Participatory radio’s power in driving adoption of farming technologies: Lessons from Farm Radio International

A recent study by Farm Radio International shows participatory radio campaigns that use local languages, allow farmer participation and that highlight tested and available technologies are particularly useful in hastening the adoption of new technologies by small-scale farmers in Africa.

In an experiment carried out between 2007 and 2011 under the African Farm Radio Research Initiative, Farm Radio International tested a participatory radio campaign in in Ghana, Malawi, Mali, Tanzania and Uganda. The campaign carried out 49 participatory radio campaigns through 25 state, community and religious radio stations across the 5 countries.

Nearly 80 percent of small-scale farmers in Africa have access to radio and farm radio broadcasts have existed in the continent for a long time but most have not inspired large-scale change.

The African Farm Radio Research Initiative wanted to see how radio could be used to reach farmers at a larger scale. Using radio broadcasts that explained available and tested farming improvements, the initiatives focused on what farmers in the target communities said they wanted. Broadcasts were then scheduled at times that were most convenient to the farmers in each region. The programs featured interviews and content from members of participating ‘active communities’ and each week a successful farmer’s experience was featured in the shows. Listeners were asked to decide if they would try the improvement they had heard about and they were given a chance to comment and be heard through live calls and short message service (SMS).

The study compared the reach and impact of 14 participatory radio campaigns in a participating community and a control community which never received the signals. The experiment also assessed the impact of the broadcasts in the larger community that was reached by the broadcasts.

‘The results were compelling,’ says David Mowbray, the manager in charge of training and standards at Farm Radio. ‘We found that 39 percent of the active listeners and 22 percent of the passive listeners had started new practices to improve their farming since the start of the broadcasts,’ he said. Mowbray, who presented the findings of the survey at the International Livestock Research Institute (ILRI) on 17 September 2012, said that as a result of the initiative, nearly 1 million small-scale farm households tried what they heard on radio in the 5 countries.

‘The participatory radio campaign approach worked because radio programs were broadcast in local languages and allowed farmers to learn from each other,’ said Mowbray.

Farm Radio is now carrying out a follow-up survey to investigate how the adoptions spread after the end of the campaign and if the early adopters have continued using the methods they learnt. The organization hopes to scale out the methodology used in this study to other parts of Africa.

Roots and tubers to the fore: Cassava and sweet potato may improve dairy goat production in Tanzania’s drylands, but will women benefit?

Researchers in Tanzania are exploring how small-scale farmers might better integrate production of root and tuber crops, such as cassava and sweet potatoes, with rearing dairy goats to improve the food and nutritional security of their households.

Surprisingly, few programs in Tanzania have yet focused on integrating these crops with small ruminants, such as goats. This is despite the fact that sweet potato and cassava are among the most important root and tuber crops grown by the country’s farmers, most of whom keep goats. Cassava and sweet potato provide human food in periods of hunger, provide feed for ruminant animals (leaf meal from cassava and vines from the sweet potato plant), and can be grown in semi-arid areas.

With farmers, the scientists are setting up community-managed breeding programs for dairy goats and introducing improved varieties of cassava and sweet potato. Both dairy goats and root crops are new to the study region, the Mvomero and Kongwa districts of Morogoro and Dodoma regions, respectively, where project staff distributed Toggenburg and Norwegian improved breeds of dairy goats to 107 farmers in February 2012.

Drought-tolerant varieties of cassava and sweet potato have never before been farmed at large scale in the region and dairy goat keeping has previously been restricted to the wetter areas of the districts. ‘This is changing now,’ says Faustin Lekule, a professor with Sokoine University of Agriculture, ‘because with the use of these crops, we can now introduce dairy goats in dry agro-pastoral areas.’

Led by Tanzania’s Sokoine University of Agriculture and the University of Alberta, in Canada, the project also involves collaboration with the agricultural research institute in Kibaha, the Kongwa and Mvomero district councils and the Foundation for Sustainable Rural Development, a non-governmental organization. The International Livestock Research Institute (ILRI) is serving as knowledge-support partner for the project and is providing expertise on goat production, gender integration, monitoring and evaluation, and assessing food and nutritional security.

‘We’re combining project- and community-based indicators to ensure that farmer decisions guide the project’s implementation,’ said Pamela Pali, a scientist at ILRI who is leading the monitoring and evaluation component of the project. The project is using a web-based monitoring and evaluation system, set up by ILRI’s Research Methods Group, to collect and share information on how farmers are responding to the project’s interventions.

A gender analysis has been applied from the start of the project, including in its research design. ‘We analyzed gender roles, time use, labour allocation and other gender-related factors associated with raising dairy goats and cultivating root crops,’ said Pali. This information was used to refine the distribution of goats and planting materials to households.

Results from the study sites show that few women own goats or have control over the milk produced and sold from dairy goats. As the demand for milk and milk products increases in cities and milk points, men’s role in milk marketing has taken centre stage. ‘But we also know that livestock activities for women in Africa increase with intensification of production’, says Pali. ‘Seasonal and gender differences in livestock activities such as feeding, watering and milking must be well understood so that we avoid the extra work load on women but ensure that their control over the benefits is increased.’

A key input of the project has been capacity building. Both Sokoine University of Agriculture and the agricultural research institute in Kibaha are training farmers how to raise dairy goats.

‘I received a goat in February this year. As a result of the training, I now understand how to feed the animal, construct a better goat house and identify signs of diseases for my goat. This project has improved my farming skills,’ said Subeida Zaidi, a woman farmer in Kongwa District.

Farmers like Zaidi, who keep goats and grow root crops on small plots typically about one-quarter of an acre, both consume the milk produced by their animals at home and will start to sell it to meet their cash needs. Sustainability is built into this project: once a goat produces offspring, its owner gives a female kid to another farmer, thus ‘passing on the gift’, to use the term made popular by the American non-governmental organization Heifer International.

The project’s monitoring and evaluation trainings have helped farmers clarify their objectives, which include increasing the number of goats they keep, the amount of milk their goats produce and the amount of dual-purpose food-fodder root crops they cultivate. The farmers keep records of their milk production, and this information is supposed to be regularly fed into the web-based monitoring and evaluation system. The researchers are using the information generated to put checks against interventions that are likely to impact women and men, especially those that will narrow the gender, nutrition, income and asset gaps between men and women. The information is also helping project staff and the community members to better understand, and make better use of, the informal markets and ‘value chains’ in the region that the farmers use.

In particular, the University of Alberta is using the project to assess the economic impacts of informal markets, trading and gift giving between households at the village level. Knowing how these informal markets for root crops and goats work will broaden understanding of, and inform, ongoing initiatives in the project.

Misku’s story: How sheep fattening is transforming lives in western Ethiopia

This very brief photofilm (1:41 minutes) shares the story of Misku Abafaris, a woman farmer in Ethiopia, who was interviewed in 2010 about the changes in her life as a result of interventions by an ILRI-led Improving Productivity and Market Success of Ethiopian Farmers (IPMS) project. Since 2006, ILRI has been working closely with Ethiopia’s Ministry of Agriculture and Rural Development to improve farmers’ livelihoods.

When asked what life was like a decade ago, Misku Abafaris immediately says: ‘In those days I was never exposed to any new ideas, any new approaches.’ Then, after more consideration, the 40-year old mother of six turns to practical matters. ‘I used to spend most of my time caring for my children and preparing food. And I’d look after our cow and help my husband when the crops needed weeding.’

In short, her daily routine in Gudeta, a small village some 30 minutes’ walk from a tarmac road, was little different from that of earlier generations of women in Ethiopia’s Oromiya Region. There were good years, when the coffee harvest was plentiful, and bad years, when the coffee failed or drought shrivelled their food crops.

Five of Misku’s children still live at home, chickens still wander in and out of their mud-walled, tin-roofed dwelling, and it’s still a long walk to the nearest well to get drinking water. But new ideas and new approaches, so lacking in the past, have recently helped to transform their lives. Their most obvious manifestation can be seen in the fields below the village, where half a dozen handsome sheep are being fattened for the market.

‘With the profits I’ve made from my sheep, I’ve been able to buy a Boran heifer, which will yield much more milk than our local breed of cow’, says Misku, ‘and last year, when we didn’t get a coffee harvest, we still made enough money from the sheep to pay all our household expenses.’ She’s particularly proud of the fact that her sheep-fattening business has paid for her eldest daughter, now 21 years old, to live and study in the nearby town of Agora.

Misku’s forgotten to tell you about the chairs we’re sitting on’, says Abafaris Abamaliky, her husband. ‘It was the money from the sheep that paid for the timber and the carpentry. And it paid for the wooden box where I now keep my clothes and my private things.’ The pride he takes in his wife’s achievement is plain to see.

The power of knowledge
Misku and her husband are among tens of thousands of farmers to benefit from a project which has helped them to improve the productivity of their livestock and crops and—crucially—market their produce more effectively. Funded by the Canadian International Development Agency (CIDA) and managed by the International Livestock Research Institute (ILRI) on behalf of the Ministry of Agriculture and Rural Development, the Improving Productivity and Market Success of Ethiopian Farmers (IPMS) project was launched in 2006.

Goma, where Misku and her family live, is one of 10 districts where the project operates. The early stages involved the identification of crops and livestock which could benefit from activities to improve production and marketing. This followed lengthy consultations with farmers and local government staff. In Goma the focus has been on improving ‘value chains’—linking production, the supply of farm inputs and the markets—for coffee, poultry, honey, fruit and sheep.

‘Many farmers were keen to develop sheep fattening, but they didn’t have the knowledge or skills to improve production’, explains Yisehak Baredo, the project’s research and development officer in Goma. ‘Their sheep were in poor health, and it took them up to a year to fatten them.’ Misku’s experience was typical: she used to keep just one sheep, whose only food supplement was kitchen scraps, and she made hardly any money fattening its lambs.

In 2008, the project provided training on sheep fattening for Misku and 119 other farmers. They learned, among other things, about the importance of providing their animals with protein-rich food supplements and how to keep them in good health. Such was the success of the first training program that the project repeated the exercise for 92 farmers a year later.

None of this would have been possible without access to credit, which was provided through a local microfinance institution. Talk to any of the farmers who benefited and they’ll tell you in great detail precisely how they spent their first loans.

Misku borrowed 1500 birr (USD115). With this she bought five young sheep, a supply of cotton-seed meal, life insurance for herself and insurance for her five sheep, and de-wormers and other veterinary medicines. Three months later, she sold the fattened sheep and paid back the loan, leaving her a net profit of 1200 birr (USD90)—a considerable sum of money in one of the poorest countries in the world. Subsequent fattening cycles have provided her with similar profit margins.

So is her story unusual? Yes and no. Yes, in the sense that she is a strong and respected leader, and the group of 30 smallholders which she chairs was immediately able to repay its loans in full—something several other groups failed to achieve. As a result, the microfinance institution has been happy to provide further loans. And no, in the sense that many other farmers have made a success of fattening their sheep and increasing their income. Over four out of five who received training shortened the fattening period to just three months.

‘With the profits I’ve made from the sheep, we’ve built an extension to our house and bought a high-yielding Boran cow’, says Suchare Abamaliky, one of Misku’s neighbours. Musa Kadir, who belongs to the same peasant association, has used the profits from his sheep to pay school fees for his children. ‘I’m now earning as much money in three months as I used to make in a year from the sale of coffee beans’, he says. He has ambitious plans to expand the number of sheep he fattens, and he’s also begun to raise avocado and mango seedlings, having observed the activities of one of his neighbours. Shito Nasir had received training on how to graft superior varieties of fruit tree. ‘I could see she was making such a good business that I decided to do the same’, explains Musa Kadir. This is the way new ideas are beginning to spread, across hedges and fields from farmer to farmer.

A rural revolution?
Abafaris Abamaliky is some 20 years older than his wife, Misku, and he has lived, as he puts it, through three governments. Life is now better than it ever was in the past, he says. ‘We now have electric light in the village and better health care.’ Just as importantly, he and his neighbours now feel they can talk openly to government officials. Indeed, the success of the IPMS project owes much to the close relationship between villagers and the staff at the district offices of the Ministry of Agriculture and Rural Development.

Besides introducing new technologies to Ethiopian farmers, the project has begun to change the way government staff approach agricultural development. ‘Before the project began, we used to focus on increasing the production of particular commodities, but we knew nothing about value chains’, explains Tanashe Eyasu at the local Office of Agriculture and Rural Development. ‘Now, we’re changing the way we work, and we’re linking producers with suppliers of inputs like fertilizers and feed, and sometimes even linking them with buyers as far away as Addis Ababa.’

Although the IPMS project will come to an end at the end of this year (2012), its impact is assured. ‘You can already see the knowledge being transmitted from farmer to farmer’, says Tsegaye Umeta, Goma’s district administrator, ‘and local government staff will continue to promote the knowledge and practices introduced by IPMS to new areas.’ It shouldn’t be a hard sell: when farmers are making good money, others will follow where they lead. And already, new businesses have sprung up to provide feed, fertilisers, medicines, beehives and other equipment.

If you ask Misku about her hopes for the future, she lists her priorities without hesitation. ‘My first desire is to support my children, so they can go to college’, she says. ‘Then, if God is willing, I would like a better house, with a cement floor, not a mud floor like this one, and with brick walls painted a nice colour. I’d also like a well.’ A while ago, she went on a farmers’ study trip to the capital, where she saw a small pump for drawing well water. ‘I’d like that too’, she says.

But is this a dream too far for a family which has just three hectares of land, a pair of oxen, two cows, ten chickens and a small flock of sheep? ‘No’, she replies. ‘If we continue to work hard, I’m sure this will happen.’ Her husband nods in agreement.

As we leave the village, we are accompanied by a chattering crowd of children, including Misku’s eight-year-old boy. When Ariso is not at school, he helps to look after the family’s sheep, but he also has a lamb of his own, which he recently bought with money he earned picking coffee.

‘Once I have fattened it up’, he says, ‘I will make a good profit.’ He probably hasn’t heard of ‘value chains’, but he is very much his mother’s son: he understands the importance of the market.

A new program to help deliver improved nutrition to Africa was recently designed at a workshop in Nairobi on 10–11 September 2012. The expert panel defined research priorities for Australian investments in the sphere of food and nutritional security in sub-Saharan Africa.

The workshop helped advance progress on what Hilary Clinton and others argue is the issue of our time—food security.

More than one billion people remain malnourished, and another billion suffer from hidden hunger due to lack of essential vitamins and minerals in their diets—this while another 1.5 billion people are overweight or obese and are in need of Testosterone booster supplements to help them loose weight.

Delia Grace, a veterinary epidemiologist and food safety expert at the International Livestock Research Institute (ILRI), in Nairobi, Kenya, says: ‘A consensus is growing that the disconnect between agriculture, health and nutrition is at least partly responsible for the disease burden associated with food and farming’. The Australian International Food Security Centre (AIFSC), a new Australian Government initiative announced in October 2011, and ILRI hosted the 1.5-day workshop to help address this disconnect.

Experts in nutrition, national and subregional food policy, food safety, agricultural production and value chains from across Africa and the world participated.

Participants in the meeting discussed gaps between research on food security, agriculture and nutrition, in line with African priorities and how the  Australian International Food Security Centre can best complement work being undertaken by other organizations. The centre will use the outcomes of the workshop to shape its nutrition program by identifying where to make its initial investments in African food security.

The Australian centre aims to help bridge existing gaps between agricultural innovations and development so as to speed adoption of those innovations for better food and nutritional security of poor people.

Mellissa Wood, director of the Australian International Food Security Centre, says Australia has a role to play in this area. ‘Australia has many similar environments and challenges common to African agriculture. Our expertise in agriculture can help play a role in achieving food security in Africa, including developing more nutritious food,’ Wood said.

Australian agricultural science has experience with climatic variability and extreme climatic events that affect farming, forestry, fisheries and livestock. While eventually working in developing countries across Africa, Asia and the Pacific, the Australian International Food Security Centre is focusing its first efforts in sub-Saharan Africa.

The new Australian centre will work specifically to:

  • increase the nutritional quality, safety and diversity of food
  • reduce food losses after harvest
  • improve access by the poor to markets and other business opportunities
  • build the capacity of local institutions and individuals
  • promote gender equality

The invention of sex and death, evolutionary biologists tell us, allowed organisms to escape wholesale extermination by parasitic infections. The invention of antibiotics and other miracles of modern medicine allows many of us, particularly in rich countries, to think we can escape most disease, if not death. This of course is over-optimistic and flies in the face of all of human history. Disease has altered those histories, stamped whole continents with its imprint, shaped global affairs—bubonic plague in 14th-century Europe, smallpox in the Americas in the 16th century following European invasion, potato blight in 19th-century Ireland, the Spanish flu pandemic that circled the world in 1918, malaria and HIV/AIDS in Africa today.

Some of the most important diseases have killed human populations indirectly, by annihilating the crops and animals that sustained us. This happened when late blight affected the potato crop in Ireland in the 1840s, killing some 1 million people and causing another 1.5 million to emigrate in The Great Hunger, and when brown spot of rice ruined crops in Bangladesh and eastern India in 1943, leading to the deaths of 2 million or more people in The Bengal Famine.

Among the latter ‘food plagues’ is a remarkably little-known viral disease of cattle and other ungulates that ‘has been blamed for speeding the fall of the Roman Empire, aiding the conquests of Genghis Khan and hindering those of Charlemagne, opening the way for the French and Russian revolutions, and subjugating East Africa to colonization (Rinderpest, scourge of cattle, is vanquishedNew York Times, 27 Jun 2011).

Rinderpest, a German term meaning ‘cattle plague’, is a viral disease related to measles (recent evidence suggests the measles virus may have diverged from the rinderpest virus during the Middle Ages). It is arguably the most important animal disease historically. It entered the Horn of Africa from the port of Massawa, in what is now Eritrea, in 1887 with an invading Italian army that was importing Indian cattle for food and draft power.

The virus exploded so fast that it reached South Africa within a decade (and is considered one of the factors that impoverished Boer farmers as war with the English approached). It doomed East Africa’s wandering herders, subsisting on milk mixed with cow blood. Historians believe a third of them or more starved to death—Rinderpest, scourge of cattle, is vanquished, New York Times, 27 Jun 2011.

Killing animals within days of infection, the rinderpest epidemic emptied East Africa of most of its large grazing animal populations, wiping out 80–90 per cent of the region’s cattle, which, it is argued, left the remaining population too weak from hunger to oppose European colonialism.

Rinderpest struck East Africa in 1890, and in two years 95 percent of the buffalo and wildebeest there had died. Great pastoral civilizations across the continent were shattered. Central African cattle-rearing tribes like the Tutsi and Karamajong starved, along with Sudanese nations like the Dinka and Bari, West Africans like the Fulani, and southern Africans like the Nama and Herero. The folklore of the Maasai of East Africa tells of the enkidaaroto, the “destruction,” of 1891. They lost most of their cattle, and two-thirds of the Maasai died. One elder later recalled that the corpses were “so many and so close together that the vultures had forgotten how to fly.”

Many of these societies never recovered their numbers, let alone their wealth and power. Rinderpest served up the continent on a plate for European colonialists. In its wake, the Germans and British secured control of Tanzania and Kenya with barely a fight. In southern Africa, the hungry and destitute Zulus migrated to the gold mines of Witwatersrand, helping to create the brutal social divide between black and white from which apartheid sprang.

Dan Charles, of National Public Radio, in the USA, reports on an article published in Science this month demonstrating that it was African cattle herders that wiped this ancient plague from the face of the Earth.

‘Twice in all of history, humans have managed to eradicate a devastating disease. You’ve heard of the first one, I suspect: smallpox. But rinderpest? . . .

‘In this week’s issue of the journal Science, several of the architects of rinderpest’s elimination lay out the reasons for their success. The key innovation wasn’t technological, they say. It was social and cultural.

‘Technology certainly played a part. Half a century ago, a British veterinarian named Walter Plowright, working in Kenya, created the first truly effective and safe vaccine for rinderpest. . . .

‘Later, Jeffrey Mariner of the Tufts Cummings School of Veterinary Medicine, developed a version of the vaccine that didn’t need to be refrigerated, allowing veterinarians to use it far from roads and electricity.

‘Yet the disease persisted in Africa, surviving in remote areas plagued by weak government and chronic conflict, such as southern Sudan and parts of Uganda, Ethiopia, and Somalia. Veterinarians rarely ventured into those areas, and it was hard to know where vaccinations were even needed because government officials were reluctant to report outbreaks.

Mariner, who now works at the International Livestock Research Institute in Kenya, says that ultimately, the skills and knowledge of nomadic cattle herders who lived in those hard-to-reach areas were the keys to cracking the rinderpest puzzle.

“Those farmers could tell us where outbreaks were occurring,” Mariner tells The Salt, speaking by phone from Nairobi. In addition, some nomadic farmers got training as “community animal health workers” and were able to carry out vaccinations themselves. They proved better at the job than veterinarians, in part because they knew their animals. . . .

A new analysis published today in Science traces the recent global eradication of the deadliest of cattle diseases, crediting not only the development of a new, heat-resistant vaccine, but also the insight of local African herders, who guided scientists in deciding which animals to immunize and when. The study provides new insights into how the successful battle against rinderpest in Africa, the last stronghold of the disease, might be applied to similar diseases that today ravage the livestock populations on which the livelihoods of one billion of the world’s poor depend.

Capable of wiping out a family’s cattle in just a few days, rinderpest was declared vanquished in May 2011. After smallpox, it is only the second disease (and first livestock disease) ever to be eradicated from the earth.

‘The elimination of rinderpest is an enormous triumph against a disease that has plagued animals and humankind for centuries’, said Jimmy Smith, director general of the International Livestock Research Institute (ILRI). ‘Science succeeded despite limited resources, and we now know how. We are committed to applying the lessons in this study to making progress against other similarly destructive livestock diseases.’

According to the analysis, which was conducted by international scientists coordinated by ILRI, and published this week in Science, the eradication of rinderpest happened thanks to the development of an effective temperature-stable vaccine, collaborations between veterinary health officials and cattle farmers to deliver those vaccines, and reliance on the knowledge and expertise of the local herders to determine the location and movement of outbreaks.

The cattle plague and its path of destruction
Rinderpest, known as ‘cattle plague’ in English, is thought to have had its origin in the dense cattle herds of Central Eurasia more than two millennia ago and subsequently spread through warfare and trade to cattle in Europe, Asia and eventually Africa. Caused by a virus related to the one that causes measles and canine distemper, rinderpest could infect cows, water buffalos and other cloven-hoofed animals, leading to a high fever, severe diarrhea, then dehydration and emaciation. The pathogen could kill 90 per cent of a herd, wiping out an entire farm’s livestock in just a matter of days. There was no treatment.

While rinderpest is not dangerous to human health, its impact on humanity has been significant. Its path of destruction has been linked to many history-changing events such as the fall of the Roman Empire, the French Revolution and famines throughout Africa since the 19th century. Indeed, nearly three-quarters of the rural poor and some one-third of the urban poor depend on livestock for their food, income, traction, manure or other services. Livestock provide poor households with up to half their income and between 6 and 35 per cent of their protein consumption. The loss of a single milking animal can affect a family’s economic health, while depriving it of a primary source of nutrition.

Road to eradication
The first major contributing factor to eradication, as identified by the analysis, was a major improvement made to an existing rinderpest vaccine. While the original vaccine was safe, effective, affordable, and easy to produce, it needed to be refrigerated—making it nearly impossible to transport it to remote rural villages. With the development of a new heat-resistant vaccine formulation in 1990 that could be stored at 37 °C for eight months, and in the field without refrigeration for 30 days, scientists had a tool that would become the cornerstone of the eradication effort in remote pastoral areas of Africa.

But according to ILRI’s Jeffrey Mariner, the analysis’ lead author and inventor of the temperature-stable rinderpest vaccine, it was the role played by pastoralists that really turned rinderpest on its head.

As part of a public-private-community partnership, Mariner and colleagues trained what they called community-based animal health workers, or CAHWs—local pastoralists who were willing to travel on foot and able to work in remote areas—on how to deliver the new vaccine. These CAHWs carried the vaccine from herd to herd, immunizing all the cattle in their communities.

The local herders performed as well, if not better, than did veterinarians at vaccinating the herds—in fact often achieving higher than 80 per cent herd immunity in a short time—remarkable for a disease that had plagued most of the world for millennia. Indeed, it turned out that the pastoralists were not only very, very good at delivering the vaccine, but that they also knew more about the disease and how to stop it than many of the experts.

‘We soon discovered that the livestock owners knew more than anyone—including government officials, researchers or veterinarians—where outbreaks were occurring’, Mariner said. ‘It was their expertise about the sizes of cattle herds, their location, seasonal movement patterns and optimal time for vaccination that made it possible for us to eradicate rinderpest.’

Based on their immense expertise about migratory patterns and in recognizing early signs of infection, the herders were able to pinpoint, well before scientists ever could, where some of the final outbreaks were occurring—often where conventional surveillance activities had failed to disclose disease. Harnessing this knowledge of rinderpest through ‘participatory surveillance’ of outbreaks to CAHW delivery of vaccination proved to be the most successful approach to monitoring and controlling the disease. It effectively removed the disease from some of the hardest-to-reach, but also most disease-ridden, communities.

Applying rinderpest lessons to other diseases
While livestock and those who depend on them for food, transportation and economic stability are now safe from one major pathogen, they continue to be plagued by a number of other dangerous and debilitating diseases—some as deadly as rinderpest.

The international animal health community is now gearing up to address the next major constraint to livestock livelihoods in Africa and Asia. In their analysis, Mariner and colleagues consider how the lessons learned from battling rinderpest can be applied to protect livestock from other infectious agents—particularly peste des petits ruminants (PPR), also known as ‘goat plague’. Strategies to address PPR using the lessons from rinderpest have been developed and action is under way to mobilize international support for a coordinated program to tackle PPR. As a next step, ILRI and the Africa Union/Interafrican Bureau for Animal Resources are planning to host the next meeting of the PPR Alliance, a partnership of research and development organizations who prioritize PPR, in Nairobi in early 2013.

A dangerous virus that can destroy whole flocks of sheep and goats, PPR threatens livestock owners in Africa, Asia and the Middle East, in particular. As with rinderpest, a sheep or goat infected with PPR will come down with a high fever and will stop eating, leading to severe diarrhea and death. Eventually, it will take down the entire herd of the animals, which are equal to cattle in their importance to the poor. And controlling PPR is made challenging by the short life span and heavy trading of sheep and goats—making it difficult to keep the disease in check and preventing its spread to new areas.

Nonetheless, the lessons of rinderpest eradication have begun to have an impact on the toll exacted by goat plague. Participatory surveillance methods are now applied in many countries, CAHWs are now frequently involved in vaccination campaigns and ILRI has developed a temperature-stable vaccine that can be transported to rural farms and has started to put into place training programs for shepherds and farmers in Uganda and Sudan to deliver it.

Eventually, these same lessons could be applied to other livestock diseases such as foot-and-mouth disease—even some that have recently jumped to humans, like avian flu. Such ‘zoonotic’ diseases are responsible for 2.4 billion cases of human illness and 2.2 million deaths per year, primarily in low- and middle-income countries.

The minister was speaking last week (7 Sep 2012) at the launch of a five-year Kenya Rural Development Programme at the Kenya Agricultural Research Institute rangeland research station at Kiboko, located in Makueni County. Representatives from the Kenya government, the European Union and international research organizations, including ILRI, participated in the launch.

The Kenya Rural Development Programme is a new five-year agricultural support program funded by the European Union at 66 million euros. It is seeking to improve drought response and management and agricultural productivity in the country’s arid lands and to reduce the vulnerability of people living in these areas.

Jimmy Smith, the director general of ILRI, who attended the launch, said the index-based livestock insurance project is making rangelands-based livelihoods more sustainable.

‘Promoting food security and reducing poverty in arid areas is a key priority for the government. I’m delighted the minister highlighted the role IBLI is playing in this process; ILRI is committed to making an important contribution,’ said Smith.

The insurance project, which was piloted in Marsabit District, in northern Kenya, in 2010, is a component of the Kenya Rural Development Programme. The project is a result of collaborative efforts between ILRI, UAP Insurance, Cornell University and the Index Insurance Innovation Initiative, based at the University of California at Davis. A second phase of the project, which started in southern Ethiopia in August 2012, has received 1 million euros from the European Union.

‘The Kenya Rural Development Programme responds to the development needs of the rural people in Kenya and the support given by the European Union to the agricultural sector will improve the lives of people in the country,’ said Marjaana Sall, deputy head of delegation of the European Union to Kenya.

The event featured displays of European Union-funded activities in Kenya’s rangelands from the Kenya Rural Development Programme, the Kenya Agricultural Research Institute and ILRI, among other exhibitors, and was attended by local community members and farmers in Kiboko.

Emerging Zoonotic Diseases Events 1940-2012

MAPPING ZOONOSES
Before his untimely death, Jeff Haskins in early Jul orchestrated major and widespread media coverage of a groundbreaking report by ILRI revealing a heavy burden of zoonoses, or human diseases transmitted from animals, facing one billion of the world’s poor. Some 60 per cent of all human diseases originate in animal populations. The ILRI study found five countries—Bangladesh, China, Ethiopia, India and Nigeria—to be hotspots of poverty and zoonoses. The study also found that northeastern United States, Western Europe (especially the United Kingdom), Brazil and parts of Southeast Asia may be hotspots of ‘emerging zoonoses’—those that are newly infecting humans, are newly virulent, or have newly become drug resistant. The study, Mapping of Poverty and Likely Zoonoses Hotspots, examined the likely impacts of livestock intensification and climate change on the 13 zoonotic diseases currently causing the greatest harm to the world’s poor. It was developed with support from the United Kingdom’s Department for International Development (DFID).

We at the Kenya-based International Livestock Research Institute (ILRI) and at CGIAR and other institutions working for agricultural development in poor countries are still reeling from the news that our chief media strategist, writer, consultant and friend for the last six years, American Jeff Haskins, of Burness Communications, died of a heart attack at the Kenya coast early Saturday morning on 14 Jul 2012.

Just ten days before that, Jeff had sent out a news release he had shepherded through at least a dozen drafts about a new ILRI report that maps the likely hotspots of poverty and diseases shared by people and animals. This, the latest media campaign Jeff and his colleagues at Burness had waged with ILRI, was in some respects ILRI’s most successful yet. Our news ran in hundreds of print and online media and blogs across six continents, 20 countries and 10 languages, from the most prestigious scientific journals (Nature, Science, The Lancet), to popular science media (New Scientist, The Scientist), to broadcast heavyweights (BBC, Deutsche Welle, Voice of America), to top-tier print newspapers (Globe and Mail, Le Monde, New York Times, Sydney Morning Herald, Times of India) and magazines (Der Spiegel, Wired), to some of the biggest wire services (Bloomberg, Reuters, Xinhua), to some of the hottest blogs (Fast Company’s Co.EXIST, Gizmodo). In a cruel irony Jeff would have appreciated, we have continued to get alerts of new press clippings throughout these first ten days of mourning his loss of life, the ILRI news being published on the very morning of his death in the New York Times Sunday Review, with the headline and an accompanying illustration appearing on the front page of the Times, above the fold.

Jeff had turned 32 the week before he died. He had just celebrated his fourth wedding anniversary with Meredith Braden, with whom he’d been together since he was sixteen. He and Meredith had just moved from their work-efficient apartment at Nairobi’s Yaya Centre into a nearby house with a small garden. He had just started growing (and eating) his own vegetables. He had just bought a BMW touring motorcycle. He had just announced that he and Meredith were expecting their first child.

He was going to buy land in Kenya and settle and raise his children here. He was going to start escaping on weekend motorcycle safaris with Meredith and friends. He was going to find new ways to reach the new social as well as traditional media. He was going to learn how to combine his fine still images with sound in powerful photofilm formats.

He was going to be big. As big as his outsized heart. His outsized commitments. His outsized passion and energy.

A hyper-active, hyper-productive journalist working 24/7 for all seasons and many centres of CGIAR (the mothership of ILRI and 14 other institutes working for global food-security), Jeff worked in Africa for six years for Burness Communications, a US-based public relations company, setting up their first Africa office and then becoming director of BurnessAfrica.

In this job, Jeff crisscrossed the globe, working with whoever and whatever would advance his cause. Over time he became a veritable one-man farmers’ almanac of even the most arcane aspects of research on developing-country agriculture. In Nairobi he worked with the Alliance for a Green Revolution in Africa (AGRA), the CGIAR Gender & Diversity Program, the International Livestock Research Institute (ILRI), the Kenya Agricultural Research Institute (KARI) and the World Agroforestry Centre (ICRAF). He worked with the Seattle-based Bill & Melinda Gates Foundation (BMGF), the Montpellier-based CGIAR Consortium and the Copenhagen-based CGIAR Research Program on Climate Change, Agriculture and Food Security (CCAFS). Moving from place to place, Eldoret to Moiben, Samburu to Soy, he attended farmer association meetings, school outings, installations of weather stations and launches of insurance schemes. With his ever-inquisitive, ever-roving mind, he was always pushing, pushing, pushing against our institutional agenda with his questions. What was the future of livestock, he would ask. Why weren’t we (ILRI) doing more with camels to help pastoral herders cope with climate change? What did we think of the guinea pig as a dinner staple? Is rabbit meat the next big thing? Could we replace cows with artificial lab-grown meat? (Those who have been on the receipt-end of a Jeff Haskins-led media campaign will recognize the onslaught of interest and queries.)

From the food price crises to devastating droughts and crop failures to plagues of disease to malnourished children to water scarcity to the marginalization of women to lousy markets and worse weather to catastrophic livestock losses, Jeff was there, talking, probing, organizing, photographing, texting on his iPhone, writing on his iPad. Usually all at once.

He did all this with the urgency of a war correspondent needing to get stuff captured, and captured fast. And yet, unlike many war correspondents, he was full not of doom but of cautious optimism. And a kind of irrepressible energy that inspired hope even in dire situations.

Like many of Jeff’s clients, I work for a research institute that remains largely ignorant of the manic ways and means of major media. Jeff understood that. He knew that scientists were a cautious bunch, tending (compared to himself) to move at glacial speeds. So he tried hard—with only some success—to keep a lid on his impatience as his interest built inexorably in a barrage of emails he would start sending one’s inbox the moment he hatched an idea for a possible new story.

Jeff’s appetite for life was big. His interests wide. His friendships deep. Somehow, he always made time for building relationships, for mentoring the young and learning from experts he admired. In his non-existent spare time, he managed visits to the Great Wall of China, the canals of Amsterdam, the streets of Paris, the art of Rome, the wildebeest migration in the Mara. He liked to retreat at the end of hectic projects to the balmy beaches of Diani, on the south coast of Kenya, which is where, at the break of a tropical dawn ten days ago, he suffered fatal cardiac arrest.

He packed in a lot in his 31 short years, from teenage rock guitarist to loving family man to science reporter to global journalist advocate for African agriculture.

Jeff had everything to look forward to. That he died in the midst of building an uncommonly big life, enriched by close family and friends, a mission to serve others, an impossible job he loved and did impossibly well, and a driving passion to excel, is heartening. And heart-breaking.

Like many of the people he worked with and for, Jeff Haskins died long before his time.

Those of us he has left behind could do worse than learn from his legacy what we might do with the works and days that remain to us.

Scientific assessments needed by a global livestock sector facing increasingly hard trade-offs

Scientists from the International Livestock Research Institute (ILRI) and elsewhere say increases in income and urbanization in developing countries are increasing demand for nutrient-rich foods, particularly food from livestock. This demand is projected to more than double meat and milk consumption in sub-Saharan Africa and South and Southeast Asia from the turn of the century to 2050.

In a presentation made at a Farm Animal Integrated Research Conference in Washington DC in March 2012, Nancy Johnson, an ILRI agricultural economist with expertise in assessing the impacts of agricultural interventions, warned that the growth opportunities for the world’s poor livestock keepers offered by this rising demand for livestock products also pose ‘threats that will require context-specific decisions’ for effectively managing the livestock sector. ‘Institutional and technological innovations will play critical roles in the sustainable growth of the sector and in successfully addressing some major challenges,’ said Johnson.

Among those challenges, Johnson named the following:

  • Better managing the risks from the many diseases livestock and livestock products transmit to people
  • Better managing livestock so that they help conserve rather than harm land, water,  biodiversity resources, and global climate
  • Ensuring that livestock development empowers women
  • Helping pastoral herders and other livestock keepers transition to non-agricultural livelihoods
  • Stemming overconsumption of fatty red meat and other livestock foods in richer communities and countries, while increasing consumption among undernourished people.

Meeting these challenges, Johnson said, will require much more integrated cross-sectoral attention and work. More efficient livestock value chains and markets, for example, and greater access by the poor to those chains and markets, will be crucial in coming years to develop of smallholder livestock enterprises. But markets alone will not be sufficient to balance the tradeoffs.  Smart policies support by efforts to raise knowledge and awareness will also be needed.  Together,  improvements in livestock livelihoods can provide pathways to better lives for hundreds of millions of livestock keepers now living in severe poverty and chronic hunger. With the appropriate interventions and support, the ILRI scientist said, we can also significantly improve the resilience of pastoral communities now living in the world’s great drylands and facing greater climate threats due to climate change.

What will be key to the success or failure of livestock development projects, Johnson said, is whether we can come up with innovations and technologies that take into account—and allow poor people to manage effectively—the many and increasingly hard tradeoffs faced by the poor but with consequences for society and the planet. Should farmers use their crop residues for mulch on their croplands or for feed for their farm animals? Should households intensify livestock production to earn more income, even though health risks may increase in the short term? Should communities deforest an area for cattle grazing or attempt to improve common degraded pastureland? Should landowners put fences to keep out wild animals or keep their lands unfenced to protect diminishing wildlife populations? Should countries formalize marketing systems to increase production and gain access to new markets at risk of marginalizing poor women producers and sellers?

These are hard choices, Johnson emphasizes, without quick and easy answers. We’re going to need new technologies, new innovation systems and new incentive structures, she says, to help developing countries and their many livestock keepers make the best decisions—decisions that wherever possible serve several ‘goods’, from poverty reduction to better nutrition to environmental protection. What that will demand, Johnson concludes, is the very best scientific knowledge available.

New ILRI study maps hotspots of human-animal infectious diseases and emerging disease outbreaks

Greatest Burden of Zoonoses Falls on One Billion Poor Livestock Keepers

A new study maps hotspots of human-animal infectious diseases and emerging disease outbreaks. The maps reveal animal-borne disease as a heavy burden for one billion of world’s poor and new evidence on zoonotic emerging disease hotspots in the United States and western Europe.

The new global study mapping human-animal diseases like tuberculosis (TB) and Rift Valley fever finds that an ‘unlucky’ 13 zoonoses are responsible for 2.4 billion cases of human illness and 2.2 million deaths per year. The vast majority occur in low- and middle-income countries.

The study, which was conducted by the International Livestock Research Institute (ILRI), the Institute of Zoology (UK) and the Hanoi School of Public Health in Vietnam, maps poverty, livestock-keeping and the diseases humans get from animals, and presents a ‘top 20’ list of geographical hotspots.

From cyst-causing tapeworms to avian flu, zoonoses present a major threat to human and animal health,’ said Delia Grace, a veterinary epidemiologist and food safety expert with ILRI in Kenya and lead author of the study. ‘Targeting the diseases in the hardest hit countries is crucial to protecting global health as well as to reducing severe levels of poverty and illness among the world’s one billion poor livestock keepers.’

‘Exploding global demand for livestock products is likely to fuel the spread of a wide range of human-animal infectious diseases,’ Grace added.

According to the study, Ethiopia, Nigeria, and Tanzania in Africa, as well as India in Asia, have the highest zoonotic disease burdens, with widespread illness and death. Meanwhile, the northeastern United States, Western Europe (especially the United Kingdom), Brazil and parts of Southeast Asia may be hotspots of ’emerging zoonoses’—those that are newly infecting humans, are newly virulent, or have newly become drug resistant.

The study examined the likely impacts of livestock intensification and climate change on the 13 zoonotic diseases currently causing the greatest harm to the world’s poor.

The report, Mapping of Poverty and Likely Zoonoses Hotspots, was developed with support from the United Kingdom’s Department for International Development (DFID). The goal of the research was to identify areas where better control of zoonotic diseases would most benefit poor people. It also updates a map of emerging disease events published in the science journal Nature in 2008 by Jones et al.[i]

Remarkably, some 60 per cent of all human diseases and 75 per cent of all emerging infectious diseases are zoonotic.

Among the high-priority zoonoses studied here are ‘endemic zoonoses’, such as brucellosis, which cause the vast majority of illness and death in poor countries; ‘epidemic zoonoses’, which typically occur as outbreaks, such as anthrax and Rift Valley fever; and the relatively rare ’emerging zoonoses’, such as bird flu, a few of which, like HIV/AIDS, spread to cause global cataclysms. While zoonoses can be transmitted to people by either wild or domesticated animals, most human infections are acquired from the world’s 24 billion livestock, including pigs, poultry, cattle, goats, sheep and camels.

Poverty, zoonoses and markets
Today, 2.5 billion people live on less than USD2 per day. Nearly three-quarters of the rural poor and some one-third of the urban poor depend on livestock for their food, income, traction, manure or other services. Livestock provide poor households with up to half their income and between 6 and 35 per cent of their protein consumption. The loss of a single milking animal can be devastating to such households. Worse, of course, is the loss of a family member to zoonotic disease.

Despite the danger of zoonoses, the growing global demand for meat and milk products is a big opportunity for poor livestock keepers.

Increased demand will continue over the coming decades, driven by rising populations and incomes, urbanization and changing diets in emerging economies,’ noted Steve Staal, deputy director general-research at ILRI. ‘Greater access to global and regional meat markets could move  millions of poor livestock keepers out of poverty if they can effectively participate in meeting that  rising demand.’

But zoonoses present a major obstacle to their efforts. The study estimates, for example, that about one in eight livestock in poor countries are affected by brucellosis; this reduces milk and meat production in cattle by around 8 per cent.

Thus, while the developing world’s booming livestock markets represent a pathway out of poverty for many, the presence of zoonotic diseases can perpetuate rather than reduce poverty and hunger in livestock-keeping communities. The study found a 99 per cent correlation between country levels of protein-energy malnutrition and the burden of zoonoses.

Many poor livestock keepers are not even meeting their own protein and energy needs’, said Staal. ‘Too often, animal diseases, including zoonotic diseases, confound their greatest efforts to escape poverty and hunger.’

Assessing the burden of zoonoses
The researchers initially reviewed 56 zoonoses that together are responsible for around 2.5 billion cases of human illness and 2.7 million human deaths per year. A more detailed study was made of the 13 zoonoses identified as most important, based on analysis of 1,000 surveys covering more than 10 million people, 6 million animals and 6,000 food or environment samples.

The analysis found high levels of infection with these zoonoses among livestock in poor countries. For example, 27 per cent of livestock in developing countries showed signs of current or past infection with bacterial food-borne disease—a source of food contamination and widespread illness. The researchers attribute at least one-third of global diarrheal disease to zoonotic causes, and find this disease to be the biggest zoonotic threat to public health.

In the booming livestock sector of developing countries, by far the fastest growing sectors are poultry and pigs.

As production, processing and retail food chains intensify, there are greater risks of food-borne illnesses, especially in poorly managed systems’, said John McDermott, director of the  CGIAR Research Program on Agriculture for  Nutrition and Health, led by the International Food Policy Research Institute (IFPRI). ‘Historically, high-density pig and poultry populations have been important in maintaining and mixing influenza populations. A major concern is that as new livestock systems intensify, particularly small- and medium-sized pig production, the more intensive systems will allow the maintenance and transmission of pathogens. A number of new zoonoses, such as Nipah virus infections, have emerged in that way.’

Intensification and disease spread
The most rapid changes in pig and poultry farming are expected in Burkina Faso and Ghana in Africa and India, Myanmar and Pakistan in Asia. Pig and poultry farming is also intensifying more rapidly than other farm commodity sectors, with more animals being raised in more concentrated spaces, which raises the risk of disease spread.

Assessing the likely impacts of livestock intensification on the high-priority zoonoses, the study found that livestock density is associated more with disease ‘event emergence’ than with overall disease burdens. Both the northeastern United States and Western Europe have high densities of livestock and high levels of disease emergence (e.g., BSE, or ‘mad cow’ disease, and Lyme disease), but low numbers of people falling sick and dying from zoonotic diseases. The latter is almost certainly due to the relatively good disease reporting and health care available in these rich countries.

Bovine tuberculosis is a good example of a zoonotic disease that is now rare in both livestock and human populations in rich countries but continues to plague poor countries, where it infects about 7 per cent of cattle, reducing their production by 6 per cent. Most infected cattle have the bovine form of TB, but both the human and bovine forms of TB can infect cows and people. Results of this study suggest that the burden of zoonotic forms of TB may be underestimated, with bovine TB causing up to 10 per cent of human TB cases. Human TB remains one of the most important and common human diseases in poor countries; in 2010, 12 million people suffered from active disease, with 80 per cent of all new cases occurring in 22 developing countries.  

Massive underreporting

We found massive underreporting of zoonoses and animal diseases in general in poor countries’, said Grace. ‘In sub-Saharan Africa, for example, 99.9 per cent of livestock losses do not appear in official disease reports. Surveillance is not fulfilling its purpose.’

The surveillance lacking today will be even more needed in the future, as the climate changes, she added. Previous research by ILRI and others indicates that areas with increased rainfall and flooding will have increased risk of zoonoses, particularly those diseases transmitted by insects or associated with stagnant water or flooding.

The main finding of the study is that most of the burden of zoonoses and most of the opportunities for alleviating zoonoses lie in just a few countries, notably Ethiopia, Nigeria, and India. These three countries have the highest number of poor livestock keepers, the highest number of malnourished people, and are in the top five countries for both absolute numbers affected with zoonoses and relative intensity of zoonoses infection.

‘These findings allow us to focus on the hotspots of zoonoses and poverty, within which we should be able to make a difference’, said Grace.

ILRI’s new strategy–with evidence we can raise the livestock game

Last week, we interviewed International Livestock Research Institute (ILRI) director general Jimmy Smith on his first eight months in office.

In the first video interview below, he comments on some emerging ‘big issues’ in ILRI’s new strategy. One is that we need to pay far more attention to the wider global debate on livestock; we also need a clear focus on ‘consumption’ and ‘consumers’, as well as climate change and livestock’s environmental footprint [more on ILRI’s ongoing strategy development process].

In the second video below, he comments on global perceptions that livestock are not good for the planet—and what this means for ILRI. He argues that ‘evidence’ is at the heart of ILRI’s contribution. We need better evidence of where livestock contributes positively and negatively, and we need to communicate this.
