More meat, milk and fish produced by and for the poor: A first review of a new research program

Last week (20–22 May 2013), a group of the word’s leading pro-poor livestock and other agricultural researchers met in Ethiopia to review ways of helping poor communities play a bigger role in feeding their developing countries’ growing populations by increasing their production of livestock-based foods—and doing so in ways that are sustainable over the long term.

Four CGIAR research institutions—the International Center for Agricultural Research in the Dry Areas (ICARDA), the International Center for Tropical Agriculture (CIAT), the International Livestock Research Institute (ILRI) and WorldFish—as well as many other partners are working together in the CGIAR Research Program on Livestock and Fish.

Tom Randolph, an agricultural economist at ILRI who directs this multi-disciplinary, multi-institutional research program, opened the Addis Ababa meeting by reviewing the objectives, challenges and achievements of the program over its first one and a half years.

What we signed up to do
This program can directly help the world’s poor small-scale food producers and sellers significantly contribute to, and benefit from, meeting the challenge of feeding 9 billion people by 2050. This program focuses on the critical role animal-source foods play in nutritionally challenged populations. And it works to find ways to better organize, target and sustain the ‘intensification agenda’ for developing-world animal agriculture.

Changing the way we do business
We’re moving away from developing solutions to discrete livestock development problems faced by livestock keepers in specific settings to addressing all the bottlenecks in whole ‘value chains’ for pork, dairy and small ruminant production in eight selected developing countries. We’re working with partners to design integrated livestock development interventions that will work at large scale. And we’re working directly with development partners to better understand local context and to test our research-based interventions.

What we’ve achieved so far
Technology and research outputs, from both CGIAR ‘legacy’ projects and new ones, have led to improved fish strains, fodder varieties and smallholder dairy livelihoods.

Challenges we’ve faced
Developing a shared vision and coordinating plans among the many institutions involved in the program’s many projects, as well as filling several human resource gaps at program and project levels, have been real, if anticipated, challenges for this new program.

How do we work better
Our objective is to design smart interventions that work at large scale. To succeed, we’ll need to invent new research methods and frameworks. And we’ll need to strengthen our partnerships with other research groups and work more effectively with development actors on the ground.

This program expands our opportunities to do what many of us have always wanted to do—to ‘dig in’ to longer term research conducted in more meaningful partnerships.

Dryland agriculture program launched for developing countries: Hot topic for a hot climate

A new science program launched in Jordan last week—the CGIAR Research Program on Dryland Systems—is setting itself a huge ambition: To help many of the 2.5 billion people living in the vast drylands of the developing world raise their levels of both food production and security. A CGIAR Fund is supporting the program’s first three years of work to the tune of 120 million dollars.

This is the latest ‘research for development’ program of CGIAR, a global enterprise conducting ‘agricultural research for a food-secure future’. Some ten thousand scientific and support staff in the CGIAR community are at work with hundreds of organizations worldwide to design enduring food systems, via new means for healthy and productive lives and lands, across the whole of the developing world.

More than 60 research and development organizations, including the International Livestock Research Institute (ILRI), are part of this new drylands program. It is targeting dryland farmers, livestock keepers and pastoral herders in some of the hottest dryland hotspots of both Africa (West Africa’s Sahel and dry savannas as well as the extensive arid and semi-arid lands of North, East and Southern Africa) and Asia (West and Central Asia, including the Caucasus, and South Asia).

ILRI scientist Polly Ericksen leads the CGIAR Research Program on Drylands Systems in East and Southern Africa, where, in the coming years, the program aims to assist 20 million people and mitigate land degradation over some 600,000 square kilometres.

The program as a whole is led by the International Center for Agricultural Research in the Dry Areas (ICARDA), which, like ILRI, is a member of the CGIAR Consortium. Scientific, development, agri-business and local experts are joining forces to find new ways to help communities living in the harshest drylands to become more resilient and to help those in better-endowed drylands to increase their agricultural yields and incomes without degrading their natural resource base.

The dry areas of the developing world are likely to experience increasing poverty, out-migration and food insecurity’, says Frank Rijsberman, CEO of the CGIAR Consortium, adding that climate change is worsening agricultural and related livelihood prospects in many dry regions of the developing world.

The many scientists and partners in this program will investigate all options and combinations of options, including dryland cropping, livestock raising, mixed (agro-pastoral) crop-and-livestock production, integrating trees or shrubs in cropping and animal husbandry practices (agroforestry), and making diverse and sustainable use of different kinds of rangeland and aquatic resources. Among options to be developed are more sustainable farming techniques and management of water, land and other natural resources; genetically improved crop varieties and livestock breeds tailored for dryland environments; more enabling policy environments and infrastructure; and user-friendly ‘climate smart’ strategies and technologies.

Given the importance of agriculture to dryland developing countries, where farming remains the backbone of the economy but land is degraded, water scarce, rainfall and temperatures increasingly unpredictable, and civil strife (uncommonly) common, it will profit all of us to make sure that the world’s dryland communities can in future earn a decent living and produce food securely.

The kinds of research, investment and policy support this sector needs to move forward in the face of climate change are outlined in a press release and report on Strategies for combating climate change in drylands agriculture, published in 2012 by the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS), ICARDA and the CGIAR Research Program on Dryland Systems. The report examined the problem of changing climate patterns in dryland areas and its effects on rural populations and offered practical solutions as input to the Conference of the Parties (COP18) United Nations Framework Convention on Climate Change (UNFCCC). The information came from discussions at the International Conference on Food Security in Dry Lands, held in Doha, Qatar, 14–15 Nov 2012.

In the face of rising global demand for animal-source foods, leading livestock and agricultural researchers from CGIAR are meeting this week (20–22 May 2013) in Ethiopia to explore ways to help poor people play a bigger role in feeding the planet’s growing populations by producing more livestock-based foods.

These researchers are part of a CGIAR Research Program on Livestock and Fish, an initiative of four international research centres working with many other partners, which are all taking a new approach to tackle old problems. The International Center for Agricultural Research in the Dry Areas (ICARDA), the International Center for Tropical Agriculture (CIAT), the International Livestock Research Institute (ILRI) and WorldFish are collaborating on research into sustainable ways of increasing smallholder production of meat, milk and fish by and for poor people in developing countries. This collaborative research-for-development team is also working to help small-scale farmers sell more of their animal products in markets so they can improve their incomes and livelihoods.

‘We’re hoping that through this program smallholders and medium-sized livestock enterprises can do more than just escape poverty’, said Jimmy Smith, director general of ILRI. ‘We can do this by helping them to become better food producers and suppliers and by building partnerships that get this research used at scale’, he said.

Started in January 2012, this Livestock and Fish Research Program focuses on eight value chains (processes through which commodities are produced, marketed and accessed by consumers): dairy, pigs, aquaculture, sheep and goats. Program staff members are currently working with farmer groups and other partners in Egypt, Ethiopia, India, Mali, Nicaragua, Tanzania, Uganda and Vietnam.

Most of the program’s work to date has been to establish the institutional and scientific frameworks within which program staff will operate, work that is highlighted in the program’s annual report, published this past April.

According to Tom Randolph, an ILRI agricultural economist who directs this multi-disciplinary and multi-institutional research program, in the past year and a half the program has succeeded (through some legacy as well as new projects) in helping to improve tilapia fish strains in Egypt, developing a thermostable vaccine for a highly contagious disease of goats and sheep (peste des petits ruminants, or PPR) in Kenya, improving varieties of a popular grass fodder (Brachiaria) for dissemination to farmers, and promoting pro-poor dairy development in Tanzania.

‘This program enables us to do agricultural research differently’, says Randolph. ‘It provides a novel, value chain framework, clear goals, and a 12–15 year timeframe in which to meet those goals—things we’ve not had in the past.’

Participants in this meeting, drawn from the four CGIAR research centres and other institutions based in Ethiopia that are participating in this Livestock and Fish Research Program, this week are devising the strategies, targets and action plans for the next phase of the program.

Experts meet to share tactics in fight against ‘goat plague’: Filmed highlights

 

Watch this short (3:50 minutes) film on the views of participants at a recent meeting to coordinate research strategies for a disease of small ruminants known as peste des petits ruminants, or PPR. This second meeting of the Global Peste de Petits Ruminants (PPR) Research Alliance, held 29–30 April 2013 in Nairobi, Kenya, brought together over 60 livestock experts from across the world.

The harm caused by PPR, also known as ‘goat plague’ because it is closely related to ‘cattle plague’, or rinderpest, has been increasing in recent years, especially across Africa and Asia. This infectious viral disease of sheep and goats poses a major threat to the livelihoods of smallholder farmers. The disease is highly contagious, with roughly an 80 per cent mortality rate in acute cases.

‘We’re bringing together the relevant animal health experts so that we can find ways to better coordinate the diverse research on PPR, and determine the fastest and most effective and efficient ways to better control it in different developing-country regions and circumstances’, said Geoff Tooth, the Australian High Commissioner to Kenya.

The meeting was co-hosted by four institutions: the African Union-Interafrican Bureau for Animal Resources (AU-IBAR), the Australian Agency for International Development (AusAID), the Biosciences eastern and central Africa-ILRI Hub (BecA-ILRI Hub) and the International Livestock Research Institute (ILRI).

A current AusAID-funded project being conducted by the BecA-ILRI Hub and Australia’s Commonwealth Scientific, Industrial and Research Organisation (CSIRO) has supported development of a thermostable vaccine that is now being piloted in vaccination campaigns in Sudan and Uganda, with similar work proposed for Ethiopia.

ILRI’s global livestock research agenda: A strategy for ‘better lives through livestock’

Jimmy Smith, director general of the International Livestock Research Institute (ILRI), opened ILRI’s Annual Program Meeting today (15 May 2013), which is being held on ILRI’s campus in Addis Ababa, Ethiopia, with some 250 participants, with a quick review (especially for ILRI’s many new staff) of where the institute has come from, where it is now and where it’s going.

Here’s some of what he said.

Ever since the food crisis in 2007, issues around food security have dominated global discussions. At the same time, we began to see that our ability to increase food production using conventional methods is insufficient to feed the growing world population.

So it’s a great time for science. We have the attention of policymakers at the highest levels, who are depending on us to find ways to feed the world, to lift the world’s vast army of small-scale rural food producers out of poverty, and to protect our environments and their critical natural resources that are the foundation of agriculture and human well-being.

We have new opportunities to work across the developing world with our partners, including nongovernmental organizations and the broader development community, to translate this research into big development benefits.

It is this prospect that is buoying me up today.

Now, about where we’re going.

Where ILRI is going
From pathways out of poverty to better lives through livestock.
Smallholders can contribute to global food and nutritional security, and to broader development goals, and do so in ways that are sustainable.

From reactive responses to proactive management of livestock ‘bads’.
We’re not getting rid of cars but rather making them more efficient with new parts like this turbocharger for sale. Similarly, we’re not going to get rid of farm animals but we can and must make livestock production systems more efficient.

From regional presence to regional programs.
We will have a larger presence in the regions so that we can engage our regional partners in more meaningful ways.

From action research to development in action.
The new CGIAR requires that our work show impact—and we have to form the partnerships that will allow us to do that.

We’re removing our ‘candle from under the bushel’ so that we have influence.
Not a lot of people other than those who read agricultural papers in science journals know about ILRI. We must be able to speak to all, to be relevant to many different audiences. We must shine our candle everywhere livestock matters are important matters for the poor.

We’re restoring our biosciences lustre.
As funding for long-term research dried up in the 1980s and 90s, investments in agriculture, especially the more long-term agricultural research, declined precipitously. So we lost much of our ability to conduct upstream biological science in the critical fields of animal feeds, nutrition and health. We see an opportunity to regain ground and do advanced bioscience that complements our integrated animal science so that we deliver fully on our mandate.

We’re building a business culture.
We must deliver our products to agreed specifications and quality, within budget and on time.

We’re creating an enabling environment.
Your directors are not your masters but your servants; it’s our job to provide you with an enabling environment so you can do your jobs.

Last words
We must make ILRI the world’s renowned research for development institution.
To make a difference, we’ll have to be the difference, the preferred place people come to for pro-poor livestock science, products, information, technologies, policies . . . .

We must make ILRI the place to be and work.
We want every one of you to be profoundly satisfied with your work here.

We must work for the poor.
That’s what we signed up to. Not because it’s our job. Because it’s our mission.

Livestock, climate and poverty: A short history of work begun to unravel the complexity, and set useful priorities

The story of human settlement and human evolution is very much tied to the fact that the earth’s climate has always been changing, and will continue to do so.

So begins a new brief developed by agricultural systems and climate change scientist Philip Thornton and his colleagues at the International Livestock Research Institute (ILRI), based in Nairobi, Kenya.

The brief goes on to say the following.

What is known about the likely impacts of climate change on resource-poor livestock keepers in the developing world? Relatively little, and the International Livestock Research Institute (ILRI) and the CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS) are working to improve this knowledge.

‘This Brief outlines how a group of scientists at ILRI reviewed some elements of the complex relationship between livestock and climate change in developing countries with a forward-looking approach. The objective was to help set research priorities: to inform the debate as to what research for development organizations such as ILRI could and should be doing in the area of climate change work that could add value to the large amounts of work already being carried out by the Global Change community on cropping systems and natural resources management. . . .

Resource-poor livestock keepers: Mitigate and adapt
‘Changes in climate and climate variability will affect livestock production systems in all parts of the world, and will inevitably impact the 1.3 billion poor people whose livelihoods are wholly or partially dependent on livestock. At the same time, livestock production is a major contributor to greenhouse gas emissions.

Therefore, livestock keepers will have to mitigate emissions as well as adapt to change.

‘The adaptation and mitigation that are necessary may require significant changes in production technology and livestock production systems, which could affect productivity, incomes and livelihoods. Livestock production systems are highly heterogeneous, however, and different production systems have different capacities to adapt or to take on board the policy and regulatory changes that may be required in the future.

‘In developed countries, livestock systems are generally adaptable and resilient. In developing countries, in contrast, households that are dependent on livestock keeping may be much more vulnerable to changes in climate and climate variability, with the potential for increased poverty and decreased food security. At the same time, there may be considerable growth potential in the smallholder livestock sector, given projected increases in demand for livestock products globally and for biofuels and the land-use changes these may bring about. . . .

‘No formal evaluation has been undertaken, but this work certainly had some impact in addressing the lack of information on livestock in several integrated global assessments, despite livestock’s being recognized as one of the major drivers of global change. New partnerships have been forged with others working in the realm of global assessment. . . .

Way forward
‘[T]here is a need for improvement in the kind of indicators that are produced to gauge changes in social factors. Currently, impacts are usually expressed in terms of available calories and prices, for example, but there may be many other critical factors to assess future changes beyond food availability and commodity prices. Second . . . [is] the need to undertake priority-setting analyses on a regular basis, linked with other types of foresight and scenario processes . . . [and] explicitly linking priority setting with monitoring and evaluation, to provide more coordinated planning and implementation of research for development to improve its influence and to better demonstrate its value to the resource-poor of the developing world.’

The above photo, taken by National Geographic photographer Jim Richardson, is of a Sheko calf kept in the Ghibe Valley of southern Ethiopia. The Sheko cattle breed is endangered, with only about 2,500 in existence today. They are a valuable breed because of their ability to resist diseases (African animal trypanosomiasis, related to human sleeping sickness) transmitted by Africa’s tsetse fly. The International Livestock Research Institute (ILRI) is protecting, studying, and breeding Sheko cattle in Ethiopia.

The livestock boom in India: Pathways to an increasingly profitable, pro-poor and sustainable sector

Key recommendations from a high-level partnership dialogue held last November (2012) by the International Livestock Research Institute (ILRI) and the Indian Council for Agricultural Research (ICAR) have recently been published. These policy recommendations from ILRI and ICAR were released last week in New Delhi, India, by ILRI’s director general Jimmy Smith and ILRI’s deputy director general for integrated sciences John McIntire.

The ILRI-ICAR white paper distills major recommendations made at the partnership dialogue and serves as a basis for pro‐poor and sustainable livestock policy interventions in India.

The following excerpt is from the executive summary of this new publication.

‘With 485 million livestock plus 489 million poultry, India ranks first in global livestock population. Livestock keeping has always been an integral part of the socio‐economic and cultural fabric of rural India. In recent years, India’s livestock sector has been booming. Livestock now contribute about 25% of the output of the agricultural sector and the sub‐sector is growing at a rate of about 4.3% a year. With over 80% of livestock production being carried out by small‐scale and marginalized farmers, the benefits livestock generate for India’s poor are enormous and diverse.

‘Aimed to help cultivate joint learning, knowledge exchange and future partnership, the meeting brought together participants from 12 countries, including India. The attendance comprised of senior departmental heads in the government, directors of ICAR animal sciences national institutes, university vice chancellors, deans of veterinary universities, senior staff of leading non‐governmental organizations operating, representatives of farmer cooperatives, heads of private‐sector companies, and leaders and managers of international agencies including the Bill & Melinda Gates Foundation, the United Nations Food and Agriculture Organization (FAO) and the World Bank. All members of the ILRI Board of Trustees participated, as did officials of other CGIAR bodies operating in India.

‘The high‐level dialogue was inaugurated by Dr M.S. Swaminathan, renowned for his role in India’s Green Revolution of the 1960s and 70s. Dr Swaminathan stressed the urgent need for research and development partnerships to maintain sufficient momentum for the Indian livestock growth story. . . .

Dairy and small ruminant value chains
‘The gathered experts articulated the challenges and opportunities for the country’s millions of farmers trying to earn their living from small dairy and ruminant enterprises. What was critical was the consensus among experts in understanding that development of the country’s livestock value chains depends as much on smallholder access to services and inputs as it does on supply and marketing of livestock and their products. The participants also agreed that transforming India’s livestock value chains required better infrastructure and development of a policy framework for improved animal breeding.

Improved disease control
‘A subsequent session on animal health highlighted the need for better disease diagnostics, more affordable vaccines and better veterinary service delivery for small‐scale livestock keepers if the country was to succeed in better controlling diseases of livestock, as well as the many ‘zoonotic’ diseases that originate in farm animals and infect people as well. The experts in the session agreed that ICAR‐ILRI partnership should aim at capitalizing on ICAR’s excellent decision‐support system for predicting animal disease outbreaks in the country, and modify it further so as to make it highly valued and accessible for extensive use by scientists, administrators and policymakers alike.

Livestock nutrition
‘In another session presenting problems in animal nutrition, it was agreed that both conventional and new technologies should take ecological as well as economic considerations into account. With constant increase of animal numbers anticipated over the coming decades, fodder scarcities will have to be addressed through research work conducted to ensure the bio‐availability and digestibility of fodders available to India’s small‐scale livestock farmers.

‘All sessions of the all‐day dialogue named productive partnerships as crucial to bringing varied expertise together for designing sustainable solutions. In unison, the participants opinioned that such multi‐institutional and multi‐disciplinary expertise must understand that India’s animal expertise needs to ‘go to scale’ even as resources in fodder, land and water become ever more stretched.

‘Speakers and responders in the final session of the dialogue acknowledged the growing need of targeted research and development partnership in the country’s livestock sector. At the close of the day’s discussions, ILRI and ICAR signed a memorandum of understanding to help get research into use so as to accelerate the travel of research from laboratory to field, where it can transform lives of poor people.’

New advances in the battle against a major disease threat to cattle and people in Africa

ILRI research on biotechnology to fight a major disease threat to cattle and people in Africa

The International Livestock Research Institute (ILRI), a member of the CGIAR Consortium, is a non-profit organization based in Africa. ILRI’s mission is to use the best and safest livestock science available to confront poverty, hunger, and disease in the developing world, where livestock provide livelihoods and food for hundreds of millions of people.

One of ILRI’s most important priorities today is to help poor livestock keepers in Africa deal with the constant threat of a devastating disease called trypanosomiasis. This disease is arguably Africa’s most important livestock disease, wasting and killing cattle, commonly the most important asset of poor households. The human form of the disease is called sleeping sickness, which afflicts tens of thousands of people every year, killing many of them, and putting tens of millions more people at risk.

As part of ILRI’s comprehensive fight against trypanosomiasis, the institute is now in the very early stages of a project to develop disease-resistant cattle, which could save the lives of livestock and people both. Thus far, ILRI and its partners have taken a preliminary step in the process, which involved successfully cloning a male calf from one of East Africa’s most important cattle breeds, the Boran. The calf is healthy and is being raised at ILRI’s research facilities in Kenya.

A next step is to develop a new Boran clone modified with a gene that naturally confers resistance to the disease. This involves using a synthetic copy of a gene sequence originally identified in baboons that should protect cattle against this devastating disease.

A final step will be to use these disease-resistant cattle in breeding schemes that will provide African countries with another option in their fight against trypanosomiasis.

This research potentially offers a reliable, self-sustaining and cost-effective way of protecting tens of millions of African cattle against disease and untimely death, as well as dramatically reducing poverty across Africa. By reducing the reservoir of pathogens, this should also help to save thousands of human lives each year.

It could take up to two decades to develop disease-resistant cattle herds for Africa. ILRI and its partners are also continuing to pursue other options for fighting trypanosomiasis, such as rationale drug treatment and integrated disease control methods.

For ILRI, public safety and animal welfare are paramount; this means working with all the relevant Kenyan and international regulatory authorities to ensure that the highest bio-safety standards are always employed. In line with its commitment to transparency, ILRI places all of its research results in the public domain.

ILRI is working with a team that includes scientists from New York University, along with experts from the Roslin Institute in Scotland, and Michigan State University in the USA. The fundamental research aspects of this project are being funded by the US National Science Foundation.

Alliance meeting this week to battle global ‘goat plague’

Assembling for two days this week (29–30 Apr 2013) in Nairobi, Kenya, are members of a global alliance against ‘peste des petits ruminants’, abbreviated as ‘PPR’ and also known as ‘goat plague’ and ‘ovine rinderpest’.

Co-hosting this second meeting of the Global Peste de Petits Ruminants (PPR) Research Alliance (hereafter referred to as GPRA) are the International Livestock Research Institute (ILRI), which is headquartered in Nairobi; the Biosciences eastern and central Africa-iLRI hub (BecA-ILRI Hub), hosted and managed by ILRI; the African Union-Interafrican Bureau for Animal Resources (AU-IBAR), also based in Nairobi; and the Australian Agency for International Development (AusAID).

Among the 70 or so people attending are representatives from the Bill & Melinda Gates Foundation (BMGFYi Cao), the Global Alliance for Livestock Veterinary Medicines (GALVMedBapti Dungu), the International Atomic Energy Agency (IAEAAdama Diallo), the Pan African Veterinary Vaccine Centre (PANVAC), the Royal Veterinary College of the University of London Vet School (RVC), the United Nations Food and Agriculture Organization (FAOVincent Martin and Robert Allport, among others), the World Organisation for Animal Health (OIEJemi Domenech and Walter Masiga) and a range of national research institutions from developing countries where the disease is endemic.

What’s this alliance all about?
The GPRA is a participant-owned network of researchers and development professionals with an interest in the progressive control of PPR. The GPRA was inaugurated in 2012 at a meeting in London. GPRA aims to provide scientific and technical knowledge towards methods for the detection, control and eradication of PPR that are economically viable, socially practical and environmentally friendly.

Why, and how much, does PPR matter?
Infectious diseases remain the major limitation to livestock production globally and are a particular scourge in the developing world, where most of the world’s livestock are raised. Diseases not only kill farm animals but also cause production losses and hinder access to potentially high-value international livestock markets.

PPR, an infectious viral disease of sheep and goats, poses a major threat to the livelihoods of smallholder farmers in Africa as well as the Middle East and India. The disease is highly contagious, and has roughly an 80 per cent mortality rate in acute cases.

The impacts of PPR, which is closely related to rinderpest in cattle, have been expanding in recent years. At least 15 million sheep and goats are at risk of death from the disease in Kenya alone and the estimated economic impact of current PPR outbreaks—including production losses and disease control costs for Africa—is more than US$147 million per year. A recent outbreak of PPR in the Marakwet and Baringo districts of Kenya destroyed more than 2000 herds, with the disease spreading in days and farmers losing some KShs6 million (about US$70,000)  to the disease over about three months.

PPR is probably the most important killer of small ruminant populations in affected areas and some 65 per cent of the global small ruminant population is at risk from PPR.

Increasing interest in tackling PPR
Over the last several years, international experts and national authorities have both been increasingly prioritizing the progressive control of PPR, with the first phase designed to contribute to the long-term goal of eradication. Donor interest in this research and development area quickly ramped up over the past year. A current AusAID-funded project being conducted under a partnership between the BecA-ILRI Hub and Australia’s Commonwealth Scientific, Industrial and Research Organisation (CSIRO) has supported development of a thermostable vaccine now being piloted in vaccination campaigns in Sudan and Uganda, with similar work proposed for Ethiopia.

Need for coordinated and progressive control of PPR
There is a growing recognition of the need for, and potential benefits of, a coordinated approach to the progressive control of PPR. The disease is now one of the high priorities of AU-IBAR, FAO and OIE, all of which have strong networks and expertise to offer the alliance. The role of the Global PPR Research Alliance as a network of research and development organizations is to develop a coordinated strategy to contribute to the progressive control of PPR.

The Australian Government, together with AU-IBAR and ILRI, is supporting the second meeting of the GPRA to advance with many other stakeholders progressive global control of PPR, particularly through collaborative research. The GPRA supports the sharing of relevant information and results, the establishment of productive working relationships among stakeholders, the establishment of research and development projects of interest to some or all members, and the closer linking of strategic plans of all stakeholders in better control of this disease.

Is progressive eradication of PPR possible?
Wide calls for PPR’s progressive global eradication cite the following factors supporting this goal:

  • The close relationship of PPR/’goat plague’ with the recently eradicated ‘cattle plague’ known as ‘rinderpest’ (rinderpest was only the second infectious disease, and the first veterinary disease, to be eradicated from the globe)
  • The availability of effective vaccines against PPR
  • The development of heat-stable PPR vaccines, following the same procedures that were so effective in developing a heat-stable rinderpest vaccine
  • The opportunity to increase focus on Africa and Asia’s small ruminants, which are of critical importance to the livelihoods of rural smallholder and pastoralist communities in many of the world’s poorest countries
  • The existence of vaccines and diagnostics considered sufficient to initiate the program; the current vaccines (based on the strain Nigeria 75/1) are safe, efficacious and provide life-long immunity.

The Australian Government via AusAID has funded development at ILRI of thermostable formulations of the PPR vaccine that provide a level of stability in the field as high as that demonstrated in the vaccine used to eradicate rinderpest. The project team has demonstrated that the PPR vaccine can be stored without refrigeration for extended periods of time without significant loss in viability. This is a crucial and significant success. Under the guidance of ILRI senior scientist Jeff Mariner and with the assistance of Australia’s CSIRO and BecA-ILRI Hub staff, the project team have developed strong links with AU-IBAR’s Henry Wamwayi, a senior member of his organization seconded to the PPR project.

Next steps
The project has built on lessons learned from the recent global eradication of rinderpest, which depended on two equally important breakthroughs for its success: development of an effective thermostable vaccine and effective vaccine delivery networks in remote as well as other regions. The next 12 months of the PPR research project will focus on testing the vaccine and delivery strategies in South Sudan and Uganda. Staff will assess in the field just how effective the vaccine is in controlling PPR infections. They’ll also investigate some practical incentives for encouraging livestock owners and livestock service delivery personnel to participation in PPR control programs. And they’ll look into ways to build and enhance public-private community partnerships to deliver the PPR vaccine.

As a new round of bird flu hits China, livestock scientist advises to ‘panic slowly’

The initial news reports were slim on details but the reaction was swift. There were at least three people dead in China after apparently contracting influenza from birds. Prices of soybean—a major ingredient in livestock feed—immediately took a dive.

Then the death toll rose to five, virus samples were detected in pigeons, and in Shanghai authorities began slaughtering poultry flocks. Within a few days the death count was up to seven, then nine. And people started to wonder about a connection to all those pig carcasses floating down Shanghai waterways.

Such is the confusing swirl of information emanating from the latest incident in which a worrisome disease has passed from animal to human, a phenomena—and a quite common one at that—known as zoonoses. In this instance, it’s an influenza virus called H7N9 that appears to have originated in wild or domestic bird populations, but much about its source remains murky.

For Delia Grace, a veterinary epidemiologist at the International Livestock Research Institute (ILRI) who spends most of her waking hours studying zoonotic events around the world, there are two essential facts to keep in mind as the situation in China evolves. And they embody how difficult it can be to craft a proper response.

One: the vast majority of zoonoses outbreaks do not escalate to crisis proportions. But, two:  every now and then, as happened with Spanish flu in 1918 and AIDS in more recent times, an animal disease jumps to human hosts and causes a ‘civilization altering event’.

Grace suggests the appropriate reaction is to ‘panic slowly’. In other words, be prepared to move quickly if things get worse, but don’t over-react to the early reports. Also, keep in mind that, just based on what gets reported, a new disease emerges somewhere in the world about every four months.

For example, Grace noted that epidemiologists in the United Kingdom, Germany, and the Middle East are probably more concerned right now about a new and deadly corona virus that as of late March had killed 11 of the 17 people known to have been infected. There is evidence that at least one of the infections may have originated in racing camels.

Grace advises decision-makers in the public and private sector to channel the impulse to take action toward addressing conditions that are intensifying zoonotic threats.

We know that in certain parts of the world, livestock intensification is being pushed well beyond the limits of anything we have done in agriculture in the past’, she said. ‘There are hundreds of thousands of animals packed together and little transparency about how they are being managed. And that’s making disease experts pretty nervous.’

But Grace cautions against focusing solely on the risks posed by certain livestock practices and ignoring the fact that livestock are a major source of food and income for 1 billion of the world’s poorest people. She worries that misguided reactions to emerging zoonotic diseases can end up doing significant harm to their lives and livelihoods.

For example, in 2009, the Egyptian government  ordered the mass slaughter of pigs tended by Coptic Christians on the mistaken belief that the pigs were linked to the H1N1 flu pandemic. Also, the possible link in Asia between a different, and also deadly, form of avian influenza called H5N1 and ‘backyard’ poultry farming has prompted a shift to more industrial-scale production. Yet, as Grace points out, given the problems plaguing industrial operations in the region, this shift could actually increase the risk of zoonotic diseases while imperiling the food security of livestock keepers.

‘The proper reaction to the risks posed by emerging zoonotic diseases is not to indiscriminately slaughter animals. That could threaten the health of far more people by depriving them of their primary source of protein and other nutrients’, Grace said.

What we need to do is look at the many ways livestock production has gone wrong—lack of diversity in animals, using drugs to mask signs of diseases, dirty conditions—and put them to right.
