convenient to the farmers in each region. The programs featured interviews and content from members of participating ‘active communities’ and each week a successful farmer’s experience was featured in the shows. Listeners were asked to decide if they would try the improvement they had heard about and they were given a chance to comment and be heard through live calls and short message service (SMS).

The study compared the reach and impact of 14 participatory radio campaigns in a participating community and a control community which never received the signals. The experiment also assessed the impact of the broadcasts in the larger community that was reached by the broadcasts.

‘The results were compelling,’ says David Mowbray, the manager in charge of training and standards at Farm Radio. ‘We found that 39 percent of the active listeners and 22 percent of the passive listeners had started new practices to improve their farming since the start of the broadcasts,’ he said. Mowbray, who presented the findings of the survey at the International Livestock Research Institute (ILRI) on 17 September 2012, said that as a result of the initiative, nearly 1 million small-scale farm households tried what they heard on radio in the 5 countries.

‘The participatory radio campaign approach worked because radio programs were broadcast in local languages and allowed farmers to learn from each other,’ said Mowbray.

Farm Radio is now carrying out a follow-up survey to investigate how the adoptions spread after the end of the campaign and if the early adopters have continued using the methods they learnt. The organization hopes to scale out the methodology used in this study to other parts of Africa.

Roots and tubers to the fore: Cassava and sweet potato may improve dairy goat production in Tanzania’s drylands, but will women benefit?

Researchers in Tanzania are exploring how small-scale farmers might better integrate production of root and tuber crops, such as cassava and sweet potatoes, with rearing dairy goats to improve the food and nutritional security of their households.

Surprisingly, few programs in Tanzania have yet focused on integrating these crops with small ruminants, such as goats. This is despite the fact that sweet potato and cassava are among the most important root and tuber crops grown by the country’s farmers, most of whom keep goats. Cassava and sweet potato provide human food in periods of hunger, provide feed for ruminant animals (leaf meal from cassava and vines from the sweet potato plant), and can be grown in semi-arid areas.

With farmers, the scientists are setting up community-managed breeding programs for dairy goats and introducing improved varieties of cassava and sweet potato. Both dairy goats and root crops are new to the study region, the Mvomero and Kongwa districts of Morogoro and Dodoma regions, respectively, where project staff distributed Toggenburg and Norwegian improved breeds of dairy goats to 107 farmers in February 2012.

Drought-tolerant varieties of cassava and sweet potato have never before been farmed at large scale in the region and dairy goat keeping has previously been restricted to the wetter areas of the districts. ‘This is changing now,’ says Faustin Lekule, a professor with Sokoine University of Agriculture, ‘because with the use of these crops, we can now introduce dairy goats in dry agro-pastoral areas.’

Led by Tanzania’s Sokoine University of Agriculture and the University of Alberta, in Canada, the project also involves collaboration with the agricultural research institute in Kibaha, the Kongwa and Mvomero district councils and the Foundation for Sustainable Rural Development, a non-governmental organization. The International Livestock Research Institute (ILRI) is serving as knowledge-support partner for the project and is providing expertise on goat production, gender integration, monitoring and evaluation, and assessing food and nutritional security.

‘We’re combining project- and community-based indicators to ensure that farmer decisions guide the project’s implementation,’ said Pamela Pali, a scientist at ILRI who is leading the monitoring and evaluation component of the project. The project is using a web-based monitoring and evaluation system, set up by ILRI’s Research Methods Group, to collect and share information on how farmers are responding to the project’s interventions.

A gender analysis has been applied from the start of the project, including in its research design. ‘We analyzed gender roles, time use, labour allocation and other gender-related factors associated with raising dairy goats and cultivating root crops,’ said Pali. This information was used to refine the distribution of goats and planting materials to households.

Results from the study sites show that few women own goats or have control over the milk produced and sold from dairy goats. As the demand for milk and milk products increases in cities and milk points, men’s role in milk marketing has taken centre stage. ‘But we also know that livestock activities for women in Africa increase with intensification of production’, says Pali. ‘Seasonal and gender differences in livestock activities such as feeding, watering and milking must be well understood so that we avoid the extra work load on women but ensure that their control over the benefits is increased.’

A key input of the project has been capacity building. Both Sokoine University of Agriculture and the agricultural research institute in Kibaha are training farmers how to raise dairy goats.

‘I received a goat in February this year. As a result of the training, I now understand how to feed the animal, construct a better goat house and identify signs of diseases for my goat. This project has improved my farming skills,’ said Subeida Zaidi, a woman farmer in Kongwa District.

Farmers like Zaidi, who keep goats and grow root crops on small plots typically about one-quarter of an acre, both consume the milk produced by their animals at home and will start to sell it to meet their cash needs. Sustainability is built into this project: once a goat produces offspring, its owner gives a female kid to another farmer, thus ‘passing on the gift’, to use the term made popular by the American non-governmental organization Heifer International.

The project’s monitoring and evaluation trainings have helped farmers clarify their objectives, which include increasing the number of goats they keep, the amount of milk their goats produce and the amount of dual-purpose food-fodder root crops they cultivate. The farmers keep records of their milk production, and this information is supposed to be regularly fed into the web-based monitoring and evaluation system. The researchers are using the information generated to put checks against interventions that are likely to impact women and men, especially those that will narrow the gender, nutrition, income and asset gaps between men and women. The information is also helping project staff and the community members to better understand, and make better use of, the informal markets and ‘value chains’ in the region that the farmers use.

In particular, the University of Alberta is using the project to assess the economic impacts of informal markets, trading and gift giving between households at the village level. Knowing how these informal markets for root crops and goats work will broaden understanding of, and inform, ongoing initiatives in the project.

A new program to help deliver improved nutrition to Africa was recently designed at a workshop in Nairobi on 10–11 September 2012. The expert panel defined research priorities for Australian investments in the sphere of food and nutritional security in sub-Saharan Africa.

The workshop helped advance progress on what Hilary Clinton and others argue is the issue of our time—food security.

Delia Grace, a veterinary epidemiologist and food safety expert at the International Livestock Research Institute (ILRI), in Nairobi, Kenya, says: ‘A consensus is growing that the disconnect between agriculture, health and nutrition is at least partly responsible for the disease burden associated with food and farming’. The Australian International Food Security Centre (AIFSC), a new Australian Government initiative announced in October 2011, and ILRI hosted the 1.5-day workshop to help address this disconnect.

Experts in nutrition, national and subregional food policy, food safety, agricultural production and value chains from across Africa and the world participated.

Participants in the meeting discussed gaps between research on food security, agriculture and nutrition, in line with African priorities and how the  Australian International Food Security Centre can best complement work being undertaken by other organizations. The centre will use the outcomes of the workshop to shape its nutrition program by identifying where to make its initial investments in African food security.

The Australian centre aims to help bridge existing gaps between agricultural innovations and development so as to speed adoption of those innovations for better food and nutritional security of poor people.

Mellissa Wood, director of the Australian International Food Security Centre, says Australia has a role to play in this area. ‘Australia has many similar environments and challenges common to African agriculture. Our expertise in agriculture can help play a role in achieving food security in Africa, including developing more nutritious food,’ Wood said.

Australian agricultural science has experience with climatic variability and extreme climatic events that affect farming, forestry, fisheries and livestock. While eventually working in developing countries across Africa, Asia and the Pacific, the Australian International Food Security Centre is focusing its first efforts in sub-Saharan Africa.

The new Australian centre will work specifically to:

  • increase the nutritional quality, safety and diversity of food
  • reduce food losses after harvest
  • improve access by the poor to markets and other business opportunities
  • build the capacity of local institutions and individuals
  • promote gender equality

‘Livestock insurance project an excellent example of innovative risk management in Kenya’s arid lands’ – Kenyan minister

Kenya’s minister of state for development of northern Kenya and other arid lands, Mohamed Elmi, has praised a livestock insurance project implemented in Kenya by the International Livestock Research Institute (ILRI) and other partners for its role in improving the productivity of the country’s drought-prone arid and semi-arid lands. ‘The index-based livestock insurance project in Marsabit District is an excellent example not just of innovative risk management, but of how, with thought and imagination, basic services such as insurance can be brought within reach of those previously excluded,’ said Elmi.

The minister was speaking last week (7 Sep 2012) at the launch of a five-year Kenya Rural Development Programme at the Kenya Agricultural Research Institute rangeland research station at Kiboko, located in Makueni County. Representatives from the Kenya government, the European Union and international research organizations, including ILRI, participated in the launch.

The Kenya Rural Development Programme is a new five-year agricultural support program funded by the European Union at 66 million euros. It is seeking to improve drought response and management and agricultural productivity in the country’s arid lands and to reduce the vulnerability of people living in these areas.

Jimmy Smith, the director general of ILRI, who attended the launch, said the index-based livestock insurance project is making rangelands-based livelihoods more sustainable.

‘Promoting food security and reducing poverty in arid areas is a key priority for the government. I’m delighted the minister highlighted the role IBLI is playing in this process; ILRI is committed to making an important contribution,’ said Smith.

The insurance project, which was piloted in Marsabit District, in northern Kenya, in 2010, is a component of the Kenya Rural Development Programme. The project is a result of collaborative efforts between ILRI, UAP Insurance, Cornell University and the Index Insurance Innovation Initiative, based at the University of California at Davis. A second phase of the project, which started in southern Ethiopia in August 2012, has received 1 million euros from the European Union.

‘The Kenya Rural Development Programme responds to the development needs of the rural people in Kenya and the support given by the European Union to the agricultural sector will improve the lives of people in the country,’ said Marjaana Sall, deputy head of delegation of the European Union to Kenya.

The event featured displays of European Union-funded activities in Kenya’s rangelands from the Kenya Rural Development Programme, the Kenya Agricultural Research Institute and ILRI, among other exhibitors, and was attended by local community members and farmers in Kiboko.
