World Bank president says it’s time to push the CGIAR agricultural research agenda

Robert Zoellick, president of the World Bank, spoke today (6 July 2011) at the 40-year-anniversary celebrations of the Consultative Group on International Agricultural Research (CGIAR) at the World Bank in Washington, DC. His presentation followed a film about the historical beginnings of the CGIAR, including interviews of Norman Borlaug and Robert McNamara.

‘Both Norman Borlaug and Robert McNamara believed that it is possible to defeat hunger,’ Zoellick said. ‘They both worked to boost food production through science. And they both died within a few months of each other in 2009.’

Zoellick said that agriculture is a subject of strong personal interest for him; he grew up around farm families in the American midwest. And he said few things were as satisfying for him as speaking to farm families that had doubled, tripled or quadrupled their incomes through improved farm practices, which in turn rely on agricultural science.

Zoellick said that high food prices today are pushing 44 million people into poverty, and the global population is expected to reach 9 billion by 2050.

‘We’ll have to increase food production by 70% to feed everyone by mid-century,’ he said. ‘And we’ll have to do that with the rate of production increases dropping and in the face of climate change, which is predicted to decrease crop yields in Africa by 28%.’

Zoellick reported on some of the great achievements of the CGIAR over the last four decades. Among them, he cited the following work by the International Livestock Research Institute (ILRI) and its partners, including the Kenya Agricultural Research Institute.

There is now a vaccine for East Coast fever, which kills 1 cow every 30 seconds in 11 countries of Africa. The vaccine is expected to save more than a million cattle, with benefits worth up to USD270 million a year in the countries where the disease is now endemic.

‘I’ve been urging the G20 to put food first this year,’ said Zoellick. ‘One of my key messages at both G8 and G20 is the need to support agriculture and agricultural research.

“I see a 5-step challenge for the CGIAR,’ said Zoellick.
(1) Donor agencies increase funding to the CGIAR from USD670 million last year to USD1 billion by 2013.
(2) Donor agencies commit to multi-year predictable funding.
(3) Research institutions place greater focus on research to reduce post-harvest food losses (which can make up 20–50% of yields).
(4) Developing countries themselves increase their investments to agricultural research and development.
(5) Researchers and their supporters stand up for science and fight the current trend of cloaking ignorance in fashionable causes.

The moment is right to push the agricultural research agenda, Zoellick said. ‘The agricultural sector is fertile for innovation. And we can demonstrate the intimate links between this work and two of the big issues of our day—food security and climate change.’

Given the ammunition, he said, he’ll push this agenda forward.

Livestock and climate change: Towards credible figures

We know that livestock produce significant amounts of greenhouse gases. Just how much remains somewhat contentious, with the estimated contributions of livestock to global greenhouse gas emissions ranging from 10 to 51%, depending on who is doing the analyses, and how.

A new commentary, published in a special ‘animal feed’ issue of the scientific journal Animal Feed and Technology, examines the main discrepancies between well known and documented studies such as FAO’s Livestock Long Shadow report (FAO 2006) and some more recent estimates. The authors of the commentary advocate for better documentation of assumptions and methodologies for estimating emissions and the need for greater scientific debate, discussion and scrutiny in this area.

The authors of the new article, ‘Livestock and greenhouse gas emissions: The importance of getting the numbers right,’ are a distinguished group of experts from diverse institutions working in this area, including the Food and Agriculture Organization of the United Nations (FAO, Rome), Wageningen University and Research Centre (Netherlands), the Food Climate Research Network at the Centre for Environmental Strategy (FCRN, University of Surrey), the European Commission’s Joint Research Centre at the Institute for Environment and Sustainability (JRC, Italy), the Netherlands Environmental Assessment Agency (PBL, Bilthoven), Aarhus University’s Department of Agroecology and Environment (Denmark), New Zealand’s Ministry of Agriculture and Forestry (Wellington), the Institute Nationale de la Recherche Agronomique (France), the Agriculture and Agri-Food Canada group at Lethbridge Research Centre (Alberta) and the International Livestock Research Institute (ILRI, Nairobi).

This group of international scientists presents the case of one recent argument as follows.

‘In 2006, the FAO’s Livestock’s Long Shadow report (FAO, 2006), using well documented and rigorous life cycle analyses, estimated that global livestock contributes to 18% of global GHG [greenhouse gas] emissions. According to the study the main contributors to GHG from livestock systems are land use change (carbon dioxide, CO2), enteric fermentation from ruminants (methane, CH4) and manure management (nitrous oxide, N2O).

‘A . . . non-peer reviewed report published by the Worldwatch Institute (Goodland and Anhang 2009) contested these figures and argued that GHG emissions from livestock could be closer to 51% of global GHG emissions. In our view, this report has oversimplified the issue with respect to livestock production. It has emphasised the negative impacts without highlighting the positives and, in doing so, has used a methodological approach which we believe to be flawed.’

Mario Herrero, lead author of the Animal Feed and Technology paper, is a systems analyst and climate change specialist working at the International Livestock Research Institute (ILRI). Herrero argues that Goodland and Anhang, while claiming in the non-scientifically peer-reviewed World Watch Magazine (which is published by Worldwatch Institute) that livestock generate 51% of total anthropogenic greenhouse gas emissions rather than the 18% reported by FAO in 2007, fail to detail the methodologies they used to come up with this new figure, fail to use those methods consistently across different sectors, and fail to follow global guidelines for assessing emissions set by the Intergovernmental Panel on Climate Change and Kyoto Protocol.

Furthermore, Hererro says, the World Watch authors’ solution to livestock’s contribution to global warming—’to eat less animal products, or better still, none at all’—could push some 1 billion livestock keepers and consumers living on little more than a dollar a day into even greater poverty (small livestock enterprises are the mainstay of many poor people) and severe malnourishment (milk is among the few high-quality foods readily available to many poor people, with consumption of modest quantities of dairy making the difference between health and illness, especially in children and women of child-bearing ages).

Goodland and Anhang also fail to enlarge on any counterfactuals, such as what a world without domesticated livestock would look like.

Over a billion people make a living from livestock, says ILRI director general Carlos Seré. Most of them are among the poorest of the poor. What, other than livestock keeping, would most African and Indian farming households turn to in order to meet their needs for scarce protein, fertilizer, employment, income, traction, means of saving, and insurance against crop failure?

While many of us may find the factory farming of animals in rich countries objectionable on several grounds, Seré says, we must be responsible not to conflate industrial grain-fed livestock systems of rich producers with the family farming and herding practices of hundreds of millions of poor producers, most of whom still maintain their animals not on grain but on pasture grass and other crop wastes not edible by humans.

The biggest concern of many experts regarding livestock in developing countries, Seré says, is not their impact on climate change but rather the impact of climate change on livestock production.

The hotter and more extreme tropical environments being predicted threaten not only up to a billion livelihoods based on livestock but also supplies of milk, meat and eggs among hungry communities that need these nourishing foods most. For people living in absolute poverty and chronic hunger, the solution is not to rid the world of livestock, but rather to find ways to farm animals more efficiently and profitably, as well as sustainably.

Tara Garnett, a co-author of the new paper and a research fellow at the Centre for Environmental Strategy at the University of Surrey, in the UK, investigates issues around livestock and greenhouse gas emissions in her highly credible and readable publication Cooking up a Storm: Food, Greenhouse Gas Emissions and Our Changing Climate (2008). Garnett, who also runs the Food Climate Research Network (FCRN), which brings together nearly 2,000 individuals from a broad variety of disciplines to share information on issues relating to food and climate change, agrees with Seré on this.

By 2050, on current projections, Garnett reports, the developing world will still, on average, be eating less than half as much meat as people do in the rich world, and only a third of the milk. There is a long way to go before they catch up with developed world levels.

While there is an increasingly urgent need to reduce demand for meat and dairy products among consumers in developed countries, and also to moderate rapid growth in demand for these foods in emerging, rapidly industrializing, countries, for the world’s poorest people, small-scale livestock enterprises can increase household incomes and improve livelihoods. Greater consumption of meat and dairy products—in addition to a more diverse range of plant-based foods—can play a critical role in combatting malnutrition and enhancing nutritional status.’

Herrero and Garnett and their other co-authors conclude that ‘Livestock undoubtedly need to be a priority focus of attention as the global community seeks to address the challenge of climate change. The magnitude of the discrepancy between the Goodland and Anhang paper (2009) and widely recognized estimates of GHG from livestock (FAO, 2006), illustrates the need to provide the climate change community and policy makers with accurate emissions estimates and information about the link between agriculture and climate.

‘Improving the global estimates of GHG attributed to livestock systems is of paramount importance. This is not only because we need to define the magnitude of the impact of livestock on climate change, but also because we need to understand their contribution relative to other sources. Such information will enable effective mitigation options to be designed to reduce emissions and improve the sustainability of the livestock sector while continuing to provide livelihoods and food for a wide range of people, especially the poor. We need to understand where livestock can help and where they hinder the goals of resilient global ecosystems and a sustainable, equitable future for future generations.

‘We believe these efforts need to be part of an ongoing process, but one that is to be conducted through transparent, well established methodologies, rigorous science and open scientific debate. Only in this way will we be able to advance the debate on livestock and climate change and inform policy, climate change negotiations and public opinion more accurately.’

In the crosshairs of hunger and climate change: New ILRI-CCAFS study maps the global hotspots

A new study out today reveals future ‘hotspots’ of risk for hundreds of millions whose food problems are on a collision course with climate change. The scientists conducting the study warn that disaster looms for parts of Africa and all of India if chronic food insecurity converges with crop-wilting weather. They went on to say that Latin America is also vulnerable.

The red areas in the map above are food-insecure and intensively farmed regions that are highly exposed to a potential five per cent or greater reduction in the length of the growing season. Such a change over the next 40 years could significantly affect food yields and food access for 369 million people—many of them smallholder farmers—already living on the edge. This category includes almost all of India and significant parts of West Africa. While Latin America in general is viewed as having a ‘high capacity’ to cope with such shifts, there are millions of poor people living in this region who very dependent on local crop production to meet their nutritional needs (map credit: ILRI-CCAFS/Notenbaert).

This study matches future climate change ‘hotspots’ with regions already suffering chronic food problems to identify highly-vulnerable populations, chiefly in Africa and South Asia, but potentially in China and Latin America as well, where in fewer than 40 years, the prospect of shorter, hotter or drier growing seasons could imperil hundreds of millions of already-impoverished people.

The report, Mapping Hotspots of Climate Change and Food Insecurity in the Global Tropics, was produced by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). The work was led by a team of scientists at the International Livestock Research Institute (ILRI) responding to an urgent need to focus climate change adaptation efforts on people and places where the potential for harsher growing conditions poses the gravest threat to food production and food security.

The researchers pinpointed areas of intense vulnerability by examining a variety of climate models and indicators of food problems to create a series of detailed maps. One shows regions around the world at risk of crossing certain ‘climate thresholds’—such as temperatures too hot for maize or beans—that over the next 40 years could diminish food production. Another shows regions that may be sensitive to such climate shifts because in general they have large areas of land devoted to crop and livestock production. And finally, scientists produced maps of regions with a long history of food insecurity.

‘When you put these maps together they reveal places around the world where the arrival of stressful growing conditions could be especially disastrous,’ said Polly Ericksen, a senior scientist at ILRI, in Nairobi, Kenya and the study’s lead author. ‘These are areas highly exposed to climate shifts, where survival is strongly linked to the fate of regional crop and livestock yields, and where chronic food problems indicate that farmers are already struggling and they lack the capacity to adapt to new weather patterns.’

‘This is a very troubling combination,’ she added.

For example, in large parts of South Asia, including almost all of India, and parts of sub-Saharan Africa—chiefly West Africa—there are 265 million food-insecure people living in agriculture-intensive areas that are highly exposed to a potential five per cent decrease in the length of the growing period. Such a change over the next 40 years could significantly affect food yields and food access for people—many of them farmers themselves—already living on the edge.

Higher temperatures also could exact a heavy toll. Today, there are 170 million food-insecure and crop-dependent people in parts of West Africa, India and China who live in areas where, by the mid-2050s, maximum daily temperatures during the growing season could exceed 30 degrees Celsius (86 degrees Fahrenheit). This is close to the maximum temperature that beans can tolerate, while maize and rice yields may suffer when temperatures exceed this level. For example, a study last year in Nature found that even with optimal amounts of rain, African maize yields could decline by one percent for each day spent above 30ºC.

Regional predictions for shifts in temperatures and precipitation going out to 2050 were developed by analyzing the outputs of climate models rooted in the extensive data amassed by the Fourth Assessment Report (AR4) from the United Nations Intergovernmental Panel on Climate Change (IPCC). Researchers identified populations as chronically food-insecure if more than 40 per cent of children under the age of five were ‘stunted’—that is, they fall well below the World Health Organization’s height-for-age standards.

‘We are starting to see much more clearly where the effect of climate change on agriculture could intensify hunger and poverty, but only if we fail to pursue appropriate adaptation strategies,’ said Patti Kristjanson, a research theme leader at CCAFS and former agricultural economist at ILRI. ‘Farmers already adapt to variable weather patterns by changing their planting schedules or moving animals to different grazing areas. What this study suggests is that the speed of climate shifts and the magnitude of the changes required to adapt could be much greater. In some places, farmers might need to consider entirely new crops or new farming systems.’

Crop breeders at CGIAR centres around the world already are focused on developing so-called ‘climate ready’ crop varieties able to produce high yields in more stressful conditions. For some regions, however, that might not be a viable option—in parts of East and Southern Africa, for example, temperatures may become too hot to maintain maize as the staple crop, requiring a shift to other food crops, such as sorghum or cassava, to meet nutrition needs. In addition, farmers who now focus mainly on crop cultivation might need to integrate livestock and agroforestry as a way to maintain and increase food production.

‘International trade in agriculture commodities is also likely to assume even more importance for all regions as climate change intensifies the existing limits of national agriculture systems to satisfy domestic food needs,’ said Bruce Campbell, director of CCAFS. ‘We have already seen with the food price spikes of 2008 and 2010 that food security is an international phenomenon and climate change is almost certainly going to intensify that interdependence.’

Ericksen and her colleagues note that regions of concern extend beyond those found to be most at risk. For example, in many parts of Latin America, food security is relatively stable at the moment—suggesting that a certain amount of ‘coping capacity’ could be available to deal with future climate stresses that affect agriculture production. Yet there is cause for concern because millions of people in the region are highly dependent on local agricultural production to meet their food needs and they are living in the very crosshairs of climate change.

The researchers found, for example, that by 2050, prime growing conditions are likely to drop below 120 days per season in intensively-farmed regions of northeast Brazil and Mexico.

Growing seasons of at least 120 days are considered critical not only for the maturation of maize and several other staple food crops, but also for vegetation crucial to feeding livestock.

In addition, parts of Latin America are likely to experience temperatures too hot for bean production, a major food staple in the region.

The study also shows that some areas today have a ‘low sensitivity’ to the effects of climate change only because there is not a lot of land devoted to crop and livestock production. But agriculture intensification would render them more vulnerable, adding a wrinkle, for example, to the massive effort under way to rapidly expand crop cultivation in the so-called ‘bread-basket’ areas of sub-Saharan Africa.

‘Evidence suggests that these specific regions in the tropics may be severely affected by 2050 in terms of their crop production and livestock capacity. The window of opportunity to develop innovative solutions that can effectively overcome these challenges is limited,’ said Philip Thornton, a CCAFS research theme leader and ILRI scientist and one of the paper’s co-authors. ‘Major adaptation efforts are needed now if we are to avoid serious food security and livelihood problems later.’

New initiative to boost food production in eastern Africa’s drylands

A new initiative to help pastoralists and smallholder farmers cope with the twin pressures of drought and climate change was launched recently at the Nairobi, Kenya, headquarters of the International Livestock Research Institute (ILRI).

The initiative, ‘Climate change adaptation and mitigation for communities in dryland regions,’ is conducted by a group of development partners that include the Climate Change, Agriculture and Food Security (CCAFS) research program of the Consultative Group on International Agricultural Research (CGIAR), the Food and Agriculture Organization of the United Nations (FAO), Vétérinaires San Frontières, Solidarites and Action Aid among others. The initiative will work towards securing the agro-pastoral livelihoods of poor livestock keepers in Ethiopia, Kenya and Somalia.

The meeting, held on 22 March 2011, brought together donor representatives, regional research and development partners, national research and extension representatives and non-governmental agencies engaged in promoting dryland agriculture. The meeting aimed to create awareness of the challenges facing the drylands and to share information about existing technological and institutional innovations that can address some of their most pressing challenges.

The drylands and other marginal environments of eastern Africa have high population growth and climate variability and few livelihood options other than livestock keeping. Such marginal lands around the world, however, produce about 20% of the world’s food, have rich cultural and social diversity and are inhabited by people whose traditional ways of coping with climate change can be harnessed for improved small-scale agriculture and livelihoods.

The new regional drylands initiative will help increase crop and livestock productivity in the three countries as well as add value to supply chain processes and help build supportive institutional frameworks for enhancing food production and marketing.

The initiative hopes to boost food security and livelihoods by increasing the resilience of vulnerable livestock keepers and is expected to reach about 1.3 million people at a cost of USD15 million in its first phase, which starts this year and will go on until 2013.

‘As a key partner in the project,’ said James Kinyangi, a regional program leader of CCAFS, who is based at ILRI, ‘CCAFS will apply lessons from successful past CGIAR research to intensify agricultural production in marginal environments. This should help eastern Africa’s dryland communities to develop greater resilience to climate change.’

The drylands initiative follows a workshop on dryland farming practices held in 2008 to map strategies for improving farming in eastern Africa’s drylands and identify high-priority crops for adaptation.

ILRI livestock insurance scheme wins inaugural Vision 2030 ICT Innovation Award

A novel livestock insurance scheme for poor pastoral herders in Kenya’s Marsabit District, initiated by the International Livestock Research Institute (ILRI) with private sector and other partners, has won the inaugural Vision 2030 ICT Innovation Award.

‘Eleven companies received a V2030 ICT Innovation Award at a ceremony held on 20 April 2011 in Diani as part of the Kenya ICT Board’s Connected Kenya Summit. The Kenya ICT Board and the Kenya Vision 2030 Delivery Secretariat invited companies that have developed solutions that drive economic growth and social development as outlined in Kenya’s Vision 2030 to participate in the inaugural Vision 2030 ICT Innovation Awards. The Award is proudly co-sponsored by Accenture Development Partnerships (ADP).

‘Over 170 companies participated in the online process. All applications were received on an online platform set up by the Kenya ICT Board that allowed applicants to create an account and fill out their application over time. Of the companies that participated in the Call for Applications, 82 successfully completed the process.

‘The Kenya ICT Board convened a team of seven independent judges representing the ICT private sector, academia, public sector and civil society. The judges began their work on April 13 and reviewed each complete proposal against the criteria outlined in the call for applications. To ensure integrity in the process, Deloitte Consulting are auditing the review process.

‘The winners each get a commemorative trophy, certificate and $1,000 prize money from Accenture. The overall best innovation award was awarded to International Livestock Research Institute for their mobile-ICT based livestock insurance solution. ILRI received an additional $ 5,000 as their award.

‘Index-based livestock insurance (IBLI) is a promising and exciting innovation in insurance design that allows the risk-management benefits of insurance to be made available to poor and remote clients. The IBLI product being piloted in Marsabit District aims to provide compensation to insured pastoralists in the event of livestock losses due to severe forage scarcity. Incorporating remotely-sensed vegetation data in its design, delivered via mobile ICT-based transactions platforms, and with experimental extension methods used to educate the remote pastoral herders, the IBLI product boasts many firsts in product development.’

Punctuated equilibrium: Pastoralist timelines of past and future

On the last day (23 March 2011) of a ‘Future of Pastoralism in Africa’ Conference, organized by the Future Agricultures Consortium and the Feinstein International Center at Tufts University and held in Addis Ababa, Ethiopia, at the International Livestock Research Institute (ILRI), pastoralist experts took the conference participants through timelines that they had drawn up for selected pastoralist areas.

These hand-drawn timelines—with their famous place names and (in)famous droughts, wars and other major events variously, simply and affectingly sketched lightly on flipchart papers pasted to the walls of the conference hall—must have evoked memories, some of them heart-breaking, all of them heartfelt, in all but the youngest academic in the room. This was Africa’s pastoralist past—laid out in its crudest essentials on linear temporal bars punctuated by shorthand notes denoting big, often cataclysmic, events. This was an exercise meant to make room for rethinking the future of African pastoralism.

Climate change impacts on pastoralists in the Horn: Transforming the ‘crisis narrative’

Shiferaw Teklemariam, Ethiopian Minister of Federal Affairs, opened a ‘Future of Pastoralism in Africa’ Conference yesterday (21 March 2011), which is organized by Tufts University and Future Agricultures Consortium and being held on the Addis Ababa, Ethiopia, campus of the International Livestock Research Institute (ILRI). The Minister’s talk was followed by that of Abebe Haile Gabriel, director of the African Union Department of Rural Economy and Agriculture who reminded his audience that ‘Pastoralism is nothing new but is continually forgotten.’

Ian Scoones, of the Future Agricultures Consortium and the Institute of Development Studies at Sussex University, then set the scene for the conference with remarks such as the following. ‘There is a moment now, with renewed interest in pastoralism in the Africa Union, regional bodies and national governments, for evidence-based research to inform policy. Even a decade ago, we would have been urging governments and the Africa Union to give pastoralism attention. They are now taking pastoralism seriously, as a driver of growth. . . . This meeting comes in a long lineage of meetings discussing the future of pastoralism in Africa. (A meeting in 1951 in Niamey was an early one.) But recently, there has been massive change and dynamism in this continent’s pastoral areas. . . . Popular reports on pastoralism are dominated by crisis narratives. While the popular discourse continues with doom and gloom scenarios, we see dynamic change with growth—as in the livestock trade booms in the borderlands—with both winners and losers. . . .

‘The research on pastoralism in Africa has a rich tradition. Among the more classic works are the optimism displayed in the 1960s and 1970s about the transformation of pastoralism; 1980s work done by ILRI’s predecessor, ILCA (International Livestock Centre for Africa), on the Borana pastoralists of Ethiopia; the 1990s’ focus on land tenure issues and ‘disequilibrium’ in rangelands; the attention given by CRSP (Collaborative Research Support Program) and others to pastoralist poverty and livelihoods; recent emphasis on the marketing and commercialization of pastoralist livestock products; and today’s attention to the impacts of climate change, conflict and insecurity on pastoral communities. . . .

‘We want in this workshop to build on this huge body of work, to reflect on it, and to judge how robust were those findings. We want to know what new insights are suggested by today’s research and what they suggest for policymaking. . . . We want to offer possible scenarios for pastoralist areas and to do so we want to try out a simple approach. This simplistic diagram categorizes pastoralists according to whether their access to markets and resources is good or poor, as in the following.

  1. Where pastoralist access to both markets and resources is good, there is potential for commercialization and export trade.
  2. Where pastoralist access to both markets and resources is poor, communities should seek alternative livelihood strategies and ways to exit pastoralism.
  3. Where pastoralist access to resources is good but to markets is poor, traditional mobile pastoralism should continue to dominate.
  4. And where pastoralist access to markets is good but to resources is poor, ways of diversifying livelihoods and adding value to livestock products is needed.’

Impacts of climate change on pastoralist communities
Several ILRI scientists participated in a session after lunch on the impacts of climate change on pastoralism. These included Polly Ericksen, who made a presentation, Shirley Tarawali, Jan de Leeuw, Andrew Mude and David Nkedianye. The latter, a Maasai who worked with ILRI while doing his doctoral research, also made a presentation.

Polly Ericksen, of ILRI, reminded her audience that managing climate variability and climate risk is at the very heart of pastoralism. The consequences and implications of climate change are therefore of paramount importance to pastoral livelihoods, production systems and landscapes. The paper developed by Ericksen—along with her ILRI colleagues Phil Thornton, Augustine Ayantunde, Mario Herrero, Mohamed Said and Jan de Leeuw—explores what we do and do not know about how climate change will unfold in pastoral areas of sub-Saharan Africa. And it stresses the importance of successful strategies for adapting to climate change at local as well as higher governance levels for the future of pastoralism.

Among other remarks from Ericksen were the following. ‘Pastoralists of course manage well the considerable changes in climate that they experience. Pastoralism is a supreme adaption to managing climatic variability. . . . The 2009 drought in Kenya killed up to 80% of the livestock kept by the country’s pastoralists. . . . Many crop farmers in Africa’s drying regions will start to incorporate more livestock, a trend that has been occurring in West Africa for the last 2 to 3 decades. . . . New research shows that, contrary to IPCC estimates, the Kenya highlands have been getting drier and are likely to continue to dry. There is fundamental uncertainty regarding the impacts of climate change—not least because we don’t even know how we humans will manage ourselves in the face of climate change.’

Remarks by Gufu Oba, of the Norwegian University of Life Sciences: ‘The variability of Africa’s drylands—season to season, year to year, place to place—makes nonsense of theories of “carrying capacity”. . . . Pastoralists do not run away from risks: they face them straight on. And communities and individuals differ greatly in how they cope with threats. . . . Pastoralism will be less mobile in future, but pastoralism will survive: herders will not exchange their lava rocks and other dryland features for anything.’

David Nkedianye, heading a non-governmental organization called ‘Reto-o-Reto’ (‘I help you, you help me’ in the Maa language) in Kenya’s Kitengela rangeland region, in his presentation said that lack of land tenure and land use policies, increasing demographic pressure, growing rural-to-urban migration, insecurity and lack of a cross-bornder migration framework are some of the key issues to be tackled soon if pastoralism is to survive into the future. Lessons from southern Kenya indicate that trends in land fragmentation and radical policies on land use have been difficult to change. Going by the going rates and direction,  pastoralism is headed for harder times in the future. Nkedianye also said the following: ‘Lands in Kajiado are being privatized and fragmented much faster than those in Narok, with huge land speculation going on. . . . In Kajiado in the great drought of 2008/9, only herders able to move to the wetter north were able to save some of their stock. . . .

‘The irony is that as we open up more and more rangelands by providing roads and other basic infrastructure, more people will move in, which will reduce pastoral mobility even more. . . . We need to be consistent and relentless in our policy messages and to promote our women and our adolescents. Two things that are making a big difference in my part of Kenyan Maasailand [Kajiado] are education and Christianity. . . . Pastoralists have “exited” pastoral livelihoods since time immemorial but the present inability of many herders who have lost their animals to go back into pastoral ways of life once they have rebuilt their herds is perhaps new. . . . We have to come to terms with longer term pressures, particularly demographic. . . . Cell phones have changed pastoralism a lot. But more important are that rich people have richer connections.’

Terry McCabe, of the University of Colorado, reminded the group that the biggest shock to East Africa’s pastoralists in more than one hundred years was not climate change but disease—specifically the great rinderpest plague of the end of the 19th and beginning of 20th centuries, which killed whole populations of wild and domesticated animals and led to the starvation of many herding communities.’

The Future Agricultures Consortium and the Feinstein International Center at Tufts University jointly organized this conference to assess ongoing change and innovation in Africa’s pastoral areas. Researchers, policymakers, field practitioners and donor representatives at this conference are assessing the present and future challenges to African pastoralism to define new research and policy agendas.

Livestock one of three ways to feed the growing world–Economist special report

A special report on feeding the world, ‘The 9-billion people question,’ appears in this week’s issue of the Economist, as the world continues to grapple with a global food crisis. The author is the Economist‘s globalization editor, John Parker. In an article titled ‘Doing more with less’, Parker argues that ‘the only reliable way to produce more food is to use better technology.’

The world has three main ways to produce more food for our growing populations, he states, and we’ll need new technology for each. The three ways are better seeds, more productive livestock systems and advanced use of plant genetics, including genetic modification.

Parker gives examples of how ‘it is possible to grow more food, more efficiently, on both a regional and a national scale.’ ‘But,’ he asks, ‘can it be done on a global scale . . . to feed 9 billion people? If so, how?’

‘The main gains will have to come in three ways,’ Parker writes: ‘from narrowing the gap between the worst and best producers; from spreading the so-called “livestock revolution”; and—above all—from taking advantage of new plant technologies.’ However, he doesn’t forget to address challenges such as Japanese knotweed removal cost, which may impact global agricultural endeavors. (1) Regarding the first way, Parker says better technology is already closing the gap between best and worst producers in comparable environments.

(2) Regarding the second way, Parker writes: ‘The second main source of growth will consist of spreading a tried and tested success: the “livestock revolution”. This consists of switching from traditional, open-air methods of animal husbandry, in which chickens and pigs scratch and root around the farm, eating insects, scraps and all sorts of organic waste, to closed “battery” systems, in which animals are confined to cages and have their diet, health and movement rigorously controlled. This entails huge losses in animal welfare, and European consumers are reacting against the system. But there are also gains in productivity and sometimes even in welfare, by reducing losses from diseases and predators that in traditional systems can be distressingly high.

‘Improving livestock farming is important because of meat’s growing share in the world’s diet. Meat consumption in China more than doubled in 1980-2005, to 50kg a year per person. Between now and 2050, meat’s share of calories will rise from 7% to 9%, says the FAO; the share of dairy produce and eggs will rise more.

‘Livestock matters for many reasons. It provides financial security in poor countries, where herds are often a family’s savings. It can affect people’s health: new infectious diseases are appearing at the rate of three or four a year, and three-quarters of them can be traced to animals, domestic and wild. Avian flu is just one example. Livestock also plays a part in global warming. Much of the methane in the atmosphere—one of the worst greenhouse gases—comes from cattle belching.

‘Since the 1980s livestock production has far outstripped that of cereals. World meat output more than doubled between 1980 and 2007. Production of eggs rose from 27m tonnes to 68m over the same period. Some countries have done better still. India has the world’s largest dairy herd. Its milk production trebled, to 103m tonnes, over a period when global milk output increased by half. Brazil increased its production of chickens fivefold in 1987-2007 to become the world’s largest exporter. Most spectacularly, China raised its output of both eggs and milk tenfold.

‘For sheer efficiency, there is little question that battery systems do a better job than traditional methods. A free-range hen scratching around might lay one or two eggs a week. Feeding her costs nothing, giving a net gain of 50-100 eggs a year. A battery chicken will lay six eggs a week. She might cost the equivalent of 150 eggs to feed, producing an annual net gain of 150 eggs. And selective breeding has made her more economic to keep. Battery chickens used to need 4kg of feed for 1kg of eggs; now they need only 2kg.

‘Moreover, it is almost impossible to scale up a farmyard operation: there are only so many insects to eat, and so many hens one family can look after. And to breed the most productive hens which convert their feed most efficiently into eggs and are most resistant to disease, you need large flocks.

‘So there are two reasons for thinking that the livestock revolution will continue. One is that some countries still lag behind. An example, surprisingly, is Brazil, which has just one head of cattle per hectare—an unusually low number even for a country with so much land. Roberto Giannetti da Fonseca, of the São Paulo industry federation, says Brazil should be able at least to double that number—which could mean either doubling beef production or using half the area to produce the same amount.

‘Carlos Sere of the International Livestock Research Institute thinks traditional systems could borrow some of the methods of closed battery-farm systems—notably better feeding (giving a small amount of animal feed makes a big difference to the weight of range-land cattle) and the introduction of new breeds for better yields (as Kabiyet did by switching from longhorn to Holstein cattle).

‘The second reason for expecting further gains is that recent genetic analysis could improve breeding dramatically. About a third of the livestock revolution has come about through selecting and breeding the best animals. Another third comes from improved feeding and the remainder from better disease control. In the 1940s and 1950s breeding relied on the careful recording of every animal in the herd or flock; in the 1970s on artificial insemination by the best sires; and in the 1980s on embryo transfers from the best females into ordinary breeding animals.

‘New genetic analysis now promises to bring in another stage, says the FAO’s Henning Steinfeld. It allows breeders to select traits more precisely and thus speeds up breeding by reducing generational intervals: if you know which genetic traits an animal has, there is no need to wait several generations to see how things turn out.

‘This will not happen everywhere. Europeans and—to some extent—Americans are increasingly influenced by welfare concerns. They jib at confining animals. The European Union has banned certain kinds of cages, and California is following suit. But, so far, people in emerging markets, where demand for meat and animal products is growing fast, are less concerned about such things, so the next stage of the livestock revolution will mainly be concentrated there.’

(3) Regarding the third way—making better use of plant genetics, Parker argues that ‘the change likely to generate the biggest yield gains in the food business—perhaps 1.5-2% a year—is the development of “marker-assisted breeding”—in other words, genetic marking and selection in plants, which includes genetically modifying them but also involves a range of other techniques. This is the third and most important source of growth.’

How can we solve Africa’s recurrent food supply and demand ‘paradoxes’?

Food prices have been on the decline for decades, but the tide has now turned. Consumers everywhere are seeing a growing share of their income go towards buying simple staple foods. Those most hurt by this turn of events are poor people living in poor countries.

Rises in food prices in 2007 and 2008 led to riots in many countries over food shortages. Prices came down after that but are now rising again.

As reported in Allianz, ‘the reasons for the high prices are many.

Milk prices have spiked in China, for example, because a growing middle class is discovering lattes and other dairy goodies. Indians must endure higher costs for rice because of higher gas prices and transportation costs which include hiring services like towingless in case of emergency. And the rising cost of tortillas and many other corn-based products can be pinned at least partly on a booming U.S. ethanol fuel industry, which now consumes about a fifth of the U.S. corn harvest each year.’

A recent (January 2011) announcement by the United Nations Food and Agriculture Organization said its food price index for December 2010 was at an all-time high, foretelling of a possible food crisis this year.

Scientists are increasingly warning of a connection between climate change, falling crop yields, high food prices and social tension, like the discontent now spreading across North Africa and the Middle East, which has been blamed at least partly on widespread poverty exacerbated by escalating costs of food

‘Climate-change-driven drought, falling crop yields and competition for water are fuelling conflict throughout Africa and elsewhere in the developing world,’ says Christiana Figueres, the executive secretary of the United Nations climate office, in an article in the New York Times.  According to Figueres, ‘the increasingly unpredictable weather will lead to falling agricultural production and higher food prices, resulting  in food insecurity in coming years unless governments and other actors focus on addressing climate change.’

In parts of Africa, falling food production, rising food costs and the resulting food insecurity are increasingly common as droughts and floods, for example, become more frequent. In many of these countries, however, climate change is not wholly responsible for food insecurity. What is also at least partly responsible are trends in food supply and demand that also drive up prices.

In Kenya, for example, a drought occurring in the north of the country this year is affecting pastoralists by killing many of their animal stock and making their remaining animals unproductive. The last severe drought here occurred just 1.5–2 years ago, in 2008–2009. But at the same time, in other parts of Kenya, farmers with surplus food are surprised at media reports that the country is experiencing a drought. The government has intervened to improve food distribution in the country and avert a national crisis.

Poor food distribution systems are one of the ‘paradoxes’ that increase food insecurity in developing countries. Using the Kenyan case as an example, Roger Thurow, a senior fellow for global agriculture with the Chicago Council on Global Affairs, says poor food distribution is common because ‘most of the hungry are in the fringes of the economy’ as a result of years of neglect of agricultural development, which has left many without ‘buying power’ that would attract surpluses, enabling the laws of supply and demand to operate and move the food around in the economy.

This situation, Thurow explains, leads to another problem commonly seen in Africa: ‘during times of high prices, farmers often lose rather than gain.’ This is because smallholder farmers are often net buyers of the very food they produce. In Kenya, many farmers pay school fees and buy seeds and fertilizers with income from selling farm produce. Many sell their grains (mostly maize, which is a staple in Kenya) not based on market needs, but rather to meet urgent financial demands at a time when demand for their produce is low. Later, they are forced to go back to buy food for their families, when demand has peaked and they end up spending more money than they made in the first place.

‘This paradox plays itself out with spectacular regularity,’ says Joseph Karugia, coordinator of the East and Central Africa node of an Africa-wide initiative that reviews trends in African agricultural development known as the Regional Strategic Analysis and Knowledge Support System (ReSAKSS), which is based at the International Livestock Research Institute (ILRI). ‘Low prices to farmers at harvest time and high prices during the “hungry season,” when they have to buy food staples from the market.’

Farmers also lose rather than gain during times of high prices because ‘domestic and regional food staple markets are not integrated and market forces are unable to effectively stabilize commodity prices,’ Karugia says.

A third paradox sometimes results when farmers, holding on to their produce hoping for higher prices, end up losing their food to spoilage while hunger ravages other areas of the country.

Though agricultural development in Africa has improved since the last food crisis in 2007–2008 and the continent seems better prepared for a food crisis now, high food prices are still a major threat to food security in the continent.

‘African countries need to respond quickly,’ says Obiageli Ezekwesili, World Bank Vice-President for Africa, warning that countries that are heavily dependent on food imports (of wheat for example) such as Mozambique and Mauritania need enough food to cushion themselves against spiralling prices, which could lead to social unrest.

Ezekwesili, however, sees the growing demand for food worldwide as an opportunity for Africa ‘to grow its agricultural sector by improving its business climate and put in place adequate infrastructure [that] attracts responsible investments into the sector.’ Rather than using legislation to control the prices of food, he suggests, ‘deepening the level of competition, enhancing market transparency by improving the quantity and quality of information in terms of food stocks, and “light touch legislation” to curb “speculative activities that are hostile to the poor.”’ He sees these options as a safer bet for ensuring stable food prices across the continent.

‘The continent also needs to focus more on ‘integrating regional food staple markets and improving transport links to make food distribution cheaper and faster,’ says Karugia. ‘And we need to put in place the right policies that will encourage the private sector to invest in food marketing over the long term.’

State of the World 2011: Innovations Nourishing the Planet

This week Worldwatch Institute released its flagship publication, State of the World 2011: Innovations that Nourish the Planet. The report spotlights successful and efficient ways of alleviating global hunger and poverty.

Agricultural systems analyst Mario Herrero and other staff of the International Livestock Research Institute (ILRI) are the authors of Chapter 14, ‘Improving food production from livestock’.

While investment in agricultural development by governments, international lenders, and foundations has escalated in recent years, it is still nowhere near what is needed to help the 925 million people who are undernourished. Since the mid-1980s when agricultural funding was at its height, agriculture’s share of global development aid has fallen from over 16 per cent to just 4 per cent today.

‘The international community has been neglecting entire segments of the food system in its efforts to reduce hunger and poverty,’ said Danielle Nierenberg, co-director of Worldwatch’s Nourishing the Planet project.

State of the World 2011 draws from hundreds of case studies and first-person examples to offer solutions to reducing hunger and poverty.

For example, grassroots organizations are helping to fight hunger in Africa, which has the world’s largest area of permanent pasture and the largest number of pastoralists and 15–25 million people dependent on livestock. In South Africa and Kenya, pastoralists are preserving indigenous varieties of livestock that are adapted to the heat and drought of local conditions—traits that will be crucial as climate extremes on the continent worsen. In Maralal in the northern region of Kenya, one group of Maasai pastoralists is working with the Africa LIFE Network to increase their rights as keepers of both genetic diversity and the land. Jacob Wanyama, coordinator for the African LIFE Network and advisor to the Nourishing the Planet Project, says Ankole cattle—a breed indigenous to Eastern Africa and traditionally used by pastoralists in the area for centuries—are not only ‘beautiful to look at,’ but are one of the ‘highest quality’ breeds.’ They can survive in extremely harsh, dry conditions—something that’s more important than ever as climate change takes a bigger hold on Africa. ‘Governments need to recognize,’ says Wanyama, ‘that pastoralists are the best keepers of genetic diversity.’

The State of the World 2011 report is accompanied by other informational materials including briefing documents, summaries, an innovations database, videos, and podcasts, all of which are available at www.NourishingthePlanet.com.

In conducting this research, Worldwatch’s Nourishing the Planet project received unprecedented access to major international research institutions, including those like ILRI in the Consultative Group on International Agricultural Research. The team also interacted extensively with farmers and farmers’ unions as well as with the banking and investment communities.

Can we grow more food and feed more people and capture more carbon? 'Yes,' say those organizing an Agriculture and Rural Development Day held on 4 December 2010 in parallel with the Sixteenth Conference of the Parties (COP16) to the United Nations Framework Convention on Climate Change taking place at Cancún, Mexico.

'Yes,' agrees Alex Perry, a journalist writing for Time Magazine this week (13 December 2010).

Yes—if we make green development work for the 7 out of 10 Africans living on small farms. 'Climate change is the mother of all negative externalities,' says Perry, who defines an 'externality' as a by-product of economic activity not included on the balance sheet.

'The problem is measuring it: How do you calculate the cost of climate change and then apportion it fairly among the world's businesses? Skeptics say rich governments and Big Industry can't or won't. Some, like Nicholas Stern, who produced the British government's Review of the Economics of Climate Change, say it can be done. But Stern's figures—which show that climate change could cut global gross domestic product by 20% if quick action is not taken—have been criticized as both over- and underestimates. And others argue that since climate change most affects the poor, programs to lift the developing world are the best way to fight its impact.

'But what if the externality could be accounted for, in a way that helped the poor? What if the economic rule book could be rewritten so that fighting climate change became development? . . . As a result of works by Sukhdev and others, UNEP [United Nations Environment Programme] executive director Achim Steiner can measure the financial benefits of saving the planet. New assessments indicate that "nature may represent between 50% and 90% of incomes in the developing world," he says. "In the past, these services have been invisible or near invisible in national and international accounts. This should and must change.". . .

'What is clear is the potential. "It is essential that climate change be viewed as a major development opportunity for Africa," World Bank managing director Ngozi Okonjo-Iweala said last year.

'And this is primarily a developing-world opportunity for two reasons. First, the poor world tends to be rich in things like forest and sunshine. Second, the rich world has few incentives to change its ways. "Suddenly there is the possibility of a whole new green trajectory for Africa," says UNEP spokesman Nick Nuttall. "You might ask, Can combatting climate change actually offer a new future for Africa?" . . .

'The question of whether green development becomes an African norm hinges on whether it works for companies and business leaders. That means Africa's farmers: 7 out of 10 Africans live on small farms. Unexpectedly, scientists are finding that it is those farmers who offer some of the best reasons for hope.'

The end of maize in Africa? A much warmer world calls for completely new ways of farming and consuming

A new publication, Agriculture-Climate Letters, published by the Climate Change, Agriculture and Food Security program, this week highlight a paper published on the impacts of a 4ºC warmer world on African agriculture and food security. The lead author of the paper is Philip Thornton, an agricultural systems analyst with the International Livestock Research Institute (ILRI).

‘. . . The UK Met Office says a 4 degree [warmer] world is quite possible, and will plausibly be reached by 2070 or even 2060–in our children’s lifetimes. This will mean average temperature rises of a massive 15ºC in the Arctic, and 3-8ºC in the world’s most populated areas.

‘. . . Agriculture is highly sensitive even to a 2 degree scenario; a 4 degree world is beyond the bounds of both local and global knowledge, both modern and historical experience. . . .

‘A new paper, Agriculture and food systems in sub-Saharan Africa in a four-plus degree world, by Philip Thornton, Peter Jones, Polly Ericksen and Andrew Challinor, foresees profound effects. . . . [E]nsembles of models suggest average yield drops of 19% for maize and 47% for beans, and much more frequent crop failures. . . . Africa-wide, a massive 1.2 million km2 may be forced to flip from typical mixed farms, with both crops and livestock, into pure rangeland. . . .

‘Thus a 4 degree world calls for adaptive capacity in agriculture that is not just about increasing the resilience of current systems, but about completely new ways of farming and consuming. . . . Thornton and colleagues highlight four areas for immediate policy attention:

  • supporting farmers’ own risk-management strategies
  • strengthening basic data collection in agriculture
  • investing seriously in genebanks
  • improving governance of food systems so that poor people can get affordable food

‘. . . Rapidly urbanising populations will need to eat nationally and regionally grown food. If +4 degrees signals the end to half a millennium of Africans eating maize, will the 21st century usher in a new era of indigenous urban foods, be they free-range hamburgers or drought-resistant yamburgers?
